Where can I cruise to in Europe? 

A Celebrity European cruise vacation takes you to some of the most exciting cities in the world, from Iceland and the Fjords in Northern Europe to the Mediterranean,  the Canary Islands and the stunning Greek Isles. You’ll set sail on spectacular new adventures on any European cruise with Celebrity. 

We depart from eight incredible ports in Europe including Amsterdam, Barcelona, Venice, and Rome just to name a few. There are plenty of ways to embrace the best of everything in the region. View our European itineraries for more details.

When’s the best time to cruise?

We offer a wide variety of Europe itineraries with our newest Edge-class ships sailing during the summer and Celebrity Infinity year round. Each region of Europe offers different experiences guests can enjoy. 

Enjoy the quintessential Mediterranean summer with spectacular beaches, warm weather, and delicious food, or sail through the Norwegian fjords between May and August, when they are at their most beautiful. Visit unique destinations like the Holy Land in the cooler months, from February to April.

How long are European cruises?

From 4-night getaways to 14-night sailings, we have options for everyone in Europe year round. Get away for a weekend to Belgium and the Netherlands or set off on a week-long adventure to the Mediterranean, Norwegian Fjords or the exquisite paradise of the Canary Islands. 

What should I pack?

What to pack for a cruise to Europe depends on where you’re headed, and when. For the Mediterranean in summer, you’ll need beachwear, a sun hat, and light clothes for a hot climate. The British Isles, on the other hand, is often cool and damp, even in the height of summer, so you should pack a light waterproof jacket. The same applies to Iceland, Ireland, and Scandinavia. You could be basking in hot sunshine, but there are no guarantees. 

If you’re traveling as the seasons change, in April and May, or between September and November, you’ll need to pack for all eventualities. Remember to include comfortable shoes for walking around ruins and through old castles, and something to cover your shoulders if you want to go inside churches and mosques.

Throughout the ship, casual resort wear, sundresses, shorts, polos, or button-downs are appropriate, paired with sandals, low heels, and loafers. In main and specialty dining, we ask guests to refrain from wearing swimsuits, see-through cover ups or robes, bare feet, tank tops, T-shirts, and baseball caps. 

Smart Casual attire is required for entry to main dining, specialty dining, and the Celebrity Theatre. Smart Casual means you look comfortable yet tasteful in a dress, skirt, long pants, or jeans with a stylish top or button-down. Shorts and flip flops are not considered Smart Casual. 

Each itinerary features one to two “formal” nights that we call Evening Chic. Evening Chic means you dress to impress, glamorous and sophisticated in your own way, with a cocktail dress, skirt, slacks, or designer jeans, an elegant dress top, or blazer—some guests even pack a tuxedo or gown for onboard photos. 

The daily program, delivered to your stateroom and available at the Guest Relations Desk, will be your guide to the correct attire each evening. If you do not wish to participate in Evening Chic, Smart Casual attire is acceptable for dining and attending the theater.

What can I see while I’m there?

Yes, you can request seat assignments in instances where the airline makes them available to Celebrity Cruises®. Most air carriers charge a fee for early seat assignment requests and when this occurs you will be directed to contact the airline directly to confirm your seating.

Can I get around with English?

Many languages are spoken in Europe, from French, German, Italian, and Spanish to Estonian, Swedish, and Danish. Most people working in the hospitality industry speak at least some English.

Is a European cruise good for families?

A cruise to Europe is a great family vacation option as kids will be exposed to multiple cultures, not to mention millennia of history and different cuisines. You’ll find attractions that are great fun for the whole family, from the pretty Tivoli Gardens amusement park in Copenhagen to the ABBA Museum in Stockholm. 

Kids will love exploring castles in Scotland and Ireland, basking in the Blue Lagoon in Iceland, or spotting whales on a boat tour. The Norwegian fjords are packed with outdoor activities such as RIB rides, hikes, and kayaking, while a trip to the Mediterranean is a fantastic way to make ancient history come to life for kids in locations like the Colosseum in Rome, or the Parthenon in Athens.

Do I need a visa to cruise to Europe?

It is the responsibility of each guest to identify and obtain all required travel documents and have them available at the pier when necessary. Before leaving home, take a few minutes to familiarize yourself with the required travel documents you will be asked to provide prior to boarding the ship. You’ll find more information here . 

The vast majority of countries visited by European cruises do not require a visa. From 2024, Americans, Canadians, and British citizens will be required to register for the new European Travel Information and Authorization System (ETIAS) to enter 30 European countries. 

This will be easy to apply for, inexpensive, and is simply a pre-authorization system similar to the ESTA that Europeans need to travel to the U.S. and Canada. Once you have the ETIAS, it will be valid for three years. You should make sure you have at least six months before your passport expires, too.

What type of currency will I need?

Most, but not all countries in Europe use the Euro as their official currency. All the places you will visit on your European cruise will have ATMs, and credit cards are widely accepted. Carry cash for things like taxi fares or purchases in markets. Some countries don’t use the Euro; in Britain, for example, the currency is the pound, while Sweden and Turkey both have their own currencies.

MIAMI, Jan. 6, 2022 – Royal Caribbean International revealed the 2023 European summer lineup of nine award-winning ships that will visit landmark destinations in more than 25 countries, from the Amalfi Coast to the Holy Land, plus the Adriatic islands of Croatia, British Isles, Canary Islands and Greek Isles. Beginning in May 2023, vacationers of all ages can experience the region’s timeless beauty on a variety of cruises that range from five to 12 nights and visit iconic locales, from Reykjavik, Iceland, to Tel Aviv, Israel, and everything in between. The cruise line’s new summer 2023 Europe cruises are now open.   

Travelers with their sights on Europe can choose from 35 unique itineraries and a diverse set of ships, a matchup that makes for memories galore. Royal Caribbean’s Odyssey of the Seas in Rome,  following up its 2021 debut, and Anthem of the Seas in Southampton, England, are two returning favorites set to offer the whole family a combination of signature features and standout experiences. Prospective cruisers often ask me what the best Europe cruises are, but that question is difficult to answer because Europe is massive. It encompasses some 45 countries and includes such cruise regions as the Mediterranean, the Baltic and Northern Europe, the British Isles and the Canary Islands.

While cruisers are spoiled for choice in this part of the world, it can be difficult to know where to begin when researching voyages.

To help you out, I've narrowed down my favorites for the best cruises to Europe for different types of travelers, including families, couples and solo travelers.

Best European cruises for families: Disney Dream

Disney Cruise Line is great for kids; if you're planning a cruise in Europe with kids, Disney Dream is a logical choice for best European cruise for families.

Character meet 'n' greets, awe-inspiring nighttime entertainment and fun dining experiences mean your kiddos will never be bored. The ship's stellar kids clubs go above and beyond with a likeness of Andy's room from "Toy Story" and a replica of the Millennium Falcon from "Star Wars" (with visits from R2-D2 and a squad of stormtroopers).

Disney Dream is not the line's newest ship, meaning it's a bit more manageable in terms of both size and price. It's not the oldest, either, so families will find more things to do on board than on the line's smallest vessels.

Ashore, Disney's family-friendly excursions will take you to laze on the beach, explore museums and learn about history.

Disney Dream sails three- to 12-night cruises to Northern and Western Europe, the British Isles and the Mediterranean. Cruise fares start from $308 per person, per night, for a windowless inside cabin. You can visit ports like Belfast and Liverpool on cruises from Southampton; Florence and Rome (Civitavecchia) on Barcelona sailings; and Reykjavik, Copenhagen and Lisbon on open-jaw itineraries.

Best European cruises for couples: Viking Star

If you're a couple seeking an upscale Mediterranean experience that offers real value and a chance to reconnect with your partner, look no further than Viking .

The line's Viking Star sails various Mediterranean itineraries, and the European ports the ship visits offer plenty of opportunities for you to feel the love. Have a phenomenal lunch at a table for two in France, take a pizza-making class together in Italy, get a little giggly at a wine tasting in Greece, or run the casino tables together in Monaco.

Viking includes at least one free shore excursion per port in its fares. That means you can wander Europe's romantic cobblestone streets hand in hand with your sweetie without paying a penny extra.

While fares aren't the cheapest you'll find, you'll get a lot for your money. In addition to the tours, Viking includes Wi-Fi, specialty dining, and beer and wine with lunch and dinner in its prices.

Plus, all cabins on Viking's ships have balconies, which is great if you want some fresh air but feel like keeping to yourself. Complimentary room service is available 24/7, so you can order dinner to your cabin for a relaxing alfresco dining experience for two.

Want even more ways to pamper yourselves together? Check out the phenomenal thermal suite in the ship's spa , which offers sauna and steam rooms, tile loungers and aromatherapy rooms at no extra charge. Or, splurge on a couples massage, which will leave both of you feeling loose and refreshed.

Even better, Viking ships do not allow children on board. It's a great excuse for you and your significant other to rekindle the romance without other passengers' kids running around.

Viking's Mediterranean sailings range from seven to 21 nights. Back-to-back itineraries are rarely the same as Viking Star circles the Med. The ship visits ports such as Barcelona, Spain; Marseille, France; Florence (Livorno), Rome (Civitavecchia), Sicily and Venice, Italy; Monte Carlo, Monaco; Dubrovnik, Croatia; Athens and Santorini, Greece; and Kusadasi, Turkey.

Fares start from $381 per person, per night, for a balcony stateroom.

Best European cruises for seniors: Seabourn Sojourn

If you're a senior traveler who loves great food and excellent wine, one of the best luxury European cruises you can book is a Canary Islands cruise on Seabourn 's Seabourn Sojourn.

The small ship carries fewer than 500 passengers, and you won't find raucous parties or tons of children. Instead, you'll be met with stellar service, gourmet food, a room with a view (all cabins have at least a window) and relative peace and quiet. The long itineraries are ideal for wealthier passengers with lots of time to travel.

Seabourn Sojourn's voyages to the Canaries span 10 to 28 days and visit the islands of La Palma, Gran Canaria and Madeira, as well as Lisbon, Portugal. Fares start from $434 per person, per night, for an ocean-view cabin. Extras like Wi-Fi, gratuities and alcohol (including the in-room mini-bar) are rolled into the fares.

Best for solo cruisers: Norwegian Epic

When Norwegian Epic debuted in 2010, it introduced Norwegian Cruise Line 's first cabins for solo travelers. Designed with single beds and a bit less square footage, these so-called studio cabins are clustered around an exclusive lounge reserved for solos. Special activities allow folks traveling alone to mingle and make new friends.

Since Norwegian Epic began sailing, nearly all of the line's new ships — Norwegian Breakaway, Norwegian Getaway, Norwegian Escape, Norwegian Encore, Norwegian Prima and Norwegian Viva — have been built with accommodations for one, which don't charge occupants a single supplement . However, it's Norwegian Epic that has a presence in the Western Mediterranean, offering solo cruisers a chance to explore Europe on a ship with staterooms just for them.

On board, passengers have plenty of choices for activities and dining. In addition to the usual cruise-ship offerings — pool games, dance parties, game shows, trivia and movie screenings — Epic offers many fun diversions, including an adults-only beach club at the back of the ship, spa treatments, a bowling alley and even gaming lessons (the latter three for a fee).

The vessel sails five- to 12-night voyages back and forth between Rome and Barcelona, calling on ports that include Naples, Palma de Mallorca, Ibiza, Marseille, Cannes and Florence (Livorno). At press time, last-minute fares started from $90 per person, per night, for a studio cabin for one.

Best European party cruises: Virgin Voyages' Resilient Lady

If your Europe bucket list includes the Greek Isles, you don't want to sail with children, and you enjoy a lively party atmosphere, you can't go wrong with Virgin Voyages ' Resilient Lady. The third ship in the line's fleet, Resilient Lady offers some of the best cruises to the Greek Islands.

Expect a casual vibe where passengers dress up like mermaids, crew dress up like drag queens, and performers look like real people. Toss in an onboard tattoo parlor, a food court ( it's not a buffet ), free fitness classes and an app that lets you order Champagne to wherever you are on the ship, and you've got a product that has turned the cruise industry on its head.

Wild nights on board include raucous and sometimes raunchy theater shows, impromptu dance parties and Scarlet Night, a poolside bash reminiscent of a rave where everyone's dressed in red. If that's not enough, attend enough daily activities, and you might be invited to a secret nighttime tour of the crew bar, drinks included.

The ship offers a regular program of 7-, 10- and 14-night voyages, starting from $148 per person, per night, for an inside cabin. The itineraries involve a mix of ports in Greece, Montenegro, Croatia and Turkey, depending on the specific sailing you choose.

Best European cruises for 'wow' factor: Hurtigruten's Richard With

Looking for a sailing that no other cruise line offers — one that will make everyone on TikTok and Instagram jealous? I'm putting my money on a line you've likely never heard of: Hurtigruten .

What began more than 130 years ago as a way for Norway's residents to move themselves and cargo up and down the Norwegian coast continues today as both a means of transportation and a way for cruisers to experience the country's culture.

On the cruise line's Norwegian Coastal Express route, Hurtigruten's Richard With ship calls on 34 ports in just seven days. Some are quick stops in the middle of the night while cargo is loaded and unloaded, but you technically could get off the ship in each port if you wanted to. The South Pacific on Paul Gauguin

Just refurbished, the 165-cabin Paul Gauguin will be exploring the Pacific in 2023, with trips to the Cook Islands, Fiji, the Marquesas, and the Society Islands. The single-vessel brand was voted the very best small-ship cruise line in the World’s Best Awards 2022 , as T+L readers gave particularly high marks to the Paul Gauguin ’s on-board staff.

Mystery Cruising With Uniworld

Next year, Uniworld Boutique River Cruises will offer two nine-night “mystery cruises ,” with the European destinations revealed only as guests depart: similar trips in 2022 sold out. Travelers on the June 2023 trip will meet in Amsterdam, while the July 2023 sailing rendezvous in Nice, France — from there, the itinerary is anybody’s guess.

Expedition Cruising With Seabourn

Seabourn Venture , the luxury line’s first 132-suite expedition ship, launched in late summer with itineraries in northern Europe; trips in Japan, the South Pacific, and Antarctica are on tap for 2023. Seabourn Pursuit , which will be a sibling ship to Venture, is scheduled to arrive in 2023, the second in Seabourn’s growing expedition fleet.

Seeing Europe’s Gems by Small Ship

Slated to launch in the spring, the 228-passenger Scenic Eclipse II will visit ports from Dublin to Lisbon, as well as both polar regions, in 2023 and 2024. The innovative vessel, which is similar in design to Scenic Eclipse , will have luxurious suites complete with butler service and all sorts of extras, including helicopters (plural) and a submarine.

Visiting Wild Places With Fewer Impacts

Aurora Expeditions, whose newest vessel is the 71-cabin Sylvia Earle , guarantees that all operations are carbon neutral, pledging to offset all emissions. The newly launched ship, with its fuel-saving X-Bow design, doesn’t skimp on expedition necessities: guests on Antarctica expeditions can explore by Zodiac or snowshoe and even, when conditions allow, go scuba diving in polar waters or camping on the ice.

Solo Cruising With a New Line

Upstart cruise line Atlas Ocean Voyages offers all-inclusive fares on its two 98-suite vessels, and, in a departure from industry norms, the brand doesn’t charge solo travelers a single supplement. The line’s second ship, World Traveller , launched in November 2022 . It will sail nine-, 10-, 11-, and 12-night round-trips from Ushuaia, Argentina, to Antarctica through March 2023 before heading to the Mediterranean to hit Spain, France, and Portugal.

The Galápagos Islands on Celebrity Flora

Another ship that sails the Galápagos, the Celebrity Flora , has 50 suites, many with large verandas, plus a stargazing deck and a fleet of comfortable tenders. Two itineraries are available, the first of which is a seven-night “northern loop” that visits the volcanic island of Santiago and has guests spotting red-footed Boobies on Genovesa Island, a place sometimes called Bird Island thanks to its famed animals. The line’s “outer loop” also includes plenty of wildlife watching, plus a stop at the less-frequented Daphne Island.

Doing Wine Country on Seadream II

SeaDream Yacht Club has two Wine Voyages in 2023, which include vineyard visits in Greece, Italy, and Spain and a winemaker-hosted dinner on the 112-guest Seadream II . The Mediterranean was the second largest cruise market in the world in 2023, according to data shared by MedCruise at Seatrade Cruise Global in Miami, Florida, this week. 

Speaking during a ‘Trends in the Med’ conference sessions, MedCruise president Figen Ayan discussed cruise trends specific to the Mediterranean and its surrounding regions: the Canary Islands, transatlantic and Red Sea.  

Ayan noted the Mediterranean and its adjoining seas captured 21.5 per cent of the market share, with ports in the region welcoming more than seven million passengers, a return to pre-pandemic levels. In fact, 2023 saw an almost eight per cent increase in cruise calls compared to 2019.  

Also at Seatrade, MedCruise’s Valeria Mangiarotti, technical environmental solutions director, and Jamil Ouazzani, ecosystems, sustainability, wildlife and biodiversity director, shared a presentation on the findings of the survey on Mediterranean port sustainability. The survey, which includes data from 51 Mediterranean ports, found 29 per cent of respondents currently have shore power connection for cruise ships, with 94 per cent of non-providers expressing readiness to offer shore power before the International Maritime Organization’s 2030 carbon emission reduction target. Additionally, 27 per cent of these ports offer LNG bunkering and 81 per cent intend to provide this service by 2030. 

Almost all MedCruise ports – 92 per cent – are actively mitigating carbon emissions, while 57 per cent have monitoring initiatives aimed at safeguarding terrestrial and marine biodiversity.

Russia-Ukraine war latest: Putin 'may launch all-out bid to seize second city' - as Western officials fear major Russian advance

Russia has launched fresh strikes on critical infrastructure - with Kyiv residents told to cut energy consumption every night for the rest of 2024. Meanwhile, Western officials reportedly fear a major Russian advance - amid concerns Vladimir Putin could launch an attempt to seize Kharkiv.

Two Biden administration officials have revealed the extent of China's involvement in Russia's war on Ukraine.

The officials spoke to Reuters news agency and said China has massively increased its sales to Russia of machine tools, microelectronics and other technology to Moscow.

These items are important because Russia is using them to make tanks, aircraft, missiles and other weapons for the war.

They also said:

  • About 90% of Russia's microelectronics came from China
  • Nearly 70% of Russia's approximately $900m in machine tool imports in the last quarter of last year came from China
  • Chinese and Russian entities have been working together to make drones in Russia
  • China is helping Russia improve its satellite and other space-based capabilities for use in the war. This could increase the threat Russia poses across Europe

US President Joe Biden has previously raised concerns with Chinese President Xi Jinping about Beijing's indirect involvement in the war.

US Treasury Secretary Janet Yellen returned this week from a visit to Beijing and said she had warned China that the Biden administration was prepared to sanction Chinese banks, companies and Beijing's leadership if they helped Russia's military in the war.

She has already been given the go-ahead from Mr Biden to sanction financial institutions that help Russia's military-industrial complex.

US Secretary of State Antony Blinken is due to travel to China for talks next month.

Russia, increasingly isolated economically and diplomatically, has become more reliant on China in recent months.

One official said Chinese materials are helping Moscow undertake its "most ambitious defence expansion since the Soviet era and on a faster timeline than we believed possible early on in this conflict".

"Our view is that one of the most game-changing moves available to us at this time to support Ukraine is to persuade the PRC (China) to stop helping Russia reconstitute its military industrial base. Russia would struggle to sustain its war effort without PRC input," the official said. 

Chinese Embassy spokesperson Liu Pengyu told Reuters that Beijing has not provided weapons to any party and that it is "not a producer of or party involved in the Ukraine crisis".

"We urge the US side to refrain from disparaging and scapegoating the normal relationship between China and Russia."

If Russia defeats Ukraine it will be a "turning point in history", former UK prime minister Boris Johnson says.

Writing in the Daily Mail, he criticised Western countries for not providing Ukraine with the weapons it needs to defeat Russia.

"Every week in which we fail to do the obvious — and give the Ukrainians the weapons they need — is a week in which Putin gets closer to his disgusting ambition, to torture a European country to death.

"Every day the pressure on the Ukrainians is growing — and yet the solution is within our grasp."

Mr Johnson, who visited Ukraine a number of times during his premiership, said: "A defeat for Ukraine would usher in a new era of fear in the whole Euro-Atlantic area, as Putin continues his drive to rebuild the Soviet empire: from the Baltics to Georgia to Moldova to Central Asia to the Arctic.

"It will be a terrifying moment for the people of Taiwan and the clearest possible signal to China that the West has lost the willpower to protect democracy.

"It will be a turning point in history, the moment when the West finally loses its post-war hegemony, the moment when borders everywhere are suddenly up for grabs and aggression is seen to pay — and all because of a failure to stand up for Ukraine."

Mr Johnson warned the world is "on a knife-edge, with a real risk that Western democracies are about to be humiliated, and autocracies emboldened around the world — because of our lassitude, our pathetic refusal to do what is necessary".

He said Ukraine is so short of shells that its troops sometimes have to wait under Russian bombardment because they can't fire back.

The shortage of air defences means Kharkiv, the second-largest city, is "in danger of being turned into another Mariupol", he added.

Ukrainians were able to intercept 90% of incoming strikes, he said, but now "we are starving them, for reasons I do not understand, of the protective shields they need".

Mr Johnson called on the US Congress to approve a $60bn military aid package earmarked for Ukraine and on the Germans to supply Taurus missiles.

The West - including Britain - needs to "snap out of our sleep-walk", he said, adding: "The simplest and most cost-effective way to defend freedom is to invest now in the defence of Ukraine."

Rescue workers in Ukraine have saved five puppies from under the debris of a destroyed building.

The non-residential building was on fire in the north-eastern city of Sumy, close to the border with Russia.

A video from the State Emergency Service of Ukraine showed the firefighters cuddling the squealing puppies and rinsing them off with water.

In a post of the emergency service's Telegram channel, officials said the "little ones" were not injured.

"This rescue story reminds us of the importance of human compassion and the willingness to help everyone, regardless of the circumstances," they added.

Ex-armed forces minister James Heappey has told Sky's defence and security editor Deborah Haynes the UK should consider sending its forces to Ukraine to train troops.  

On the Sky News Daily, host Tom Cheshire talks to her and Sky's military analyst Professor Michael Clarke about the interview with Mr Heappey, who stepped down from his role last month.  

They assess the bleak situation in Ukraine and why the conflict is at a critical stage. They also discuss how prepared the UK would be if it faced a war in the near future.

A former Ukrainian secret service employee has been injured in Moscow after a device under his car exploded.

Vasily Prozorov suffered leg injuries that are not considered life threatening after the device detonated as he tried to start his car, Radio Free Europe cited Russian media as saying.

According to RFE, Mr Prozorov worked for Ukraine's SBU until 2018.

The following year, he told media in Moscow that he had collaborated with Russia "for ideological reasons" from April 2014 until he left the SBU.

These photos show the damage to a thermal power plant in Kharkiv, eastern Ukraine.

A massive missile and drone attack destroyed and damaged a number of power plants across Ukraine overnight, part of a renewed Russian campaign targeting energy infrastructure.

The Trypilska plant, which was the biggest energy supplier for the Kyiv, Cherkasy and Zhytomyr regions, was struck numerous times, destroying the transformer, turbines and generators.

Vladimir Putin said the attacks were a response to Ukrainian strikes that targeted Russian oil refineries.

In Kharkiv, there were at least 10 other strikes on energy infrastructure, resulting in damage like that seen in these photos.

Ukraine's foreign minister Dmytro Kuleba said more than 200,000 people in the region were without power.

Herman Halushchenko, its energy minister, said it was a "large scale, enormous, missile attack that affected our energy sector very badly".

More details have emerged about American Russell Bentley, who is missing in the Russian-controlled Donetsk region in eastern Ukraine.

Online news outlet Mash said he disappeared on 8 April after a district in the city of Donetsk was shelled by Ukrainian forces.

Mash cited his wife as saying he had gone to see if anyone needed help but had not returned.

Mr Bentley joined pro-Russian fighters in eastern Ukraine in 2014.

According to Russian news outlet RIA, he later swapped his gun for journalism and worked with state-run news outlet Sputnik.

In a 2022 Rolling Stone interview, he came across as a conspiracy theorist (he said the collapse of the World Trade Towers was a "pre-planned controlled demolition") and a fan of dictators (he described war crimes-accused former Libyan leader Muammar Gadhafi as "one of the greatest").

He became a citizen of the Donetsk People's Republic in 2017 and a citizen of Russia in 2020, said the interview, which was headlined The Bizarre Story Of How A Hardcore Texas Leftist Became A Frontline Putin Propagandist.

In words similar to those of Russia's president Vladimir Putin, Mr Bentley described the Ukrainian military as "genuine mass-murdering Nazis", also claiming their ranks were swelled by "thousands of ISIS cannibals" - claims that have been widely dismissed by commentators.

The Netherlands will provide Ukraine with an additional €1bn (£850m) in military support this year, and has earmarked three-times that amount for next year.

Dutch Prime Minister Mark Rutte delivered the news in a social media post.

The extra support in 2024 takes the total sum for this year to €3bn (£2.56bn), along with €400m (£340m) to support Ukraine's economy, Mr Rutte said.

"Ukraine must win this battle - for their and our safety," he said.

Dozens of Russian military instructors have arrived in the African country of Niger.

The move is part of a new agreement with Niger's leaders, who recently cut ties with the West.

The Tele Sahel broadcaster showed footage of a Russian transport plane arriving at Niamey airport on Wednesday night.

It said Russia would help to "install an air defence system... to ensure complete control of our airspace", according to comments reported by news agency AFP.

The Russian military instructors are from African Corps, the Russian defence ministry's paramilitary group. They are also seen as the successor to the Wagner mercenary group in the continent.

Niger's elected president Mohamed Bazoum was overthrown last year by the junta and they cut military and diplomatic ties with former colonial power France, as well as ending an agreement with the US.

Niger has been struggling with increased violence from Islamic State and it is also concerned about Boko Haram militants along its border with Nigeria.

According to the Council of Foreign Relations, Russia's growing influence in Africa has come as some African countries are frustrated with the failures of Western intervention and resentful over their own lack of representation in international institutions.

The CFR says Russia is trying to "gain more support for its vision of a multi-polar world order based on weakened Western influence". We have seen Moscow lobby African countries for support in the United Nations on votes regarding the Ukraine conflict, for example.

Russia is also interested in Africa's vast natural resources (including gold, diamonds, uranium and oil), but it is far from an economic powerhouse in the continent - less than 1% of its foreign direct investment goes there.

Strange Glow Over Moscow Skies Triggers Panic as Explosions Reported

B right flashes lit up the night sky in southern Moscow in the early hours of Thursday morning, new footage appears to show, following reports of an explosion at an electrical substation on the outskirts of the city.

Video snippets circulating on Russian-language Telegram channels show a series of flashes on the horizon of a cloudy night sky, momentarily turning the sky a number of different colors. In a clip shared by Russian outlet MSK1.ru, smoke can be seen rising from a building during the flashes lighting up the scene.

Newsweek was unable to independently verify the details of the video clips, including when and where it was filmed. The Russian Ministry of Emergency situations has been contacted via email.

Several Russian Telegram accounts said early on Thursday that residents of southern Moscow reported an explosion and a fire breaking out at an electrical substation in the Leninsky district, southeast of central Moscow.

Local authorities in the Leninsky district told Russian outlet RBC that the explosion had happened in the village of Molokovo. "All vital facilities are operating as normal," Leninsky district officials told the outlet.

The incident at the substation in Molokovo took place just before 2 a.m. local time, MSK1.ru reported.

Messages published by the ASTRA Telegram account, run by independent Russian journalists, appear to show residents close to the substation panicking as they question the bright flashes in the sky. One local resident describes seeing the bright light before losing access to electricity, with another calling the incident a "nightmare."

More than 10 villages and towns in the southeast of Moscow lost access to electricity, the ASTRA Telegram account also reported. The town of Lytkarino to the southeast of Moscow, lost electricity, wrote the eastern European-based independent outlet, Meduza.

Outages were reported in the southern Domodedovo area of the city, according to another Russian outlet, as well as power failures in western Moscow. Electricity was then restored to the areas, the Strana.ua outlet reported.

The cause of the reported explosion is not known. A Telegram account aggregating news for the Lytkarino area described the incident as "an ordinary accident at a substation."

The MSK1.ru outlet quoted a local resident who speculated that a drone may have been responsible for the explosion, but no other Russian source reported this as a possible cause.

Ukraine has repeatedly targeted Moscow with long-range aerial drones in recent months, including a dramatic wave of strikes in late May.

On Sunday, Moscow Mayor Sergei Sobyanin said the region's air defense systems had intercepted an aerial drone over the city of Elektrostal, to the east of Moscow. No damage or casualties were reported, he said.

The previous day, Russian air defenses detected and shot down another drone flying over the Bogorodsky district, northeast of central Moscow, Sobyanin said.

There is currently no evidence that an aerial drone was responsible for the reported overnight explosion at the electrical substation in southern Moscow.
