Biden to travel to North Carolina to meet with families of officers killed in deadly shooting

President Joe Biden is expected to travel to North Carolina on Thursday to meet with the family members of four officers killed earlier this week in the deadliest attack on U.S. law enforcement since 2016.

The president is scheduled to visit Wilmington across the state that day and is planning to add a stop in Charlotte to meet with local officials and the families of officers shot Monday while serving a warrant, according to a person familiar with the matter.

The four officers were killed when a task force made up of officers from different agencies arrived in the residential neighborhood in the city of 900,000 to try to capture 39-year-old Terry Clark Hughes Jr. on warrants for possession of a firearm by an ex-felon and fleeing to elude in Lincoln County, North Carolina. Hughes was also killed.

Four other officers were wounded in the shootout, and an AR-15 semi-automatic rifle, a 40-caliber handgun and ammunition were found at the scene. Those killed were identified as Sam Poloche and William Elliott of the North Carolina Department of Adult Corrections; Charlotte-Mecklenburg Officer Joshua Eyer; and Deputy U.S. Marshal Thomas Weeks.

After the attack, Biden expressed his condolences and support for the community, calling the slain officers “heroes who made the ultimate sacrifice, rushing into harm’s way to protect us.”

“We must do more to protect our law enforcement officers. That means funding them – so they have the resources they need to do their jobs and keep us safe. And it means taking additional action to combat the scourge of gun violence. Now,” Biden said in a statement, calling on leaders in Congress to pass a ban on assault weapons, among other gun control measures.

Outside the Charlotte Mecklenburg Police Department’s North Tryon Division on Wednesday, Eyer’s patrol car was draped with an American flag and covered with flower bouquets from community members who stopped to pay their respects.

The department called the vehicle a “solemn tribute” and “visible reminder of Officer Eyer’s sacrifice and service,” in a post on X, the platform formerly known as Twitter. Eyer’s memorial service is scheduled for Friday at a Charlotte Baptist church.

Also on Wednesday, a local police chief said that an officer from his force who was shot Monday underwent surgery and is expected to make a full recovery. David W. Onley, the police chief of Statesville in the Charlotte metropolitan area, expressed condolences Wednesday and “unwavering solidarity with our law enforcement brethren during this difficult time,” according to a statement released by his office.

One of the four officers injured in the attack was Cpl. Casey Hoover of the Statesville Police Department, who served on the task force. He was shot in his upper torso — an area unprotected by his bulletproof vest.

Hoover was taken by the Charlotte-Mecklenburg Police Department to a Charlotte hospital, where he underwent surgery. Onley said the officer, who has worked for the Statesville police for eight years, is now stable and is expected to make a full recovery and “exemplifies the bravery and resilience of our law enforcement community.”

Law enforcement officers were still investigating Wednesday, attempting to determine a precise timeline of events and whether Hughes acted alone or with a second shooter.

Hughes’ criminal record in North Carolina goes back more than a decade. It includes prison time and convictions for breaking and entering, reckless driving, eluding arrest and illegally possessing a gun as a former felon, according to state records.

The attack was the deadliest day for U.S. law enforcement in one incident since five officers were killed by a sniper during a protest in Dallas in 2016.

The countdown to the much-awaited 2024 T20 Cricket World Cup begins, with just a month left for the opening match of the tournament between first time participants Canada and U.S. in Dallas on June 1. The series will also mark U.S.'s debut as a co-host in an International Cricket Council tournament.

Preparations for the tournament are in full swing in the U.S., and the 34,000-seat modular stadium in Long Island, New York that will host some of the most anticipated matches is nearing completion. Ten pitches, prepared in Florida, arrived at the Nassau County Cricket Stadium this week, the ICC said Wednesday.

Meanwhile, the squads and players have also started gearing up for the tournament. Several countries including India , Australia, South Africa and defending champions England have announced their squads for the upcoming matches.

General tickets for the 2024 T20 World Cup are available to purchase on first-come-first-serve basis on the tournament website . While tickets for popular matches sold out almost immediately when the sales went live on Feb. 22, tickets for multiple matches in the U.S., such as United States vs. Ireland and Canada vs. Pakistan, are still available, as of April 30.

Tickets for some of the matches are also available for purchase on third-party websites such as Stubhub , Tickets Center and SeatGeek for varying prices.

As anticipation for the tournament builds, the ICC announced eight-time Olympic gold medalist Usain Bolt and India's legendary cricketer Yuvraj Singh as ambassadors for the T20 World Cup 2024.

Tournament director Fawwaz Baksh had told USA TODAY in February that he is confident that his team "will put up a very good show."

"A big part of this tournament is not only what's going to happen on the field with the players, but also everything outside of the stadium," Baksh had said. "We will make it a real carnival-like."

But some security experts are scratching their heads at news that the couple plan to visit Nigeria this month. To the U.S. State Department, the African nation carries a “Level 3” advisory — the second highest risk level — because of concerns about crime, terrorism, civil unrest, kidnapping and armed gangs.

The State Department strongly advises Americans to “reconsider travel” to Nigeria, where the country’s military also has been fighting a deadly war against Islamic extremists in the country’s northeast since 2009, the Associated Press reported. 

The visit seems even more surprising, given Harry’s deep concerns about personal security. The California-based Duke of Sussex has sued the U.K. government, headed by his father, King Charles III, over his belief that he, his American wife and his two children can’t be safe while visiting his home country unless he has access to taxpayer-funded protection.

“It’s strange that he personifies the risk factors here (in the U.K.) and is willing to go to one of the world’s most dangerous countries,” said Dai Davies, a former royal protection officer, told the Daily Express . “I would want to know the rationale for this visit to what is a very dangerous place.”

It’s probably arguable whether Nigeria is one of the world’s most dangerous countries, when Iran, Iraq, Syria, Sudan, North Korea, Russia and war-ravaged Ukraine are among the countries that carry Level 4 advisories. Meanwhile, Harry’s concerns about safety in the U.K. appear to be tied to reports that he and Meghan faced “very real” threats to their safety while living there, mostly from far-right-wing extremists, as a former commissioner for Scotland Yard revealed in 2022 .

Nonetheless, the U.S. government, as well as the governments of the, U.K. Canada and Australia , discourage travel to Nigeria right now, saying that violent crime is “common” and kidnappings for ransom “occur frequently,” with criminals often preying on visitors “with perceived wealth.”

Both the U.S. and U.K. government say their citizens should avoid travel in many of the 36 states in the bigger-than-Texas-sized nation, with these places carrying Level 4 travel advisories. The Australian government says pretty forcefully that the security situation in Nigeria is “volatile,” with a high risk” of kidnappings and terrorist attacks across the country, including in the capital city of Abuja.

Terrorists usually attack with little or no warming in Nigeria, targeting places where crowds gather, the State Department said. The groups responsible for the terrorist attacks have included ISIS-West Africa and Boko Haram. The State Department also advises travelers to “keep a low profile,” which may not be possible for such a globally famous couple.

Harry and Meghan’s trip to Nigeria was revealed in a statement this week from the Nigerian defense ministry, AP reported . Defense spokesperson Brig. Gen. Tukur Gusau did not say exactly when the Duke and Duchess of Sussex would arrive in Africa, but the visit is expected to take place after Harry travels to London next week to attend a service at St. Paul’s Cathedral to mark the 10th anniversary of the games.

“The Defense Headquarters has expressed its honor and delight for the acceptance of the Duke of Sussex, Prince Harry, and his wife, the Duchess of Sussex, Meghan, to visit Nigeria in May 2024,” the statement read, adding that the visit would include cultural activities to “consolidate Nigeria’s stronghold at the (games) and the possibility of hosting the event in later years.”

Harry founded the Invictus Games in 2014 to offer wounded veterans the challenge of competing in an international sporting event, similar to the Paralympics. Nigeria sent its first delegation to last year’s games in Düsseldorf, and competitors for the country won a gold medal in powerlifting and a bronze in table tennis, Vanity Fair reported.

During the games, the Sussexes were joined by the country’s defense minister, Alhaji Mohammed Abubakar Badaru, an oil and shipping billionaire who formerly was the governor of Jigawa state in northern Nigeria. Gusau said the defense minister expressed interest in hosting future games in Nigeria.

It’s not known if the cultural activities planned for Harry and Meghan’s visit will take place in Abuja, in central Nigeria. But the U.S and U.K. governments both list a number of regions of the country that should be limited to essential travel or avoided altogether because of security concerns.

Harry and Meghan would not be touring Nigeria as representatives of the British government, since they left royal duties in 2020, so they presumably have to rely on themselves or on the Nigerian defense ministry to keep them safe. Actually, as host, the Nigerian government probably would go out of its way to keep the famous couple safe from the aforementioned kidnappings and terrorist attacks. Maybe the Invictus Games Foundation also could pitch in for security.

During the Invictus Games opening ceremony in September, Harry seemed amenable to that idea of Nigeria hosting the games, Vanity Fair said. He also indicated that he’d root for Nigerian athletes.

“Now, I’m not saying we play favorites in our home,” Harry said. “But since my wife discovered that she’s of Nigerian descent, it’s likely to get a little bit competitive this year.” In a 2022 episode of her podcast Archetypes, Meghan told Nigerian-American comedian Ziwe Fumudoh that a DNA test had revealed that she was 43% Nigerian.

Blinken to travel to Saudi Arabia amid renewed push for a hostage deal

U.S. Secretary of State Antony Blinken will travel to Saudi Arabia this week for meetings with regional partners, including Palestinian, Egyptian and Qatari leaders, to discuss efforts for securing the release of Israeli hostages and a cease-fire in Gaza, the State Department said in a statement . After participating in meetings of the World Economic Forum and Gulf Cooperation Council in Riyadh, he will continue on to Jordan and Israel later in the week.

The foreign ministers of Britain, Germany and France are also expected at the WEF meeting, alongside the Saudi foreign minister, Prince Faisal bin Farhan al-Saud, WEF President Borge Brende said at a news conference . “There is some new momentum now in the talks around the hostages and also for a possible way out of the impasse that we are faced in Gaza,” he said.

Blinken traveled to the country in March to discuss a U.S. plan to normalize relations between Israel and Saudi Arabia, but leaders in Riyadh have said any such deal would require a pathway to a Palestinian state — a scenario rejected by Israeli Prime Minister Benjamin Netanyahu.

On this visit, National Security Council spokesman John Kirby said, “pushing for this temporary cease-fire” would be “right at the top of the list for Secretary Blinken.” Kirby told ABC’s “This Week” on Sunday that Blinken will “also be talking to the Israelis about their intentions and their thinking on Rafah military operations and where they are in the planning stages for that.” U.S. officials have repeatedly voiced opposition to a major military operation in Rafah, in southern Gaza, which Israel says is home to Hamas ’s last intact battalions but is also a refuge for more than a million displaced civilians.

Egyptian officials, who visited Israel on Friday for talks on a proposed cease-fire deal, are optimistic about the prospects of a truce being reached, according to a former Egyptian official with knowledge of the talks who spoke on the condition of anonymity to discuss a sensitive subject. The former official said Israeli cabinet members accepted “for the first time” the idea of a long-lasting halt to the fighting and expressed willingness to hold off on attacking Rafah if a deal can be reached. The proposal is now with Hamas, he said.

On Sunday, President Biden reaffirmed the United States’ “ironclad commitment to Israel’s security” in a call with Netanyahu. In a statement, Biden demanded that Hamas release its remaining hostages to “secure a ceasefire and relief for the people of Gaza.” The two leaders also discussed “increases in the delivery of humanitarian assistance into Gaza including through preparations to open new northern crossings starting this week.”

In Israel, concern is increasing about the possibility of arrest warrants being issued by the International Criminal Court against Netanyahu and Defense Minister Yoav Gallant for alleged war crimes in Gaza, Israeli media reported.

Netanyahu appeared to address the reports Friday, writing on social media that “Israel will never accept any attempt by the ICC to undermine its inherent right of self-defense.” Israel and the United States do not accept the jurisdiction of the ICC, but member states would be obliged to carry out arrests of anyone in their jurisdiction who faced a warrant. On Sunday, Foreign Minister Israel Katz instructed all Israeli embassies worldwide “to prepare immediately for a wave of severe antisemitism,” should the ICC issue warrants for senior Israeli officials.

Here’s what else to know

Blinken’s visit comes amid a renewed push for a deal with Hamas , which released videos of three hostages last week, including two Israeli Americans. The latest video, released Saturday, shows U.S.-born Keith Siegel, 64, and Omri Miran, 47, who were taken hostage on Oct. 7. The footage has added to pressure on Israel to negotiate a deal for their release.

Aid group World Central Kitchen said Sunday it would resume its operations in Gaza, following the deaths of seven staff members this month by an Israeli military strike. The D.C.-based nonprofit led by celebrity chef José Andrés said in a statement that a Palestinian team would begin delivering food Monday, including in the north of the enclave, where the hunger crisis is most acute. The group said it had 276 trucks with the equivalent of almost 8 million meals ready to enter through the Rafah crossing and will also send trucks into Gaza from Jordan.

Pro-Palestinian protests unfolded outside the White House correspondents’ dinner on Saturday night , with demonstrators posing as slain Gazan journalists outside the Washington Hilton. They laid out press vests to honor media workers who have been killed in the enclave and unfurled a Palestinian flag out of a window at the venue.

France’s foreign minister arrived in Lebanon on Sunday, in a bid to “pursue the objective of peace and stability in the region,” Stéphane Séjourné tweeted . Séjourné praised the United Nations’ peacekeeping force in southern Lebanon as he inspected troops. Reuters has reported that France is trying to ease tensions between Israel and Hezbollah, which have escalated their tit-for-tat border attacks in recent weeks.

At least 34,454 people have been killed and 77,575 injured in Gaza since the war began, according to the Gaza Health Ministry, which does not distinguish between civilians and combatants but says the majority of the dead are women and children. Israel estimates that about 1,200 people were killed in Hamas’s Oct. 7 attack, including more than 300 soldiers, and says 261 soldiers have been killed since the launch of its military operation in Gaza.
