Saudi Visa for GCC Residents

Saudi Arabia now accepts online applications for tourist visas from GCC residents. The new rule came into effect starting September 1, 2022 and can benefit all GCC residents, including expatriates. Also, this visa permits its holders to perform Umrah outside of Hajj season. In this article, we explain the conditions, fees, validity, and how to apply for a Saudi visa for GCC residents .

To be eligible for obtaining a Saudi visa for GCC residents , you are required to meet the following requirements.

  • At least a three-month validity residency visa from one of the GCC countries .
  • Your passport must have at least six months of validity remaining.
  • Your GCC Residency occupation must be one of those listed on the portal as eligible occupations.

Eligible Professions

The Saudi electronic visa is available to residents of the GCC in all professions except driving, labour, and nursing.

The cost of the visa is SR300, plus a health insurance fee. The visa application fee is not refundable.

Validity of Visa

The visa validity period is one year for multiple entry visas and three months for single entry visas. The length of stay will be 90 days for multiple entries and 30 days for single entries.

Visa for Family Members

Once you’ve applied for a visa for yourself, you can apply for your immediate family members; however, they cannot enter the country without you.

How to Apply for Saudi E-Visa

If you are a resident of a GCC country and are interested in obtaining a Saudi tourist visa, you can apply for one by following the steps outlined below:

Create an Account

Visit the MOFA Visa Portal: https://visa.mofa.gov.sa/Account/Loginindividuals

Register for an account by giving your email address and creating a password.

Start a New Visa Application

Log into the visa portal using your email address and password.

Click the “ Add A New Application ” button to create a new application.

Fill out the Visa Application

  • Select visa type as “Tourism Visa”.
  • Choose a transport mode: Air, land, sea or open.
  • Select Saudi mission: e.g. Dubai if you are from UAE
  • Enter your personal information such as full name and nationality.
  • Input your residency visa number, expiry date and issue country.
  • Select an occupation from the drop-down menu.

Upload your Documents

Upload the following documents:

  • Passport copy
  • Residency visa copy
  • Passport size photograph

Enter your Passport details

Enter the following details of your passport:

  • Passport number
  • Country of issue
  • Expiry date
  • Type of Passport
  • Place of birth

Also, enter other details such as marital status, gender and address in Saudi Arabia.

Enter Travel Date

  • Select port of entry: Jeddah, Madinah, Dammam, Riyadh or Dahran.
  • Enter the expected travel date.

Select Tourist Visa Type

  • Select the type of tourist visa: Single or Multiple

Then, enter the image code and click on the “Save” button.

After that, you will be shown all the data and asked to enter your mobile number and email address.

Select Health Insurance

Choose a suitable medical insurance plan from the list of medical insurance plans offered by Saudi health insurance companies.

Make Payment

Pay for your Saudi e-visa with a debit or credit card.

Once your application is approved, you’ll get an e-visa in your email. Currently, visa processing takes a few hours, but that may change in the future.

How to Check the Status of Saudi E-Visa for GCC Residents

After completing your visa application, you can track your visa status by visiting the MOFA website; here is how:

  • Go to the MOFA website: https://visa.mofa.gov.sa/Home/Index
  • Select the inquiry type as “Visa Application.”
  • Enter your Application Number and Passport Number , then click on the “ Search ” button.

Scroll down a little bit and here you need to enter your GCC residency details to apply for a Saudi visa.

  • Select your Current Nationality.
  • Select the third option: A “valid” residence for a period of no less than three months in the Gulf Countries.
  • Enter your GCC residency card details.
  • Attach a copy of your passport and GCC residency card.

In the next step, a GCC resident is required to enter Saudi entry details to apply for a visa;

  • Expected Date of Entry.

  • Duration of Stay: 90 days .

Here is the breakup of the fee you need to pay to apply for a Saudi visa as a GCC resident;

  • $12 – $20 for insurance.
  • $10.50 as an application fee.
  • SR 345 for the visa fee.

After paying the fee, you can apply for a visa. If the visa application is accepted, the visa will be sent as an attachment via e-mail.

Saudi Arabia 's tourist visa application process has been simplified for Gulf Co-operation Council residents, the country’s tourism minister said on Thursday.

“Saudi Arabia’s visa application is now simpler, more convenient and straightforward for residents of GCC states, regardless of their profession”, Ahmed Al Khateeb said on Twitter.

The visa is available to apply online through the government’s Visit Saudi platform, and the simplified process “will allow individuals to explore the various regions of the Kingdom of Saudi Arabia and perform Umrah rituals”.

The Minister of Hajj and Umrah Tawfiq Al Rabiah said that all residents of GCC countries can apply for Umrah visas electronically.

He said all expatriates living in the GCC and their first-degree relatives with a Gulf residency permit valid for three months and a passport valid for six months can visit Makkah and Madinah to perform Umrah, and visit the Prophet’s Mosque.

GCC residents can apply for online visit visas to perform Umrah through the Saudi Rouh platform, for a fee of 300 Saudi riyals plus a medical insurance fee.

They can have single and multiple entry visas to perform Umrah rituals, pray in the Rawdah Sharif at the Prophet’s Mosque and visit all the kingdom's cities and historical sites.

The official Saudi Press Agency said the move “comes within the Ministry of Tourism's efforts to provide an opportunity for residents in the GCC states to visit tourist destinations, participate in tourism and entertainment events, and explore the heritage and historical sites of the kingdom.”

The fee for the visa is $80 and the travel document will be emailed to the applicant upon approval.

Anyone wishing to apply must have a GCC residency permit valid for at least three months and a passport valid for at least six months.

Saudi Arabia has been undertaking an ambitious drive to increase tourism revenue in recent years as part of its Vision 2030 economic diversification strategy.

Major tourism projects include AlUla heritage village — a specially developed experience around the ancient Silk Road city — and a sustainable tourism project on the Red Sea that will include a host of seaside luxury hotels across an archipelago of 90 islands.

Saudi Arabia's Ministry of Tourism announced a new Ministerial Decree that will allow faster, easier access to the country.

New regulations will enable Gulf Cooperation Council (GCC) residents the option to apply for an eVisa through Visit Saudi's online portal. Moreover, residents of the UK, the US, and the EU can apply for a visa on arrival.

Holders of a valid tourist or business visa from the UK, US or one of the Schengen agreement countries will continue to be applicable for a visa on arrival, provided the tourist or business visa has been used at least once to enter the country.

The eVisa will be a one-year, multiple entry visa, allowing tourists to spend up to 90 days in the country. It covers tourism-related activities and Umrah (excluding Haj season) and excludes other activities such as studying.

The new decree also no longer requires visitors to visit the country's embassy before entering Saudi Arabia, allowing potential travellers a more simplified journey.

Ahmed Al-Khateeb, Minister of Tourism for Saudi Arabia, said, "Elevating the visitor experience is at the heart of the tourism sector's future. Through harnessing digital innovation and streamlining the traveller journey, Saudi Arabia is welcoming more and more visitors from all corners of the globe."

Travellers from 48 countries are eligible to apply for the visa; including Canada, the USA, Switzerland, the UK, China, Singapore, Australia, and South Korea. However, South Asian countries India and Pakistan are not on the list of countries eligible for the eVisa.

Here is how applicants can apply for the visa:

According to the https://visa.visitsaudi.com/ website, travellers can apply for a visa in three simple steps:

  • Fill in the online application
  • Pay the visa fee
  • Get your online visa

Here are things to keep in mind:

  • Applicants must be at least 18 years old to use the service and to apply for an eVisa. Travellers cannot use the service if they are under 18 years of age. "If you will be using the service on behalf of a minor, you agree to these terms on behalf of that minor and you represent that you have the authority to do so. If you do not have such authority, you must not use the service," according to instructions posted by the Saudi Ministry of Tourism.
  • Applicants need to have a valid passport with six months validity from a permitted country.
  • If the eVisa application is accepted, the visa will be sent as an attachment via e-mail.
  • Rejected applicants will be informed via e-mail.
  • Once applicants have submitted an application for an eVisa, they will not be able to cancel it or request a refund under any circumstances.
  • However, applicants that are not successful (for whatever reason) will not be entitled to a refund of any application fees paid.
  • Any application containing false or misleading information will be rejected.
  • Payment of an application fee does not guarantee approval of an eVisa.
  • The price of the service will be set out on the Website and at the time of payment during the eVisa application process.
  • VAT will be charged at the applicable rate and will be payable by the applicant as part of the fees.
  • eVisa will be valid for one year from the date of issuance.
  • It will be valid for multiple entries unless stated otherwise on the specific eVisa.
  • The maximum length of stay allowed under the eVisa is three months.
  • Once granted an eVisa, it cannot be extended.
  • If the eVisa expires before entry to KSA, applicants must apply again and another application fee must be paid.
  • An eVisa is granted solely for tourist purposes or for the purpose of performing an Umrah and it is not considered a visa for work.
  • Applicants must be able to support themselves (and any dependents) during the visit.

Dubai: Saudi Arabia’s Ministry of Tourism said on Thursday that residents in the GCC countries are allowed to apply for a tourist visa online, while residents in the UK, the US and the EU can get it on arrival.

Ahmed Al Khateeb, Minister of Tourism, approved a ministerial decree introducing new amendments to visa rules, making it quicker, easier and more accessible to visit the Kingdom

According to the new visa amendments, GCC residents can apply for a tourist visa online, while holders of a valid tourist or business visa from the UK, US or Schengen Agreement countries will be able to apply for a visa on arrival, provided that it has been used at least once to enter the country granting the visa.

Al Khateeb said: “Enhancing the visitor experience is at the heart of the tourism sector. Saudi Arabia is welcoming more and more visitors from all corners of the globe by harnessing digital innovation to streamline the travel journey for those wishing to visit the Kingdom.”

“This is an important step as we develop a sustainable, resilient and competitive tourism sector. Tourism can build bridge across various cultures and connects communities from all over the world,” he added.

One million e-visas have been issued since the e-visa system was launched in 2019, the ministry said in a statement.

No , if you hold an eligible passport, you will not need to submit your GCC employment documentation.

The eVisa is issued for tourism only — it is not a work permit and cannot be used to relocate to Saudi Arabia to work.

The Saudi eVisa allows for multiple entries of 90 days (3 months) each . Should a GCC resident need to stay more or visit the Kingdom for reasons other than tourism, they will need to request a relevant visa through a Saudi embassy or consulate.

What Nationalities Living in a GCC Country Can Request the eVisa for Saudi?

There are more than 40 nationalities that are eligible for the Saudi Arabia online visa. Find them below:

Please note that an approved eVisa does not guarantee entry into the Kingdom. Only the Saudi immigration authorities can decide whether to let visitors through the border upon arrival.

The Saudi Tourist Visa was first launched in 2019 . Since this time, despite COVID temporarily closing borders, tourism numbers in 2022 jumped to 93 million visitors (including religious pilgrims).

If you are a resident of a GCC country (which includes those on work and family visas), you can now apply for the Saudi Tourist Visa without needing to state your profession.

Saudi Arabia launches tourist eVisa for GCC residents

On September 1st, 2022, the Minister of Tourism of Saudi Arabia, His Excellency Ahmed Al Khateeb, announced his signature on a Ministerial Decree created to facilitate and expand tourism in the country. The new measures mainly benefit residents of other countries belonging to the Gulf Cooperation Council: Bahrain, Kuwait, Oman, Qatar, and the United Arab Emirates.

From now on, residents of these countries who want to visit Saudi Arabia will be able to apply for an electronic visa online prior to their trip.

Before this decree, residents of GCC countries who wanted to travel to Saudi Arabia were required to provide their personal information, flight itinerary, return tickets, financial solvency documents, proof of accommodation, and proof of employment at their nearest Saudi embassy.

Now, all they need to do is enter Saudi Arabia’s e-visa website , upload the required documents, and pay the fees (300 SAR plus health insurance costs). After that, if they are approved, they will receive their electronic visa directly by e-mail. If they are refused the e-visa, the fees won’t be reimbursed.

There are only a few conditions: the applicant’s residency documents must have a validity of at least 3 months, their passport needs to have a validity of at least 6 months, and their occupation must be among the eligible occupations listed in the portal. If the applicant is a child under 18 years old, a parent must apply for the electronic visa first (this is mandatory).

Provided that they meet all the requirements, successful applicants will be able to travel to Saudi Arabia for tourism purposes and to attend the umrah, outside of the Hajj season.

Successful applicants can also bring their first-degree relatives with them if these relatives apply for an e-visa as well. However, these family members will only be able to enter the country if they are accompanied by the main applicant.

The electronic visa can be valid for single or multiple entries, depending on the case. An electronic visa for a single entry last 3 months and visas for multiple entries last up to one year.

Saudi Arabia’s Ministry of Foreign Affairs will decide which electronic visa is appropriate for the applicant. Based on this decision, authorities will grant foreign travelers permission to stay in the country for 30 days (if they choose a single-entry e-visa for the traveler) or 90 days (if they opt for a visa valid for multiple entries).

The Ministerial Decree also enables residents of the UK, US, and the EU to apply for a visa on arrival in Saudi Arabia. Holders of a valid tourist or business visa from the UK, US, or any Schengen country could already apply for a visa on arrival in Saudi Arabia if they had used their visas at least once to arrive in the country granting the visa. This option continues to be available for them.

Citizens of other countries can visit Saudi Arabia for tourism purposes through an electronic visa if they are from the US, the UK, Canada, Australia, New Zealand, Brunei, China, Japan, South Korea, Malaysia, Singapore, Kazakhstan, Andorra, Iceland, Monaco, Ukraine, Russia, Montenegro, Norway, San Marino, Switzerland, Liechtenstein, or the European Union. All of these countries are also eligible for a 12-month tourism visa on arrival in Saudi Arabia.

Saudi Arabia’s Ministry of Tourism has relaxed tourist visa applications for all GCC residents, a move that will allow travellers to explore the diverse destinations in the kingdom and perform Umrah rituals throughout the year.

The decision is part of the ministry of tourism’s broader strategy to provide an opportunity for residents in the GCC states to visit tourist destinations and explore the heritage and historical sites across Saudi Arabia. It also allows travellers to participate in tourism and entertainment events.

Saudi Arabia said the announcement by the ministry is the latest in a series of initiatives by the government that aim to attract regional tourists and provide more activities for visitors coming from GCC countries.

The Saudi Tourism Authority also said that more information and visa applications can be made on Visit Saudi – a mobile app that provides a gateway for travellers to discover all events, international festivals and inspiring tourism experiences.

The mobile app also provides tourists with a gateway to enjoy the country’s climate, natural and cultural diversity and the hospitality of the Saudi people.

Last year, the authority launched the Nusuk platform, the first official integrated digital platform in Saudi Araba that helps pilgrims and tourists plan their journeys easily.

Saudi Arabia’s tourism ambitions

Meanwhile, Saudi Arabia introduced the tourist visa in 2019 to help with the development and growth of its tourism industry.

The Gulf state launched a transit visa service in January, allowing travellers who are stopping over in the country to enter the country to perform Umrah and visit the Prophet’s Mosque, in addition to visiting tourist sites in the kingdom.

Saudi Arabia welcomed 93 million travellers in 2022 and the country now aims to boost that number to 100 million visits in line with its National Tourism Strategy and Vision 2030. The government plans to invest around $1tn in the tourism industry by 2030 to increase the contribution of the tourism sector to the gross domestic product (GDP) to 10 per cent while creating as many as one million new jobs in the sector.

Earlier this year, Saudi Arabia created a new fund, the Events Investment Fund, to develop a sustainable infrastructure for the tourism, entertainment, cultural and sports sectors across the country.

The fund is aimed at developing and increasing foreign direct investment opportunities for a GDP impact of $7.5bn (SAR28bn) by 2045, according to the state-run Saudi Press Agency .

The creation of the fund comes nearly three years after the ministry of tourism launched a $49bn Tourism Development Fund in 2020 to advance growth across the sector.

Mega tourism projects

Saudi Arabia expects to open the doors of several tourism-focused projects including NEOM, Qiddiya, Diriyah Gate and King Salman Park over the next few years.

The $500bn NEOM project was established in 2019 and the futuristic city is now in the building phase with the first destination – Sindalah – due to open its doors for business in 2024. Construction is also underway in all other NEOM regions including THE LINE, Trojena and Oxagon.

The country’s wealth fund, Public Investment Fund, has invested significantly in these megaprojects. PIF said the projects are designed to stimulate the economy and their benefits are expected to expand significantly beyond the real estate and infrastructure sectors.

Visitors to Saudi Arabia are flocking to cultural landmarks, from the At-Turaif District in Diriyah, a UNESCO World Heritage Site, to the Hegra archaeological site in AlUla. They are also visiting historic Jeddah, in the west, and exploring the world’s largest palm oasis, Al-Ahsa, in the east.
