December is a awesome time to visit manali . rohtang will be closed officialy. You can visit solang valley to enjoy snow activities. manali to -- naggar is a perfect sight seen full day tour with rafting and kullu city .

And yeah Rohtang will be closed in that time frame of yours but Solang Valley is the best pick instead. One more thing try not to drive all by yourself and hire a chauffeur-driven cab or taxis instead because of the tracks and curves in these area. Hope you have great trip.
