Managing partner of Chicago travel agency indicted for carrying out $1.75m fraud on Delta's Skybonus program

ATLANTA - Gennady Podolsky, a dual Ukrainian and American citizen, and managing partner of Vega International Travel Services, Inc., has been arraigned for wire fraud. 

“Podolsky used his knowledge of the travel industry to take advantage of his travel agency clients,” said U.S. Attorney Byung J. “BJay” Pak.  “Through his access, he allegedly took advantage of Delta Airlines corporate frequent flyer program, illegally reaping millions of SkyBonus points worth more than $1.75 million dollars.”

“The fraudulent accumulation of frequent flyer miles in the travel industry may seem like a victimless crime, however, large corporations stand to lose significant profits”, said Chris Hacker, Special Agent in Charge of FBI Atlanta.  “The FBI will do everything in its power to protect companies and to stop anyone who participates in this corrupt behavior.”  

According to U.S. Attorney Pak, the charges, and other information presented in court:  Vega International Travel Services, Inc. (“Vega Travel”) was a small, full-service travel agency located in Chicago, Illinois, that catered to clients of Russian and Eastern European descent who were living abroad. 

Podolsky was Vega Travel’s managing partner and lead travel agent.  Delta Air Lines, based in Atlanta, Georgia, operates a frequent-flyer program for individuals called SkyMiles, and a similar program for businesses called SkyBonus, that allows individuals and businesses to earn points for free travel and other valuable perks.  Enrolled businesses can earn points under the SkyBonus program at the same time the traveling passengers earned points under the SkyMiles program.

A business enrolled in the SkyBonus program accrues points whenever its employees travel on Delta and a SkyBonus account identification number is entered electronically at the time of booking.  For an enrolled business to accrue SkyBonus points under the terms of the program, the traveling passenger must have been an actual employee of that business.  Enrolled businesses could redeem accrued SkyBonus points for flight reward certificates, ticket upgrades, and other valuable benefits.

According to the indictment, beginning in March 2014 until April 2015, Podolsky allegedly devised and executed a scheme to defraud Delta through the fraudulent accrual and redemption of over 42 million SkyBonus points, causing a loss to Delta of over $1.75 million dollars.  As part of the scheme, Podolsky caused a SkyBonus account to be registered in the name of a fertility center owned and operated by a family member of the president of Vega Travel. 

When Vega Travel booked its customers for air travel on Delta, Podolsky caused the SkyBonus account number for the fertility center to be associated with those customers’ tickets, even though those customers were not employees of that company or any similar entity.  By doing so, Podolsky caused SkyBonus points to accrue fraudulently in the fertility center’s account for passengers who were not employees of that company.  Podolsky then caused the SkyBonus points that had fraudulently accrued to be redeemed by requesting, receiving, and utilizing reward certificates for free air travel and other valuable benefits.

Gennady Podolsky, 43, of Kiev, Ukraine, was arraigned before U.S. Magistrate Judge Russell G. Vineyard on twelve counts of wire fraud.  Podolsky was indicted by a federal grand jury on September 11, 2019.

Members of the public are reminded that the indictment only contains charges.  The defendant is presumed innocent of the charges and it will be the government’s burden to prove the defendant’s guilt beyond a reasonable doubt at trial.

This case is being investigated by the Federal Bureau of Investigation.  Assistant U.S. Attorneys John S. Ghose and Bernita Malloy are prosecuting the case.

Vegas Rewards Overview: Participation in the Rewards program is open to all U.S. and Canadian travel agencies and agents operating under a current and legitimate ARC/IATA, CLIA, or TRUE number.

Each Travel Agent enrolled in the Program will accrue 100 Points in his/her program account for every room night booked in Las Vegas and validated by the hotel at which the booking was made. Bookings can only be entered by registered individual agent and cannot be grouped or combined by an agency.

Points accrued may be redeemed by registered/earning agent for Vegas Rewards Catalog items which include Hotel Stays, Entertainment, Tours or Attractions provided by select merchants.

What to Wear

T-shirts, shorts and athletic shoes are a common sight in the summer; long pants and a light jacket are recommended in winter. Advise your clients to bring along comfortable shoes for sightseeing and formal attire if they plan on fine dining or nightclubbing.

Climate in Las Vegas

Las Vegas’ 320 days of sunshine a year promises great vacation weather year-round. If your clients love outdoor activities, then the Las Vegas territory will make a perfect match for them. If they’re visiting in the summer, tee times and other outdoor activities are best scheduled for the early morning when the desert air is mild and enjoyable. With an average annual rainfall of 4.13 inches (10.5 cm) and humidity around 29 percent, the climate is classified as arid.

Do the hotels and attractions offer assistance for visitors with disabilities?

Does the airport offer assistance for visitors with disabilities, what ground transportation assistance is available for visitors with disabilities, where can i find interpreters for the deaf, where can i find personal care attendants, and wheelchair, scooter and oxygen rentals, where can i find ada assistance offices.

BOOKING YOUR ROOM  - Las Vegas has a variety of accessible guest rooms in the city. Hotels have rooms with roll-in showers, transfer showers, tubs with built-in seats and tubs with portable seats. Please take time to talk to the reservation operator about your specific requirements. If you need additional details, ask for the hotel's ADA coordinator.

SHOWROOMS, LOUNGES AND RESTAURANTS  - Most hotels have assistive listening devices for hearing-impaired persons available at the showroom or lounge entrance. Wheelchair seating is also available in most restaurants, lounges and showrooms. Call ahead for details.

GAMBLING  - All hotels have accessible slot machines and many have sit-down table games. Many hotels also have accommodations for wheelchair users to play craps. Gaming personnel are well-trained in assisting vision and hearing-impaired persons to play table games. If you need a sign-language interpreter for the gaming schools offered at many of the casinos, just ask in advance. Most bingo rooms have Braille cards and large-print cards. A few larger rooms have electronic bingo, enabling blind players or persons with hand-dexterity problems to play up to 100 cards at once!

SWIMMING POOLS  - Bring your swimsuit! Most Las Vegas hotels have lifts to assist you in getting into our beautiful pools. You may also find a pool beach entrance at some of our hotels. Check with the reservation operator when booking your room.

AT THE AIRPORT  - Lift-equipped shuttles and taxis are available with service to any hotel or motel. A variety of shuttle/limousine services are available at  Harry Reid International Airport .

TAXI SERVICE  - All taxi companies in Las Vegas have lift-equipped vans accommodating one wheelchair. Call from your room, use any dedicated taxi phone or ask the doorman at your hotel for an accessible taxi van. 

CITY BUS  - Our  RTC (Regional Transportation Commission)  bus service is fully accessible, including buses that are lift-equipped, have low floors and kneel, and accommodate two wheelchairs. Reduced fares are available for seniors and persons with disabilities. Call 702-228-7433 for routes, schedules or help in using the system. The "Strip" bus runs 24 hours a day.

PARATRANSIT  - Southern Nevada's Paratransit services are named RTC Paratransit Service. If you are certified to ride paratransit in your home city, bring your certification and you will be allowed to ride up to 21 days without having a Nevada certification. To schedule rides, call 702-228-4800 or TDD 702-676-1834 one to three days in advance.

PARKING  - Bring along your hometown dashboard parking permit from your personal vehicle if you plan to rent a vehicle in Las Vegas. Out-of-state permits are recognized. Temporary disabled parking permits are available through the Nevada Department of Motor Vehicles. Visit  www.dmvnv.com  for more information. A physician's statement will be required.

TRAMS & THE MONORAIL  - The Las Vegas Monorail offers service at seven stations between Sahara Avenue and the MGM Grand on the east side of the Las Vegas Strip. Additionally, visitors can take advantage of trams that connect various properties: between the Mirage and Treasure Island; connecting Mandalay Bay, Luxor and Excalibur; and connecting Park MGM Las Vegas to Aria Resort, Crystals Shopping Center and Bellagio Resort.

OVERHEAD WALKWAY  - There are several four-corner overhead walkway locations on the Strip. The first set of walkways is located on the corner of Las Vegas Boulevard (the Strip) and Tropicana Avenue, which connects the blocks where the MGM Grand, Tropicana, Excalibur and New York-New York are located. The second set is connecting Park MGM and the Showcase Mall/Hard Rock Cafe. The third set is on the corner of Flamingo Road and Las Vegas Boulevard connecting the blocks where Bally's, Bellagio, Caesars Palace and The Cromwell are located. The third walkway set is located on Spring Mountain Road and Las Vegas Boulevard, which connects the corners, Treasure Island, the Fashion Show mall, The Venetian and Wynn. Some walkways have direct access into the resorts. Escalators and elevators are available at all locations. In addition, there is a direct-connect walkway from the front of Planet Hollywood to  The Cosmopolitan, ARIA and Crystals shopping center. Also, there is a walkway connecting Veer Towers, Crystals and Waldorf Astoria Las Vegas.

FREMONT STREET EXPERIENCE  - This unique experience was born by closing Fremont Street (Downtown) to vehicular traffic, making it an outdoor pedestrian mall and doming it with the most fantastic light show you'll ever see!

Liquor Laws

While Las Vegas has some of the most liberal liquor laws in the United States, you must be at least 21 years of age to drink alcohol.

Visitors under the age of 21 are prohibited from loitering in casinos. The Strip has a curfew in which children under 18 years old are not allowed to be out after 9 p.m. unless accompanied by an adult.

Attractions/Activities

Most accommodations have a pool. Many also feature huge video arcades and diversions such as roller coasters and other rides. The choices for shows and events have also diversified, and it’s easy enough to find entertainment suitable for families.

Las Vegans are here to serve you. If you’re pleased with the service you receive, a small tip is customary.

A tip of 15 to 20 percent is the norm when food or drink is served.

Hotel personnel – $1 to $2 a bag is customary.

Dealers and slot attendants – a small bet is the standard reward.

Showroom maitre d’s – For venues without assigned seating, a tip of $5 to $20 will ensure desired seating.

Taxi drivers/tour guides – taxi drivers usually receive $1 to $2; tour guides receive $1 to $2 per person.

Valet – $2 is the usual tip.

Maid – a $2 tip per day is customary.

One of my favorite parts of traveling is eating new and delicious food. But I found myself just eating whatever was vegan between the hustle and bustle of the travel itinerary. So I decided to start researching the best vegan places before I arrived and then rating them after I tried them. That is how this blog was born. We help you find the best spots across the globe. We offer the inside scoop on vegan-friendly food, places, and accommodations across all continents. Whether you are looking for breakfast, lunch or dinner or have a low, medium or high budget, this is the blog for you. Let me plan your eating itinerary!

The Vegan Travel Agent is packed with ideas to make your adventures as a vegan less taxing and genuinely enjoyable. We bring our experience to life by providing details of our vegan adventures across the world in hopes that you will join us.

Here you can find the best vegan places in the world that we have personally tried and tested, what to buy as a vegan, festivals where we have found good food for vegans, and restaurants where you can get a meal even on a tight budget. All in one place!

We divide it up by meal (sometimes even dessert!) so that you know what time of the day to go and can pick the best option for your budget. Our three budgets are “Backpacker’s Budget” (low), “I only have one week of PTO” (mid), “Alfred, Grab My Coat” (high).

Who's behind?

Zach Schubert is an entrepreneur that loves to travel. He became a vegan in 2020 and quickly realized how difficult it was to travel and find incredible food that fit his preferences. So he started the Vegan Travel Agent blog from personal experiences and extensive research. He realized that changing to a healthier lifestyle is not an easy task, when it’s so much easier to just go with the flow.

So he started planning trips around food, haha! He found the best of the best and wanted to share it as a resource for people experiencing the same headache. Some vegan food isn’t healthy either, so he wanted to weed through that to make a resource of healthy (and DELICIOUS) vegan food. Why travel to Moscow

Contrasts: 12th century monasteries and some of the tallest skyscrapers in Europe can be found side-by-side in this complex and captivating city. The diversity of this mega-city is astounding. Only a few steps away from the solemn red facade of the Kremlin and the sounds of righteous church bells, a buzzing night scene and alternative-fashion boutiques can be found.

Culture: In Moscow only the best goes. Be it a theatre, restaurant or gallery, the standards are certain to be world-class. The Bolshoi ballet company is reputed to be even better than the Mariinsky’s and “MMOMA” (Moscow’s museum of modern art) exhibits works of art as profound as any that could be found in the famed MOMA.

Convenience: Unlike the rest of Russia, it’s easy enough to get by with just English in Moscow and, driving excepted, it is surprisingly safe: the murder rate is lower than in some of America’s major cities.

It would take more than two days to walk around the perimeter of the biggest city in Europe, Moscow. Many of its inhabitants barely know what’s beyond the few blocks around their flat and there are so many attractions that it’s almost impossible to know where to start. If there is such a thing as an antidote to boredom, Moscow City is it. The mind-boggling range and diversity of things to do, places to eat, parks, historical monuments and more means that a vacation in Moscow has a wealth of activities to offer for every type of traveler, from young families to retirees.

Reasons to Vacation in Moscow in 2022

The Bolshoi theatre is familiar to almost everyone as Russia’s grandest theatre, but what people don’t know is that there are many more bolshoi (big) sites in Moscow that are worth travelling all the way to Moscow to see. For more than 100 years, the world’s biggest bell has been hidden behind the Kremlin’s walls and inside Moscow’s main park (which is bigger than some countries!) there is the world’s largest outdoor ice-rink. Travelers that visit Moscow can stay at the Izmailovo, Europe’s biggest hotel, then eat at the largest and most historic McDonald’s in Europe and after that have fun at the largest European indoor theme park!

Ancient Past & Stunning Architecture:

As those who travel to Moscow will see, just because Moscow is a city of record-breaking, glitzy high-rises doesn’t mean that there is no history. On the famous Arbat street, time-worn, wooden storehouses and century-old churches are squashed up against grey, soviet blocks which are then towered over by 21st century office-blocks. Unlike its much younger sibling, St Petersburg, Moscow’s roots stretch way back to the 12th century. Within the walls of the Kremlin, the city’s oldest building the Cathedral of Assumption can be admired in all its 500+ years of age.

Culture & Convenience

For a foreigner who has never visited Russia, Moscow is the perfect stepping stone into this great land of mystery. From the country’s best classical ballet troupes to snow-white troikas trotting through the parks, all the highlights of Russian culture can be had in Moscow without any of the complications that would be expected in other, less developed regions of Russia.

Cheap as Caviar

In Moscow, everything is bargain when with the current foreign exchange rates being what they are. Even caviar doesn’t seem so dear when the exchange rate is at 60rub to the dollar, so go on indulge yourself! Take your 2022 vacation in Moscow and have the best of both worlds, with European luxury at very affordable prices.

Lena, our guide in Moscow was excellent. She was very knowledgable and could answer any question we had for her. We liked that she could pick up on our interests and take us places we might not have thought of to go. When we realized that one of the places we had chosen to see would probably not be that interesting to us, she was able to arrange entry to the Diamond Fund and the Armoury for us. Riding the Metro with Lena was a real adventure and a lot of fun. In Saint Petersburg we found Anna well versed in the history of the Tsars and in the Hermitage collection. Arkady in Veliky Novgorod was a very good guide and answered all of our questions with ease. Novgorod was perhaps a long way to go for a day trip, but we did enjoy it. Vasily was a great driver to have and kept us safe with good humour and skill. We enjoyed ourselves so much, my daughter says she is already planning to return. We would both have no hesistation to recommend ExpresstoRussia to anyone we know.

Just wanted to let you know that My grandson Bruno and I couldn´t have been more pleased with our week in Moscow (6/15 - 6/21). We were absolutely enchanted with the whole experience, including getting lost a couple of times in the Metro during our free time. Although both our guides (both Eleanas) were excellent, I would particularly commend the first one (she took us to the Tatiakov, the KGB tour, and to that beautiful cemetery where so many great Russian artists, authors, composers, musicians, militarists, and politicians are buried). Her knowledge is encyclopedic; and her understanding of today´s Russia as a product of its past was, for us, truly enlightening. I will be taking another tour in Russia, with my wife, within the next two or three years. I will be in touch with you when the time comes. Meanwhile, I will refer you to other potential visitors to Russia as I meet them.

We had a great time both in Moscow and St Petersburg. Your travel agency was excellent in coordinating the whole trip. Everything worked like clockwork. The guides assigned to us were very nice and friendly. They had a great knowledge of their subjects. The cars and the drivers were great. The hotels were good and the itinerary was good. If you have a few more days to spare, venture into the dreamy Russian countryside in Suzdal or Sergiev Posad. Church domes are visible like mushrooms from anywhere and everywhere in the town like in a fairy tale. No wonder Suzdal is called the ‘Town Museum”.  It is definitely worth visiting!
