The Mile High City is a magical place to visit, whether you've got 24 hours to spend in Denver  or a longer stretch to explore. From its spiritually moving outdoor spaces to an award-winning food scene, Denver is somewhere you could visit a hundred times and still find something new. For many tourists, however, the appeal of Denver isn’t in the green of the prairie, but the green of its dispensaries.

While cannabis tourism as been a boon for Colorado at large and especially Denver, you should do some research before you toke up. We made it easy by breaking down everything you need to know about getting high in view of the Front Range of the Rockies, from 420-friendly lodging to dispensaries to staying on the right side of the law.

Cannabis Laws in Denver, Colorado

Before you head to the store, it’s important to understand the laws regarding cannabis in Colorado. Right off the bat, age matters. You need to be at least 21 to buy or consume cannabis in Colorado. While the state does offer a medical card for cannabis, it merely offers a discount and stronger product for medical users – and you need to be a Colorado resident. Anyone of age can buy cannabis in Denver, however, provided they have proper ID. 

When you head to a dispensary you can purchase up to one ounce, or 28 grams, of cannabis. However, the definition of an ounce varies with different products. The original ounce law only pertains to the cannabis flower. Edibles and concentrates are another matter.

For edibles, the laws limit users to buying 800 milligrams of THC per day, while limits for concentrates are set at 8 grams per day due to the strength of products like shatter, wax, and cannabis oil. For most users these limits won’t ever matter. An ounce is far more than you could smoke during the average vacation, an edible with 800 milligrams of THC will ruin most people’s day, and consuming 8 grams of concentrates would be hell on your lungs. 

Before you hit the dispensary, you should have a game plan. You don’t want to buy more than you can consume or, worse, get so high you ruin your trip. If you’re not a regular consumer or you’re getting back into pot after a break, take it easy. There’s always time to consume some more, but once you’re high you’re gonna stay at that level for a while. 

It is highly illegal to consume cannabis in a vehicle you’re operating or to drive under the influence of THC. Don’t get the most chill of DUIs – instead, call an Uber, taxi, or book a tour on the pot bus.

Public cannabis consumption

Technically, public cannabis use in any form has been illegal under Colorado law, be it smoking, vaping, or eating. You can get busted for enjoying pot on the sidewalk, at a concert, in a bar, in alleys, or at a ski resort if you’re caught. Cannabis consumption is also still illegal on federal lands, including state parks, national parks, Bureau of Land Management areas, and portions of some ski runs. 

The good news is you can legally consume your cannabis on private property, including private homes, some hotels, and lounges. Some spaces such as Tertra Private Lounge and Garden  are able to get around Colorado’s indoor smoking ban by operating as private clubs. For a small membership fee, you’re given a comfortable place to consume your own stash and access to an electronic dab bar or vaporizer.

Starting January 1, 2020 House Bill 1230  is loosening those restrictions, however. This new piece of legislation gives venues an official exception to the Colorado Clean Indoor Air Act that had, up until now, made smoking weed in public a no-no. It also allows for "marijuana hospitality spaces in which medical and retail marijuana may be consumed on site" as well as "authorizes a retail food establishment to apply for a marijuana hospitality establishment license" as long as that restaurant or cafe doesn't also have a liquor license.  So look out for more lounges, canna-cafes, and Puff-and-Paint studios to start opening in Denver this year.

One of the easiest ways to save money and find explicitly 420-friendly lodging is to opt for homesharing. Sites like AirBnb make it easy for hosts to indicate if their accommodations allow for on-premise cannabis-consumption. If you want even more of a sure thing, sites like Bud and Breakfast offer a similar inventory of offbeat inns and room rentals that are explicitly for stoners. As an added bonus, the cheapest hotels which allow smoking in rooms are often still triple the price of the many 420-friendly rooms.

Depending on how “rustic” you mind getting, the deals are undeniable. During my trip to Denver I rented a bunk at Hostel Kush  – a massive house where every feasible space was listed on Airbnb. For $18 per night you could get a sofa on the back deck, but for $25 you could get a bunk bed or a private room for $35.

The house was full of tourists, travelers, seasonal pot workers, and like-minded friends. While it’s rude not to contribute anything to folks offering you weed, everyone in the house was incredibly generous. Keep your eyes open, plot your stay in advance, and you can save a ton of money.

If you prefer a kush-ier (pun intended) hotel experience, never fear. Cannatourism in Denver really opens up when you have a little extra money to spend. There are boutique hostels like Ember in Capitol Hill that offer budget-friendly glam, a hot tub, and a private patio area where you're welcome to partake with new friends.

Or you can opt for a cannabis friendly hotel like  Southeast Denver Suites  (starting at $129USD) or Arrowhead Manor  ($379.99USD). That freedom comes with a catch, however – many of the advertised 420-friendly hotels are really just vape-friendly due to indoor smoking regulations. That being said, the Denver Tech Center , Broadway Suites , and Southeast Denver Suites offer complimentary vaporizers with their 420 friendly rooms. Just make sure to ask when making your reservations.

Now that you know where you can smoke and sleep, the next order of business is finding a dispensary. The green gold rush has lead to a host of places to buy and plenty of deals to attract new customers. No matter which Denver neighborhood you're visiting – from the trendy arts districts like  RiNo  and Santa Fe  to the city center near the Colorado Convention Center and beyond to the 'burbs of Aurora  – you’re going to find pot at cheaper prices than prohibition states and at way higher quality.

To get the most out of your dollars head to  High Level Health , which offers what is easily some the best deals in town – and not far from the mall, and other downtown destinations. They even offer a veterans discount.

Another favorite spot is Kind Love , an award-winning dispensary with great prices and late hours. This dispensary takes its last customer at 11:45pm, making it great for late last minute pickups. Just make sure you get there by 11:20 at the latest – you’re probably not the only person who forgot to buy earlier. 

Or you can check out SimplyPure in the Highland neighborhood. It not only won 2018 The Grow-Off Best Flavor Champion award, it has the distinction of being owned by an Black husband/wife duo, both of whom are veterans of the US military. The pair have been committed to working to end the stigma of medical and recreational weed consumption and increase equality for people of color in Colorado's cannabis industry.

Church, comedy, and cannabis

Once you've stocked up, head to the International Church of Cannabis . While flower can’t be consumed on the premises unless you’re a member and it's a special event, the rainbow-hued nave is a sight to behold. The Elevationists host daily guided meditation/laser light shows in their incredible fully painted sanctuary for $10 to $15 that’s worth visiting even if you don’t get high in advance.

You should also make sure to check out at least one comedy show while you’re in Denver. It features one of the best scenes in the country and is a great way to enhance a stoned evening for a few bucks.  If you time your visit right, you might even catch the Gateway Show when it's in town. The premise is that the comedians on the bill do one set sober like any other comedy show, but partake in an undisclosed location during the intermission and do the second set stoned.

During my stay in Denver, I joined in on the Cannabis & Beyond experience. This $59 tour took us to two dispensaries, with deals at both, then over to the Church of Cannabis for a laser show, before ending at a local artisanal food court for some munchies. Your group gets piled into an incredibly comfortable party bus stocked with glass pieces, papers, and, most importantly, water.

While the bus is in motion, everyone is free to smoke and consume as much cannabis as they like. Even before we made our first stop at the dispensary my enthusiastic group had already hotboxed the bus. By the time we made it to the Church of Cannabis for the laser show, everyone was happily ready to meet our new green god.

Pot tourism in Denver is a lot like traveling anywhere in the world. Plan ahead, learn the basics of the laws, and don’t get so messed up you ruin your trip. If you’re in a group of people smoking, make sure you drink water and maybe abstain once or twice if people are passing multiple joints or bowls. You always have time to get more high, but once you’re there the journey lasts a while.

What marijuana's federal reclassification means for Colorado

M arijuana business leaders in Colorado are celebrating the Biden administration's decision to reclassify cannabis as a less dangerous drug.

Why it matters: It could signal a paradigm shift for an industry struggling locally with slumping sales, regulatory hurdles and weak tourism.

State of play: The new rule moves marijuana from a Schedule I to a Schedule III drug, which the DEA defines as substances with "a moderate to low potential for physical and psychological dependence."

  • Schedule III drugs include ketamine and anabolic steroids, while Schedule I drugs include heroin and ecstasy.

What they're saying: Chuck Smith, president of the board of directors for Colorado Leads, a group made up of cannabis business leaders, on Tuesday called the decision, "a major step in the right direction.

  • "This is a remarkable about-face by the DEA," Brian Vicente, founding partner of Denver-based cannabis law firm Vicente LLP, said in a statement on Tuesday.
  • Colorado Gov. Jared Polis, a Democrat, in a statement said he was "thrilled" with the decision.

Between the lines: Smith says reclassifying cannabis could allow business deductions to retain more revenue and employ staff and it could mean a fairer tax rate — he suggested they're currently "targeted" by high rates due to federal tax code .

  • Deductions on business expenses could be crucial for dispensaries, which often operate on tight margins , writes Axios Pro Rata's Dan Primack .

The intrigue: U.S. Sen. John Hickenlooper, D-Colorado, and 21 other congressional members, sent a letter last week to U.S. Attorney General Merrick Garland and the DEA lobbying for the change.

  • The U.S. Department of Health and Human Services supported the reclassification last year.

What's next: While the step is notable, insiders say more is needed to ensure the industry succeeds, including legalizing marijuana on the federal level.

Cannabis Tourism blooms in the Coachella Valley amid federal rescheduling discussions

The Coachella Valley Cannabis Alliance Network brought together professionals and residents from all over the valley to promote cannabis tourism.

This comes a week after the federal government is considering rescheduling marijuana from a Schedule I drug to a Schedule III drug. 

A rescheduling of cannabis would impact dispensaries and marijuana businesses even here in California, where it's already legal for medical and recreation use. 

We got a taste of the potential changes at Thursday's ‘Let’s Talk Cannabis Tourism’ event in Desert Hot Springs.

Roberto Hernandez works at 818 Brands Dispensary and attended the ‘Let’s Talk Cannabis Tourism’ conference to stay in the know when it comes to his industry.

"It's a big political piece, I would say, even maybe now for people who want to get reelected," said Hernandez.

In late April officials with the U.S. Drug Enforcement Administration announced they will be working to reclassify marijuana. 

The substance is currently classified as a Schedule I drug making it one of the most heavily regulated.

"We're treated the same as heroin, cocaine and just anything that's really illicit," added Hernandez. "We are extremely, extremely heavily under different, laws that are constantly changing all the time."

The federal government is now working to reclassify marijuana as a Schedule III substance. 

The classification could provide tax breaks for licensed cannabis businesses in California. 

"We can actually now market it a little bit more differently than what we have been in the past," said Hernandez.

The ‘Let’s Talk Cannabis Tourism' event also addressed changes in ordinances in valley cities like Desert Hot Springs.

I asked Brian Applegarth, Founder of Applegarth Strategies, "Has there been any legislation that has made it easier to make cannabis products accessible here in the valley?"

"Yeah. I think this recent movement by Desert Hot Springs is one. There's now a capability to have lounges and consumption spaces attached to cultivation or existing retail shops," said Applegarth.

Desert Hot Springs Mayor, Scott Matas admits the state and federal changes have been difficult to keep up with.

"It's been a roller coaster ride with cannabis obviously, throughout the state, legalizing it. Now the federal government talking about rescheduling it," said Mayor Matas.

Regardless, Desert Hot Springs is looking for ways to be cannabis friendly and further support the budding industry. 

"We're actually looking for opportunities from business owners to look at the tourist side of that. Does that mean a hotel, does it mean tasting rooms, does it mean walking tours? We're really going to hear what they have to say tonight and see if we can build some interest," said Matas.

Cannabis industry leaders argue that data shows an increasing trend between cannabis use among tourists. 

"People want to have a cannabis experience while on vacation, whether they're canna-curious or canna-wellness travelers or more cannabis connoisseurs," said Applegarth. "So being able to understand this new travel audience that exists and how to include that experience as part of this region's experience is going to be part of the magic going forward for the visit greater Palm Springs Brand."

Industry leaders say investment in cannabis could lead to expansion in profits.

Health | Colorado hospitals detect 3 cases of infections linked to stem-cell treatments received in Mexico

Cdc issues report on “difficult-to-treat” and “rapidly growing” infections of non-tuberculous mycobacteria.

The CDC issued the report Thursday on infections of Non-Tuberculous Mycobacteria (NTM), which it described as “difficult-to-treat” and “intrinsically drug-resistant” and “rapidly growing.”

All three patients detected at two Colorado hospitals remain in treatment. The infections were apparently acquired during stem-cell injections carried out at two different clinics in the Mexican border state of Baja California located 167 miles apart.

In the past, Americans and Mexicans have been infected apparently because some doctors in Mexico were taking multiple doses of anesthetics from a single vial due to shortages or other problems, though it was not clear if that was a possible cause in the most recent outbreak reported Thursday.

The first case was reported in late 2022, in a woman who had embryonic stem-cell treatment in October 2022 for multiple sclerosis.

In spring 2023, two male patients in Colorado were found to have infections in their joints after receiving stem-cell treatments in Baja California for forms of arthritis.

The CDC report said “vigilance for similar cases and guidance for persons considering medical tourism are advised.”

In the past, local problems with the availability of morphine and fentanyl led some anesthesiologists in Mexico to acquire their own supplies, carry the vials around with them, and administer multiple doses from a single vial to conserve their supply.

In 2022, anesthetics contaminated by those practices caused a meningitis outbreak in the northern state of Durango that killed about three dozen people, many of whom were pregnant women given epidurals. Several Americans died because of a similar outbreak after having surgery at clinics in the Mexican border city of Matamoros in 2023.

Biden administration plans to reclassify marijuana, easing restrictions nationwide

WASHINGTON — The Biden administration will take a historic step toward easing federal restrictions on cannabis, with plans to announce an interim rule soon reclassifying the drug for the first time since the Controlled Substances Act was enacted more than 50 years ago, four sources with knowledge of the decision said.

The Drug Enforcement Administration is expected to approve an opinion by the Department of Health and Human Services that marijuana should be reclassified from the strictest Schedule I to the less stringent Schedule III. It would be the first time that the U.S. government has acknowledged its potential medical benefits and begun studying them in earnest.

Attorney General Merrick Garland submitted the rescheduling proposal to the White House Office of Management and Budget on Tuesday afternoon, a source familiar with the situation confirmed.

Any reclassification is still months from going into effect. After the proposal is published in the Federal Register, there will be a 60-day public comment period. The proposal will then be reviewed by an administrative law judge, who could decide to hold a hearing before the rule is approved.

What rescheduling means

Since 1971, marijuana has been in the same category as heroin, methamphetamines and LSD. Each substance under the Schedule I classification is defined as a drug with no accepted medical use and a high potential for abuse. Schedule III substances include Tylenol with codeine, steroids and testosterone.

By rescheduling cannabis, the drug would be studied and researched to identify concrete medical benefits, opening the door for pharmaceutical companies to get involved with the sale and distribution of medical marijuana in states where it is legal.

For the $34 billion cannabis industry, the move would also eliminate significant tax burdens for businesses in states where the drug is legal, notably getting rid of the IRS' code Section 280E, which prohibits legal cannabis companies from deducting what would otherwise be ordinary business expenses.

The Justice Department’s rescheduling decision could also help shrink the black market, which has thrived despite legalization in states like New York and California and has undercut legal markets, which are fiercely regulated and highly taxed.

Years in the making

President Joe Biden directed the Department of Health and Human Services in October 2022 to review marijuana’s classification. Federal scientists concluded that there is credible evidence that cannabis provides medical benefits and that it poses lower health risks than other controlled substances.

Biden even made history in his State of the Union address this year, for the first time referring to marijuana from the dais in the House chamber and making note of the federal review process. “No one should be jailed for using or possessing marijuana,” he said.

When Biden was vice president in the Obama administration, the White House opposed any legalization of marijuana, saying it would “pose significant health and safety risks to all Americans.”

Jim Cole, who was deputy attorney general in the Obama administration, wrote the famous Cole Memo in 2013 , paving the way for the modern marijuana market. The memo scaled back federal intervention in states that had legalized marijuana as long as they implemented “strong and effective regulatory and enforcement systems to control the cultivation, distribution, sale and possession of marijuana.”

Cole, who is now a member of the National Cannabis Roundtable, said in an interview this week that reclassifying marijuana to Schedule III would “open up the ability to actually test it and put it in a laboratory without all of the restrictive measures” of a Schedule I drug.

Kevin Sabet, president and CEO of Smart Approaches to Marijuana and a former Obama administration adviser, said the decision to reclassify marijuana is "the result of a politicized process," arguing that it "will be devastating for America’s kids, who will be bombarded with attractive advertising and promotion of kid-friendly pot products."

"The only winner here is the marijuana industry, who will receive a new tax break and thus widen their profit margins," Sabet said. “Reclassifying marijuana as a Schedule III drug sends the message that marijuana is less addictive and dangerous now than ever before. In reality, today’s highly potent, super strength marijuana is more addictive and linked with psychosis and other mental illnesses, IQ loss and other problems.”

Researchers have raised concerns about high-potency marijuana and cannabis-induced psychiatric disorders, particularly among young men.

Some challenges ahead

Once the DEA formally makes its announcement, the marijuana industry would see an immediate benefit. But with the DEA’s proposed rule change comes a public review period that could lead to a challenge, and perhaps even a change, to the rescheduling proposal.

Once the public comment period has concluded and the Office of Management and Budget reviews the decision, Congress would also be able to overturn the rule under the Congressional Review Act, which gives it the power to weigh in on rules issued by federal agencies. Democrats control the Senate with a 51-seat majority, and for an overturn under the CRA to succeed, two-thirds of the House and the Senate would be needed to support it, meaning the marijuana rescheduling would most likely survive.

Though cannabis remains a divisive topic on Capitol Hill, there has been growing support on a bipartisan basis for marijuana reforms, largely driven by the electorate. Nearly 6 in 10 Americans say marijuana should be legal for medical and recreational purposes, according to a Pew Research poll last month. Cannabis is legal in 24 states for recreational use.

Congress is considering its own bills

Congress is considering its own measures that would make it easier for legal marijuana businesses to thrive and allow for more small and minority-owned shops to flood the marketplace.

The SAFER Banking Act , for example, which would grant legal marijuana businesses access to traditional banking and financial services, could pass both chambers by the end of the year.

Lawmakers are also considering the HOPE Act , another bipartisan bill that would provide states and local governments with resources to automatically expunge criminal records for petty, nonviolent cannabis offenses.

There is also a Democratic-only effort to remove cannabis entirely from the Controlled Substances Act, empowering states to create their own cannabis laws and prioritize restorative and economic justice for those affected by the “war on drugs.”

Senate Majority Leader Chuck Schumer, D-N.Y., praised the administration for its move, saying it amounts to "finally recognizing that restrictive and draconian cannabis laws need to change to catch up to what science and the majority of Americans have said loud and clear."

At the same time, he said he is "strongly committed" to moving forward with both the SAFER Banking Act and the Democratic bill to remove cannabis from the Controlled Substances Act entirely. “Congress must do everything we can to end the federal prohibition on cannabis and address longstanding harms caused by the War on Drugs," he said in a statement.

Sen. Cory Booker, D-N.J., also praised the administration’s move but cautioned that “we still have a long way to go.”

Booker called on Congress in a statement to "follow the lead of states around the country and legalize cannabis for adult-use and create a comprehensive taxation and regulatory scheme."

“Thousands of people remain in prisons around the country for marijuana-related crimes. Thousands of people continue to bear the devastating collateral consequences that come with a criminal record,” he said. “Legal marijuana businesses, especially those in communities hardest hit by the War on Drugs, still have to navigate a convoluted patchwork of state laws and regulatory schemes. I hope that my colleagues on both sides of the aisle, especially those who represent constituents benefitting from medical or adult-use programs, join me to pass federal legislation to fix these problems.”

But there is weariness among lawmakers who remember the last time Congress made law surrounding the drug.

The Republican-led Senate legalized hemp production in the 2018 farm bill, a decision that led to synthetic and exotic cannabinoids’ being sold over the counter, often without regulation, particularly in states where marijuana isn’t legal.

It’s a gray area that has drawn pushback from both sides of the aisle, most recently with the rise of Delta-8 , a synthetic tetrahydrocannabinol product that uses chemicals — some of them harmful — to convert hemp-derived CBD into Delta-8 THC.
