Tourism Satellite Account 2018-19, Uttarakhand

Tourism is  clearly an important activity in Uttarakhand in view of its immense contribution to both revenue generation as well as employment creation in the State. It is in this context that the present study, NCAER undertook this study to prepare a Tourism Satellite Account (TSA) for quantifying the economic value of tourism in terms of the Gross Value Added (GVA) it generates and the number of jobs it creates in the State, assumes great significance. Based on the methodology delineated by the United Nations World Tourism Organisation (UNWTO) in its publication called “Tourism Satellite Account: Recommended Methodological Framework, 2008 (TSA: RMF 2008)”, this study adopts the internationally adopted framework of TSA tables and accounts to arrive at the economic value of tourism, at the sub-national level, for Uttarakhand. This value is referred to as the direct share of tourism to the economy. In addition, this study estimates the indirect share of tourism, which results from its linkages with other sectors of the economy.

Uttarakhand is located in the foothills of the Himalayan mountain range. The state shares borders with China (Tibet) in the north, Nepal in the east, and inter-state boundaries with Himachal Pradesh in the west and northwest and Uttar Pradesh in the south. It has almost all agro-geo climatic zones, which provide commercial opportunities for floriculture and horticulture. The state is home to more than 175 species of rare medicinal, aromatic & herbal plants. The state has proximity to the national capital, Delhi, a leading market of the country and excellent connectivity with neighboring states. Uttarakhand has abundant natural resources due to hills and forests. Its agro-climatic conditions support horticulture-based industries. The vast water resources available in the state are also favorable for hydropower. The presence of several hill stations, wildlife parks, pilgrimage places and trekking routes make Uttarakhand an attractive tourist destination.

Uttarakhand is one of the fastest growing states in India, thanks to the massive growth in capital investment arising from conducive industrial policy and generous tax benefits.

At current prices, Uttarakhand’s GSDP is projected to be Rs. 3.33 trillion (US$ 40.34 billion) in FY23. Between 2018-19 and 2023-24, GSDP of the state is estimated to increase at a CAGR of 7.06%.

The state offers a wide range of benefits in terms of interest incentives, financial assistance, subsidies, and concessions. Uttarakhand has a robust social and industrial infrastructure, virtual connectivity with over 39,000 km of road network, two domestic airports, 345.23 km of rail routes.

According to the Department for Promotion of Industry and Internal Trade (DPIIT), between October 2019-June 2023, FDI inflow in Uttarakhand stood at US$ 147.98 million.

As of May 2022 (Upto December), 30 Industrial Entrepreneurs Memorandums (IEMs) worth US$ 209.30 million) have been filed in Uttarakhand.

In FY23, the total exports from the state stood at US$ 1.77 billion while FY24 (upto July 2023) US$ 0.76 billion.

Recent Development in Key Sectors

  • As of September 2023, the state had a total installed power generation capacity of 4,396.98 MW. Of this, hydro power accounted for 2,095.89 MW, followed by thermal power at 1,335.76 MW, renewable power at 934.09 MW, nuclear power at 31.24 MW.
  • Rs. 1,408 crore (US$ 170.78 million) has been allocated for capital outlay on roads and bridges.
  • Uttarakhand has allocated 1.8% of its total expenditure towards energy.
  • Rs. 1,125 crore (US$ 136.47 million) has been allocated towards integrated development of small and medium towns.
  • Rs. 10,907 crore (US$ 1.32 billion) has been allocated to Education, Sports, Arts, and Culture
  • Rs. 3,300 crore (US$ 400.25 million) has been allocated to government secondary schools.
  • Rs. 1,101 crore (US$ 133.5 million) has been allocated to Urban Health Services.
  • Rs. 1,418 crore (US$ 172 million) has been allocated to Rural Health Services-Allopathy.
  • Production of loose flowers in the state stood at 3.02 thousand tonnes in 2021-22 as per first advance estimates.
  • With the establishment of the Software Technology Parks of India (STPI) earth station at Dehradun, Uttarakhand now offers high-speed connectivity.
  • Information Technology is an enabling sector that provides underpinning of smooth connectivity throughout the state in various departments, businesses, and homes, thereby improving productivity and efficiency across sectors. Given the high literacy rate of 78.82% in the state, employment opportunities for educated youth can be generated by encouraging ICT, ITES and electronics manufacturing units to establish their enterprises in Uttarakhand.
  • Uttarakhand Policy for Skill Development and Entrepreneurship was launched in 2018, which aims to increase the employability of workers, competitiveness of enterprise, and inclusiveness of growth.
  • Under the State’s Vision 2030, the processing capacity of horticulture produce will be enhanced from 7.5% to 15% of the total horticulture production by 2030.
  • The MSME sector envisages massive expansion in the future, which would increase employment from the existing 2.58 lakh people to 8.5 lakh people by 2030.
  • The tourism sector is accepted as a growth driver for inclusive social economic progress through its forward and backward linkages and the ability to create employment in the economy. The state is considering development of spiritual and religious theme-based circuits for tourism. Under the Swadesh Darshan scheme of the central government, Uttarakhand is a site for eco-tourism. Other themes may involve treks/hikes/tours to view famous Himalayan peaks or treks along the course of the Ganga river, places of culinary interest, or villages where communities maintain traditional lifestyles that tourists may find interesting.
  • Sonprayag-Gaurikund-Kedarnath ropeway project undertaken by National Highways Logistics Management Limited (NHLML) will be 13 km in length and the estimated cost of the project will be over Rs. 985 crore (US$ 126.77 million).
  • Empyrean Skyview Projects, will develop two more ropeway systems in Mussoorie and Yamunotri with an investment of Rs. 700 crore (US$ 90.09 million)

In a recent visit to Uttarakhand, Prime Minister Mr Narendra Modi laid the foundation stone for projects worth over Rs 17,500 crore (US$ 2.35 billion) across various sectors such as roads, hydropower, sewage, and medical facility.

Mr. Rajeev Chandrasekhar, Minister of State for Electronics & Information Technology and Skill Development and Entrepreneurship, inaugurated the first Internet Exchange for Uttarakhand in Dehradun.

Maruti Suzuki in collaboration with Microsoft India has developed HAMS (Harnessing Automobile for Safety), a smartphone-based technology for testing applicants seeking driver's license.

Raksha Mantri, Mr Rajnath Singh dedicated 44 major permanent bridges, to provide better connectivity to remote areas across seven states and union territories. He also laid the Foundation Stone for Nechiphu Tunnel in Arunachal Pradesh.

Tourism sector holds strategic importance in the Indian economy providing several socio economic benefits. Provision of employment, income and foreign exchange, development or expansion of other industries such as agriculture, construction, handicrafts etc. are some of the important economic benefits provided by the tourism sector. In addition, investments in infrastructural facilities such as transportation, accommodation and other tourism related services lead to an overall development of infrastructure in the economy. Uttarakhand is rich in scenic beauty with healthy climate and ample avenues for adventure sports and eco-tourism. River rafting, trekking, rock climbing, camping etc. are emerging as serious tourism businesses. As per CSO data, this sector is a leading contributor to the service sector GDP of the state. This State is also known for sites of cultural and religious significance.

Tourism plays an important role in employment generation and economic growth of the country. It is accepted as the potent engine for inclusive social economic progressive at universal level through its forward and backward linkage and ability to create employment in the economy. The modes of tourism are discussed broadly and suggestions are given appropriately for sustainable development of tourism. It reveals that the pilgrimage tourism has been practicing here for centuries. Presently, mass tourism as mountaineering, trekking, skiing and river rafting is being common. The practices of tourism have a significant impact on the economy as many of the small towns emerged as the major service provider centers and the economy of the region grew tremendously. But, at the same time, its impact fell badly on the environment and the tourist places and pilgrimages have received severe environmental implications.

The Himalayan region in India remains a popular tourist destination as it attracts massive inflow of tourist round the year. The present study is focused on Uttarakhand as it provides both adventures and pilgrimage tourism along with educational tourism which made it one of the most important regions of Himalaya in terms of tourism. The state of Uttarakhad is divided in to two divisions the NorthWestern division is known as Garhwal and SouthEastern division is known as Kumaon. It is a hill state with beautiful forest and snow-capped mountains and sacred pilgrimage spot which attract touristsaltogether. It is a developing state and tourism plays an important role for generating the employment opportunities which provides source of living to local community. The tourism industry in the state creates environmental and socio economic consequences. The mountain tourism requires major concern as the massive infrastructural developmental activities are occurringfor the promotion of tourism with even estimating the tourism carrying capacity. The present study is focused to understand the general framework of tourism management for understanding problem's related to the region's requirement with " S " curve analysis and destination discontinuity for shifting the inflow of tourists from one destination to another destination for make this region a popular spot for tourists.

Tourism in India has expanded its position so rapidly in the past few decades and contributing greatly in nation's economic development and growth. According to world Travel and Tourism Council, during 2016 it was generated Rs 14.02 lakh crore (US $ 220 billion) or 9.6% of the nation's GDP and created 40.343 million jobs which accounted 9.35 of the total employment. Uttarakhand, the 27 th state of the Republic of India is significantly known as " Heaven on Earth " or " Abode of the Gods ". The state of Uttarakhand is blessed with several rivers, glaciers, peaks, snow clad mountains, dense forests, bugyals, skiing slopes, shrines, and places of historical importance and pilgrimage. Besides Pilgrimage tourism (Badrinath, Kedarnath, Gangotri and Yamunotri) the few new kinds of tourism products i.e. Film tourism, Medical tourism are also expanding its area in the state and flourishing with other tourism products. Yoga festivals are also organising at its various places. The study will analyze that what kind of tourists has visited the state. The study will also conduct a comparative analysis of tourists visiting purposes in both the Kumaun and Garhwal regions of the state of Uttarakhand. The study will also highlight the areas where more attention is required to be given for the development of tourism in the state. For the research study the researcher has collected data from tourists by meeting them at various accommodating units (including big-small hotels, lodges, railway dormitories, dharmashalas, KMVN/GMVN staying units. In this process, adequate care has been taken to include tourists belonging to different countries of the globe and different states of India. The questionnaires were distributed among 200 tourists (including domestic and collected and analyzed. 50 tourists from each sampled district were included in the sample. Hence the study is important to find out the state's potential to prove as all time and all purpose visiting place and it should be properly propagated to increase greater number of domestic and foreign tourists visiting to the state of Uttarakhand.

The main objective of this paper is to identify Uttarakhand destination competitiveness, tourism facilities and problems faced by the tourism department in promoting Uttarakhand. One hundred stakeholders from the five major cities of Uttarakhand were surveyed using the random sampling method. For the analysis of data collected by questionnaires, the researcher has applied both descriptive and advanced statistical techniques. The findings revealed that there were significant differences among the perceptions of stakeholders in the field of tourism in Uttarakhand. As per the stakeholders’ opinions, Uttarakhand tourism is facing various sorts of problems, mainly economic, political, environmental, infrastructural and social issue. It may be also helpful for the government in taking implementing suggestive measures for the promotion and development of tourism sector, which might then satisfy the stakeholders.

The main objective of the research paper is to examine the status, scenario and growth rate of tourism industry in India and Uttarakhand in particular. The socio economic impact and effect of Himalayan Tsunami on the tourism industry in the state of Uttarakhand has also been covered in the present study. During 2012 the foreign tourist data was just 2.38 million but it augmented three fold in a decade to 6.97 million in 2013 with an average annual growth of 28.78%. At present India’s global ranking in terms of total tourist arrival is 42 and in terms of FEE it got 16th position which means that India is one of the most favoured nations of the world in top 50 tourist countries. India can increase its standing in the list of most favoured nation if it will take care of negative incidents. The Uttarakhand tourism industry also shows the almost same trend as in case of Indian tourism but instead of continuous increase in the total number of tourist arrival it shows decrease in number (2008-2013) because in this hilly state there were so many negative incidents happened like continuous landslides and cloud outburst in rainy season and as it is a tourist dominant state of all the seasons. The total tourist arrival in Uttarakhand is doubled in a decade but if we exclude 2013 then we can observe that it tripled in 2012 but due to Himalayan tsunami the tourism trend in Uttarakhand is badly affected by a negative growth rate of - 28.07%.

Soaring ambitions: Ropeway firms swing to action to transform travel, tourism

  • A ₹ 1.25 trillion plan is set to elevate India’s tourism and urban transit, as ropeway companies gear up to revolutionize connectivity across scenic and urban landscapes

NEW DELHI : Mobility and tourism go hand in hand, and a transformative plan is now in the works that could significantly boost both these sectors across India. 

In January, Nitin Gadkari, minister for roads and highways, announced the government's plans to develop more than 200 ropeway projects valued at ₹ 1.25 trillion over the next five years. This initiative is aimed at revolutionizing travel and tourism, particularly in mountainous regions.

Gadkari highlighted the strategic importance of ropeways in enhancing the economic appeal of both tourist and urban destinations while simultaneously boosting local mobility solutions

The minister had also emphasized the benefits of reducing project costs and fostering public private partnerships (PPP) as catalysts for a proliferation of such projects.

Companies, projects and plans

Among the early adopters of this initiative is Usha Breco. Established in 1969 and a pioneer in the ropeway sector, having launched its first passenger ropeway at Maa Mansa Devi in Haridwar, the company is currently evaluating four projects that could significantly expand its operational scope. 

With projects spread across Gujarat, Uttarakhand, Kerala, Odisha, and Assam, Usha Breco is actively seeking to extend its footprint beyond the nine ropeways it manages under the ‘Udan Khatola’ brand, using the Build-Operate-Transfer (BOT) model in partnership with the government.

Manoj Panwar, president of operations at Usha Breco, said that increasing domestic travel demand has elevated the role of ropeways at key tourist destinations.

Advancements in technology have simplified access to mountainous and remote areas via ropeways, making them crucial for urban and tourist transportation, Panwar said. 

In recent years, the company has invested more than ₹ 200 crore to develop ropeways at places like Jatayupara in Kerala and Girnar in Gujarat. A recent memorandum of understanding with the Uttarakhand government involves a ₹ 1,000 crore investment to initiate new projects, he added.

The company plans to spend about ₹ 25 crore annually over the next three years on maintenance and repair of existing facilities, funded through internal accruals. 

A November 2023 report by CARE Edge Ratings highlighted Usha Breco's strategy to boost its operational income above ₹ 250 crore while maintaining robust profit margins, facilitated by the addition of new ropeway projects.

Meanwhile, in Maharashtra, proposals for five new ropeway projects by private entrepreneurs are expected to receive approval soon. These projects, including an 8-km long urban mobility ropeway starting from Sewri in Mumbai, are set to enhance local transportation solutions.

Skyview by Empyrean , another key player in the hospitality and ropeway sector, is considering a project to overhaul the ski facilities in Uttarakhand's Auli region. Originally built in the 1970s, the existing ropeway and ski facilities in Auli are due for an upgrade.

The state government has proposed building a new ropeway and significantly improving the existing ski infrastructure, the company's managing director Syed Junaid Altaf told Mint, adding that the company has a comprehensive redevelopment plan for Auli.

“We are actively evaluating three to four projects under the government's PPP…We are also evaluating more ropeways in Jammu & Kashmir and the North East states," he said.

FIL Industries, the parent company of Skyview, launched in 2014, collaborates closely with the government on revenue-sharing models and enhances regional tourism by integrating hotels, entertainment, and retail spaces with their ropeway projects. Currently, FIL is investing over ₹ 500 crore in building ropeway systems in Mussoorie and Yamunotri through a consortium arrangement.

Additionally, FIL is set to expand its Dehradun-Mussoorie ropeway project by adding hotel rooms, with the ropeway construction budgeted between ₹ 300-350 crore and an additional ₹ 100 crore planned for hotel development in the subsequent phase. Operations are scheduled to start in 2026, and the company also plans to develop a dining complex on a four-acre site at the valley's summit.

Ropeways and infrastructure

India's ropeway industry, although small with only a few full-time companies like Usha Breco and Damodar Ropeways & Infra Ltd (DRIL), plays a crucial role in the infrastructure landscape, often partnering with road construction firms under the hybrid annuity model for implementing highway projects.

In January, Gadkari had underlined the government's commitment to supporting ropeway development with 60% construction funding under the HAM, which is higher than the support extended for national highways, to attract more private investment. 

Ropeways offer a viable and economical alternative to traditional public transport systems, especially in less populous cities where large-scale metro systems are not feasible, Altaf said. 

With capacities ranging from 3,000-4,500 people per direction per hour, ropeways can significantly enhance urban mobility in tier II and III cities, he added.

The company's existing ropeway at Patnitop in Jammu and Kashmir is not just a transport solution but is being developed into a comprehensive tourist destination. The company has earmarked ₹ 25 crore to increase its hotel rooms from the existing 15 to 100 in the next three years.

"We get 100,000 tourists annually on this ropeway…the highway between Jammu and Srinagar…(will be complete) in the next 18 months. That will help increase tourism to the union territory and most of the tourism infrastructure in this area should benefit from that," he added.

Uttarakhand, also known as Devbhoomi or the Land of Gods, is home to numerous temples and welcomes devotees all year round. Among the countless religious sites and circuits that devotees visit in Uttarakhand, one of the most prominent is the Char Dham Yatra. This Yatra or pilgrimage is a tour of four holy sites - Yamunotri, Gangotri, Kedarnath and Badrinath – nestled high up in the Himalayas. In Hindi, 'char' means four and 'dham' refers to religious destinations.

The high-altitude shrines remain shut for around six months every year, opening in summers (April or May) and closing with the onset of winter (October or November). It is believed that one should complete the Char Dham Yatra in a clockwise direction. Hence, the pilgrimage starts from Yamunotri, proceeds towards Gangotri, onto Kedarnath, and finally ends at Badrinath. The journey can be completed by road or by air (helicopter services are available). Some devotees even do a Do Dham Yatra or a pilgrimage to two shrines - Kedarnath and Badrinath.

The Yamunotri temple, lodged in a narrow gorge close to the source of River Yamuna (the second-most sacred Indian river after River Ganga) in Uttarkashi district, is dedicated to Goddess Yamuna. The district of Uttarkashi is also home to Gangotri dedicated to Goddess Ganga, the most sacred of all Indian rivers. Located in the Rudraprayag district lies Kedarnath, dedicated to Lord Shiva. Badrinath, home to the sacred Badrinarayan Temple, is dedicated to Lord Vishnu. The Char Dham Yatra is as divine as it is arduous but fulfills the soul!

The registration helps in better monitoring & control of pilgrim inflow, making the journey safer for everyone. Ans : If you forget to register yourself before starting the journey, you can also do registration during travelling through the Tourist Care Uttarakhand portal or visit the registration centres.

Q6: How to reach Kedarnath?  

Ans : In order to visit Char Dham or any of the dhams, one has to first reach Haridwar or Rishikesh. Jolly Grant Airport in Dehradun is around 20 km away from Rishikesh. This airport is well connected with all major cities in India. The nearest railway stations to reach Kedarnath are Rishikesh (around 200 km away) or Haridwar (around 120 km). From Rishikesh or Haridwar one can start the yatra by Yatra Buses run by GMVN Ltd, GMOU Ltd. and TGMOU Ltd. Taxi service is also available from Haridwar and Rishikesh to Gaurikund, the last road stop before Kedarnath.

From Gaurikund you have to take the 17-km uphill trek that leads to Kedarnath Dham. Pony, doli (palanquin) and helicopter shuttle services are easily available.

Q7: How to reach Badrinath?  

Ans: From Rishikesh and Haridwar buses and taxis are easily available. Badrinath is around 300 km from Rishikesh, and 320 km from Haridwar.

Q8: How to reach Yamunotri?  

Ans : To reach Yamunotri, the first stop in the Char Dham yatra, you have to travel to Janki Chatti, which is around 220 km by road from Rishikesh. Taxis and busses are easily available. From here, take the 5-km uphill trek to Yamunotri Dham. Pony and doli services are available.

Q9: How to reach Gangotri?

  Ans: Gangotri is very well connected by road. Rishikesh to Gangotri is around 270 km and travellers can book buses/taxis that are easily available from Rishikesh and Haridwar.

Q10: How can I best plan my chardham yatra and how many minimum days are needed for the same?

Ans: Ex-Delhi the Char Dham tour by bus or taxi requires 12 days. However, the same tours from Rishikesh and Haridwar requires 10 days’ time. Travellers can also join group departure tours or customise tours conducted by GMVN Ltd or private tour operators. Tourist may also book Char Dham tour online at
