President Sergio Mattarella visits Italian Cooperation projects in Kenya

The President of the Republic of Italy Sergio Mattarella started his official visit to Kenya on the 14 th of march, kicking off a three-day event full of institutional meetings and ceremonies. The President is accompanied by a delegation composed of his daughter and first lady of Italy Ms. Laura Mattarella and the Deputy Ministry of Foreign Affairs and International Cooperation, Edmondo Cirielli, among the others.

During the mission, Deputy Ministry Cirielli and Ministry of Treasury of Kenya Njuguna Ndung'u are expected to launch the " Kenya-Italy Sustainable Development Partnership " (Kisdp), a strategic document indicating the line of intervention of the Italian Cooperation with Kenya for the next five years, defining a medium-term indicative programmatic framework for the cooperation between the two countries.

During President Mattarella's mission, two additional agreements between Kenya and Italy are expected to be signed, marking the launch of as many cooperation initiatives: the first, " Professional and Scientific Training for the Development of Cultural Tourism ", financed by the Italian Agency for Development Cooperation (Aics) and realized by the National Museums of Kenya in partnership with La Sapienza University of Rome, concerns the implementation of a three-year training program for young Kenyan students. The second initiative, " Kenya Informal Settlement Redevelopment Programme " (Kirsp), concerns an integrated urban development intervention to improve access to basic services in the informal settlements of Kajiado, Kilifi and Siaya counties.

President Mattarella and the delegation will visit some of the Italian Cooperation's leading projects in the country, such as the St. Kizito Vocational Training Institute financed by the Cooperation in 1994 and managed by AVSI, which trains 800 young Kenyans every year through courses in IT, mechanics, plumbing, carpentry, catering, secretary, electronics, hairdressing, and beauty care. The Cooperation has deeply invested in the growth of the Institute allowing for the construction of the building, the supply of equipment, the start-up and various stages of expansion, allowing the Institute to consolidate and to offer young disadvantaged people adequate training, which would otherwise be inaccessible in most cases. The mission includes a visit to the E4Impact Accelerator founded in 2018 in Nairobi thanks to Aics support and through the Sacro Cuore Catholic University of Milan, which has quickly become a point of reference in Kenya's entrepreneurial ecosystem: it is of a hub offering legal, financial, training and mentoring services to businesses and start-ups, contributing to their growth and creating new synergies with international markets and investors.

"It is a real honour to welcome and follow the visit of President Mattarella and the delegation", says Giovanni Grandi, Head of Aics regional office in Nairobi. "This is an enormous privilege and a key opportunity to boost the consolidated friendship between Italy and Kenya. The launch of the multi-year strategy represents a milestone for Italy's cooperation with one of its priority countries, and the visit to the initiatives through which the Agency invests in business creation, employment, and in training young people are the concrete example of a cooperation that creates partnerships between businesses, universities and institutions and which looks at young people as builders of development of an increasingly resilient Kenya".

"Medium and Small Enterprises are the beating heart of Kenya's economic development," explains Mario Brataj, Program Officer for Economic and Private Sector Development at Aics Nairobi. "They contribute to almost 80% of GDP and represent around 70% of total employment. The young and dynamic entrepreneurial tissue needs support to best express its potential: for this reason, support to employment creation and expansion of small businesses is one of the pillars of our action in the country. At the same time we invest in human capital through the strengthening of vocational training institutes. An example of this approach is the experience of St. Kizito, which was built and consolidated thanks to the support of the Italian Cooperation and today it acts as a bridge between young people and the job market. The Institute collaborates today with 70 companies, carries out school-work alternation and promotes internships. In collaboration with Avsi, Res4Africa and Enel Green Power, Aics is also promoting the installation of a micro-grid that will make the Institute an excellence for training activities on renewable energy in Kenya and East Africa".

Mattarella was received at the Jomo Kenyatta International Airport (JKIA) by Foreign and Diaspora Affairs Cabinet Secretary Alfred Mutua on the evening of Monday, March 13, 2023.

In a statement , Mutua said that during his visit, Mattarella will hold bilateral talks with President William Ruto where several MOUs are expected to be signed.

He also revealed that Mattarella will also hold a public lecture on climate change at the University of Nairobi.

On Friday, February 24, 2023, US First Lady Jill Biden arrived in Kenya to start her three-day visit to the country after visiting Namibia.

The visit to Kenya was a follow-up to the US-Africa Leaders' Summit held in December 2022 at the White House.

Jill was received by her Kenyan counterpart, First Lady Rachel Ruto, at the JKI Airport.

She was welcomed by Kenyan traditional who danced and sang to various songs of praise as she disembarked from the Executive One Foxtrot , a military plane.

This was Jill's first visit to the country as the First Lady of the United States(FLOTUS).

The White House had reported that Jill's trip to Kenya, Namibia would strengthen the United States’ partnerships on the African continent.

"Dr Biden’s engagements will focus on the empowerment of women and youth, efforts to address food insecurity, and promoting our shared democratic values," read the dispatch.

She discussed the response to drought , which has so far affected more than half of the counties in the country.

Earlier, Ruto was among the world leaders who graced the reception hosted by US president Joe Biden .

While meeting Biden, Ruto emphasised the need for Kenya to continue expanding its strategic partnership with the US to advance peace and prosperity in Africa.

President Mattarella’s visit to Nairobi: how Italy is relaunching its partnership with Kenya (and the Horn of Africa as a whole)

The visit of Italy’s President of the Republic to Kenya comes at a historic moment when the eyes of the world are on the region. Between symbolic and pragmatic, the visit puts Africa back at the heart of Italian foreign policy.

From 14 to 16 March, President of the Italian Republic Sergio Mattarella paid a state visit to Kenya [1] . Accompanied by Deputy Foreign Affairs Minister Edmondo Cirielli (an expert of relations with Africa for the Meloni government) and his daughter Laura Mattarella, the Head of State was received by President of Kenya, William Ruto. He later visited two structures of high symbolic value for the Italian presence in the country: the “Luigi Broglio” space centre, north of Malindi, managed by the Italian Space Agency, where Kenyan and Italian researchers work, and the St. Kizito Vocational Training Centre, one of the main development cooperation initiatives managed by the Ministry of Foreign Affairs and the Association of Volunteers for International Service (AVSI).

Mattarella’s trip followed the classic pattern of institutional visits by Italian authorities to Africa: meetings with government officials followed by visits to economic and cultural institutions first and cooperation initiatives at the end. However, the combination of the present historical moment and geopolitical developments in the Horn of Africa region make this trip stand out for several reasons.

Firstly, Mattarella emphasised the historical role played by Kenya as a symbol of African emancipation from European colonialism and, above all, its role as a model of development in Africa. Since this year marks the 60th anniversary of Kenyan independence, Mattarella laid a wreath at the mausoleum of Jomo Kenyatta, the founding father of modern Kenya, the country’s first president and, above all, a leading figure in the anti-colonial movement in the 1960s. As public opinion across Africa grows increasingly dissatisfied with relations with Europe, Mattarella’s tribute takes on particular importance.

Beyond the symbolic aspect, the visit brought to the fore several elements that mark a change in Italy’s posture vis-à-vis the continent. Firstly, it coincided with the resumption of the construction of the three dams at Itare, Arror and Kimwarer, which have added value to bilateral relations between Rome and Nairobi. The infrastructures are in fact key elements in the domestic political agenda of President Ruto, for whom energy independence is a core objective and who had already advocated for their construction when he was vice-president. In fact, the blockage of work due to legal problems had been a source of friction in bilateral relations between Italy and Kenya, which remained solid but characterised by some criticism during Uhuru Kenyatta’s presidency. In addition, Italy has lent Kenya 14 billion Kenyan shillings (102 million euro) for the development of initiatives in the fields of health and housing development – an important contribution to Kenya’s economic recovery as the country faces pressure on certain macroeconomic fundamentals, such as unemployment, public debt and inflation. Finally, to strengthen trade between the two countries, a promise was made to progressively abolish non-tariff barriers [2] .

Above all, Mattarella’s trip comes at a particularly “hot” moment for geopolitical dynamics in the Horn of Africa. Kenya is one of the most active players on all the most important unresolved issues in the region, which is at the hearth of the agenda of two great powers like China and the US, as shown by China’s appointment of a special envoy last year and the US’ investment of considerable diplomatic and financial resources in countering the influence of its competitors [3] . It is no coincidence that while Mattarella was attending the presidential banquet in his honour, US Secretary of State Anthony Blinken was embarking for Ethiopia. Aside from the US and China, the Horn of Africa is currently also high on the agenda of other great powers like France and Russia and of medium-sized powers, such as the United Arab Emirates and Turkey. The Russians are weaving a network between Eritrea and Sudan and France is preparing the ground for stronger trade relations with the area’s most prosperous economies [4] . The United Arab Emirates has engaged in mediations between the military and civilians in Sudan, as well as in supporting the Somali government in the fight against al-Shabaab [5] . Turkey has investments in the port of Mogadishu and Bayraktar drones deployed in Somalia [6] .

In this tangle of interests and presences, Kenya’s role remains key. In the past year, Nairobi has mediated on the war in Tigray, thanks to its former president Uhuru Kenyatta; contributed multilaterally and bilaterally to the fight against al-Shabaab; launched a peacekeeping initiative in the Democratic Republic of Congo (after sponsoring the country’s admission to the East African Community); and strengthened its energy cooperation partnership with Tanzania [7] . Kenya also went through a period of transition of power. Presidential elections held on 9 August marked an important historical turning point for the country [8] , with William Ruto defeating the sons of Kenya’s founding fathers Uhuru Kenyatta and Raila Odinga, united in a coalition. This sanctioned a generational handover and a waning of the relevance of the ethnic factor in political choices – in contrast with the rest of the continent [9] . As a matter of fact, Ruto is a member of the Kalenjin ethnic group, but was voted in by a significant portion of the youth from the Kikuyu ethnic group, who traditionally opposed the former President politically. This is why, during his visit, Mattarella explicitly emphasised Kenya’s role as an “example of democracy”.

The long-term aim of Mattarella’s visit was to position Italy again in the Great Game for the Horn of Africa, one of the continent’s most economically promising and geostrategically important areas, given its proximity to Bab-el-Mandeeb and the Suez Canal route [10] . This was part of a new government agenda for the continent, described by Prime Minister Meloni in her electoral programme as the “Mattei plan for Africa”, through which the Italian Government aims to stem migration problems and gain new influence [11] . The visit also confirms the central role of Africa in Italy’s new foreign policy agenda, as demonstrated by the bilateral meetings held by the Italian Prime Minister and President of the Republic with Niger’s President Mohamed Bazoum, Mauritanian President Mohamed Ould Ghazouani, Ethiopian Prime Minister Abiy Ahmed and Somali President Hassan Sheikh over the past four months [12] . The Italian President’s trip to Nairobi highlights a willingness to go beyond the issues that have typically characterised relations with partners on the African continent: energy exports and migration flows – Kenya, in fact, does not export energy and has no role in illegal immigration from the continent. In this context, this could be seen as paving the ground Prime Minister Meloni’s forthcoming, eagerly awaited visit to Ethiopia, the other Horn of Africa giant, for the reconstruction of which, after the war in Tigray, Italy has allocated 140 million euro [13] . Creating a solid base for relations with African countries is no easy feat for any European nation, especially at this point in time. Given Italy’s heavy colonial past in the Horn of Africa and traditional foreign policy focus on risks rather than opportunities in the area, fruitful and constant diplomatic efforts will be needed to build fair relationship, as mentioned by Mattarella and promised by the Italian Government.

State House has announced that Italian President Sergio Mattarell will be visiting the country in March.

The visit is seen as a pivotal moment in the relationship between the two countries.

During a meeting with the Italian Ambassador to Kenya, Roberto Natali, President Ruto expressed his excitement for the visit and emphasized the unique relationship between the people of Kenya and Italy.

" President Mattarella's visit is a high point in our relationship and we are looking forward to fruitful discussions on water harvesting, distribution and irrigation ,” Ruto stated.

The head of state also noted the presence of many Italians in the coastal town of Malindi, which signals the long-standing relationship between the two countries.

Ambassador Natali also emphasized the Italian government and private sector's commitment to investing in water provision and harvesting in Kenya.

This is in line with President Mattarella's visit, which aims to strengthen the relationship between the two countries and result in further cooperation and investment in the future.

The upcoming visit by President Mattarella is a crucial step in strengthening the already warm relationship between Kenya and Italy and is expected to lead to new opportunities and initiatives in various sectors, including water provision and harvesting .

The Italian presence in Malindi can be traced back to the creation of the Broglio Space Centre along the Kenyan coast, which was run by Italians.

The first Italians to arrive in Malindi were engineers and scientists, who were immediately drawn to the town's natural beauty, including its pristine beaches, rich seafood offerings, and welcoming residents.

By the 1970s, the Italian community had grown and established a strong foothold in the town's tourism industry, opening hotels, restaurants, and beach villas.

Statehouse Kenya has announced that the President of Italy Sergio Mattarella is scheduled to visit Kenya.

In a statement released on Friday, February 3, State House said the visit will enhance cooperation between the two countries .

“President Mattarella’s visit is a high point in our relationship and we are looking forward to fruitful discussions on water harvesting, distribution and irrigation,” State House said

The President was speaking when he met the Italian Ambassador to Kenya Roberto Natali at State House, Nairobi.

President of Italy, Sergio Mattarella, to visit Kenya in March

State House has confirmed that the Italian President, Sergio Mattarella, will be visiting Kenya in March in a bid to enhance cooperation between the two countries.

During a meeting with the Italian Ambassador to Kenya, Roberto Natali, at the State House in Nairobi, President William Ruto emphasized the significance of President Mattarella’s visit as a high point in their relationship.

In a statement, State House said the visit aims to have fruitful discussions between the two countries on water harvesting, distribution, and irrigation.

The head of state said that the people of Kenya and Italy have a long and unique relationship, which is epitomized by the town of Malindi, a popular destination for many Italians.

Ambassador Natali confirmed that the Italian government and private sector are fully committed to investing in water provision and harvesting in Kenya. The Italian President’s visit is expected to bring about new opportunities for cooperation and investment in this critical sector.

The visit is expected to boost trade and investment between the two countries and promote the development of key sectors such as water, agriculture, and tourism.

"President Mattarella's visit is a high point in our relationship and we are looking forward to fruitful discussions on water harvesting, distribution and irrigation,” Ruto said.

The President added that the people of Kenya and Italy have a long and unique relationship epitomised by Malindi which hosts many Italians.

Kenya-Italy relations have remained cordial since the arrival of the first Italian missionaries in 1902.

In July 2015, then-Italian Prime Minister Matteo Renzi made a two-day official visit to Kenya where he held b ilateral talks with then-President Uhuru Kenyatta.

The talks mainly centred on collaborative efforts by both countries on the war on terror and investments in Kenya.

President William Ruto on Friday said the visit will enhance cooperation between the two countries.

Italy maintains relations with Kenya largely on five key fields: Political, economic, cultural, development, and scientific cooperation.

The President visit follows that of the Minister of Foreign Affairs and International Cooperation, Luigi Di Maio, who visited Kenya as part of his African tour.

Maio also visited Ethiopia Angola, the Republic of Congo and Mozambique to strengthen the partnership between Italy and Africa.

In Kenya, he inaugurated the Ngong health hub, which was built and equipped by the San Donato Group, alongside then President Uhuru Kenyatta.

He also met with then Foreign Affairs Raychelle Omamo and discussed security, counterterrorism and cooperation.

in November 2020 visited Italy on the margins of his official visit to the Vatican in bid to cement Kenya’s long-standing relationship with Italy as a key development partner.

During the visit, the two leaders discussed several subjects of mutual interest between Kenya and Italy top among them trade and investment, tourism, and the global fight against Covid-19.

The other high-level visit from Italy was the infamous trip by then Prime Minister Matteo Renzi in July 2025, who caused a stir after wearing a bulletproof vest to State House to meet President Kenyatta.

ROME (Reuters) - Kenya's president endorsed Italy's plan for closer cooperation with Africa on Tuesday, saying it was evidence that Europe was taking the continent seriously despite criticism over the limited initial funding.

Italian Prime Minister Giorgia Meloni unveiled a long-awaited initiative on Monday aimed at helping African countries prosper in return for curbing illegal immigration, pumping a preliminary 5.5 billion euros ($5.96 billion) into the scheme.

Some critics scoffed at the small scale of many of the projects, while the chairman of the African Union Commission publicly chastised Meloni for not consulting more widely on the priorities beforehand.

But Kenyan President William Ruto told Reuters that the so-called Mattei plan, named after the late founder of Italian energy giant Eni, represented a good start.

"Every journey begins with one simple step. And I think that the most important step has been made, that we are recalibrating our relationship with Italy as a continent," Ruto said.

The Kenyan leader said it was especially relevant given Italy held the rotating chair of the Group of Seven (G7) major Western powers, adding that he was confident Meloni would honour her pledge to promote African interests during her presidency.

"The narrative around Africa was conflict, disease, war. Now it's changing. It is opportunity, investment, market and solutions," he said, denying any doubts over the financial stability of his own country.

African Union Commission chief Moussa Faki Mahamat jolted his Italian hosts on Monday with sharply worded comments at the opening of the summit in Italy's opulent Senate chamber.

"We are not beggars, our ambition is much higher, we want a paradigm shift for a new model of partnership that can pave the way towards a fairer and more coherent world," he told Meloni.

"You can well understand that we can no longer be satisfied with mere promises that are often not kept," he said.

Meloni's domestic political foes accused her of short-changing her guests, saying much of the money that she pledged had already been announced previously.

"There is nothing new in the Mattei Plan, just funding already provided in the past and projects started long ago under another name," said Davide Faraone, the Senate leader of the centrist Italia Viva party.

Of the 5.5 billion euros promised by Meloni, some 3 billion euros came from an international climate fund set up in 2021, while other funds would come in the shape of public guarantees rather than hard cash for on-the-ground projects.

"This is not entirely about money. This is about a relationship," Ruto said, adding that Europe was waking up to the immense potential of Africa, which has the largest renewable energy resources in the world and two thirds of its arable land.

"The meeting encapsulated a new thinking not just in Italy, but in Europe and globally, about the place of Africa as a continent," he said.

The president of the Republic, Sergio Mattarella , is expected in Kenya for a three-day official visit aimed at strengthening relations with a country considered a solid democratic ally of Italy in Africa and a good bilateral trade partner. "Relations between Kenya and Italy will have a great boost next month, when the Italian president Sergio Mattarella visits the country", declared the Kenyan presidency in February, announcing the visit, adding the confidence expressed by the president William Rutho - at the helm of the country since last September - in the fruitful improvement of bilateral cooperation deriving from the dialogue with Mattarella. The visit will be an opportunity to talk about issues such as stability and security in the area, the fight against climate change, and thus keep attention fixed on Africa. In fact, Kenya represents one of the models, among African states, which have a virtuous role on the continent, from a political and economic point of view and, although it remains an imperfect model, there is greater economic vitality in the country than in other nations of the 'area. Witness the wealth of companies and start-ups in technological sectors - in Kenya a system has been developed by Vodafone and the local company to allow financial movements: an extremely advanced application that allows access even from the most remote areas - and the political stability .

The program of Mattarella's visit is rich and foresees the arrival of the head of state at Nairobi airport today evening, accompanied by his daughter Laura. The following morning the President of the Republic will meet his counterpart Ruto, who will receive him at the State House together with his wife Rachel before participating together in the welcoming ceremony, in which the official delegations will be presented and the Book of Honor will be signed. Following this, the two presidents will hold a bilateral meeting behind closed doors, then a meeting with their respective delegations and a ceremony with the signing of the agreements concluded. At the end of the morning, Mattarella will be accompanied to the Mausoleum of the first Kenyan president since independence and father of Uhuru, Jomo Kenyatta, where he will be welcomed by the president of the National Assembly, the president of the Senate and representatives of Kenyan religious authorities. Then, on the afternoon of Tuesday 14 March, Mattarella and his daughter Laura will visit a professional training center in San Kizito, where they will meet, among others, representatives of the AVSI network, before returning to the State House where they will have dinner with President Ruto .

On Wednesday 15 March Mattarella will fly to Malindi with his daughter, where he will visit the "Luigi Broglio" space center and will be received by the president of the Italian space agency Giorgio Saccoccia, the Kenyan defense minister Aden Bare Duale and the president of the Kenyan space agency , General James Aruasa. After his return to Nairobi, scheduled for the afternoon, Mattarella is expected at the residence of the Italian ambassador and will greet the staff of the representation before meeting the Italian community residing in Kenya. This will be followed by the dinner offered by the Italian embassy in honor of the guest. On the last day of his stay, Thursday, Mattarella will meet the rector Vijoo Rattansi and the vice rector Stephen Kiama at the University of Nairobi and will give a speech in the Aula magna. Mattarella and his delegation will make a final stop at the E4 Impact Accelerator project incubator - a project promoted by the Catholic University of Milan with the support of the Italian Agency for Development Cooperation (Aics) and Eni -, where he will be welcomed by 'former mayor of Milan and current president of the accelerator Letizia Moratti, before heading to the airport and leaving for Rome.

From an institutional point of view, Mattarella's visit follows that made in June 2022 by the then Foreign Minister Luigi di Maio and the double meeting he had with Kenyatta in Rome in September 2015 and November 2020. They also went to Kenya in April 2015 the former Foreign Minister Paolo Gentiloni, to monitor the implementation of some projects after the massacre at the University of Garissa, and in July of the same year the then Prime Minister Matteo Renzi, when he stayed for two days in Nairobi for bilateral talks with Kenyatta. In presenting Mattarella's official mission to Kenya, the Quirinale underlined how the President of the Republic has long stressed the importance of the African continent, considered a priority for our foreign policy and global strategies, not only for the migration issue, but also for the "common destiny" that binds the two shores of the Mediterranean in terms of partnership, which in the future must necessarily become even stronger and more developed. It is therefore not surprising that, after Cameroon, Ethiopia, Zambia, Angola and Mozambique, the head of state has chosen Kenya for his next state visit. According to reports from the Quirinale, Mattarella's trip to Kenya will serve to give a political sign of Italy's attention to a country that is considered stable in the context of the much more complicated developments faced by other sub-Saharan neighbors. The recent elections, albeit marked by heated competition, have not caused riots and to date, in the eyes of the international community, the role of Nairobi promises to be important in supporting the regional balance both from the point of view of security - its Armed Forces participate in various military missions on the continent - which is not a foregone conclusion of political stability. It is, moreover, with the role of mediator that former President Kenyatta's Kenya proposed itself to favor the resolution of the delicate Tigray conflict, as it did later also for the ongoing crisis in the east of the Democratic Republic of Congo ( Rdc), or still attempts to do for some issues related to Eritrea and Somalia.

In fact, Italy sees in Kenya not only a good regional interlocutor but also an interesting commercial partner. On this front, Mattarella's visit will also allow the signing of a new cooperation agreement, signed by the Deputy Foreign Minister Edmondo Cirielli, which provides for a three-year programming plan worth 100 million euros in aid credits and donations. As proof of a donor-beneficiary relationship with Italy that appears more advanced than that maintained by other countries in the region, the partnership with Kenya promises to be profitable also for cooperation projects aimed at the formation of human capital: in this perspective the visits of the president to the Professional Training Center of San Kizito, a reality born in collaboration with AVSI and today able to sustain themselves economically, and of the business incubator, the E4Impact Accelerator, aimed at supporting new businesses on the basis of a consortium of Italian investors. Another facet of Italy's commitment to relaunching our presence in the country, with the long-term goal of encouraging the growth of the local entrepreneurial fabric and making it a model for all of Africa.

Kenya is considered an important partner for Italy and a strategic player for the stability and economic and social development of East Africa. With a view to wanting to build and consolidate ever closer political and economic relations with the countries of the African continent, particular attention is paid to Kenya, due to its position and the interesting potential for economic and social development. Italian citizens residing in Kenya represent the second largest Italian community in sub-Saharan Africa and, after the British, the largest community in Kenya. Our community is integrated and fully involved in the country's economic development. Bilateral relations are particularly positive also in the field of development cooperation. Thanks to the credit conversion agreement, the first and only agreement of this type signed by the Kenyan government, many projects have been implemented aimed at combating situations of poverty and supporting local communities. Even in the field of scientific cooperation, relations between the two countries are positive: in fact, the exchange and collaboration agreements between Italian and Kenyan university institutes are increasing. Furthermore, the Italian Space Agency has been operating for decades at the "Lugi Broglio" Space Center in Malindi, located on the Kenyan coast. As far as economic relations are concerned, Italy has a positive trade balance with Kenya. Italy mainly exports industrial machinery, chemical products, household appliances and foodstuffs and imports agricultural, foodstuffs, textiles and mining products. Substantial Italian investments are also recorded in the tourism sector.

ASI - KENYA DELEGATION VISITS ITALY

The official visit to Italy was promoted and organized by the Embassy of the Republic of Kenya in Italy on the occasion of the first meeting of the Joint Council of Ministers

​Three days of meetings for the Kenyan delegation led by Defense Cabinet Secretary Aden Duale, following the ratification of the new agreement between Italy and Kenya for the Broglio Space Centre (BSC) in Malindi, which came into effect on December 16, 2020. The intergovernmental agreement includes five implementing protocols related to training and educational activities for operational personnel at the Broglio Space Center, the establishment of a Regional Earth Observation Center, access to Earth Observation and scientific data, Telemedicine activities, and support to the Kenyan Space Agency.

The official visit to Italy was promoted and organized by the Embassy of the Republic of Kenya in Italy for the first meeting of the Joint Council of Ministers (JCM). The meeting was held at the premises of the Ministry of Enterprises and Made in Italy (Mimit) in the presence of the head of the Italian delegation, Adolfo Urso, Minister of Enterprises and Made in Italy, together with the Italian Space Agency President Teodoro Valente and ASI International Affairs Director Gabriella Arrigo. The delegations held talks about the construction of the Earth Observation Center, the cooperation priorities the two countries are to pursue with regards to the Malindi Broglio Space Center, and the joint strategic guidelines that were agreed upon.

The delegation visited the headquarters of the Italian Space Agency where operational details were addressed following the guidelines defined during the meeting at Mimit.

The Kenyan delegation also paid a visit to the headquarters of Leonardo, Elettronica and Thales Alenia Space. The delegation was received by the top management of the historical aerospace company at its headquarters on via Tiburtina in Rome. While in Rome, Kenya’s Defense Cabinet Secretary, Aden Duale, met with Guido Crosetto, Italy’s Minister of  Defense.

The delegation was also able to visit Esa Esrin headquarters in Frascati. The Italian and Kenyan delegations are scheduled to meet again in Naiorbi for the second meeting of the Joint Steering Committee.

TUNIS, Tunisia (AP) — The head of Italy’s right-wing government acknowledged Wednesday that Tunisia cannot serve as a dumping ground for migrants, days after Tunisia’s president reaffirmed his unwillingness to let Europe outsource migration problems by sending those not welcome there to his country.

Italian Premier Giorgia Meloni said during a visit to Tunisia — her fourth in the past year — that the North African nation “cannot become the arrival point for migrants coming from the rest of Europe.”

However, she sidestepped tensions over how to manage migration via the Mediterranean Sea and instead praised Tunisia and Italy’s shared priorities in fighting human traffickers and repatriating African migrants back to their home countries.

Meloni and Tunisian President Kais Saied signed new accords as part of Italy’s “Mattei Plan” for Africa, a continent-wide strategy aimed at growing economic opportunities and preventing migration to Europe.

They included education initiatives and 50 million euros ($53 million) in a budgetary aid package earmarked for renewable energy projects. Meloni also promised to expand efforts to repatriate migrants to their home countries and expand legal migration pathways for Tunisians to work in Italy.

“It is essential that we work together to continue to fight the slavers of the third millennium, the mafia organizations that exploit the legitimate aspirations of those who would like a better life,” Meloni said, referring to smugglers who facilitate migrants’ perilous sea journeys.

European leaders often frame migration as a human trafficking issue, though migrants are known to make the trip in various ways and for a variety of reasons.

Nearly 16,000 migrants have made the treacherous journey from North Africa to Italy so far in 2024, travelling hundreds of kilometers (miles) from the shores of Algeria, Tunisia and Libya, mainly to islands off the Italian mainland. Arrivals tend to increase through spring and summer.

As weather warmed early this year, more migrants arrived with each passing month — a trend that’s on track to maintain its pace through April.

Less than half as many migrants had arrived in Italy as of April 15, compared to the same period in 2023, according to figures from the U.N. refugee agency. That’s in part because of Tunisia’s border patrol force, which this year intercepted about 21,000 migrants before they crossed into European waters.

Despite the interceptions, Saied has long insisted he is unwilling to let his country become Europe’s “border guard” or accept migrants that Europe wants to deport.

Earlier this week, he said he had no intention of opening detention centers for migrants in an agreement similar to Italy’s deal with Albania on asylum seekers. “We will not accept the presence of people outside the law, and Tunisia will not be a victim,” Saied said.

North African countries, from Morocco to Egypt, enjoy some leverage in their relations with Europe due to their role in helping control the flow of migrants. Italy and its European Union counterparts have pledged substantial financial support to countries on the other side of the Mediterranean to help prevent migration and trafficking.

But most of the more than 1 billion euros ($1.1 billion) promised to Tunisia as part of an EU agreement brokered in July is contingent on the country reaching an agreement with the International Monetary Fund on a stalled bailout package that could require painful spending cuts.

The broader EU package includes 105 million euros ($112 million) earmarked for migration. Romdhane Ben Amor, a spokesperson for the Tunisian Forum for Economic and Social Rights, which closely follows the migration assistance, said much of it has yet to be disbursed.
