What Is the Best Delta Platinum Choice Benefit?

Michael Friedman

Many or all of the products featured here are from our partners who compensate us. This influences which products we write about and where and how the product appears on a page. However, this does not influence our evaluations. Our opinions are our own. Here is a list of our partners and here's how we make money .

So what is the best Choice Benefit for Platinum Delta elites? That depends on your needs, but certain perks have more value than others.

Here is the guide to the Choice Benefits options for Platinum members who are aiming to get the most value out of their Delta status tier.

» Learn more: The complete guide to Delta Medallion elite status

Delta Platinum Choice Benefits

Delta offers Platinum elite members one of four choices:

Four regional upgrade certificates.

20,000 Delta SkyMiles.

A $200 Delta travel voucher or $200 Tiffany & Co. gift card.

Gift Silver Medallion status to your favorite traveler.

Regional upgrade certificates

The regional upgrade certificates are the most valuable Platinum Choice Benefit since premium-class tickets rarely come cheap.

These certificates must be booked and flown within a year of issuance, so don’t choose this benefit unless you’re sure you’ll use it in time. The certificates can be used anywhere in the 50 states for an upgrade to Comfort+ or first class. You can even use it to upgrade to the premium Delta One class; normally flown on international flights, the option does exist on a few domestic routes. The upgrades can be used on any tickets except basic economy or award tickets.

What to watch out for:

These certificates do not guarantee availability. Check with Delta when you book a ticket to see where upgrades are available or to ask to be placed on the waitlist. If a seat opens, you will be moved into it. Delta advises that you could clear from the waitlist at the gate, so the wait may be a nail-biter.

Don’t use the certificates for Comfort+, which is Delta’s premium economy product. As a Platinum elite member, you’re likely to get that upgrade for free.

20,000 SkyMiles

Don’t want the upgrade certificates? Then your choice comes down to money or miles.

The 20,000 miles are probably your best bet. One-way flights can be found for less than 5,000 miles, so you can do a lot of flying with 20,000 miles.

If you have a Delta credit card, it’s an even better deal. Almost any Delta card, including the free ones, like the Delta SkyMiles® Blue American Express Card , make you eligible for the Pay with Miles perk. This perk allows you to redeem 5,000 miles for $50 toward a flight, making it easy to mix cash and miles. That comes out to a value of 1 cent per mile (close to our Delta points valuation ). Terms apply.

$200 Delta travel voucher or Tiffany & Co. gift card

Certainly one of the simplest selections, you can opt for a $200 travel voucher with Delta or a gift card to the jeweler famous for its signature shade of blue. The $200 Tiffany & Co. gift card is handiest if you have plans to give that special someone jewelry or pick out a nice bauble for yourself.

Note that when you use the Pay with Miles perk outlined above, your 20,000 miles are worth the same as the Delta $200 voucher, but, importantly, the miles option gives you more redemption choices. You will still earn more miles for the portion of the ticket that you pay cash for. This means there's potential to get more value out of the 20,000 miles perk than this straight voucher option.

» Learn more: Which Delta Air Lines credit card should you get?

Gift Silver Medallion status

Gift one lucky friend Delta Silver Medallion status for a year.

Silver status comes with a bunch of benefits, including potential upgrades, priority check-in and priority boarding. But the best feature that Silver status offers is a waiver on several fees, such as baggage fees. A Silver Medallion member could save not only $30 for their first bag, but also the first bag for up to eight travel companions.

If you choose this benefit, give it to someone who doesn't travel with you frequently, since your travel companions already enjoy your Platinum elite benefits.

The bottom line

Delta Platinum Choice Benefits get you at least $200 in value, but if you choose your benefit well, it can be worth a lot more. Opt for the four upgrade certificates if you know you will take at least that many flights over the next year.

If deciding between miles or vouchers, the miles have potential for more value. If you're feeling generous, gifting Silver status could certainly bring a friend of yours a lot of value, too.

$30 travel voucher

American gave me $1,000 to take a later flight, but using the voucher was a nightmare

Liz Hund

If you've ever flown during busy travel times, you're no stranger to airline overbookings. For savvy travelers, these are a tempting opportunity to earn a bump voucher — especially if you have a flexible schedule.

I won the traveler jackpot back in March: a $1,000 voucher from American, good for anywhere the airline and its Oneworld partners fly.

I was ready to board my flight to St. Louis when the airline started to ask for volunteers. It had already been a long day, including an exhausting 15-hour journey from Milan to Miami with an earlier layover in New York. But as the gate agent raised the price higher and higher, it became hard to pass up. When she got to $1,000, my friend Grace and I gave up our seats for a future, free vacation.

Little did we know that redeeming our golden tickets would be far less easy than it was to get the vouchers in the first place.

$30 travel voucher

Fast forward to September and Grace and I decided to cash in our vouchers to meet up for a last-second trip to Montreal after previous travel plans were interrupted by Hurricane Dorian. We each called American to book flights — as the voucher directed — and that's when we realized our "free travel" came at a price.

The gate agent had given us paper vouchers with the strict warning that they would be voided if lost. Besides that, she had said that to redeem them we needed to call the phone number on the voucher. Simple enough. But when I did just that, the agent on the phone said that all he could do was hold the reservation. I would need to go to the airport to actually book the flight. Then he said he actually couldn't hold my reservation as he had originally said because it was for a flight the next day and American has a policy that reservations can only be held if they are made at least seven days in advance. That left me with one option: head to the American Airlines ticket counter at LaGuardia ASAP.

I really didn't want to make an extra trip to the airport a day ahead of when I'd be leaving anyway, but I also didn't want to wait to book the day of travel and hope that seats would be available — especially since the reservation couldn't be held.

So I made the trek to LaGuardia in Tuesday morning traffic. After about 30 minutes and a $30 Uber ride, I arrived at the airport which thankfully wasn't nearly as busy as the roads. The agent at the AA ticket counter asked where I was going, promptly issued my ticket and then readjusted my voucher. I asked if I could make the reservation for both my friend and myself, but of course that was a "no" because I had to have physical copies of both vouchers as well as IDs. All in all, it was a 10-minute process, but it took over an hour to get to and from the airport via Uber and that certainly came at a price — $47 round-trip to be exact.

Although my booking at the airport went smoothly, it wasn't quite the same for Grace who had to go through the whole process at Boise (BOI) — a much smaller airport. The agent there had no idea what to do when Grace presented her with the voucher. The agent claimed she had never seen one before, so she struggled with even getting the process started. At one point, she told Grace that the flight she wanted wasn't available, even though we had continuously been able to pull up the flight and booking options online. After a few phone calls and some messing around, the agent eventually figured it out. However, it wasn't easy or stress-free, to say the least. In fact, it took Grace more than an hour at the airport and that's not including the commuting time.

We were grateful to have been offered such large vouchers, but it was disappointing that American made it so difficult to redeem them. Passengers who volunteer to be bumped shouldn't have to go through another inconvenience to redeem their compensation for the original inconvenience of overbooking a flight.

The whole redemption process is super-inconvenient with the only redemption options consisting of visiting an airport or mailing in the voucher. For the latter option you'd have to plan much further ahead. A quick Google search of that option pulls up plenty of horror stories of it "getting lost" in the mail which, in turn, voids the voucher. And while I'm lucky enough to live close to three major airports, I can't imagine what a hassle it would be for people who don't live near even one.

What I also found strange was that I have received an electronic voucher from AA for a flight delay in the past, so why couldn't I have been issued the $1,000 bump voucher electronically? I reached out to American and was told that electronic vouchers are only issued via reservations or customer relations, but if you volunteer to be bumped, a paper voucher is the standard.

Issuing an electronic voucher from the start would have saved everyone a whole lot of time, and American's spokesman said they're working toward making all vouchers electronic by 2020.

Until then, my advice to anyone with a paper voucher is to figure out where you want to go and when, and then book the flight next time you're at or near an airport so that you can avoid making a special trip just to book your "free" vacation.

SINGAPORE: A total of 600,000 public transport vouchers worth S$30 each will be made available to lower-income households to help them cope with rising bus and train fares which will kick in from Dec 26.

This comes after the Public Transport Council’s (PTC) decision to increase fares by 2.9 per cent in its annual fare review exercise due to rising energy prices.

The vouchers can be used to top up fare cards or buy monthly concession passes, said the Ministry of Transport (MOT) and the People’s Association (PA) in a joint news release on Wednesday (Oct 12).

Similar to last year’s Public Transport Vouchers exercise, it will cover resident households with a monthly household income per person of not more than S$1,600.

The vouchers will be disbursed in two stages.

In the first stage, households that received the vouchers in the 2021 exercise and continue to meet the income eligibility criteria will automatically receive a notification letter through the mail, without having to apply. This will be done by end-December.

In the second stage, which will start from early 2023, households that meet the income criteria but did not receive a voucher in the first stage can apply for them online or in person at their local community centres or community clubs.

All vouchers must be redeemed by Mar 31, 2024.

RISING TRANSPORT COSTS

From Dec 26, adult card fares will increase by 4 cents for journeys up to 8.2km long. For journeys longer than 8.2km, fares will increase by 5 cents.

Meanwhile, the increase in concession card fares will be capped at 1 cent per journey to keep fares lower for students, senior citizens, lower-wage workers, and people with disabilities.

There will be no change to the prices of monthly concession passes, adult monthly travel passes and bus cash fares.

The overall fare adjustment of 2.9 per cent translates to an increase in fare revenue of about S$50.3 million a year, with SBS Transit Rail and SMRT Trains set to see an increase of S$7.4 million and S$15.4 million in annual revenue respectively.

Rise in public transport operating costs not matched by revenue growth: Iswaran

Fare revenues for bus and Thomson-East Coast Line collected by the Land Transport Authority (LTA) will increase by S$27.5 million to sustain the cost of their operations, including service payments to the operators.

However, PTC said the revenues "will not be sufficient to cover the costs of operating high-quality public transport services".

After taking into account government support for COVID-19, SBS Transit’s train segment reported a loss of tens of millions of dollars while SMRT Trains recorded an operating profit of S$16 million in their latest financial year. Both operators had applied for a fare adjustment of 13.5 per cent, citing escalating costs as among the reasons for the increase.

To cover the increased costs due to the doubling of energy prices and mitigate the impact of fare increases on commuters, the Government is providing an additional S$200 million in subsidies in 2023. This is on top of the current subsidies of more than S$2 billion per year to run bus and train services.

“The S$200 million support covers the carried-over quantum of 10.6 percentage points and shields commuters from the brunt of the fare increases, given the cost of living concerns,” said the Ministry of Transport in a press release on Wednesday.

It added that this has enabled adult fare increases to be capped at 5 cents per journey.

Speaking at a press conference on Wednesday, PTC chairperson Janet Ang said the council had decided on the 2.9 per cent fare increase to ensure public transport remains affordable while taking into account inflation.

“We deliberated very hard and debated internally how far should we go - because of public transport operations costs - in order to enjoy the quality of service,” she said.

Airlines are ordered to give full refunds instead of vouchers and to stop hiding fees

Travelers and their luggage in a terminal at Los Angeles International Airport in August 2023.

WASHINGTON — In an effort to crack down on airlines that charge passengers steep fees to check bags and change flights, the U.S. Department of Transportation has announced new regulations aimed at expanding consumer protections .

One of the final rules announced Wednesday requires airlines to show the full price of travel before passengers pay for their tickets. The other will force airlines to provide prompt cash refunds when flights are canceled or significantly changed.

"Passengers deserve to know upfront what costs they are facing and should get their money back when an airline owes them - without having to ask," said Transportation Secretary Pete Buttigieg in a statement announcing the new rules.

Taking on junk fees is popular. But can it win Biden more voters?

Taking on junk fees is popular. But can it win Biden more voters?

Surprise junk fees have become a large and growing source of revenue for airlines in recent years, according to the DOT.

"Today's announcements will require airlines to both provide passengers better information about costs before ticket purchase, and promptly provide cash refunds to passengers when they are owed — not only saving passengers time and money, but also preventing headaches," Buttigieg said.

The airline industry is unlikely to welcome the new rules. At a hearing on the proposed fee rule in March 2023, an industry lobbying group representing American, Delta and United said it would be too difficult for airlines to disclose their charges more clearly.

"The amount of unwanted and unneeded information forced upon passengers" by the new policy would only cause "confusion and frustration," warned Doug Mullen, the deputy general counsel at Airlines for America . "Very few, if any, need or want this information, and especially when they are initially trying to understand schedule and fare options."

But the DOT insists its new rule will give consumers the information they need to better understand the true costs of air travel.

Transportation Department cracks down on airline 'junk fees'

"I believe this is to the benefit of the sector as a whole," Buttigieg said in an interview with NPR's Morning Edition , because passengers will have "more confidence in the aviation sector."

The new rules require airlines to disclose all baggage, change, and cancellation fees, and to share that information with third-party booking sites and travel agents.

The regulation also prohibits bait-and-switch tactics, the DOT says, that disguise the true cost of flights by advertising a low base fare that does not include all mandatory fees.

"This is really about making sure that we create a better experience for passengers, and a stronger aviation sector in the United States," Buttigieg said in the NPR interview.

Automatic Refunds and No More Hidden Fees: D.O.T. Sets New Rules for Airlines

The Transportation Department issued new requirements on refunds when flights are canceled or delayed and on revealing “junk” fees before booking. Here’s what passengers can expect.

A blue airport screen showing extensive cancellations and delays is shown in close up with a man standing in front of it.

By Christine Chung

The Transportation Department on Wednesday announced new rules taking aim at two of the most difficult and annoying issues in air travel: obtaining refunds and encountering surprise fees late in the booking process.

“Passengers deserve to know upfront what costs they are facing and should get their money back when an airline owes them — without having to ask,” said U.S. Transportation Secretary Pete Buttigieg in a statement, adding that the changes would not only save passengers “time and money,” but also prevent headaches.

The department’s new rules, Mr. Buttigieg said, will hold airlines to clear and consistent standards when they cancel, delay or substantially change flights, and require automatic refunds to be issued within weeks. They will also require them to reveal all fees before a ticket is purchased.

Airlines for America , a trade group representing the country’s largest air carriers, said in a statement that its airlines “abide by and frequently exceed” D.O.T. consumer protection regulations.

Passenger advocates welcomed the new steps.

Tomasz Pawliszyn, the chief executive of AirHelp, a Berlin-based company that assists passengers with airline claims, called it a “massive step forward and huge improvement in consumer rights and protection” that brings the United States closer to global standards in passenger rights.

Here’s what we know about the D.O.T.’s new rules, which will begin to go into effect in October.

There’s now one definition for a “significant” delay.

Until now, airlines have been allowed to set their own definition for a “significant” delay and compensation has varied by carrier . Now, according to the D.O.T., there will be one standard: when departure or arrival is delayed by three hours for domestic flights and six hours for international flights.

Passengers will get prompt refunds for cancellations or significant changes for flights and delayed bags, for any reason.

When things go wrong, getting compensation from an airline has often required establishing a cumbersome paper trail or spending untold hours on the phone. Under the new rules, refunds will be automatic, without passengers having to request them. Refunds will be made in full, excepting the value of any transportation already used. Airlines and ticket agents must provide refunds in the original form of payment, whether by cash, credit card or airline miles. Refunds are due within seven days for credit card purchases and within 20 days for other payments.

Passengers with other flight disruptions, such as being downgraded to a lower service class, are also entitled to refunds.

The list of significant changes for which passengers can get their money back also includes: departure or arrival from an airport different from the one booked; connections at different airports or flights on planes that are less accessible to a person with a disability; an increase in the number of scheduled connections. Also, passengers who pay for services like Wi-Fi or seat selection that are then unavailable will be refunded any fees.

Airlines must give travel vouchers or credits to ticketed passengers unable to fly because of government restrictions or a doctor’s orders.

The vouchers or credits will be transferable and can be used for at least five years after the date they were issued.

Fees for checked baggage and modifying a reservation must be disclosed upfront.

Airlines and ticket agents are now required to display any extra fees for things like checking bags or seat selection clearly and individually before a ticket purchase. They will also need to outline the airline’s policies on baggage, cancellations and changing flights before a customer purchases a ticket.

The rules, which apply to all flights on domestic airlines and flights to and from the United States operated by foreign airlines, have varying start dates.

For example, automatic refunds must be instituted by the airlines within six months. But carriers have a year before they’re required to issue travel vouchers and credits for passengers advised by a medical professional not to fly.

Airlines must cough up cancellation cash and can no longer hide fees under new federal rule

A federal rule announced Wednesday will require airlines to quickly give cash refunds — without lengthy arguments — to passengers whose flights have been canceled or seriously delayed, the Biden administration said.

“Passengers deserve to get their money back when an airline owes them — without headaches or haggling,” Transportation Secretary Pete Buttigieg said in a statement.

The rule from the Transportation Department says passengers who decline other reimbursement like travel credits are to get cash refunds.

Image: Salt Lake City travellers

It applies when a flight is canceled or has a “significant change,” the administration said.A “significant change” includes when departure or arrival times are three or more hours different from the scheduled times for domestic flights or six hours for international flights, and when the airport is changed or connections are added, it said.

Passengers are also to get refunds when their baggage is 12 hours late in delivery for domestic flights.

The new rule comes after promises to hold airlines accountable after major disruptions that made travel hell for passengers, including the 2022 Southwest Airlines meltdown , which resulted in almost 17,000 significantly delayed or canceled flights and a missing baggage nightmare.

The Transportation Department said that the new rule means refunds are automatic and that "airlines must automatically issue refunds without passengers having to explicitly request them or jump through hoops."

Also announced Wednesday was a rule requiring airlines to more clearly disclose so-called junk fees upfront, such as surprise baggage or other fees, the department said.

It said that rule is expected to save fliers around $500 million a year.

The surprise fees are used so tickets look cheaper than they really are, and then fliers get the unwelcome surprise of fees on checked bags, carry-on bags or reservation changes — or even discounts that are advertised but apply to only part of the ticket price, officials said.

Airlines will also have to tell fliers clearly that their seats are guaranteed and that they don't have to pay extra to ensure they have seats for flights, according to the Transportation Department.

Airlines for America, an industry trade group, said that its member airlines “offer transparency and vast choice to consumers from first search to touchdown” and that they do offer cash refunds.

The 11 largest U.S. airlines returned $10.9 billion in cash refunds last year, an increase over $7.5 billion in 2019 but slightly down from $11.2 billion in 2022, the group said.

“U.S. airlines are providing more options and better services while ticket prices, including ancillary revenues, are at historic lows,” Airlines for America said.

Left out of the federal changes announced Wednesday are those involving "family seating fees," but the Transportation Department said in a statement that "DOT is planning to propose a separate rule that bans airlines from charging these junk fees."

Travelers have complained to the Transportation Department that children weren’t seated next to accompanying adults, including in some cases young children, department officials said last year.

Fees on bags specifically have made up an increasing amount of airline revenues, the Transportation Department said Wednesday in announcing the new rules.

A Transportation Department analysis found that airline revenue from baggage fees increased 30% from 2018 to 2022, while operating revenue — which is from the flights themselves — increased by only half that amount, the department said.

$100 tourism vouchers: How do I redeem them and can they be used all at once? 7 things you need to know

$30 travel voucher

SINGAPORE - From December this year, Singaporeans aged 18 and above will be given $100 worth of vouchers to spend on local attractions, Minister for Trade and Industry Chan Chun Sing announced at Jurong Bird Park on Wednesday morning (Sept 16).

Here is all you need to know about what these vouchers are for and how you can use them.

WHAT IS THE SINGAPOREDISCOVERS VOUCHERS SCHEME?

The vouchers initiative is part of the Government's efforts to revive local tourism, which has been hit by the Covid-19 pandemic and travel restrictions.

It complements the $45 million SingapoRediscovers marketing campaign, which was launched in July to encourage locals to holiday at home and support local businesses.

HOW MUCH IN VOUCHERS WILL BE GIVEN?

About $320 million worth of vouchers will be given out. Adult Singaporeans are given $100 in digital vouchers each and these come in denominations of $10.

WHO IS ELIGIBLE FOR THE VOUCHERS?

All Singaporeans aged 18 and above this year are eligible for the vouchers. For those under 18, adult Singaporeans will be able to purchase up to six subsidised tickets for attractions and tours - each at $10 off - for them. Permanent residents will not be eligible for the vouchers.

ARE THEY TRANSFERABLE?

This is unclear for now. Details are expected in November.

WHERE CAN THESE VOUCHERS BE USED?

They can be used at all licensed hotels, leisure attractions and for local tours by operators that have received approval from the Singapore Tourism Board (STB) to reopen or resume.

There are currently 214 hotels, 40 attractions and 438 tour itineraries that have been given the green light to resume operations.

These include Universal Studios Singapore, Jewel Changi Airport's Canopy Park, as well as tours of Pulau Ubin and Kampong Glam.

A more comprehensive list of attractions and activities can be found on STB's website.

$30 travel voucher

CAN THEY BE USED ALL AT ONCE?

There are no plans to limit the number of vouchers that can be used in a single transaction, or to set out how they should be used. The vouchers can be spread out across separate visits, or used up at once on a staycation package, for example.

HOW CAN THE VOUCHERS BE REDEEMED?

They will be accessible via SingPass from December and can be used to offset ticket purchases and hotel stays until the end of June next year.

STB said the redemption of vouchers "will adopt a digital mode by default", but it will provide support for those who have difficulties using such methods.

More details will be announced in November.

New federal rules say travelers deserve cash refunds when inconvenienced by their airline – not vouchers or travel credits.

(CNN) — Airline canceled your flight? The plane arrived hours late after a maintenance issue? The inflight Wi-Fi didn’t work?

New federal rules say travelers deserve cash refunds when inconvenienced by their airline – not vouchers or travel credits.

“From now on when your flight is canceled for any reason, you are entitled to an automatic cash refund and it has to be prompt,” Transportation Secretary Pete Buttigieg told CNN’s John Berman on Wednesday.

“If you get delayed significantly, that means three hours domestically, six hours internationally, or if there’s another significant change to your itinerary — like maybe you were going to go into one airport, they actually changed the airport on you or something like that — you’re going to get your money back.”

The rules, announced by the Transportation Department on Wednesday, also require airlines to provide upfront information about fees for baggage and changing flights.

Although many airlines have done away with change fees and disclose fees on their websites, Buttigieg estimated more transparency with some airlines and websites would make it easier for travelers to shop around – ultimately saving consumers millions every year.

The rule would formalize the requirement he referred to that passengers receive refunds if a domestic flight is delayed by more than three hours or if an international flight is delayed by more than six hours.

It would also require a refund of any baggage fees for bags that arrive more than 12 hours late, and a refund of the fee for a purchased service like Wi-Fi or upgraded seating if the airline doesn’t deliver.

‘Without headaches or haggling’

“Our new rule sets a new standard to require airlines to promptly provide cash refunds to their passengers,” Buttigieg said in a statement, saying the refunds were due “without headaches or haggling.”

Buttigieg gave the example Wednesday morning of travelers who have been forced to buy an additional ticket on a different airline in order to make it on time to events happening in their destinations.

“But then you go back to your original airline, and they say, ‘Well, look, we didn’t cancel the flight, so you’re not getting your money back.’ Now you’re out the original airfare and the extra money it cost to get this new ticket,” Buttigieg said.

“That’s just one example of the kinds of scenarios that we hear from passengers time and time again. We’re putting a stop to it now,” he said.

There’s also a provision for travelers frustrated with call center hold times or filling out online claim forms.  The rules require the fees to be automatic and prompt: Within seven days for a credit card refund and 20 days for other forms of payment.

Airlines for America, which represents the country’s largest passenger carriers, said its airline members “offer transparency and vast choice to consumers from first search to touchdown.”

“U.S. airlines are committed to providing the highest quality of service, which includes clarity regarding prices, fees and ticket terms,” the group said in a statement.

Surge in complaints in 2022

The Biden Administration proposed its change to the refund rules in 2022 after a surge in complaints about refunds when the coronavirus brought air travel to a standstill.  That year, DOT received nearly 47,600 complaints, more than double the number of complaints received in 2021.  More than half of the complaints involved flight disruptions or refunds.

Many travelers complained at that time that airlines pushed noncash flight credit or required extended time on customer service phone lines to request a refund.  Some of those credits expired long before the effects of the virus receded and travel returned to more normal levels.

This spring, DOT and other executive branch agencies are finalizing key rule changes from Biden’s term in office in case Republicans take control of Washington in November’s election.  A federal law allows Congress to unravel recently implemented executive branch rules.

The cutoff date depends on the House and Senate legislative calendar but is likely to fall in May, meaning rules finalized before that date are not eligible for review under the Congressional Review Act.

Scheduled Maintenance

The Ministry of Transport website will be undergoing scheduled maintenance from 27 April (Saturday) 10pm to 28 April (Sunday) 6am, and may not be available during this period. We apologise for any inconvenience caused.

Public Transport Vouchers

In years of fare increases, operators are required to contribute part of their increased fare revenue to the Public Transport Fund. Financial penalties collected from PTOs when significant disruptions occur are also paid into the Fund. The Government then draws from the Fund to disburse Public Transport Vouchers (PTVs) to help lower-income households cope with fare adjustments. The Government will also supplement the Public Transport Fund from time to time.

Following the implementation of a fare increase in December 2023, the Government will be making available PTVs worth $50 each as part of the 2023 Public Transport Voucher Exercise. Details of the exercise can be found in the poster below. As part of the first stage of disbursement, over 240,000 households have received PTV notification letters in December 2023.

English_PTV2023

1) Who is eligible for the Public Transport Vouchers (PTVs)?

To be eligible for the PTVs, applicants must have a monthly household income per person of not more than $1,600. At least one member of the household must be a Singapore Citizen or Permanent Resident.

2) When and how do households get the Public Transport Vouchers (PTVs)?

Over 240,000 households that received a PTV under the 2022 PTV Exercise and continue to meet the eligibility criteria have received a PTV in December 2023.

Households that meet the eligibility criteria but did not receive a PTV in the first stage can apply for the PTVs online at https://go.gov.sg/ptv or in person at their local Community Centres/Clubs (CCs) from 15 January 2024 to 31 October 2024. During this period, households that require additional help or slightly missed the income eligibility criteria can also submit an appeal online at https://go.gov.sg/ptv-appeal or in person at their local CCs.

The PTVs can be used to top up their fare card via the SimplyGo app or at any SimplyGo Kiosk, Top-Up Kiosk, Assisted Service Kiosk, SimplyGo Ticket Office or SimplyGo Ticketing Service Centre. Please note that users of the SimplyGo app must first register for an account and add a SimplyGo Concession/EZ-Link card into the account to be able to redeem the PTV.

The PTVs can also be used to offset monthly pass purchases at any SimplyGo Ticket Office or SimplyGo Ticketing Service Centre.

3) When will the Public Transport Vouchers (PTVs) be sent out to successful applicants?

Notification letters (which serve as the PTV) will be sent out to successful applicants within four to six weeks from the date of application.

4) Is the use of the Public Transport Vouchers (PTVs) limited to only one household member?

No, the PTVs can be shared amongst all members of the household. PTVs can be redeemed in denominations of $10 to different travel cards, regardless of who the PTV is addressed to.

5) How many Public Transport Vouchers (PTVs) can each household receive? How can households apply for more than one PTV? If my household has four members, does that mean we can submit four separate applications?

The PTVs are given out on a per household basis to help cushion the impact of an increase in public transport fares on lower-income households. Each household is eligible for one PTV, and only one application is needed. Under Stage 1, each household that received a PTV during the 2022 exercise and continue to meet the income eligibility criteria should have received one PTV in December 2023. Households who may need more assistance may submit an appeal for an additional PTV at https://go.gov.sg/ptv-appeal . Cases will be assessed by the Citizens' Consultative Committees  on a case-by-case basis.

6) A household submitted an application for the first time, but was rejected even though they met the income criteria. What should they do? Why do they have to submit an appeal?

There are several reasons why an application may have been rejected, such as a Public Transport Voucher (PTV) being granted to someone residing at the same address during Stage 1, or if there have been recent changes to household income which have not been reflected in official records. These households should submit an appeal online at https://go.gov.sg/ptv-appeal or at their local Community Centres/Clubs (CCs) from 15 January 2024.

7) Why were some beneficiaries excluded from Stage 1 when they have received a Public Transport Voucher from the 2022 Public Transport Voucher Exercise? What should they do?

Some beneficiaries from the 2022 PTV Exercise did not receive a PTV in Stage 1 of the current exercise (which ended in December 2023), because of changes to their household information such as their address or their monthly household income per person.

First, official records may have indicated that they are no longer staying at their registered address. In such cases, they may approach their local Community Centre/Club to update their details or apply during Stage 2 which is from 15 January 2024 to 31 October 2024.

Second, there may have been another 2022 PTV beneficiary with the same registered address under official records. As PTVs are disbursed on a per household basis, a PTV will, as a default, be sent to the oldest 2022 PTV beneficiary in the household based on registered address for Stage 1. In addition, there may have been PTV beneficiaries from separate households with the same registered address, but were not reflected as separate households in our records. In this case, only one household from that address would have received a PTV in Stage 1. These separate households may submit an appeal during Stage 2.

Third, the circumstances of the household may have changed, such that official records now reflect that they exceed the income eligibility criterion of $1,600 monthly household income per person. If the household requires assistance, they may submit an appeal during Stage 2.

You may find the 2023 PTV posters below in English, Chinese, Malay and Tamil. Click on the thumbnails to view the posters.
