Tour shows off $20 million investment to Minnesota fish hatchery

WATERVILLE, Minn. — A community tour Wednesday highlighted a massive investment to one of Minnesota's 15 fish hatcheries – a $20 million makeover, nearly 70 years in the making.
"This is generational. We've not had an investment to this level in many, many years, and it's needed," said Craig Soupir, who serves as the site's supervisor. "A lot of our hatcheries are kind of in this state, where they need some upgrades. This kind of investment is huge for Waterville."
The site raises more than 10,000 walleyes, muskies and more each year – from egg to fry – that are eventually stocked in Minnesota lakes and rivers.
It contributes to a more than $4.2 billion fishing industry statewide.

Yet much of the equipment at the Waterville hatchery is original to its 1950s build, which raises concerns over safety and space.
"Really, it's a great spot for a hatchery – it is old, though. It's becoming dilapidated – a lot of our infrastructure was put in during the early 1950s – and it's all original," Soupir said. "[The water] is not filtered. We need to have biosecurity. It's very important that we have that."
The rebuild comes thanks to a $150 million investment to Minnnesota's Department of Natural Resources – part of state funding created by "Get Out More" funding approved during the 2023 legislative session.
"Honestly, Minnesota has not seen this kind of foundational investment in our outdoors in a generation," said DNR Commissioner Sarah Strommen. "This is funding that really a generation of Minnesotans have not seen and the impacts will be felt for another generation."
Soupir says the site hopes to have a construction bid accepted by year's end, with hopes of breaking ground on a new facility by spring of 2026.

Clarification to school resource officer law could be at hand
A fix could be coming for a 2023 law whose interpretation led to uncertainty that some said put Minnesota students at risk.
Except in cases of preventing bodily harm or death, the law states a district employee, including a school resource officer, “shall not inflict any form of physical holding that restricts or impairs a pupil's ability to breathe; restricts or impairs a pupil's ability to communicate distress; places pressure or weight on a pupil's head, throat, neck, chest, lungs, sternum, diaphragm, back, or abdomen; or results in straddling a pupil's torso.”
Specifically, agencies and school districts sought clarification around the use of certain choke holds and face-down prone restraints resource officers can place on students.
Because of the perceived ambiguity in the law, more than 40 police departments pulled officers from participating school districts last fall as a result. In an opinion , Attorney General Keith Ellison said the law did not change when officers could use force.
Approved 7-5 by the House Education Policy Committee Monday, it would, in part, update use-of-force standards for school resource officers. It now moves to the House Public Safety Finance and Policy Committee, which plans to hear the bill Tuesday evening.
“This bill creates a process for all the stakeholders to be heard,” Frazier said. “This bill creates a process for comprehensive uniformity and transparency throughout the state. We don’t have that right now. As we’ve had these conversations with stakeholders, the one thing I know for certain is that they’re missing each other. People in one corner screaming, another corner screaming, but they’re not hearing each other. That’s an important part of this process. That we get them together and we have them understand what the concerns are. At the end of the day, they all want to create the safest environment possible for our kids.”
The bill would remove language specific to contracted security and school resource officers placing restraining holds on students.
Working with impacted Minnesotans including law enforcement agencies, local government, schools, community members and youth organizations, the Peace Officer Standards and Training Board would need to develop uniform training standards for school resource officers throughout the state. In fiscal year 2024, $150,000 would be allocated for this purpose, and $490,000 in each fiscal year from 2025-27.
Per the bill, the board must consider:
- issues to be addressed in a school resource officer contract;
- considerations for the proper use of force on school grounds, including the limitations on restraints, and response tactics and strategies that minimize the use and duration of prone restraint, other physical holds of students, and the duty to render reasonably prompt care to a person who an officer physically holds or restrains;
- alternative procedures that can be used to de-escalate conflicts in schools and students and others in crisis;
- ensuring school resource officers are being utilized appropriately and not for school disciplinary purposes;
- building constructive police relationships with students, administrators, and educational staff;
- proper procedures for protecting student data; and
- when a refresher training course is required.
“This SRO bill that’s in front of the committee today represents a comprehensive proposal. It creates clear duties for SROs in schools,” said Public Safety Commissioner Bob Jacobson. “It provides training requirements that are focused on school settings and working with students. … The one that I believe is most important is focusing on building constructive relationships between SROs, students and educators. This bill makes it clear that SROs are not allowed to be allowed in school discipline.”
Khulia Pringle, Minnesota manager of organizing and outreach of the National Parents Union, questioned why Minnesota restricts choke holds and face-down restraint for adults but would let an SRO use these techniques on school children.
“The legislation passed last session was a no-brainer, and now we are playing politics with the lives of children,” she said. “We believe the language is clear in the current bill. We also support parts of the bill that does offer SRO specialized training and some accountability for SROs in schools.”
“I think that all of us in the room, we have a common goal of working with kids and making sure kids are safe,” said Rep. Ben Bakeberg (R-Jordan), who voted against the bill. "And we just have to start out from that foundation that we want kids to be safe no matter where they’re at.”

Senate approves SRO law clarifications
Legislation to clarify the role of school resource officers (SRO) in Minnesota schools is one step closer to heading to the governor’s desk.
The Minnesota Senate overwhelmingly passed a bill to modify the use of reasonable force by SROs on Monday, a week after the House of Representatives approved the legislation .
However, before it heads to Gov. Tim Walz, it has to go back to the House to either accept a change made in the Senate or hammer out the differences in a conference committee. Once signed, it will take effect the day after he signs it into law.
The approved Senate amendment would allow school staff more abilities to intervene in certain situations to protect property from being damaged or stolen.
The development comes seven months after the SRO controversy first arose just before the start of a new school year. Some law enforcement officials then expressed concerns that changes made by state lawmakers last year to ban certain physical restraints on students wouldn’t allow SROs to do their jobs but would keep them liable for failing to intervene. That led some agencies to suspend their SRO programs, although many others continued their programs.
The clarifications will again allow more latitude for SROs while still prohibiting any school employees from placing students in the “prone” restraint. It will also require law enforcement agencies with an SRO program to have a written SRO policy and for SROs to undergo training.
Republicans have said the DFL is moving too slowly to pass the SRO updates and urged Walz to call a special session last fall, which the governor declined to do. Some law enforcement agencies have also urged lawmakers to move more quickly to approve the bill and asked to be included in any future updates to the SRO bill.
Meanwhile, some groups have defended the current law and opposed a fix to clarify it, saying SROs shouldn’t be able to restrain students unless there’s a threat of imminent danger.

ST. PAUL, Minn. (FOX 9) - Clarifications to a law passed last year restricting the force a School Resource Officer (SRO) can use when restraining students in Minnesota schools have now been signed into law. The latest version clarifies the wording of the law , most notably stating that officers are not school employees and, therefore, not subject to the tighter restrictions on force. However, restrictions such as a ban on chokeholds will remain in place. Initially passing the House and Senate, the bill then headed to a Conference Committee earlier this week, where lawmakers from both chambers hashed out differences in each to come to a final piece of legislation . Lasting less than 10 minutes, a final version was approved by the committee, with an amendment that would have allowed SROs to use force, "to prevent theft, damage, or destruction of property" failing to gain approval.
The final version then re-passed the House by a vote of 119-9 on Wednesday and passed the Senate 61-3 on Thursday. On Thursday evening, Governor Walz's office said he had signed the bill into law.

Frankie Capan III shoots 13-under 58 in Korn Ferry Tour event at Texas Rangers Golf Club

ARLINGTON, Texas (AP) — Frankie Capan III shot a 13-under 58 on Thursday in the Veritex Bank Championship at Texas Rangers Golf Club to tie the Korn Ferry Tour record for relation to par and match the second-lowest score in tour history.
Capan played an eight-hole stretch in 9 under, making an eagle on the par-5 ninth and following with seven straight birdies. He two-putted for par on the par-4 17th, then hit into a fairway bunker on the par-5 18th and ended up saving par with a 7-foot putt.
“Whenever you’re out there playing well and going low, I really just wanted to keep going as much as I could,” Capan said. “I know this course might be gettable the next few days, so just tried to get as many as I could.”
Cristobal Del Solar shot the lowest round in Korn Ferry Tour history with a 13-under 57 in February in the Astara Golf Championship in Colombia. There have been 13 sub-60 rounds on the Korn Ferry Tour, six in the last 370 days
The 58 broke the course record of 59 set by Masters champion Scottie Scheffler in a casual round with friends on May 3, 2020.
“When someone said it was for 58, I was excited because I know Scottie Scheffler shot 59, so whenever you can beat that guy, especially nowadays, I mean, you’ve got to take advantage,” Capan said.
The 24-year-old Capan, making his 31st Korn Ferry Tour star, played at the University of Alabama and Florida Gulf Coast He previously shot 59 in the final round of a high school state championship
“I shot 59 before, so I thought, you know, may as well break that,” Capan said. “It was a lot of fun out there. After the first four, five holes, I just felt really comfortable with my game and where I was at.”
Trent Phillips was second after a 61. Tim Widing, the winner of the LECOM Suncoast Classic last week, had a 62.
The wind gusted to 30 mph on the mostly cloudy day, with a high temperature of 78.
