SafariBus card, a new transport payment card in Kigali

Commuters in Kigali will now have options when paying for transport fare after a new player joined the market in what is seen a major boost to the country’s cashless movement.

Designed and developed by Centrika, a Rwandan fintech and software development company, the smart card dubbed SafariBus has for months been piloted in Musanze District.

Commenting on the development, the Centrika management said that they are using “technology solutions and human resources to deliver tomorrow's solutions today.”

The dual interface SafariBus card can be used to pay for transport fare for bus, taxi-moto and cab rides in Kigali.

Some transport companies have already started using the SafariBus card payment system.Yego Moto, Yego Cabs and bus companies like Yahoo Car and RFTC have so far joined the move, with more expected on board. Commuters with the card can tap on the meters or validators and instantly pay the transport fare.

The SafariBus card, a prepaid card powered by Centrika Ltd in partnership with Cogebanque and UnionPay International, works locally and internationally. With the card, people can also pay for services other than transport fare.

With the card, the firm said, you can also pay for goods and services using Point of Sale (POS) terminals at supermarkets and hotels, restaurants and cafes. The card is also used for online and in-app payments.

Cardholder can also use the card to withdraw cash at ATM machines owned by Bank of Kigali, KCB, Equity Bank and Ecobank.

“We have deployed more than 40,000 card users in Rwanda, with a daily growth of 2000 new users due to our attractive features, and that number will continue to grow as people learn about the smart card,” said Winnie Mutabazi, the Customer Service and Marketing Manager at Centrika.

“Centrika, with the SafariBus card, is not only digitizing transport but also supporting further acceleration of digital and financial inclusion,” said Alex Ntale, CEO of Rwanda ICT Chamber.

“We’re looking forward to partnerships that Centrika will open up for other tech companies that want to integrate with this card.”

Through a campaign dubbed “IkoraByose” campaign, Centrika is currently encouraging more people to use the SafariBus card.

Centrika says the SafariBus card will boost Rwanda’s cashless transport systems as well as the country’s financial inclusion of people in rural areas, where banking services haven’t reached. This also comes in support of the government's goal to realize a fully cashless economy in the future.

“By utilizing a reloadable prepaid card, people who do not have access to banking facilities can store wealth in a manner that isn’t reliant on securely managing quantities of cash,” said Mutabazi.

“Moreover, this is a card that people can use without being reliant on a bank or similar financial institution.”

Centrika has been in the Rwandan tech industry since 2012. The tech company also has the SafariBus Platform that allows bus operators to manage transport and users to transact in the transportation and financial ecosystems.

Centrika also owns KeyKiosk and the TiCQet App which issues event tickets in Rwanda and beyond.

Centrika’s agents have been deployed at the bus stations and other locations to do top-up services for users. People can also top up using Visa card, MasterCard, and Centrika’s Key Kiosk to recharge.

Alternatively, they can recharge it using their mobile money/Airtel money wallets, without necessarily having connected the mobile number to the card.

"Cashless payments have become mainstream in Kigali's transport industry with the dual interface card, called SafariBus," says Centrika's management in a statement.

Currently, the SafariBus cards can be obtained from Nyabugogo, Kimironko, Musanze bus stations, Gikondo (Cegem, Merez 2, Maranathan and Bwerankori), Vunga, Cyanika, Kinigi and at Centrika Office at CHIC building.

What do I need to get the card?

People who want the card are asked to present their ID or passport and phone number. For minors, to get the card, they are required to present the ID card of their parent or guardian.

How do I top up my card?

Centrika's agents have been deployed at the bus stations and other locations to do top-up services for users. People can also top up using Visa card, MasterCard, and Centrika's Key Kiosk to recharge.

Safari Cards were an English translation of a set of collectible zoological information facts first devised and published in Switzerland. Original publisher Éditions Rencontre in Lausanne, Switzerland specialized in subscription encyclopedias and other educational toys in the 1950s and ’60s. Intended explicitly from the very beginning to democratize learning and bring the classics of French-language literature to the public at an inexpensive cost , one of Rencontre’s other collectible marketing schemes was L’Encyclopédie du monde actuel , a set of fact cards that could be assembled by the child collector to form a full set of encyclopedias. The collectible book series was a popular concept in the postwar Francophone world .

Earlier than this, the book club , a long-standing model on both sides of the Atlantic, was a way for families who had not inherited massive libraries to assemble and collect an impressive display of erudition in the home, whether it was the classics of the Western canon, new popular fiction (sometimes given a lease on inclusion in the canon thanks to massive success, like Margaret Mitchell’s Gone With The Wind ), or an authoritative encyclopedia that could be used by the children in the family for school reports.

In 1976, American publishers Margrace Corporation of Middlesex, New Jersey optioned and translated the French language Safari Cards and used TV ads like the one above (from 1981) to entice children and their parents to subscribe for an educational experience. The cards themselves were compulsively collectible and sortable, and contained a real wealth of information. As the khaki-clad pitchman in the TV ad mentions, “These symbols let you file your cards the way naturalists do.” The cards’ headers were color-coded by climate and habitat, with a world map showing their geographical spread, and supplemented with symbols noting their taxonomic information (admittedly useless without the collectible card featuring the symbols’ key and legend). The backs of the cards featured a fairly substantial explanation of the animals’ behavior, habitat, and other fun facts. (Sample cards can be seen here .) In an era well before Wikipedia, in a time when the closest encyclopedia was likely at the local public library, Safari Cards were a boon to promising naturalists.

Safari Cards followed a marketing model familiar to most consumers in the 1970s and 1980s: advertisements in wide-circulating print magazines (like TV Guide ) or through long-form television commercials, and a subscription model where your first set of orders would be close to free, after which the costs would kick in. These sorts of offers ran parallel with other marketing schemes. The collectible card set model was thoroughly milked by Margrace: they also offered a series titled “ Story of America ” with a practically identical visual design to Safari Cards. Margrace also branched out into  comic-book versions of classic literature  later in the 1980s, a quaint and old-fashioned offering considering the golden years of lines like Classics Illustrated had petered out in the early ’70s.

Throughout the rest of the 1980s, other publishers’ attempts to get on the buy now/pay later gravy train abounded: full-color encyclopedias for children were often sold in grocery stores , either volume by volume in the supermarket itself or by picking up a discounted first volume at the market and mail-ordering the rest. As seen in the mission statement of Editions Rencontre, these inexpensive offers appealed to working- and middle-class families seeking to provide an educational edge for their children. But they were also at their root exploitative, locking those same paycheck-to-paycheck families into schemes where “ cancel at any time ” might be  much easier said than done . Given the recent return of a vogue for subscription boxes , it seems like this model is alive and well in the 21st century, expanding its tendrils into an upper-middle class desirous of curated experiences in the form of monthly treats delivered to its door.

Which STAR is for You?

Star cards (extended use).

STAR Cards are durable plastic cards that contain a microchip used to pay your fare when the card is tapped at a farebox. STAR Cards can be loaded and reloaded with daily, weekly or monthly Passes, or with cash value. The card is valid for three years.

The STAR Card works with all reduced fare programs. To deter fraud and theft, Seniors and other reduced fare customers use an ID STAR Card that features their photo on the back of the card.

STAR Tickets (limited use)

Silver STAR Tickets are primarily designed for out-of-town visitors and those who use JTA services less frequently. These tickets can be reloaded but are made of paper and are much less durable than the STAR Card. STAR Tickets do not offer all the features supported by STAR Cards.

Reloading your STAR Card or Ticket

Reloading is easy. Simply add money through the STAR Card website or Ticket Vending Machines (TVMs) at major stations and hubs. The user-friendly TVMs dispense both STAR Cards and STAR Tickets and allow customers to reload cash value. TVMs accept cash (no pennies), credit cards (except American Express cards or Visa Gift Cards) and debit cards for payment.

STAR Cards also can be registered on the website so if lost or stolen, the remaining value can be restored on a new card issued by JTA. This feature is not available for STAR Tickets.

Auto-Reload Option

Set up auto-reload and never let the balance on your STAR Card run low. Use this feature to load your card with a predetermined monthly amount deducted from your bank account or credit card. Set up this option on the STAR Card website or at the Jacksonville Regional Transportation Center at LaVilla (JRTC) Ticket Center, located on the ground floor. 

Cash Value Option

You can add up to $150 cash value to your STAR Card. Use the cash value to pay for a single ride or for anyone accompanying you. Purchasing a Pass is the best way to save money, but the cash value option is especially handy for those who may not be frequent riders.

Add cash value through the  STAR Card website , Ticket Vending Machines (TVMs) and Pass Partner locations in increments of $10, $15, $20 or $50. You can utilize any combination of the cash value increments, but can't exceed a maximum $150 value on your STAR Card. Visit the Ticket Center at the JRTC to load any cash value amount on a STAR Card. All registered and initialized STAR Cards can be reloaded via the  STAR Card website.

NOTE: Internet Explorer is not a supported browser for using the STAR Card website. Use of a current browser such as Chrome, Firefox, Safari or Edge is required.

Enhances riding experience

STAR Cards and Tickets make riding transit much easier and more convenient than carrying cash.

Faster boarding

STAR Cards and Tickets make boarding the bus much faster. There are no magnetic strips to swipe and no cash to count. Passengers simply tap the card and board, reducing the time the bus needs to remain stopped.

Where to Purchase

Get your STAR Card at the Jacksonville Regional Transportation Center at LaVilla (JRTC) at 100 LaVilla Center Drive. Visit the Ticket Center, located on the ground floor, between 6 a.m. and 5 p.m.

Photos for Senior and Reduced Fare ID STAR Cards are available from 8 a.m. to 5 p.m.

STAR Cards and Tickets are available for purchase and reloading at TVMs at these additional locations (no staff on-site):

STAR Card Registration

Register your STAR Card . In order to have your value replaced on your lost or stolen card, your card MUST be registered. Cards must be registered at least 48 hours prior to a claim.

Are senior passengers required to get a star card.

The STAR Card is your new senior ID. JTA will only accept a valid Senior ID STAR Card for customers over 65 years old. All customers over 65 without a valid Senior ID STAR Card must pay the base cash fare of $1.75.

What documentation is required to obtain a Senior ID STAR Card?

Please bring with you a government-issued picture ID showing your valid date of birth. Passengers 65 years of age and older ride free with a valid ID STAR Card.

Are reduced-fare customers required to get a STAR Card?

The STAR Card is your new ID. All passengers that are eligible for a reduced fare must present a valid ID STAR Card upon boarding.

What documentation is required to obtain a Reduced Fare ID STAR Card?

  • Customers with disabilities  — a JTA Reduced Fare Application completed by a doctor and statement of disability on physician letterhead
  • Veterans with disabilities  — current letter on VA letterhead stating at least a 50% disability
  • Recipients of Social Security Disability or Social Security Income  — current award letter
  • Recipients of Medicare  — Medicare card (red, white and blue paper card)

Where do I go to have my picture taken for a Reduced Fare or Senior ID STAR Card?

To have your picture taken for a Reduced Fare or Senior ID STAR Card, please visit:

  • Jacksonville Regional Transportation Center at LaVilla (JRTC) Ticket Center, ground floor  100 LaVilla Center Drive Monday through Friday from 8 a.m. to 5 p.m. 
  • JTA Myrtle Avenue Operations Campus 100 N. Myrtle Avenue Monday through Friday from 8 a.m. to 5 p.m.
  • Armsdale Park-n-Ride  3191 Armsdale Road Monday through Friday from 6 to 9 a.m. 

Offices are not open on Federal holidays.

Can i use my id star card at ticket vending machines, winn-dixie and harveys locations.

ID STAR Cards may be reloaded at Ticket Vending Machines (TVMs), Winn-Dixie or Harveys Supermarket locations, but new cards cannot be purchased at these locations. To purchase a new card or if your card is expired, please visit one of the following locations (bring your expired ID STAR Card, if applicable):

Getting Around Catalina Island

Both Avalon and Two Harbors are easily accessible on foot. It’s fun to meander around the city streets and take in the sights and sounds of these quaint villages.

Most Avalon residents get around by golf cart, which are available for rent on an hourly or daily basis. There is also the Garibaldi Bus operated by the City of Avalon. The Garibaldi Community fixed route bus serves central Avalon from the ferry landing to Casino Way and up-canyon to the Wrigley Memorial and Botanical Garden. $2 per ride, children under 5 are free.

Taxi service is available from the Catalina Island ferry terminal, as well as the taxi stand, located on the corner of Crescent Avenue and Metropole Avenue, to all areas of Avalon.

Shore boats  are available in both Avalon and Two Harbors.

The Catalina Island Conservancy Wildlands Express Shuttle  runs between Avalon and the Airport-in-the-Sky, and Little Harbor.
