Eager for visitors, the Philippines reopens to international tourists.

The Southeast Asian nation had closed its borders to most visitors for nearly two years.

MANILA — The Philippines reopened to international tourists on Thursday for the first time in almost two years, as it looks to kick-start an economy hit hard by the pandemic and the measures taken to control it.

Tourists from 157 countries that have a no-visa arrangement with the Philippines are now welcome, provided they are fully vaccinated and can show a negative coronavirus test, the government said.

The Philippine tourism secretary, Bernadette Romulo-Puyat, said reopening the sector was part of the government’s overall program to revitalize the economy, which has suffered greatly in the health crisis but slightly recovered last year.

“We haven’t had good news for a long time,” she said, adding that she was confident the change would bring back jobs and revenue lost during the pandemic.

Unvaccinated travelers will still need to check into quarantine facilities on arrival, she said, but fully vaccinated Filipino nationals and foreigners would not.

She stressed that nearly all workers in the country’s tourism sector have been vaccinated, and that her department was also helping tourism workers get booster shots.

All hotels in the Philippines have also gone through and completed safety audits, she said.

The Philippines, with a population of 110 million, has recorded an average of about 6,500 new cases a day over the past week, according to the Center for Systems Science and Engineering at Johns Hopkins University. That represents a sharp drop from less than a month ago, when the country was recording more than 30,000 cases a day.

The “careful reopening of the economy” came amid strong lobbying from Ms. Romulo-Puyat, who noted that tourism-related industries suffered tremendously from the health-induced slowdown. The Philippines’ economy grew 5.6 percent last year, after a harsh recession in 2020.

The reopening was originally set for December but was delayed when the highly transmissible Omicron variant spread around the world.

MANILA, Philippines — The Philippines will lift a ban on the entry of foreign tourists and businesspeople next month after nearly two years, in a move to revive the battered tourism industry as the latest coronavirus outbreak started to ease, officials said Friday.

Tourism Secretary Berna Romulo-Puyat said the country will reopen its doors to travelers from more than 150 countries with visa-free privileges starting Feb. 10. Foreign travelers will no longer be required to quarantine in government-designated centers upon arrival if they have been fully vaccinated and tested negative prior to arrival, officials said.

The government had initially planned to lift the ban on Dec. 1 but indefinitely postponed it as the more contagious omicron variant spread, which also prompted authorities to reimpose tighter restrictions .

The number of daily infections has dropped considerably in the capital in recent days.

“We’re done with border control,” Health Undersecretary Rosario Vergeire told a news conference, adding that government focus has shifted to preventing community transmission of the omicron variant, which has caused five deaths in the country so far.

“We are also aware that there is no room for complacency given the unpredictability of the virus,” Puyat said. “We will closely monitor the situation and ensure that health and safety protocols are strictly implemented in all tourism establishments.”

The number of tourists dropped by more than 6 million, and more than a million Filipinos lost their jobs in tourism businesses and destinations in the first year of the pandemic alone, according to government statistics. Tourism destinations, including popular beach and island resorts, resembled ghost towns at the height of pandemic lockdowns.

The Philippines has reported more than 3.5 million confirmed COVID-19 infections, with 53,801 deaths, the second-highest totals in Southeast Asia after Indonesia.

The U.S. State Department , earlier in January, encouraged Americans to "reconsider travel" to the Philippines due to COVID-19. It also warned travelers to "exercise increased caution due to crime, terrorism, civil unrest, and kidnapping."

Boracay Island, the most popular beach in the Philippines, is making a comeback after nearly two years of pandemic restrictions. It comes as the Philippines finally reopens its borders to tourism.

A MARTINEZ, HOST:

Tourism makes up a big chunk of the economy of the Philippines, which started bringing back foreign tourists this month. The country's most popular beach destination is hoping to become a model for safely reopening tourism spots amid the pandemic. As Ashley Westerman reports, locals hope a mix of vaccines and positive attitudes will help restore Boracay Island to its former glory.

ASHLEY WESTERMAN, BYLINE: When you reach the jetty port in Caticlan to hop a ferry to Boracay Island, visitors are greeted by the typical local niceties.

UNIDENTIFIED PERSON: Hello, ma'am.

WESTERMAN: Hello, ma'am. Welcome. Good day. And then there's this.

(SOUNDBITE OF THERMOMETER BEEPING)

AUTOMATED VOICE: Normal temperature.

WESTERMAN: One of those little boxy, white digital thermometers takes everyone's temperature entering the port.

WESTERMAN: These devices are now just one of the many ways officials in the Philippines' most popular beach spot are trying to ensure everyone visiting their island paradise is healthy. The Philippines has experienced the worst pandemic recession in all of Southeast Asia. So when officials in late January announced that foreign tourists would be welcome back, they made it clear the move was about helping the country's hard-hit economy. Twelve percent of the Philippines' GDP every year comes from tourism. Soon after, Boracay started making vacationing here more palatable. Officials dropped the required COVID-19 PCR test for fully vaccinated individuals and allowed hotels to book more guests and restaurants to seat more people. And while visitors still have to fill out a health declaration, wear masks in public and social distance, officials here say it's time to reopen.

FROLIBAR BAUTISTA: Boracay is very dependent on tourists - meaning, no tourists, no income.

WESTERMAN: Frolibar Bautista is acting mayor of Malay, the town in which Boracay is part of. He says the last two years have been really hard on island residents. Pre-pandemic, Boracay's pristine white beaches and crystal blue-green water attracted over 2 million visitors in 2019. In 2020, that number dwindled to just over 16,000, mostly domestic travelers. Bautista says getting locals vaccinated has been the priority in preparing to reopen to international travelers.

BAUTISTA: A hundred percent of our tourism workers are already vaccinated. And the residents are almost 80% vaccinated.

WESTERMAN: Bautista says because of this, residents should have nothing to fear when it comes to welcoming back foreign tourists to Bautista. At White Beach, the island's main drag, vendors are honking everything from island-hopping tours and diving expeditions to henna tattoos and dinner.

MARK RAYMOND DE LEON: Hello (non-English language spoken).

WESTERMAN: Mark Raymond de Leon (ph) has been coordinating activities here for nearly 15 years. Before the pandemic, he was making nearly $1,000 a month. Since, that's dropped by more than half. De Leon says he's ready to serve international tours again. Though, he is a bit worried about coronavirus cases going up.

DE LEON: We need the tourists in the island. That's why we need to face it (laughter).

WESTERMAN: Nearby, Gladys Flucious (ph) says she's not worried about the virus because of Boracay's high vaccination rate.

So are you ready for international tourists?

GLADYS FLUCIOUS: Yes. We're so excited (laughter).

WESTERMAN: It's a glimmer of hope after enduring nearly two years of economic hardship.

Tracking the comeback of Philippine tourism

Tourism is getting back on foot after its expansion got blown by the coronavirus disease 2019 (COVID-19) lockdowns and travel restrictions. Although the number of visitor arrivals and domestic trips in the country has yet to reach their pre-pandemic levels so far, the relaxation of restrictions has somehow driven the industry to move forward.

Since the easing of the country’s border restrictions in February, the Philippines has welcomed two million visitors, according to the Department of Tourism (DoT).

As of Nov. 14, the department reported a total of 2,025,421 visitor arrivals to the country, 73.43% or more than 1.48 million of which are foreign tourists, while over 538,000 (26.57%) are overseas Filipinos.

Among these foreign tourist arrivals, 19.01% came from the United States of America, the highest number of foreign tourist arrivals count by country. South Korea followed with 14.10%, then Australia with 4.75%.

Canada, the United Kingdom, Japan, India, Singapore, Malaysia, and Vietnam completed the top 10 list of countries with the most tourist arrivals to the Philippines.

Visitor arrivals from February to September brought over P100.7 billion in revenues to the tourism sector, soaring 1,938.14% from the P4.94 billion recorded in the same period in 2021.

The two million visitor arrivals surpassed the DoT’s 1.7 million tourist projections, said Tourism Secretary Christina Garcia-Frasco.

“We therefore must meet this with the continued implementation of enabling mechanisms that will convey not only the country’s openness to welcome more tourists but also conduciveness to tourism business and livelihood opportunities for our fellow Filipinos,” she said in a statement.

In 2021, the Philippines recorded only 163,879 visitor arrivals, an 88.95% slump from the 1.48 million seen in the year prior, according to data from the DoT.

Meanwhile, the 2021 Philippine Tourism Satellite Accounts (PTSA) reported that demand for domestic tourism increased by 38.16% to more than 37 million trips last year. The top overnight destinations for local tourists were the National Capital Region, Calabarzon (Cavite, Laguna, Batangas, Rizal, and Quezon), and Central Luzon.

Employment in tourism industries also increased by 4.6% in 2021, with 4.9 million employed individuals. Overall, tourism generated 11.1% of the country’s total employment in the previous year.

In addition, passenger transport has the highest share of employment among the tourism industries, accounting for 38.3%.

In 2021, the tourism sector’s contribution to the country’s gross domestic product (GDP) inched up to 5.2%, amounting to P1 trillion.

Philippine tourism is expected to reach pre-pandemic levels by 2024, as industry stakeholders told BusinessWorld in a report last June, though the demand could be challenged by certain factors such as high inflation.

The country welcomed over 8.26 million visitor arrivals back in 2019, while about 122 million domestic trips were tallied. The tourism sector’s share in the country’s GDP then was at 12.7% or P2.48 trillion.

Plans for tourism recovery

The DoT, last August, laid out its plans and programs for the recovery of the tourism industry. Among these were the establishment of tourist service rest areas, a Tourist Assistance Call Center, improvements in land and sea tourist facilities, the launch of a guest incentive system, ensuring visitors’ health and security, and the development of the Tourist Lifecycle App, among others.

Ms. Frasco shared that at least 10 tourist service rest areas would be set out in strategic locations in Luzon, Visayas, and Mindanao for this year. These areas would cater to visitors who need accommodation, information, safety, and security, as well as those looking for local products as there will also be a pasalubong center inside.

Meanwhile, the Tourist Lifecycle App would help tourists by linking them to accredited establishments for accommodation, shopping, food, rides to accredited transportation, tour operators, and tour guides.

The DoT has just launched the guest incentive system called “ Bisita Be My Guest” program, which will offer raffle prizes to overseas Filipino workers and overseas Filipinos who would invite foreigners to visit the country.

Ms. Frasco also shared that the DoT is working on the development of new regional tourism circuits, and cultural and heritage hubs. It also works on mechanisms that seek to improve tourism standards, product accreditation, and review of product audits to be at par with international tourism standards, identify and address gaps, and include emerging standards that address the needs of the modern traveler.

The department is also looking into setting forth innovative tourism services like hop-on and hop-off buses in key tourism destinations as well as international and local river cruises.

“There is much work that needs to be done. Our greatest challenge now is to not only to grow the industry back to its pre-pandemic level, which used to hold more than 12% of the country’s total gross domestic product, but to exceed our previous position and take a primary tourism position in the ASEAN (Association of Southeast Asian Nations) and globally as that is the birthright of every Filipino,” the Tourism Secretary said.

“We anticipate that with the gradual recovery of the tourism industry, this industry will once again become one of the major drivers of the national economy, and a major contributor to our gross domestic product,” she added. — Chelsey Keith P. Ignacio

MANILA, 8 September 2021: The Philippines’ Department of Tourism will pursue a 2022 recovery plan with an end goal of a sustainable, resilient, and inclusive tourism industry, the Philippines News Agency reported earlier this week.

Secretary Bernadette Romulo-Puyat presented the plan as part of the DOT’s proposed 2022 budget to the House of Representatives appropriations committee.

The DOT has proposed a PHP3.52 billion budget for 2022 to support its plans and programmes, as well as a PHP63.71 million allocation for the Intramuros Administration and PHP203.79 million for the National Parks Development Committee.

The plan calls for more green tourism lanes first for domestic tourists in early 2022 once the Covid-19 situation in the Philippines stabilises. International travel should follow based on the country’s vaccination programme and stabilising Covid-19. Like its neighbours in ASEAN, the country is looking at ways to live with Covid-19 and establish policies for tourism that are not conditional on achieving zero virus outbreaks, but so far, there are no clear indicators on when the Philippines will fully open to vaccinated international travellers.

“As international borders start to open, the key, strategic and opportunity markets will be engaged and green lanes explored in preparation for revenge travel,” Romulo-Puyat said.

Romulo-Puyat said the DOT’s policy direction banks on the reformulated National Tourism Development Plan (NTDP) for 2016 to 2022, which has a three-pronged thrust of promoting safe, fun, and competitive tourism; pursuing sustainable, inclusive, and resilient tourism; and strengthening governance and destination management.

The DOT has also updated its Tourism Response and Recovery Plan (TRRP) with the main objective of mitigating the impact of the pandemic on the tourism industry.

She said this would guide the department and stakeholders in ensuring the protection of jobs and safety of travel workers, visitors, and communities, as well as support for tourism enterprises.

Among others, it will help rebuild confidence and growing demand in domestic and foreign markets.

“Under the Tourism Standards and Enforcement Program, we shall continue to improve service standards and restore confidence to travel, develop, and enforce tourism standards that are at par with global best practices,” she said.

Before the pandemic, the tourism industry contributed PHP2.51 trillion, or nearly 13%, to the country’s Gross Domestic Product. This dropped to PHP973.31 billion in 2020 at the height of the health crisis.

Based on the World Tourism Barometer report of the United Nations World Tourism Organization issued in May, the global travel industry suffered a decline of 72.9% in international visitor arrivals in 2020.

The Philippines registered a much steeper 82% slide from 8.26 million tourist arrivals in 2019 to just 1.48 million in 2020.

“Despite the challenges and limitations in 2020 and 2021, the DOT supports efforts to keep the tourism industry afloat while laying the groundwork for the industry’s recovery,” Romulo-Puyat said.

She said the DOT is focused heavily on providing immediate response to those displaced by the pandemic.

As of 26 August, Romulo-Puyat reported DOT had conducted 352 training courses for industry stakeholders with 19,871 participants.

“During the industry’s downtime, we were able to reskill, upskill, and retool the tourism stakeholders with the health and safety protocols and operations under a new normal environment,” she said.

Further, 44 new tourism circuits were established by the department, in addition to the 71 that are still undergoing development.

DOT: Philippines open to all countries starting April 1, 2022

The Philippines will reopen its borders to travelers from all countries, including from visa countries, starting April 1, Tourism Secretary Bernadette Romulo-Puyat said on Thursday.

In a radio interview, Puyat said the Inter-Agency Task Force (IATF) has approved the further scaling up of the tourism industry to all foreigners.

“Starting April 1, pumayag na ang IATF na all countries na ang papayagan dito. Noong February 10, nagbukas tayo for visa-free countries. Starting April 1, for all countries,” she said.

[The IATF has agreed to reopen to all countries starting April 1. On February 10, we opened our doors to visitors from visa-free countries. Starting April 1 it will be for all countries.]

The Philippines has started accepting business and leisure travelers from 157 visa-free countries on February 10, for the first time in two years since the pandemic began.

Only fully vaccinated foreign tourists from visa-free countries are allowed entry. They should also present a negative COVID-19 RT-PCR test result taken 48 hours prior to their trip.

For visa countries, Puyat noted that the requirements set by the IATF remain, with an additional option of presenting a negative laboratory-based antigen result taken 24 hours before departure.

“Ang importante dito sa (what's important is) lab-based antigen [as] it captures those that continue to test positive [but] recovered already," she said.

Normally, for RT-PCR, you test positive for the next three months when you get COVID-19. Now, with the negative lab-based antigen, that captures those who have recovered, she added in a mix of Tagalog and English.

Puyat further pointed out that the country has recorded 96,000 tourists since the country eased up its borders to foreign tourists amid the pandemic.

“From February 10 to March 15, we’ve received already 96,096 tourists. So close to 100,000 na tayo na tourists. We’re pleasantly surprised, at least tuloy-tuloy na [it's continuous]. And this is only from visa-free countries,” she added.  —LBG, GMA News

February 2024:  “Our main requirement for travel to the Philippines was completing an online form within 72 hours of arriving. Our airline reminded us to do the same process before departing the Philippines as well. The form asks for flight info, countries visited in the last 30 days, and whether you have been sick or exposed to someone ‘known to have communicable/infectious disease’ in the past 30 days. We then received a QR code to show at the airport. We did not need to show the QR code upon arrival or departure (airline staff told me it’s actually for Philippine passport holders only). Is the Philippines open for travel? Can I travel to the Philippines right now?

Effective July 2023 , all travelers are allowed entry in the Philippines without restrictions. The following are no longer required to enter the Philippines:

  • Proof of Vaccination
  • Proof of negative Covid test (for unvaccinated or partially vaccinated travelers)
  • Travel insurance

However, travelers must still meet the following requirements:

  • As of April 2023, all travelers, including children. are required to register via the Electronic Travel Declaration System no earlier than 72 hours from the intended arrival.
  • Passport must be valid for at least six months at the time of arrival.
  • Have booked a return or outbound ticket (affiliate link).

U.S. citizens are allowed visa-free entry into the Philippines for 30 days.

Quarantine rules in the Philippines: What happens if I get Covid?

All travelers arriving in the Philippines are not required to quarantine.

Foreign tourists who  test positive for Covid while in the Philippines must continue to isolate and undergo quarantine.

For cases with moderate to severe symptoms or belonging to the immunocompromised category, isolation of 10 days from onset of signs and symptoms is required. Patient may be required to be admitted to a health care facility based on the advice of the attending physician.

For severe cases and immunocompromised cases , isolation is required and may end only upon the advice of their health care provider.

Patients with mild symptoms or asymptomatic are advised to isolate at home for five days or until fever-free for at least 24 hours without using antipyretics such as paracetamol, whichever is earlier.

Foreign tourists may be required to cover the costs of quarantine accommodations or hospitalization.

What service businesses and restaurants are open in the Philippines? Markets and groceries, which are considered essential businesses, remained open throughout the duration of the community quarantine in the Philippines.

Restaurants are permitted to accept dine-ins. Malls, personal care services, and entertainment establishments are also back in business following health and safety protocols.

More hotels, resorts, and other accommodation establishments are allowed to operate under different community quarantine classifications and cater to local travelers.

Do I need to provide proof of vaccination or a negative test to enter or stay at hotels, resorts, and other accommodation establishments in the Philippines? Most accommodation establishments in the Philippines no longer require a proof of vaccination or a negative Covid test.

How has the Coronavirus impacted the Philippines?

The first case of the Coronavirus was confirmed in the Philippines January 30, 2020 and the country was placed under a State of Public Health Emergency on March 8, 2020.

As a measure to limit the spread of the virus, lockdowns or community quarantines have been imposed since March 15, 2020. Despite implementing strict lockdowns, the country still experienced surges in cases, reporting more confirmed cases and deaths than any other Southeast Asian country.

I’ve traveled around Clark and Manila for a month and most of the businesses like cafes, restaurants and even tours are all back – I love how I was able to see famous spots with less tourists!

Healthcare, testing, and local attractions are fully operational in most cities and touristy towns. Hotels and restaurants provide sanitizers, and staff are vaccinated with open-air setups. Airports in the Philippines have synchronized e-travel for smoother lines. Most popular destinations have maximum tourists now, so booking ahead is advisable to secure your spot.”

June 2023 – Liza of Always in Spain : “I’m in the Philippines for one month (May to June 2023) to visit family and travel around the country.

Tourism in the Philippines is thriving again! Tourist attractions are open without restrictions, tour operators are offering services again, and transportation (air & land) look fully open for domestic travel so it’s easy to get around the country.

Aside from having to complete a declaration upon arrival, things are back to normal in the Philippines. Some people still prefer to mask up (especially indoors) but it’s not obligatory.

Pharmacies are plentiful in the large cities so you have easy access to home testing kits and over-the-counter medication if you need it. If you’re traveling to more remote areas, it’s a good idea to have your own emergency medical kit just in case.”

February 2023 – Kieren of Wales Guidebook , UK traveler:  “My girlfriend and I visited the Philippines for 10 days in February 2023 with a return trip from Bali. Tourism in the Philippines is mostly back to normal. Aside from being asked to wear masks at airports and onboard with some airlines, there were no other Covid requirements or restrictions and I can highly recommend visiting at this time.

Although signage regarding Covid restrictions (such as mask wearing) are still on display across the country, these are rarely enforced. You may still see staff wearing masks in supermarkets and shopping malls. Pharmacies are readily available in most areas frequented by tourists and the level of English is usually enough to get any medicine you need. Chain pharmacies, such as Watsons, are more likely to speak a good level of English.”

October 2022 – Jennifer Terri, Philippines:

September 2022 – Elizabeth, visitor from UK:   “I visited the Philippines for a 3-week trip to explore its top destinations. The locals are still wearing masks, however, it’s a bit more relaxed, especially in the open public area. When you enter an establishment, you will be asked or expected to put on the mask.

Most businesses related to tourism are open or in service such as airlines, hotels, and tour agencies. Locals seems to be getting back on travelling as well, but it seems like the airlines are not well-staffed resulting in long queues, although very little delay.”

July 2022 – Angeline of GoAroundPhilippines.com , resident:  “All tourist destinations in the country are open and locals mostly enjoy them now. It is the best time to visit as there are still few tourists around and you can easily get cheaper rates for hotels and tours as companies need tourists.

The islands and beaches have gone through a bit of a break so they’ve become more vibrant and marine animals are plenty. There are still no long lines or crowds either.”

March 2022 – Camille, resident of the Philippines: “Things are finally the closest it’s been to “back to normal” after two long years of strict quarantine rules. Everything feels much more relaxed and people are happy to go out, dine out, party, and travel. Even though it feels like back to normal, most people still comply with wearing masks almost everywhere so this is something foreigners should expect and be sensitive in following.

Many places still are at limited capacity though, so lines are long and crowds can be packed. As much as possible, we appreciate it when tourists are understanding of any delays or mishaps. There’s a period of adjustment since it’s only been recently that things are as they were before. Many workers have been affected and are now happy to get back to work, so patience and tips are appreciated. At the end of the day, tourism has always played a big part in our economy so you’ll definitely feel welcome.”

July 2021 – Ailene, resident of Manila: “The Philippines does not currently allow tourists to enter the country. Majority of the residents are hesitant to the reopening of the borders to foreign tourists because of the fear that our healthcare system would collapse if there will be a surge in Covid cases. In Metro Manila, people (except children and senior citizens) are free to move within the city as long as the curfew, social distancing, face mask, and face shield rules are observed. Traveling to other places outside Metro Manila is also possible. Travel restrictions are generally being followed. However, there were some instances when people were caught violating the rules such as faking their Covid results, partying, and not following the curfew. Access to healthcare is a little difficult. In some hospitals and clinics, patients without an appointment will not be allowed to enter. But virtual consultation is also available. Getting tested for Covid is easier. People have an option to get tested at clinics, hospitals, drive through testing centers, or at home. Access to local attractions is possible as long as the needed requirements are provided. A negative Covid test is required in some destinations, while a health certificate is enough for some. Right now, the safest and preferred places to travel to are private resorts and outdoor open areas like parks and beaches where interaction with other people can be avoided as much as possible. Restaurants, groceries, and other food service can be accessed easily. Although public transportation is available for travelers, it is safer to travel in private vehicles.”

June 2021 – Tina of https://iwentanyways.com , resident of Philippines: “Many provinces in the country are not yet open to tourism, and those that are already open have requirements that need to be followed. Locals have varying reaction to their place opening up to tourists. Some support the opening due to financial reasons, while those that are not in favor are concerned that these tourists might spread the virus in their place. Travel restrictions are being followed by locals and visitors, but I’ve heard of stories of some people who do not follow it but are able to get away with it. As for the healthcare and testing, most of the hospitals and testing centers are available in the capital cities. Some provinces that have opened for tourism require visitors to register in an app and wait for the approval of their visit before they could travel. This is required for contact tracing purposes.”

We have booked a trip to the Philippines next month. We have not been vaccinated for covid19, Earlier it was mentioned that we had to take a corona test to enter the philippines. This means that you are no longer required to present a negative Covid test to enter the Philippines. For traveling within the Philippines, restrictions are also no longer in effect. Hello, I’m a little confused on one issue. I’m a US citizen unvaccinated and would like to fly to the Philippines. I know what tests, etc I need to actually fly to the philippines, but what is not clear to me based on conflicting information is will I be required to take another covid test on arrival if the 24 hour one taken before flight was negative? One thing I don’t want to happen is discover I have to have another one when I arrive as I really hate them since they are so unnecessarily intrusive, and I’ve read some places that you will need a second one on arrival regardless of the results of the preflight test. According to the current entry rules , unvaccinated or partially vaccinated “travelers 15 years and older who fail to present a negative pre-departure testing shall be required to undergo a laboratory-based Antigen Test UPON ARRIVAL at the airport.” Therefore, if you can provide a valid and negative pre-departure Covid test when you arrive in the Philippines, then you will no longer have to test upon arrival at the airport.

Is a negative COVID test result required for return travel from the Philippines to the United States?

Hi. Regardless of departure point, test results are not required going to the US, and as of this month (May 2023), noncitizen nonimmigrant air passengers no longer need to show proof of being fully vaccinated either.

I am traveling to the Philippines in July 2023. I see that the Philippines currently still requires a negative Antigen Test for entry. Once a traveler has entered the country and wants to travel to different locations (such as Tacloban, Cebu City, Bohol, etc.) does a traveler have to provide a clean test at every domestic airport in the Philippines to board the plane if I stayed at each different location for 3-5 days? I need clarification as the domestic air carriers (Cebu Pacific, Air Asia, etc.) indicate that you need at least a negative Antigen Test to board on their websites. Hi Greg. It is correct that the Philippines still require proof of a negative COVID test for entry if a traveler is unvaccinated or partially vaccinated. For travel within the Philippines, most destination no longer require a negative test for domestic flights. However, please note that some destination may still require a negative test and other documents for domestic travel depending on the local authorities’ regulations. For travel to Japan, you will need to provide a pre-travel COVID-19 test conducted within 72 hours prior to departure from the country/region of origin. You may check the Japan Ministry of Foreign Affairs webpage or the U.S. Embassy in Japan webpage for details.

For travel to the Philippines, you will need the follwing: – negative Antigen test certificate from a clinic conducted within 24 hours of departure from the country of origin – complete a BOQ e-Health Declaration Card (e-HDC), including children – passport valid for at least six months at the time of arrival – return or outbound ticket to your country of origin or next country of destination.

Once you’re in the Philippines, the requirements to travel to Boracay are the following: – Tourist Arrival Form – Confirmed Boracay Hotel Booking slip/voucher – Passport (for Foreigners)

Hi Isabel. Thanks for visiting our blog! The current restriction states that foreign nationals (including Balikbayans) visiting the Philippines without a visa must be vaccinated. Unfortunately, you won’t be allowed entry into the Philippines based on the current rules. The same goes for your 4-year-old son since he will follow the rules that are applicable to you. However, if you will enter the Philippines with a visa or if you have double citizenship (Filipino and American) then it’s possible that you and your son may be allowed entry. We recommend that you contact or visit the Philippine Embassy in your area to see if there are any exemptions applicable to you that will allow you to visit the Philippines. Hope this helps.

Thus, the need for a valid return ticket to your country of origin or your next destination dated not more than 30 days from the date of arrival in the Philippines. If you want to stay in the Philippines for more than 30 days, you will need to apply for a Philippine tourist visa. You need to contact the Philippine Embassy or Consulate near you for information on how to apply for a Philippine tourist visa. I hope this helps.

According to the Philippine’s quarantine rules, children below the age of 12 who cannot be vaccinated must follow the quarantine protocols of the parents traveling with them. Since you and your husband are fully vaccinated and do not need to quarantine, your son is not required to quarantine as well. You may also contact the Philippine Bureau of Immigration for more information regarding entry requirements.

If you are traveling to the Philippines from the United States and fully vaccinated, you still need to quarantine at a government approved facility until the result of a RT-PCR test taken on the 5th day of quarantine is released. Vaccination-Quarantine I understand that as we are “fully” vaccinated we will be required to “reside” at a hotel for 7 days with a PCR test on Day 5, and if the PCR test is clear we can then shorten the full 14-day period to 10 days? Can the hotel be “of our choice” if that hotel provides such facilities, or are their only “designated” hotels to choose from? At the hotel do we have full access to its facilities such as swimming pool etc if open, or are we “imprisioned” in our rooms for the duration?

Post-Quarantine Travel in the Locale Are there any restrictions for “ALL” in moving around the locale to say attend golf courses if open, and can we travel by public transport. Are there any “AGE” restrictions as we are seniors, although the exact ages are a “closely guarded secret”!

Travel to Provences On arrival into Manila can we “immediately” transfer to the domestic airport for travel to the Provences for quarantine, or do we have to quarantine in Manila before moving on?

Hi – Is there a quarantine exception offered for emergency travel from the U.S. (fully vaccinated) such as caring for sick/dying family member?

Hi! Fully vaccinated foreign travellers who have been in a green list country for at least 14 days are allowed to enter the Philippines without any problems as long as they quarantine 7 days in an approved facility, right? So for me who live in Italy, the only way I can currently access the Philippines would be to travel to Albania (green list country) right after I get my second dose, stay there 2 weeks and then fly from Albania to the Philippines.

The Philippines’ green lane was created to lessen the quarantine period of fully vaccinated individuals who are allowed to enter in the Philippines. Therefore, it is important to determine first if you belong to any of the traveler categories who can enter the Philippines. For foreign citizens, you must have a valid and existing Philippine visa. If without a visa, you must be a former Filipino or a family member traveling with a former Filipino. You can check the complete details of who can enter the Philippines here .

If you are one of those travelers who are allowed to enter, fully vaccinated, and traveling from Albania or any of the countries in the Philippines’ green list, the quarantine period would only be 7 days.

Hello Cristina! Based on the current Philippine travel rules, a booster is no longer required for entry, therefore, you no longer need to provide a negative Covid test. However, you need to register on the Philippines eTravel website and you can register up to three days in advance of your departure. For Boracay, a filled out tourist arrival form, hotel booking, and passport for foreign tourists are required. You can check details here or you may contact the Aklan government through their Facebook page for additional information.

I would double-check with the Canadian State Department and/or a travel agent for more specific guidance. It’s my understanding that the age group restrictions don’t apply for entering the country but rather for going out and about once there – so far this has only been relevant to Philippine residents and will likely change with local vaccination rates eventually.

Travelers flying in directly to Cebu don’t have to quarantine at the hotel, provided that they receive a negative test result conducted immediately upon arrival at the airport. Please note that this is applicable only to permitted foreign nationals. We recommend that you contact the local government of Cebu or the Cebu-Mactan International Airport for complete details and requirements. Also, as of today, only US citizens with visa, US citizens who are former Filipinos, and US citizens who are family members and traveling with a Filipino citizen or former Filipino are allowed entry in the Philippines. i don’t know how accurate your info is as i work with a filipino here in the US and he watches Philip news online and told me that if you fly into Cebu which is where i go not Manila that you get a temp check at the airport and only have to quarantine for 1 day not 14 like u said, also can you answer this question. I being a American and traveling with a passport the bureau of philippines website said if your traveling to the PI for less then 30 days you don]t need a tourist visa just your passport…any truth to that?? Hi Will. As a general rule, a mandatory quarantine of 7-14 days is required for persons traveling to the Philippines. In the Province of Cebu, it is true that quarantine is no longer a requirement as of March 31, 2021. However, this is only for repatriated Overseas Filipino Workers (OFWs) and returning non-OFWs. You can visit the Cebu Provincial Tourism Office page for more information about this.

About traveling to the Philippines without a visa, unfortunately, that has been temporarily suspended because of the pandemic. Please check the Philippine Bureau of Immigration Facebook page for information and updates on who are allowed entry into the Philippines at this time.

I am a Physician in Mexico with a Philippine wife. She is returning there on May 2. I am wondering what I need to travel only to Manilla in June or July only to accompany her back to Mexico. Hi Cher. Yes, you still need a confirmed booking at any accredited quarantine hotel in Metro Manila for at least 7 days (or 6 nights) from the date of your arrival. This is to accommodate the schedule of your RT-PCR test (which will be on the 5th day) and the release of the result. Your food during your stay at the hotel will be at your own expense. You may also have food from outside the hotel delivered to your room, but you need to check with the rules and regulations of the hotel first if it is allowed.

If one has had a coronavirus vaccine in the US, can one come to the Philippines without the need to quarantine and have the Covid test? I should have my second round of the Moderna vaccine on March 4th. Could I travel to the Philippines shortly after that time if I have a card proving that I had the vaccine?

That is a good question and I think many are wondering the same thing about other destinations as well. We can’t predict when the Philippines will reopen to travelers, nor what they will choose to require in terms of vaccines. From what I’ve read, I would guess that most destinations will continue to require a Covid test regardless of the vaccine since the timeline for immunity after vaccination is still uncertain.

Hi Ricardo. We cannot predict if you’ll be able to fly into Manila at that time. What we personally are doing is making sure any flight we book is fully refundable, or can at least be changed to a later date without change fees if travel is not allowed for our original flight date. This will depend on the particular airline’s terms and conditions.

Do you know when is the date or anything that the Philippine government is gonna let foreigners for tourism cause I’ve been planning this trip for a year and its getting the people so angry that we cant go to the Philippines and nobody can give me a straight up answer.

Hi Clint. Thanks for your question. We know how frustrating it can be to have travel plans up in the air. Unfortunately, most countries do not have set dates for opening tourism yet because so much depends on ever-changing situations, both domestically and internationally.

Covid is spreading rapidly and nobody is vaccinated there stay home and keep you and the Philippines safer

The Philippines has no intention of opening up to tourism any time soon. The president has said that when the country is between 70 to 80 percent vaccinated it will reopen the country it currently is at 19%. So if you want to take a vacation start thinking of an alternative destination or your going to be waiting for at least a year.

PHL records more than 4M foreign visitors; DOT optimistic on robust rebound of tourism

The Department of Tourism (DOT) is optimistic about the Philippine tourism industry’s continuing resurgence post-pandemic, with visitor arrivals to the country breaching the four million mark today (Sept. 29). 

This, as it recorded a total of 4,005,465 visitor arrivals to the country from January 1 to September 29, 2023, in its latest report. 

Tourism Secretary Christina Garcia Frasco made the announcement as she graced the opening of the Travel Sale Expo 2023 and the 1st Global Tourism Conference Trade Fair at SM Megamall.  

“I am very pleased to deliver the good news that today, we have managed to breach the four million mark in international arrivals into the Philippines. This has brought into our economy over Php 316 billion,”  Secretary Frasco said. 

“The recovery of the tourism industry was well seen by the end of 2022, with the Philippine Statistics Authority attesting that tourism contributed 6.2 percent to our GDP and contributed no less than Php 1.87 trillion combined visitor receipts for international and domestic. Most importantly, this resulted in the employment of our fellow Filipinos in the number of 5.35 million tourism-related jobs,”  she continued. 

The tourism chief noted that, under the administration of President Ferdinand R. Marcos, Jr., the DOT is vigorously carrying out initiatives under the National Tourism Development Plan (NTDP) 2023-2028 that would sustain this growth and allow the industry to meet its target of 4.8 million arrivals this year. 

“Under the leadership of our President Ferdinand R. Marcos, Jr., whose strong belief in tourism has united and given hope to our various stakeholders across the entire tourism value chain all over the country, one of the first things that the DOT, by working with other national government agencies, prioritized is the full reopening of the Philippines to travel and tourism to be able to bring quality jobs to Filipinos and regain livelihood lost due to the pandemic and various calamities that the country has had to face in recent years,”  Secretary Frasco said. 

“As we continue to pursue tourism that is anchored on our strength as a warm and hospitable people, by showing our visitors the multitude of reasons to Love the Philippines, and by espousing inclusivity and sustainability in our plans and programs if only to ensure that no one gets left behind in our path to recovery, we only see these numbers growing in the coming months,”  she added. 

Of the total arrivals for the period, 91.58 percent or 3,668,039 are foreign visitors, while 8.42 percent or 337,426 are overseas Filipinos. 

Based on the DOT’s arrivals report based on country of residence, South Korea ranked first in terms of the country’s top source markets, delivering more than a quarter of the total international arrivals to the Philippines with 1,046,176 (26.12 percent), followed by the United States of America (USA) with 679,090 (16.95 percent); Japan with 221,671 (5.53 percent); China with 194,258 (4.85 percent); and Australia with 187,143 (4.67 percent). 

Other visitors came from Canada with 164,168 (4.10 percent); Taiwan with 146,396 (3.65 percent); the United Kingdom with 114,096 (2.85 percent); Singapore with 107,674 (2.69 percent); and Malaysia with 72,008 (1.80 percent). 

As may be recalled, under the leadership of Secretary Frasco, the DOT has identified seven main objectives in pursuit of the President’s vision for the Philippines to be transformed into a tourism powerhouse in Asia, among these is the diversification of the country’s tourism portfolio through multi-dimensional tourism, which focuses on growing niche markets including golf, dive, and meetings, MICE, as well as film and heritage tourism in addition to the country’s more established tourism products. 

In a media interview at the event, the DOT chief expressed her gratitude to all travelers that made the milestone for the industry possible, and enjoined tourists to continue supporting Philippine tourism. 

“Nagpapasalamat po tayo sa ating mga friends and tourists from all over the world that continue to show their love for the Philippines. We are very close to our target of 4.8 million by the end of this year. Kaya naman po I continue to encourage our friends from all over the world to show their love for the Philippines ,” she said.

Miss Universe Philippines 2024 bets take viewers on a virtual tour of the country

After the release of the delegates’ introduction videos and the series of “Her Story” entries, the 2024 Miss Universe Philippines pageant now takes online viewers on a virtual tour of the country through the respective tourism videos of the 52 aspirants.

The videos dropped on April 6, at 6 P.M., and are now available for online viewers to watch all over the world.

One of the most anticipated phases of the virtual leg of the competition is the showcase of the different tourist attractions as delivered by the delegates themselves, acting as tour guides that feature some of the best destinations, gastronomic offerings, and cultural wonders throughout the Philippines.

The expectations are high this year with the full implementation of the pageant’s “accredited partnerships” program, where all the delegates have the backing of authorized individuals or groups who are expected to provide all the necessary support that a candidate would need to best compete in the national tilt, including assistance in producing the video requirements for the contest.

In the four previous editions, the Miss Universe Philippines pageant still conducted individual screenings of applicants, while getting partners from different parts of the country to send their delegates. This year, no individual applicants were accepted, and all delegates were fielded by accredited partners.

As in the introduction videos and “Her Story” videos, the Miss Universe Philippines 2024 delegates’ tourism videos were made available on the official YouTube channel of Empire Philippines, the team behind the annual competition and the sister search The Miss Philippines Culture and Heritage Celebration, as well as the male tilt Mister Pilipinas Worldwide.

Avid pageant followers are seeing the 2024 Miss Universe Philippines competition as a “bloodbath” with a competitive batch of contenders comprised of international titleholders and runners-up, seasoned contestants, and formidable newcomers.

The winner will succeed Michelle Marquez Dee, and will represent the Philippines in the 73rd Miss Universe pageant in Mexico later this year. The new queen will be crowned at the Mall of Asia Arena in Pasay City on May 22.

The Philippines has recorded four victories in the Miss Universe pageant, courtesy of Gloria Diaz in 1969, Margie Moran in 1973, Pia Wurtzbach in 2015, and Catriona Gray in 2018.
