BUDAPEST, Hungary (AP) — As COVID-19 ravaged Hungary in April, Budapest resident Akos Sipos received his second vaccine dose, believing he was doing the right thing for his own health and to help end the pandemic.

But Sipos, 46, soon discovered that the vaccine he received, Russia’s Sputnik V, disqualified him from traveling to a number of other countries where it hadn’t been approved. The nations include the United States, which is pushing forward with a new air travel policy that will make Sipos and many like him ineligible to enter.

“I thought it’s better to get Sputnik today than a Western vaccine at some uncertain future time,” Sipos, who works as a search engine optimization specialist, said of his initial decision to receive the jab. “But I couldn’t have known at that time that I wouldn’t be able to travel with Sputnik.”

Starting Monday, the United States plans to reopen to foreign travelers who are fully vaccinated against the coronavirus. But there’s a catch: non-immigrant adults need to have received vaccines authorized by the Food and Drug Administration or which received an emergency use listing from the World Health Organization.

That leaves many hopeful travelers across the globe who have taken full courses of vaccines widely used in other parts of the world — Sputnik V and the China-produced CanSino jab, in particular — scrambling to get reinoculated with shots approved by U.S. authorities.

Two other Chinese vaccines, Sinopharm and Sinovac, have been approved by the WHO and will thus be accepted for travel into the U.S.

Mexico received nearly 12 million doses of CanSino and almost 20 million of Sputnik V after shipments began earlier this year. Residents who got the required two shots of those vaccines now are looking to top up with shots of the Pfizer, Moderna, AstraZeneca or Johnson & Johnson vaccines, hoping that will make them eligible to cross the border.

“They screwed those of us who got this vaccine,” said Rosenda Ruiz, 52, a public relations manager in Mexico City who received Sputnik V. “There are lots of Mexicans who want to travel, but we can’t. I am thinking of getting whatever other vaccine I can get.”

While Sputnik V is used in around 70 countries worldwide, it has still not been approved by either the FDA or the U.N. health agency. Nearly 1 million people have received the vaccine in Hungary, a Central European country of around 10 million.

Hungary was one of only two countries in the 27-member European Union to roll out the Russian vaccine. Fewer than 20,000 people received it in Slovakia.

Judit Molnar, president of the Association of Hungarian Travel Agencies, says so many Hungarians being unable to travel to the United States — or even to some countries in the EU which don’t accept the jab — has had an effect on her industry.

“We see that in the last few months, travelers are increasingly asking us when they can travel to America,” said Molnar, who is also president of the OTP Travel agency.

“These travelers are saying they really hope the situation will change and that the United States will accept the Sputnik vaccine. There are many people who would like to travel and in Hungary, many people were vaccinated with Sputnik,” she said.

Citizens of Russia, where use of Sputnik V is most widespread, also are seeking Western-approved shots so they can travel abroad. Faced with the prospect of being turned away from flights, Russians have booked tours to Serbia , which has authorized use of the Pfizer-BioNTech, China’s Sinopharm and the AstraZeneca vaccines in addition to Sputnik V.

Russia, which unveiled Sputnik V with much fanfare as the world’s first registered vaccine in August 2020, criticized U.S. plans to leave the vaccine off its list of approved shots.

“There are exactly zero reasons for such decisions,” Leonid Slutsky, chairman of the foreign relations committee in the Russian Duma, or lower house of parliament. “The effectiveness and safety of the Sputnik V vaccine has been proven not only by specialists, but also by its practical application.”

But the World Health Organization still is reviewing the vaccine , and months of holdups make it unclear when Sputnik V might receive an emergency use listing.

Hungary’s government has made bilateral agreements with 24 countries — including Russia, Serbia, Mongolia, Georgia, and Kazakhstan — on mutually recognizing proof of vaccination, regardless of vaccine type.

Hungary’s Ministry of Foreign Affairs told The Associated Press that it is open to a similar agreement with the United States, but “currently there is no ongoing negotiation.”

Sipos, the search engine specialist, said that while he was confident in Sputnik V’s efficacy, he recently sought a Western-approved booster shot, Moderna, so he could travel where he wants.

“I felt deceived because they accept Sputnik in more than 60 countries in the world, but in tons of other countries they don’t,” he said.

Silvia Morales, 38, a public high school teacher in Monterrey, Mexico, said she recently received a Moderna shot after hearing that the U.S. government wouldn’t recognize her CanSino vaccine.

She said she “needed to have peace of mind” about her level of protection against the virus.

“But I also love traveling to the United States,” she said.

New U.S. travel rules close door on those fully vaccinated with Russia’s Sputnik V

The United States announced last week that it would soon open its doors to foreign travelers vaccinated against the coronavirus , loosening restrictions for broad swaths of global visitors for the first time since the pandemic began.

But the new rules, set to take effect in November, appear to also shut out many people who consider themselves to be fully immunized — including millions who have received two doses of Russia’s Sputnik V vaccine.

Hundreds of thousands of Russians could be directly affected. Despite frosty diplomatic relations and limited demand for international travel, roughly 300,000 Russians visited the United States in 2019, the last year for which figures are available, according to the U.S. Travel Association.

More broadly, the U.S. plan is another blow for the manufacturers of Sputnik V, which Moscow has proudly proclaimed as the first coronavirus vaccine to be registered for use . Though the vaccine was intended to be a powerful tool of pandemic diplomacy, its limited acceptance abroad and slow rates of delivery have left it behind not only Western vaccines but also those made by Chinese manufacturers.

“This is a big problem for Russian travelers and for people in other countries who’ve received Sputnik V,” Judyth Twigg, a professor at Virginia Commonwealth University who tracks public health in Russia, said of the new U.S. rules in an email.

The Russian Direct Investment Fund, the sovereign wealth fund that backed Sputnik V, said in a statement that not only has the vaccine “been approved in 70 countries where over 4 billion people, or over half of the world’s population, live, but its efficacy and safety have been confirmed both during clinical trials and over the course of real-world use in a number of countries.”

“We stand against attempts to politicize the global fight against COVID-19 and discriminate against effective vaccines for short-term political or economic gains,” the statement continued.

The new U.S. plan requires that most noncitizens seeking entry to the United States are vaccinated with shots approved for emergency use either by the U.S. Food and Drug Administration or the World Health Organization. That includes vaccines made by Pfizer and Moderna, as well as shots developed by Chinese firms such as Sinopharm and Sinovac.

But Sputnik V, an adenovirus vaccine developed by the Moscow-based Gamaleya Research Institute of Epidemiology and Microbiology, has yet to be approved by the WHO. The global health agency this week said that it suspended its review process of the vaccine, citing concerns over the manufacturing practices at production plants inside Russia and whether the vaccine can be consistently produced to the necessary standard.

Speaking at a conference in Vladivostok this month, RDIF head Kirill Dmitriev said that “mutual recognition of vaccines is the issue of this year” and claimed that a “number of ‘Big Pharma’ companies intentionally, as a matter of competitive rivalry, are attempting to restrict Sputnik and absorb markets,” according to Russian news agency Tass .

Unlike other nations, the United States did not have blanket restrictions on travel from Russia before this announcement, meaning all travelers from the country that tested negative for the coronavirus could be allowed into the United States under guidelines by the Centers for Disease Control and Prevention. That will change in November, just as doors open to millions of travelers from Europe and elsewhere.

The new U.S. rules will not only affect Russians. According to data from the Global Health Innovation Center at Duke University, some 448 million Sputnik V doses have been purchased worldwide, with many going to low-income nations. Some governments have complained of slow deliveries from Russia. The limited options for travel are likely to further criticism of the Russian drug.

“Russia’s squandered an opportunity to use this vaccine as a diplomatic tool,” Twigg said, citing the production issues around Sputnik.

The Russian Embassy in Washington declined to comment on the new U.S. policy.

Sputnik V is not the only vaccine facing risk of being left behind. Neither the FDA nor the WHO have authorized India’s Covaxin, which has seen 560 million doses purchased so far, mostly in India. Those vaccinated with Covaxin may not be allowed to visit the United States in November. There have also been disputes with individual governments not accepting some vaccines, such as Britain’s refusal to fully recognize vaccines administered in many parts of the world.

But for Sputnik V, a vaccine that has taken a brash and sometimes confrontational approach to its rivals, the failure to secure WHO emergency use listing or a similar listing by the European Medicines Agency, an E.U. body, has been a big reputational blow.

Despite the recent suspension of the WHO approval process, RDIF said that “Russia’s Health Ministry is in constant contact with WHO experts on the approval process and we remain confident Sputnik V’s approval by the global health regulator is imminent due to the vaccine’s outstanding track record.”

Some immunization experts have broader fears that the U.S. move and others like it could create two classes of vaccinated people around the world: one that is able to travel freely and the other not. In Russia and other countries, travel firms have already started offering wealthy customers trips abroad, including to places such as Serbia, so that they can get vaccinated with more widely accepted shots.

Alexander Gabuev, a senior fellow at the Carnegie Moscow Center, said that there was a growing frustration among “those with money and power” that their vaccines were not more widely accepted. Some spread “conspiracy theories,” Gabuev said, including one that “everybody envies Russia as the nation that developed the first vaccine” and so Western powers conspired against Sputnik V.

The WHO approval for Chinese vaccines, such as Sinopharm and Sinovac, undercut that message. Though Sputnik V appeared to provide stronger protection than these China-backed vaccines, Russia’s role as a vaccine exporter had been severely limited by production issues and China had emerged as a more reliable partner, Gabuev said.

“The approval of the World Health Organization adds to the credibility of Chinese vaccines as opposed to the Russian vaccines,” he added.

Ukraine War Delays Approved Travel With Russia’s Sputnik V Vaccine

The review process by world health officials of the Russian jabs was postponed by the war, so travelers are requesting to get vaccinated with approved brands. Other destinations with fewer stringent health requirements are managing to seize the moment.

Citizens in dozens of countries — including Argentina, Venezuela, and India — have received Russia’s Sputnik V Covid vaccine. But despite being approved by 71 countries , those who got the vaccine have found it difficult to travel elsewhere.

Now the war in Ukraine is further complicating efforts to get it approved for entry to more destinations.

The World Health Organization, which was planning to examine irregularities found in the Sputnik V plant on March 7, postponed its visit due to Russian invasion of Ukraine. Mariângela Simão, a WHO assistant director general, attributed the postponement to the difficulty of booking a flight to Russia.

Despite its widespread use, the WHO has not approved the Sputnik V, which has made travel to numerous European Union locations and United States challenging for those who have gotten the vaccine. The U.S. doesn’t grant entry to prospective visitors who received the Sputnik V .

What About the Industry?

The Sputnik V was the first vaccine administered to the people in Argentina and Venezuela, two countries where tourism officials see the impact of the WHO’s non-approval differently.

“By the time an a WHO-approved vaccine became a requirement, most of our travelers had received Sputnik V and could not travel out of Venezuela,” said Nicola Furnari, president of the Asociación Venezolana de Agencias de Viajes y Turismo. “So this certainly affected ticket sales in a big way.”

However, Julián Gurfinkiel, co-founder and chief marketing officer of Argentina-based travel search engine Turismocity, believes his company hasn’t been negatively affected.

“When the U.S. announced that people not vaccinated with (Food and Drug Administration) approved vaccines would not be able to enter, we worried that our sales in Mexico and Argentina would drop, because it is a popular destination,” said Gurfinkiel. “But luckily, we did not see a (big) impact.”

“Also, we know that lots of people who received Sputnik V are waiting for a third and fourth dose of another vaccine, so they can travel,” Gurkinkiel said, citing the case of Argentina. Roughly 11 million people in the country have received two doses of Sputnik V and boosters from AstraZeneca, Pfizer or Moderna. The Health Ministry recently authorized a fourth dose for those who need to travel abroad.

Finally, Africa — where Sputnik was administered in some countries and banned in others like South Africa — is grappling with a different issue: a shortage of doses. The situation on the continent began to improve in February with the Democratic Republic of Congo, Ethiopia, Kenya and Nigeria significantly improving their vaccination rates .

But travel executives still have to grapple with customers’ vaccine-related concerns.

“We get lots of questions (such as) if a combination of different vaccines is allowed, like in popular destinations like Spain,” said Martín Levy, co-founder and chief commercial officer of Turismocity.

Levy noted that worries about vaccine requirements drove travelers to locations with less stringent requirements, like Mexico, Dominican Republic and Costa Rica.

“(On) our platform, they were the ones that recovered the most last year in relation to 2019,” Levy said.

'You feel lonely and left out': These fully vaccinated travelers want to visit the US. They may not be allowed in.

When India was facing a massive COVID-19 surge earlier this year, Jayaram Tadimeti was happy to get vaccinated as soon as possible. 

Now, it's a decision he partially regrets. 

The 32-year-old got two doses of Covaxin, a COVID-19 vaccine popular in India, in May and June. He worries his vaccine choice will prevent him from visiting friends and family in the U.S. when the country starts allowing international visitors to enter next month. Only foreign nationals who have been fully vaccinated with a drug approved by the U.S. Food and Drug Administration or World Health Organization can enter the country. As of Thursday, that list does not include Covaxin.  

Tadimeti recently moved to Toronto and purchased plane tickets to attend a friend's wedding in Texas over Thanksgiving weekend, but he's not sure he'll be able to attend.

“It's financially draining, it's emotionally draining,” Tadimeti told USA TODAY. “We’ve been talking via video calls but it’s a different thing to meet in person and sit down and talk. But I don’t see that happening soon. You feel lonely and left out.”

U.S. officials'  decision to revamp the country's entry requirements was welcome news for many travelers, but those who received vaccines that haven't gotten the WHO's stamp of approval are left wondering when they’ll get a chance to reconnect with loved ones in the states.

The U.S. recently announced that foreign travelers will be able to enter by air, land or ferry if they are fully vaccinated starting in "early November." The CDC has said that air travelers will need to be fully vaccinated with WHO-approved vaccines, and government officials said land borders will likely have the same vaccine mandates.  A start date for the new travel system has not yet been announced.  

The FDA has authorized three COVID-19 vaccines for emergency use during the pandemic: Moderna, Johnson & Johnson and Pfizer-BioNTech, the last of which has received the FDA's full stamp of approval.  Vaccines with WHO approval include:

  • Johnson and Johnson
  • Pfizer-BioNTech
  • Oxford-AstraZeneca ( Covishield )

The CDC has not laid out details on how foreign nationals with vaccines not authorized by the WHO will be able to enter the U.S.

When asked how, or if, U.S. citizens who are foreign residents will be able to enter without the approved vaccines, spokesperson Caitlin Shockey said the "CDC will release additional guidance and information as the travel requirements are finalized."

That leaves U.S. citizens like Lauren White, who lives in Buenos Aires, Argentina and recently got her second dose of the Sputnik V vaccine, wondering when she'll be able to see her family in the states again.

White had planned to return to Ohio in December with her husband – who received the WHO-approved Sinopharm vaccine – and their children, who are U.S. citizens and remain too young to get vaccinated. The trip would give her parents a chance to finally meet their second grandson, seven-month-old Julian, in person. 

At this point, White’s not sure if the trip will happen. 

“I've told people I'm not exactly looking forward to my trip right now,” she said. “It's very overwhelming when you feel like, what if I can't get out? Or what if I can't get in? I can't emotionally allow myself to get excited yet.”

White said she understands why the U.S. would implement travel restrictions like vaccine mandates, but she’s not sure why the FDA or WHO haven’t approved Sputnik V for emergency use yet. 

The WHO said earlier this month that it was still reviewing global approval on Sputnik V after citing issues at a production plant a few months ago. The Russian vaccine has been approved for use in 70 countries and drew an effectiveness rating of 91.6% in a phase three trial of about 20,0000 Russians, according to a February study from the British medical journal Lancet. 

White hopes she'll be allowed to enter the U.S., even if it means going through additional testing or a quarantine period.

“They have to consider that people in Latin America or people in other countries, they'll take what they can get in terms of a vaccine,” White said. “This can't prevent families from being reunited.”

Other foreign nationals, like U.S. citizen Jack McConnell, hope the U.S. will allow entry for those who have recently recovered from COVID-19.

McConnell lives outside of St. Petersburg, Russia with his wife and has been trying to bring her to the U.S. to meet his family. They also plan to   move to the states. The two turned down the Sputnik vaccine to wait for other vaccines to become available, but McConnell believes they’re already full of antibodies after getting sick with COVID-19 a couple of months ago. 

He's in no rush to get vaccinated now that he's recovered. Traveling to a nearby country for a Western-approved vaccine is common in Russia, but McConnell said it can be expensive since he would need to make two separate trips for both rounds of the shots or stay abroad for weeks. 

“It would be nice if everybody just kind of got on the same page (with their vaccine mandates),” McConnell said. “We don't want to get a vaccine and all of a sudden it's not recognized (in Russia) … or we get the wrong one and we can't go to the U.S. ”

McConnell is no longer hanging onto any hope of bringing his wife to the U.S. until the spring or summer of 2022 or beyond. 

“This whole process has been frustrating,” he said. 

'I’m not sure which vaccine I should be getting'

The travel policy could drive some to double-up on COVID-19 vaccines to avoid travel restrictions, a move that is not yet recommended by health officials.

Eden Washburn, 24 of Arizona, returned to the states in July after a two-year stint in Moscow with her boyfriend and plans to move abroad again soon. The U.S. citizen received Sputnik while in Russia and is following up with Moderna to avoid any potential work or travel restrictions.

“I'm trying to get hired somewhere here … and there were some places like ‘Oh, we really want you to be vaccinated,’ so I was like yeah, I'll go ahead and get vaccinated again,” Washburn said.

She added that if she hadn't already gotten a Moderna shot for work, she "definitely, definitely" would have gotten another WHO-approved shot to travel.

"So far, I’m OK (with both vaccines),” Washburn said. 

The CDC recommends only getting one vaccine product since data on the safety and efficacy of mixing two is limited, but new research shows a mix-and-match approach to vaccines can be effective. A  National Institutes of Health study  released Wednesday found the Johnson & Johnson shot followed by either Moderna or Pfizer as a booster can elicit a stronger immune response than two doses of J&J.

Tadimeti is also considering a booster shot with a different vaccine but wants more guidance from officials before getting another jab. 

“I’m not sure which vaccine I should be getting, or what the effects would be combining it with Covaxin,” he said.  

The Covaxin vaccine was authorized for emergency use by India’s Central Drugs and Standards Committee in January and  showed clinical efficacy of 78% in phase three trials . The WHO said on Oct. 5 that its decision on the vaccine was “still pending.”  

While Tadimeti has regrets about getting Covaxin, earlier circumstances in India were dire, pushing him and others to get any available vaccine as soon as possible. In May, India was setting global records with more than 400,000 new cases reported daily , and Tadimeti was left watching friends and family succumb to the virus, including a 35-year-old friend and father of two. 

"He was the last person that I would expect to be affected by COVID, so that really drove us to get the vaccines as soon as possible," Tadimeti said. "We thought it didn't matter what (brand)the vaccine was. ... I would have gotten Covishield if I knew.”

大韓民国 次元調整の旅は 釜山を終了し、 その後、大韓民国のもう一つの都市へと 向かいました。

We then left Busan by crossing the neon-lit Busan Bridge.

This trip to Busan was thanks to a wonderful private driver, and we were able to connect with Lotte Hotel and high-class Korean BBQ restaurants, and we were very satisfied as I became closer to Busan!

From Fukuoka in Japan, it's closer than going to Tokyo, so it's a great place to come and visit.

Since it is a city by the sea, it is relaxing and is a recommended destination for those who want to enjoy Korea in a more relaxing way than Seoul.

The Republic of Korea dimensional adjustment journey ended in Busan and then headed to another city in the Republic of Korea.
