How businessmen can enter Hungary now?

Good news: you can still get entry to Hungary if you are planning a business travel from the EU, the European Economic Area and many more countries. You only need documents that verify the purpose of your travel.  Let us guide you with the latest news and all the necessary steps.

Planning to set up a real estate business in Hungary? Would you like to buy or sell a property in Budapest?

Borders are officially closed, however,  you may get the green light on arrival, but you need to make some important preparation in advance .

The Hungarian government has recently announced a relief for entry to Hungary. You can enter without restriction (no quarantine) if you have been vaccinated against COVID-19, and you have an Immunity Certificate recognized by Hungary.

The following countries have reached a bilateral agreement on mutual recognition of COVID-19 immunity certificates:

1. Republic of Albania, 2. Kingdom of Bahrain, 3. Republic of Cyprus, 4. Czech Republic, 5. Republic of North Macedonia, 6. Georgia, 7. Republic of Croatia, 8. Republic of Kazakhstan, 9. Kingdom of Morocco, 10. Republic of Moldova, 11. Mongolia, 12. Montenegro, 13. Republic of San Marino, 14. Republic of Serbia, 15. Slovak Republic, 16. Republic of Slovenia, 17. Republic of Turkey, 18. Ukraine, 19. Republic of Uzbekistan.

There are plenty of special regulations for specific groups of people and circumstances, but in this article, we focus on real estate investors and their family members.  

Business travel is allowed

Based on  Government Regulation 4/2021. (III. 1.)   if your travel has business or economic purposes and you can certify it upon entry, you can proceed without restriction. 

First of all, you need to receive an invitation letter or certificate from the Hungarian firm you are in contact with. It must be an original document printed, stamped, and with official firm signature - so you need to ask to have it via postal mail. Your best option is to use the Hungarian Police’s own template to make the inspection smoother.

Just ask your point-of-contact at Tower to have it prepared for you.

(If you already possess a company in Hungary, it is good to have the original company statement with you in addition.)

The certificate must be shown to the officials at the border control upon entry. You can expect a temperature check, but quarantine is not mandatory in this case. However, please make sure you are healthy since this is our No. 1 priority. In case the officials experience the typical signs of coronavirus on you, your entry will be rejected.

You do not need Fairness request, you only need the official verification documents, if you want to have a business travel in Hungary from:

1. EU Member States

2. the EEA States and Iceland, Liechtenstein, Norway and Switzerland

3. EU candidate countries (ie Albania, Montenegro, Northern Macedonia, Serbia, Turkey)

4. The United Kingdom

5. the States as defined in the Ministerial Decree, which are currently: Azerbaijan, Bahrain, United Arab Emirates, United States of America, Republic of India, Republic of Indonesia, State of Israel, Japan, Kazakhstan, People's Republic of China, Kyrgyzstan, Republic of Korea, Russian Federation, Singapore, Republic of Turkey, Ukraine, Uzbekistan and Georgia.

If you come from another country for business purposes, you must submit a Fairness request. You can find the process of that below.

What about your family?

If a family member also wants to accompany you on the trip  (who is not involved in the business), unfortunately, it is subject to the stricter regulations.  She/he needs to request (and get) permission in advance of traveling for a successful entry.

A request for fairness must be completed for her/him  on the Hungarian Police's website . ( You can find our guide below to fill it out.)  You have to justify why it is important for the named person to accompany you on the business trip and wait for permission. Once you arrived, 10 days of quarantine is mandatory by default.

Step 3 - Expect 10 Days of Quarantine or Arrange Two Tests

How to use the online form?

( Important : You don't need to use this in case of business travel.)

First of all,  follow this link .

(Unfortunately, not everything is translated, so we prepared a quick guide for you.)

At Stage 1  (Type of administration), you need to choose the last option, which means „request for fairness for entry at the state border”:

At Stage 2  (Policy group) choose the same option again:

At Stage 3  (Form), you will likely choose "COVID-02", but here are the translations for all of the options:

• COVID-01: Fairness request for entry (for customers with gateway registration);
• COVID-02: Fairness request for entry (without login);
• COVID-03: An Appeal in the subject of entry request (for customers with gateway registration);
• COVID-04: An Appeal in the subject of entry request (without login).

Then you have to go forward, clicking "digital":

You have a captcha to pass: just fill out the empty field (1) and proceed with "I'm not a robot' (2):

Now you can start to fill out the application form and send it right away:

You will receive the confirmation email as soon as possible, allowing you to start the preparation for the travel.

The next question is, what will happen at your arrival in Hungary?   

Testing and screening

When you’re entering Hungary, expect a temperature check on arrival. Be prepared that  all foreign nationals will be denied entry if they show the typical signs of coronavirus.

If you are  not  on a business trip, or you are only a companion as a family member of somebody who is , by entering Hungary, you need to agree to enter  10 days mandatory quarantine  - by default - at home.  In case you do not have a place of residence in the whole country, the quarantine at a government-designated location will be obligatory for you. You should take it seriously because quarantine is legally enforceable, and if you break the rules, fines could be levied.   

How to minimize quarantine

So what to do if you would like to avoid the mandatory quarantine period?  In that case, you need to show up  2 negative biologic test results . The Covid-19 tests should be taken within the five days preceding entry, but at least 48 hours apart.

Regarding this, the Hungarian government has made some mitigation. From 4 September  one of the two PCR tests is recognized as equivalent to the domestic test if performed in a Schengen member state .

By the way, you need to prepare for self-funding the tests and apply them at the local environmental health office for permission. This can be important to finish quarantine as early as possible.  

Although the Hungarian borders are closed due to the Covid-19 pandemic situation, there are several circumstances you still can be eligible to enter the country.  If the goal of your trip is, for instance, setting up a business in Budapest you have to request an invitation letter or certificate from a Hungarian company.   Your family members must fill out the application form by using  the online portal .  As the current situation is a momentary status, it is highly recommended to follow the upcoming changes.

Visit Hungary hosts first FAM trip for Indian travel agents

Visit Hungary recently organised its first familiarisation trip for the Indian travel trade partners to showcase leisure and MICE offerings in Budapest and beyond. Facilitated by BRANDit, the trip hosted six agents from Axplore, Harmony Tours, Varun WorldWide, Kesari, FCM, and Trawell Stories from December 4-9, 2023. They travelled through notable cities, gaining insights into attractions tailormade for leisure and MICE segments.

The trip began with a visit to the Etyek Wine City on the outskirts of Budapest, where members of the trade fraternity indulged in a wine-tasting experience and learned about Hungarian winemaking traditions. The journey continued to the House of Music, a contemporary cultural landmark where they unravelled Hungary’s musical heritage. The day culminated in a lavish dinner on the Danube cruise.

A workshop at the luxurious Kempinski Hotel Corvinus included a market overview presented by representatives from various countries. It was followed by a meeting with Hungarian travel companies enabling the attendees to gain a nuanced knowledge of leisure activities, MICE facilities, and lesser-known facets of this European nation. The group also visited the famous Lake Balaton and Tihany Abbey, known for its architecture. The journey concluded with an excursion to Balatonfüred, a charming lakeside town, and a walking tour of Veszprém.

The agents brought back memories of innumerable natural and architectural wonders complimented by luxury and culinary offerings that make Hungary a versatile year-round destination.

Visit Hungary, the official tourism board for the nation, recently organised the first familiarisation trip for the Indian travel trade partners. The debut project was aimed at showcasing leisure and MICE offerings in mainly Budapest and beyond.

In a press statement, Hungary Tourism Board says the trip was organised in association with tourism marketing agency Brandit and hosted representatives of six travel firms including Axplore, Harmony Tours, Varun WorldWide, Kesari, FCM, and Trawell Stories from December 4-9. The Indian agents travelled through notable cities to gain insights into attractions tailor made for leisure and MICE segments.

Hungary Tourism’s strategy for ME market

Making their presence felt at Expo 2020 Dubai, Hungary Tourism continues to attract GCC market with their strategy to welcome more visitors in 2022. Continuing their activities, a special workshop was held targeting agents from the region. Speakers shared their insights with TRAVTALK.

Ivan Ljubinkovic, Tourism Development Manager, Hungary National Tourism Organisation (HNTO) highlighted the importance of the market and their strategies for the year. “It is an important market for us even before the pandemic. But now many things have changed. Our focus on the GCC market is important as it brings a lot of diversity to our tourists. In November 2021, we organized a FAM trip with travel agencies and tour operators and it was a big success. It was our first event after the intensity of the pandemic has lessened. We are happy to have people from the GCC region explore the many offerings in Hungary and Budapest. We are organizing this workshop now which was a success.”

He added, “It is a two-sided project for both B2B and B2C media. One week for Budapest is necessary because that way you can discover the city in depth. It is a city where walking is good to discover the architecture in Budapest — the cultural sites are all within 20 minutes from either sides of the city center and find amazing spots. One important attraction is the spas; thermal baths that we have all over in Hungary and Budapest. We are talking about hot water spas, and also architectural and cultural heritage. Spas offer one a cultural experience— some of the spas were built in the beginning of 19th century. There are baths that were built during the rule of the Ottomans in 16th and 17th centuries which you can bathe in today .”

Ljubinkovic said, “Every season has something new to offer to travellers in in Hungary. However, winter and spring are the best seasons here: We have colourful Christmas markets and ice skating and, of course the baths. During the COVID-19, we had to change our tourism strategy. We focused on data, stats-driven marketing and focused on making the tourism sector more appealing to the younger generation. We wanted to bring back people to the tourism sector and get the regional tourism involved. We are looking at increasing numbers from the GCC market, especially due to the flights we have between Dubai and Budapest so that we have a constant traffic from this region.”

Nasir Jamal Khan, Chief Executive Officer Al Naboodah Travel  shared  “There are endless reasons to visit Hungary. Hungary as a destination boasts potential for the UAE and Middle Eastern markets. The luxury lifestyle experiences of castle stays, spas, designer shopping and natural landscapes as well as options for hunting and culinary adventures are tempting options for visitors. In short, Hungary has an abundance of experiences that will captivate tourists. In the current climate, it is reassuring to know that Hungary has swiftly implemented all the newly required health and safety measures to protect visitors, without compromising on the holiday experience. Similarly, people are increasingly concerned about health and safety, preferring to travel privately. There has been an increase in private jet bookings over the last few months, with business increasing by almost 300 per cent. Middle Eastern travellers spend an average of seven to 10 days at one destination. Tourists from the GCC look for safety, medical facilities, and Halal food. Hungary as a destination enjoys more awareness in the GCC than many other destinations.”

Emily Jenkins, Head of Leisure UAE at dnata Travel said, “At dnata Travel, we have seen recent bookings coming through for Hungary. There are a lot of people in the region seeking new destinations to go to, particularly across Europe. Hungary is an excellent place to travel to for a holiday. But now travellers are adding Budapest and the country’s other landmarks as part of a wider journey by road or train across different parts of Europe. One of the factors which we consider as important when attracting travellers from the GCC is building local awareness of the destination. We have worked on many partnership marketing campaigns with Tourist Boards, which support in building travellers’ awareness of the destination of the region. As part of these tailor-made campaigns, many of our decisions are driven by data in terms of who to target, and how to drive bookings.”

For successful business negotiations, a contract signing ceremony will be held directly at the event.
