Ministry of Tourism brings out the “Hidden Treasures of Chhattisgarh” through 30th webinar under Dekho Apna Desh series

To make viewers virtually explore the unexplored destination, create awareness about the hidden destinations in Chhattisgarh, unique culture, tribal heritage and festivals, the Ministry of Tourism’s celebrated Dekho Apna Desh webinar series showcased the “HIDDEN TREASURES OF CHHATTISGARH” on 09.06.2020. Dekho Apna Desh Webinar Series is an effort to showcase India’s rich diversity under Ek Bharat Shreshtha Bharat programme.

The 30th session of the Dekho Apna Desh webinar series on 09th June,2020 was moderated by Rupinder Brar, Additional Director General , Ministry of Tourism.  P. Anbalagan, Secretary (Tourism & Culture), Government of Chhattisgarh, set the background for the session with his introductory remarks and the session was presented by Jaspreet Singh Bhatia, Founder, Icecubes Holidays, Jeet Singh Arya, Founder, Unexplored Bastar and Thommen Jose, Author & Blogger.  The three presenters virtualised and highlighted the unexplored destinations and unique cultural and heritage wealth of Chhattisgarh.

Mr. Jaspreet Bhatia set the tone of the session by highlighting some of the key facts of the states and its immense tourism potential. Chhattisgarh, carved out of Madhya Pradesh came into being on 1 November 2000 and is 9th largest state in India . Being Central Eastern state of India, it borders 7 states, 44% of land covered by forest, 34% of tribal population. With 3 National parks, 11 Wildlife sanctuaries, 1 Bio-sphere reserve it is one of India’s greenest state and well connected with rest of the country by air, rail and road network.

Some of the best waterfalls of country are in Chhattisgarh, few of them are Chitrakote, Amritdhara, Pawai, Machli etc., Chhattisgarh is also blessed with three shaktipeeths Champaranya, Rajim and Sheorinarayan. Wrought iron, bell metal and terracotta are famous handicrafts of Chhattisgarh.

Mr. Jeet Singh Arya took the audience to a virtual tour of Bastar. Bastar is one of the unexplored destinations which is in south of Chhattisgarh. Bastar region has spectacular scenic views, roads and hidden waterfalls. Bastar region has more than 15 waterfalls. Kotumsar caves, which are largest series of caves after Meghalaya are in Chhattisgarh. Bastar Dussehra world’s longest festival which is celebrated for 75 days has a different story related to goddess Dhanteswari. Gond’s, Madiya, Muriaya’s are some of the tribes making Bastar as the land of indigenous tribes. Handicrafts history dates back to Harappan civilization the technique used is lost wax technique. Third largest lord Ganesha statue in the world which made of a single sand stone. Cave paintings with 12000 years of history are in Bastar region.

Mr. Thommen Jose presented the following lesser known places of tourist interest and experiences that Chhattisgargh offers

• Karkabhat – Megalithic burial site generally ignored by tourists.  Studies conducted in the area have identified 3 types of menhirs- Conical, pointed obliquely and bifurcated like a fish tail.

• Dipadih – Temple complex dating back to the 7th Century is probably the best kept archaeological secret of Chhattisgarh.  Excavated stone pillars have been erected along the path next to the entrance on which are exhibited the mythological creatures.

• Ghotul – It is both an ancient tribal system of education as well as the campus with its own system of hierarchs.

• Sonabai- Famous bas relief ornamentation works of Chhattisgarh got its roots when Sonabai made little toys for her son Daroga Ram to lull him to sleep.

• Tribal games – Cock fighting

Concluding the webinar session Rupinder Brar informed about Ministry of Tourism releasing the Operational Recommendations for the various  hospitality & travel trade sectors namely hotels, Restaurants, B&B , Homestay / farmstay and Tourism Service Provider. These are the recommended Safety and Hygiene Guidelines for Tourism Sector to be followed post lockdown travel. Details available at Ministry of Tourism website tourism.gov.in

The National e-Governance Division (NeGD) created by the Ministry of Electronics & Information Technology (MeitY) has been playing a pivotal role in supporting the Ministry in conducting of the Dekho Apna Desh Webinars by providing technical assistance directly with a  professional team thereby ensuring effective citizen engagement and communication with all stakeholders using  the digital experience platform.

  • The cultural and tribal treasures of Chhattisgarh were unravelled in a webinar organised by the Tourism Ministry.

Viewers witnessed Chhattisgarh’s hidden tourism wealth, its unique culture, tribal heritage and festivals, unveiled during a webinar organised by the Tourism Ministry aimed at showcasing India’s rich diversity.

The Dekho Apna Desh webinar series revealed the “Hidden Treasures Of Chhatisgarh'' to a wider audience as part of the Centre's Ek Bharat Shreshtha Bharat programme.

Moderated by Rupinder Brar, Additional Director General at the ministry, the session highlighted many key facts of the state to the participants.

While the state's Tourism and Culture Secretary P Anbalagan gave his introductory remarks, the session was presented by Jaspreet Singh Bhatia, founder, Icecubes Holidays, Jeet Singh Arya, founder, Unexplored Bastar, and Thommen Jose, author and blogger.

The three presenters highlighted the unexplored destinations and unique cultural and heritage wealth of Chhattisgarh.

Bhatia set the tone by drawing the attention of the viewers to some of the key facts of the state and its immense tourism potential.

Chhattisgarh, carved out of Madhya Pradesh came into existence on 1 November 2000 and is the ninth largest state in India. The central eastern state of India borders seven states, has 44 per cent of land covered by forest and 34 per cent of tribal population.

With three national parks, 11 wildlife sanctuaries and one biosphere reserve, it is one of India’s greenest states and well connected with the rest of the country by air, rail and road network.

Some of the famous waterfalls of the country are in Chhattisgarh, for instance, Chitrakoot, Amritdhara, Pawai, Machli etc.

The state is also blessed with three shaktipeeths — Champaranya, Rajim and Sheorinarayan.

Arya took the audience on a virtual tour of the Bastar region. It is one of the unexplored destinations located in southern part of Chhattisgarh. The region has spectacular scenic views, roads and hidden waterfalls. It has more than 15 waterfalls. Kutumsar Caves, which are the largest series of caves after Meghalaya, are in Chhattisgarh.

Bastar Dussehra, the world’s longest festival that is celebrated for 75 days has a different story related to goddess Dhanteswari.

Gonds, Madiya, Muriayas are some of the tribes making up Bastar’s indigenous tribal population.

Handicrafts history dates back to the Harappan civilisation; the technique used is lost wax. The third largest Ganesha statue in the world, which is made of a single sand stone, and cave paintings dating back to 12,000 years are also in the Bastar region.

Jose presented some lesser-known places of tourist interest and experiences that Chhattisgargh offers, which include Karkabhat, Dipadih, Ghotul and Sonabai.

Concluding the webinar session, Brar informed the ministry about releasing the operational recommendations for various hospitality and travel trade sectors namely hotels, restaurants, homestay/farmstay and tourism service providers.

The Ministry of Tourism ( MoT) had recently conducted the 30th session of Dekho Apna Desh webinar series, in which it had showcased the marvellous  ‘Hidden Treasures of Chhattisgarh’. The session had begun with the introductory remarks of P. Anbalagan, the Tourism Secretary of the Government of Chhattisgarh and  Rupinder Brar,  Additional Director General, MoT. The three presenters of the webinar were the founder of Unexplored Bastar, Jeet Singh Arya, the founder of Icecubes Holidays, Jaspreet Singh Bhatia and blogger Thommen Jose. A Virtual Tour Of Chhattisgarh By The Ministry Of Tourism

In the webinar, Jaspreet Singh Bhatia threw light upon the immense tourism potential of the ninth largest state in India. The virtual tour took the viewers through the numerous natural wonders of the state, its cultural wealth, the rich heritage and festivals. As a state, Chhattisgarh is comparatively new. It came into existence on November 1, 2020. Earlier, the region used to belong to Madhya Pradesh.

Around 44 percent of Chhattisgarh has forest cover. The state has three national parks, 11 wildlife sanctuaries and one biosphere reserve. It is also the country’s ‘greenest state’. Nearly 34 percent of the population in Chhattisgarh belongs to the tribal culture.

Chhattisgarh Has Many Vivacious Waterfalls And Three Shaktipeeths

Chhattisgarh is home to one of the most picturesque waterfalls of India, the Chitrakote Waterfalls. It is also known as the Niagara Falls of India. Other gushing waterfalls of the state include Pawai, Machli and Amritdhara. Apart from these, Chhattisgarh has three shaktipeeths- Sheorinarayan, Rajim and Champaranya. The state is renowned for its iconic handicrafts, comprising decorative items carved out of terracotta, bell metal and wrought iron. The viewers of the webinar had the opportunity to treat their eyes on these amazeballs.

Breathtaking Bastar

Bastar, located in the southern part of Chhattisgarh, is much underrated when it comes to tourism. Jeet Singh tried to focus on this unexplored destination through the webinar. There are over 15 waterfalls in the district of Bastar. It also has one of the largest group of caves in India, the Kotumsar caves. The world’s longest festival, Bastar Dussehra is commemorated for 75 days. Also, artisans of Bastar use an ancient method, known as the  lost wax technique, for handicrafts. What’s more, the place also boasts of the world’s third-largest statue of Lord Ganesha, made of a single sandstone. The virtual tour also highlighted on the 12000-year-old cave paintings of the Bastar region. Meanwhile, you can also read about another beautiful expanse of greenery, the jungles of Similipal in Odisha .

Guidelines for licensing of tour operators/travel agents/ excursion agents/ tourist transport operator as per rules 2(t) and 81 of cg motor vehicles rules, 1994 as amended till date..

  • Application for licensing shall be addressed to the Principal Secretary/Secretary (Tourism), Tourism Department, Govt of CG. As and when tour operators apply for license Tourism Department will inform the concerned agencies and CG Police for giving necessary clearances/verification reports within a prescribed time. If required, Tourism Department will coordinate with other agencies & CG Police in case verification reports are not furnished in the given time.
  • Online Apply and pay Rs. 5000/- as license fee through online payment mode.
  • List of Document Required for upload ( 1. Gumasta License 2. Driving License 3. Pan Card 4. IT Retern (Mini 3 Year) 5. Marksheet 6. Aadhar Card 7. Shop IMG 8. Parking IMG )
  • The licensing of all tour operators / travel agents / excursion agents / tourist transport operators will be mandatory and no one can operate in NCT of CG without grant of license, irrespective of the size of business turnover.
  • The application for grant of License shall be in the prescribed form TTO, as required under rule 81 of CG Motor Vehicles (Amendment) Rules, 1994.
  • The licensee shall possess and maintain fully furnished office with adequate staff to attend the need of customer and to look after their luggage and shall maintain records containing complete particulars regarding names and addresses of the tourists, the fare collected from each of a group of travelers, the particulars of journeys and the particulars of the contract carriage for the journey and shall furnish to the licensing authority who issued the license, a monthly return showing particulars of contracts in the prescribed form, et.
  • There should be a minimum of two staff out of which at least one should have Diploma/Degree in Travel and Tourism from recognized University/ITTM/Institution approved by AICTE or three years working experience in the travel and tourism industry. The academic qualifications may be relaxed in case of Airlines, Shipping, Transport, PR Agencies, Hotels and other corporate bodies and those who have experience with Govt. of India, Ministry of Tourism approved Tour Operators.
  • The applicant should have a Permanent Account No.(PAN) and should have Service Tax No., if already in business and shall file proof thereof alongwith latest Income Tax Return for the Current financial year.
  • Tour Operators/Travel Agents/Excursion Agents / tourist transport operators already approved by Ministry of Tourism, Govt. of India will be taken on board and will be granted licenses by the Tourism Department, Govt. of CG. However, all tour operators/travel agents/excursion agents approved by Ministry of Tourism, Govt. of India will have to apply to Tourism Department Govt. of CG for license in the prescribed form along with the prescribed fee. The Tourism Department, Govt. of CG will not insist on inspection at the time of grant of license as such inspection has already been carried out by the Ministry of Tourism, Govt. of India. The period of license will be as prescribed under the CG Motor Vehicle Rules 1994 or as per the approval granted by the Ministry of Tourism, Govt. of India whichever is earlier. Tourism Department, Govt. of CG will evaluate the cases of renewal of licenses as per its own criteria/guidelines at the time of renewal of license. As regards new applicants not approved by Ministry of Tourism, Govt. of India, inspections/evaluation will be done by Tourism Department as per its approved guidelines.
  • The license shall be granted for five years and renewal thereof after every five years on the application of renewal submitted.
  • License will be granted by the Tourism Department, Govt. of NCT of CG to those Tour Operating Agencies whose offices are situated in CG (whether having Head Office or Independent Office at CG) and not outside CG.
  • Deptt. may in their discretion refuse to license any firm or withdraw/withhold, at any time, the license already granted with the approval of the competent authority for reasons to be recorded in writing. The decision of the Principal Secretary (Tourism), Tourism Department, Govt. of NCT of CG in the matter of licensing shall be final. However, before such a decision is taken, necessary Show Cause Notice will invariably be issued and the reply considered on merits.
  • The applicant granted license shall be entitled to such incentives and concessions as may be granted by Government from time to time and shall abide by the terms and conditions of license as prescribed from time to time by the Tourism Department, Govt. of NCT of CG.
  • The Tour Operators will have to employ approved guides for the various protected monuments as per the approved guidelines of the concerned Government agency.
  • The licensee shall not concern himself/herself either directly or indirectly with any vehicle that is not covered by a permit.
  • The licensee shall behave in a civil and orderly manner with a passenger or passengers.
  • No person shall hold more than one license effective to any person.
  • The Licensing Authority may vary the conditions of license or attach new conditions(s) to such license anytime. However, any changes or amendments envisaged in the license agreement shall be with prior consultation of all stakeholders but final decision shall be that of Govt. of NCT of CG.
  • The Applicant shall not lend or transfer the license to any person.
  • The Applicant shall undertake to maintain an office under the charge of a full time member who should be in a position to give accurate and up to date information.
  • No agent or canvasser to whom the license is granted shall advertise in any newspaper, book list, classified directory or other publication unless, there is contained in such advertisement appearing in such newspaper, booklist, classified directory or other publication, the license number, the date of expiry of the license and the particulars of the authority which grated the incense.
  • The Applicant shall maintain a complaint book which shall be produced at the time of renewal. The renewal shall be refused if there is any serious complaint.
  • The applicant shall ensure safety of tourists and incase of any untoward incident concerning safety of tourists, the tour operator will inform the concerned authority and give all possible cooperation to such authorities for investigations into such incidents.
  • The applicant shall submit a list of all drivers employed by him along with their Character/Antecedents certificate from the concerned District Police Authorities. In case of driver having PSV number than the same may be submitted in place of Character/Antecedent Certificate.

Chhattisgarh Ministers List 2023: Vishnu Deo Sao took oath along with his deputy chief ministers

Chhattisgarh Cabinet Ministers portfolios: Vishnu Deo Sai, former union minister of steel, labour and employment and a four-time Lok Sabha MP was sworn in as Chhattisgarh’s Chief Minister alongside Deputy CMs Arun Sao and Vijay Sharma.

Nine new MLAs were sworn in and joined the Chhattisgarh cabinet on December 22 in a ceremony at Raj Bhavan in Raipur, administered by Governor Biswabhusan Harichandan. Among them were eight-term MLA Brijmohan Agrawal, former Ministers Ramvichar Netam, Kedar Kashyap, and Dayaldas Baghel, alongside OP Choudhary, Tank Ram Verma, Laxmi Rajwade (all first-time MLAs), and second-time legislators Shyam Bihari Jaiswal and Lakhanlal Dewangan, appointed as ministers.However the portfolis of the miniters are yet to be announced.

Deputy Chief Ministers Arun Sao and Vijay Sharma had previously taken their oaths on December 13 during Chief Minister Vishnu Deo Sai’s swearing-in. The Chief Minister has announced intentions to include the remaining ministers in the cabinet shortly.

The appointment comes after Bharatiya Janata Party (BJP) claimed victory in Chhattisgarh by winning 54 out of 90 seats while the party’s rival Congress bagged only 35 seats. Vishnu Deo Sai emerged victorious in the Kunkuri Assembly seat securing 87,604 votes and defeating U.D Minj of Congress by a margin of 25,541.

Environmental Prize Highlights Work to Keep Fossil Fuels at Bay

Around the world, grass-roots organizers and Indigenous communities are taking proposed coal, oil and gas projects to court — and winning.

New coal mines continue to open each year, and oil and gas companies are still exploring new parts of the world. But increasingly, people — especially Indigenous communities — are saying no to new fossil fuel developments on their land and using courts and legislatures to deliver the message.

In India, protests by Adivasi communities persuaded officials to cancel the auction of land for coal mines in the biodiverse forests of Chhattisgarh State. In South Africa, the Mpondo people stopped the Shell Global company from carrying out seismic surveys for oil and gas off the Wild Coast. In Australia, First Nations people blocked development of a coal mine in Queensland.

These legal victories occurred within the past three years. On Monday, leaders of these and other grass-roots environmental movements, spanning six countries, won the Goldman Environmental Prize.

“One of the things we’ve seen in recent years is that environmental law, protection of natural resources, has become intertwined with human rights law and the law of Indigenous people,” said Michael Sutton, an environmental lawyer and the executive director of the Goldman Environmental Foundation.

Forcing these types of cases is the fact that as climate concerns have risen so has exploration for fossil fuels in many places, said Carla García Zendejas, a lawyer and director of the People, Land & Resources program at the Center for International Environmental Law.

“With all the decisions that are being made for climate change, trying to address the climate crisis,” Ms. García Zendejas said, “it seems that the oil companies are just trying to get every drop of oil out of the ground as soon as possible, before permits and concessions are halted or revoked or stopped.”

In most countries, a proposed project to extract natural resources must undergo an environmental review process, she said. And people living in the areas have a legal right to access information about the proposed project.

In 2021, locals in Mpondoland on the Wild Coast of South Africa learned from visiting tourists and guides that a project was underway to conduct seismic surveys for oil and gas off their shore.

“It was a shock for us to hear that the Department of Minerals and Energy has already given permission for Shell to explore oil and gas,” Nonhle Mbuthuma, a local resident and community organizer, said. “But the people on the ground were not aware.”

She had co-founded a group called the Amadiba Crisis Committee — originally to fight a proposed titanium mine — which she quickly mobilized to oppose the seismic surveys.

Ms. Mbuthuma is one of the winners of this year’s Goldman Environmental Prize, along with Sinegugu Zukulu, a program manager for a local NGO called Sustaining the Wild Coast.

The region’s coastal waters provide habitat for dolphins, whales and many migratory fish species. Communities in the area depend on fishing and eco-tourism for their livelihoods.

“When you talk about the ocean to the people of Wild Coast, the ocean is home to us ,” Ms. Mbuthuma said. “The ocean is the economy.”

Seismic testing can harm wildlife — damaging marine animals’ hearing, disrupting their natural behaviors and causing them to leave affected areas. Studies of smaller invertebrate species like lobsters, scallops and zooplankton have found that some species become injured or sick enough to die after exposure to seismic air guns.

Both coastal and inland communities in the region mobilized to oppose the project, “speaking in one voice to say no to oil and gas,” Ms. Mbuthuma said.

Ms. Mbuthuma and Mr. Zukulu, along with other community members, filed a legal challenge to the project’s environmental approval, arguing that local people hadn’t been properly consulted. In 2022, South Africa’s High Court ruled in their favor and rescinded Shell’s permit.

Shell did not respond to a request for comment, but the company has appealed the court’s decision.

The Mpondo people are concerned not only about direct threats to their livelihoods and about local pollution, but also about global climate change caused by the burning of fossil fuels, Mr. Zukulu said. “It wasn’t just us in our land, in our little corner,” he said. “It is a global challenge.”

Similar local fights are playing out around the world. In quickly developing countries, demand for energy is still rising as more people gain access to electricity and economies grow.

In India, more than 70 percent of electricity currently comes from coal, and more than 20 percent of that coal comes from Chhattisgarh State.

For years, India’s central government went back and forth on whether to open the state’s Hasdeo Aranya forest to coal mining or to declare it a “no go” zone. The forest is home to dozens of rare and endangered species, including the Asian elephant. About 15,000 Adivasi people in the region depend on the forest for their traditional ways of life.

But Hasdeo Aranya also sits on top of one of the country’s largest coal reserves.

“It represents a very unique microcosm of all the environmental and social justice movements that exist in India,” said Alok Shukla, another winner of this year’s Goldman prize, through a translator. Mr. Shukla helped found the local Save Hasdeo Aranya Resistance Committee, and also convenes an alliance of grass-roots movements in the state called the Save Chhattisgarh Movement.

With help from Mr. Shukla and other organizers, residents of the region have protested the proposed mines for years, and successfully lobbied for a protected elephant reserve in the forest. In 2020, the government announced a new set of land auctions for potential coal mines, setting off a new wave of protests.

Neither India’s Ministry of Coal nor Ministry of Environment, Forest and Climate Change responded to requests for comment.

In October 2021, 500 villagers went on a 10-day march to the state capital, Raipur. The following spring, women in several villages began a weekslong tree-hugging protest, employing a tactic used to stop deforestation in northern India in the 1970s.

That summer, Chhattisgarh’s state legislature adopted a resolution against mining in the region.

Other winners of this year’s Goldman prize include a lawyer from Spain who won legal rights for Europe’s largest saltwater lagoon; an activist from the United States for work to limit carbon emissions from freight trucks and trains in California; and a journalist from Brazil who traced the beef supply chain back to illegal deforestation, persuading major supermarkets to boycott illegally sourced meat.

In Australia, Murrawah Maroochy Johnson, a young Indigenous Wirdi woman, won the Goldman prize also for work blocking coal mining on her community’s land. Ms. Maroochy Johnson argued in court that the greenhouse gases released from this mine would violate the human rights of First Nations people across Australia.

Mr. Shukla hopes that their actions inspire others around the world.

“There is a way that local communities can actually resist even the most powerful corporations using just their resolve and peaceful, democratic means,” he said.
