Day 1 - Eurostar from London to Brussels and on to Amsterdam
A brief interlude with the British capital this morning sees us meet our Travel Director before traveling to London's St. Pancras International where we will board the Eurostar™ for a high-speed train journey to Brussels and a luxury coach journey to Amsterdam. Enjoy an orientation of this historic Dutch city before joining your fellow travellers and Travel Director for a Welcome Reception dinner cruise on its canals.

Day 2 - Journey to the Rhineland and a Scenic Cruise
Driving through the lush landscapes of the Netherlands and Germany , we arrive in Boppard where we board a cruise along the Rhine to St. Goar, passing vineyard-clad hills and medieval castles perched above riverside towns. Onwards via coach to the Baroque city of Heidelberg , we explore its iconic and unexpected highlights before traveling to your hotel.

Day 3 - Off to Innsbruck
Crossing the Swabian Alps on the edge of the Black Fores t, we arrive in the Bavarian capital of Munich. Our orientation takes us past the Hofbrauhaus , reputedly the most famous Beerhall in the world, and the neo-Gothic Town Hall which dominates the Marienplatz. We cross the Austrian border next, arriving in Innsbruck, the capital of the Alps. Admire the Gothic, Renaissance and Baroque architecture of the Old Town, including Emperor Maximilian's famous Golden Roo f with its ornate façade and consider an evening of traditional Tyrolean entertainment.

Day 4 - Onwards to the Canals of Venice
Journey through the emerald-green landscape along the Brenner Pass into Italy and across the Dolomite Mountains to Venice. We cruise the beautiful Venetian lagoon by private launch to the gateway of Venice, St. Mark's Square. View the ornate Doge's Palace and the Bridge of Sighs , so named for the sound made by condemned prisoners as they took one last longing look at their beautiful city before meeting their fate. Then, enjoy a MAKE TRAVEL MATTER® Experience where you’ll witness the centuries-old craft of Venetian glassblowing. You’ll learn how the master craftsmen shape the molten glass to make the exquisite and delicate works of art that adorn homes all over the world and perhaps be inspired to buy your own souvenir as a reminder of this special visit. There’s time later to enjoy the city your way. Get lost in Venice , cross bridges and discover hidden campi where locals share their daily stories over a glass of Venetian Spritz.

Day 5 - All Roads Lead to Rome
Travel south across the Veneto Plain, passing Bologna and the dramatic Apennine Mountains as well as the green and golden fields of Lazio before reaching Rome, the 'Eternal City '. En-route, we Connect With Locals over lunch at a Be My Guest experience and enjoy true Tuscan hospitality with a local family on their private estate in the Chianti countryside.

Day 6 - Discover Ancient Rome and the Vatican City
Our first stop today sees us discover the divine beauty of the Vatican City . We'll visit St. Peter's Basilica with a Local Specialist to view Michelangelo's Renaissance masterpiece, the Pietà. We continue to Ancient Rome to view the iconic Colosseum and Circus Maximus, once the site of exhilarating chariot races centuries ago. The afternoon is yours to explore the city on your terms. Sit on the Spanish Steps savoring a tasty gelato, shop up a storm on the trendy Via Condotti or perhaps join an Optional Experience to see the magnificent frescoed ceiling of the Sistine Chapel.
Day 7 - Continue to Renaissance Florence
From Rome, we travel north through the rolling countryside of Tuscany and along the Arno valley to the 'Cradle of the Renaissance', Florence . Delve into the rich Medici heritage of this beautiful medieval city with your Local Specialist. Visit what was once the political hub of the city, Piazza della Signoria, with its impressive sculptures and stunning palazzi. View the imposing Duomo, crowned by Brunelleschi’s dome, and the Baptistery, renowned for its sculptured bronze doors.

Day 8 - Across the Alps to Lucerne
Drive via the scenic Italian Lakes District, across the Alps into beautiful Switzerland , where we'll spend the next two nights in the medieval lakeside city of Lucerne. Tonight, why not consider an optional Swiss Folklore Show?

Day 9 - Explore Lucerne
This morning, view the mournful, mortally wounded lion hewn from rock to commemorate the Swiss Guards who lost their lives defending Louis XVI. Walk along the flower-lined 14th-century covered Chapel Bridge, crossing the river Reuss. Or join an exciting Optional Experience to one of the surrounding peaks for breathtaking views of the Swiss countryside. We have some time later to discover the best Swiss chocolates in town.
Day 10 - On to Captivating Paris
Crossing the border into France this morning, we travel past the picturesque vineyards and country towns of Burgundy en route to the 'City of Lights'. Spend some time this evening strolling along the Seine and grand boulevards in search of a cosy bistro for fine French cuisine or consider an Optional Experience to a colourful Parisian cabaret.

Day 11 - Discover the Sights of Paris
Join a Local Specialist today for a sightseeing tour of this romantic city. View the sophisticated Champs-Élysées , Place de la Concorde, the 19th-century Arc de Triomphe, honoring those who fought for France, and Notre Dame Cathedral , then enjoy a stroll through the Latin Quarter. Our European Whirl almost at its end, we spend the evening with fellow travellers and our Travel Director, enjoying a Farewell Dinner in a local bistro

We recommend packing light for your trip to Europe. One suitcase and one carry-on per person is a good guideline to follow; you should feel comfortable managing your baggage at the airport. After you’ve reserved one of our Europe tour packages, we’ll give you information about how to prepare for your particular trip and even share a packing list in our mobile app.
- Sun protection. For all our trips, especially during the summer months in Europe, we recommend bringing sunscreen, sunglasses, and a hat to protect your face and the back of your neck from the sun.
- Layers. For tours of Europe, we recommend packing lightweight, loose-fitting clothing that can be easily layered to accommodate varying temperatures, as well as a light jacket or rainwear.
- Comfortable walking shoes. Because you’ll be exploring new destinations with local guides while on your trip, a comfortable pair of walking shoes is essential. Whether hitting the landmarks of London or on a walking tour of Amsterdam, you’ll be glad you brought your most comfortable footwear.
- Dressier attire. You may want to pack dressier attire if you plan to visit a high-end restaurant or attend a special performance on any of our Europe trips.
- Full-coverage layers for religious sites. In Europe, it is preferable not to visit churches, temples, or other religious sites with bare legs or shoulders, and entrance may be denied on this basis.

What Summer Travel to Europe Will Look Like This Year

When travel journalist Jenn Rice decided to spend July and August in Italy and Croatia last year, she wasn’t expecting to be spending most of her time indoors. “It was very very hot, so I booked museum tickets during peak days or just lounged around in my room with a spritz and a book until the sun set.” In Dubrovnik she tried escaping to the sea for a cool dip, but everyone else had the same idea—resulting in sweaty, overcrowded beaches. “In Rome , gelato melted faster than the speed of light,” she says.
Come summer, major attractions like the Spanish Steps in Rome are thronged by international tourists and vacationing Europeans.
Rome and Dubrovnik weren’t the only European destinations overcome with heat. To travel in Europe in the summer of 2023 was to experience first-hand a single season of contrasting extremes. Temperatures swung from hot and dry to cold and wet, and heatwaves broke out across several of the most heavily touristed destinations, with temperatures reaching upwards of 100°F. In Northern Greece, wildfires broke out —the worst experienced there in 20 years —destroying homes, forests, and vineyards.
Yet in the midst of it all, the continent also saw record-breaking tourist numbers —the highest since pre-pandemic levels—even as hotel prices swelled and airfares hit peaks. From scenic escapes like Bellagio in Como and Taormina in Sicily (where the White Lotus effect was on full display) to bucket-list cities like Paris and Madrid , much of touristed Europe was completely overwhelmed.
“We had people calling us from Athens and Rome asking us to get them out [to somewhere cooler in Europe], because it was too hot and too crowded,” recalls Jan Sortland , founder of Scandinavia specialists Norwegian Adventures.
International tourists weren’t the only ones thronging these spots. According to the European Travel Commission , most Europeans took their vacations before the peak month of August, with Italy and France being their top destinations. This resulted in packed crowds at all the major attractions. For John Canning, an LA-based executive who traveled to Paris in July, the crowds were eye-opening. “We didn’t anticipate that everything we would want to see was sold out. We only got Musée d’Orsay tickets through our concierge at a substantial premium and could not get into the Louvre full stop,” he says.
Rice says the summer taught her to plan her travel differently this year—and beyond: “I’m going to try and do coastal Italy early in May, and if I decide to travel in Europe this summer it will be either Asturias in Northern Spain or the Julian Alps in Slovenia to keep cool."
She’s not alone—according to the travel specialists we spoke with, there’s an increased interest in lesser-known destinations offering a more laid back (and cooler) holiday. “Our guests are asking after places where they can be outdoors, yet have access to wine & foodie experiences and culture. Slovenia is a great example of where you can have all that without being overwhelmed with the heat; the Dolomites in Italy is another,” says Rachael Mendizabal, Europe travel specialist at Scott Dunn . Richard Hyde, COO at Small Luxury Hotels of the World , is seeing similar trends across their European portfolio: “Guests seem to be gravitating towards alternative destinations—Milos instead of Mykonos and Slovenia instead of Spain.”
Norway is a popular destination this summer, offering cooler weather and a myriad ways to be active outside, exploring the islands and fjords.
A big part of that shift will play into Sortland’s area of expertise: Northern Europe. With the Med getting too hot to handle, experts predict that tourism will shift northwards. “We’re seeing a lot of interest in Copenhagen and Stockholm for the cultural experience, and then onward to Norway for the nature. Currently, the fjords are still a favorite but Norway is a large country and there’s so much more to see—the Helgeland coast for example with its beautiful coastline and mountainous islands,” he says. The draw is a more moderate temperature and unique outdoor experiences. “ Iceland is a big favorite right now with the Northern lights being the most active this year from September through March,” says Mendizabal.

In turn, for many, the more standard city breaks will fall later in the year. “Athens and Rome will always be desirable destinations, but we’ve seen an uptick in many people preferring to go there in May and October to swerve crowds,” says Carolyn Addison, head of product at Black Tomato , noting the weather in fall has been stable lately and enticing to travelers not tied to school holidays.
With this increased flexibility, shoulder season will become tricker to define, according to Mendizabal. Thanks to hotels extending their season as demand shifts to almost year-round and the high-season pricing window getting longer, the days of “scooping a deal in September are likely over.” At Jumeirah Palace in Capri , the season now runs from March to the end of December. “Thanks to the good weather, guests are staying longer than in the past,” says Ermanno Zanini, regional vice president at Jumeirah Group, Southern Europe and United Kingdom.
Castello di Vicarello in Tuscany 's Maremma countryside has traditionally stayed open in March and November. “We're pushing the low season as much as possible because we truly believe it is a wonderful time to discover Tuscany. There is so much for guests to enjoy from hiking to mountain biking, truffle hunting, and wine tastings,” says owner Neri Baccheschi Berti.
Crucially, traveling in the shoulder and off seasons isn't just about avoiding the crowds; it’s knowing that seasonal destinations are multi-dimensional, with year-round appeal. “One of my favorite things to do in cooler weather is to hike to the peak of Mount Solaro, with its beautiful views of the town of Capri and the bay of Marina Piccola with the Faraglioni, as well as Anacapri. You also see plenty of wintering birds on the island,” says Zanini.
Zanini adds that they are in talks with the island's municipality to consider what it would take to stay open in February and March, traditionally strictly closed off. “It's not as straightforward as you think. There’s a lot of infrastructure that needs to be geared towards the low season: restaurants need to stay open, as do shops, and guides need to be available; it can’t just be the hotel,” he adds.
However, with staying open longer, there’s a real opportunity to engage local communities year-round, not to mention stabilize the hiring pool—and improve work culture. “We’ve already seen the positive impact of a longer season for our partners on the ground and locals in the hospitality and tourism sector,” says Addison, who adds that shifts in travel seasons are far from a fleeting trend. “This pattern for more year-round travel will continue to pick up pace in 2025—and beyond," she says.
Travel specialists are quick to point out that even with some of this rebalancing, summer this year and next will continue to see high demand for travel to—and within—Europe. According to Hayley Berg, chief economist at Hopper, while airfare remains higher than at this time in 2019, 40% of all searches for international trips this summer are to Europe, in line with last year and slightly higher than in 2019.
“Sure, we think that traveler numbers on the Côte d'Azur will smooth out through the year, but summer will certainly remain the festive season—only it will be longer,” says Lucie Weill, owner of wellness retreat Lily of the Valley near St. Tropez , which sees its faire share of packed streets and crowded beaches come summer. Weill adds that the hotel has seen success in extending its season.
For travel specialist Cari Gray of Gray & Co . late requests and a lack of flexibility could mean getting turned away because of a lack of availability. “Whether it’s a visit to the Vatican or dogsledding in Alaska , access is going to be very difficult. And there are only that many high-end lodges in Lapland ,” she says. Addison offers the example of Lake Como , where the best properties can often get booked up a year or two in advance during the busiest summer months. “Knowing that the top hotels and guides are getting booked up and that weather disruptions are increasingly unpredictable, clients who want to commit to the most popular summer hotspots in Europe, like the Greek islands and Sardinia are securing their bookings a year out.”
The Balearic island of Menorca is a charming escape with its rocky coves, white-sand beaches, and green rolling hills.
Ultimately, it’s not about giving up on all the places you love: just about pivoting, even if within the same country. “Why not Menorca instead of Mallorca, with its explosion of fantastic hotels and its great beach front, or Epirus in Northern Greece on the Albanian border with its Stone villages, old-growth forests, and truffle hunts instead of the islands," says Gray.
"In Italy we’re always pushing to discover new areas, even in regions that we’ve been exploring for decades like Tuscany and Umbria because new hotels are opening up regularly,” says Courtney Mundy , a travel specialist at experiential travel experts Butterfield & Robinson.
And, a word of caution for the rising favorites: “Smaller destinations in Iceland & Norway will really need to consider how to manage the higher number of visitors than ever before,” says Addison. “Parts of Iceland are overtouristed,” agrees Sortland, “so, it’s not unreasonable to think that smaller communities in Norway could eventually be at risk, too.” Whether it's through new tourist tax regimens or limits on cruise ship day-trippers to reduce crowding, a shifting tide will need more alert local governments—and as we’re swapping beaches for the mountains or Rome for Stockholm, more responsible travel habits that leave fewer traces behind.

Lithuania & Latvia: Vilnius to Riga with Country Walkers
If last summer is any indication—and bookings for 2024 suggest that it is—parts of Europe will be as inundated with crowds as they were in 2023. The best way to avoid the hordes is to go somewhere off the beaten path, seeking out corners of Europe free of mass tourism. Lithuania & Latvia: Vilnius to Riga

Hidden Villages of Northern Greece
The crowds may flock to the Greek Islands, but you’ll encounter far fewer tourists if you head north. Traditional Greece can still be seen in Zagoria, where stone villages sit above the Vikos Gorge. On this 12-day Wilderness Travel trip, there are hikes along shepherds' paths and across arched stone bridges that span the gorge. The itinerary includes the monasteries of Meteora, which date as far back as the 13th century. The trip concludes with a hike up Mt. Olympus, the home of the gods for the ancient Greeks. Rated levels 1-4 (out of 5), it’s a hike through mountain passes and lakes in a region dominated by the 25 peaks of the Tatras that reach more than 8,000 feet. Traverse from Poland to Slovakia on foot while exploring the Pieninys range dramatic scenery, explore the region known as Lesser Poland, and hike among the mountain lakes, waterfalls, and fields of sheep in Slovakia's High Tatras. The journey concludes in Kraków, a World Heritage site city. There are departures in August and September, and the price is $4,499.

The trip crosses the Transalpina, visits the World Heritage setting of Horezu Monastery, and goes through the old Saxon heartlands of Transylvania. It includes visiting the well-preserved town of Sibiu and the rural villages of Maramureş before crossing the Carpathians again to see the Painted Monasteries of Bucovina. Truly one of the best places to visit on Earth, Portugal is a practically perfect country. Gorgeous beaches? Check. Great food? Check. Impressive castles? Check. Good traditional music? Check. Cheap high-quality wine? Double check.
Most importantly, Portugal is one of Western Europe's most affordable spots. Go ahead and enjoy all the Port wine, cod fish and cheese you want — the bill will still be manageable.

The center of one of the continent's most powerful empires in recent history, Austria is filled with imperial palaces and important cultural institutions. Germans have a reputation for being rigid and somewhat cold. But while we admit that there are much warmer cultures out there, no one can deny that Germany is really freaking cool. People are both concerned with preserving history and being irreverent to traditions, with medieval city centers and landmarks that date hundreds of years often near underground clubs where we're almost sure vampires love to hang out.
Beer flows more freely than water here and trains are always on time, so we'll forgive the people for not being touchy-feely.

If you're on a budget, the U.K. is probably not the destination for you. The British Pound is one of the strongest currencies on the planet, which makes a trip here expensive for almost every other nationality.
That said, if you're willing to take from your savings or if you have money to burn, the country makes for an incredible trip. Go see London, even if it's for a few days and then head out to less-frequented, more affordable spots. And don't limit yourself to just England either. Wales, Scotland and Northern Ireland are also great places to visit.

We're convinced it is physically impossible for an Italian dish to taste bad. That's reason enough to book a flight to Italy as soon as you finish reading this.
Also, Italy was the heart of the Roman Empire, which means ruins, museums and more history than you could absorb in a lifetime. It's crossed by multiple mountain ranges, has a long coastline and is relatively affordable. Pro tip? Get out of the usual Big Three (Rome, Florence and Venice) and head into small towns that don't get as much tourism. The experience will be even better and the trip will be less expensive.

Straddling Eurasia, many people don't think of Turkey as part of Europe. But given that a chunk of the country is in the continent, we'll include it in here. Most travelers touch down in Istanbul, which straddles the physical and cultural line between Europe and Asia.
The city is as exciting as you'd imagine, with chaotic bazaars, food good enough to make you cry and iconic landmarks like the Hagia Sophia. Often mistaken for the capital (which it isn't), Istanbul is also a great jumping-off point to other parts of the country like the popular Cappadocia or the Mediterranean resort town of Bodrum.

Like neighboring Portugal, Spain crosses off basically every item of the list of things you'd want from a travel destination: Mountains, beaches, ancient ruins, good food, museums, music, wine, etc., etc. And while it's a bit more expensive than its neighbor, it's still a fairly uncostly country to visit.
We can't really say that one region of the country is more beautiful than the other, but Andalucia has a special spot in our hearts because of the concentration of Spanish-Arabic art and architecture that it boasts. It also tends to be cheaper than the north.

France is the most visited country, not just in Europe, but in the entire world. We probably don't even need to explain why. After all, the nation is known for its wine, cheese, bread and desserts, which many people (us included) argue are the best on the planet.
Sure, French people don't have the reputation of being the friendliest or most gracious hosts to international visitors, but we promise learning a few French sentences improves your experience a lot . Plus, we don't mind dealing with rudeness when we're holding back tears while looking at Impressionist masterpieces in Paris, smelling lavenders in Provence or standing over the vineyards of Bordeaux.
This won't be a cheap vacation but, if you do it right, it'll be worth every penny.

Helsinki and Tallinn are two great capitals in Northern Europe. Just 50 miles and a two-hour ferry ride apart, these two cities – facing each other across the Baltic Sea from their respective countries of Finland and Estonia – are not only neighbors, but soul sisters.
Finns and Estonians share a similar history – first Swedish domination, then Russian, then independence after World War I. But while Finland held on to its freedom through the Cold War, Estonia was gobbled up by the expanding Soviet Empire and spent the decades after World War II under communism, regaining its freedom in 1991.
Today both are enjoying good times as members of the European Union and share a common currency, the euro (Finland was one of the first countries to adopt the euro, in 1999). And both countries are members of NATO, with Finland joining the military alliance in 2023 for protection against a newly belligerent Russia.
In spite of its Swedish roots, old Helsinki feels Russian. When the Russians took over Finland in 1809, they moved the capital to Helsinki and hired German architect Carl Ludvig Engel to model the city after their capital, St. Petersburg. This resulted in fine Neoclassical squares and stone buildings with white trim and columns. Because filming in Russia was not possible during the Cold War, movies like Gorky Park and Dr. Zhivago were actually filmed in Helsinki .
Helsinki’s grand boulevard, the Esplanade, provides wide and inviting sidewalks for shoppers and a people-friendly park up the middle. At the top of the Esplanade is Market Square, Helsinki’s delightful harborfront plaza. The colorful outdoor market is worth a stop for perhaps the quickest, cheapest lunch in town. The salmon grills are a favorite. Everyone from the Finnish president to tourists stop by for a dash of local flavor.
At the shore is a wooden deck with washing tables built out over the water. The city provides this for locals to clean their carpets. A good Saturday chore in summer is to bring the family carpet down to the harborfront, scrub it with seawater, and let it air-dry in the Baltic breeze.
A short ferry ride takes you across the harbor to Helsinki’s most important sight: Suomenlinna Fortress. It was built by the Swedes with French financial support in the mid-1700s to counter Russia’s rise to power. Think of it as European superpower chess. The Russians made St. Petersburg their “eye on the West.” The French countered by moving a Swedish castle to Helsinki, stopping the Russian offensive – for the time being. These days the sleepy fortress serves as a popular park with scenic strolling paths.
From Helsinki’s harbor, ferries zip across the Baltic to Tallinn. The trip is so easy that Finns routinely visit Tallinn to eat, drink, and shop more cheaply than at home. On summer weekends, the city virtually becomes a Finnish nightclub.
Tallinn once consisted of two feuding medieval towns. Toompea – the upper town on a hill – was the seat of government ruling Estonia. The lower town was an independent city, a Hanseatic trading center filled with German, Danish, and Swedish merchants who hired Estonians to do their menial labor.
At the center of the lower town is Town Hall Square, a marketplace through the centuries. The 15th-century town hall dominating the square is now a museum with city history exhibits; climbing its tower earns a commanding view.
Like many tourist zones, Tallinn’s is a commercial gauntlet, with medieval theme restaurants and enthusiastic hawkers of ye olde taste treats. But just a couple of blocks away is, for me, the real attraction of Tallinn, where still-ramshackle courtyards host inviting cafés and bistros serve organic cuisine in a chic patina of old-world-meets-new.
Climbing the stairs from the lower old town into Toompea, you’ll notice that the architecture tells a story. For instance, the Alexander Nevsky Cathedral was built by Russians in 1900. Facing the parliament building, it was clearly designed to flex Russian cultural muscles during a period of Estonian national revival. It’s a beautiful building, but most Estonians don’t like it.
Near the cathedral, Tallinn’s Museum of Occupations and Freedom tells the history of Estonia under Soviet, then Nazi, and once again Soviet occupation. Artfully arranged suitcases are a reminder of people who fled the country, leaving everything behind. Prison doors evoke the countless lives lost in detention and deportation. Displays show how the Soviets used surveillance to kept Estonians in line and focus on the inhumane living conditions in occupied society, stories of Estonians living in exile, and ultimately independence and freedom.
After suffering through a challenging 20th century, Tallinn has joined Helsinki as a vibrant and welcoming destination in the 21st. While both cities have their own story to tell, they also share a common heritage – and spirit of resilience.

This popular European city is the latest to increase its tourist tax to battle overtourism
Barcelona is the latest European city to increase its city-wide tourist tax, a slight increase of €0.50 (about $0.53) per night, as the city seeks to curb overtourism.
The new price of €3.25 (about $3.45) was implemented on April 1 as part of the Stays in Tourist Establishments Tax . The bylaw was introduced in 2021, when the tourist tax was €0.75 (around $0.80) per night, and gradually increased the tax each year through 2024. Now, if someone is staying in Barcelona for seven nights, the new total tax amount will be €22.75 (around $24).
“It was the objective sought: to contain the number of tourists and increase tourist income because our model is no longer mass tourism but quality tourism, which adds value to the city,” deputy mayor Jaume Collboni said in March, according to Euronews .
The tax is added to a tourist’s accommodations bill when they stay at official tourist establishments in the city. The money goes toward enhancing the city’s infrastructure, such as improving roads.
Other popular European destinations, such as Amsterdam and Venice, also recently increased tourist taxes for similar reasons.

“The new and increasing tourist fees across Europe allow cities to fund measures to attract more vacationers, support the local infrastructure and businesses, as well as preventing damages from overtourism,” Tiffany Mealiff, a travel insurance expert at Quotezone , said in a statement to USA TODAY.
However, Barcelona visitors have had to pay a regional tourist tax since 2012, according to Euronews . This tax amount depends on a traveler’s accommodation type, costing more if someone is staying at a luxury hotel than an Airbnb.
Barcelona continues to reign as Spain’s most popular tourist destination. In 2022, Barcelona welcomed 9.7 million tourists , just slightly below pre-pandemic levels in 2019, according to the Barcelona City Council. However, tourists were found to be staying in the city longer than in 2019.
In 2022, the city also sought to cap the number of people in a tour group and ban megaphones by tour guides in an effort to curb the disruptive effects of overtourism.
Travelers planning their European getaway should be mindful of the additional costs that “are often not obvious beforehand,” according to Mealiff, as they plan their trip budgets.

In Landmark Climate Ruling, European Court Faults Switzerland
Experts said it was the first time an international court determined that governments were legally obligated to meet their climate targets under human rights law.

Europe’s top human rights court said on Tuesday that the Swiss government had violated its citizens’ human rights by not doing enough to stop climate change, a landmark ruling that experts said could bolster activists hoping to use human rights law to hold governments to account.
In the case, which was brought by a group called KlimaSeniorinnen, or Senior Women for Climate Protection, the European Court of Human Rights in Strasbourg, France, said that Switzerland had failed to meet its target in reducing carbon emissions and must act to address that shortcoming.
The women, age 64 and up, said that their health was at risk during heat waves related to global warming. They argued that the Swiss government, by not doing enough to mitigate against global warming, had violated their rights.
It is the latest decision in a broader wave of climate-related lawsuits that aim to push governments to act against global warming , and countries’ domestic courts have handled similar cases. But experts said it was the first instance of an international court determining that governments were legally obligated to meet their climate targets under human rights law.
“It is the first time that an international court has affirmed clearly that a climate crisis is a human rights crisis,” said Joie Chowdhury, a senior lawyer with the Center for International Environmental Law, an international group that voiced its support for KlimaSeniorinnen’s case.
Although the decision is legally binding, experts say that states are ultimately responsible for complying.
Annalisa Savaresi, a professor of environmental law at the University of East Finland, said she expected the country to heed the court’s ruling. “Simply because Switzerland is Switzerland: It’s a rule-of-law state, it’s not a rogue state,” she said. “They are keen to be seen as doing the right thing.”
With many other countries failing to meet their climate targets, the ruling could also encourage more members of the public to sue, experts said.
“I expect we’re going to see a rash of lawsuits in other European countries, because most of them have done the same thing,” said Michael Gerrard, the director of the Sabin Center for Climate Change Law at Columbia University in New York. “They have failed to meet their climate goals, and failed to set climate targets that are adequate.”
Climate lawyers also hope that the ruling will inform other upcoming opinions by international courts , including the International Court of Justice .
The European ruling, Mr. Gerrard said, was unlikely to affect court decisions in the United States, where states, cities and counties are suing fossil fuel companies over the damages caused by climate change and young people are filing lawsuits over what they say is a failure by the state and federal governments to protect them from the effects of global warming.
But, Mr. Gerrard said, “the idea that climate change impaired fundamental rights resonated throughout the cases.”
The court’s ruling on Tuesday covered three cases in which members of the public argued that their governments, by not doing enough to mitigate against climate change, were violating the European Convention on Human Rights. It rejected as inadmissible two of the cases, which were brought by the former mayor of a coastal town in France and a group of young people in Portugal.
With heat waves sweeping Switzerland in recent summers, the litigants, who worked on the lawsuit for nearly a decade with Greenpeace and a team of lawyers, pointed to research showing that older women are particularly vulnerable to heat-related illnesses .
Four of the women said they had heart and respiratory diseases that put them at risk of death on very hot days. Many others in the group, who live across Switzerland, said they struggled with fatigue, lightheadedness and other symptoms because of the extreme heat.
Under its climate commitments, Switzerland had vowed to reduce its greenhouse gas emissions 20 percent by 2020 compared with 1990 levels. But the ruling said that between 2013 and 2020, Switzerland had reduced its emissions levels only around 11 percent. In addition, it said, the country had failed to use tools that could quantify its efforts to limit emissions, such as a carbon budget.
By not acting “in good time and in an appropriate and consistent manner,” the ruling said, the Swiss government had failed to protect its citizens’ rights.
The court ordered Switzerland to put in place measures to address those shortcomings, and to pay the KlimaSeniorinnen 80,000 euros, about $87,000, to cover their costs and expenses.
The Swiss government had argued that human rights law does not apply to climate change, and that addressing it should be a political process. But Switzerland’s federal office of justice, which represents the country at the European court, said in a statement on Tuesday that the Swiss authorities would analyze the judgment and examine the measures the country needs to take.
The court said that given the complexity of the issues involved, the Swiss government was best placed to decide how to proceed. A committee of government representatives for the court’s member states will supervise Switzerland’s adoption of measures to address the ruling.
Rosmarie Wydler-Wälti, a co-president of the KlimaSeniorinnen, called the decision “a victory for all generations” in a statement on Tuesday.
A second case that the court considered focused on a complaint regarding Grande-Synthe, a French town on the coast of the English Channel that faces an increased flooding risk because of climate change. Damien Carême, who was the town’s mayor from 2001 to 2019, argued in the lawsuit that France had endangered Grande-Synthe by taking insufficient steps to prevent global warming.
The court ruled that his case was inadmissible, however, because Mr. Carême, who is now a member of the European Parliament, no longer lives in France and therefore no longer has a legally relevant link to the town.
The court also ruled inadmissible a lawsuit brought by six Portuguese young people against 33 Paris Climate Agreement signatory countries, including Portugal, for not complying with their commitments to reduce greenhouse emissions. The applicants argued that the current and future effects of climate change — including heat waves, wildfires and the smoke from those blazes — affected their lives, well-being and mental health.
The court ruled that the applicants had not exhausted all of the legal options in Portugal and that bringing a complaint against the other 32 countries would entail an “unlimited expansion” of the states’ jurisdiction.
