Au Tchad, le duel entre Déby Itno et Masra a commencé, malgré les interdictions

À moins d’un mois de la présidentielle du 6 mai, N’Djamena voit se multiplier les affiches géantes à l’effigie des candidats Mahamat Idriss Déby Itno et Succès Masra. De tels procédés sont pourtant interdits avant le début officiel de la campagne.

« Se tromper est humain, persister dans son erreur est diabolique », disait Augustin d’Hippone. Après avoir dénoncé, il y a quelques jours, la présence abusive de nombreuses affiches électorales à l’effigie du président tchadien de transition et de son Premier ministre , d’autres candidats au scrutin présidentiel du 6 mai prochain étaient intervenus, demandant le respect du code électoral. N’ayant pas constaté le retrait des objets du délit, ils sont montés une seconde fois au créneau…

L’Agence nationale de gestion des élections (ANGE) avait pourtant reconnu que ces affiches géantes étaient incompatibles avec le stade actuel du processus électoral. Ce n’est que le 14 avril que doit débuter la campagne et son flot de supports de communication. Mardi dernier, l’institution avait donc « exigé » le retrait immédiat de toutes les affiches posées en violation du code électoral, que ça soit à N’Djamena ou dans plusieurs villes de province.

Déby Itno et Masra victimes de leur succès ?

Face aux nouvelles récriminations des candidats floués, l’Agence chargée d’organiser les élections se dit surprise. Son rapporteur général assure que l’injonction de l’ANGE a été suivie d’effet. Il demande que les nouvelles plaintes soient accompagnées de preuves pour que les partis politiques en faute soient de nouveau rappelés à l’ordre. Des opposants subodorent une sorte de complicité entre l’ANGE, Mahamat Idriss Déby Itno et Succès Masra. Explicite, le candidat à la présidentielle Albert Pahimi Padacké évoque un « manque de neutralité et d’indépendance » de la structure.

Les proches du président et du Premier ministre enfilent la même toge de Ponce Pilate que les responsables de l’ANGE. Ils affirment que les panneaux publicitaires incriminés sont le fait de « bureaux de soutien indépendants » à qui ils ont demandé expressément de surseoir leurs opérations.

Un mythe en construction pour Déby Itno

D’autres supports fleurent la propagande électorale déguisée, comme la récente édition de l’autobiographie de Mahamat Idriss Déby Itno, le responsable de la transition militaire. Au-delà du ton « hagiographique » de l’œuvre et de quelques révélations sur le règne du paternel Idriss Déby Itno, c’est le titre qui interpelle : De bédouin à président . L’ouvrage raconte notamment « l’enfance de jeune bédouin » de l’actuel chef de l’État.

Mahamat Idriss Déby Itno a-t-il bien été éleveur nomade ? Idriss Déby Itno n’aurait lui-même jamais évoqué de telles racines familiales. Ce storytelling ne serait-il qu’une nouvelle pièce dans la pré-campagne électorale ? L’intéressé assure, lui, qu’il a mené une existence pastorale auprès de sa grand-mère, avant que son père ne l’appelle auprès de lui et ne le scolarise à N’Djamena.
