The establishment and operation of Travel Agencies is regulated by the Tourist and Travel Agencies and Tourist Guides Law (41(I)/1995).

According to its provisions, a licence is required for the establishment and operation of a tourist and travel agency, which can be granted to:

• A natural person residing in the Republic of Cyprus or in another EU member state;
• A legal person established in the Republic of Cyprus or in another EU member state.

Please note that companies established in third countries may operate in the Republic of Cyprus only if they are represented by a licensed local agency in Cyprus. Both agencies must inform the Cyprus Tourism Organisation about their cooperation, providing all the relevant information that may be requested (such as the dates of commencement and termination of the cooperation, information on tourist arrivals etc.)

Furthermore, please keep in mind that it is prohibited to operate or advertise as a Travel Agency or to use the term tourist or other related words etc without the relevant licence .

What conditions must the Manager of the Travel Agency meet?

In order to obtain the licence, the proposed Manager of the Travel Agency must provide evidence of relevant academic background and work experience.

For instance, the manager must (among others):

• be either a graduate of a higher school specialized in tourism or possess a University Degree in Tourism in addition to one year work experience in a travel agency OR
• be a holder of a University Degree and have at least three years working experience in a travel agency OR
• be a graduate of secondary education and have at least seven years working experience in a travel office, airline, shipping company in departments specializing in tourist/travel activities.
• Furthermore, the Manager must have excellent knowledge of at least one foreign language of those in the tourist industry.
• A clean criminal record is also required.

Are there any requirements or restrictions concerning the name of the Travel Agency?

According to the policies of the Cyprus Tourism Organisation:

• It is recommended that the names are related to the Cypriot culture, history, civilization etc.
• Greek names must be transcribed in the latin alphabet and not translated literally.
• The names must be brief and should not include initials or combination of initials and words.
• The names should not include names of cities, villages or locations.

Please note that the Cyprus Tourism Organisation is not obliged to accept any name registered with the Registrar of Companies and Registrar’s approval is not a requirement for the examination of the name by the Cyprus Tourism Organisation.

Should the Agency have an office?

Yes, this is a requirement. The Travel Agency should have independent furnished premises (of min. 20 sqm).

Are there any personnel requirements?

Yes, the Agency must be staffed with min. two persons, including the Manager.

What about any further requirements?

Upon approval of the application, the Agency must proceed to:

• the deposit of a guarantee (15.000 EUR) in cash or by a letter of guarantee from a Bank or any other Credit or Insurance Institution.
• the payment of the licence fee (for the first two years of operation), which amounts to 400 EUR.

Opening a travel agency in Cyprus.

Cyprus is an ideal destination for EU citizens to open a licensed travel agency due to the favourable conditions, low license fee and low cost of living in general.

The licensing authority is the Deputy Ministry of Tourism.

The prospective applicant must establish a limited liability company and use that to apply for the licences.

The key requirement s are:

• The company must be run by a qualified manager with proven experience in the tourism sector.
• It must rent self contained offices in Cyprus at least 20sq.m.
• The company must employee at least 2 employees, one of them can be the manager
• It should deposit a guarantee payment of €15,000 is required by way of bank guarantee.
• There is a licence fee of €400 for the first two years is paid in advance.

Qualifications of the manager.

• he or she must have graduated a School of Tourist Occupations or must have a university degree in tourism;
• if he or she does not a university degree, then at least 3 years of experience in tourism are required;
• if the conditions above are not met, the applicant is required to submit proof of at least 7 years in the tourism field;
• the applicant must also have knowledge of at least one foreign language often used in tourism (such as English);
• the applicant must also have a clean criminal record at the time the application is filed;
• the applicant must not be prohibited by a judicial order to occupy the position of company manager.

Tourism is one of the most prolific industries in Cyprus , as it has an important contribution to the country’s economy. Those who want to operate in this sector can set up hotels, restaurants but also travel agencies in Cyprus .

Requirements for opening a tour operator in Cyprus

Both local and foreign investors who want to open travel agencies in Cyprus must comply with several requirements, however, these are not very strict and can be fulfilled quite easily. An important observation must be made in the case of foreign investors from non-EU countries who must hold a residence permit for Cyprus (in the case of individuals) or have a Cyprus resident manager (in the case of companies) at the time the application for the travel license is submitted.

Other requisites applicable when opening a travel agency in Cyprus refer to the fact that the manager must have certain qualifications, and the premises of the establishment must have at least 20 sqm for the office space. Also, the Cyprus company used to operate as a tour operator must have a registered address in this country.

Other requirements for opening a Cypriot travel agency is to hire at least 2 persons (one of the employees can be the manager).

The travel agency license in Cyprus

Once the company is registered with the Companies House in Cyprus , a travel agency license must be obtained. In order to do that, the manager of the agency must fulfill one of the following criteria:

• he or she must have graduated a School of Tourist Occupations or must have a university degree in tourism;
• if he or she does not a university degree, then at least 3 years of experience in tourism are required;
• if the conditions above are not met, the applicant is required to submit proof of at least 7 years in the tourism field;
• the applicant must also have knowledge of at least one foreign language often used in tourism (such as English);

It is also good to know that at the moment the application is submitted, a guarantee of 15,000 euros is required. A license fee of 400 euros for the first 2 years of activity must be paid upon the application for the business license .

Documents required to obtain a Cyprus travel agency license

The following documents must be filed when applying for a travel agency license in Cyprus :

• copy of the company’s Certificate of Registration issued by the Trade Register in Cyprus;
• copy of the Cyprus company’s Memorandum and Articles of Association;
• copy of the Certificate of Shareholders, Certificate of Directors and Secretary;
• copy of the company’s Certificate of Registered Address in Cyprus;
• a valid criminal record certificate of the person applying for the travel agent license.

The criminal record cannot be submitted later than 60 days from the date it was issued. The manager is also required to submit evidence of their qualifications or experience (as mentioned above), as well as a foreign language certificate and copy of the residence permit or Cypriot citizenship .

As mentioned earlier, tourism is one of the prolific sectors of Cyprus’ economy , as according to the latest statistics issued at the end of July 2019 by the Cyprus Statistical Service:

• the revenue from tourism activities at the end of July was 422 million euros;
• between January and July 2019, the revenue from tourism activities is estimated at 1,425 billion euros;
• the expenditure per individual in July 2019 was 765,84 euros;
• for the January – July 2019 period, the expenditure per person was 653,15 euros.
