KATHMANDU – The Department of Immigration, under the Ministry of Home Affairs, has recently issued a 13-point travel advisory along with a six-point procedure for individuals travelling abroad on visit and tourist visas. The issuance of the travel advisory was prompted by increasing reports of Nepali citizens falling prey to fraudulent activities while traveling on visit visas.

According to the Director and Information Officer of the Department, Prem Prasad Dahal, the newly introduced advisory and procedures are effective from today. The advisory explicitly states that seeking employment abroad while holding a visit or tourist visa is illegal. Engaging in such activities may lead to legal repercussions in the host country and cause various complications. The advisory also clarifies that individuals are personally accountable for any consequences resulting from the submission of forged documents, providing false information, visiting a country not permitted by the visa, entering conflict zones, or joining foreign armed or military forces while abroad on a tourist or visit visa.

Likewise, the department has issued a cautionary note regarding the susceptibility of women to be tempted by intermediaries into traveling to labor destination countries such as Kuwait, Oman, the United Arab Emirates, and Bahrain on visit visa, persuading them to convert their visas into working ones, charging exorbitant fees and coercing them into precarious and indent labor conditions in collaboration with employers.

The Department has urged one and all to not pursue a foreign travel on the visit visa with the aim of working as it may push once into unorganized and precarious jobs, depriving of social security. It has encouraged citizens to seek a foreign job on just a working visa after obtaining a labour permit from the government. Those Nepalis going to various countries on these visas have been urged to return to home country within the visa expiry date in other circumstances except for unusual conditions, as some Nepali travelers going to several countries on visit and tourist visa are found not returning on the stipulated date.

They have been asked to depart for foreign countries by making a self-declaration that they will return back home on the stipulated date since the person concerned would be responsible for any situation resulting from overstaying the visa. They have also been urged to set out on the visit after keeping general information regarding the language, culture and laws of the destination country. “You might land in trouble if you work illegally in a foreign country going there after enrolling in a university listed with the Ministry of Education, Science and Technology, but not studying in the university. Adopt additional precaution if you are visiting with the intention of enrolling in foreign university and working there through various middlepersons even when carrying study visa in the recent days, as study and work are separate matters,” reads the travel advisory.

Those carrying visit and tourist visas have been requested to travel only via Nepal’s airports, to do so only by taking the NOC Letter and, in the case of women, to adopt additional precaution and alert while travelling to third countries through airports in India. People have been urged to ask for the authentic papers of the licensed institution before making the payment if any institution has sought money with the assurance of sending them to foreign country by taking labour permit. Similarly, people are advised to not give money if any education consultancy, travel agency or any person has asked for money with the assurance of sending on foreign employment.

People have been urged to inform the Department of Foreign Employment or the nearest police station or dial Nepal Police at 100, if they suspect that they are being conned. People have been urged to only pay the minimum amount fixed by the government to the licensed institution sending them on foreign employment and take the receipt of the same, and not to believe in false assurances as there is no provision for agent. The travel advisory states that getting recruited in the army or armed groups of any country is completely illegal and against the national interest, except in the case of the Indian Army and the British Army by taking approval from the Government of Nepal. People have been urged to not be involved in such activities under any circumstances as it is difficult to also rescue the people carrying out in such acts.

Making English language proficiency mandatory smacks of colonial mindset. Academic qualification must not be made the essential requirement to obtain visit visa.

The amendment recently proposed by the government on labour migration laws saying that it is meant to curb human trafficking and regulate visits of Nepalis. However, this amendment will not just restrict the freedom of movement of Nepalis but also increase the use of informal channels. Above all, the new proposal on immigration procedure on visit visa is a reminiscence of the oppressive rules created as a knee jerk response on issues that the current government showcases time and again.

We believe that the proposed rule on visit visa will be hard to implement. There will be those who will suffer from unintended impact of these policies. In this article, we explore the possible consequences if such laws indeed come into effect.

Restrictive foreign employment policies towards women have already increased the possibility of women trafficking. The proposed change in laws might trigger such tendency in extreme level. In Nepal, women are seen to be more reliant on local agents as far as making their decision for foreign employment is concerned. Proposed immigration policy can easily push them in to the grip of fraudsters. 

Blanket ban on domestic help sector in Gulf countries had made Nepali workers more vulnerable to threats in destination countries. Despite the news of exploitation and other threats to workers in general, women workers were relatively safer. So, many used illegal routes to reach destination countries. The ban was ignored by many and they took perilous journey, as it provided them hope for future. Nepalis started to use Indian airports for going abroad after the introduction of ban. The immediate knee jerk reaction to this was to introduce new restriction which didn’t allow them to go to Gulf countries via India. The respite was short-lived as Myanmar became a new route to go to the Gulf countries. On February, 2020, Manipur Police intercepted journey of 147 women and 32 men. It shows that banning use of certain routes only provides smugglers to find other routes immediately.  

Aspiring migrant workers, especially women, who are unable to obtain working visa are often seen opting for visit visa but the proposed policy restricts them from doing so. As a result, they might fall into the hands of human traffickers/smugglers as they will not meet formal requirements to go to destination countries.

Most people to go to Gulf countries and Malaysia on visit visa for working are men. With this new restriction, human traffickers and others will look for other avenues where men will also have to travel more and take dangerous routes.

Even if the intention of the government is controlling human trafficking through restriction on visit visa, Nepal’s track record of implementing such procedures is dismal. Under the new policy, government employees will find a lot of space to create hurdles for Nepalis wishing to visit places.

It is an open secret that the traffickers operate in collusion with the government officials. With the new policy in place, the unscrupulous officers will find a way to reward the trafficking racket or coerce money from those who are desperate to visit the foreign countries. Bribery is going to thrive. On top of that, the rule requiring security clearance from government and securities agencies is a reminiscence of autocratic system where the ruler controls free movement of the citizens.

The proposal to amend the visit visa law is biased because it envisions two classes of citizens—those who can speak English and those who have had formal education and those who cannot speak English and who lack formal education—the latter being treated like second class citizens.

Making English language proficiency mandatory smacks of colonial mindset and this cannot be the factor to decide who can go abroad and who cannot. Second, academic qualification must not be made the essential requirement to obtain visit visa. One should be able to enjoy the freedom of movement, irrespective of his/her language proficiency or educational level.

The amendment plan is flawed also because it does not take into account the current trend in foreign employment. With increasing number of Nepalis looking beyond traditional destination countries, the government had an opportune moment to make these destination countries safer for Nepalis. The exception to African countries on visit visa is glaring oversight, considering people going to African nations are in trouble and there is news of them being rescued.

Today’s dynamic society requires government to be on an edge while trying to create solutions to the problems. It requires a long and serious study and analysis of the issues so that practical solutions can be found to address the problems.

Nepal unveils action plan for tourism revival

The Nepali government on Sunday announced a number of measures to revive the tourism industry battered by the COVID-19 pandemic, including a plan to declare the years between 2023 and 2033 as Visit Nepal Decade, Xinhua reported.

Unveiling the Tourism Rehabilitation Action Plan, Jeevan Ram Shrestha, Nepal’s minister for culture, tourism and civil aviation, said the government is breaking the tradition of announcing a single year as Visit Nepal Year so as to run a sustained campaign to promote tourism, a major foreign exchange earner and job creator for the country.

As per the action plan, the Visit Nepal Decade is expected to come out within the next three months.

The government plans to attract 1 million foreign tourists in the 2022-23 fiscal year which began in mid-July. “We have not yet set any target for the planned Visit Nepal Decade. We have to do further homework and consultations with the stakeholders,” Hom Prasad Luitel, joint secretary at the tourism ministry, told Xinhua.

Nepal received 1.19 million foreign visitors in 2019 and sought to attract 2 million in 2020 when Visit Nepal 2020 was launched, but COVID-19 forced the government to call off the campaign. As the pandemic persisted, the tourism sector fared poorly in 2020 and 2021.

Nepal was reporting more foreign visitor arrivals in 2022 as fewer people were infected. As of June, there were 237,670 foreigners visiting the South Asian country, according to the tourism ministry.

Under the new action plan, Nepal will launch promotion campaigns in China, India and Bangladesh, of them the former two being the largest sources of tourists for Nepal in normal years, Xinhua reported.

There is a plan as well to promote Nepal as a destination for meetings, conferences and exhibitions and spiritual tourism with packages of yoga, wellness and spa to be offered.

In addition, the ministry is mulling over retirement visas and healthcare facilities for elderly foreigners to stay longer in Nepal. Currently, there is no legal provision of issuing retirement visas in the country. “We will discuss it with the Ministry of Home Affairs which is responsible for visa issuance,” said Luitel.

As mountaineering is a key part of Nepal’s tourism, the country is planning to open more Himalayan peaks. Under the action plan, more peaks at 5,800 to 8,000 meters above the sea level will be opened for mountaineering. According to authorities, Nepal has so far opened 414 peaks above 5,700 meters for climbing.

Included in the action plan are other measures like cooperation and coordination with international airlines, GPS tracking system to make trekking and mountaineering safer, multi-lingual helpline support centers for tourists and many more facilities for foreigners who come to Nepal for movie shootings.

iii. Pre-visa application approval print out

iv. Required visa fee (as $30 for 15 days, $50 for 30 days and $125 for 90 days)

v. Copy of approval if the travel is intended for mountaineering or trekking or other activities requiring advanced approval.

vi. Applicant’s Passport having validity duration for at least 6 months at the time of entry to Nepal.

vii. Approval letter/copy issued by the competent authorities of Nepal (where applicable such as Trekking/Mountaineering and other activities required prior approval.

Application   will be returned if the required documents are not complete.

The Consulate General will not be responsible for the loss and damage of any documents while Toing and Froing, any undelivered passports because of insufficient postage, a weak envelope to bear up the load and other incidents occurred during handling of the documents by postal office/courier.

By A Staff Reporter Kathmandu, Feb. 11: The government is preparing to amend the Immigration Procedure-2008, making it mandatory to Nepali women to have recommendations of the concerned ward office or consent of the family members before flying abroad on visit visa. The Department of Immigration (DoI) is going to amend the procedure to tighten the visit visa for Nepalis women aged below 40 years, Ramesh Kumar K.C., director general at the Department, told The Rising Nepal on Wednesday. K.C. said a proposal to this regard was submitted to the Ministry of Home Affairs two weeks ago by the Department. A recommendation team led by Undersecretary Rudra Prasad Pandit was formed a few months ago, and based on the recommendation, the final draft of the report to amend the immigration’s procedure was tabled at the Home Ministry for endorsement by the Cabinet, DG K.C. said. “As per the recommendation report, the Department has proposed to the Ministry that the consent of the ward office and family members is mandatory for women aged below 40 years before going abroad on a visit visa,” K.C. said. He said trafficking of Nepali women travelling to Africa and Gulf countries on visit visa is on the rise. According to him, the Department’s investigation has shown that human trafficking has increased under the cover of visit visa and it is being tightened legally to control it. The Immigration Department had formed an investigation committee led by under-secretary Pandit after it was revealed that human trafficking was taking place on the cover of a visit visa. Prior to this, it was mandatory to carry a pocket money of USD 1,000 while traveling abroad. Now, the Department has proposed to make it mandatory to carry a voucher along with USD 1,000. However, women’s rights activists have protested and shown dissatisfaction over the Department’s preparation to include such provisions.

Nepal visa requirements are fairly simple and easy to understand. Nepal has an excellent visa ON ARRIVAL policy, offering visa ON ARRIVAL for passport holders of most countries in the world.

Visa ON ARRIVAL is issued free of cost for nationals of SAARC (South Asian Association for Regional Cooperation) countries including Bangladesh, Bhutan, Maldives, Pakistan and Sri Lanka.

As part of the treaty of peace and friendship between India and Nepal, Indian nationals do not need a visa to enter and stay in Nepal.

Application Process

Visa REQUIRED passport holders must apply for Nepal tourist visa at the consulate of Nepal in their country of residence. must enter Nepal within 6 months from the date of issue. For more details, check the Nepal Immigration website or contact your nearest consulate general of Nepal.

For the Visa ON ARRIVAL, you need to fill out and submit the online tourist visa application prior to arrival. This application is valid for a maximum of 15 days. Therefore, submit this application only within 15 days of your arrival. Take a print of the submission receipt and bring it with you on the day of arrival.

If your application has expired or forgotten to fill prior to your arrival, you can still fill it out at one of the kiosks in Tribhuvan International Airport in Kathmandu.

  • Submission receipt of the online tourist visa application. If you have not submitted your application online, you can fill it at the immigration kiosks

Since passport holders of India do not need a visa to enter Nepal, they have to go through the same line as the Nepalese at Tribhuvan International Airport. They must fill out the arrival card before heading to the immigration.

The visa ON ARRIVAL fee is based on the number of days of your stay.

  • 15 days visa – $25 USD
  • 30 days visa – $40 USD
  • 90 days visa – $100 USD (Includes multiple entry fees of $20)

Passport holders of SAARC (South Asian Association of Regional Cooperation) countries (except Afghanistan and India) visiting Nepal for the first time in a given year (Jan 01 to Dec 31), a 30-day visa ON ARRIVAL is issued free of cost. The same fee structure as everyone else applies to visas longer than 30 days.

As part of the treaty of peace and friendship between India and Nepal, passport holders of India do not need a visa. Therefore, passport holders of India must go through the same immigration line as Nepalese.

For multiple entry visas, there is an additional fee of $20 USD. 90-day visas are multiple entry and they include an additional $20 USD.

Visa fees can be paid in USD, GBP, Euro or NPR. Other currencies are also accepted but guaranteed. It is advised to have some USD handy to avoid any trouble.

Visa Extension

Tourist visas can be extended for a maximum period of 150 days in a given year (Jan 01 – Dec 31). The visa extension fee is $2 USD for each additional day.

Visa extensions can only be processed at the following immigration offices

  • Immigration office in Kathmandu
  • Immigration office in Pokhara

Filling an online tourist visa application is mandatory for all visa extensions. Fill out the online application and print the submission receipt before going to the immigration offices in Kathmandu or Pokhara. The following documentation is required.

  • Online application submission receipt
  • Copy of your Passport ID page
  • Copy of your current Nepal visa
  • Visa extension fee

Apply in person

Below 12 countries and any passport holders with refugee status must apply for the visa in person at the consulate of Nepal in their country of residence prior to travel to Nepal.

Immigration and Customs

Most airlines do not let you check-in online if you need a visa to travel to the destination country. If you check-in online or at the airport, either way, make sure to arrive at the gate a bit early and see the airline staff. They sometimes have to go through the visa requirements again, verify the documents and put a “Docs OK” stamp on your boarding pass.

Make sure your passport is valid for at least 6 months from the day of travel.

If you are applying for the visa ON ARRIVAL, fill out the tourist visa application online prior to arrival in Nepal. Carry a copy of the submission receipt and a passport photo with you.

When you enter the Tribhuvan International Airport in Kathmandu, follow the below steps

  • Grab and fill out the arrival card
  • If you haven’t submitted the tourist visa application online already, fill it out at one of the immigration kiosks
  • Pay the visa fee according to the number of days you are planning on staying in Nepal
  • Go through the immigration and customs
  • Claim your baggage

Prepaid taxis at the Tribhuvan International Airport are a bit expensive. If you prefer to catch a cheaper taxi, exit the airport and walk towards the front of the taxi line. You will see a few taxis at the front that are not prepaid and you can negotiate the fare. You can get a taxi to Thamel for 500 NPR.

You will have to go through passport control on exit. You will also need to fill out a departure card for foreigners. This card is the same for all including Indian nationals.

You might be asked how long were you in Nepal and what was your purpose. Exit formalities take about 10-15 minutes at Tribhuvan International Airport in Kathmandu.

You may have to go through immigration and customs on your return to your home country or the country you are flying back to. If you are flying back on an Airbus A330/A340/A380 or Boeing 747/777, expect long lines at the immigration and customs.

Govt. with Strategic Action Plan for Visit Nepal Decade

Government has prepared the Strategic Action Plan for Visit Nepal Decade (2023-2032) with a target to bring in 3.5 million tourists and create 1 million additional jobs in the country’s tourism industry.

The Action Plan has also stated to revive the tourism industry in the stage of pre-coronavirus infection within two years.

A five-member task force formed by the Ministry of Culture, Tourism and Civil Aviation under the leadership of tourism expert Prachandaman Shrestha submitted its report to Minister for Culture, Tourism and Civil Aviation Jiban Ram Shrestha on Thursday suggesting the government to conduct tourism promotional events in all seasons in the country.

Receiving the report, Minister Shrestha said that the concept of tourism decade was proposed, realizing the need for a long-lasting idea for tourism revival as the country’s tourism sector suffered badly due to the COVID-19 pandemic in the past three years.

Minister Shrestha also expressed the confidence that the Visit Nepal Decade would help establish Nepal as a leading destination in the global tourism market.

As shared, the Action Plan has incorporated Nepal's geographic, natural, environmental, social, cultural and religious diversities with the tourism sector and declared special tourist sites on the basis of tourism feasibility while developing infrastructures in this sector.

Likewise, the public, private and community sector’s cooperation and partnership is highlighted in the Action Plan for the promotion and development of the tourism sector.

Visitors to the UAE can now come to the country on a three-month visa, Khaleej Times can reveal.

A call centre executive at the Federal Authority For Identity, Citizenship, Customs & Port Security (ICP) said that people who want to visit the UAE for 90 days can make use of the opportunity. “They should consult their travel agents who will help them in issuing the 90-days visit visa,” said the call centre executive.

According to industry experts, this visa was introduced by the end of May 2023, allowing visitors to stay in the UAE for up to 90 days. The visa can be extendable within the country at an additional cost based on the service provider.

Residents are not aware of this three-month visa, Libin Varghese, sales director at Rooh Tourism LLC, said.

Different types of entry permits

“There are two types of entry permits — a tourist visa or a leisure visa and a visit visa. A tourist visa is issued for 30 or 60 days. The visit visa is issued for 90 days,” said Subair Thekepurathvalappil, senior manager for inbound and outbound operations at Regal Tours Worldwide, adding that this extended visit visa complements the existing tourist visa options, which includes a 30-day or 60-day stay, offering travellers greater flexibility in planning their itineraries.

The 30-day and the recently introduced 60-day tourist visas have long been popular among visitors seeking shorter stays in the UAE, providing ample time to explore the country's iconic landmarks and indulge in world-class shopping and dining experiences.

Who can apply?

Industry experts said that anyone can apply for this visa. “Currently, we have not received much inquiry about it, and visitors who prefer this entry permit are their family members residing in the UAE, as they want to spend a longer time. Take for instance, if a child who is studying in his home country visits UAE during vacations or parents of a resident,” said Varghese.

The fee for a 90-day-visit visa varies depending on your issuing travel expert, with a starting price of Dh1,500 and can go up to Dh2,000, which can even be extended within the country. “The exact details of extension has not been announced as the visa was introduced a few days ago,” said Varghese.

Documents required

According to Subair, one must submit the following documents if planning to apply for the long term visit visa:

  • Recent passport-size coloured photograph
  • Passport copy
  • Processing time

“Once a person applies for this visa, it may take up to five working days. But we can even receive it in two days,” said Subair.

Electronic Travel Authorization (ETA)

This is to inform that the Government of Nepal has introduced Electronic Travel Authorization (ETA) in place of visa stickers/handwritten visas to all applicants holding Passports or Travel Documents. Accordingly, the Embassy has started to issue ETA effective from 25 August 2023.

The traveller should present the ETA issued by the Embassy at an immigration desk at the entry points in Nepal where the ETA will be converted into a corresponding visa, and the printed visa will be affixed on to the passport.  If the ETA is lost, travellers can also present the passport/travel document that was used for the ETA application.

ETA is valid up to 6 months from the date of issuance.

All the other requirements and processes for obtaining ETA from the Embassy, including the submission of physical passports, remain the same.

The Government of Nepal reserves the right to grant or refuse visas.

All the individuals intending to travel to Nepal need to submit online application for the visa in the portal of the Department of Nepal Immigration.

TOURIST VISA FEE

VISA FOR INDIAN NATIONALS:

Effective from 1st October 2000 an Indian citizen over the age of 10 years travelling between India and Nepal by air would have to keep in his possession any of the following documents to establish his/her identity as an Indian citizen.

  • Valid Indian passport; or,
  • Voter ID issued by the Government of India.
  • Emergency certificate issued by the Embassy of India in Nepal.

VISA FOR OTHER NATIONALS:

Nationals of other countries can apply for visa at any of the Nepalese missions abroad. Visa can also be acquired from the points of entry into Nepal.

However, nationals of the following countries should get visa prior to their arrival in Nepal:

  • Afghanistan

VISA FOR NATIONALS OF SAARC COUNTRIES:

Nationals from SAARC countries other than India will be issued gratis visa for up to 30 days for the first time in a year.

If you plan to visit Nepal, please come to the Embassy of Nepal in Abu Dhabi with the following documents:

  • Please bring the printed copy of the visa application form generated online after submission.
  • Your Passport and its photocopy (Please note that the validity of your passport shouldn’t be less than six months, and there should be at least one blank page to stamp visa in your passport)
  • A copy of your UAE resident visa,
  • NOC Letter (No Objection Letter) from your sponsor/Company (if your are employed in the UAE). The letter either can be addressed to the embassy or simply written as  “To Whom It May Concern” type that mentions inter alia their No Objection to the employe’s visit, the employee’s name and nationality, job title and salary. The letter should be stamped and signed by the company’s autorized person. Passport copy with UAE Visa page copy of the sponsor is required in case of personal sponsorship.
  • Any other document that you think supports your application.
  • Visa fee in cash.
  • Please be advised to come to the Embassy in person to apply for a visa. Applicant(s) can also authorize somebody to act on his/her behalf to submit the application and collect the passport/visa. Also note that a person himself/herself an applicant can represent Group travelers or families and apply on their/his/her behalf but cannot sign on their/his/her behalf in the applications.
  • Visas applications can be submitted between 9:30 am to 1.30 pm (from Monday to Friday) and can be collected between 2:30 to 4 pm.

The agenda of the release of Bipin Joshi, the Nepali student who has been in Palestinian militant group Hamas’s captivity since October 7, will figure during the upcoming Nepal visit of the Emir of the State of Qatar Sheikh Tamim bin Hamad Al-Thani, Prime Minister Pushpa Kamal Dahal said on Sunday.

While addressing the fourth convocation ceremony of the far-west university on Sunday, Prime Minister Dahal, who is also the chancellor of the University, said that the government has made necessary diplomatic efforts for Joshi’s release.

Joshi was abducted when Hamas attacked Israel on October 7, 2023. Ten Nepali students were killed in the armed attack.

Over 49 students of Sudurpaschim University studying in the faculty of agriculture science had gone to Israel under the ‘Learn and Earn’ programme just a month before the attack. All other students, except for Joshi, were repatriated soon after the attack.

Since then, Joshi’s family members have been pleading with the government for his safe release.

“The incident where our students who were working in Israel under the ‘Learn and Earn’ programme has saddened us all,” Prime Minister Dahal said while addressing the convocation ceremony.

Dahal added that the role that Qatar can play in helping release Joshi will be an agenda during the Emir’s visit. Qatari Emir Sheikh Tamim bin Hamad Al-Thani is arriving in Kathmandu on Tuesday on a two-day state visit, the Ministry of Foreign Affairs announced in a press release on Sunday. This will be the first highest-level visit to Nepal from the Emir of the Gulf country since the two sides established diplomatic relations in 1977.

The Emir’s visit will hold special significance in terms of Joshi’s release since Qatar has been playing the role of a mediator between Israel and Hamas after October 7. Qatar helped broker a brief ceasefire deal between the two parties in November and release over 100 hostages held by the militant group. Hamas has its political office in Doha, the Qatari capital.

While in Nepal, Emir Sheikh Tamim bin Hamad Al-Thani will hold bilateral talks with Prime Minister Dahal on Wednesday. The two countries are also expected to sign about nine agreements during the visit.

Qatar, a high-income country which is among the major labour destinations for Nepalis, is looking to invest in some big projects in Nepal.

Nepal now new gateway for human trafficking to Europe

Traveling to Nepal does not require a prior visa. Instead, one can obtain a visa upon arrival. However, this convenience has inadvertently opened up Nepal as a new conduit for human trafficking into Europe. 

The Bangladesh embassy in Kathmandu has voiced concerns over the rising trend of trafficking activities. Subsequently, following a letter from the embassy to the Ministry of Home Affairs, the administration has been spurred into action. 

The ministry has directed the law enforcement agencies to block this route of human trafficking and apprehend those involved.

According to sources within the Security Services Department of the Ministry of Home Affairs, there has been a disturbing surge in cases involving Bangladeshi citizens falling prey to organized trafficking rings. 

These gangs, operating primarily in Bangladesh's Comilla and Noakhali regions, entice people with promises of employment opportunities in various European countries. 

They exploit the loopholes of on-arrival visas in Nepal by posing as tourist agents, only to deceive and subject their victims to extortion. Instances have been reported of victims being held captive, their passports confiscated, and their families forced to cough up money through coercion and threats.

Recently, the Security Services Department of the Ministry of Home Affairs held a meeting to address this issue. 

During the meeting, the deputy secretary of Security Services Department (Outbound-1) disclosed incidents where 11 Bangladeshis were lured to Kathmandu on November 14 and 28 of the previous year with promises of employment in Romania. 

Each victim was coerced into paying an advance of Tk5 lakh to members of the trafficking ring. 

Subsequently, they were confined in a hotel, subjected to threats and physical violence, and an additional Tk3 lakh was extorted from them. The victims identified a man named Jubair as the mastermind behind this criminal operation.

Salahuddin Noman Chowdhury, Bangladesh’s ambassador to Nepal, said at the meeting: “Although it is possible to go to Europe by collecting a visa in this process, it is very risky. Moreover, it is insulting to the image of the country.”

He said the brokers detain visa hopefuls for 3-4 months upon their arrival in Nepal on tourist visas. Subsequently, after spending between Tk5 and 7 lakh, they are sent to Croatia. However, as opportunities for employment in Croatia are limited, these individuals then attempt to migrate to other European countries. 

Additionally, he noted that individuals from various African countries also fall victim to similar schemes, further exacerbating the problem.

Chairing the meeting, Shahnara Khatun, additional secretary of the Security Services Department of the Ministry of Home Affairs, instructed all relevant authorities to raise public awareness regarding the perils of trafficking innocent citizens through illicit channels. 

Measures were ordered to apprehend trafficking gangs operating both domestically and internationally, and swift legal action was mandated against their activities. 

The Immigration Department was tasked with scrutinizing the intentions and documents of travelers bound for Nepal, with a caveat to avoid inconveniencing genuine travelers.

Meanwhile, law enforcement officials said they are conducting surveillance missions to identify and dismantle human trafficking networks utilizing Nepal as a transit point. Simultaneously, immigration police are diligently scrutinizing travel documentation for individuals bound for Nepal.

An officer of Dhaka Metropolitan Police (DMP) said that members of human trafficking gangs in Europe have been using different routes. Apart from Nepal, they regularly use the sea route through Libya on travel visas to Dubai. 

“Members of these gangs are also being arrested at various times. But human trafficking cannot be completely stopped if the common people are not aware,” he added.

Atiqul Islam, additional deputy commissioner of police at DMP, said the police are taking action to locate and apprehend members of trafficking networks exploiting the Nepal route. “They will be brought to justice soon.”

New NYC Chinese-Nepali popup restaurant honors culture of the North Face region

At a new popup restaurant in New York City, Nepali spices and hand-wrapped momos highlight the traditions and culture behind the cuisine of the North Face region in the Himalayas, an area many only associate with extreme sports and puffer coats. 

Nichi Pandey, 22, and Steven Li, 23, childhood friends who grew up in Maryland, wanted their new restaurant, the Orange Peel Cafe, in the Lower East Side to tell the story of the Nepal-Chinese border and its people. 

The North Face refers to the north side of Mount Everest, also known as Sagarmatha in Nepali. Over 50 million people live in the Himalayas, which spans about 1,550 miles across the continent and borders five countries: Nepal, China, India, Bhutan and Pakistan. The north side of Everest is largely uninhabited and separates Nepal and China. 

The area is most associated with the North Face clothing brand, but Pandey, who is Nepali, and Li, who is Chinese, wanted to honor their two distinctive cultures with the popup, which is in place through the end of May.

Pandey said he thinks the culture of the area is overlooked. “In some ways, it is disrespectful … people don’t appreciate the cultural aspect of it because they want the glory of climbing this mountain.”

The area’s mountainous terrain and harsh weather conditions have bred innovative cooking techniques and ingredients that are shared by both Nepal and China. The Orange Peel Cafe — a nod to peeling away and slowly revealing flavors — exemplifies these shared aspects in their weekly changing menu. They serve turmeric fried rice, reminiscent of rice served in tea houses throughout the Himalayas, pan fried pork ribs with sticky rock sugar sauce and what they refer to as a “childhood snack” of boiled eggs pan-fried with turmeric and chili flakes. And then there are, of course, momos — homemade and steamed-to-order dumplings filled with beef or tofu accompanied by Nepali spices like cumin and Timur pepper, a relative of Szechuan pepper found in the Himalayas.

“We started to realize, number one, a lot of the cooking is the same, but also, number two, in terms of this region, and because Nepal is the country that is smashed in between China and India and has a lot of influence from both, there are a lot of techniques and dishes that even though we call them different things, they’re really actually the same thing — and I think that that’s a powerful and cultural statement,” Pandey said. 

Steven and Nichi both recalled coming up with a pork rib dish to add to their menu — as they discussed both the Nepali and Chinese way to prepare them, they realized the flavors and preparation techniques were not all that different. They both prepare the dish by cooking the pork ribs twice: first, poached in water, then fried with sauce and aromatics. Now, this dish is the newest addition to their evolving menu.

Preservation methods , like pickling, fermenting and smoking, are big in Himalayan culinary culture due to the harsh winter temperatures, and they can be found across both cultures. Foraging the surrounding area is also widely common, as gathering produce from beyond the mountain range is much harder. 

Approximately 100,000 people visit Everest every year to try to scale the treacherous mountain, with the surrounding region relying on such tourism. 

“The north face of the mountain is always notoriously the hardest side to scale … so as we’re embarking on a difficult endeavor, it seems fitting that it would be like climbing the north face of a mountain,” Pandey said.

Nepal has a rich history, being one of the only countries in the region to never have been colonized by the West. The country itself is geographically around the size of the state of New York but is ethnically diverse, with dozens of languages and dialects spoken. Due to its geographic location between India and China, there has been a natural culinary fusion among the countries. 

“It all comes together in a way that historically and culturally developed separately, but when it gets to your table and you eat it — it feels familiar to the both of us,” Li said.

Under the proposal, which has been put forward by the European Commission, new rules would be drawn up to allow for greater movement between the UK and EU countries for people aged between 18 and 30.

Formal negotiations have not yet begun, and a UK source told Sky News no formal proposal had been put forward by Brussels to begin negotiating on.

The proposal will be further discussed by the European Council, which represents all the nations, before negotiations start in earnest.

The plans proposed by the EU would allow young people to stay in Europe for periods of four years, with the same rules extended to EU citizens coming to Britain.

It would also mean EU students paying the same fees as British ones. Since Brexit , UK universities have charged much higher fees to European students.

Announcing the move, the European Commission said it wanted to take an "innovative" approach to tackling the barriers experienced by young people looking to travel from the EU to the UK and vice versa for longer periods.

"The objective would be to facilitate youth exchanges, making it easier for young citizens to travel, work and live in the UK, with reciprocity for young UK nationals in a member state," said the Commission, in a statement.

"The United Kingdom's withdrawal from the European Union has hit young people in the EU and UK who would like to study, work and live abroad particularly hard," claimed Maros Sefcovic, the Commission's vice-president who oversees relations with the UK.

"Our aim is to rebuild human bridges between young Europeans on both sides of the Channel."

This scheme is separate to the 90-day visa-less travel that UK citizens can take advantage of on the continent.

It added: "It is not about conferring to young UK nationals the benefits of the fundamental freedom of movement enjoyed by EU citizens."

However, visas would not be "purpose-bound" and would allow people to work, travel or study.

Rather than just being a free exchange, the EU also says it wants people taking part in the scheme to be subject to checks with the bloc or the UK able to reject applications - for example if someone was thought to be a threat to public policy, security or health.

The UK government currently has a series of agreements with 13 individual countries - including New Zealand, South Korea, Andorra, Iceland and India, which provide a similar pathway to what the EU is proposing.

The government has said it is open to the idea of extending those agreements with European countries, but has shied away from doing a pan-EU deal and there will be those who fear that an agreement such as this would be the first step towards the UK being drawn into a "freedom of movement" deal.

The EU said it wants a group deal to "ensure that all member states are treated equally in respect of mobility of young people to the UK" - but the current government seems to prefer its current set of agreements.

The Commission has rejected these fears, with sources insisting there is no intention of either pulling the UK into such a deal, or even offering it.

A Number 10 spokesperson said: "We have spoken about wanting to reduce legal migration and also about wanting to support UK talent and skills and that's why we have a system in place whereby we have a number of agreements with individual EU member states where that works in our interests and we have that rather than a Commission-wide agreement."

Labour denied it had plans for a youth mobility scheme.
