– Visa types: 1-Visit or Tourism Visa: – tourist’s Visa allows the holder to enter Iraq once during the three months from the date of grant and stay in it for a period of one month, for the purpose of visiting tourist and relic sites. The visit Visa allows the holder to enter Iraq once during one month from the date of grant and the residence of a one-month whether for the purposes of religious events or visit the holy sites (Letter of the Consular Department No. 1/3 / 6/4664 on 16 Feb. 2011). Also Visa grant to the public and political figures, businessmen and investors and the people who the Ambassadors and charge d’affaires find interest in their visit to Iraq, according to their judgment for a period of 30 days (Letter of the Consular Department No. 6 / 3/12162 on 26 March 2013).  In the case of tourist groups offer applications precede through tourism companies in the work area of the Mission in coordination with one of the officially licensed tourism companies in Iraq. 2- Normal Visa: – normal Visa allows the holder to enter Iraq once during the three months from the date of grant and residence in Iraq a period not exceeding three months, he must visit the Directorate of residence to put in the news of the arrival in ten days after his arrival and entered Iraqi territory (Letter of the Consular Department No. 8/3/8/98609 on 14 Oct. 2009). 3 – Political Visa: – the political Visa grant to officials in other countries who are visiting Iraq in official mission, as well as workers in the Diplomatic, international, regional and Arab Missions in the Republic of Iraq with their families, according to an official memo and granted under it a special residency.  4 – Service Visa: -service Visa grant to people who hold Service passports on the basis of an official memorandum by the Ministry of Foreign Affairs of the country in which the Mission accredited, pursuant to the principle of reciprocity.  5 – Transit Visa: – transit visa allows the holder to enter Iraq once during the three months from the date of grant and a residence for a period of not more than seven days. 6 – Non- stop Transit Visa: – this Visa allows the holder to transit through Iraqi territory under the supervision of the competent authorities without stopping and one-time within three months from the date of grant. 7 – Urgent Visa: – this Visa granted by residency officer at border crossing points to a foreigner who arrives intending entering Iraq, and he doesn’t have a visa from our Missions abroad if the officer is convinced of the reasons that have prevented him to get a Visa.  8 – Multi- Visa: – this Visa granted for a period of three months, six months or one year after obtaining the legal conditions. (Foreigners Residence law No. 118 for the year 1987, and its amended (Article IV) and (Letter of the Directorate of Residence/ the section of foreign No. 37344 on 22 Dec. 2009).

Requirements of the Visa request  The following conditions must available in the Visa request: – 1 – The passport has validity for a period of minimum six months. 2 – Filling in a Visa application form with two photographs. 3 – Ability to cover the cost of living during the period of his stay in Iraq for holders of ordinary passports. 4 – There is no objection prevent him from entering the territory of the Republic of Iraq regarding the public health, security, morals, or the national economy. 5 – Provide a convincing reason for visit depending on the Visa type. 6 – The requester not accused or convicted of a crime outside Iraq may be extradited for. 7 – There is no order of deporting him from the Republic of Iraq and to achieve this must check the records for the barred from entering Iraq in accordance with the attached form (1). 8 – Full address in the place, which he will stay in the Republic of Iraq. (Foreigner Residence law No. (118) for the year 1987, and the amended (Article V). Instructions for Issuing Visa  1 – checking the information in the application form No. (1), and checking the period of passport validity of the foreigner Visa requester (minimum period of six months validity). 2 – Recording information in the Visa record sample No. (2). 3 – Writing number of companions next to the Visa if their names written in the Visa applicant’s passport. 4 – The lack of clarity and calligraphy differs from one person to another are required to the adoption of electronic printing filled the application form fields with and fields of the visa sticker, sample No. (3). (letter of the Consular Department No. 8/3 / General / 86 987 on 19 Oct. 2010) and (8/3/1/89904 on 13 Oct. 2010) 5 – The need to full of all Visa application form’s fields in Arabic, especially the applicant’s address in Iraq (block /alley/House/ well-known point), and the phone number for accelerating the answer to the Visa’s requests. Noting that a lot the Missions still send application forms without full of a lot of fields, especially the field of the address in Iraq (letter of the Consular Department No. 8/3 / General / 92543 on 1 Nov. 2010)  6 – Visa signed by the consul and stamped by the seal of the consulate. 7 – Fees are collected for granting Visa according the accounting receipt (37 a) as follows: A – Amount of (30$) U.S. dollars collected for granting tourist Visa arrivals and religious visit Visa according to the especial approvals for religious tourism companies exclusively as groups and to all individuals listed in the Visa lists, including companions in passports. B – Amount of (40$) U.S. dollars collected for granting regular Visa, religious visit Visa and individual Visa for passport holder and fees exempted for companions. C – Amount of (100$) U.S. dollars collected for granting of multi- Visa. (letter of the Consular Department No. 8/3 / 4/80480 on 12 July 2010)

General Notes for the Visa granting 1. When the presence of banning to enter the territory of the Republic of Iraq to the cause of public health, national security, morals or the national economy, can approach the Iraqi authorities to find out their opinion on the subject. 2. When a Visa granted for children under the age of fifteen, required providing a health certificate to prove fully polio vaccine vaccinated for at least 5 doses of oral polio vaccine.  3. Exception for the Arab who married to Iraqis from Arab Nationals prevents entering Iraq’s law, after proves the marriage duly (letter of the Consular Department No. 03/08/28 / 40618 of 23 Jan. 2006). 4. Allowing for Arab and foreign nationals who have resided lawfully in Iraq exclusively. 5. Urgent Visa granted according to the authorities of the residence officer who works at the border Center, if he is convinced of the reasons that have prevented the Visa obtaining ((includes persons covered by the authority of granting Visa of the Mission)). 6. Correspondence related of Foreign Diplomats’ Visa ((granting visas)) to enter Iraq directed to the Protocol Department and a copy given to the Consular Department for informing.  7. When a Visa granted, the number and date of the Residency Directorate’s letter should mentioned for the possibility of its conformity with the approval that sent to the residency and the border. 8. The expired Visa not extendable, but they can be to obtain a new approval with new fees, but in the exceptional cases, like, closing border, the center of Passports and Residence at the border, will explain the situation on the Visa and allows them to enter without an extension or requesting a new approval, but this should not exceed more than seven days from the re- open the border. 9. Based on the letter of the Directorate of Residency, foreigners section number A. C / Visa / 1822 / 2011/29559 on 6 July 2011 containing ((to not grant visas or residency permits for foreign workers unless they obtain work permits from the Ministry of Labor and Social Affairs)) with the exception of the following categories : – A – Employed by International Organizations, Diplomatic Missions and Consulates accredited in Iraq.  B – Foreigners who the international laws, conventions and treaties allow them to work, which the Government is a party in them. C – Foreigners who work for the Iraqi government, but are required to provide the Directorate residence of a letter that supports the contract between the foreigners and Ministries, government departments with filling out Visa application in Arabic language in order to take. D – Foreign workers in the reconstruction of holy shrines in Iraq.

Iraq Travel Guidelines

  • Can Indian travel to the Iraq?

  • Guidelines for International Arrivals to India
  • This Standard Operating Procedure shall be valid w.e.f. 01st December (00.01 Hrs IST) till further orders. Based on the risk assessment, this document shall be reviewed from time to time.
  • A.1. Planning for Travel
  • i. All travelers should (i) submit self-declaration form on the online Air Suvidha portal ( www.newdelhiairport.in ) before the scheduled travel, including last 14 days travel details (ii) upload a negative COVID-19 RT-PCR report or Vaccination Certificate. This RT-PCR test should have been conducted within 72 hrs prior to undertaking the journey. Each passenger shall also submit a declaration with respect to authenticity of the report and will be liable for criminal prosecution, if found otherwise.
  • ii. They should also give an undertaking on the portal or otherwise to Ministry of Civil Aviation, Govt. of India, through concerned airlines before they are allowed to undertake the journey that they would abide by the decision of the appropriate government authority to undergo home quarantine/ self-monitoring of their health for 14 days, or as warranted.
  • iii. Arrival in India without negative report shall be allowed only for those traveling to India in the exigency of death in the family.
  • iv. If they wish to seek such exemption under para (iii) above, they shall apply to the online portal ( www.newdelhiairport.in ) at least 72 hours before boarding. The decision taken by the government as communicated on the online portal will be final.
  • A.2. Before Boarding
  • v. Passengers originating or transiting from at-risk countries shall be informed by the airlines that they will undergo post arrival testing, quarantine if tested negative, stringent isolation protocols if tested positive etc.
  • vi. Do’s and Don'ts shall be provided along with ticket to the travelers by the airlines/agencies concerned.
  • vii. Airlines to allow boarding only those passengers who have filled in the Self Declaration Form on the Air Suvidha portal and uploaded the negative RT-PCR test report or Vaccination Certificate
  • viii. At the time of boarding the flight, only asymptomatic travelers will be allowed to board after thermal screening. viii. All passengers shall be advised to download Aarogya Setu app on their mobile devices.
  • ix. Suitable precautionary measures such as environmental sanitation and disinfection shall be ensured at the airports.
  • x. During boarding all possible measures to ensure physical distancing are to be ensured.
  • A.3. During Travel
  • xi.Suitable announcement about COVID-19 including precautionary measures to be followed shall be made at airports and in flights and during transit.
  • xii. While on board the flight, required precautions such as wearing of masks, environmental hygiene, respiratory hygiene, hand hygiene etc. are to be observed by airline staff, crew and all passengers.
  • A.4. On arrival
  • xiii. De-boarding should be done ensuring physical distancing.
  • xiv. Thermal screening would be carried out in respect of all the passengers by the health officials present at the airport. The self-declaration form filled online shall be shown to the airport health staff.
  • xv. The passengers found to be symptomatic during screening shall be immediately isolated and taken to medical facility as per health protocol.
  • Submission of sample for post-arrival COVID-19 test
  • at the point of arrival (self-paid). Such travellers will be required to wait for their test results at the arrival airport before leaving or taking a connecting flight.
  • If tested negative they will follow, home quarantine for 7 days. Re-test on the 8th day of arrival in India
  • and if negative, further self-monitor of their health for next 7 days.
  • However, if such travellers are tested positive, their samples should be sent for genomic testing at INSACOG laboratory network.
  • They shall be managed at separate isolation facility and treated as per laid down standard protocol including contact tracing mentioned in para (xiv).
  • The contacts of such positive case should be kept under institutional quarantine or at home quarantine monitored strictly by the concerned State Government as per laid down protocol
  • xvii. Travellers from Countries excluding those Countries at risk, will be allowed to leave the airport and shall self-monitor their health for 14 days’ post arrival. A sub-section (5% of the total flight passengers) shall undergo post-arrival testing at random at the airport on arrival. a. The 5% of such travellers in each flight shall be identified by the concerned airlines (preferably from different countries). b. Such travellers shall be escorted by the concerned airlines/MoCA to testing area on arrival. c. The cost of testing of such travellers shall be borne by MoCA. d.Laboratories shall prioritize testing of samples from such travellers. e. If such travellers are tested positive, they shall be managed as per laid down standard protocol and samples would further send for genomic testing.
  • xviii. If travellers under home quarantine or self-health monitoring, develop signs and symptoms suggestive of COVID-19 or test positive for COVID-19 on re-testing, they will immediately selfisolate and report to their nearest health facility or call National helpline number (1075)/ State Helpline Number
  • International travelers arriving at seaports/land portsg
  • xix. International travellers arriving through seaports/land ports will also have to undergo the same protocol as above, except that facility for online registration is not available for such passengers currently.
  • xx. Such travellers shall submit the self-declaration form to the concerned authorities of Government of India at seaports/land ports on arrival.
  • xxi. * Children under 5 years of age are exempted from both pre- and post-arrival testing. However, if found symptomatic for COVID-19 on arrival or during home quarantine period, they shall undergo testing and treated as per laid down protocol. # Contacts of the suspect case are the co-passengers seated in the same row, 3 rows in front and 3 rows behind along with identified Cabin Crew. Also, all the community contacts of those travellers who have tested positive (during home quarantine period) would be subjected to quarantine for 14 days and tested as per ICMR protocol
  • The restrictions imposed by the Government of India guidelines dated 28t' November, 2021 as well as future restrictions if any, shall act as minimum restrictions to be imposed.
  • DCP immigration and FRRO to draft a proforma of declaration for all arriving passengers on international flights to declare details of the countries visited in last 15 days. MIAL to share the proformas with all airlines and the information regarding travel in the last 15 days shall be cross checked by immigration on arrival.
  • The international passengers arriving from At Risk countries (declared by GOI front time to time) may be deplaned on priority and separate counters will be arranged by MIAL and Airport Authority for their checking. Such all passengers shall have to undergo mandatory 7 day institutional quarantine and RTPCR test to be carried out on days 2, 4 and 7 for these passengers. If any of the test is found to be positive, then the passenger shall be shifted to a hospital. In case of all tests coming negative. the passenger will have to undergo a further 7 days of home quarantine.
  • Passengers from any other countries except the at risk countries will have to compulsorily undergo RTPCR test at the airport on arrival valid on being found negative, will have to undergo 14 days of home quarantine. If found positive, they will be shifted to the hospital.
  • In case of an international passenger having a connecting flight to any other airport in India (without leaving the airport at all), passenger shall undergo a RTPCR test at the first arrival airport in Maharashtra and only on being found negative will he be allowed to board the connecting flight.
  • In the case of domestic air travel, passengers travelling within the state will either ha e to be fully vaccinated or compulsorily carry a RTPCR test within 48 hours of the time of arrival.
  • In case of passengers from other States, negative RTPCR test within 48 hours of arrival will be compulsory without exceptions.
  • From India to Iraq
  • i. Nationals/residents of Iraq;
  • ii. Any Indian national or national of Nepal or Bhutan destined for Iraq and holding a valid visa for Iraq. It would be for the airlines concerned to ensure that there is no travel restriction for Indian / Nepalese /Bhutanese nationals to enter Iraq with the particular visa category before issue of ticket / boarding pass to the Indian/Nepalese/Bhutanese passenger.
  • From Iraq to India
  • i. Indian nationals or nationals of Nepal or Bhutan stranded in Iraq;
  • ii. All Overseas Citizen of India (OCI) cardholders and Person of Indian Origin (PIO) cardholders holding passports of any country; and
  • iii. All Iraqi nationals (including diplomats) intending to visit India for any purpose
  • Passenger Obligation

  • Taxis and private mini vans are running in most places but a lot of public transport in Iraq is currently non-operational.
  • Quarantine Protocol
  • Mandatory quarantine duration for Indians: A negative Covid-19 test (PCR and/ or serology) completed <72 hours before departure, is required to enter Iraq.
  • Mandatory Quarantine & Testing Rules
  • All Iranian citizens (over 12 years old), regardless of their vaccination status, are required to hold a medical certificate with a negative COVID 19 RT PCR test result. The test must have been taken at most 72 hours from the first embarkation point. The certificate must be in English, otherwise it must be certified by an embassy or consulate of the IR of Iran.
  • A negative Covid-19 test (PCR and/ or serology) completed <72 hours before departure, is required to enter Iraq.
  • Thermal screenings are being done at the port of entry as well to identify symptomatic patients.

Iraq - level 4: do not travel.

Updated to reflect the termination of Ordered Departure of non-emergency U.S. government employees and eligible family members.

Do not travel to Iraq due to terrorism, kidnapping, armed conflict, civil unrest, and Mission Iraq’s limited capacity to provide support to U.S. citizens.

On April 1, 2024, the Department terminated the Ordered Departure status for U.S. Embassy Baghdad and U.S. Consulate General Erbil. However, the Travel Advisory level for Iraq remains at Level 4, advising that U.S. citizens not travel to Iraq.

Country Summary:  U.S. citizens in Iraq face high risks to their safety and security, including the potential for violence and kidnapping. Terrorist and insurgent groups regularly attack Iraqi security forces and civilians. Anti-U.S. militias threaten U.S. citizens and international companies throughout Iraq. Attacks using improvised explosive devices, indirect fire, and unmanned aerial vehicles occur in many areas of the country, including Baghdad and other major cities. In an emergency, consular services to U.S. citizens in Iraq are limited due to severe restrictions on the movements of U.S. government personnel.

Demonstrations, protests, and strikes occur frequently throughout the country. These events can develop quickly without prior notice, often interrupting traffic, transportation, and other services, and sometimes turning violent.

Do not travel near Iraq’s northern borders due to the continued threat of attacks by terrorist groups, armed conflict, aerial bombardment, and civil unrest. U.S. citizens should especially avoid areas near armed groups in northern Iraq, which have been targeted with aerial strikes by neighboring countries’ militaries.

U.S. citizens should not travel through Iraq to engage in armed conflict in Syria, where they would face extreme personal risks (kidnapping, injury, or death) and legal risks (arrest, fines, and expulsion). The Kurdistan Regional Government in Iraq has stated that it will impose prison sentences of up to ten years on individuals who illegally cross the Iraq-Syria border. Additionally, fighting on behalf of or supporting designated terrorist organizations is a crime under U.S. law that can result in prison sentences and large fines in the United States.

Because of security concerns, U.S. government personnel in Baghdad are instructed not to use Baghdad International Airport. Entry, Exit and Visa Requirements

Iraq has a strict entry and exit system.  Visa requirements vary depending on the traveler’s citizenship, Iraqi ancestry, purpose of travel, and duration of stay.  Visas on arrival are available for U.S. citizen tourists at airports in Iraq, including Erbil International Airport.  Travelers to Iraq should not depart Iraq without ensuring they receive an exit stamp in their passport. 

Residency stamps and blood tests may be required for long-term residents and those who plan to seek employment.  Iraq imposes penalties, such as fines, detention, or deportation, for violations of Iraqi immigration policies, including overstays or working without authorization.  

The possession of weapons and movements through checkpoints are strictly regulated.  U.S. citizens traveling to Iraq without authorization to possess weapons, or those who travel through checkpoints without proper documents or a clear purpose of travel, may be detained by authorities.

HIV/AIDS:   Iraq imposed HIV/AIDS-related travel restrictions on all visitors and new residents.  Travelers with HIV/AIDS should verify their eligibility to travel to Iraq with the  Embassy of Iraq  before travelling.

Safety and Security

Terrorism: Terrorist groups and those inspired by such organizations are intent on attacking U.S. citizens abroad. Terrorists increasingly use less-sophisticated methods of attack – including knives, firearms, and vehicles – to target crowds at venues such as:

  • High-profile public events (sporting contests, political rallies, demonstrations, holiday events, celebratory gatherings, etc.)
  • Hotels, clubs, and restaurants frequented by tourists
  • Places of worship
  • Shopping malls and markets
  • Public transportation systems, including subways, buses, trains, and scheduled commercial flights.

Islamic State in Iraq and Syria, also known as ISIS, ISIL or Da’esh, is a designated terrorist organization, which is active in Syria and near the Iraq border. ISIS and its associated terrorist groups indiscriminately commit attacks and violent atrocities in Iraq despite improved Iraqi government control. ISIS, militia groups, and criminal gangs target U.S. citizens for attacks and hostage-taking.

Iraq’s northern borders are especially dangerous due to the continued threat of attacks by terrorist groups, armed conflict, aerial bombardment, and civil unrest.  U.S. citizens should especially avoid areas near armed groups in northern Iraq, which have been targeted with aerial strikes by neighboring countries’ militaries.

Due to security and safety threats, U.S. government personnel in Iraq live and work under strict security guidelines, which limit their movements and interactions.

Crime:   Carjacking is common, even during daylight hours, and particularly on the highways from Jordan and Kuwait to Baghdad.  Kidnappings of foreigners, Iraqi citizens, and dual U.S.-Iraqi citizens can occur for ransom or political/religious reasons.  Many hostages have been killed.  The murder rate remains high due to terrorism, tribal and family disputes, and religious/sectarian tensions.  Sexual assault and domestic violence are common.  Petty theft is common in Iraq, including pickpocketing and theft of valuables from hotel rooms and private residences.

Demonstrations  occur frequently.  They may take place in response to political or economic issues, on politically significant holidays, and during international events.

  • Even demonstrations intended to be peaceful can turn confrontational and possibly become violent.
  • Avoid areas around protests and demonstrations.
  • Check local media for updates and traffic advisories.

Women Travelers:  Female U.S. citizens have been subject to threats, kidnappings, abuse, and extortion by their family, including loss of custody of children or forced marriage.  U.S. laws do not protect U.S. citizens when they are outside of the United States.  The Iraqi police and legal system may offer little protection.  See our travel tips for Women Travelers .     

Victims of Crime:   Report crimes, fires, and accidents to local authorities by dialing 104 (Police), 115 (Fire), 112 (National Emergency Hotline), or 139 (sexual assault and domestic violence).  Local authorities are responsible for investigating and prosecuting crimes.  They speak Arabic.  U.S. citizen victims may contact the U.S. Embassy for assistance at +964-760-030-3000.  We can:

  • Help you find appropriate medical care
  • Assist you in reporting a crime to the police
  • Contact relatives or friends with your written consent
  • Provide general information regarding the victim’s role during the local investigation and following its conclusion
  • Provide a list of local attorneys
  • Provide information on victim’s compensation programs in the United States

Domestic Violence:   U.S. citizen victims of domestic violence in Iraq are encouraged to contact the Embassy for assistance.

Tourism:  Tourists participate in activities at their own risk.  Emergency response and subsequent appropriate medical treatment may not be available in-country.  U.S. citizens are encouraged to purchase medical evacuation insurance.  See our website for information on insurance providers for overseas coverage.

Local Laws & Special Circumstances

Criminal Penalties:  U.S. citizens are subject to the laws of the foreign countries they visit. If you violate local laws, even unknowingly, you may be expelled, arrested, or imprisoned. Furthermore, certain acts of U.S. citizens overseas are prosecutable as crimes in the United States even if they are not illegal under the local law.  For examples, see our website on  crimes against minors abroad  and the  Department of Justice  website.

Arrest   Notification:  If you are arrested or detained, ask police or prison officials to notify the U.S. Embassy immediately. See our  webpage  for further information.

Property Disputes : Land disputes are common in Iraq and are often difficult to resolve through the legal system. The U.S. Embassy cannot take sides in a legal dispute. Those involved in a court dispute risk having claims filed against them, arrest, and being jailed.

Special Circumstances:  Iraq has serious deficiencies in public services. Electricity often fails. Fire and rescue services are inadequate, and hotels may not be equipped with fire safety equipment. Landline telephone service is limited; while cellular service reliability varies by region. The banking and financial infrastructure is underdeveloped. Transactions are largely cash-based. Hotels usually require payment in foreign currency. Automatic Teller Machines (ATMs) are rare.

Customs officers have broad authority to search persons or vehicles at Iraqi ports of entry. Officers may confiscate any goods deemed a threat to the peace, security, health, environment, or social order of Iraq. Antiquities, cultural and undeclared items for export may be confiscated. Visitors may be ordered to return such goods, at their expense, to the jurisdiction from which they came.

Dangers of Proselytizing:  While proselytizing is not considered a criminal offense under Iraqi law, it may expose you to danger. Iraq is a predominantly Muslim country, and individuals visiting for the purpose of spreading other faiths have been targeted and attacked by armed groups.

LGBTQI+ Travelers:  Discrimination based on sexual orientation, gender identity, and unconventional appearance is common. In April 2024, the Iraqi Council of Representatives passed an amendment to Iraq’s existing Anti-Prostitution Law which bans same-sex relations with fines ranging from 10 to 15 million IQD, imprisonment of 10 to 15 years, and punishes any persons or organizations that “promote homosexuality”.

Travelers with Disabilities:  Individuals with disabilities may find accessibility and accommodation very different from what they find in the United States. Buildings, public restrooms, classrooms, offices, public transportation, and other places may not be accessible.

Women Travelers:   Female U.S. citizens have been subject to threats, kidnappings, abuse, and extortion by their family, including loss of custody of children or forced marriage. Basic, modern medical care and medicines are not widely available in Iraq and do not meet U.S. standards. A limited number of companies facilitate medical evacuations. Blood banks exist in Iraq, though the blood supply may not be sufficient in the event of an emergency and likely has not been tested under U.S. standards for infectious disease. There is limited mental health or psychiatric care in Iraq.

For ambulance services dial 122. Ambulance services are not present throughout the country or are unreliable in most areas. They are not staffed with trained paramedics and often have little or no medical equipment.

We do not pay medical bills.  Be aware that U.S. Medicare/Medicaid does not apply overseas. Most hospitals and doctors overseas do not accept U.S. health insurance.

Medical Insurance:  Make sure your health insurance plan provides coverage overseas.  Most care providers overseas only accept cash payments.  See our webpage for more  information on insurance providers for overseas coverage .  Visit the U.S. Centers for Disease Control and Prevention for more information on type of insurance you should consider before you travel overseas.

We strongly recommend  supplemental insurance  to cover medical evacuation.

Always carry your prescription medication in the original packaging along with your doctor’s prescription.

Vaccinations:  Be up-to-date on all  vaccinations recommended by  the U.S. Centers for Disease Control and Prevention.

Water Quality: In many areas, tap water is not safe to drink. Bottled water and beverages are generally safe, although you should be aware that many restaurants and hotels serve tap water unless bottled water is specifically requested. Be aware that ice for drinks may be made using tap water.

Air Quality

Air pollution is a significant problem in several major cities in Iraq. Seasonal smog and heavy particulate pollution may be especially harmful to the following people:  

  • Infants, children, and teens
  • People over 65 years of age
  • People with lung disease, such as asthma and chronic obstructive pulmonary disease (COPD), which includes chronic bronchitis and emphysema
  • People with heart disease or diabetes
  • People who work or are active outdoors

Travel and Transportation

Road Conditions and Safety:  Vehicular travel in Iraq can be extremely dangerous. There have been attacks on civilian vehicles and on Iraqi military and security convoys on roads and highways throughout Iraq, both in and outside metropolitan areas. Attacks can occur at any time, night or day, and have involved small arms fire and Improvised Explosive Devices (IEDs) capable of destroying vehicles.

Traffic Laws:  Drivers usually do not yield to pedestrians at crosswalks and ignore traffic lights (if available), traffic rules, and regulations. Jaywalking is common. Roads are congested. Some cars do not use lights at night and urban streetlights may not be functioning. Some motorists drive at excessive speeds, tailgate, and force other drivers to yield the right of way.

Iraq has many government checkpoints scattered throughout the country. New ones may be placed randomly, particularly after terrorist attacks. It can take a long time to navigate them in crowded traffic, and some may shut down altogether at certain hours. Drivers should have car registration and ID documents available and should be very patient and polite.

Public Transportation:  Buses run irregularly and frequently change routes. City transit vehicles are often poorly maintained and can be involved in accidents. Long-distance buses are available but are often in poor condition and drive at unsafe speeds.

Aviation Safety Oversight:  As there is no direct commercial air service to the United States by carriers registered in Iraq, the U.S. Federal Aviation Administration (FAA) has not assessed the Government of Iraq’s Civil Aviation Authority for compliance with International Civil Aviation Organization (ICAO) aviation safety standards. Further information may be found on the  FAA’s safety assessment page .

Because of the risks to civil aviation in the vicinity of Iraq, the Federal Aviation Administration (FAA) has issued a Special Federal Aviation Regulation (SFAR) that prohibits U.S. operators and codeshare flights from operating in Iraqi airspace below 32,000 feet. Guidelines for Indian Nationals Traveling to Iraq for Employment

  • Announcements

In view of Government of India decision to allow Indian nationals traveling to Iraq for employment, except to five provinces (Nineveh, Salahuddin, Diyala, Andar and Kirkuk), the following will be mandatory from 1st October, 2019:-

1. Registration of Iraqi Employers in the eMigrate system, offering employment to Indian nationals except to the five provinces mentioned above.

2. Attestation of Employer offer document by the Indian Embassy/Consulate in Iraq subject to the condition that the employment is only for safe areas/provinces identified by the Government.

3. Verification at Immigration Check Post (ICP) at Indian International Airports for the emigrants going to Iraq for employment on the basis of eMigrate data forwarded to Bureau of Immigration (BoI) by eMigrate system of the Ministry of External Affairs.

Process workflow of eMigrate system is annexed herewith. List of approved Indian Recruitment Agents is available at www.emigrate.gov.in. All stakeholders are requested to adhere to the above for safe and legal migration of Indian nationals to the safe zone of Iraq.

Avoid all travel to Iraq due to a continued volatile, unpredictable, and potentially dangerous security situation. If you are in Iraq, consider departing by commercial means if it is safe to do so.

There is a threat of terrorism in Iraq. Car bombings, vehicle ambushes, drones, mortar and rocket attacks occur weekly across the country. Further attacks are likely, particularly during religious or public holidays. The security situation could worsen with little warning. Attacks have also targeted residential areas to maximize casualties.

Targets could include:

  • government buildings, including schools
  • places of worship
  • airports and other transportation hubs and networks
  • Iraqi security forces
  • large public gatherings
  • public areas and other sites frequented by foreigners

Always be aware of your surroundings when in public places. The risk of being in the wrong place at the wrong time remains high.

Threats to foreigners

The threat of attacks against Western interests and of terrorist attacks in general continues to be real. Foreigners could be prime kidnapping-for-money targets for criminal and terrorist groups.

  • Stay in secure, guarded accommodations
  • Travel with close protection teams at all times, and take all necessary security precautions
  • You should employ a professional security company and follow their advice for the duration of your stay

Border areas

Avoid travelling to border areas. You may encounter serious problems with local authorities when crossing borders or risk of injury or death as a result of ongoing clashes, air strikes or other violent incidents that are common to border areas in Iraq. People suspected of illegally crossing the Iraq-Syria border risk being detained by the Iraqi authorities and charged with terrorism, which can result in capital punishment.

Crime, including carjackings, robberies, kidnapping and corruption, is common. Security conditions get much worse after dark in most areas. Violent conflicts involving organized criminals, street gangs, militants, rival militias and Iraqi security forces pose grave dangers.

Women travelling alone may be subject to some forms of harassment and verbal abuse.

Demonstrations

Violent demonstrations and attacks are common throughout Iraq.

Clashes between protestors and security forces can occur. Security forces may use tear gas, water cannons, and live ammunition to disperse crowds.

  • Avoid areas where demonstrations and large gatherings are taking place
  • Follow the instructions of local authorities
  • Monitor local media for information on ongoing demonstrations

Mass gatherings (large-scale events)

Checkpoints

Security checkpoints are common across the country. An Iraqi police or army uniform is not a guarantee that the wearer is operating in an official capacity.

  • Be very respectful and cooperate fully at security checkpoints
  • Exercise particular caution at ad hoc checkpoints, where murders, kidnappings and robberies frequently occur

Authorities impose curfews on short notice throughout the country. Monitor local media in order to stay informed.

Cellular Network

Telecommunications services are very poor or non-existent in remote areas. Cellular network coverage is widespread in major cities.

The Arba’ een

The Arba’ een is an annual pilgrimage that has the potential to attract a large number of pilgrims each year.

The next event will take place around September 5, 2023.

Before and during the pilgrimage, you can expect:

  • an increased police surveillance
  • a higher volume of traffic
  • street closures
  • transportation delays
  • limited available accommodations

Be alert at all times if you travel to Iraq during the pilgrimage. Ensure that your belongings, including your passport and other travel documents, are secure at all times.

Pirate attacks and armed robbery against ships occur in coastal waters, particularly in the northern Gulf, Gulf of Oman, Northern Arabian Sea, Gulf of Aden and Bab El Mandeb regions. Mariners should take appropriate precautions.

Road safety

Road conditions and road safety are poor throughout the country. Drivers do not respect traffic laws and speeding and tailgating are common practices.

Travel by road remains highly dangerous. Fatal roadside bombings and attacks on military and civilian vehicles continue to happen. There is also a risk of carjacking and robbery.

Due to the country’s high liability risk, it is difficult to obtain car insurance.

Public Transportation

Busses run irregularly and routes are subject to frequent changes. Rundown transit vehicles are frequently involved in accidents.

Avoid travelling by rail, as the railroad is old and poorly maintained.

The Government of Iraq has begun to take measures to improve the structural integrity of the Mosul Dam.

A dam failure could cause significant flooding and disruptions to essential services from Mosul to Baghdad, along the Tigris River as well as areas adjoining the dam. A failure of the Mosul Dam cannot be predicted. Monitor local media reports and prepare contingency plans. The Government of Canada cannot provide consular services if there is a dam failure.

Every country or territory decides who can enter or exit through its borders. The Government of Canada cannot intervene on your behalf if you do not meet your destination’s entry or exit requirements.

We have obtained the information on this page from the Iraqi authorities. It can, however, change at any time.

Entry requirements vary depending on the type of passport you use for travel.

Before you travel, check with your transportation company about passport requirements. Its rules on passport validity may be more stringent than the country’s entry rules.

Your passport must be valid for at least 6 months from the date of entry into Iraq.

Passport with “X” gender identifier

While the Government of Canada issues passports with an “X” gender identifier, it cannot guarantee your entry or transit through other countries. You might face entry restrictions in countries that do not recognize the “X” gender identifier. Before you leave, check with the closest foreign representative for your destination.

Different entry rules may apply when travelling with a temporary passport or an emergency travel document. Before you leave, check with the closest foreign representative for your destination.

Canadians must have a visa to visit Iraq.

After 10 days in the country, you must register your arrival with the Iraqi Residence Office (Ministry of Interior). After three months in Iraq, you must apply for a one-year residence permit.

You will be subject to additional screening measures prior to being issued an Iraqi visa if your passport contains an Israeli visa or border stamp. This does not apply to Canadians travelling to the region of Kurdistan.  

Kurdistan Region of Iraq

You can obtain a 30-day visa for Kurdistan upon arrival at both Erbil International Airport and Sulaymaniyah International Airport. If you plan to travel outside of Kurdistan to other regions of Iraq, you must obtain an Iraqi visa prior to travelling to Iraq. If you are leaving via the airport in Baghdad without a visa, you may be required to pay a penalty fee at departure.

Routine vaccines

Be sure that your  routine vaccinations , as per your province or territory , are up-to-date before travelling, regardless of your destination.

Some of these vaccinations include measles-mumps-rubella (MMR), diphtheria, tetanus, pertussis, polio, varicella (chickenpox), influenza and others.

Pre-travel vaccines and medications

You may be at risk for preventable diseases while travelling in this destination. Talk to a travel health professional about which medications or vaccines may be right for you, based on your destination and itinerary. 

There is a risk of hepatitis A in this destination. It is a disease of the liver. People can get hepatitis A if they ingest contaminated food or water, eat foods prepared by an infectious person, or if they have close physical contact (such as oral-anal sex) with an infectious person, although casual contact among people does not spread the virus.

Practise  safe food and water precautions and wash your hands often. Vaccination is recommended for all travellers to areas where hepatitis A is present.

Measles is a highly contagious viral disease. It can spread quickly from person to person by direct contact and through droplets in the air.

Anyone who is not protected against measles is at risk of being infected with it when travelling internationally.

Regardless of where you are going, talk to a health care professional before travelling to make sure you are fully protected against measles.

  Hepatitis B is a risk in every destination. It is a viral liver disease that is easily transmitted from one person to another through exposure to blood and body fluids containing the hepatitis B virus.  Travellers who may be exposed to blood or other bodily fluids (e.g., through sexual contact, medical treatment, sharing needles, tattooing, acupuncture or occupational exposure) are at higher risk of getting hepatitis B.

Hepatitis B vaccination is recommended for all travellers. Prevent hepatitis B infection by practicing safe sex, only using new and sterile drug equipment, and only getting tattoos and piercings in settings that follow public health regulations and standards.

 The best way to protect yourself from seasonal influenza (flu) is to get vaccinated every year. Get the flu shot at least 2 weeks before travelling.  

 The flu occurs worldwide. 

  •  In the Northern Hemisphere, the flu season usually runs from November to   April.
  •  In the Southern Hemisphere, the flu season usually runs between April and   October.
  •  In the tropics, there is flu activity year round. 

The flu vaccine available in one hemisphere may only offer partial protection against the flu in the other hemisphere.

The flu virus spreads from person to person when they cough or sneeze or by touching objects and surfaces that have been contaminated with the virus. Clean your hands often and wear a mask if you have a fever or respiratory symptoms.

Yellow fever is a disease caused by a flavivirus from the bite of an infected mosquito.

Travellers get vaccinated either because it is required to enter a country or because it is recommended for their protection.

  • There is no risk of yellow fever in this country.

About Yellow Fever

Yellow Fever Vaccination Centres in Canada

In this destination, rabies is commonly carried by dogs and some wildlife, including bats. Rabies is a deadly disease that spreads to humans primarily through bites or scratches from an infected animal. While travelling, take precautions , including keeping your distance from animals (including free-roaming dogs), and closely supervising children.

If you are bitten or scratched by a dog or other animal while travelling, immediately wash the wound with soap and clean water and see a health care professional. In this destination, rabies treatment may be limited or may not be available, therefore you may need to return to Canada for treatment.  

Before travel, discuss rabies vaccination with a health care professional. It may be recommended for travellers who are at high risk of exposure (e.g., occupational risk such as veterinarians and wildlife workers, children, adventure travellers and spelunkers, and others in close contact with animals). 

Coronavirus disease (COVID-19) is an infectious viral disease. It can spread from person to person by direct contact and through droplets in the air.

It is recommended that all eligible travellers complete a COVID-19 vaccine series along with any additional recommended doses in Canada before travelling. Evidence shows that vaccines are very effective at preventing severe illness, hospitalization and death from COVID-19. While vaccination provides better protection against serious illness, you may still be at risk of infection from the virus that causes COVID-19. Anyone who has not completed a vaccine series is at increased risk of being infected with the virus that causes COVID-19 and is at greater risk for severe disease when travelling internationally.

Before travelling, verify your destination’s COVID-19 vaccination entry/exit requirements. Regardless of where you are going, talk to a health care professional before travelling to make sure you are adequately protected against COVID-19.

Safe food and water precautions

Many illnesses can be caused by eating food or drinking beverages contaminated by bacteria, parasites, toxins, or viruses, or by swimming or bathing in contaminated water.

  • Avoid getting water into your eyes, mouth or nose when swimming or participating in activities in freshwater (streams, canals, lakes), particularly after flooding or heavy rain. Water may look clean but could still be polluted or contaminated.
  • Avoid inhaling or swallowing water while bathing, showering, or swimming in pools or hot tubs. 

Cholera is a risk in parts of this country. Most travellers are at very low risk.

To protect against cholera, all travellers should practise safe food and water precautions .

Travellers at higher risk of getting cholera include those:

  • visiting, working or living in areas with limited access to safe food, water and proper sanitation
  • visiting areas where outbreaks are occurring

Vaccination may be recommended for high-risk travellers, and should be discussed with a health care professional.

Travellers' diarrhea is the most common illness affecting travellers. It is spread from eating or drinking contaminated food or water.

Risk of developing travellers' diarrhea increases when travelling in regions with poor standards of hygiene and sanitation. Practise safe food and water precautions.

The most important treatment for travellers' diarrhea is rehydration (drinking lots of fluids). Carry oral rehydration salts when travelling.

Typhoid   is a bacterial infection spread by contaminated food or water. Risk is higher among children, travellers going to rural areas, travellers visiting friends and relatives or those travelling for a long period of time.

Travellers visiting regions with a risk of typhoid, especially those exposed to places with poor sanitation, should speak to a health care professional about vaccination.  

Insect bite prevention

Many diseases are spread by the bites of infected insects such as mosquitoes, ticks, fleas or flies. When travelling to areas where infected insects may be present:

  • Use insect repellent (bug spray) on exposed skin
  • Cover up with light-coloured, loose clothes made of tightly woven materials such as nylon or polyester
  • Minimize exposure to insects
  • Use mosquito netting when sleeping outdoors or in buildings that are not fully enclosed

Find out what types of insects are present where you’re travelling, when they’re most active, and the symptoms of the diseases they spread.

Cutaneous and mucosal   leishmaniasis   causes skin sores and ulcers. It is caused by a parasite spread through the bite of a female sandfly.

Risk is generally low for most travellers. Protect yourself from sandfly bites, which typically occur after sunset in rural and forested areas and in some urban centres. There is no vaccine or medication to protect against leishmaniasis.

Crimean-Congo haemorrhagic fever is a viral disease that can cause fever, pain and bleeding under the skin.  In some cases, it can be fatal.  It spreads to humans through contact with infected animal blood or tissues, or from the bite of an infected tick.  Risk is generally low for most travellers.  Protect yourself from tick bites and avoid animals, particularly livestock.  There is no vaccine available for Crimean-Congo haemorrhagic fever.

Animal precautions

Some infections, such as rabies and influenza, can be shared between humans and animals. Certain types of activities may increase your chance of contact with animals, such as travelling in rural or forested areas, camping, hiking, and visiting wet markets (places where live animals are slaughtered and sold) or caves.

Travellers are cautioned to avoid contact with animals, including dogs, livestock (pigs, cows), monkeys, snakes, rodents, birds, and bats, and to avoid eating undercooked wild game.

Closely supervise children, as they are more likely to come in contact with animals.

Human cases of avian influenza have been reported in this destination. Avian influenza   is a viral infection that can spread quickly and easily among birds and in rare cases it can infect mammals, including people. The risk is low for most travellers.

Avoid contact with birds, including wild, farm, and backyard birds (alive or dead) and surfaces that may have bird droppings on them. Ensure all poultry dishes, including eggs and wild game, are properly cooked.

Travellers with a higher risk of exposure include those: 

  • visiting live bird/animal markets or poultry farms
  • working with poultry (such as chickens, turkeys, domestic ducks)
  • hunting, de-feathering, field dressing and butchering wild birds and wild mammals
  • working with wild birds for activities such as research, conservation, or rehabilitation
  • working with wild mammals, especially those that eat wild birds (e.g., foxes)

All eligible people are encouraged to get the seasonal influenza shot, which will protect them against human influenza viruses. While the seasonal influenza shot does not prevent infection with avian influenza, it can reduce the chance of getting sick with human and avian influenza viruses at the same time.

Person-to-person infections

Stay home if you’re sick and practise proper cough and sneeze etiquette , which includes coughing or sneezing into a tissue or the bend of your arm, not your hand. Reduce your risk of colds, the flu and other illnesses by:

  •   washing your hands often
  • avoiding or limiting the amount of time spent in closed spaces, crowded places, or at large-scale events (concerts, sporting events, rallies)
  • avoiding close physical contact with people who may be showing symptoms of illness 

Sexually transmitted infections (STIs) , HIV , and mpox are spread through blood and bodily fluids; use condoms, practise safe sex, and limit your number of sexual partners. Check with your local public health authority pre-travel to determine your eligibility for mpox vaccine.  

Tuberculosis is an infection caused by bacteria and usually affects the lungs.

For most travellers the risk of tuberculosis is low.

Travellers who may be at high risk while travelling in regions with risk of tuberculosis should discuss pre- and post-travel options with a health care professional.

High-risk travellers include those visiting or working in prisons, refugee camps, homeless shelters, or hospitals, or travellers visiting friends and relatives.

Medical services and facilities

Good health care is limited in availability. Medical facilities in Iraq are scarce. You will likely need medical evacuation in case of serious illness or injury.

Make sure you get travel insurance that includes coverage for medical evacuation and hospital stays.

Penalties for possession, use or trafficking of illegal drugs are severe. Convicted offenders can expect long detention or even the death penalty.

A new law is prohibiting importing, manufacturing, and selling alcoholic beverages. It is being challenged in court, and its application at ports of entry and inside Iraq remains unclear. You should nonetheless avoid travelling to Iraq with alcohol or risk heavy fines if convicted.

Do not drink alcohol outside licensed facilities. There is a zero tolerance policy regarding drinking and driving.

Dual citizenship

Dual citizenship is not legally recognized in Iraq.

If local authorities consider you a citizen of Iraq, they may refuse to grant you access to Canadian consular services. This will prevent us from providing you with those services.

Travellers with dual citizenship

According to Iraqi law, the child of a male Iraqi national is considered an Iraqi national. Even if the name of the child is written in the mother’s foreign passport, Iraqi authorities may consider the child an Iraqi national and the child will require the father’s permission to travel.

International Child Abduction

The Hague Convention on the Civil Aspects of International Child Abduction is an international treaty. It can help parents with the return of children who have been removed to or retained in certain countries in violation of custody rights. It does not apply between Canada and Iraq.

If your child was wrongfully taken to, or is being held in Iraq by an abducting parent:

  • act as quickly as you can
  • consult a lawyer in Canada and in Iraq to explore all the legal options for the return of your child
  • report the situation to the nearest Canadian government office abroad or to the Vulnerable Children’s Consular Unit at Global Affairs Canada by calling the Emergency Watch and Response Centre.

If your child was removed from a country other than Canada, consult a lawyer to determine if The Hague Convention applies.

Be aware that Canadian consular officials cannot interfere in private legal matters or in another country’s judicial affairs.

You must carry photo identification as well as a legally certified copy of your visa and registration at all times. Keep a photocopy of your passport, visa and registration in a safe place, in case they are lost or confiscated.

Customs authorities strictly enforce regulations concerning the import or export of pieces of art and antiquities. It is strictly forbidden to take antiquities, archeological finds or antique carpets out of Iraq.

There are strict laws regarding:

  • purchase and exportation of antiquities and objects of special significance to the country's cultural heritage
  • access, excavation, research, filming and photographing of archeological sites

To avoid any difficulties, make sure you:

  • obtain and carry the required legal paperwork to purchase or export antiquities
  • have the proper permit to conduct activities related to cultural heritage and archeological sites

Failure to comply can lead to severe punishment, including heavy fines, jail sentences and possibly the death penalty.

The currency is the Iraqi dinar (IQD). The economy is primarily cash-based. U.S. dollars are accepted. There are very few ATM’s.

You cannot leave Iraq with more than US$10,000 in cash, unless you declared the amount when you entered the country.

Dust storms

The weather is very dry and hot from May to October. Sand storms and dust storms may occur any time, particularly during the summer months.

Sand-laden winds can blow at high speeds for days, creating difficult driving conditions. Poor visibility can also affect flights. These storms can also cause respiratory problems, which can be fatal for some individuals.

During a storm:

  • stay indoors
  • keep windows closed
  • follow the instructions of local emergency services personnel
  • monitor local media for up-to-date information on the situation

Seasonal flooding can hamper overland travel and reduce the provision of essential services. Roads may become impassable and bridges damaged.

Following is the general list of documents required for Iraq visa for Indians.

A passport is a document that is required at the time of international travels. It is issued by the government of the country to verify the identity and nationality of the candidate.

The submitted passport must meet the parameters given below

  • It must have minimum two blank pages for the visa stamp.
  • It must be original and genuine.
  • It must be valid for 6 months ahead of the span of stay.
  • It must not be torn, ripped, split, or damaged in any kind of way.

One cannot cross international boundries without the passport. It is considered a criminal offense otherwise.

The photo is provided to the authority so that you can be identified based on the same.

The photographs must be provided as per the given photo specifications

  • It must cover face 80% of the frame.
  • It must be clicked on an all white background.
  • Two copies to be submitted with general photo guidelines.
  • It must be of proper size with dimensions of 35x45 mm (length - 45mm, breadth - 35mm).
  • It must have a matte finish.
  • It must be a recent photograph.
  • The expressions on the face must be neutral, there must not be any kind of smiling of frowning in the photograph.
  • Any kind of glasses must not be worn in the photograph.
  • The hair must be tied back so that the face is clearly visible.
  • The ears must be visible clearly.
  • It must not have any headgear worn apart from religious reasons.
  • It is to be taken care that your teeth do not show in the photograph.

Recent pictures are mandatory as old pictures can cause the authorities to reject your application.

An air ticket is a ticket or pass that is possessed by the traveller who is taking a flight for travelling from one location to another.

It is an important document and it should be submitted for the given reason

  • The air ticket has to be booked for the complete round trip.
  • It must be confirmed for the complete round trip.

An air ticket shows your course of travel and confirms your return to the native country.

Medical reports are the documents that convey the health condition of the candidate.

The medical documents must be genuine and should match the criteria mentioned in the following

  • It must be original and issued from an authorized medical organization.

The Israel-Gaza war has halted plans to connect India and Europe overland through the Middle East but work would soon begin on a rival connectivity corridor linking Iraq's Persian Gulf coast to Europe via Turkey.

Official work on the US$17 billion Iraq Development Road will begin in earnest in the coming months, after Iraq , Turkey , Qatar and the United Arab Emirates signed a preliminary agreement last month.

International interest in the Iraqi corridor has grown since last year, spurred in particular by Turkey's frustration at being bypassed by the US-backed U$20 billion India-Middle East-Europe Corridor unveiled at the G20 summit in September.

But the Israel-Gaza war has put the connectivity of the corridor's eastern Mediterranean leg into "sharp question", said Kristian Coates Ulrichsen, Middle East fellow at Rice University's Baker Institute for Public Policy in the US.

The war has also made vessels traversing the Red Sea vulnerable to attacks by Yemen's Iran -backed Houthis, resulting in renewed interest in alternative overland routes such as Iraq's Development Road.

Closing ranks

The success of the Iraq Development Road also depends on a marked improvement in Iraq-Turkey ties, which have been "fraught for the past decade", said Rich Outzen, a former senior policymaker at the Pentagon and the US State Department.

An international legal battle over pipeline oil export from Iraq's autonomous Kurdish region to Turkey has eroded ties. The two countries have also "bickered" over Turkish military operations against Kurdistan Workers' Party militants on Iraqi soil, Outzen said in a research paper published last Thursday by the Atlantic Centre, a Washington think tank.

But the broader Middle East turmoil over the Israel-Gaza war and "increasingly open conflict" between Israel and Iran have prompted Turkish and Iraqi leaders to "realise the need to protect their interests and shore up stability through regional cooperation", Outzen said.

The preliminary agreement for the Iraq Development Road was signed late last month during Turkish President Recep Tayyip Erdogan's first visit to Iraq in 12 years.

Other deals struck during Erdogan's trip included Abu Dhabi-based AD Ports' development of cargo-handling facilities and an economic free zone at Iraq's new al-Faw Grand Port.

The first five jetties of the port are set to be completed later this year by South Korea's Daewoo E&C under a January 2021 contract worth US$2.62 billion.

From al-Faw, the Iraq Development Road would run 1,200km (746 miles) north to the border with Turkey.

Baghdad estimates the project could generate US$4 billion in annual revenue and create more than 100,000 jobs.

Iraq is the second largest oil producer in Opec after Saudi Arabia , but it depends on oil for over 90 per cent of its revenues, with oil exports accounting for 55 per cent of its GDP.

China is the top buyer of Iraqi oil, importing 1.18 million barrels per day of oil from Iraq last year and accounting for 35 per cent of Iraq's total production.

Chinese energy firms have large footprints in Iraq, with investments of some US$20 billion in oil production and power generation ventures over the last 15 years.

To date, Beijing has not indicated if it plans to become a partner in the Iraq Development Road.

Odd bedfellows

Saddam Hussein's regime waged a nine-year war with Iran in the 1980s and invaded Kuwait in 1990 before Iraqi forces were expelled by a multinational coalition.

Iraq endured tough economic sanctions until Hussein was overthrown by a US-led invasion in 2003, but it subsequently became embroiled in an insurgency against the American occupation and a terrorist campaign mounted by al-Qaeda's Iraqi affiliate.

After being defeated by US forces in 2007, the group re-emerged as Islamic State and by 2014 established a caliphate which at its peak comprised 40 per cent of Iraq's territory.

Isis lost all of territory in Iraq by 2017 after military operations that brought together odd bedfellows including the US and Iranian forces allied with Iraq's Popular Mobilisation Forces, a state-backed umbrella group of mostly Shia Muslim armed groups that fought US forces during the insurgency.

The Popular Mobilisation Forces is now represented in Iraq's parliament by the al-Fatah Alliance, which is part of the ruling coalition government led by Prime Minister Mohammed Shia al-Sudani, and has pressured him to end American military presence.

The US ended combat operations in Iraq in December 2021, but some 2,500 troops remain there to advise and assist the Iraqi military against Isis.

Al-Sudani hopes the development road will spark the reconstruction of Iraq"s economy after 40 years of conflict.

The preliminary agreement for the Iraq Development Road came shortly after al-Sudani became the first Iraqi leader to visit the US since the 2003 invasion, with analysts saying Washington had encouraged Gulf monarchies to back the project.

"It is in the US interest that Iraq develops the economic and political stability that has long been denied it in the post-Saddam era," Ulrichsen said.

Iraq's Gulf Arab neighbours started to show interest in investing in Iraq a few years ago, amid a wider shift in the Middle East's geopolitics towards diplomatic rapprochement promoted by uncertainty about the US' commitment to the region.

The UAE emerged as a first-mover in Iraq by announcing plans to invest US$3 billion in reconstruction and other projects in 2021.

Qatar in April last year acquired a 25 cent stake in a US$27 billion project to capture and market Iraq's gas. This project will boost Qatar's standing as one of the world's leading gas exporters.

Iraq does not have the capability to capture this "associated" gas and relies on pipeline imports from Iran to meet 33-40 per cent of its demand.

The gas capture venture, which is led by France's TotalEnergies, is key to plans to reduce dependency on Iran and turn gas into a major foreign exchange earner for Iraq.

Plans for the Iraq Development Road include the export of Iraqi gas to Turkey, and onwards to Europe, by a pipeline along the road.

But the road project could meet resistance from Iran that could be "sidelined economically" or view the road as a threat to its influence in Iraq and the region, said Yerevan Saeed, director of the Global Kurdish Initiative at American University in Washington.

Tehran could suffer considerable losses from the Iraq Development Road project, especially if the gas projects succeed, because it would lose gas markets in both Iraq and Turkey, he said.

Barzan Majeed, considered to be Europe's most wanted migrant smuggler, has been arrested in Iraq's Kurdistan region after two years on the run. Nicknamed 'The Scorpion', Majeed and his gang of human traffickers smuggled around 10,000 migrants in boats and lorries across the English Channel.

An investigation carried out by the BBC to locate the absconding human smuggler tracked him down to Iraq's Sulaymaniya city.

“Maybe a thousand, maybe 10,000. I don’t know, I didn’t count,” he told the BBC during a call last month regarding the number of migrants he had trafficked from the city.

“God (writes it down) when you’re going to pass away, but this is sometimes your fault. God doesn’t never say ‘Go inside the boat’."

In a series of tweets on Monday, the UK's National Crime Agency (NCA) thanked the BBC for "highlighting his case, and remain determined to do all we can to disrupt and dismantle the criminal networks involved in smuggling people to the UK, wherever they operate".

According to the NCA, Majeed was detained on May 12 by Kurdish security forces.

Speaking to the BBC, an official of the Kurdistan Regional Government said officials used the British broadcaster's findings to locate Majeed.

"The arrest was made outside his home, they arrested him the moment he stepped out of the home and arrested him without any major problems,” the official was quoted as saying to the BBC.

“We are now looking at charges against him here first and foremost, and then we will be discussing with European police and prosecutors who want to question him and deal with him.”

Majeed's gang is believed to have controlled much of the people-smuggling trade between Europe and the UK between 2016 to 2021.

Twenty-six gang members were arrested and convicted at courts in the UK, France and Belgium following a two-year international police operation.

However, Majeed, who managed to evade arrest and was absconding, was tried in absentia at a court in Belgium and convicted of 121 counts of people-smuggling.

In October 2022, he was sentenced to 10 years in jail and fined 968,00 euros.

When the BBC found him last month, Majeed agreed to meet at a mall in Sulaymaniyah and said at the time that he wasn't the leader of the gang.

Without showing any remorse for the migrants, he said, "Nobody forced them. They wanted to. They were begging the smugglers, ‘Please, please do this for us’, Sometimes the smugglers say, ‘Just for the sake of God, I will help them’, And then they complain, they say, ‘Oh this, that...’ No, this is not true.” Published By: Karishma Saurabh Kalita Published On: May 14, 2024

WASHINGTON − At a campaign fundraiser organized and attended largely by Asian American donors and lawmakers on Wednesday, President Joe Biden described three Asian countries, including U.S. ally Japan and an emerging partner, India, as “xenophobic.”

Biden, who was crediting immigrants with fueling the American economy, went on to attribute “xenophobia” as a reason the economies of Russia, China, Japan and India were struggling.

Except: India is one of the fastest growing economies in the world, whose gross domestic product grew at 8.4% in the final three months of 2023.

Biden, who has called himself a "gaffe-machine," was making a point about “freedom, America and democracy.”

“You know, one of the reasons why our economy is growing is because of you and many others. Why? Because we welcome immigrants,” he said. “We look to — the reason — look, think about it. Why is China stalling so badly economically? Why is Japan having trouble? Why is Russia? Why is India? Because they're xenophobic.”

He added: “They don't want immigrants. Immigrants are what makes us strong."

Biden is hardly the first politician to make a gaffe .

During a summitt in Washington, D.C., last year, former President Donald Trump claimed Biden would “plunge the world into World War II” and confused Biden with Barack Obama , bragging to the audience that he was leading Obama in 2024 election polls.

Trump has called Hungarian Prime Minister Viktor Orbán the leader of Turkey and confused his United Nations ambassador, Nikki Haley , a GOP rival, with former House Speaker Nancy Pelosi.

“You know, by the way, they never report the crowd on Jan. 6,” Trump said, veering into the 2021 Capitol riot at a rally before this year's New Hampshire primary. “You know, Nikki Haley, Nikki Haley, Nikki Haley...Nikki Haley was in charge of security. We offered her 10,000 people, soldiers, National Guards, whatever they want. They turned it down.”

Trump still romped to victory over Haley in the primaries.

While the press and social media pounce on candidate gaffes, do they influence the course of a campaign? Do candidate gaffes even matter?

In the age of Trump, voters have become inured to heated rhetoric − and rhetorical fumbles − that would have been considered remarkable a generation ago, said William F. B. O’ Reilly, a Republican strategist.

“Voters are much more inclined to see the bigger picture now, and to dismiss day-to-day mistakes,” he said. “Besides, the overwhelming majority of voters already know who they're voting for, and almost nothing will change their minds. Think Trump postulating about shooting someone on Fifth Avenue: Turned out he was right."

Trump famously told an Iowa audience in January 2016: "I could stand in the middle of Fifth Avenue and shoot somebody, and I wouldn't lose any voters, OK?"

Wild, or wildly wrong, statements aren't exclusive to Biden and his billionaire nemesis.

Former President George W. Bush once condemned the “unjustified and brutal” invasion of Iraq when he meant Ukraine. (Bush is the one who invaded Iraq, in 2003.) In fact, there’s a Wikipedia page dedicated to “Bushisms”— a repository of his linguistic stumbles.

The age factor

Gaffes matter to the extent that they reinforce a candidates' weakness, said Melissa DeRosa, a Democratic strategist.

"Trump misspeaks just as much as Biden does but, because of the vulnerabilities around the perception of Biden's age, it hurts him more when he misspeaks because it − fairly or unfairly − re-enforces a negative that resonates with the public."

According to an ABC News/Ipsos poll conducted in February, 86% of Americans think Biden, 81, is too old to serve another term as president, while 62% think Trump, 77, is too old. The poll was conducted after allegations in Special Counsel Robert Hur called Biden "an elderly man with a poor memory," and suggests that age will continue to be a factor in the 2024 election.

Voters forgive, forget, ignore

While Biden might have been off to a rocky start to mark Asian American, Native Hawaiian, and Pacific Islander heritage month, which is observed in May, for most attendees at the event this week the comment barely registered, said Shekar Narasimhan, an organizer of the private fundraiser.

“The way I heard him was contextually. He was drawing a contrast to Donald Trump, who wants to deport many millions including AAPIs, to say, 'look what happens when you're xenophobic,'” said Narasimhan, an Indian immigrant and founder of AAPI Victory Fund, a political action committee.

Biden “was drawing a contrast with other countries who have more closed immigration systems,” he said. "We didn't hear from any Japanese Americans, or for that matter, Indian Americans who were like, 'Oh, what the hell did he say there?'" 

On lumping India with other economies, he said he didn’t “understand the comment.”

White House press secretary Karine Jean-Pierre said “the broader point” Biden was trying to make was that the U.S. is a “nation of immigrants − that is in our DNA.”

Where a high-profile gaffe might have damaged a candidate in past decades, they don't have the same lasting impact, said O’ Reilly.  

“The news cycle moves so quickly now that some other intriguing news nugget invariably comes along to save them,” he said. “If President Biden had called Americans xenophobic the damage might linger, but it shouldn't in this case. There are plenty of more interesting things going on."

Biden’s remarks came just three weeks after the White House hosted Japanese Prime Minister Fumio Kishida  with Biden extolling the “unbreakable alliance” between the U.S. and Japan.

The White House hosted  Indian Prime Minister Narenda Modi for a state visit last summer as it seeks to foster deeper ties with the country as a counterweight to China.

“Our allies and partners know very well just how much this president respects them,” said Jean-Pierre. “Obviously we have a strong relationship with India, with Japan."

Lis Smith, a Democratic strategist, said gaffes matter when they reinforce a candidate’s existing vulnerabilities.

“When Mitt Romney dismissed 47% of the country as moochers, it reinforced the image of him as completely out of touch,” she said.
