Spain shows itself to be a global leader in sustainable tourism at the World Travel Market

The acting Minister for Industry, Trade and Tourism, Héctor Gómez, and the Secretary of State for Tourism, Rosana Morillo, represented Spain at the 43rd World Travel Market, which this year brought together 3,726 exhibitors in London.

During the three days of this fair, one of the most important in the world alongside Fitur (Madrid) and ITB (Berlin), Spain presented the progress made in recent years to become a world reference in sustainable tourism, in its three aspects: environmental, economic and social.

Minister Héctor Gómez stated that the fair had been "very positive" for Spain's tourism interests. "We are leaders in tourism sustainability, our destinations combine quality and excellence with respect for the environment and awareness of the role of tourism in society", said Gómez, for whom "The Spanish tourism industry represents a model to be followed globally to complete the revolution that this sector has undergone in recent years".

Gómez and Morillo toured the stands of several autonomous communities such as the Balearic Islands, Canary Islands, Andalusia, Murcia and Valencia, where they held meetings with the presidents and councillors of these autonomous communities, who were present at the fair.

The Secretary of State also held working meetings with the main CEOS of the British tourism sector, in which the good prospects for the year 2024 were presented. Morillo was pleased that "the available data suggests that the UK will continue to be our main issuing country next year, so our presence at this fair is very important for the sector".

The opening of new air routes between the UK and Spain was discussed in his meetings with the most relevant business representatives from the sector. According to global travel data provider OAG, planned air connections between the two countries by 2024 will be made from 27 British and 31 Spanish airports.

The Secretary of State held an important meeting at the Foreign Office with the Director for Consular Affairs and Crisis, Jennifer Anderson, in which they discussed issues of interest regarding the stays of British tourists in Spain and proposed collaboration projects for future seasons.

UK, leading market

The UK is a leading mature market for Spain, which will close 2023 at levels very close to pre-pandemic levels in terms of the number of international arrivals in 2019, and will greatly exceed tourist spending in relation to that year. So far this year, up to September, Britons have spent almost €15.854 billion, 15% more than in the same period a year ago and 7% more than in 2019.

In addition, coinciding with this edition of the WTM, Turespaña has launched an ambitious 'tax free' shopping campaign for British visitors with the aim of increasing the loyalty of this market and boosting its spending. "With this measure we reinforce the image of Spain as a high-level destination, with a wide range of products and a vocation for social tourism, exporting our culture and exchanging experiences," said the Minister of Tourism.

For Gómez, "The United Kingdom is our main market in terms of number of tourists and destination spending, a market that continues to grow and that has left behind the uncertainties of Brexit and the pandemic. Moreover, our outlook tells us that there is still plenty of room for improvement.

In the first 9 months of 2023, Spain received a total of 13 million British arrivals, 14.6% more than in the same period of 2022. In addition, for November, there are 1.5 million seats on offer from the UK to Spain, which represents a 14.5% increase compared to November last year, according to the latest data on Air Capacity published by Turespaña.

In 2022, the total expenditure of British tourists in Spain was more than 17 billion euros, which represents 19.7% of the total expenditure in Spain.

The trade deficit was reduced by 5.3% in the first two months of 2024 due to the improvement in the balance of energy and non-energy goods.

The non-energy deficit decreased by 17.3%, reaching 435.6 million euros in the first two months of the year compared to the same period in 2023, while the energy deficit decreased by 4.3%, to 5.643 billion euros, compared to the deficit of 5.894 billion euros in the same period of the previous year. This improvement in the trade balance is further explained by the significant reduction in the trade deficit with non-EU countries, which decreased by almost 19.9% to 11.221 billion euros. The trade balance with the European Union continues to be in surplus in the first two months of the year, reaching 5.1421 billion euros. Spanish exports reached nearly 62 billion euros in the first two months of 2024, the second-best figure in the historical series. In February 2024, exports achieved record numbers for the month in many of our main markets, such as France, Germany, Portugal, or Poland, and outside the European Union in the United Kingdom, Turkey, or Mexico. The number of regular exporters grew by 5% year-on-year in the January-February period of 2024, and their exports accounted for 95.9% of the total. Looking at the monthly data, the trade deficit reduced by 4.7% in February to 2.350 billion euros, while the non-energy balance showed a surplus of 32.7 million euros. The automotive, food, beverages, and tobacco sectors, as well as durable consumer goods, consumer manufactures, and capital goods, experienced the highest growth, also reaching historical export highs for the month.

The Co-Investment Fund (FOCO) is one of the new financial instruments included in the latest Addendum to the Recovery, Transformation and Resilience Plan, endowed with 2 billion euros until 2026 and whose management has been entrusted to COFIDES The Fund will mainly make capital investments in private companies that undertake investment projects in national territory. Foreign investment in Spain aimed at enhancing productive capacities and employment has grown by 12 per cent compared to 2022, at 5.68 billion of euros The sectors that received the most investment were wholesale trade, telecommunications, electricity and fuel. In regard to countries, the United States was the first issuer of investment flows to Spain (28.9%), followed by the United Kingdom (13.1 per cent), Germany (10.6 per cent) and France (9.2 per cent). In a context of international uncertainty, foreign trade in goods is evolving better than that of the main European economies, reflecting the competitiveness of Spanish companies and their strong positioning in international markets. 71.6 million tourists visit Spain in 2022, spending €87 billion

The data on tourist movements at borders (Frontur) made public by the Spanish statistical institute show that the figures for the end of 2022, which are close to 72 million registered tourists, are still 14.3% below those recorded in 2019, a record year for Spanish tourism in which 83.7 million foreign visitors to our country exceeded 83.7 million.

For the Minister of Industry, Trade and Tourism, Reyes Maroto, these data confirm the intense recovery of the tourism sector in 2022. “The expectations we had of recovering the majority of international tourists from the pre-pandemic period have been fulfilled, but the most important thing is that spending is growing more and also the average stay, and this means an improvement in the quality and profitability of our sector,” she said.

The main countries of residence of tourists visiting Spain last year were the UK, France and Germany. Tourist arrivals from the United Kingdom increased by 251.3%, those from France by 73.3% and those from Germany by 87.4%.

By regions, the auronomous community of Catalonia was the principal destination in 2022, with 20.7% of the total number of tourists. It was followed by the Balearic Islands (18.5%) and the Canary Islands (17.2%).

Most of the international tourists arriving in Spain came by air, a total of 59.3 million, an increase of 142.5% over the previous year. Nearly 11 million international visitors arrived by road, an increase of 71.8%. Hotel or rented accommodation was used by 59.5 million tourists (140.3% more than in 2021) and homes owned or rented by family or friends by another 12 million (87.8% more).

The majority stay in 2022 was between four and seven nights, and the majority of visitors (54.1 million) came to Spain without a tourist package, twice as many as in 2021. These data confirm the end of a positive year for tourism in Spain, which in December was visited by 4.1 million international tourists, 39.9% more than in the same month in 2021.

Objectives of the norm

The European Commission launched in 2018 the Strategic Forum for important projects of common European interest with the aim of establishing a methodology that would allow the identification of strategic industrial value chains for the EU . The Forum, made up of associations, interest groups and Member States, and chaired by the European Commission, decided that green hydrogen should be considered a strategic industrial value chain for Europe. Green hydrogen is considered to be all that comes from renewable energy sources.

With the aim of supporting this industrial value chain, the European Commission is currently promoting an initiative IPCEI . Projects IPCEI are subject to compliance with the terms of the Communication from the European Commission (2014 / C 188/02), published in the DOUE of June 20, 2014.

This Communication explains the requirements for a project to be eligible as IPCEI , and for this it requires, among others, that the project:

  • Contribute in a concrete, clear and identifiable way to one or more objectives of the EU , have a significant impact on competitiveness, sustainable growth and the creation of value across the Union.
  • Involve several Member States working together to design a large integrated project.
  • There is co-financing by the beneficiaries.
  • The benefits are not limited to the companies or sectors in question, but to the entire European economy or society through positive indirect effects.

Notice of expressions of interest

The objective of this expression of interest notice is to identify projects associated with the manufacturing industry that may participate in an IPCEI green hydrogen initiative.

The IPCEI can represent an important contribution to economic growth, job creation and the competitiveness of the industry and economy of the European Union, taking into account the positive carryover effects on the internal market and society.

The expression of interest will enable entities in Spain to develop industrial manufacturing projects in the green hydrogen value chain and who could participate in an important Project of Common European Interest (IPCEI) aimed at accelerating the development of the Hydrogen industrial sector throughout the value chain.

Projects are considered to have to cover some industrial aspect of the hydrogen value chain: hydrogen production, storage, transport and distribution, industrial uses of hydrogen, uses of hydrogen for mobility or uses of renewable hydrogen for networks , among others.

The objective is to identify R & D + i projects of companies in the manufacturing industry, both in process and in products that allow combining the development of a competitive industrial offer with the deployment of the uses of hydrogen and / or the associated infrastructure. The projects must cover some of the phases of the R + D + i and / or the first industrial deployment (FID: First Industrial Deployment ) whenever this is derived from an R&D activity.

The first industrial deployment is understood as those investments that involve the transition of pilot facilities to a larger scale or the first equipment and facilities of their type that cover the stages subsequent to the pilot line, including the experimental or test stage, but not mass production.

There is currently no specific funding program for these projects in support of their participation in a possible European IPCEI . In any case, companies will have at their disposal the calls of any of the horizontal lines of aid or financing existing at any time by any administration for projects of R + D + i < / abbr>, and for which they must follow the due and required processing in their respective calls and comply with their conditions and requirements. Participation in this expression of interest notice does not imply access to financing and companies, where appropriate, may follow the established procedures of each line of aid to which they may choose.

Requirements to be met by projects submitted to this expression of interest

  • The project must have an important innovative character or provide significant added value in terms of R + D + i . The level of the value chain in which the project is developed must be identified.
  • Projects that include a first industrial deployment must allow the development of new products or services with a high research content or the development of a fundamentally innovative production process. Regular updates without an innovative dimension to existing installations and the development of new versions of existing products are not considered IPCEI .
  • The benefits of the project should not be limited to the companies or sector directly interested, but should be of greater relevance and application in the European economy or society through clearly defined positive effects, in a concrete and identifiable way, on other levels of the green hydrogen industrial value chain, on the market or on its use by other sectors.
  • The beneficiary must participate in the co-financing of the project.
  • The company must commit to disseminating the new knowledge acquired in the context of the work financed beyond its only clients and suppliers. The project must allow the wide dissemination of the acquired knowledge, whether or not they are protected by a title or an intellectual property right. The dissemination will take place beyond the project partners throughout the European Union. The mechanisms for disseminating the knowledge acquired must be explained and detailed.
  • The project must be able to be developed in collaboration with other companies and it will be necessary to attend the coordination meetings of the possible IPCEI in Brussels or in those cities that are determine. It must be shown that the project can be integrated and complemented with other projects at other levels of the value chain.
  • The company must be validly constituted, not subject to a court order to recover aid that has been considered illegal and incompatible in the context of a decision of the European Commission. The company should have no difficulties within the meaning of the European Commission guidelines on aid for the rescue and restructuring of companies in difficulty
  • Explain why the project is important to the development objectives of the green hydrogen industrial value chain in the EU and its contribution to the EU and its economy.
  • You must have a very high technological or financial risk that must be detailed and explained.
  • The project must have an incentive effect, that is, cause a change in the behavior of the beneficiary so that it increases its degree of R & D + i . The aid is not considered to offer incentives to the beneficiary in all those cases in which the R & D & i activity has already started before the presentation of the aid application.
  • The minimum project budget must be € 100,000

The Ministry of Industry, Commerce and Tourism may nominate, from the resulting list of interested companies and entities, those eligible companies that have met all the conditions set out above, with the aim of their possible integration into the working groups. and meetings between European entities for the constitution of an IPCEI .

During the formation process of the IPCEI , the selected Spanish companies and the rest of European companies must, where appropriate, prepare a joint document that justifies the need for a IPCEI for hydrogen. This document must be reviewed and, where appropriate, approved by the European Commission as a condition precedent to the launch of the IPCEI .

Additionally, the projects presented must follow a notification process before the European Commission coordinated among all the Member States. The Commission will assess the suitability of each of the projects to participate in the IPCEI . In other words, the participation of the selected projects in the European IPCEI will be subject to the final decision of the Commission. Final participation in the IPCEI does not necessarily imply obtaining financial aid.

Submission of allegations

They must submit their project proposals for R & D + i to the Ministry of Industry, Commerce and Tourism specifying:

  • Data : Company, company name, representative and contact information.
  • Attaching to the mail the Project Proposal , according to a pre-established format.

The absence of any information required in the project proposal document or the non-compliance with the above requirements will discard it.

Interested companies must submit their project proposals to the Ministry of Industry, Commerce and Tourism until June 15 (10:00 am)

The President of Spain’s Government, Pedro Sánchez, has appointed Héctor Gómez as the new Minister of Industry, Trade and Tourism , replacing Reyes Maroto, and José Manuel Miñones Conde as Minister of Health, replacing Carolina Darias.

In an institutional declaration at the Moncloa Palace, Sánchez announced these changes, which were planned, given that Darias will be the Socialist candidate for mayor of Las Palmas de Gran Canaria and Maroto will be the head of the Madrid City Council ticket in the next municipal elections on 28 May.

In this government reshuffle, the president has decided to replace two ministers with two ministers, and while Héctor Gómez Hernández will be the new head of Industry after having recently held the post of spokesman for the Socialist parliamentary group in Congress, José Manuel Miñones Conde will be in charge of Health after having been the government delegate in Galicia.

Both appointments have been made public after Sánchez communicated them to King Felipe VI and they are expected to be sworn in or promise their posts this Tuesday at the Zarzuela Palace, so that they can join the Council of Ministers on the same day.

Sánchez thanked the two outgoing ministers for their work, especially in managing the pandemic to alleviate the situation of Spanish companies and industry, as well as to strengthen the vaccination campaign.

The head of the Executive praised Reyes Maroto’s long career within the Government, of which she has been a member since 2018, and highlighted the “key boost” she has given to the reindustrialisation and modernisation of the economy, in particular the reactivation of tourism “in the hardest moments of the confinement”.

“The pandemic was a colossal challenge”, said Sánchez after describing as “extraordinary” the management of the former head of industry also in the face of the war in Ukraine, with measures to protect the electro-intensive industry and reduce energy dependence.

“Reyes stood up for herself and rolled up her sleeves to find solutions,” Sánchez stressed, while also highlighting the “fundamental” work of Carolina Darias at the head of the Ministry of Health to “leave the pandemic behind us”.

“She will be linked to the success of the vaccination campaign,” he said of the former Minister of Health, who under her mandate approved the primary care plan with a budget of 1 billion euros, as well as “the largest number of MIR places in history”.

In contrast to the two incoming ministers, Sánchez also praised their careers, since while Héctor Gómez was part of Reyes Maroto’s team and has been a very active Socialist in the Congress of Deputies, the new Minister of Health, José Manuel Miñones, has extensive management experience as Government Delegate in Galicia.

“The new ministers know the areas of their tasks very well, they are backed by experience and quality”, said Sánchez after highlighting that the new Minister of Health has a degree in Pharmacy, a Doctor Cum laude from the University of Santiago de Compostela and is a researcher.

“Two excellent public servants with an impeccable track record and a commitment to defending the general interest”, he stressed, to “continue to deepen the major objectives of this legislature”.

In this sense, Sánchez has opted to continue modernising the major economic sectors “making the most” of the use of European funds to create “more and better jobs” and to strengthen public services to “protect the Spanish middle class”.

HÉCTOR GÓMEZ, A NEW CANARIAN IN SPAIN’S GOVERNMENT

Héctor Gómez (Santa Cruz de Tenerife, 1978) has been a PSOE deputy in Congress since 2019 and president of the Constitutional Commission of the Congress of Deputies. In addition, he was already part of Reyes Maroto’s team when he was director of the Spanish Tourism Institute.

In his party, he has been secretary of International Relations and was the spokesperson of the Socialist Group in the Congress of Deputies for one year, from September 2021 to September 2022.

And in the academic field, Gómez has a degree in Tourism, a degree in Labour Sciences and a degree in Law.

The minister Héctor Gómez set out in the European Parliament the priorities of the Spanish presidency of the EU for Industry, Trade and Tourism

Appearance at the European Parliament

The minister of Industry, Trade and Tourism participated in three committees, the Trade committee, which he attended alone; Transport and Tourism, where he was joined by minister Raquel Sánchez; and Industry, Research and Energy, which he attended with the First Deputy Prime Minister, Nadia Calviño.

In Industry he noted the need for continued promotion of “the new industrial revolution in the EU which aims to improve production processes, grow the economy and ensure the strategic autonomy of the EU ”.

In Trade he advocated an “ambitious” policy to “expeditiously” implement free trade agreements.

In Tourism he advocated a “paradigm shift”, that embraces a cross-cutting approach and a move towards sustainability, and which recognises the weight of tourism at EU level.

El ministro de Industria, Comercio y Turismo en funciones, Héctor Gómez, ha comparecido hoy en tres comisiones del Parlamento Europeo en Bruselas para presentar las prioridades de cada uno de los campos de su competencia con motivo de la presidencia española del Consejo de la Unión Europea, que se alargará hasta el 31 de diciembre.

Héctor Gómez ha celebrado la importancia de estas comparecencias en el marco de la presidencia española para trasladar a los 27 socios europeos el compromiso del Gobierno con la gobernanza comunitaria y el desarrollo económico y social del continente. Para el ministro, “este ejercicio es una rendición de cuentas necesaria con el conjunto de la ciudadanía europea”.

El ministro ha participado en tres comisiones del PE . La primera, la comisión de Comercio ( INTA , por sus siglas en inglés); la segunda, la comisión de Transportes y Turismo ( TRAN ), junto a la ministra de Transportes, Movilidad y Agenda Urbana en funciones, Raquel Sánchez; y la tercera, la comisión de Industria, Investigación y Energía ( ITRE ), con la vicepresidenta primera y ministra de Asuntos Económicos y Transformación Digital en funciones, Nadia Calviño.

Comisión de Comercio

En la primera comisión de la jornada, la de Comercio, el ministro Gómez ha señalado que Europa “ha apostado decididamente por la transformación digital, la transición ecológica y un crecimiento económico más justo” tras el impacto de la pandemia y los efectos de la invasión rusa a Ucrania. En su intervención, el titular de la cartera de Comercio ha abogado por la apertura económica y comercial de la UE y la defensa del libre comercio como herramienta de progreso global.

Gómez ha defendido, durante su comparecencia, una política comercial europea “ambiciosa” que ponga en marcha “de forma ágil” los tratados de libre comercio entre la UE . En este sentido, el ministro abordado la necesidad de avanzar de forma clara en los acuerdos ya negociados con Mercosur, Chile y México. “América Latina es un socio estratégico para la UE con el que compartimos valores e intereses”, ha recordado Gómez, para quien la materialización de estos acuerdos supondrá “tejer sólidas alianzas estratégicas” con socios afines a la UE .

Además, en su comparecencia ante los europarlamentarios, Gómez ha recordado que la política comercial de los 27 “tampoco puede ignorar los retos que plantea la gobernanza de la globalización económica”, como los temas relacionados con la brecha de género, la política social o el desarrollo y fortalecimiento de las pymes.

Comisión de Turismo

En la segunda comisión de la jornada, la de Transporte y Turismo, compartida con la ministra Raquel Sánchez, Héctor Gómez ha puesto el foco en la necesidad de dotar al turismo de una “agenda propia” dentro de las políticas de la Unión Europea. Una agenda que “revalorice un cambio de modelo en el sector hacia la sostenibilidad”.

El ministro de Turismo ha recordado los tres ejes sobre los que pivota la presidencia española en materia turística: impulso de la capacitación y la formación de los trabajadores, el equilibrio entre turistas y residentes en las zonas de alta intensidad turística y la sostenibilidad medioambiental.

Asimismo, y en materia de legislación comunitaria, Gómez ha expresado su voluntad de “avanzar en la aprobación” de un Reglamento sobre Alquileres de corta duración, un paso “relevante para mejorar la transparencia y la lucha contra el fraude” en este sector.

Comisión de Industria

En la comisión de Industria, Investigación y Energía, la última de las tres, Héctor Gómez ha comparecido junto a la vicepresidenta primera Nadia Calviño. En su intervención, Gómez ha incidido en la que es una de las principales prioridades del semestre europeo “la nueva revolución industrial en la UE que apuesta por mejorar los procesos productivos, hacer crecer la economía y garantizar su autonomía estratégica”. Además, resulta imprescindible “fortalecer la autonomía y la resiliencia de las cadenas de suministro, pero también apostar por la formación y por el talento para que esa nueva revolución industrial que ya está en marcha, sea una realidad en toda Europa”.

En materia legislativa en el campo de la industria, Gómez ha expresado su voluntad de lograr “un consenso en la orientación general del Reglamento sobre la Industria de Cero Emisiones Netas”, una norma destinada a reforzar la resiliencia y la competitividad de las tecnologías de cero emisiones netas fabricadas en la UE y a aumentar la seguridad y la sostenibilidad de nuestro sistema energético.
