Batam-Bintan is Now Officially Open! Here are The Rules and Regulations as of 31 August 2022

JAKARTA, 31 August 2022 - President Joko Widodo has approved the plan to open the tourist door for Batam and Bintan after various preparations were carried out under the coordination of the Ministry of Economy and the Ministry of Tourism and Creative Economy. Batam and Bintan entrances are accepting international travelers starting from 24 January 2022 with specific rules and regulations. Starting from 18 May 2022, traveling to Indonesia becomes more convenient with no RT-PCR test results required to be taken prior to departure from the country or region of origin . Be sure to catch all the details below!

Entering with  Visa Exemption Arrangement Facility and Visa On Arrival

According to the Circular Letter of the Directorate General of Immigration No. IMI-0650.GR.01.01 of 2022 concerning the Ease of Immigration to Support Sustainable Tourism during the COVID-19 Pandemic effective from 27 July 2022, the Indonesian government has added countries and special entities whose citizens can enter Riau Islands with Visa Exemption and Visa On Arrival (VOA) for leisure purpose.

Below are the list of countries and special entities for Visa Exemption Arrangement facility in alphabetical order:

The details of the updated rules and regulation can be found on this link and can be summarized as follows according to Circular Letter of the COVID-19 Task Force Number 25 of 2022 concerning Health Protocols for International Travel during the COVID-19 Pandemic:

Visit Visa Exemption or Visa on Arrival for Leisure Purpose can be issued accordingly with the following requirements:

1. Passport (diplomatic/official/ordinary) that is valid for a minimum of 6 (six) months,

2. A return ticket or a pass to continue the trip to another country,

3. Proof of payment of PNBP Visa on Arrival of 500,000 IDR (in the case of applying for a Visa on Arrival for Leisure Purpose), and

4. Proof of ownership of health insurance which includes financing for handling COVID-19 and medical evacuation to a referral hospital.

The entry stamp on the granting of a Visit Visa Exemption or Visa on Arrival for Leisure Purpose will be valid as a Visit Stay Permit with the certain period, as follows:

Visit Visa Exemption: maximum 30 days and cannot be extended.

Visa on Arrival: maximum of 30 days and can be extended once for another 30 days at the Immigration Office in the area where the foreign national lives. 

  • Visit Visa Exemption or Visa on Arrival for Leisure Purpose can also be granted for foreign nationals on official visit or government duties to attend international events , for which shall be applied additional requirement: to enclose an invitation letter issued by the Indonesian government to attend the international conferences/trials/meetings.
  • The provision of Visit Visa Exemption or Visa on Arrival for Leisure Purpose as stipulated above applies to holders of diplomatic passports, service passports, or ordinary/general passports.

Entering with E-Visa

According to the Circular Letter of the COVID-19 Task Force Number 25 of 2022 concerning Health Protocols for International Travel during the COVID-19 Pandemic , which came into effect on 31 August 2022, there are also other entries to the Riau Islands, available for e-visa holders.

All International travelers, both Indonesian citizens and foreign nationals can enter Indonesia through the entry points assigned, which are:

a. Airports

  • Hang Nadim International Airport, Batam Island;
  • Raja Haji Fisabilillah International Airport, Bintan Island;

All international seaports in Indonesia are now opened as entry points for international travel through the consideration of the Directorate General of Sea Transportation of the Ministry of Transportation.

Health Protocols

International travelers must comply with health protocols detailed in this link according to the Circular Letter of the COVID-19 Task Force Number 22 of 2022 concerning Health Protocol for International Travel during the COVID-19 Pandemic . These protocols can be summarized as follows:

1. All foreign travelers (foreign nationals) who will enter the territory of the Republic of Indonesia shall adjust the general travel requirements to be allowed to enter the territory of Indonesia, which includes the use of PeduliLindungi app as well as showing a card/certificate (physical or digital) proving that you have received two doses of COVID-19 vaccine administered at least 14 days before departure.

2. Foreign travelers are not required to show a negative RT-PCR test result in which samples were taken in the country or region of origin.

3. Upon arrival at the entry points, foreign travelers must undergo a COVID-19 symptom check, including a body temperature check, with the following conditions :

If there is no symptom of COVID-19 and body temperature is below 37.5 degrees Celsius: no need to undergo RT-PCR examination upon arrival

If there is any symptom of COVID-19 or body temperature above 37.5 degrees Celsius: must undergo RT-PCR examination upon arrival.

4. As a requirement for domestic travel or departure abroad from Indonesia, international travelers with the status of Indonesian citizens aged 18 years and above must present a card/certificate (physical or digital) of receiving the second dose of COVID-19 vaccine (booster) displayed through the PeduliLindungi application. 5. The provision regarding the period of isolation (quarantine) no longer applies. All foreign travelers without symptoms related to COVID-19 and whose body temperature is below 37.5 degrees Celsius are able to continue their journey. However, it is highly recommended to monitor their health independently.

6. The provision for showing COVID-19 vaccination certificate (physical or digital) is excluded for all foreign travelers with the following categories:

Foreign nationals who hold diplomatic or official visas related to official/state visits of their foreign officials at the ministerial level and above and foreign nationals who enter Indonesia under the Travel Corridor Arrangement scheme, according to the principle of reciprocity;

Foreign nationals who intend to travel domestically in order to go outside the territory of Indonesia, as long as they do not leave the airport area during the transit process, provided that they (i) have been authorized by the Port Health Office and (ii) show the flight ticket schedule for direct transit from the city of departure to the international airport in Indonesia;

Under 18 years of age;

Currently undergo post-COVID recovery and have been declared clear from COVID-19, as evidenced by a COVID-19 recovery certificate from a public hospital or Ministry of Health in the country/region of origin of departure; or

Have a special health condition or comorbid disease that prevents the foreign travelers from receiving the COVID-19 vaccination, as evidenced by a doctor's certificate from a public hospital of the country/region of origin of departure.

7. The above policies are temporary and will be readjusted according to global health developments.

Bintan, Batam Sea VTL Guide: What To Do, Covid-19 Tests To Take & Everything To Know Before You Go

Expect to shell out $170 or more per person for Covid-19 tests.

From Feb 25, you’ll be able to travel to Bintan and Batam without serving quarantine either way when Singapore launches the sea Vaccinated Travel Lanes (VTL) to both islands. The scheme will kick off with 700 VTL travellers allowed weekly — 350 from Batam, and 350 from Bintan — to travel to Singapore’s Tanah Merah Ferry Terminal (TMFT) via the sea VTL.

But unlike pre-pandemic quick weekend getaways, a trip to either location now comes with a little planning.

Here’s what you need to know about two-way quarantine-free travel between Singapore and Bintan/Batam.

From Singapore to Bintan/Batam on the travel bubble

Travel checklist: #1: To be eligible for the travel bubble, travellers must have stayed in Singapore for the last 14 days prior to the trip. #2: Must be fully-vaccinated with at least two doses, and have proof of vax status. Vax certs can be notarised here . #3: Take a pre-departure PCR test in Singapore, 72 hours before departure (from $94). #4: Take an on-arrival PCR test at Bintan/Batam (usually included in travel bubble hotel bookings). #5: Book ferry tickets with appointed ferry operators to enter via specific points: - Batam: Batam Fast (book here ). Travel between Tanah Merah Ferry Terminal and Nongsapura International Ferry Terminal (NIFT). - Bintan: Bintan Resort Ferries (book here ). Travel between Tanah Merah Ferry Terminal and Bandar Bintan Telani Ferry Terminal (BBT). #6: Purchase travel insurance with at least $30,000 Covid-19 coverage. #7: Have proof of a hotel booking confirmation within the “travel bubble” zones . Travel bubble guests can only book resorts within Lagoi Bintan Resort in Bintan and in Nongsa Sensation in Batam ( check out the list of resorts here ). #8: Use the PeduliLindungi app and Blue Pass token for contact tracing while in Bintan/Batam. #9: Fill up the eHAC arrival form on the PeduliLindungi app. #10: Apply for a visa if necessary. Singapore citizens and eligible Indonesian citizens do not need to apply for a visa.

Travel bubble regulations to keep in mind: #1: Travel bubble requirements mandate that guests must not travel out of designated travel bubble areas. #2: They’re not allowed to mingle with anyone outside of their group while in Bintan or Batam, and are only permitted to partake in activities in predetermined zones according to the itinerary set. #3: They’re also required to mask up with three-layer or medical masks, change masks every four hours, wash hands regularly, and keep a minimum safe distance of 1.5m from others, and use the PeduliLindungi app during their stay. #4: They must also comply with Covid-19 contact tracing, isolation or quarantine regulations should a positive Covid-19 case is found in their travel bubble area.

What happens if someone gets Covid-19 during their stay? Those experiencing little or no symptoms will be isolated at a facility that’s outside of the travel bubble area (in Bintan, it's Bintan Service Apartment).

Travellers who test positive and have moderate or severe symptoms will be taken to the hospital or medically evacuated to Singapore. All costs will be borne by the individual (now you know why you need travel insurance).

From Bintan/Batam to Singapore on the VTL (Sea)

Travel checklist: #1: To be eligible for the VTL (Sea), travellers must fulfil a seven-day travel history requirement — ie. remained in Singapore or one or more of the VTL countries, including Indonesia, or a Cat I country/region in the last seven days prior to departure for Singapore. #2: They must also be fully vaccinated, and present digital or physical proof of their vax status. #3: Undergo a PCR test/professionally administered ART within two days before departure for Singapore. Ensure that your hotel in Bintan/Batam will make arrangements for this as it’s included in most travel bubble packages. #4: Submit health declaration on the SG Arrival Card up to three days prior to departure. Find it here . #5: Once back in Singapore, take a supervised ART at a Quick Test Centre (QTC) or Combined Test Centre (CTC) within 24 hours of arrival (find out where here ). Travellers must remain isolated until they receive a negative test result. #6: Book VTL ferry tickets with designated ferry operators. For Batam, book with Batam Fast to travel via Nonsapura International Ferry Terminal; in Bintan, book with Bintan Resort Ferries to travel via Bandar Bintan Telani Ferry Terminal. #7: Only for short-term visitors: - Apply for a VTP (Sea) at https://safetravel.ica.gov.sg , and obtain a visa if required. - Buy travel insurance with a minimum coverage of $30,000 for Covid-19 related medical and hospitalisation expenses. - Show proof of a hotel booking confirmation and payment for the duration of your stay in Singapore . - Present a return ferry ticket corresponding to the duration of their hotel stay in Singapore. - Download and use the TraceTogether app in Singapore. - You do not need to apply for a VTP if you are a fully-vaxed Singapore citizen, PR or long-term pass holder (except work permit holders), or are aged 12 and below.

To go or not to go? For most, the main consideration of a Batam/Bintan getaway now, as opposed to pre-pandemic, is the extra moolah you'll have to shell out for Covid-19 tests.

How many tests in total do you have to take for a trip to Bintan/Batam now, and how much will it cost? Four, with a total cost of around $170. However, the two tests in Indonesia are usually already included under the travel bubble hotel packages. - Test 1: In Singapore: PCR test 72 hours before departing to Bintan/Batam. Cost: From $94 - Test 2: In Indonesia: On-arrival PCR at Bintan/Batam. Cost: Around $30 - Test 3: In Indonesia: PCR/ART two days before departure. Cost: Around $30 - Test 4: In Singapore: Supervised ART at a QTC or CTC within 24 hours of arrival. Cost: $15

In a nutshell: The extra costs of the tests do add up, especially if you're going as a family, and the risk-averse may shun the idea of a trip altogether given the slight chance of testing positive on arrival in Bintan/Batam. But for those willing to splurge, the Bintan/Batam VTL is probably as hassle-free as it gets (for now anyway) in this new normal.

Complete Guide: Batam/Bintan travel bubble & VTL (Sea) process

From 25 February, two-way quarantine-free travel will open to Batam & Bintan. Here's what you need to know.

The VTL (Sea) arrangement between Singapore and the Indonesian islands of Batam and Bintan will commence from 25 February 2022 , allowing fully vaccinated Singaporeans to visit and return without quarantine for the first time since COVID-19 began.

This is one of those rare instances where Singapore wasn’t the initiator- the Indonesian authorities had unilaterally opened up Batam and Bintan back on 24 January 2022. However, there was little point visiting when a 7-day SHN awaited you on return.

Once the VTL (Sea) arrangement commences, here’s what you’ll need to do to enjoy two-way quarantine-free travel. 

Travel from Singapore to Batam/Bintan

Eligible travellers will be confined to the Nongsa Sensation (Batam) or Lagoi Bintan Resort (Bintan) area. 

The Nonga Sensation bubble area consists of the Batam View Resort, Montigo Resort, Nongsa Point Marina Resort and Turi Beach Resort. 

The Lagoi Bintan bubble area can be found below.

Eligibility for Travel

The quarantine-free arrangement applies to anyone who has spent the last 14 days in Singapore , regardless of nationality. Singapore citizens do not need visas to visit Indonesia, but other nationalities may need to apply for one. 

Travellers must be fully vaccinated, with the final dose of their primary regime administered at least 14 days before departure. Indonesia accepts the Pfizer, Moderna, Sinovac and Sinopharm vaccines, among others , so anyone vaccinated in Singapore should have no issues. 

Children aged below 12 are exempt from the vaccination requirement, when travelling with fully vaccinated parents. 

Pre-departure PCR Test

Travellers must obtain a negative PCR test result taken within 72 hours of departure – these start from S$98 in Singapore , but Bintan Resort Ferries has partnered with Northeast Medical Group to offer a special rate of S$95. 

From what I can find so far, testing is required for travellers of all ages. 

Travel Insurance Requirement

Travellers must purchase travel insurance with coverage for COVID-19 related medical expenses. 

The Indonesia Tourism Board states that the minimum coverage is S$30,000, but Bintan Resort Ferries states the minimum coverage is US$25,000 (~S$34,000). On the balance, I’d tend to believe that S$30,000 is the right figure.

Which travel insurance policies provide COVID-19 coverage?

Book Hotel Package

Travellers are required to book a “travel bubble package” with participating hotels in the Nongsa Sensation or Lagoi Bintan Resort area. 

These typically include accommodation, transfers, as well as an on-arrival tests in Batam/Bintan and pre-departure PCR test when returning to Singapore (while Singapore accepts both ART and PCR results, the cost of a PCR test in Indonesia is relatively low at ~S$30 so it doesn’t matter that much).

Bookings for Batam can be made here at the four participating resorts. For example, this package by Batam View Beach Resort comes with:

  • 2 nights’ accommodation based on Deluxe Room
  • 2 buffet/ Set Breakfast at Kelong Seafood Sunset Bistro
  • Buffet/ Set Dinner at Kelong Seafood Sunset Bistro
  • 2-way Ferry Transfers from Tanah Merah Ferry Terminal to Nongsa Ferry Terminal.
  • 2-way land transfers Batam View to Nongsapura Ferry Terminal.
  • 2 x PCR/ART test at Nongsapura Ferry Terminal upon arrival and before departure
  • Travel Insurance with Covid-19 coverage value of S$30,000

That covers everything you’ll need, even ferry tickets and travel insurance. 

It’s slightly more complicated for Bintan, since there isn’t a centralised booking portal. A quick search didn’t find any hotels offering travel bubble packages, but I suppose if you email them they’ll be able to provide more details.

  • PeduliLindungi app

PeduliLindungi ( Android | iOS ) is Indonesia’s contact tracing app. It displays your vaccination status, test results, and lets you scan QR codes to check-in. 

Travellers will need to download the app and register their trip before departure. A guide to the process can be found here.

Buy Ferry Tickets

Eligible travellers from Singapore can enter Batam and Bintan via the following ferry terminals: 

  • Batam:  Nongsapura International Ferry Terminal
  • Bintan: Bandar Bentan Telani Ferry Terminal (schedule)

Batam Fast will operate the ferries to/from Batam, while Bintan Resort Ferries will operate the ferries to/from Bintan.

I was having trouble finding the schedule for Batam (inventory does not appear to be loaded yet), but here’s the schedule for Bintan: 

Ferry schedules are closely synced to hotel check-in/check-out times, so you won’t have to worry about early check-in or late check-out. 

Travel process

I was only able to find the detailed process for arrivals in Bintan , but my guess is that Batam should be largely similar. 

Departing Singapore

When checking in at the Bintan Resorts Ferries counter at Tanah Merah Ferry Terminal (TMFT), travellers must present the following documents:

  • Negative PCR test taken within 72 hours of departure
  • Proof of full vaccination
  • Valid entry visa (not required for Singaporeans)
  • Insurance coverage for S$30,000 per person
  • Hotel booking confirmation

On arrival in Bintan

On arrival in Bintan, travellers will:

  • Use PeduliLindungi app to scan the QR code and check-in on arrival at the ferry terminal
  • Take on-arrival PCR test 
  • Collect Blue Pass Token
  • Go through immigration
  • Proceed to the hotel by dedicated transportation and isolate while waiting for the PCR result

With regards to (2), a S$30 fee for the on-arrival PCR test will be collected at the time of booking your ferry ticket, so you don’t need to worry about paying for it separately.

With regards to (3), a S$20 refundable deposit for the Blue Pass contact tracing device will have been collected at the time of ticketing. The device will be issued to you on arrival in Bintan, and must be carried by every individual 12 years and older. The S$20 will be refunded when the Blue Pass is returned upon departure from Bintan. 

The results of the on-arrival PCR test result should be available within 90 minutes.

If a negative result is received, travellers may leave their room and begin their holiday. 

If a positive result is received:

  • travellers who are asymptomatic will be taken to Bintan Service Apartment to self-isolate
  • travellers who are symptomatic will be sent to a designated hospital or returned to Singapore by medical evacuation

What can you do in the travel bubble area?

While in the travel bubble area, tourists will be required to do the following:

  • Only allowed to interact with tourists or parties who are in one travel bubble area;
  • Only allowed to carry out activities in the zone that has been determined in accordance with the itinerary that has been set;
  • Reporting to health workers in the travel bubble area when experiencing symptoms related to COVID-19 to be tested for COVID-19 by RT-PCR examination;and
  • Comply with the mechanism of close contact tracing, isolation and quarantine applicable in Indonesia if a positive case of COVID-19 is found in the relevant travel bubble area.

Travellers are also required to use a 3-ply mask or medical mask, change their masks every four hours, wash their hands regularly, maintain a 1.5 metre distance from other people, and use the PeduliLindung application for contact tracing.

Travel from Batam/Bintan to Singapore

The VTL (Sea) requirements are more or less identical to those for VTL (Air) travel, namely:

You don’t need to worry about finding a place to take your pre-departure ART/PCR test, because the hotel will make arrangements. The cost of the test (S$30 for PCR) should be included in your travel bubble package already. 

After arriving in Singapore, travellers must take a supervised ART at any QTC/CTC within 24 hours of arrival, and isolate until they receive a negative result (this means getting your swab done should be first priority). 

Recently-recovered travellers may be exempt from the testing regime, provided they can present supporting documentation.

Overall testing regime

Here’s how much testing is expected to cost for round-trip ferry travel between Singapore and Batam/Bintan.

For those looking at a short stay, your on-arrival PCR test could potentially be used to satisfy the pre-departure test requirement for return to Singapore, subject to it meeting these conditions.

Two-way quarantine-free travel to Batam and Bintan will be possible once more from 25 February 2022, although travellers will need to pay at least S$170 in testing costs, on top of ferry tickets and accommodation. 

It remains to be seen if tourists (especially the more price-sensitive Batam segment) will bite, though we have to start somewhere I guess.

I am in total agreement here. Some like myself have families in Batam/Indonesia and it’s been a long absence already. We too contribute to the economy when visiting our family in Batam.

Indonesia govt. care about Nongsa economy not batam because Nongsa Hotels and Resorts own by “Big Shot” people. Just hope and pray probably they will open fully non-quarantine in April so you can visit your families in batam.

SINGAPORE: With the launch of Singapore's first vaccinated travel lane (VTL) via sea on Friday (Feb 25) to Batam and Bintan in Indonesia, those planning to visit these destinations can now look forward to two-way quarantine-free travel.

The travel bubble is, for now, limited to trips between Singapore’s Tanah Merah Ferry Terminal and the Nongsapura International Ferry Terminal in Batam as well as the Bandar Bintan Telani Ferry Terminal in Bintan.

CNA journalists Vanessa Lim and Jeremy Long made a quick trip to Batam to check out the process, and came back with some tips for a smooth travel experience.

CHECK AND PREPARE ALL NECESSARY DOCUMENTS

Prior to your trip, be sure to check Singapore  and Indonesia’s  official websites for the latest information on COVID-19 travel arrangements and requirements.

Do plan ahead and give yourself enough time to get ready all the necessary documents, such as travel insurance with COVID-19 coverage and a pre-departure polymerase chain reaction (PCR) test – both of which could take several days to prepare.

What do i need to prepare.

Download Indonesia’s COVID-19 tracing PeduliLindungi app and complete your profile, including details such as your citizenship, passport number and date of birth

Verify your vaccination certificate using this link . You must have received a complete dose of COVID-19 vaccine administered at least 14 days before departure. Do note that it could take a few days for your verification request to be approved, so be sure to get that done ahead of time

If possible, print out hard copies of your pre-departure PCR test result (to be done within 72 hours of departure), proof of hotel booking in the Nongsa area and certificate of health insurance with a minimum coverage value of S$30,000. This will save you the trouble of having to pass your phone to the authorities for them to review the documents

Before arriving in Batam, make sure you complete the EHAC form on the PeduliLindungi app. You will need to include the ship’s name and number, as well as digital copies of your vaccination certificates and the dates of your doses

BRING MOTION SICKNESS PILLS

If you’re prone to seasickness, bring some motion sickness pills as the waters can get a bit choppy during the boat trip to and fro Batam.

BRING MOSQUITO REPELLENT AND ITCH-RELIEF CREAM

This is something we badly wished we had brought. There were many mosquitoes in the Nongsa area and we had to sometimes stand in open-air spaces, such as while waiting for our on-arrival PCR test results. For extra protection from those pesky mozzies, opt for long pants and long-sleeve shirts.

FILL UP ARRIVAL CARD BEFORE ARRIVING IN SINGAPORE 

For your return trip to Singapore, be sure to fill up the SG Arrival Card  within three days prior to the date of your arrival. This will help to avoid unnecessary delays during immigration clearance.

You will also have to do a supervised, self-administered antigen rapid test (ART) at a Quick Test Centre or at a Combined Test Centre within 24 hours of your arrival in Singapore. You can book an appointment using this link .

You will need to bring either your NRIC or your passport for verification. The test costs S$15 (inclusive of GST) and only cashless payment is accepted.

From Singapore To Batam: Everything You Need to Know about Batam VTL

Batam VTL - After 25 February 2022, Singaporeans who have been properly immunized against COVID-19 will be able to travel to and from the Indonesian islands of Batam and Bintan without being subjected to a mandatory quarantine.

Singapore was not the first to open up these islands; on January 24, 2022, the Indonesian government decided to allow tourists and businesspeople access to Batam and Bintan without consulting Singapore. But going there was pointless because you’d have to deal with a 7-day SHN when you got back.

Batam and Bintan will soon be welcoming tourists when President Joko Widodo gives his blessing to a plan coordinated by the Ministry of Economy and the Ministry of Tourism and Creative Economy.

Beginning on January 24, 2022, visitors from outside of Indonesia will be permitted entry to Batam and Bintan under certain conditions. No RT-PCR test results are required to be taken prior to departure from the country or region of origin on or after May 18, 2022.

Entrance To Batam via Visa Waiver Program/Visa on Arrival

The Indonesian government has expanded the list of nations and special entities whose residents are eligible for Visa Exemption and Visa On Arrival (VOA) for entry to the Riau Islands for tourism purposes, effective as of 27 July 2022, in response to the COVID-19 pandemic.

You can read the full Circular Letter Number 25 of 2022 from the COVID-19 Task Force about Health Protocols for International Travel during the COVID-19 Pandemic, but here’s a summary of the changes that have been made:

Depending on your circumstances, you may be eligible for a Visit Visa Exemption or a Visa on Arrival for Tourist Use.

If you are granted a Visit Visa Exemption or a Visa on Arrival for a Tourist or Business Trip, your entry stamp will also serve as a Visit Stay Permit for the following durations:

Travel From Singapore To Batam/Bintan

Nongsa Sensation (Batam) and Lagoi Bintan Resort (Bintan) are the only locations where eligible guests will be allowed to stay. The Batam View Resort, Montigo Resort, Nongsa Point Marina Resort, and Turi Beach Resort make up the accommodations in the Nonga Sensation bubble region.

Anyone who has spent the previous 14 days in Singapore is exempt from quarantine, regardless of country. Singaporeans can enter Indonesia without a visa, while citizens of other countries may need to do so.

All primary vaccinations must be up to date, with the last dosage given at least 14 days before departure to travelers. Those who get their shots in Singapore won’t have any trouble entering Indonesia, as the country recognizes vaccines made by Pfizer, Moderna, Sinovac, and Sinopharm, among others.

When traveling with fully immunized parents, children under the age of 12 are exempt from the vaccine requirement.

Travelers are required to get a negative PCR test result within 72 hours before departure. These tests typically cost S$98 in Singapore, however Bintan Resort Ferries has teamed with Northeast Medical Group to offer a discounted fee of S$95.

Travelers should have health insurance that covers costs associated to COVID-19. Bintan Resort Ferries requires US$25,000 (S$34,000) in coverage, whereas the Indonesia Tourism Board recommends S$30,000.

Things You Need to Know Before Going to Batam

Passports must have at least six months of validity remaining upon arrival back in the country. Those of you who are Singaporean citizens and whose passports are about to expire or have already expired, please renew them as soon as possible. The recent loosening of travel restrictions has resulted in a surge of passport applications, which might cause renewal to take up to six weeks.

Each traveler needs to show documentation of receiving at least two (2) doses of the COVID-19 vaccine at least fourteen (14) days before departure. Those under the age of eighteen (18) who are accompanied by an adult who has received the necessary immunisations are exempt from this rule.

For those who had their vaccinations in Singapore, the Covid-vaccination report can be retrieved through Health Hub, and vaccination evidence can be obtained digitally using Notarise. To access your vaccination certificate via Notorise, enter your Singpass information.

There is no visa needed for citizens of Singapore or Indonesia to visit Batam. To participate in the travel bubble, all other nationalities must first obtain the appropriate entry-visa to Indonesia.

Travel insurance with COVID-19 coverage of at least SGD 20,000 is required for all foreign nationals entering Indonesia. If insurance is not included in your Batam vacation package, you should get it in Singapore before leaving.

Travel protection to Batam is available from Chubb, or you can have it added to your BatamGetaway package at no extra cost.

All international visitors to Indonesia are required to fill out the COVID health declaration included in eHAC.

You can either visit the official website for the Indonesian Health Alert Card and fill out the online form there, or you can get the eHAC Indonesia app from the Apple or Google app stores and use it on your mobile device.

Passengers may be denied entrance or denied boarding if they are unable to produce an eHAC at immigration checks.

You are not required to serve a stay-at-home notice upon your return. This is the case if you qualify for VTL (Sea) and meet all the criteria on the secure journey checklist. Failure to comply with standards may result in denial of entrance to Singapore for all visitors, including citizens and permanent residents of Singapore.

Travel Notice: Mount Ruang's Eruption

Since 17 April 2024, the Indonesian authorities have raised the alert level for Mount Ruang to Level IV (Warning). A tsunami alert has also been issued. Singaporeans are advised not to enter within a radius of 6km from the crater.

There are also reports of volcanic earthquakes at Mount Awu in Sangihe Islands Regency, North Sulawesi.

Following the eruptions, the Sam Ratulangi International Airport in Manado City has been temporarily closed. Singaporeans travelling to or from the Sam Ratulangi International Airport are advised to check with their airlines or tour operators for up-to-date flight schedules and updates on the airport closure. 

Singaporeans in the proximity of the affected areas are advised to monitor the local news closely and take the necessary precautions for their personal safety. They should e-Register with MFA immediately at  https://eregister.mfa.gov.sg/  if they have not done so. Travel Notice: Mount Semeru's Eruption

Since 4 December 2022, the Indonesian authorities have placed the alert-level for Mount Semeru at Level 3 (Siaga or Standby) and has advised residents to avoid Mount Semeru and its vicinity.

Given the volcanic activity of Mount Semeru as well as other active volcanoes in the region, Singaporeans should check on advisories issued by Indonesia’s Volcanology and Geological Disaster Mitigation Agency (PVMBG) a t  https://vsi.esdm.go.id/  before their travel.  Singaporeans in Lumajang and Malang should monitor these developments closely  and adhere to local advisories. They  should take necessary precautions for their personal safety and e-Register with MFA immediately at  https://eregister.mfa.gov.sg/  if they have not done so. Entry and Exit

Singaporeans travelling on their ordinary Singapore Passport can visit Indonesia for up to 30 days without a visa. Please visit the website of the Indonesian Directorate General of Immigration for details of the types of visit that fall under this category. Visa-free visits cannot be extended beyond the 30 days allotted. If you intend to travel to Indonesia for more than 30 days, you should apply for the appropriate visa before your travel. As visa requirements often change at short notice, we advise you to contact your travel agency, or the Embassy of Indonesia in Singapore for up-to-date information.

If you are visiting Indonesia for business purposes, you should apply for a business visa.

Holders of the APEC Business Travel Card (ABTC) are exempted from Indonesia’s Visit Visa requirements so long as they are not engaged in employment in Indonesia. They can remain in Indonesia for up to 60 days (which cannot be extended). Currently, there are 17 airports (4 with dedicated ABTC Gates and the other 13 without) as well as seaports, including Batam, in Indonesia, which holders of the ABTC who are travelling to Indonesia for business purposes can use.

If you are unsure of the type of visa you will need in Indonesia, please check the website of the Indonesian Directorate General of Immigration, with your local partner or representative in Indonesia, or the nearest Indonesian Embassy.

Overstaying is a serious offence in Indonesia. Overstayers must report to the local immigration authorities promptly. The penalties for overstaying can include, but are not limited to, a fine of up to IDR 1 million per day, detention and/or an entry ban. If you have overstayed, you may contact the Singapore Embassy in Jakarta or the Singapore Consulates-General in Batam or Medan for further assistance after you have reported to the local immigration authorities.

Safety and Security

You are advised to remain vigilant against possible crime and security threats while travelling. You should keep abreast of local developments and take the necessary precautions for your personal safety. You should avoid protest and demonstration sites. If you are planning to participate in potentially hazardous sports, you are advised to purchase comprehensive insurance.

All travellers are required to abide by Indonesia’s laws and regulations. The Singapore Government is unable to intervene in the enforcement of local laws and regulations by the host government.

Under Indonesian law, all residents and visitors are required to carry official documents of identification, including those issued by the Indonesian government, with them at all times.

Penalties for drug offences are severe and include the death penalty.

When in doubt, Singaporeans should consult the relevant professional bodies or sporting associations for specific advice.

Advisory: Email Scams

There have been reports of individuals receiving scam emails/messages purportedly sent from friends in distress overseas. These emails/messages typically originate from an email address/social media known to the receiver bearing claims of the sender getting into trouble overseas and urgently requesting financial assistance. The sender would also claim to have approached a Singapore Embassy/Consulate and the local Police for help to no avail.

MFA takes the safety of all Singaporeans very seriously.  Singaporeans in distress approaching our Overseas Missions for assistance will be rendered with all necessary consular assistance.  If you receive such emails/messages from purported friends seeking funds transfers, we strongly advise you to call them first to verify the authenticity of the emails/messages before responding to their request.  It is also not advisable to give out any personal information such as NRIC/passport numbers, address, telephone number, etc.  Any form of reply, even one of non-interest, could result in more unsolicited emails.  Members of the public who suspect that they have fallen prey to such scams should report the matter to the Police immediately.  Should Singaporeans abroad require consular assistance, they can contact the nearest Singapore Overseas  Mission  or call the Ministry of Foreign Affairs 24-hr Duty Office at +65 6379 8800/+65 6379 8855.
