What are the rules to wear a blue ensign?

James Stevens

  • James Stevens
  • February 12, 2022

Do you know the rules for wearing a blue ensign? Do you know who is entitled to wear a privileged ensign? What happens when a yacht with a privileged ensign visits a foreign port?

A blue ensign being worn by a yacht

Do you know the rules for wearing a blue ensign? Credit: Eleni Mac Synodinos/Alamy Stock Photo

James Stevens answers your Questions of Seamanship.

Paul has purchased his first yacht, a 10m production cruising boat.

He has a berth in the local marina , next to a yacht club.

The club has a blue ensign on its flagstaff, and the same flag is worn by some of its members on their yachts.

Paul likes the look of this flag and reckons it would enhance the appearance of his boat. However, he is confused.

He knows that wearing a blue ensign comes with rules.

Looking around the marina, a couple of yachts fly their club burgees from the masthead and the club itself has the burgee at the top of its mast outside the clubhouse.

Most owners fly their club burgees from the spreaders, some on the port and some on the starboard side.

Other yachts have a blue ensign at the stern but with no burgee on the mast.

Paul also knows that when he goes abroad he should wear a courtesy ensign of the country he’s visiting.

After Brexit, UK cruisers will experience limitations when cruising in Europe

Cruising after Brexit and sailing in Europe

As Europe begins to open up again for cruising, Lu Heikell looks at the implications of Brexit on UK sailors…

Where does that go, and what happens if there is a burgee in the way?

In the evening, some owners take their ensigns down, while some leave them up. Others take the burgees down too. What are the rules about burgees and ensigns and where would Paul find them?

Who is entitled to wear a privileged ensign and who, if anyone, polices it?

What happens when a yacht with a privileged ensign visits a foreign port?

Authority to wear a privileged ensign is granted by yacht clubs to their members in the form of a permit for the yacht and owner, which usually comes with instructions on flag etiquette requiring the club burgee to be flown with the ensign.

The RYA also provides advice.

Traditionally, burgees are flown from the masthead, but only a few clubs insist on it – notably the Royal Yacht Squadron and the Royal Cruising Club.

Most other clubs allow their members to fly the burgee from the starboard spreader halyard .

Offshore passage

James Stevens, author of the Yachtmaster Handbook, spent 10 years as the RYA’s Training Manager and Yachtmaster Chief Examiner

In harbour, the ensign should be raised at 0800 local time from 15 February to 31 October, and 0900 from 1 November to 14 February, and lowered at sunset or 2100 local time, whichever is earlier.

It is now the custom for the burgee to stay up for the duration of the cruise.

The starboard spreader halyard is the signalling halyard and is where a courtesy ensign is worn.

The real controversy starts when yachts go abroad.

Flag etiquette states that no flag shall be flown above the burgee on the same halyard and no flag shall be above the courtesy ensign.

How you choose to resolve this is a matter of choice.

If you don’t want to break any rules, fly a masthead burgee or forget your yacht club and wear a red ensign.

On the other hand, no one is going to get too excited if you use the port halyard for one of the flags.

Except for a few clubs who could withdraw a permit, flag etiquette is not really policed, it’s up to you.

The Law and Etiquette of the Blue Ensign

RMYC Blue Ensign

The Royal Mersey Yacht Club’s own Blue Ensign. Who may and when, where, and how to fly it?

Andrew Whittingham-Jones.

August 2019

A short guide to the Law (what must be done) and Etiquette (maritime traditions and expectations of behaviour between seafarers) about the flying flags on board yachts. There a several, substantial, books in print. What I write here is only intended to be an outline, or introductory guide to this topic.

Perhaps it ought not be a surprise in an activity as old, and ingrained in our Island history, as going to sea, that the etiquette part is a lot longer, and much more complicated, than the legal part. That is why I am going to start with the law. It’s; for once in our lives, clear and short.

Before even the legal part it will help you if I clarify a few points of basic terminology. Yes, I know what you are thinking, even retired lawyers can’t pass an opportunity for a couple of definitions. Bear with me, I promise that it will help.

Let’s talk now about flags, and the all-important difference between a land flag and a marine ensign, or “colours”. The Union Jack, Welsh Dragon, the Crosses of Saints George, Andrew, Patrick and the EU flag are all, primarily, land flags and must never by flown at sea by educated yachtsmen like members of Royal Mersey. They are confusing too. The cross of Saint Andrew corresponds to International Code flag M  (my vessel is stopped and making no way through the water)  and Saint Patrick to Code Flag V  (I require assistance)  and Saint George  (flown only by an admiral— don’t argue)  I have seen all of them hanging over the sterns of yachts, even British ones in foreign waters. Makes you shudder. Most countries have no such thing as a maritime ensign, and just fly their national flag.

The Union Jack, or Union Flag if you prefer (both terms are correct), is the property of the Royal Navy who fly it on a jackstaff at the bow, hence Union Jack. Non-military ships are allowed to fly a union flag with a white border, which is called a Pilot Jack, or Civil Jack or Merchant Jack, on a jackstaff at the bow. This used to mean that she required a pilot, but this has fallen into disuse.

The main source of law is the Merchant Shipping Act 1995 (the Act) which is written in the clearest terms:

“Section 2. The flag which every British ship is entitled to fly is the red ensign (without any defacement or modification) and, subject …………….as below, no other colours.”

The “ subject …………….as below”  which concerns us, is: –

“any colours allowed to be worn in pursuance of a warrant from Her Majesty or from the Secretary of State” ;

A ”British Ship”, for our purposes, means any craft owned by a British Subject. The Act also lays down that a British Ship must show her colours in only two circumstances; when required to do so by one of HM Ships and when entering and leaving a foreign port.

Britain, and a few former colonies, are unique in having special maritime ensigns, the white, blue and red. Sometimes plain or, like ours, with a motif in the fly. The white is for HM Ships, a Naval Officer (or RNVR) on his own yacht and members of The Royal Yacht Squadron, the blue for a privileged few, and the red for everyone else.

Royal Mersey was, as number 26 of our Laws states, and it’s written each year in our yearbook, granted permission by warrant from the Secretary of State on September 24 th 1844 for its own unique Club Flag

“the Blue Ensign of Her Majesty’s Fleet, with a crown over the “Liver” in the fly of the Ensign….and the Burgee shall be blue, with the crown over the Liver”

However, just by being a member of RMYC does not give you the right to fly our ensign. You need to apply to our Hon Sec for a Permit for your yacht, and to qualify for that your yacht needs to be owned by you, not a limited company, not used for trade and must be registered under either Parts I or III, of the Register of British Ships (Small Ships Register). To register under Part I, the yacht must over two tons gross or, under Part III, over 7 meters overall length. In other words, only reasonably substantial vessels can fly our Blue.

So, there you have it, the law. Simple isn’t it? I told you it would be.

Now here we go with the etiquette, and this is where things get a lot more complicated. First of all, the law only refers to ensigns on ships or vessels, but we all know that our blue ensign is flown on the mast on the lawn in front of the clubhouse. This is the first of the traditions, that shore establishments of a club holding a Royal Warrant can fly the blue there, or premises occupied by a flag officer of the Club.

On a yacht, her ensign, whatever its colour, should be flown in the most senior position, usually on the ensign staff on her stern, though ketches often fly them from the mizzen masthead and gaff rigged yachts from the gaff peak. The point is that the ensign must be plainly in view to establish the vessel’s nationality. A blue ensign is flown together with the corresponding burgee. That is why our Warrant describes the burgee. It is usual to hoist the burgee then the ensign, and lower in the reverse order. Some yacht clubs with blue ensigns, and the One with a white one, require their members to fly the burgee from the masthead, but because mastheads have become very crowded spaces with lights, wind instruments and multiple radio antenna, it is usual to see the club burgee flown from the next most important place on a yacht, the starboard spreader. The blue ensign may only be flown when the holder of the Permit is on board, or ashore nearby.

RMYC Burgee

F lying the burgee, incidentally a burgee is always triangular excepting only a Commodore’s broad swallow-tailed pennant, from the starboard spreader is a cause of flag etiquette complications because the starboard spreader is the place for signal flags, such as the Q flag (yellow rectangle) on entry to a foreign port, and the courtesy flag of a foreign state. The problem is that it is discourteous to fly anything superior to either a courtesy flag or your own burgee! Perhaps the solution is, when entering foreign waters, to fly a red ensign. That will also avoid the confusion caused to foreigners by the blue ensign, which has caused awestruck enquiries as to whether we had sailed all the way from New Zealand!

The size and condition of flags is important. I used to think that my faded ensign was a source of pride showing that I had left a long wake. Not so. All ensigns and courtesy flags of foreign countries ought to be clean, bright and free from frayed ends. Foreign nationals can be touchy on this subject.

What is the right size? I suppose the main rule is “if it looks right, it is right”, but never so big that it trails in the water.

The practice of the Royal Navy, which is universally followed by yachtsmen, is to hoist their Colours- Union Jack at the bow and then the White ensign at the stern- daily at 0800 with a ceremony, usually involving the ship’s bugler, referred to as Morning Colours. They then haul them down, in the reverse order, in a ceremony called Evening Colours, more bugles, at sunset or 2100.

I have only once “dipped”, that is temporally lowered, my ensign to one of HM Ships (HMS Tyne) at sea, and was thrilled to see a rating standing at her ensign staff, with the flag halliard in one hand and a cigarette in the other, as she sailed past with her white ensign lowered in answer; and never a word spoken.

Every racing man knows the difference between a rectangular racing flag at the masthead and a burgee, and that ensigns and burgees are always struck at the five-minute gun, just to show that she is racing and might be given the courtesy of a little indulgence by non-racing ”stand on” vessels.

In the last word of this piece the verbal pedant just below the skin of every lawyer knows that I will “fly” my ensign, but my yacht will “wear” it.

Along with the announcement that Christopher Wells is to be the first captain of the Queen Elizabeth there is an unusual addition, namely that as he holds the rank of Lieutenant Commander in the Royal Naval Reserve, the blue Ensign will be flown instead of the red merchant ensign.

That's nice to hear - and a very good reason to award him the position of Master of the ship.

This is wonderful for both Captain Wells and the new QE!

Wonderful! IIRC, Captain Rynd is also entitled to fly the Blue Ensign - so it will have flown on QE2, QM2 and Queen Victoria...

This was mentioned in the new Cunarder November issue which I received today.

Also of interest in there was an article about future Speakers on the QM next year:

Dr Ruth 15th April

Captain Rhone

That's nice to hear about Chris Wells. I'm sure he will enjoy being master of this new ship. I wonder if he has arrived at the yard yet to take up his early shipyard duties. Speaking of Captain Rynd, where is he now? Did they send him back over to Princess because I hadn't heard anything about him since he left Queen Victoria on Jan 2nd.

He has been working in an advisory role to other captains.

" Joining the Cruising Association has been a life changer for my wife and I. Previously, we sailed on the UK East Coast and had made a couple of cruises to The Netherlands. With the encouragement and advice of CA members we have spent the past 15 years sailing further afield, including to the far reaches of the Baltic Sea, and now keep our boat in the Adriatic. Without the CA we would probably not have done any of that. The resources of the CA are amazing! " Stuart Bradley.

Cruising community

Local sections around the UK organise rallies, lectures, meetings, seminars and social activities throughout the year. We often attract high profile speakers from the world of cruising in small boats.

Our cruising-area sections – Baltic, Biscay, Blue Water, Celtic, Channel, European Inland Waterways, North Sea and Mediterranean – offer location-specific support and information to those who cruise there.

We’re proud of our worldwide network of Honorary Local Representatives (HLRs) who provide assistance and information in foreign parts.

Meet Stig Eriksson, our HLR in Orust, Sweden, who recently received this vote of thanks from a CA member:

" I wanted to say a very big thank you for your help when we were in Orust. Without your help and guidance we would not have found so many beautiful places to anchor and visit, we would probably not have travelled very far North at all. We would have missed a good taste of the West Coast of Sweden, even though there is much more for us still to see, hopefully we can return one day. We really appreciated all the time you gave to us on board, bringing everything along and going through charts, pilot books etc helping to give an added degree of confidence to explore the wonderful hidden anchorages that you guided us to. Your local knowledge was key for us in so many aspects. "We explored North towards Norway visiting amongst many others Hamburgsuund, Lysekil, Smogen also Marstrand, always travelling through the Skerries and constantly amazed at some of the really narrow channels through which we passed, memorable ones being North and South of Marstrand, having said that we were fascinated with the whole of the areas we explored. Without the enthusiasm and encouragement to explore that you provided we could have easily missed some lovely spots. "

Our Regulatory & Technical Services group (RATS) is consulted by government and navigational authorities about proposed legislation and matters of safety and concern to cruising boaters. It also provides experienced technical know-how on boat equipment. On that note: Please remember to report any run-ins with lobster pots as it's the only way we can gather the much-needed evidence of this escalating problem and help to get lobster pots and static fishing gear clearly marked so that sailors can see it in good time and hopefully avoid collisions and dangerous entanglements.

The Cruising Association urges everyone to report incidents to them by email to: [email protected] AND also by filling in the RYA report form .

NISSOS SPATHI " This is a lovely little wild anchorage. No facilities or habitation just clear turquoise water, good holding on sand and nice rock formations. We have used it several times overnight and have always had good shelter although most of it is open to the east. Even there, there is limited space for 2 or 3 yachts behind the island which would probably be adequate. "In addition to a nice spot to drop the hook, we have found it a good place from which to set off to the Cyclades or Crete, since leaving at silly o'clock is no problem (no fouled anchors or sleepy neighbours). You save a couple of hours on the journey compared to leaving from Poros, Idra or Porto Helli. "

The Blue Angels will take to the sky at 2 p.m.

Blue Angels Bethpage Air Show at Jones Beach State Park

Lastly, you can catch the Blue Angels at the  Bethpage Air Show at Jones Beach , New York, from 10 a.m. to 3 p.m. on May 25-26. The air show is celebrating its 20th anniversary this year.

What to expect at a Blue Angels air show?

If you’re never been to a Blue Angels air show, you’re in for a treat. Plan for an all-day event, from waiting in line as you await the opening gates at 8:30 a.m. to when the show wraps up about eight hours later.

Once the gates open, depending on which show you’re attending, you’ll likely be able to meander through vendors, claim spots to watch the show, enjoy performances from civilian and other military teams and learn about some aeronautical history.

Each show has a fairly strict schedule it follows, which can be found online. Taking a peek, you’ll see that there’s something to keep your attention every 30 minutes to an hour, starting with a parachute demonstrations and ending with a demonstration from Fat Albert just before the Blue Angels take to the skies.

How long do the Blue Angels fly?

A Blue Angels air show is typically an all-day event spanning about eight hours. Civilian acts and other military performers take to the skies throughout the day leading up to the final event: the Blue Angels. Fat Albert will lead the Blues with a short 10-15-minute demonstration, and the Blues will perform for about an hour afterward.

What planes do the Blue Angels fly?

In 2021, the Blue Angels started flying in a new airplane for the first time in more than 30 years — the  Super Hornet F/A-18 E/F . The new jets are 25% larger, fly 40% further, remain on station 80% longer and can carry more weapons than their predecessors. The team previously flew F/A-18 Hornets, which they transitioned to from the A-4F Skyhawk II in 1986.

How fast do the Blue Angels fly?

The new Super Hornets can reach top speeds just under Mach 2 (about 1,400 miles per hour), almost twice the speed of sound. The jets can climb at a maximum rate of 30,000 feet per minute.

Blue Angels pilot salary

Blue Angels pilot salaries are no different from what their pay would typically be, based on rank and time in service.

Where are the Blue Angels based?

The Blue Angels are based onboard Naval Air Station Pensacola in Pensacola, Florida.

Ford’s BlueCruise hands-free system under investigation after fatal crashes

Ford BlueCruise hands-free driver assistance system

Federal safety regulators have opened an investigation into Ford’s hands-free driver-assistance system, BlueCruise, after it was found to be active during two recent crashes  that killed multiple people.

The National Highway Traffic Safety Administration’s Office of Defects Investigation (ODI) said on Monday that it has confirmed BlueCruise was active in both crashes. One of the crashes happened in February in Texas, and the other occurred in early April in Pennsylvania. They are the first known fatalities resulting from crashes involving the use of BlueCruise.

The investigation into the two crashes ratchets up the scrutiny on BlueCruise, which is currently available on the Mustang Mach-E, and certain Ford F-150s (including the Lightning), Explorers and Expeditions. The National Transportation Safety Board has already opened an investigation into the Texas crash. Ford said in a statement that it is “working with NHTSA to support its investigation.”

The new probe comes just days after ODI closed its most high-profile driver-assistance investigation to date . The safety agency initially opened an investigation into Tesla’s Autopilot in 2021 after multiple reports of Teslas crashing into stationary emergency vehicles while the drivers were using Autopilot. In closing the investigation, the ODI said last week that it determined a “critical safety gap between drivers’ expectations of [Autopilot’s] operating capabilities and the system’s true capabilities” created “foreseeable misuse and avoidable crashes.”

Ford announced BlueCruise in 2021. It is only available on pre-mapped highways, and Ford pairs it with a camera-based driver monitoring system that checks whether drivers’ eyes are still on the road when the system is active. Those represent much tighter constraints on the system than Tesla puts on the use of Autopilot.

Still, while BlueCruise is highly rated by some, including Consumer Reports , the recent crashes and resulting investigations suggest there may be a more fundamental problem with advanced driver-assistance systems than some of these companies are willing to admit.

Note: This story has been updated to include a response from Ford.

The Unique Burial of a Child of Early Scythian Time at the Cemetery of Saryg-Bulun (Tuva)

<< Previous page

Pages:  379-406

In 1988, the Tuvan Archaeological Expedition (led by M. E. Kilunovskaya and V. A. Semenov) discovered a unique burial of the early Iron Age at Saryg-Bulun in Central Tuva. There are two burial mounds of the Aldy-Bel culture dated by 7th century BC. Within the barrows, which adjoined one another, forming a figure-of-eight, there were discovered 7 burials, from which a representative collection of artifacts was recovered. Burial 5 was the most unique, it was found in a coffin made of a larch trunk, with a tightly closed lid. Due to the preservative properties of larch and lack of air access, the coffin contained a well-preserved mummy of a child with an accompanying set of grave goods. The interred individual retained the skin on his face and had a leather headdress painted with red pigment and a coat, sewn from jerboa fur. The coat was belted with a leather belt with bronze ornaments and buckles. Besides that, a leather quiver with arrows with the shafts decorated with painted ornaments, fully preserved battle pick and a bow were buried in the coffin. Unexpectedly, the full-genomic analysis, showed that the individual was female. This fact opens a new aspect in the study of the social history of the Scythian society and perhaps brings us back to the myth of the Amazons, discussed by Herodotus. Of course, this discovery is unique in its preservation for the Scythian culture of Tuva and requires careful study and conservation.

Savvino-Storozhevsky Monastery and Museum

Zvenigorod's most famous sight is the Savvino-Storozhevsky Monastery, which was founded in 1398 by the monk Savva from the Troitse-Sergieva Lavra, at the invitation and with the support of Prince Yury Dmitrievich of Zvenigorod. Savva was later canonised as St Sabbas (Savva) of Storozhev. The monastery late flourished under the reign of Tsar Alexis, who chose the monastery as his family church and often went on pilgrimage there and made lots of donations to it. Most of the monastery’s buildings date from this time. The monastery is heavily fortified with thick walls and six towers, the most impressive of which is the Krasny Tower which also serves as the eastern entrance. The monastery was closed in 1918 and only reopened in 1995. In 1998 Patriarch Alexius II took part in a service to return the relics of St Sabbas to the monastery. Today the monastery has the status of a stauropegic monastery, which is second in status to a lavra. In addition to being a working monastery, it also holds the Zvenigorod Historical, Architectural and Art Museum.

Belfry and Neighbouring Churches

Located near the main entrance is the monastery's belfry which is perhaps the calling card of the monastery due to its uniqueness. It was built in the 1650s and the St Sergius of Radonezh’s Church was opened on the middle tier in the mid-17th century, although it was originally dedicated to the Trinity. The belfry's 35-tonne Great Bladgovestny Bell fell in 1941 and was only restored and returned in 2003. Attached to the belfry is a large refectory and the Transfiguration Church, both of which were built on the orders of Tsar Alexis in the 1650s.

To the left of the belfry is another, smaller, refectory which is attached to the Trinity Gate-Church, which was also constructed in the 1650s on the orders of Tsar Alexis who made it his own family church. The church is elaborately decorated with colourful trims and underneath the archway is a beautiful 19th century fresco.

Nativity of Virgin Mary Cathedral

The Nativity of Virgin Mary Cathedral is the oldest building in the monastery and among the oldest buildings in the Moscow Region. It was built between 1404 and 1405 during the lifetime of St Sabbas and using the funds of Prince Yury of Zvenigorod. The white-stone cathedral is a standard four-pillar design with a single golden dome. After the death of St Sabbas he was interred in the cathedral and a new altar dedicated to him was added.

Under the reign of Tsar Alexis the cathedral was decorated with frescoes by Stepan Ryazanets, some of which remain today. Tsar Alexis also presented the cathedral with a five-tier iconostasis, the top row of icons have been preserved.

Tsaritsa's Chambers

The Nativity of Virgin Mary Cathedral is located between the Tsaritsa's Chambers of the left and the Palace of Tsar Alexis on the right. The Tsaritsa's Chambers were built in the mid-17th century for the wife of Tsar Alexey - Tsaritsa Maria Ilinichna Miloskavskaya. The design of the building is influenced by the ancient Russian architectural style. Is prettier than the Tsar's chambers opposite, being red in colour with elaborately decorated window frames and entrance.

At present the Tsaritsa's Chambers houses the Zvenigorod Historical, Architectural and Art Museum. Among its displays is an accurate recreation of the interior of a noble lady's chambers including furniture, decorations and a decorated tiled oven, and an exhibition on the history of Zvenigorod and the monastery.

Palace of Tsar Alexis

The Palace of Tsar Alexis was built in the 1650s and is now one of the best surviving examples of non-religious architecture of that era. It was built especially for Tsar Alexis who often visited the monastery on religious pilgrimages. Its most striking feature is its pretty row of nine chimney spouts which resemble towers.
