Culture and customs.

Pakistan – officially the Islamic Republic of Pakistan – must be one of the least-understood countries in the world. It has suffered from a serious image issue for years, particularly since September 2011, and people can be quick to cast it aside as a backwards, troubled nation. And yes, there are problems regarding economics, rebel groups and international relations, but there are also hundreds of millions of welcoming people hoping to cast aside Pakistan’s damaged reputation.

The majority of Pakistanis practice Islam though their ethnicity is extremely diverse. Thanks to the myriad religions, cultures and empires that have gained prominence in the region at one time or another, Pakistan is a melting pot of Indian, Central Asian and Persian influences to name just a few. There are over 70 different languages and the northern Pakistanis of the Karakoram ranges have more in common with, say, their northern  Indian  or Afghan neighbours than those living in Karachi or Hyderabad.

That said, there are two things common to Pakistan wherever you travel and the first is cricket. The Pakistanis are mad for the sport with the current prime minister, Imran Kahn, having captained the national team to World Cup glory in 1992. The second is hospitality. A guest is a blessing from God, according to Islam, and you’ll find that the locals will go out of their way to share a cup of tea, a meal or a conversation – probably about cricket – with you.

Like many conservative countries, Pakistan takes a more traditional view when it comes to gender equality. Males are considered the head of the household and are generally responsible for providing for their family, with women often expected to stay hidden in private. This is slowly changing, however, with women across the country fighting for more independence against a long-standing patriarchy.

Pakistan has a long way to go in the eyes of many but that doesn’t discount what’s on offer right now: with a unconditionally welcoming population that loves to throw a party and host visitors, Pakistan may just be the best place you never thought you’d visit.

History and government

Human occupation of the area we know as Pakistan dates back some 300,000 years, with evidence of stone-age communities found in the northern Punjab region. These evolved into farming and herding communities that cultivated large areas of land, though it was the Indus Valley civilisation that really flourished in the basins of the Indus River. It’s not known why this civilisation collapsed, but they were eventually replaced by the Persian Achaemenid Empire until Alexander the Great rolled into town with his  Macedonian  army in 327 BC. When Alexander died, he left behind an enormous empire stretching from  Greece  to the Indus River, which was split among his generals.

Conquest after conquest

Pakistan continued to be a highly sought-after territory. Buddhism and Hinduism both prevailed in the area until the first Muslim foothold was achieved with Muhammad bin Qasim’s conquest in 711 AD. Islam spread throughout the region, culminating in the creation of the Mughal Empire, which covered modern-day Pakistan, Afghanistan,  India  and  Bangladesh . The Mughals were descendants of the Turks and their leader, Babur, was said to descend from Genghis Kahn himself . The Mughals were renowned for their architecture (think the  Taj Mahal and Red Fort  in India), as well as their interest in the arts, which blended  Persian , Indian and  European  influences. The empire started to crack in the early 1700s and by the end of the century a Sikh Empire had taken control of the Punjab region.

British colonisation

The British Raj ruled the Indian subcontinent, including much of Pakistan, from 1858–1947 after several confrontations with the Sikh armies. After victory in the Anglo-Sikh wars, and as a result of the influence of the East India Company, the British dominated the region though a national Muslim identity was slowly emerging. One of the key figures in this movement was Muhammad Iqbal, a writer and poet, who felt that a Muslim state was necessary in a Hindu-dominated region, though some argue that he advocated for a Muslim province rather than a partition of country.

The name ‘Pakistan’ was created in 1933 by Choudhry Rahmat Ali, a political science student, as an acronym for the five northern regions of British India: Punjab, Afghania, Kashmir, Sind and Baluchistan. ‘PAKSTAN’ became ‘Pakistan’ for pronunciation purposes, and this led to the birth of the Pakistan Movement.

Independence

The Islamic Republic of Pakistan was granted independence from the British in 1947 (as was India). Once the borders were drawn, an unforseen issue arose in the Punjab region between Hindu minorities in Pakistan and Muslim minorities in India. A population exchanged was agreed upon but it was far from peaceful. It’s estimated that over ten million people migrated across the borders and that 1–2 million people died as a result of violence between the two religions. This clash was the basis of the still unresolved Kashmir dispute between Pakistan and India. It’s worth noting, too, that Bangladesh was formerly known as East Pakistan and had a Bengali Muslim majority. In 1971, however, the Bengali Muslims split from their western family because of discrimination and a lack of attention from the government in Pakistan proper.

Pakistan is a regional (and nuclear) power with one of the world’s fastest-growing middle class. The problems are many, including corruption, terrorism and poverty, but the country is tipped to become a large and important economy. Imran Kahn, Pakistan’s current prime minister and former cricket captain, has prioritised tourism as an important source of future wealth.

Eating and drinking

Pakistan’s cuisine is a result of its myriad influences throughout history. Take your subcontinental staples, add some Middle Eastern flavours, mix in some Central Asia seasoning and you’ve got a seriously tasty variety of dishes – think everything from a spicy curry to the perfect shish kebab. These are a few dishes to look out for:

  • Nihari A hugely popular and traditional Muslim dish found across the Indian subcontinent. Take a slow-cooked shank of lamb, goat or chicken and stew it with some 50 spices including garam masala, cardamom and cumin. Serve with naan or roti and you’re laughing (and most likely napping too).
  • Sajji Originating in Pakistan’s Balochistan province, sajji is a simple, tasty meat dish. Take a whole lamb or chicken, marinate it in salt, skewer the entire thing and roast it over coals. Sometimes it’s covered in green papaya paste, sometimes it’s stuffed with rice, but one thing is for certain: it’s always delicious.
  • Halwa poori This dish has become a popular breakfast for the people of southern Pakistan. Take some deep-fried bread ­– that’s the poori – and serve with halwa (a traditional sweet), yoghurt and a chickpea or potato curry. It’s light and oh so right.
  • Kheer This traditional dessert is a rice pudding combined with almonds, pistachios, cashews and saffron and cardamom. Look for it in terracotta bowls from a restaurant or street stand and savour the sweet sensation once you break the skin with your spoon.

Plant-based options

Travelling as a vegetarian in Pakistan can sometimes be difficult. Meat is considered the highlight of a meal and while some classic vegetarian dishes like dahl can easily be found, they may sometimes be served with shredded chicken, for example. It’s important to be clear that you don’t eat meat and that includes fish and chicken. That said, there’s plenty of paratha and piping-hot roti to be had, you just need to be patient to find something more substantial.

Vegans will encounter quite a bit of difficulty as veganism just isn’t really a concept in Pakistan. Everyone except the poorest people enjoy a heavy meat-based diet and a lot of meals are cooked in either meat stock or ghee butter. Be sure to ask that your dish is prepared in a separate pot and without any animal products, but be understanding if this causes some confusion.

Of course, this is all a lot easier when you’re travelling with a local, someone who knows the language and the culture. If you travel with Intrepid, you’ll have a local leader who can help you decipher menus and recommend good plant-based choices.

Geography and environment

Pakistan has the dubious honour of hosting some of the most disputed borders in the world. The country is bordered by four countries –  Iran ,  India , Afghanistan and  China  – with disagreements over the Kashmir region (India and China) and the Durand Line (Afghanistan). Pakistan stretches from the Arabian Sea in the south to the mighty Karakoram mountains in the north and can be split into three geographical regions.

Northern highlands

Pakistan’s north is incredibly mountainous and includes the Karakoram, Hindu Kush and Himalaya mountain ranges. It’s home to the world’s second-largest peak K2 (8611 m) as well as more than 50 mountains rising above 6500 metres. It is an undeniably beautiful area but given the challenging terrain, the northern highlands have a sparse population with remote villages scattered throughout the valleys. The winters here are severe, as you’d imagine, with freezing temperatures and much snowfall. The Hunza Valley, through which the Karakoram Highway runs, sees temperatures between -5/-15°C (23/5­°F) during winter though it can reach the low thirties (86°F) in the summer period.

Balochistan

Pakistan’s southwest area is known as Balochistan, which borders both Iran and Afghanistan. It accounts for 44% of Pakistan’s land mass but less than 10% of the population, most of whom are concentrated in the city of Quetta. Poverty is rife here despite untapped reserves of natural gas and much of the landscape is dry and unable to be cultivated. The summers are hot and the winters can be freezing, though rainfall is relatively low compared to the rest of Pakistan.

Indus Plain

Much of Pakistan’s population and economy are focused on the areas surrounding the mighty River Indus. All of Pakistan’s rivers flow into the Indus and its fertile plains are responsible for most of the country’s food production and industry. The river shelters several endemic creatures including the Indus River dolphin, which is close to extinction, but is also the cause of devastating floods. Each year Pakistan sees heavy rain from mid-July through till September and the Indus will often flood a huge area of land, affecting millions of people across Pakistan.

Pakistan is home to shawls, spice and everything nice. Much like  India , Pakistan’s markets are an experience in their own right and even if you don’t plan on bringing something home, you’re unlikely to forget the bustle and banter as you make your way through the throngs. But if you do have space for souvenirs, the following may make some nice mementos:

There’s a long tradition of carpet weaving in Pakistan, dating way back to the Indus Valley civilisation. This continued through the Mughal Empire and the carpets made in Pakistan and Afghanistan were in high demand across the world, with Lahore being particularly famous for its rugs.

Pakistan is known for its onyx marble and while many think of onyx as being a black gem, you’ll find that Pakistani onyx comes in a range of colours. You may well find jewellery and handicrafts with streaks of gold, green and brown in specialist and market shops across the country.

Kashmiri Shawls

The disputed region of Kashmir is known for its woven shawls – cashmere is an anglicisation of Kashmir. Story has it that Napoleon gave one to both his wives, so if you’re after a gift to get you out of trouble, one of these (or two) may just be the perfect purchase.

Multan pottery

The city of Multan is located in southern Punjab and famous for its blue pottery, which was introduced by Arab artisans after Muhammad Bin Qasim conquered the region in the 8th century. The best places to purchase a vase or similar vessel are Multan and Lahore, otherwise you may not be getting the real deal.

Festivals and events

The people in Pakistan love a party and will go all out for birthdays, weddings and religious celebrations. You can expect a lot of noise and colour and a smorgasbord of distractions everywhere you look.

Independence Day

The 14th of August commemorates the independence of Pakistan and is celebrated nation-wide. Official celebrations include speeches and a gun salute, as well as cultural programs in the cities, while the people of Pakistan adorn their shops and homes in flags, bunting and banners. It’s a day for friends and family, with people taking to parks and other public places to celebrate their country.

Shandur Festival

Welcome to the highest polo match on the planet. Sitting at 3700 metres (12,139 feet), Shandur’s polo ground hosts a festival every July at the Shandur Pass, with teams from Chitral and Gilgit-Baltistan facing off in an extremely aesthetic arena. It’s a shoutout to the equestrian traditions of Central Asia and the festival also hosts traditional folk music and dancing.

This Punjabi festival used to be held in February to celebrate the coming of spring by flying kites across the city. The sky was filled with colourful kites but make no mistake, this was no leisure activity. The kites were flown on special, glass-embedded strings in order to sever the strings of competitor kites and Basant was eventually banned because people were being killed by stray strings. In 2019 the government decided against lifting the 10-year ban on Basant, though many hope that the tradition will be reinstituted sometime soon.

Do i need a covid-19 vaccine to join an intrepid trip.

Trips from 1 January 2023 onwards

From 1 January 2023, Intrepid will no longer require travellers to provide proof of vaccination against COVID-19 (excluding all Polar trips and select adventure cruises).

However, we continue to strongly recommend that all Intrepid travellers and leaders get vaccinated to protect themselves and others.

Specific proof of testing or vaccination may still be required by your destination or airline. Please ensure you check travel and entry requirements carefully.

When is the best time to visit Pakistan?

Pakistan’s climate is difficult to pin down as a single entity. It ranges from tropical and subtropical to semi-arid and desert, and then up north you’ve got the ridiculously beautiful ­– and ridiculously cold – mountainous areas incorporating the Karakoram, Himalaya and Hindu Kush ranges.

In the north, the mountainous region of Gilgit-Baltistan sees desert-level rainfall, but snow is quite frequent in winter. The trekking season runs from April to October and the area is generally sheltered from the monsoon rains experienced further south, though there may well be some showers, thunderstorms and possibly snowfall at higher altitudes.

The region of Punjab, which incorporates the cities of Islamabad and Lahore, has a sub-tropical climate with very hot summers. July and August see the southwest monsoon bring heavy rains, while September, October and November tend to be drier with a more manageable temperature range of 10–34°C (50–93°F), depending on where you are. Given Islamabad’s higher altitude and location at the foot of the mountains, it tends to be a little wetter than, say, Peshawar or Lahore, but if you wish to avoid the rain, your best bet is to avoid spending too much time in Punjab from July until September.

Pakistan is one of those countries that sets off alarm bells in the minds of friends and family – you're going where? Their reaction is understandable, given the news coverage of Pakistan over the past 20 years, and there's no doubt that some areas just aren't worth the risk. Anyone travelling to Pakistan for tourism or business purposes must obtain a visa, which can be done on arrival (depending on your nationality) or online before your trip begins. You can also apply for a tourist visa at your local Pakistan embassy or consulate before travelling. Both e-visas and visas issued on arrival have differing lengths of stay, with e-visas valid for up to 3 months (but can be extended to 6 months) and VOA (visa on arrival) valid for a period of 30 days.

While gratuities aren't compulsory on this trip, they can make a big difference to locals employed in the tourism industry. If you are happy with the services provided, a tip is an appropriate way to say thanks. 

Most restaurants in Pakistan will not include a service charge on the bill so a tip can be added to the total amount. There's no strict rule, but 8–10 per cent is generally recommended. 

Over the years we have found that many of our travellers find the need for tipping local guides and operators to be both tiresome and embarrassing, especially if they don't have the correct small change. To overcome this, your leader might raise the idea of a group tipping kitty. At your group meeting, your tour leader may discuss the idea of running this kitty, whereby everybody contributes an equal amount and then your tour leader pays the tips as you go. The leader will keep a running record of all monies spent (except restaurant tips). The record can be checked at any time and any money remaining at the end of the tour returned to group members. This kitty does not include any tips you wish to give your leader and crew.

If you’re planning to use your mobile phone in Pakistan (with either global roaming activated or by using a local SIM) you’ll find that the internet in major cities like Islamabad, Lahore and Karachi is quick and free wi-fi is often available through hotspots. The weather in Pakistan falls into four seasons.

 June–September sees monsoonal rains, with June being the hottest month of the year and reaching upwards of 45 °C (113 °F). The rains are notoriously unpredictable, with the monsoon sometimes skipping the Pubjab region altogether and sometimes causing widespread damaging floods.

The post-monsoon season of October/November sees both temperatures and rainfall reducing. While the days can warm and hot, the nights begin to cool with temperatures ranging from 10–30°C (50–86°F) and rain falling sporadically.

The winter months of December, January and February see fine weather across most of the country with a large variation in temperatures. The daytime is generally quite pleasant, with temperatures usually topping out at 20°C (68°F), though it can drop down to 3 or 4°C at night (37–39°F). The northern mountains are another story, with precipitation falling as snow and temperatures well below freezing.

The hot, dry season comes in March, April and May with averages in the mid-30s (95°F) in the low-lying areas, though it gets hotter up north until you reach the northern mountains.

The northern highlands can get very cold, even in the warmer months, so be sure to pack a warm jacket, thermals, sturdy waterproof shoes and a windbreaker. Clothes that can be easily layered are best.

Together with my girlfriend we travel from Uruguay to Pakistan by mid May through Exploria.pk. Our tour started in Islamabad and included Fairy Meadows (incredible place and landscapes), Hunza and all arround, Lahore and back to Islamabad. We did more than 3000 km going from -0 temperaturas to more than 40grades. We made the majority of the tour by car with a team of guide (Farman) and driver (Bilal) that performed perfectly, giving us assistance in every thing we needed and beyond, showing us how the deepper Pakistan is, telling how people is including the possibility to meet local people and listen folk music among other things as making possible to experience local food. I had a wonderful trip with Rock Valley Tours Pvt Ltd. The whole trip is enjoyable. Both our guide Manzoor and driver Qasim are friendly and helpful. During the trip, we faced a small scale landslide which blocked our road. Manzoor and some other locals worked hard to clean up and resumed the traffic, so that we did not need to turn back and can go as scheduled.

Exercise a high degree of caution in Pakistan due to the unpredictable security situation. There is a threat of terrorism, civil unrest, sectarian violence and kidnapping.

Regional advisory - Avoid all travel

  • the area within 50 km of the border with Afghanistan
  • the areas within 10 km of the borders with China, India and Iran
  • the areas within 10 km of the Line of Control, except the official border crossings at:
  • Wagah and the Grand Trunk Road leading there
  • Khunjerab Pass and the Karakorum Highway leading there
  • the section of the Karakoram Highway from Mansehra to Chilas
  • Pakistan-administered Kashmir
  • the province of Balochistan
  • the province of Khyber Pakhtunkhwa, with the exception of the following districts where we advise against non-essential travel:

Karachi - Avoid non-essential travel

Avoid non-essential travel to the city of Karachi, due to violence and the risk of terrorism.

The Government of Canada may not be in a position to provide consular assistance to Canadians in areas where:

  • there are serious security concerns
  • the Government of Pakistan prohibits entry
  • advance permission is required for entry

Security situation and elections

There have been ongoing political demonstrations since November 2022. Federal elections took place on February 8, 2024.

Security forces continue to be on high alert in the following cities:

The security situation is evolving and remains unpredictable.

  • Communication networks may be disrupted
  • Roadblocks could lead to significant disruptions to traffic and public transportation, including transit routes to airports

If you are in Pakistan:

  • avoid areas where demonstrations and large gatherings are taking place
  • always be aware of your surroundings when in public places
  • carry photo identification at all times
  • expect an increased presence of security forces
  • be prepared to change your travel plans on short notice
  • monitor local media to stay informed on the evolving situation
  • follow the instructions of local authorities, including curfew orders

Border area with India

The level of tension between Pakistan and India is susceptible to sudden changes. You could experience difficulties when travelling between the two countries and may be subject to scrutiny if officials from either country become aware that you have recently travelled to the other.

The security situation in the Kashmir region, especially along the Line of Control (LoC), which separates India-administered Kashmir in the south from Pakistan-administered Kashmir in the north, and along the working boundary that continues south toward Sialkot, remains volatile. Since September 2016, cross-border gunfire and shelling have been occurring sporadically along the LoC.

Although the Wagah border crossing linking Lahore, Pakistan, to Amritsar, India, is regularly used by international travellers, it remains vulnerable to attack. Security measures are in place. Visitors may experience long delays.

Border areas with Afghanistan, China and Iran

Border areas with Afghanistan, China and Iran often experience terrorist activity, smuggling and violence. With the exception of official border crossings, foreigners are prohibited from travelling within 50 kilometres of the border with Afghanistan.

Bandits in border areas with Afghanistan and Iran are usually involved in drug trafficking.

Sistan-Baluchistan in Iran, which borders Pakistan, is regularly affected by ethnic conflicts and is also a known route for smugglers. Foreign nationals have been the target of kidnappings.

Terrorist attacks may also occur in this province.

If you decide to travel overland to Iran and Afghanistan despite this warning:

  • travel only on main roads
  • travel in organized groups
  • avoid travel after dark

Balochistan

The security situation in the province of Balochistan remains unstable, due to a long-standing nationalist insurgency and government counter-insurgency operations. Insurgents and militants may target commercial spaces and foreigners, in particular those associated with the China-Pakistan Economic Corridor (CPEC). Attacks on police and security forces occur frequently. Balochistan, which borders Iran and Afghanistan, is also a known route for smugglers.

Khyber Pakhtunkhwa Province

The security situation in Central and Western Khyber Pakhtunkhwa (KP) Province, including its capital Peshawar is unstable due to terrorism, sectarian and political violence and high levels of crime. North Waziristan, South Waziristan, and the Khyber District are particularly volatile and continue to be impacted by the security situation in Afghanistan. Attacks on security and military forces occur frequently. Civil unrest also takes place regularly.

Certain sectors of Karachi experience high levels of violence. These include:

  • Orangi Town

Extremist groups are present in some parts of the city and there have been terrorist attacks in recent years on high-profile targets, including the Stock Exchange and Chinese Consulate. Carefully plan any travel to, or in the city. Strikes and protest marches tend to take place in central areas of Karachi. These events may cause travel disruptions throughout the city and lead to violent civil unrest. Other criminal activities and violence that can occur in Karachi include carjacking, armed robbery, kidnapping and murder.

Gilgit-Baltistan

Clashes between protesters and security forces have occurred. Past demonstrations have led to traffic and public transport disruptions. Do not travel by road to Gilgit-Baltistan province.

Many parts of Khyber Pakhtunkhwa Province are unstable due to terrorism, violence, and crime rates, including Upper and Lower Chitral districts. Do not travel by road to this area.

There is a high threat of terrorism in Pakistan. The security situation is fragile and unpredictable. Several terrorist groups are present and operate across the country. Incidents are typically attributed to extremism, ethnic divisions, sectarian strife, regional political disputes and the situation in neighbouring Afghanistan. Bombings, shootings and other terrorist attacks have been directed at a wide range of targets and have caused many deaths and injuries.

In the formerly Federal Administered Tribal Area (FATA) and in the province of Balochistan, attacks are frequent and are often directed at security and military forces.

Further attacks are likely. Attacks can take many forms, including:

  • targeted killings and kidnappings
  • armed assaults
  • suicide bombings
  • improvised explosive devices

Some attacks involve detailed planning to maximize casualties through multiple and consecutive explosions. Targets could include:

  • sects or minority groups
  • government and military assets and personnel
  • places of worship
  • airports and other transportation hubs and networks
  • public areas such as tourist attractions, restaurants, bars, coffee shops, shopping centres, markets, hotels and other sites frequented by foreigners
  • elections-related events and polling stations
  • civil aviation facilities, including aircrafts

There is an increased risk of attack during religious holidays and days of national significance, such as:

  • National Day (March 23)
  • Independence Day (August 14)
  • the Islamic month of Muharram (particularly on the day of Ashura)
  • the Muslim holidays of Eid al-Fitr and Eid al-Adha

Expect heightened security measures and associated disruptions during these periods.

In Islamabad, you should:

  • keep a low profile, particularly in areas regularly frequented by foreigners
  • avoid the Lal Masjid Mosque (also known as the Red Mosque)
  • be particularly cautious in or around western-style restaurants and shopping centres
  • only stay in hotels that have stringent security measures in place, including metal detectors and closed security perimeters

Military activity

Stay away from areas where military or militant activity is taking place.

The risk of kidnapping for ransom is high, especially in Balochistan, Punjab and Sindh. Pakistani citizens are particularly at risk. Express kidnapping also takes place.

  • Use varied and unpredictable routes and schedules when moving from one place to another
  • Maintain a high level of vigilance at all times

Petty crime

Petty crime, such as pickpocketing and purse snatching, occurs. Cell phones, credit cards and passports are favourite targets. Credit card fraud is common.

  • Ensure that your personal belongings, passports other travel documents are secure at all times
  • Avoid showing signs of affluence
  • If travelling by car, keep valuable belongings out of sight, windows closed and doors locked
  • Avoid travelling after dusk, particularly in rural areas where road conditions are unsafe
  • Make arrangements to be met at the airport, especially if arriving after dark
  • Verify flight and airport operation details before travelling
  • Remain aware of the security situation on routes to and from airports

Demonstrations and civil unrest

Demonstrations take place regularly. Demonstrations can take place without warning, and some may take on an anti-western tone. They have the potential to suddenly turn violent. Deaths, injuries and widespread violence have occurred at such events. Demonstrations can also lead to disruptions to traffic and public transportation.

  • Avoid areas where demonstrations and large gatherings are taking place
  • Follow the instructions of local authorities
  • Monitor local media for information on ongoing demonstrations

Mass gatherings (large-scale events)

Women's safety

Women travelling alone may be subject to some forms of harassment and verbal abuse. Gender-based violence is common in Pakistan. Honour killings and forced marriages are frequently reported.

If you are the victim of a sexual assault, you should report it immediately to the nearest Government of Canada office.

  • Avoid travelling alone, especially at night
  • Remain particularly vigilant in less-frequented areas
  • Be careful when dealing with strangers or recent acquaintances

Advice for women travellers

2SLGBTQI+ persons

2SLGBTQI+ persons could be discriminated against based on their sexual orientation, gender identity, gender expression or sex characteristics. Human rights organizations have reported discrimination and violence being committed against 2SLGBTQI+ persons in Pakistan, including the denial of basic rights and services, sexual violence and murder. Many hotels and similar establishments may only allow “married couples” to stay together, and same-sex couples should be prepared to stay separately while travelling.

Forced marriages

Forced marriage affecting foreigners occurs. It sometimes occurs without the affected person's prior knowledge or consent.

Some Canadians have been forced into marital arrangements and have been detained against their will. They have been subjected to threats, intimidation and violence by family members.

If you're in Canada

If you're in Canada and you believe that you're being forced to travel overseas or to marry, you should call your local police for assistance.

If you're in Pakistan

If you're in Pakistan and you believe that you're being forced to marry, contact the High Commission of Canada to Pakistan in Islamabad. You may also contact the Emergency Watch and Response Centre .

Family members may retain passports to prevent victims from returning to Canada.

  • Keep digital or physical copies of your travel documents in a safe place

Business deals can involve extortion and corruption. All business disputes, including those involving criminality, are subject to Pakistani legal proceedings. The High Commission of Canada cannot intervene on a Canadian's behalf in a private legal matter.

Overseas fraud

Trekking and climbing

No trekking is allowed in the closed zones located near the Pakistan-Afghanistan border and near the Line of Control between Pakistan- and India-administered Kashmir. Trekking permits are required by the Government of Pakistan for peaks over 6000m, and in most national parks. Access to roads are limited, and often in very poor condition.

Only experienced climbers should go to the northern mountains of the Himalayas, Hindukush or Karakoram. Because of their great height, the Karakoram Mountains experience heavy glaciation, particularly on the southern, more humid slopes.

If you intend on engaging in trekking activities:

  • never do so alone and always hire an experienced guide from a reputable company
  • buy travel insurance that includes helicopter rescue and medical evacuation from remote areas
  • confirm that the air ambulance firm contracted has a local agent in Pakistan who can ensure that local rescue teams provide the required emergency services
  • ensure that your physical condition is good enough to meet the challenges of your activity
  • ensure that you're properly equipped and well informed about weather and other conditions that may pose a hazard
  • inform a family member or friend of your itinerary, including when you expect to be back to camp
  • know the symptoms of acute altitude sickness, which can be fatal
  • obtain detailed information on trekking routes or ski slopes before setting out and don't venture off marked trails or slopes

In case of air evacuation, advance payment of the total evacuation cost is required from the insurance company before rescue teams will perform rescue operations. The Government of Canada is unable to intervene, provide, or pay for rescue services.

Road travel

Road conditions.

In many urban areas, roads may be narrow, crowded and poorly lit, with limited signage and poor maintenance. Outside major highways and main cities, roads are mostly unpaved and four-wheel drive vehicles may be necessary.

Mountain roads may have steep drops and lack safety barriers.

Weather conditions can change quickly, particularly during winter. Snow, ice, fog, rain can lead to dangerous driving conditions and disrupt travel. Landslides caused by heavy rain can block or wash away roads.

Driving habits

Drivers can be aggressive and reckless, and they do not respect traffic laws. Accidents are common. If an accident occurs and you feel that your safety is threatened, leave the area and report the accident to the nearest police station.

Checkpoints may be set up without warning.

Karakoram highway/Northern region

Sections can be very narrow with precipitous drops and are sometimes partially obstructed by rock and earth slides.

  • Travel on mountain roads only during daylight hours
  • Consult local authorities regarding road openings, particularly during the monsoon rains and winter seasons
  • Avoid the section of the Karakoram Highway from Mansehra to Chilas

If you chose to drive in Pakistan:

  • avoid driving after dark
  • keep doors locked and windows up at all times
  • leave a travel itinerary with a third party
  • carry photo identification to present at police checkpoints
  • be well prepared and equipped with gasoline, water, food and a cell phone
  • call the police if involved in an accident

Public transportation

There are frequent rail accidents due to low safety and maintenance standards. Railways have been targets for riots and terrorist attacks.

Avoid using public transportation including taxis and trains. If you must use public transportation:

  • use bus lines that provide two drivers if you're travelling long distances
  • use radio-controlled taxis from reputable companies
  • consider using taxi hailing apps in major cities

Every country or territory decides who can enter or exit through its borders. The Government of Canada cannot intervene on your behalf if you do not meet your destination’s entry or exit requirements.

Holders of a valid National Identity Card for Overseas Pakistanis (NICOP) card are entitled visa free entry into Pakistan.

Do not overstay the duration of your visa. You could face legal action or be banned from further entry into Pakistan. The status or nature of your visa cannot be changed while in Pakistan. If your visa has expired, you may be able to apply for an exit permit online.

If you remain in Pakistan for more than four weeks, you must show proof of polio vaccination when leaving the country. The proof of vaccination must have been obtained within the 12 months prior to your departure.

This section contains information on possible health risks and restrictions regularly found or ongoing in the destination. Follow this advice to lower your risk of becoming ill while travelling. Not all risks are listed below.

Consult a health care professional or visit a travel health clinic preferably 6 weeks before you travel to get personalized health advice and recommendations.

Routine vaccines

Be sure that your  routine vaccinations , as per your province or territory , are up-to-date before travelling, regardless of your destination.

Some of these vaccinations include measles-mumps-rubella (MMR), diphtheria, tetanus, pertussis, polio, varicella (chickenpox), influenza and others.

Pre-travel vaccines and medications

You may be at risk for preventable diseases while travelling in this destination. Talk to a travel health professional about which medications or vaccines may be right for you, based on your destination and itinerary. 

There is a risk of hepatitis A in this destination. It is a disease of the liver. People can get hepatitis A if they ingest contaminated food or water, eat foods prepared by an infectious person, or if they have close physical contact (such as oral-anal sex) with an infectious person, although casual contact among people does not spread the virus.

Practise  safe food and water precautions and wash your hands often. Vaccination is recommended for all travellers to areas where hepatitis A is present.

Measles is a highly contagious viral disease. It can spread quickly from person to person by direct contact and through droplets in the air.

Anyone who is not protected against measles is at risk of being infected with it when travelling internationally.

Regardless of where you are going, talk to a health care professional before travelling to make sure you are fully protected against measles.

Japanese encephalitis is a viral infection that can cause swelling of the brain.  It is spread to humans through the bite of an infected mosquito. Risk is very low for most travellers. Travellers at relatively higher risk may want to consider vaccination for JE prior to travelling.

Travellers are at higher risk if they will be:

  • travelling long term (e.g. more than 30 days)
  • making multiple trips to endemic areas
  • staying for extended periods in rural areas
  • visiting an area suffering a JE outbreak
  • engaging in activities involving high contact with mosquitos (e.g., entomologists)

  Hepatitis B is a risk in every destination. It is a viral liver disease that is easily transmitted from one person to another through exposure to blood and body fluids containing the hepatitis B virus.  Travellers who may be exposed to blood or other bodily fluids (e.g., through sexual contact, medical treatment, sharing needles, tattooing, acupuncture or occupational exposure) are at higher risk of getting hepatitis B.

Hepatitis B vaccination is recommended for all travellers. Prevent hepatitis B infection by practicing safe sex, only using new and sterile drug equipment, and only getting tattoos and piercings in settings that follow public health regulations and standards.

Coronavirus disease (COVID-19) is an infectious viral disease. It can spread from person to person by direct contact and through droplets in the air.

It is recommended that all eligible travellers complete a COVID-19 vaccine series along with any additional recommended doses in Canada before travelling. Evidence shows that vaccines are very effective at preventing severe illness, hospitalization and death from COVID-19. While vaccination provides better protection against serious illness, you may still be at risk of infection from the virus that causes COVID-19. Anyone who has not completed a vaccine series is at increased risk of being infected with the virus that causes COVID-19 and is at greater risk for severe disease when travelling internationally.

Before travelling, verify your destination’s COVID-19 vaccination entry/exit requirements. Regardless of where you are going, talk to a health care professional before travelling to make sure you are adequately protected against COVID-19.

 The best way to protect yourself from seasonal influenza (flu) is to get vaccinated every year. Get the flu shot at least 2 weeks before travelling.  

 The flu occurs worldwide. 

  •  In the Northern Hemisphere, the flu season usually runs from November to   April.
  •  In the Southern Hemisphere, the flu season usually runs between April and   October.
  •  In the tropics, there is flu activity year round. 

The flu vaccine available in one hemisphere may only offer partial protection against the flu in the other hemisphere.

The flu virus spreads from person to person when they cough or sneeze or by touching objects and surfaces that have been contaminated with the virus. Clean your hands often and wear a mask if you have a fever or respiratory symptoms.

Typhoid is a bacterial infection spread by contaminated food or water. Travellers going to countries in South Asia should speak to a health care professional about getting vaccinated.

Malaria is a serious and sometimes fatal disease that is caused by parasites spread through the bites of mosquitoes.

Malaria is a risk to travellers to this destination.   Antimalarial medication is recommended for most travellers to this destination and should be taken as recommended. Consult a health care professional or visit a travel health clinic before travelling to discuss your options. It is recommended to do this 6 weeks before travel, however, it is still a good idea any time before leaving.    Protect yourself from mosquito bites at all times: 

  • Cover your skin and use an approved insect repellent on uncovered skin.
  • Exclude mosquitoes from your living area with screening and/or closed, well-sealed doors and windows.
  • Use insecticide-treated bed nets if mosquitoes cannot be excluded from your living area.
  • Wear permethrin-treated clothing. 

 If you develop symptoms similar to malaria when you are travelling or up to a year after you return home, see a health care professional immediately. Tell them where you have been travelling or living. 

Yellow fever   is a disease caused by a flavivirus from the bite of an infected mosquito.

Travellers get vaccinated either because it is required to enter a country or because it is recommended for their protection.

  • There is no risk of yellow fever in this country.

About Yellow Fever

Yellow Fever Vaccination Centres in Canada * It is important to note that  country entry requirements  may not reflect your risk of yellow fever at your destination. It is recommended that you contact the nearest  diplomatic or consular office  of the destination(s) you will be visiting to verify any additional entry requirements.

In this destination, rabies is commonly carried by dogs and some wildlife, including bats. Rabies is a deadly disease that spreads to humans primarily through bites or scratches from an infected animal. While travelling, take precautions , including keeping your distance from animals (including free-roaming dogs), and closely supervising children.

If you are bitten or scratched by a dog or other animal while travelling, immediately wash the wound with soap and clean water and see a health care professional. In this destination, rabies treatment may be limited or may not be available, therefore you may need to return to Canada for treatment.  

Before travel, discuss rabies vaccination with a health care professional. It may be recommended for travellers who are at high risk of exposure (e.g., occupational risk such as veterinarians and wildlife workers, children, adventure travellers and spelunkers, and others in close contact with animals). 

Polio (poliomyelitis) is an infectious disease that can be prevented by vaccination. It is caused by poliovirus type 1, 2 or 3. Wild poliovirus (WPV1) and/or circulating vaccine-derived poliovirus (cVDPV1 or cVDPV3)) is/are present in this destination.

This destination is subject to Temporary Recommendations under the World Health Organization’s polio Public Health Emergency of International Concern (PHEIC) .  

Polio is spread from person to person and through contaminated food and water. Infection with the polio virus can cause paralysis and death in individuals of any age who are not immune.

Recommendations:

  • Be sure that your polio vaccinations are up to date before travelling. Polio is part of the routine vaccine schedule for children in Canada.
  • One booster dose of the polio vaccine is recommended as an adult .
  • Make sure that the polio vaccinations are documented on the International Certificate of Vaccination or Prophylaxis. This is the only document accepted as proof of vaccination. It is provided at Yellow Fever Vaccination Centres .
  • Carry the certificate as proof of vaccination.

Proof of vaccination:

  • Travellers who are visiting for longer than 4 weeks may be required to receive a dose of polio vaccine 1 to 12 months before they leave this destination. This may be required even if you have previously received all the recommended polio vaccine doses as part of the routine vaccine schedule in Canada.
  • Make sure that the polio vaccination is documented on the International Certificate of Vaccination or Prophylaxis.

Safe food and water precautions

Many illnesses can be caused by eating food or drinking beverages contaminated by bacteria, parasites, toxins, or viruses, or by swimming or bathing in contaminated water.

  • Learn more about food and water precautions to take to avoid getting sick by visiting our eat and drink safely abroad page. Remember: Boil it, cook it, peel it, or leave it!
  • Avoid getting water into your eyes, mouth or nose when swimming or participating in activities in freshwater (streams, canals, lakes), particularly after flooding or heavy rain. Water may look clean but could still be polluted or contaminated.
  • Avoid inhaling or swallowing water while bathing, showering, or swimming in pools or hot tubs. 

Cholera is a risk in parts of this country. Most travellers are at very low risk.

To protect against cholera, all travellers should practise safe food and water precautions .

Travellers at higher risk of getting cholera include those:

  • visiting, working or living in areas with limited access to safe food, water and proper sanitation
  • visiting areas where outbreaks are occurring

Vaccination may be recommended for high-risk travellers, and should be discussed with a health care professional.

Travellers' diarrhea is the most common illness affecting travellers. It is spread from eating or drinking contaminated food or water.

Risk of developing travellers' diarrhea increases when travelling in regions with poor standards of hygiene and sanitation. Practise safe food and water precautions.

The most important treatment for travellers' diarrhea is rehydration (drinking lots of fluids). Carry oral rehydration salts when travelling.

Typhoid   is a bacterial infection spread by contaminated food or water. Risk is higher among children, travellers going to rural areas, travellers visiting friends and relatives or those travelling for a long period of time.

Travellers visiting regions with a risk of typhoid, especially those exposed to places with poor sanitation, should speak to a health care professional about vaccination.  

Insect bite prevention

Many diseases are spread by the bites of infected insects such as mosquitoes, ticks, fleas or flies. When travelling to areas where infected insects may be present:

  • Use insect repellent (bug spray) on exposed skin
  • Cover up with light-coloured, loose clothes made of tightly woven materials such as nylon or polyester
  • Minimize exposure to insects
  • Use mosquito netting when sleeping outdoors or in buildings that are not fully enclosed

Find out what types of insects are present where you’re travelling, when they’re most active, and the symptoms of the diseases they spread.

There is a risk of chikungunya in this country.  The risk may vary between regions of a country.  Chikungunya is a virus spread through the bite of an infected mosquito. Chikungunya can cause a viral disease that typically causes fever and pain in the joints. In some cases, the joint pain can be severe and last for months or years.

Protect yourself from mosquito bites at all times. There is no vaccine available for chikungunya.

Crimean-Congo haemorrhagic fever is a viral disease that can cause fever, pain and bleeding under the skin.  In some cases, it can be fatal.  It spreads to humans through contact with infected animal blood or tissues, or from the bite of an infected tick.  Risk is generally low for most travellers.  Protect yourself from tick bites and avoid animals, particularly livestock.  There is no vaccine available for Crimean-Congo haemorrhagic fever.

Cutaneous and mucosal   leishmaniasis   causes skin sores and ulcers. It is caused by a parasite spread through the bite of a female sandfly.

Risk is generally low for most travellers. Protect yourself from sandfly bites, which typically occur after sunset in rural and forested areas and in some urban centres. There is no vaccine or medication to protect against leishmaniasis.

  • In this country,   dengue  is a risk to travellers. It is a viral disease spread to humans by mosquito bites.
  • Dengue can cause flu-like symptoms. In some cases, it can lead to severe dengue, which can be fatal.
  • The level of risk of dengue changes seasonally, and varies from year to year. The level of risk also varies between regions in a country and can depend on the elevation in the region.
  • Mosquitoes carrying dengue typically bite during the daytime, particularly around sunrise and sunset.
  • Protect yourself from mosquito bites . There is no vaccine or medication that protects against dengue.

Animal precautions

Some infections, such as rabies and influenza, can be shared between humans and animals. Certain types of activities may increase your chance of contact with animals, such as travelling in rural or forested areas, camping, hiking, and visiting wet markets (places where live animals are slaughtered and sold) or caves.

Travellers are cautioned to avoid contact with animals, including dogs, livestock (pigs, cows), monkeys, snakes, rodents, birds, and bats, and to avoid eating undercooked wild game.

Closely supervise children, as they are more likely to come in contact with animals.

Human cases of avian influenza have been reported in this destination. Avian influenza   is a viral infection that can spread quickly and easily among birds and in rare cases it can infect mammals, including people. The risk is low for most travellers.

Avoid contact with birds, including wild, farm, and backyard birds (alive or dead) and surfaces that may have bird droppings on them. Ensure all poultry dishes, including eggs and wild game, are properly cooked.

Travellers with a higher risk of exposure include those: 

  • visiting live bird/animal markets or poultry farms
  • working with poultry (such as chickens, turkeys, domestic ducks)
  • hunting, de-feathering, field dressing and butchering wild birds and wild mammals
  • working with wild birds for activities such as research, conservation, or rehabilitation
  • working with wild mammals, especially those that eat wild birds (e.g., foxes)

All eligible people are encouraged to get the seasonal influenza shot, which will protect them against human influenza viruses. While the seasonal influenza shot does not prevent infection with avian influenza, it can reduce the chance of getting sick with human and avian influenza viruses at the same time.

Person-to-person infections

Stay home if you’re sick and practise proper cough and sneeze etiquette , which includes coughing or sneezing into a tissue or the bend of your arm, not your hand. Reduce your risk of colds, the flu and other illnesses by:

  •   washing your hands often
  • avoiding or limiting the amount of time spent in closed spaces, crowded places, or at large-scale events (concerts, sporting events, rallies)
  • avoiding close physical contact with people who may be showing symptoms of illness 

Sexually transmitted infections (STIs) , HIV , and mpox are spread through blood and bodily fluids; use condoms, practise safe sex, and limit your number of sexual partners. Check with your local public health authority pre-travel to determine your eligibility for mpox vaccine.  

Tuberculosis is an infection caused by bacteria and usually affects the lungs.

For most travellers the risk of tuberculosis is low.

Travellers who may be at high risk while travelling in regions with risk of tuberculosis should discuss pre- and post-travel options with a health care professional.

High-risk travellers include those visiting or working in prisons, refugee camps, homeless shelters, or hospitals, or travellers visiting friends and relatives.

Medical services and facilities

Quality of care varies greatly throughout the country. Good health care is available in a small number of hospitals and clinics in some major cities, including in Islamabad, Karachi and Lahore. Basic non-emergency medical care is available in major cities but is limited in rural areas. Emergency services, including ambulances, are virtually non-existent in most of Pakistan. Most medical facilities require prepayment in cash.

Medical evacuation can be very expensive and you may need it in case of serious illness or injury.

Make sure you get travel insurance that includes coverage for medical evacuation and hospital stays.

Be prepared. Do not expect medical services to be the same as in Canada. Pack a   travel health kit , especially if you will be travelling away from major city centres.

Death Penalty

The death penalty may be imposed for more than two dozen criminal offences, including:

  • drug trafficking
  • illegal gathering

Executions in Pakistan occur by hanging.

Drugs and alcohol

Penalties for possession, use or trafficking of illegal drugs are severe. Convicted offenders can expect the death penalty, jail sentences, heavy fines and/or deportation.

The possession and consumption of alcohol is prohibited. Transgressors may be punished by detention or other penalties.

Drugs, alcohol and travel

Religious proselytizing

Religious proselytizing is not permitted and may lead to accusations of blasphemy, which is considered a capital crime.

Others illegal activities

The following activities are illegal in Pakistan and punishable by heavy fines or jail time:

  • trafficking or eating pork
  • importing pornographic material
  • engaging in prostitution
  • heterosexual couples to live together without being married
  • photographing government buildings, military installations, infrastructure and airports (even from an aircraft)

Identification

Local authorities may ask you to show identification at any time.

  • Carry photo identification at all times
  • Keep a photocopy of your passport and visa or residence permit in a safe place, in case they are lost or confiscated

Photography

Ask permission before taking photographs of local residents.

2SLGBTQI+ travellers

There are no laws in Pakistan to prohibit public or private sector discrimination on the basis of sexual orientation. Pakistani law prohibits sexual acts between individuals of the same sex. Those convicted can be fined, face up to life imprisonment or the death penalty.

Dual citizenship

Dual citizenship is legally recognized in Pakistan.

If you are a Canadian citizen, but also a citizen of Pakistan, our ability to offer you consular services may be limited while you're there. You may also be subject to different entry/exit requirements .

Travellers with dual citizenship

If you were born in Pakistan, and one of your parents is a Pakistani citizen, you should confirm your citizenship status with the High Commission of Pakistan in Ottawa as you could be considered a Pakistani citizen while in Pakistan.

International Child Abduction

The Hague Convention on the Civil Aspects of International Child Abduction is an international treaty. It can help parents with the return of children who have been removed to or retained in certain countries in violation of custody rights. It does not apply between Canada and Pakistan.

If your child was wrongfully taken to, or is being held in Pakistan by an abducting parent:

  • act as quickly as you can
  • consult a lawyer in Canada and in Pakistan to explore all the legal options for the return of your child
  • report the situation to the nearest Canadian government office abroad or to the Vulnerable Children’s Consular Unit at Global Affairs Canada by calling the Emergency Watch and Response Centre.

If your child was removed from a country other than Canada, consult a lawyer to determine if The Hague Convention applies.

Be aware that Canadian consular officials cannot interfere in private legal matters or in another country’s judicial affairs.

Pakistani family law is very different from Canadian law.

In case of dispute, consult a local lawyer to be fully aware of local laws regarding custody, guardianship and visitation rights.

Dress and behaviour

The country's customs, laws and regulations adhere closely to Islamic practices and beliefs.

To avoid offending local sensitivities:

  • dress conservatively
  • behave discreetly
  • respect religious and social traditions

Shorts are considered inappropriate attire for both men and women, particularly in remote locations. Women should consider carrying a headscarf with them at all times while travelling in Pakistan.

Couples should avoid physical contact, such as holding hands, in public.

In 2024, the lunar month of Ramadan is expected to begin on or around March 10.

The currency is the Pakistani rupee (PKR).

The economy is primarily cash based. Credit cards are accepted by some larger establishments.

Currency can be exchanged at all international airports. ATMs are available in main cities but may not accept foreign debit cards.

  • Make sure you have access to sufficient local currency while in the country

These policies and restrictions may change. Consult with financial authorities such as the State Bank of Pakistan before you travel.

Pakistan is prone to extreme weather events such as:

  • dust storms
  • earthquakes

Extreme temperatures can occur in both summer and winter.

Seismic activity

Monsoon and cyclones

India and Pakistan tried to meddle in Canada elections, spy agency says

CSIS intelligence report suggests growing number of countries targeting country’s large diaspora populations

Canada ’s spy agency has declared that the governments of India and Pakistan probably attempted to meddle in its elections.

As a closely watched public inquiry investigates the scope of foreign interference, on Thursday night the Canadian Security Intelligence Service (CSIS) released a report suggesting a growing number of countries see Canada – and particularly its large diaspora populations – as a target for subterfuge.

It said India had “intent to interfere and likely conducted clandestine activities” in the 2021 Canadian federal election, including the use of a government proxy agent who attempted to provide illegal financial support to pro-Indian candidates, according to reporting from CBC News.

Proxy agents are a “specific individual who takes explicit and/or implicit direction from a foreign state while obfuscating the link between influence activities and a foreign state”, CSIS said.

It also suggested India targeted electoral districts in which Indo-Canadian voters sympathized with Pakistan or the Khalistan separatist movement.

In 2019, Pakistani government officials in Canada “attempted to clandestinely influence Canadian federal politics with the aim of furthering the Government of Pakistan’s interests in Canada”, CSIS wrote, calling the south Asian country a “limited foreign interference actor”.

The spy agency said the Canadian government conducted a “threat reduction measure” meant to blunt the threat posed by the Pakistan government.

“The situation was monitored and assessed to have effectively reduced the threat of interference,” CSIS said.

Both documents are unclassified summaries and in some cases could be incomplete or rely on uncorroborated, single sources.

The revelations from Canada’s spy agency come as the former Conservative party leader told the inquiry he believed his party lost as many as nine seats because of a foreign misinformation campaign spearheaded by China .

Erin O’Toole resigned as leader after failing to improve his party’s electoral standing.

“The small number of seats would not have impacted the minority government that Canada has right now, but the difference of two, three, five seats may have allowed me more of a moral justification to remain as leader,” O’Toole said, adding he believed some citizens were “intimidated” from voting because the party had a “more traditional, or a more aggressive, foreign policy posture with respect to China”.

The inquiry itself has been the subject of intense public debate. Initially, following reports of Chinese meddling in Canadian elections, the prime minister, Justin Trudeau, appointed David Johnston as special rapporteur to investigate the issue.

Johnston, who previously served as Canada’s governor general, initially caused widespread frustration after he suggested a public inquiry would not be useful because much of the relevant material would remain secret. He later resigned from his role, citing a “highly partisan atmosphere” as political leaders questioned his ties to the prime minister.

In September, the federal government chose Marie-Josée Hogue, a Quebec appeals court judge, to lead a public inquiry “tasked with examining and assessing foreign interference by China, Russia and other foreign states and non-state actors”.

The release of documents suggesting India has sought to undermine the integrity of Canada’s elections does little to ease tensions between the two countries. In September, Trudeau told parliament his government had “credible allegations” that Indian officials were behind the assassination of a prominent Sikh leader in Canada.

The commission has so far heard from lawmakers, the heads of CSIS and the RCMP, the department of global affairs and Canada’s electronic spy agency.
