A 27-year-old Windsor man has been arrested based on an outstanding warrant issued by Toronto police.

Windsor police say it is related to nine other arrests as part of a massive drugs and guns bust dubbed Project Traveller.

Officers on patrol saw the man in the 300 block of Ouellette Avenue around 1:20 a.m. on Saturday. Police ran a computer check on the man and discovered the outstanding warrant.

He was placed under arrest without incident and sent to Toronto, where he is expected to appear in court.

Names and specific charges in relation to Project Traveller have not yet been released by Toronto Police, but are expected in the near future.

Toronto police have released the names of most of the people arrested in last week's raid, but many questions about the details of the investigations remain unanswered.

Police named 35 out of the 44 people arrested under Project Traveller, a lengthy investigation into the alleged crimes of a Toronto gang called the Dixon City Bloods or the Dixon Goonies, that resulted in 220 charges laid after a raid on Thursday. Much of the gang's activity centred around an apartment complex at 320 Dixon Rd., according to police. The same building has been linked to the alleged video which purports to show Mayor Rob Ford smoking crack cocaine. The mayor has said he does not use crack cocaine and is not an addict.

The 42 tactical teams involved in the takedowns arrested men and women ranging in age from 18 to 62 years old, including people from Toronto, Mississauga, Woodbridge, Edmonton, Windsor and Detroit.

Nine of the people arrested under Project Traveller were not named, including two men who were separately charged with attempted murder in relation to the investigation: Ayanle Omar and Arafat Mousa. Mr. Omar is accused of stabbing James Antoine Bedford on May 19 and Mr. Mousa is accused of shooting at Ahmed Siad two days later. Police said they did not name the nine individuals because they were arrested before Thursday and are now facing subsequent charges.

"They face additional charges upon their transfer to Toronto. We will issue an update at that time but a news release is not the appropriate way of notifying these individuals that they will be facing more charges," Meaghan Gray, a Toronto police spokeswoman, said.

Some of the nine unnamed accused may be held in other jurisdictions, according to Ms. Gray.

As well, 10 people wanted in relation to the investigation are still at large, but police will not release details on who these individuals are, where they are from or what they're accused of doing.

Police received information about the alleged Ford vídeo before it was revealed in media reports, a source familiar with the investigation told The Globe and Mail.

Two of the men named are 20-year-old Monir Kasim and 19-year-old Mohammad Khattak, both of whom have been identified in a photo of Mr. Ford posing along with Anthony Smith, who was killed outside a nightclub earlier this year. Mr. Kasim was identified by a source with knowledge of the people in the photo, which was provided by the owners of the alleged crack video as evidence of Mr. Ford's involvement with the drug scene.

Mr. Kasim's mother, Fatima Mukhtar, visited him at the detention centre Monday. She disputed reports that her son is part of the highly publicized photo.

"He doesn't look like Monir," Ms. Mukhtar contended, adding her son has also told her that he is not in the Ford photo.

44 people face 224 charges in ‘Project Traveller’ probe

Forty-four people face 224 charges in the year-long police investigation dubbed Project Traveller that targeted gang activity in Toronto, Windsor and Edmonton, Toronto police say.

News of the investigation surfaced last Thursday when police said 28 of the 44 people were nabbed during a series of early morning raids in Windsor and in north Etobicoke at several apartment complexes on Dixon Road that involved the so-called Dixon City Bloods.

One of the buildings, 320 Dixon Rd., was where Toronto Star reporters say they viewed a video allegedly of Mayor Rob Ford smoking from a crack pipe.

They were given a photo of Ford and three others including murder victim Anthony Smith who was gunned down outside a downtown nightclub in March.

Police haven’t said if Ford was in any way part of their year-long investigation but they did say that one of the 28 suspects arrested in Thursday’s raids faces a previous murder charge in Smith’s death.

More than $3 million of drugs, $572,000 in cash and 42 firearms were seized during the Thursday raids, police said.

Ten people are still outstanding, police said.

Officers said they returned to 320 Dixon on Monday to help give the community a sense of security after the raid.

“They should have come a long time ago,” one resident told CityNews. “I’m happy to see them here.”

Police said neighbours tipped them off to a drug den in an infrequently used stairwell in the building’s underground parking garage.

“Basically the drug dealers hang out here,” Sgt. Paul Qurishi told CityNews. “(They sell)anything from marijuana to crack to heroin possibly.”

Police said it’s possible the dealers would plant a scout at the door and yell down to alert others if authorities were in the area, allowing them to scatter into the parking complex without being noticed.

Windsor picks west-side property for permanent housing hub

City says the transitional housing hub will open in a minimum of 3 years.

A west-side property has been selected as the home for Windsor's permanent homelessness housing hub.

The site is 2.8 hectares at 700 Wellington Avenue, just south of Wyandotte Street West.

The city's commissioner of human and health services calls it a "giant step forward" for the community.

"[It] provides enough space to develop at least 64 one-bedroom permanent supportive housing units, as well as common space for programming, services, and other amenities," said Andrew Daher in a statement.

This map is from a consultant's report Windsor city council used to select the location of the housing hub. It said that two kilometres is the most someone will walk for services. The selected site sits on the edge of that radius, marked in red.

City staff say roughly 200 properties were explored — and that administration initially attempted to buy the land but was unsuccessful — and will now use expropriation to move things forward.

Daher said expropriation could take four to eight months, and that he expects it will be a minimum of three years to get the site up and running. 

"I can tell you that my phone has already started ringing off the hook because many partners are calling and saying 'how do we collocate, whether it's some of the services or all of the services," he told CBC News.

According to Daher, the hub will not end up turning into an emergency overnight shelter, saying there are already options for that in the city.

"A hub of supportive permanent housing — that's our focus. That's a solution to end homelessness."

It's expected the project will run around $50 million, pre-inflation, so you can expect an even bigger price tag when all is said and done.

The value of the land was last assessed in 2023 at $490,000, according to the city's online property tool .

The site is within a two-kilometre radius of the downtown core and on a major transit corridor.

In a release by the city, it also states the land is large enough to accommodate potential affordable housing units and additional social services support.

Windsor's temporary homelessness hub has been operating out of the former Windsor Water World building on Wyandotte Street East for the past few years.

Councillor against the location

Ward 2 Coun. Fabio Costante says he voted against the site's location because it's "largely inconsistent" with a report that council unanimously endorsed two years ago.

That report, he says, suggested a location in the core closer to other services for the community's most vulnerable.

Costante says the process of expropriation can also be expensive.

"My view was we didn't need to go through this extensive process that not only includes expropriation — but remediating land, which we don't know to what extent — that would be required when there was other land available," he said.

According to Costante, the money the city would have presumably been spending on expropriation and remediation could have been spent on "actual housing," or on other and "cheaper" properties.

He says there were several other locations council was presented with — including ones owned by the city — that were eventually passed over.

"That hub should be more centrally located, nd the spokes of that hub — other shelters, other service providers — will feed into that. But it should be located in a more central fashion." 

Ward 1 Coun. Fred Francis says he agrees and was also opposed to the site. 

"I thought there was a number of other options that we could have moved forward with at a less costly scenario," Francis told CBC News. "Some of the chosen locations were owned by the city, so I wanted to move forward and looking at those first. I thought that would be more pragmatic, more practical and more cost effective."

A 'difficult' yet 'important' decision

While the site's location is out of downtown Windsor, it still ends up being on the westerly edge of Ward 3.

Coun. Renaldo Agostino says it was a "difficult" decision to make — but ultimately an "important" one, too.

"This wasn't a hands in the air, 'let's go,' [decision]," he said.

"There was no party, there was no celebration, there were no smiles. I credit every councillor … we had to fight hard, we had to make some real tough calls and this was the best we could've possibly made."

Windsor's supportive housing hub location is in Coun. Renaldo Agostino's Ward 3.

Agostino says he trusts the experts council followed, who suggested any new site should be within a two-kilometre radius from the downtown core.

He also had a message to neighbours of the Wellington Avenue address — saying the city will be there to support them "every step of the way."

Hwy 14 and Highland Avenue roundabout project in New Ulm begins May 20

MANKATO, Minn. – Construction of a roundabout at Highway 14/Highland Avenue in New Ulm is expected to begin May 20, according to the Minnesota Department of Transportation.

The project includes constructing a single-lane roundabout at Highway 14/Highland Avenue, new sidewalk and trail to connect to existing locations, and lighting.

Highway 14 from Brown County Road 12 to N Garden Street in New Ulm will be closed during construction. Traffic will be detoured to Brown County Roads 12 and 29. Access to businesses will remain open during construction.

Construction on the roundabout project is expected to be complete in late July.  Schedules are subject to change depending upon weather and other unforeseeable circumstances.

Project Traveller investigation linked to March homicide

The killing of a 21-year-old man on a downtown street in late March occurred as police were investigating members of a violent Toronto gang as part of a year-long sting.

At a news conference Friday, Toronto police confirmed a link between an operation known as Project Traveller and first-degree murder charges against two men in the shooting death of Anthony Smith.

Smith was killed and his friend was wounded in a targeted shooting on a King Street West sidewalk.

Police Supt. Jim Ramer told reporters that the murder and attempted murder charges in that incident were laid as police investigated a gang, known as the Dixon City Bloods or Dixon Goonies, that was terrorizing a Dixon Road community.

Smith's killing has gained more attention in recent weeks because of his connection to Mayor Rob Ford.

Smith played for a high school football team that Ford previously coached, and he is pictured in an alleged photo of the mayor and a group of young men.

The photo was included in reports about an alleged video of the mayor smoking from a glass pipe.

Project Traveller came to light Thursday when hundreds of police officers raided locations in Toronto, Windsor and Alberta, and arrested 28 people.

In all, police have laid more than 300 charges against 43 people who have been arrested since the project began in June 2012, Ramer said Friday.

In addition to murder and attempted, police laid charges of participating in a criminal investigation, firearms trafficking and drug offences.

Police say they have seized dozens of firearms, more than $3 million worth of illicit drugs, and half a million dollars in cash during the operation, which focused on a cluster of apartment buildings on Dixon Road.

Police say they plan to maintain an increased presence in the neighbourhood, as they work with residents to crack down on crime.

One of the apartments, at 320 Dixon Rd., is where the alleged video of Ford was stored, according to reports.

It is the same building where two Toronto Star reporters say they watched the alleged video after they were contacted by people who are – or were – trying to sell it.

The alleged video has not surfaced, and its authenticity has not been substantiated. Ford has denied the existence of the video and he has denied smoking crack cocaine.

Another man in the alleged photo of the mayor, Muhammad Khattak, was arrested in Thursday's raids at a Mercury Road home.

CTV News reported Thursday that police were investigating the existence of the alleged video several weeks before the story first appeared in the Toronto Star .

As part of the investigation leading to Thursday’s raids, officers obtained telephone wiretap evidence.

A highly-placed source confirms to CTV News that on those wiretaps, persons of interest discussed the video in detail, and referred to the mayor's presence in the video.

Every year, MDOT produces an updated version of the state transportation map. The department also produces numerous geographic information system maps to assist commuters, tourists, and businesses.

MDOT's Engineer Development Program (EDP) is a rotational program that provides new engineers experience in multiple work areas while being assigned a senior-level mentor.

The Veteran Internship Program assists honorably discharged veterans of the United States Armed Forces as they transition into the civilian workforce.

US-2 Mackinac County resurfacing project starts May 6

NEWBERRY, Mich. - The Michigan Department of Transportation (MDOT) is investing about $3 million to resurface nearly 9 miles of US-2 from Borgstrom Road to Hiawatha Trail in Mackinac County. The work includes surface sealing, crack sealing, asphalt milling and resurfacing, rumble strips, slope flattening, aggregate shoulders, guardrail repairs, and pavement markings.

Closest town: Naubinway

Start date: Monday, May 6, 2024

Estimated end date: Thursday, Sept. 26, 2024

Traffic restrictions: Work will be performed during daytime hours only. One lane of alternating traffic will be maintained on US-2 using traffic regulators. An 11-foot lane width restriction will be in place during the project.

Jobs numbers: Based on economic modeling, this investment is expected to directly and indirectly support 36 jobs.

Safety benefit: This project will increase safety for motorists and extend the lifespan of the roadway.
