Ica registration mandatory for travel to abu dhabi.

Dear Trade Partner,

From Friday 27 August, travellers arriving to Abu Dhabi must register via the ICA Smart Travel Service  before they fly even if they are travelling to Dubai or another emirate. This applies to adults, children and infants. 

This does not apply to UAE nationals or transit guests.

If guests have been vaccinated outside the UAE and wish to have their vaccination status approved – required to maintain green status in the Al Hosn app in order to be able to enter public places in Abu Dhabi – they should register and upload their documents for approval five days before they travel.  

If passengers have been fully vaccinated in the UAE, they do not need to upload a vaccine certificate and simply need to register before they fly.

All guests are advised to register on the ICA portal as soon as possible. Registration is mandatory for entry. Vaccination is not mandatory for entry but is required to be able to move freely about the city.

Flying to Abu Dhabi

Download the UAE Al Hosn app – they will need this when they arrive.

Unless they’re travelling from a  Green list country  or travel corridor and are fully vaccinated, they must quarantine on arrival. 

Al Hosn app green pass system Abu Dhabi is operating a green pass system via the Al Hosn app. Guests will only be able to enter public places such as hotels, restaurants, malls and supermarkets in Abu Dhabi if they’ve been fully vaccinated against COVID-19 and have green status in the Al Hosn app.

For green status:

·         Register via the ICA app or at ica.gov.ae  before their flight

·         Download the Al Hosn app

·         When guests land in Abu Dhabi, they will receive a UID number. They can also find this by entering their passport number at  ica.gov.ae

·         Open the Al Hosn app and register using their UID

·         Guests receive green status on the Al Hosn app – they must present this to enter public places in Abu Dhabi, including hotels, restaurants, malls and supermarkets

New testing requirements - travelling from Jordan, Kuwait or the Netherlands

Effective from Friday 27 August 2021, there are also new test requirements if your customers are travelling from Jordan, Kuwait or the Netherlands, and their final destination is Abu Dhabi.

In this case, their PCR test must now be taken a maximum of 24 hours before their flight departure time as required by the authorities in Abu Dhabi. Please share this information with customers affected as soon as possible.

Passengers flying to Abu Dhabi must register with the Federal Authority for Identity and Citizenship (ICA) before boarding flights.

The new rules apply to all travellers flying into the capital beginning on Friday, August 27 when all incoming passengers must have pre-registered on the platform for approval to travel before flying.

From Friday, passengers must submit their details on the ICA platform ahead of checking in for flights. After registration, travellers will get a QR code, which will be required to board any flight to the UAE capital.

The new rules apply to all travellers flying into Abu Dhabi, except UAE citizens and those transiting directly to another country. There are separate rules in place for anyone flying from a destination on the UAE’s flight ban list.

Any passengers planning to fly to the UAE capital and continue on to Dubai or another emirate must also receive approval from the ICA to fly. Children and infants are not exempt, and must be registered by their parents ahead of travel.

Any passengers who have been vaccinated outside of the UAE should register and upload their documents for approval at least five days in advance of travel, advised Etihad Airways.

This will allow UAE authorities to recognise travellers' overseas vaccinations in order to approve them for Al Hosn Green Pass.

People who have been fully vaccinated in the UAE do not need to upload vaccine certificates to the platform, but all other ICA registration details must be completed.

Etihad, the national airline of the UAE, advises travellers set to fly to Abu Dhabi in the coming days to register with the ICA as soon as possible.

What do I need to do before flying to Abu Dhabi

  • Register online at the ICA Smart Travel Service before flying, at least five days before travel if you have been vaccinated overseas. This does not apply to UAE citizens or transit guests. After approval, travellers will receive a QR code, which is needed at check-in for any flight to Abu Dhabi.
  • Take a Covid-19 PCR test. The time frame for when travellers must take this test differs depending on where people are flying from so check the latest regulations for your destination on Etihad’s website .
  • Download the UAE Al Hosn app – this will be needed after you land in Abu Dhabi.
  • Follow the rules in place for quarantine on arrival. Unless flying from a green list country or a travel corridor passengers must isolate on arrival. There are different quarantine times in place for vaccinated and unvaccinated travellers.

The new rule comes after Abu Dhabi implemented a new system for moving freely around the emirate. Vaccination is not mandatory for entry to the country, but it is now required for entering public places such as hotels, restaurants and malls .

Travellers, including tourists, must download Al Hosn app and will receive the Green Pass so long as they have a valid vaccination and negative PCR test result. All travellers must take a PCR test on arrival in Abu Dhabi. This pass means that people can enter public places once they have completed any necessary quarantine.

Visitors who do not have a current Unified Identification number, which typically applies to tourists or new residents, will receive one once when they land in Abu Dhabi. This number should then be used to register on Al Hosn app.

24-hour PCR tests for Jordan, Kuwait and the Netherlands

In addition to mandatory pre-registration, travellers flying to Abu Dhabi from Jordan, Kuwait or the Netherlands also have new PCR testing rules to follow.

Passengers from these destinations, all of which were added to the Abu Dhabi green list last week, must ensure they take a pre-departure PCR test a maximum of 24 hours before flying.

All travellers flying to the capital must have a negative PCR test. Testing times vary depending on the destination, but are usually set within a 48 to 72-hour window.

All travellers flying to Abu Dhabi must quarantine on arrival, unless they are coming from a country on the green list or a place that is in a vaccine corridor with the UAE.

Currently, rules state that vaccinated travellers coming from countries not on the green list must isolate for seven days. Unvaccinated travellers need to quarantine for 10 days.

The Abu Dhabi green list is updated regularly. It currently lists 33 destinations from where people can fly without the need to quarantine when landing in the capital.

The highly infectious Omicron variant of Covid-19 has resulted in tighter safety protocols and some border closures around the world.

The UAE, too, has tightened rules, with the country placing a ban on Emiratis from travelling unless they are fully vaccinated.

Here is your guide to travel to the UAE based on information collated from official sources as on January 12, 2022.

Registering via ICA Smart Travel Service

Unless you are an Emirati, UAE residents need to register via the ICA Smart Travel Service before flying.

If fully vaccinated in the UAE:

Register any time before you fly.

You do not need to upload your vaccine certificate.

If fully vaccinated outside the UAE:

Register five days before your flight.

When you’ve registered, you’ll receive a QR code by email.

If you have not been vaccinated:

Covid testing: Travellers must have a negative Covid-19 PCR test result before every Etihad Airways flight. If Abu Dhabi is your final destination, take the test 48 hours before your flight departure time. Some exemptions apply. Covid test is also required for transit passengers.

A rapid PCR test taken within six hours of boarding at the airport is also required for passengers from some countries like India and Pakistan.

Quarantine and testing on arrival:

Green List country

Test on arrival in Abu Dhabi airport.

No quarantine.

Test on day six.

Visiting from any other destination

Test on days four and eight.

GDRFA/ICA approval

All UAE residents can travel to Dubai without a GDRFA or ICA approval , except when travelling from Bangladesh, India, Pakistan, Sri Lanka and Sudan.

GDRFA approval is not needed for passengers who have other visas, such as newly issued residence or employment ones; short stay or long stay ones; 10-year UAE Golden Visa; Investor or Partner ones; visit visa or visa on arrival.

Passengers from Bangladesh, India, Pakistan, Sri Lanka and Sudan must present a negative result of a Covid‑19 PCR test conducted within 48 hours. They must also present a negative result of a rapid PCR test conducted within six hours of departure.

Passengers travelling to Dubai from all countries (GCC included) must have a negative result of a Covid‑19 PCR test done no more than 48-72 hours before departure.

Travel from UK

All passengers from the UK to Dubai must hold a negative result of a Covid‑19 PCR test taken no more than 48 hours before departure. The RT‑PCR test result certificate must state the location of where the sample was taken.

Test on arrival

Passengers from some countries will need to take a PCR test on arriving at the Dubai Airport. Such travellers must remain at their residence till they receive the test result.

Sharjah and Ras Al Khaimah

All passengers arriving in Sharjah and Ras Al Khaimah with a newly issued E-visa must register prior to their departure.

Abu Dhabi residency visa holders flying to Sharjah must visit uaeentry.ica.gov.ae before booking a flight to verify their entry status. No prior approval is required for visas issued in Sharjah or any other emirate.

PCR testing

Passengers, including UAE nationals, arriving from India, Pakistan, Kenya, Nepal, Bangladesh, Uganda and Sri Lanka are required to have a negative result of a PCR test conducted within 48 hours of the flight. They are also required to conduct a rapid PCR test at the airport six hours prior to departure. Children under the age of 16 are exempted from the tests.

Passengers arriving from other countries can conduct the test within 72 hours of the flight departure time. All passengers will be tested on arrival. UAE nationals and children below 12 years are exempted from the test.

Etihad Airways has announced that passengers travelling to Abu Dhabi will now be required to register their details ahead of their journey.

The airline released a statement on its website stating: “From 27 August, you must register via the ICA Smart Travel Service no later than five days before your flight to Abu Dhabi. If you’re flying on or before 27 August 2021, please register as soon as you can before your flight. Some exemptions apply.”

Dubai: Are you a UAE resident, with your visa issued from another Emirate, but planning to fly in to Abu Dhabi International Airport? You may be wondering if it is possible to do so, and which approval you might need - the Federal Authority for Identity, Citizenship, Customs and Port Security (ICA) or General Directorate of Residency and Foreigners Affairs (GDRFA).

A Gulf News reader travelling to Abu Dhabi Airport from Baku, Azerbaijan raised the query with us.

He said: “I am travelling to Abu Dhabi International Airport from Baku, Azerbaijan. Could you please explain the travel document requirements for Dubai visa holders arriving at Abu Dhabi International Airport?”

According to the Etihad Airways’ official website, if you are a UAE resident arriving at Abu Dhabi Airport, you must register with the ICA Smart Travel Service before you fly from the departing destination. Here are the guidelines for unvaccinated and vaccinated UAE residents flying in to Abu Dhabi, according to Etihad Airways.

Travel checklist for flying to Abu Dhabi Airport

Before you book your flight to Abu Dhabi, you need to make sure you fulfil the following requirements, according to Etihad Airways:

  • Register via the ICA Smart Travel Service to obtain a QR code or SMS for travel. The QR code and SMS is essential for travelling to Abu Dhabi and must be presented to the relevant authorities.
  • Take a COVID-19 PCR (Polymerase Chain Reaction) test 48 hours before you fly to Abu Dhabi.
  • Download the UAE Al Hosn app – you will need this when you arrive.

How do I register with ICA Smart Travel Services?

The ICA Travel Smart Service is an online application form that registers arrivals and attests their vaccination certificate. Both vaccinated and unvaccinated passengers are required to fill out this form, to receive the approval from ICA. H owever, if you have been vaccinated outside the UAE, you will need to complete this registration process five days before your flight. The steps for registering with ICA Smart Travel Services:

For the application to be accepted, you should have been vaccinated with the following vaccines, which have been approved in the UAE:

  • Pfizer-BioNTech
  • Oxford-Astrazeneca
  • Johnson & Johnson

If you were vaccinated outside the UAE, your vaccination certificate should comply with the following requirements:

  • Personal data should be shown in the certificate.
  • The certificate should clearly contain the name of the vaccine and the date of the doses.
  • Ensure that the QR code on the vaccination certificate is valid.

After making sure you have received the approved COVID-19 vaccines in the UAE and have a valid vaccination certificate, visit the link: https://smartservices.icp.gov.ae/echannels/web/client/guest/index.html#/registerArrivals

Then start filling out information on the ICA Smart Travel Services online application form:

Applicant information:

  • Nationality
  • Full Name (English)
  • Full Name (Arabic) (Once you type your name in English, your full name in Arabic is automatically filled in.)
  • Date of Birth
  • Place of Birth
  • Email address – The QR code will be sent to your email
  • Mobile Number

Passport Information:

  • Passport Type (Ordinary, diplomatic, etc.)
  • Passport No
  • Passport Issue Date
  • Passport Expiry Date

Arrival information:

  • Expected Arrival Date
  • Arrival Port
  • Departure Country

Address inside the UAE:

  • Detailed Address

Vaccine information:

  • Vaccine Country
  • Vaccination Type
  • First Vaccination Dose Date
  • Second Vaccination Dose Date
  • Third Vaccination Dose Date – If you have received a booster

Attachments info:

  • Passport Image
  • Personal Image. The photo must be a minimum of 600x600 pixels and a maximum of 1200x1200 pixels in dimension, in a square aspect ratio. The resolution of the image should be a minimum of 96 dpi (dots per inch).
  • PCR Test Result (Optional)
  • Covid-19 Vaccination Card (Optional)

Final steps: • After filling out the required information and uploading the documents, tick the box in the ‘Declaration’ category and click ‘Send’. • The medical committee reviewing the application has the right to reject the application, or they can request for additional information. • The time for completing and reviewing the application by the medical committee is a maximum of 48 hours .

What are the COVID-19 testing and quarantine rules in Abu Dhabi?

All passengers arriving at the Abu Dhabi International Airport must present a negative PCR test taken within 48 hours of their flight’s departure time. Children under 12 are exempt from COVID-19 testing.

If you are coming from a Green list country:

  • There will be a PCR test on arrival at Abu Dhabi airport, after baggage collection.
  • You will not be required to quarantine.
  • You will undergo a PCR test again on Day 6. If you are unvaccinated, you will have to undergo another test on Day 9.

If you are coming from any other destination, not included in the Green list:

  • There will be a PCR test on arrival in Abu Dhabi airport, after baggage collection.
  • You will not be required to quarantine if you are vaccinated. If you are unvaccinated, you will need to undergo a 10-day quarantine.
  • Two PCR tests will be conducted, one on Day 4 and another one on Day 8, for vaccinated individuals. For unvaccinated individuals, a test will be conducted on Day 9 (with the passengers required to complete a 10 day quarantine).

What is a Green list country?

Passengers arriving from Green List countries are not subject to mandatory quarantine. According to the Abu Dhabi Media Office, countries, regions, and territories included on the ‘Green List’ are regularly updated based on international developments.

The countries included on the ‘Green List’ refer to the country from which you are travelling as a passenger, not necessarily the country of which you are a citizen.

There are a total of over 70 countries in Abu Dhabi’s Green List. Countries such Azerbaijan, Canada, Bahrain and Denmark are included in the list. For the complete list of destinations and the COVID-19 rules for arrivals from Green List countries, read here .

What kind of messages does STEP send? Currently, STEP sends emails only. STEP can send you several types of information:

  • Routine Messages : News and updates about the country you picked.
  • Alerts : Messages about short-term security, terrorism, health, weather, or disaster situations that could impact your travels.
  • Travel Advisories : We re-evaluate the situation in each country every 6-12 months. Advisories include a simple 1-4 rating system, details about specific risks in the country, and clear steps U.S. citizens should take to stay safe.
