The National Tourism Administration ( NTA ) ( 国家旅游局 ) is the government authority responsible for the development of tourism in China. The NTA is subordinate to the State Council , with its headquarters in Beijing and regional branches in various provinces.
- Study and formulate policies, guidelines and plans for the development of tourism industry;
- Draw up administrative rules and regulations for the industry and supervise their implementation;
- Study and draw up development strategy of the international tourism market;
- Undertake external publicity of China's overall tourism image and major sales promotion activities;
- Organize and provide guidance to the development of important tourism products;
- Offer guidance to market development of offices stationed outside China ;
- Cultivate and improve the domestic tourism market;
- Study and formulate strategies and methods for developing domestic tourism and guide their implementation.
The administration consists of six departments:
- General Affairs Office
- Policy and Regulation Department
- Tourism Promotion and International Liaison Department
- Development Planning and Finance Department
- Quality Standardization Department
- Labor, Personnel and Education Department.

Travel and tourism.
The National Travel and Tourism Office , part of ITA, creates a positive climate for growth in travel and tourism by reducing institutional barriers to tourism, administers joint marketing efforts, provides official travel and tourism statistics, and coordinates efforts across federal agencies through the Tourism Policy Council. The Office works to enhance the international competitiveness of the U.S. travel and tourism industry and increase its exports, thereby creating U.S. employment and economic growth through:
- Management of the travel and tourism statistical system for assessing the economic contribution of the industry and providing the sole source for characteristic statistics on international travel to and from the United States;
- Design and administration of export expansion activities;
- Development and management of tourism policy, strategy and advocacy;
- Technical assistance for expanding this key export (international tourism) and assisting in domestic economic development

Chinese Government Publishes Guide on How to Avoid Being a Terrible Tourist
“Don’t spit phlegm or gum, throw litter, urinate or defecate wherever you feel like it."
Chinese tourists may have finally claimed the title of the planet’s most boorish tourists. And they seem to be trying their hardest to earn it. The list of grievances against Chinese travelers is long, but recent lowlights include throwing candy at North Koreans , carving up a 3,500-year-old Egyptian relief , eating endangered sea creatures and making off with airline cutlery .
The Chinese government, perpetually worried about potential national embarrassments, has taken notice. And in response, the China’s National Tourism Administration just published an information packet a titled, roughly, the Guide to Civilized Tourism and Travel.
It lays out dos and don’ts of traveling abroad for the throngs of China’s new traveling public. Some examples of the behavior the CNTA cautions against:
- Lying down in public
- Going out with disheveled hair and a dirty face
- Removing ones’ shoes and socks
The 64-page guidebook also features helpful illustrations like this one. The caption reads: “Don’t spit phlegm or gum, throw litter, urinate or defecate wherever you feel like it. Don’t cough, sneeze or pick your nose or teeth in front of others.”
The scope of tourist activities covered is impressive. The booklet lays out etiquette for the theater (“respect performers… if the performer makes a mistake, you must forgive him and not heckle, whistle or boo him”), scuba diving (“anywhere in the world that you go diving, you shouldn’t grab or take away any marine life”) and hotel pool use (“don’t spit in a hotel pool—and absolutely never urinate in one”).
That last dollop of wisdom is part of a larger thematic preoccupation. Government bureaucrats clearly put a lot of thought into the ways in which Chinese toilet techniques might give offense.
“Don’t take a long time using public toilets” and “don’t leave footprints on the toilet seat,” reads one passage. A section on relieving oneself inflight cautions against “standing on the toilet seat when urinating or defecating.” (Closely related to the warning about footprints, above.) A later passage encourages tourists to hold it while riding in cabs and, before availing themselves of a restaurant’s bathroom, to buy a cup of coffee first. Flushing is emphasized throughout.
The government’s attention to tourist behavior isn’t exactly surprising. Last year, Chinese tourists made 83 million trips overseas, 18 percent more than in 2012 . That growth rate implies many of them are going abroad for the first time, likely raising the risk of faux pas.
And for the record, this isn’t the first time the government has resorted to pamphlet paternalism in an effort to avoid embarrassment. Back in 2008, the Beijing government published 4.3 million instructional manuals to prepare residents for the Olympic Games. “No matter what, never wear too many colors ," said the booklet, which also admonished Beijing residents to “never match black leather shoes with white socks.”

Administration Officials Announce National Strategy to Increase Travel and Tourism in the United States to 100 Million Visitors Annually by 2021
WASHINGTON, DC – Commerce Secretary John Bryson and Interior Secretary Ken Salazar today announced the Administration's National Tourism and Travel Strategy – delivering on President Obama's call in January for a national strategy to promote domestic and international travel opportunities throughout the United States.
The National Strategy is a blueprint for expanding travel to and within the U.S., laying out concrete steps to be taken in five key areas. It sets out a goal of increasing American jobs by attracting and welcoming 100 million international visitors annually by the end of 2021, more than a 50 percent increase over the number expected this year. These international visitors would spend an estimated $250 billion per year, creating jobs and spurring economic growth in communities across the country.
“Tens of millions of tourists from all over the world come and visit America every year. They stay in our hotels, they eat at our restaurants, they visit our attractions, and they help create jobs. At a time when too many Americans are still looking for work, we need to make it easier for more people to visit this country and keep our economy growing,” said President Obama.
“This Administration will continue to do everything we can to support travel and tourism – our number one services export – which will help support millions of American jobs,” Secretary Bryson said. “I am proud of our work on the National Strategy, a product of a strong private-public partnership, which will make the U.S. even more welcoming to visitors and reinforce our message to the world: the United States is open for business.”
“As our nation's economy continues to gain strength, tourism - especially international tourism - holds the promise of being an economic engine for the country,” Secretary Salazar said. “These recommendations will help make the United States a more attractive travel destination for people around the globe, and I look forward to working with our partners across government and industry to turn this strategy into action.”
The U.S. tourism and travel industry is a substantial component of U.S. GDP, exports, and employment. Efforts to make America the top tourist destination in the world offer a tremendous opportunity to create jobs and strengthen the U.S. economy. In 2011, the travel and tourism industry generated $1.2 trillion from domestic and international travel and supported 7.6 million jobs – with international travel to the United States resulting in a record $153 billion in receipts and supporting 1.2 million jobs. The Commerce Department recently released a travel and tourism forecast projecting that the U.S. can expect 4-5 percent average annual growth in tourism over the next five years, and that 65.4 million foreign travelers are projected to visit the U.S. in 2012 alone.
In January 2012, President Obama signed an Executive Order and announced new administrative initiatives to significantly increase travel and tourism in the United States. He charged Secretaries Bryson and Salazar with leading a Task Force for Travel and Competitiveness to create the National Strategy. Today's strategy reflects input from local government and business leaders, including the U.S. Travel and Tourism Advisory Board (TTAB), as well as ongoing initiatives throughout the Federal government, to ensure that the government leverages all of our national assets and resources to fully support the travel and tourism industry.

Georgian National Tourism Administration holds a training course for tourism sector
The Georgian National Tourism Administration held a training course “The role of social media in tourism” for 200 representatives of the tourism sector. 2-day course was organized in Tbilisi, Rustavi, Telavi, Borjomi, Gori, Kutaisi and Ambrolauri. Guides, tour operators and representatives of accommodation facilities participated in the trainings.
Short-term training courses are conducted by the Georgian National Tourism Administration in order to promote the tourism industry, completely free of charge, throughout the country. The purpose of holding trainings is to improve the knowledge and skills of employees in the industry.

Mission Moscow : A Conversation with Evgeny Kozlov
Mr. Evgeny Kozlov, Deputy Head Mayor of Moscow Government and Chairman of the Moscow City Tourism Committee, who has come to the city to attain BLTM, the annual prestigious travel event at the Leela Ambience Convention Centre, Delhi spoke with TW Editor Anirban Dasgupta on his vision and goal with the all-new tourism initiatives in Moscow.
The bond between India and Russia has a long history of culture, literature, love, and of course politics. But recently, there has also been a lot of talk about Gastronomical tourism. Any personal experience with this?
My personal take on the bond between India and Russia stems from my recent experience of trying authentic Indian cuisine in Moscow. I thoroughly enjoyed the spicy flavours of the Curry dish I tried and it left a lasting impression on me. This made me appreciate the cultural exchange between our two countries even more. I believe that Moscow, being a culinary hub, is a great place for people from all over the world, including Indian visitors, to immerse themselves in our rich history and culture. It’s a unique experience that brings people together and showcases the diversity of the gastronomic universe. Moscow has a thriving food scene with various international cuisines to explore, from Chinese to South African and Latin American. This culinary diversity reflects the open-mindedness and curiosity of the Russian people when it comes to trying new types of food. Moscow truly has something for everyone, and I encourage Indian tourists to come and indulge in this gastronomic journey.
How optimistic are the post-pandemic recovery figures?
After the Covid-19 pandemic, we have witnessed a remarkable recovery in tourism in Moscow. In fact, we have been able to restore 90% of the pre-pandemic tourist flow. In the first half of 2023, almost a million foreign tourists visited Moscow, with over 600,000 of them arriving during the summer season. Among the non-CIS countries, China has led the way in terms of tourist traffic, followed by Iran, the United Arab Emirates, Turkey, and India. Prior to the pandemic, India’s tourist flow was steadily growing at a rate of 12-15% annually. Although we faced challenges during the pandemic, we have now put in place all the necessary conditions for a successful recovery. Moscow is known for hosting numerous international exhibitions, forums, congresses, and conferences, attracting approximately 3.6 million business visitors in the past year alone. Among these visitors, India ranks third in terms of foreign business tourists in Moscow. To further promote tourism, we have initiated the MICE Ambassadors training program in India, which aims to assist Indian businesses in exploring opportunities and selecting relevant events in Moscow.
Can you please share your vision for future tourism development in Moscow?
Thank you for asking this question. I have a multi-faceted vision for the future tourism development in Moscow.
Firstly, I believe that tourism should provide a personal and authentic experience for each individual. Therefore, customization of experiences is crucial. For business tourists, we aim to offer special infrastructure facilities that cater to their specific needs and requirements. We are closely collaborating with infrastructure providers to ensure seamless experiences for those visiting Moscow for business purposes. On the other hand, when it comes to leisure or family tourists, we recognize the importance of providing a support system and guidelines for those traveling with their families, especially children. We are working with museums, theatres, and restaurants to customize their services and products to cater to tourists of all ages, including children. Furthermore, I envision rearranging tourism in Moscow to encourage visitors to delve into the history and heritage of our country. A significant part of my tourism goal is to motivate and inspire the youth and younger generations to travel to Russia. This involves providing affordable pricing for accommodations, entertainment, museums, and other attractions.
We are already constructing tailor-made infrastructure that specifically targets the young generation in Russia, and by next year, we plan to extend and promote these offerings to international young visitors as well. By rebranding the image of Moscow as a destination for longer stays, relaxation, and enjoying various facilities, we aim to change the perception that it is merely a transit or stop-over city. Lastly, the beautiful weather in Moscow during the summer months provides an opportunity to create delightful memories for tourists. I want every visitor to experience the sunshine, green landscapes, parks, cafes, restaurants, swimming pools, and sports facilities that Moscow has to offer during this time.
In summary, my vision for the future of tourism in Moscow revolves around creating customized travel experiences for every type of traveller.
How do you prioritize sustainability and responsible tourism practices in the development of business tourism?
How easy or difficult is it to get a Visa for an Indian Tourist at present?
Acquiring a Visa for Indian tourists has become easier with the introduction of the e-visa system. Since its launch in August 2023, more than 30,000 tourists have already utilized this system. The e-visa offers several advantages over traditional visas, such as avoiding the need to visit consulates or embassies. The application process only requires a digital photograph and a scan of the passport data page. The e-visa has a validity period of 60 days from the date of issuance, with a maximum stay of 16 days in Russia. This convenient and streamlined process is available to citizens of 55 countries, including India. Indian tourists are currently ranked third in terms of business travellers from outside the CIS countries visiting Moscow.

Austrian broadsheet newspaper promotes Georgia’s mountain tourism potential

The Georgian National Tourism Administration on Friday said Die Presse, an Austrian-based German-language daily broadsheet newspaper, was promoting Georgia’s visitor potential, advantages of mountain tourism, cuisine and culture.
The Administration said an article by Josef Ebner shared impressions of his trip to the country with readers and gave them travel tips.
The author said the country’s north-western highland Svaneti region had hosted qualifying rounds for Freeride World Tour Pro, a series of sporting events for freeskiers and snowboard freeriders, for the first time last month.
He also noted UNESCO World Heritage Sites in the country and highlighted 800-year-old towers built for defence purposes in the mountainous village of Ushguli.
The release noted a new festival, entitled Giz-Gizi and organised by the GNTA, had been created for promoting winter resorts, and noted the event featured Georgian street food, traditional soup dishes, beer and chacha alcoholic drink.
The Georgian National Tourism Administration on Tuesday highlighted Financial Times, a British daily business newspaper, publishing a 20-page article about Georgia’s culture, traditions, tourism potential, winemaking, cuisine and hospitality.
Nicolas Hale-Woods, the founder of Freeride World Tour, praised Georgian authorities' preparations for hosting the qualifying rounds for Freeride World Tour Pro, a series of sporting events for freeskiers and snowboard freeriders , by calling it “extraordinary”.

The University of New Orleans Institute for Economic Development & Real Estate Research will host the 33rd annual Dr. Ivan Miestchovich Economic Outlook & Real Estate Forecast Seminar for metropolitan New Orleans on Tuesday, April 9 from 9 a.m.-1 p.m. in the Sen. Ted Hickey Ballroom, located in the University Center of the University of New Orleans.
Seminar moderator Robert Penick, director of the UNO Institute for Economic Development & Real Estate Research, will provide opening remarks at 9 a.m.
At 9:10 a.m., Ali Bustamante, director of the UNO Division of Business and Economic Research, will moderate a discussion about the New Orleans metro economy with Louis David, president and CEO of the New Orleans Business Alliance, and Jerry Bologna, president and CEO of JEDCO.
At 9:50 a.m., Yvette Green, associate professor and chair of the Kabacoff School of Hotel, Restaurant and Tourism Administration, will lead a conversation about hospitality and tourism with Tom Leonard, president and CEO of HRI Hospitality; Beau Box, president and CEO of Beau Box Real Estate; and Octavio Mantilla, co-owner of BRG Hospitality.

The event will conclude at 12:25 p.m. with a discussion about the metropolitan New Orleans real estate market moderated by Patrick Beard, corporate services advisor for NAI/Latter & Blum. Panelists include Jackie Dadakis, CEO of Green Coast Enterprises; Jeffrey Lahasky, president of the Lahasky Investment Group; and Andrew Marcus, real estate development and leasing with PMG Leasing.

However, as excitement builds for the eclipse, concerns about potential driving hazards and safety measures have also emerged.
A recent analysis of geotagged Twitter data revealed intriguing insights into the travel trends surrounding the upcoming eclipse. Based on over 150,000 tweets tracked by Diono , western states showed the highest interest in traveling to witness the total solar eclipse .

The Effects of Climate Change
The effects of human-caused global warming are happening now, are irreversible for people alive today, and will worsen as long as humans add greenhouse gases to the atmosphere.
- We already see effects scientists predicted, such as the loss of sea ice, melting glaciers and ice sheets, sea level rise, and more intense heat waves.
- Scientists predict global temperature increases from human-made greenhouse gases will continue. Severe weather damage will also increase and intensify.
Earth Will Continue to Warm and the Effects Will Be Profound
Global climate change is not a future problem. Changes to Earth’s climate driven by increased human emissions of heat-trapping greenhouse gases are already having widespread effects on the environment: glaciers and ice sheets are shrinking, river and lake ice is breaking up earlier, plant and animal geographic ranges are shifting, and plants and trees are blooming sooner.
Effects that scientists had long predicted would result from global climate change are now occurring, such as sea ice loss, accelerated sea level rise, and longer, more intense heat waves.
The magnitude and rate of climate change and associated risks depend strongly on near-term mitigation and adaptation actions, and projected adverse impacts and related losses and damages escalate with every increment of global warming.
Intergovernmental Panel on Climate Change
Some changes (such as droughts, wildfires, and extreme rainfall) are happening faster than scientists previously assessed. In fact, according to the Intergovernmental Panel on Climate Change (IPCC) — the United Nations body established to assess the science related to climate change — modern humans have never before seen the observed changes in our global climate, and some of these changes are irreversible over the next hundreds to thousands of years.
Scientists have high confidence that global temperatures will continue to rise for many decades, mainly due to greenhouse gases produced by human activities.
The IPCC’s Sixth Assessment report, published in 2021, found that human emissions of heat-trapping gases have already warmed the climate by nearly 2 degrees Fahrenheit (1.1 degrees Celsius) since 1850-1900. 1 The global average temperature is expected to reach or exceed 1.5 degrees C (about 3 degrees F) within the next few decades. These changes will affect all regions of Earth.
The severity of effects caused by climate change will depend on the path of future human activities. More greenhouse gas emissions will lead to more climate extremes and widespread damaging effects across our planet. However, those future effects depend on the total amount of carbon dioxide we emit. So, if we can reduce emissions, we may avoid some of the worst effects.
The scientific evidence is unequivocal: climate change is a threat to human wellbeing and the health of the planet. Any further delay in concerted global action will miss the brief, rapidly closing window to secure a liveable future.

U.S. Sea Level Likely to Rise 1 to 6.6 Feet by 2100
Global sea level has risen about 8 inches (0.2 meters) since reliable record-keeping began in 1880. By 2100, scientists project that it will rise at least another foot (0.3 meters), but possibly as high as 6.6 feet (2 meters) in a high-emissions scenario. Longer Wildfire Season
Warming temperatures have extended and intensified wildfire season in the West, where long-term drought in the region has heightened the risk of fires. Scientists estimate that human-caused climate change has already doubled the area of forest burned in recent decades. By around 2050, the amount of land consumed by wildfires in Western states is projected to further increase by two to six times. Even in traditionally rainy regions like the Southeast, wildfires are projected to increase by about 30%.
Changes in Precipitation Patterns
Climate change is having an uneven effect on precipitation (rain and snow) in the United States, with some locations experiencing increased precipitation and flooding, while others suffer from drought. Frost-Free Season (and Growing Season) will Lengthen
The length of the frost-free season, and the corresponding growing season, has been increasing since the 1980s, with the largest increases occurring in the western United States. Across the United States, the growing season is projected to continue to lengthen, which will affect ecosystems and agriculture.

Arctic Is Very Likely to Become Ice-Free
Sea ice cover in the Arctic Ocean is expected to continue decreasing, and the Arctic Ocean will very likely become essentially ice-free in late summer if current projections hold. This change is expected to occur before mid-century.
U.S. Regional Effects
Climate change is bringing different types of challenges to each region of the country. Some of the current and future impacts are summarized below. These findings are from the Third 3 and Fourth 4 National Climate Assessment Reports, released by the U.S. Global Change Research Program .
- Northeast. Heat waves, heavy downpours, and sea level rise pose increasing challenges to many aspects of life in the Northeast. Infrastructure, agriculture, fisheries, and ecosystems will be increasingly compromised. Farmers can explore new crop options, but these adaptations are not cost- or risk-free. Moreover, adaptive capacity , which varies throughout the region, could be overwhelmed by a changing climate. Many states and cities are beginning to incorporate climate change into their planning.
- Northwest. Changes in the timing of peak flows in rivers and streams are reducing water supplies and worsening competing demands for water. Sea level rise, erosion, flooding, risks to infrastructure, and increasing ocean acidity pose major threats. Increasing wildfire incidence and severity, heat waves, insect outbreaks, and tree diseases are causing widespread forest die-off.
- Southeast. Sea level rise poses widespread and continuing threats to the region’s economy and environment. Extreme heat will affect health, energy, agriculture, and more. Decreased water availability will have economic and environmental impacts.
- Midwest. Extreme heat, heavy downpours, and flooding will affect infrastructure, health, agriculture, forestry, transportation, air and water quality, and more. Climate change will also worsen a range of risks to the Great Lakes.
- Southwest. Climate change has caused increased heat, drought, and insect outbreaks. In turn, these changes have made wildfires more numerous and severe. The warming climate has also caused a decline in water supplies, reduced agricultural yields, and triggered heat-related health impacts in cities. In coastal areas, flooding and erosion are additional concerns.

December 2023 International Inbound Visitor Spending

Data recently released by the National Travel and Tourism Office (NTTO) show that in December 2023 :
- International visitors spent $19.5 billion on travel to, and tourism-related activities within, the United States, an increase of more than 22% compared to December 2022 and the highest level of monthly spending since December 2019 (before the onset of reported COVID-19 cases). In fact, monthly U.S. travel and tourism exports are within $1.4 billion of their highwater mark set back in March 2018 when international visitors spent an appreciable $20.8 billion experiencing the United States.
- Conversely, Americans spent $18.9 billion traveling abroad during December, yielding a balance of trade surplus of $544 million and the sixth consecutive month during which the United States enjoyed a balance of trade surplus for travel and tourism-related goods and services.
- International visitors have spent more than $212.2 billion on U.S. travel and tourism-related goods and services year to date (January through December 2023), an increase of more than 28% when compared 2022; international visitors have injected, on average, more than $581 million a day into the U.S. economy during 2023.
- U.S. Travel and tourism exports accounted for 22.4% of U.S. services exports during December 2023 and 7.5% of all U.S. exports, goods and services alike.
Composition of Monthly Spending (Travel Exports)
- Purchases of travel and tourism-related goods and services by international visitors traveling in the United States totaled $11.3 billion during December 2023 (compared to $8.8 billion in December 2022), an increase of 28% when compared to the previous year. These goods and services include food, lodging, recreation, gifts, entertainment, local transportation in the United States, and other items incidental to foreign travel.
- Travel receipts accounted for 58% of total U.S. travel and tourism exports in December 2023.
- Fares received by U.S. carriers from international visitors totaled $3.4 billion in December 2023 (compared to $2.7 billion in the previous year), up 24% when compared to December 2022. These receipts represent expenditures by foreign residents on international flights provided by U.S. air carriers.
- Passenger fare receipts accounted for 17% of total U.S. travel and tourism exports in December 2023.
- Expenditures for educational and health-related tourism, along with all expenditures by border, seasonal, and other short-term workers in the United States totaled $4.8 billion in December 2023 (compared to $4.4 billion in December 2022), an increase of 11% when compared to the previous year.
- Medical tourism, education, and short-term worker expenditures accounted for 25% of total U.S. travel and tourism exports in December 2023.
