West Papua Travel Guide

West Papua marks the eastern extremity of the Indonesian Archipelago. As the western half of Papua, the world’s second biggest island, it’s a sizable chunk of land with only a relatively small population of less than 880,000.  It’s a land of contrasts – an exceptionally beautiful province boasting vast tracts of impenetrable jungle, cool grassy meadows framed by snow-capped mountain peaks, powerful rivers spilling into massive lowland deltas, coastal mangrove forests interspersed with white sandy palm fringed beaches and hundreds of offshore islands including the famous karst peaks of Raja Ampat . And within this montage of landscapes, an amazing array of endemic and exotic flora and fauna such as the Bird-of-Paradise, cassowary, tree kangaroos and the cuscus, a woolly tree-dwelling marsupial.

Few places in the world boast such a rich and fascinating tribal culture as West Papua. More than 250 tribal sub-groups have been identified, each having their own language, traditions and customs. The coastal tribes were visited by Sriwijava traders from as early as the 7th century. By the 16th century, European traders were on the scene in search of spices and bestowing names such as Bougainville, Cape d’Urville and the Torres Straits.

Contact with the inland tribes came much later after the Dutch claimed the entire island of Papua in 1828. Various administrators, traders and explorers made sporadic forays into the interior and they were quickly followed by missionaries and settlers. During WWII the Japanese occupied the north for two years until Allied forces drove them out in 1944. Subsequently, the United States established over twenty bases in the region and in excess of half a million troops moved through the area. It was in Yos Sudarso Bay (then called Humboldt Bay) below the provincial capital of Jayapura that General MacArthur assembled his fleet for the invasion of the Philippines in 1945.

Despite the gradual push inland, some tribes remained completely isolated and unknown until as recently as 1970 when the tree-house dwelling Korowai tribe was discovered in the south-east. As intriguing as it is to imagine more undiscovered tribes living deep in the jungles of Papua this is not the case, despite some less than scrupulous tour companies promoting “First Contact” expeditions. It is true though, that there are still tribes living without any significant or regular contact with the modern world.

West Papua has been mired in bitter dispute ever since Indonesia won independence in 1945 and claimed all of the territory of the former Dutch East Indies. Arguing that the Papuan’s were ethnically different and vowing to maintain control over the province until the locals were capable of self-determination, the Dutch clung stubbornly to their Papua holdings. By 1961 the Indonesian’s forced the issue by invading the territory. The UN quickly stepped in and by September 1962, convinced the Dutch to relinquish the territory to a temporary United Nations administration, which would in turn transfer to Indonesia on the proviso that a plebiscite, the so-called “Act of Free Choice” would be held before 1969 to enable the local population to determine their own future.

The subsequent plebiscite has been widely criticised as anything but an “Act of Free Choice.” Voting was restricted to 1,025 musyawarah , a consensus of elders carefully selected by the Indonesian military and coerced into unanimously voting for integration with Indonesia. Pro-independence activists immediately began campaigning through diplomatic and peaceful protest for a re-vote on a one man, one vote basis. Their calls fell on deaf ears. By 1976 the Free Papua Movement (OPM) stepped up their campaign by sabotaging the massive Freeport gold and copper mine in the central highlands. It was the beginning of a guerrilla warfare campaign that has continued ever since, particularly around the Freeport Mine region. Allegations of swift and violent retribution by the Indonesian security forces against OPM supporters, and anyone viewed as sympathetic to the separatist movement, have been widespread.

Throughout much of this period, the Indonesian government actively promoted the migration of hundreds of thousands of Indonesians from other parts of the archipelago, particularly overpopulated Java. It’s a strategy critics have decried as an attempt to “Indonesianise” the province. And whilst the indigenous culture remains distinctly and proudly Melanesian, the Indonesian influence is evident. Bahasa Indonesia is now widely spoken across the province, the distinctive Indonesian architecture is evident everywhere, traditional staples such as taro and yam have been substituted with rice, and whilst the population remains predominantly Christian, Islam is becoming more prevalent.

Perhaps this is why the Indonesian government has relaxed its stance against foreign tourists in recent years. It is now quite easy for intrepid travellers to venture to most parts of the province. For adventure seekers, the region is oozing with possibilities; trekking, mountain climbing, dirt biking, village homestays, river journeys or simply losing oneself in tropical splendour for a week or two. Those with deep enough pockets can sail the Raja Ampat in liveaboard luxury, dive some of the world’s best coral reefs or make flying visits to highlands tribes. So whilst West Papua may be well off the beaten track it’s definitely beeping louder on the tourist radar.

With a name including ‘Papua’ in the title you might think it belongs to the neighboring country of Papua New Guinea. However, you would be wrong because it is to somewhat controversially a province of Indonesia. There are 3,500,000 people living in West Papua, of which 1,800,000 are native West Papuans and 1,800,000 are Indonesians.

Getting to West Papua

As we are entering the stage of the post pandemic era, things all over the world has changed including the flight schedule into the region of West Papau. Do not fret though there are still enough options to make your West Papua Tour a reality.

Sentani airport in Jayapura will serve as your primary point of entry. Except for recent flights from Mount Hagen in Papua New Guinea, it is not possible to travel into West Papua from another nation. Although there are flights from other Indonesian airports, your main flight hubs will be Jakarta, Makassar, Ambon, and Bali.

Internal flights – Currently, there are only 2 flights from Jayapura to Wamena, at 09: and 11:00. And Wamena – Jayapura at 10:00 and 12:00. However, our local partners have informed us that this schedule may change next year.

Due to the vast number of islands that make up Indonesia, Pelni ships provide extensive service to the country. Your primary means of water travel into West Papua is via these liners. The principal entry point is the seaside town of Sorong, to which five liners travel every two weeks from Java, Maluku, Sulawesi, and Kalimantan before continuing to Jayapura with several stops in between.

West Papua has only one land border, and that is with Papua New Guinea. Although there are numerous methods to travel between the two, only one entry is known to be accessible to visitors from other countries. It is open from 8 a.m. to 4 p.m. Indonesian time at the Skouw-Wutung border crossing between Jayapura and Vanimo, Papua New Guinea. There is no prospect of a 30-day entry visa on arrival for travel from Papua New Guinea to Indonesia, even though there is no visa on arrival for travel into Papua New Guinea.

What to see and do on an independent tour in West Papua?

west papua tourism

Formerly home to headhunters and cannibals the island of New Guinea is still one of the most misunderstood and least visited parts of the world. West Papua might be part of Indonesia, but its people practices and culture are worlds apart.

To read about if West Papua is a country lick here .

This is not an easy place to navigate, so if you do decide to travel to West Papua then it is always worth booking with a West Papua travel agent like ourselves, as well as pre-prepare a guide.

And as for what to do in West Papua? There are so many things to see and do we cannot list everything here, but we can make a couple of suggestions.

The largest city in West Papua, where you will explore the native cuisine, beaches, hilltop vistas, and traditional villages where bark painting is still practiced locally. In this difficult-to-reach yet incredibly rewarding region of the world, don’t expect to run across any other travelers

You will get the chance to visit “Teletubbies Hill” where you’ll get great views of Lake Sentani. Sadly the ‘General MacArthur memorial Monument’, cannot be visited again (Closed completely) internal military reasons.

  • Central Baliem Valley

You can drive up to Jiwika in the centre of the valley, then begin to trek for about one hour up the mountain side through stunning rainforest before you reach the traditional salt spring of a Dani village. This is where you can see the traditional techniques of salt production

Head back down towards a Kurulu hamlet where you can see a mummy of the Dugum clan. You will see more traditional life in the village including arts and crafts as well as locally produced weapons

  • Southern Baliem Valley

In this part of the valley, you can go for a walk along the Baliem River crossing a suspension bridge passing through more Dani settlements with terraced fields and sugar cane plantations. It really doesn’t get more picturesque than this. Additionally, there is a Seima Church where it is recommended to have a picnic lunch.

Irian Jaya is a tropical island with primeval rain forests, powerful rivers, beautiful beaches, lakes, and mountains. The highest mountain is Mount Jayawijaya, with snowcaps covering its 5,000-meter-high peaks. The area is also rich in natural resources, including fish, timber, and precious metals. These, however ever, have become a source of conflict between the central government and local peoples.

West Irian Jaya is a hot, humid island rising from the sea with some of the most impenetrable jungles in the world and yet also has snowcaps covering 5,000meter - High Mountain peaks, towering over glacier lakes. West Irian Jaya is Indonesia's largest and easternmost province and covers the western half of the world's second largest island. It is a land of exceptional natural grandeur, with beautiful scenic beaches, immense stretches of marshlands, cool grassy meadows and powerful rivers carving gorges and tunnels through dark and dense primeval forests. The most heavily populated and cultivated parts of the island are the Paniai Lakes district and the Baliem Valley to the east.

The people of the island can be divided into more than 250 subgroup, which are closely related to the islands along the southern rim of the Pacific and include among others, the Marindanim, Yah'ray, Asmat, Mandobo, Dani and Afyat. Those in the central highlands still maintain their customs and traditions and because of the terrain have virtually been untouched by outside influences. Communications hove always been difficult here and different tribes have lived, for the most part, in isolation even of each other, resulting in an incredibly diverse mixture of cultures.

The province has a population of approximately 800,000, making it one of the least populous of all Indonesian provinces. The capital of Irian Jaya Barat is Manokwari. The most populated and cultivated parts of the island are Paniai Lake district and Baliem Valley to the east. The population comprises migrants from Java and indigenous people from diverse tribes, such as Dani of Baliem Valley in the central highlands, Asmat of the southern coastal region, and Ekari of Wissel Lakes region. The official language is Indonesian, but the indigenous people, reflecting the isolation and small numbers of the tribes, speak at least 250 languages.

GOVERNMENT ADMINISTRATION

The province contains one city, Sorong, and 8 regencies:

  • Sorong Selatan with its capital is Teminabuan
  • Raja Ampat with its capital is Waisai
  • Bintuni Bay with its capital is Bintuni
  • Wondama Bay with its capital is Rasiei

Weriagar is a district located in Teluk Bintuni Regency, West Papua Province, Indonesia. The staple food of the local Weriagar community is Papeda. Sayur bunga pepaya (papaya flower bud vegetables) and tumis kangkung (stir-fried water spinach) are often served as side-dish vegetables to accompany papeda. On some coasts and lowlands on Papua, sago is the main ingredient to all the foods. Sagu bakar, sagu…

Take a Look Closer at West Papua Tourism Development by Exploring Popular Destinations

As the easternmost province in Indonesia, West Papua has immense natural resources. Covered with 90 percent of the forest, West Papua becomes the nature lover’s paradise. Tourism in West Papua offers the primary natural attractions where the tourists go island hopping, hiking, scuba diving, even engrossing with the diverse tribal cultures.

Sorong and Manokwari become the urban bases to start the explorations. Other regions in West Papua offer fun to challenging exploration. With all popular destinations offered, take a look closer at West Papua tourism development.

1.  Bird Watching Adventure at Arfak Mountains on the Bird’s Head Peninsula

Tourism

The primary natural tourism object in West Papua tourists won’t miss is having the birds watching adventure. The forests become the home of more than 700 bird species and some noble birds. Say, crowned pigeons, parrots, cassowaries, megapodes, New Guinea eagles, kingfisher, kookaburra, and jewel-babblers. Those places are sure a paradise of birdlife.

One of the most popular birdlife spots is at Arfak Mountains on the Bird’s Head Peninsula. These mountains support Vogelkop endemics (bird species from family Acanthizidae). Arfak Mountains also provide the shortcut to reach the hills and forests with varieties of avifauna. The tourists should hike the steepest and most treacherous trails to get to the top spot. In this case, local guides from birding tours and porters will assist and guide them to reach the destination.

2.  Scuba Diving in Raja Ampat

Tourism

One of the mindblowing popular tourist destinations in West Papua is Raja Ampat . Raja Ampat is one of the regencies in West Papua Province, that features the diversity of great hard and soft coral reefs, medium to big size fish, along with mangrove sites.

Located in a remote area, visiting Raja Ampat is not an easy thing to do. The visit will be paid off once the tourists set foot on this island. The exotic landscapes with excellent diving destinations will make the visitors mind-blowing.

The tourists will enjoy the scenery of the forests and birdlife on the land and underwater life when diving. No wonder many divers consider that Raja Ampat one of the best diving spots with big animals and the unspoiled coral reefs in the world.

With the highest numbers of fish species and most beautiful coral reefs in the world, the divers will find varieties of animals during diving. Say, reef sharks, wobbegong sharks, Napoleon wrasse, barracuda, jacks, bumphead parrotfish, wrasse, blue-ringed octopus, jawfish, gobies, and trevally. Somehow the divers may encounter those animals.

3.  Immersing  Diverse Cultures in The Baliem Valley Festival

Tourism

Another tourism object to experience is visiting The Baliem Valley Festival. Experiencing the cultural diversities in Baliem Valley Festival is such a rare chance. As this is an annual festival and is held in August, the tourists will have an opportunity to watch the cultural performances of three main tribes in West Papua: Dani, Lani, and Yali live.

The purposes of the three-day event are to promote the local cultures and preserve indigenous values and traditions. The cultural performances symbolize the power and high spirit.

Besides watching the cultural performances, the tourists will meet the local communities and experience staying in the homestay in smaller islands, like Yenbuba, Arborek, or Sawingray. No need to hike or trek deep to reach the destinations.

4.  Exploring Teluk Cenderawasih National Park

Tourism

Exploring Teluk Cenderawasih National Park, the largest marine national park in Indonesia, is challenging yet fun. Surrounded by the islands of Yoop, Rumberpon, Roon, Nusrowi, and Mioswaar, this national park becomes the home of more than 36 species of birds, 196 species of mollusks, and 209 species of fish.

Teluk Cenderawasih National Park also protects the marine ecosystems, where it becomes the habitat for more than 150 coral species. This park also becomes a research center for whale sharks (Rhincodon typus) in the world. No wonder it is declared as the potential world heritage site in 1999.

5.  Hiking The Lorentz National Park

Tourism

Another challenging tourist destination to explore is hiking to The Lorentz National Park. This national park is a UNESCO world heritage site and becomes the largest national park in Southeast Asia.

To reach the tallest island summit in the world, the Carstensz Pyramid, the tourists should be the experienced climbers and hikers. Besides that, they need to join a guided expedition and have some serious training before hiking.

The tourists also need some companies from experienced local guides to lead the challenging trekking routes. Once they reach the peak, they will encounter such beautiful scenery of unspoiled tropical marine ecosystems, large lowland wetlands, to snow-capped uplands.

The tourism development in West Papua is increasing significantly. Some tourist destinations are getting recognition from international tourists. Even some places like The Lorentz National Park and Teluk Cenderawasih National Park become UNESCO world heritage sites. With the international claim, tourist destinations in West Papua will make fast progress to be recognized by the world.

Kokoda Track in 'worst condition' in more than 30 years amid falling tourist numbers

A view of mountains under clouds, with bananas trees and other green vegetation in front.

Charlie Lynn led trekkers across the rugged Kokoda Track for three decades — guiding Australians as they paid tribute to soldiers who fought and died there in World War II.

But after his 101st trip last year, he decided enough was enough.

The mountainous 96-kilometre trail — a place of pilgrimage for tourists commemorating one of Australia's pivotal military victories — has fallen too far into disrepair, according to Mr Lynn.

"It's in the worst condition it's ever been in, in the 32 years that I've trekked across it," he said.

He described parts around Brown River, far inland on the track, as "death traps".

"You would hardly call it a track. It's about 10 metres above the river and if anybody has a misstep with their pack on … you will never find them again," he said.

Mr Lynn, the son of a WWII veteran, led one of the first Australian tourist groups across the famous track on the 50th anniversary of the battle in 1992.

A group of people climb a small hill in a line, under banana trees.

Since then, it's become an important source of income for villagers along the trail, bringing in 50 million kina ($20.4 million) annually to PNG's economy.

But amid a decline in visitor numbers and concerns about the management of the Kokoda Track, PNG's tourism authority is seeking oversight of the agency tasked with managing tourist operations on the trail.

Trail has become 'the wild west'

The Battle of Kokoda is among the most celebrated Australian victories of WWII, when Australian soldiers and Papua New Guinean villagers repelled the Japanese advance on Port Moresby along the mountain trail.

It forged an enduring bond between Australia and Papua New Guinea, which is now symbolised by the track — something that Prime Minister Anthony Albanese will mark as he walks part of it on Anzac Day after arriving in PNG on Monday.

You few an illustrated map of the Kokoda trail from Port Moresby in south-eastern Papua New Guinea.

At its tourism peak in 2008, about 5,600 trekkers crossed the Kokoda Track.

Since then, Mr Lynn says, numbers have dropped 46 per cent, and some believe the trail is not fulfilling its tourism potential.

Mr Lynn said the experience for tourists had suffered as management of the trail had declined.

"There's not one decent toilet across the trail for them," he said.

"What you'll have is two or three groups of 50-60 arriving at a campsite that only has capacity for 25 and they'll be having heated arguments for who stays there that night.

"It's become the wild west."

Another trekking operator, Mick O'Malley, isn't as critical and says he has seen improvements.

"We are head and shoulders above where we used to be when I first started trekking," he said.

"I agree … it would be great to have amazing toilets but, by the same token, toilets in Australia aren't run by the government. It's private enterprise.

"It's not the government's responsibility to make sure toilets and guest houses are clean and up to standard."

Researchers Kyline Koroka and Shahar Shalom Yadin, who published a paper on the Kokoda Track in the Journal of South Pacific Law, are calling for authorities and tourism operators to consult more with local communities that host the trail.

A 'semitrailer in a sedan car park'

The Kokoda Track Authority (KTA), established about 20 years ago, oversees tourism operations on the trail and sits under PNG's Department of Provincial and Local-level Government Affairs (DPLGA).

However, deputy chairman of the PNG Tourism Promotion Authority, Andy Abel, said it was put in the hands of the wrong department.

"It should have been parked within the PNG Tourism Promotion Authority because Kokoda Trail trekking … is a tourism asset," he said.

"It's like parking a semitrailer in a sedan car park.

"When I realised how the tourism authority was spending millions of kina promoting the trail in Australia, but we had no control over it, I made it my business to correct it."

a black and white photograph of young men in uniform with rifles over their shoulders walking in the muddy rainforest

Mr Abel is spearheading a push to shift the management rights of the Kokoda Track Authority from the DPLGA to the PNG Tourism Promotion Authority.

He expects it to be approved within three months.

"I've met with the minister for tourism, I've met with the governor, I've met with the prime minister … so it's now just a matter of time, and not when, for that National Executive Council submission to go before cabinet and that transfer to take place."

The ABC approached the Kokoda Track Authority for comment.

KTA chief executive Julius Wargirai has previously defended the agency, saying it is working to improve transparency and grow the benefits of the track for local people.

He has also said the KTA had limited power to increase the benefits for people living on the track.

A group of trekkers arrive in a mountainous village, surrounded by trees.

In the meantime, there are plans to encourage more tourists back to PNG by funding improvements to the Kokoda Track and building more WWII attractions in Port Moresby.

Mr Abel and Port Moresby Governor Powes Parkop have signed a memorandum of understanding with Canada Bay Council in Sydney and not-for-profit organisation Network Kokoda to make the improvements.

Mr Parkop said under the plan, historic sites such as Paga Hill, Wardstrip and Sabama would undergo development for new memorials.

He said he would like memorial sites built in the Central and Oro provinces as well.

"The plan from our city is to also encourage tourism in the area of war pilgrimage," he said.

Mr Parkop said the National Capital District government (Port Moresby) would work with Network Kokoda and memorial designers to come up with ideas for installations.

One idea included placing WWII aircraft at Wards Airstrip, which was used by heavy bombers and transport planes during the conflict.

And Mr Parkop wants to extend the tourism market beyond Australia.

"There is a very big gap in the market," he said

"I think the potential for us to get more numbers here than Gallipoli is there, but the government hasn't really developed and harnessed this potential to create the facilities.

"And of course, the other market is the Japanese and USA. We want to invite them too so they can tell their story and their version of things, so they can pay respect to lost loved ones."
