LA County Officially Moves to the Orange Tier

At 12:01 a.m., changes to the Health Officer Order took effect, reflecting our move into the Orange Tier. As a result, many business and sector protocols were updated over the weekend, including bars, breweries, wineries, and distilleries, family entertainment centers, gyms, movie theatres, restaurants, retail establishments, grocery stores, and outdoor live events.

It is critically important that businesses follow the safety measures laid out in these protocols. As we have seen in the past, re-openings and increasing capacity limits often lead to an increase in cases. We ask that businesses take every precaution necessary to protect your employees and customers. Our inspectors are out and are happy to provide any clarity or technical assistance should you need it.

Travel Advisory Updates

Effective today, Los Angeles County is updating our travel advisory.

The Centers for Disease Control and LA County continue to urge that everyone avoid non-essential travel during this time when there are significant hot spots across the country and the world and significant risk from more infectious variants.

Travelers who are fully vaccinated , meaning 2 weeks have passed after their second dose for Pfizer or Moderna, or after their single dose of Johnson and Johnson, are, however, at lower risk and can now travel and will not be required to test or quarantine upon their arrival in Los Angeles County if they do not have any symptoms of illness.

Travelers who are not fully vaccinated must quarantine for 7 full days after travel if they receive a negative COVID-19 test result taken 3-5 days after their arrival. If a traveler does not get tested after they arrive in Los Angeles County, they must quarantine for a full 10 days.

All travelers, regardless of their vaccination status, must self-monitor for symptoms for 14 days after their arrival, and should get tested and isolate if they develop symptoms.

LA County Lifts Quarantine Requirement for Fully Vaccinated Travelers

LOS ANGELES (CNS) — Following the lead of federal health officials, Los Angeles County Monday revised its COVID-19 travel advisory, lifting the mandate for fully vaccinated travelers to quarantine upon their return to the county.

The county's advisory continues to urge residents to avoid all non-essential travel, but those who do travel should continue to take precautions, such as face coverings and distancing, even if they are fully vaccinated.

Under the new advisory, if travelers are fully vaccinated and they have no symptoms of COVID-19, there is no quarantine or testing requirement upon their return. Travelers who are not fully vaccinated must quarantine for seven full days if they have a negative test within three to five days after arriving in the county. If they do not get tested, they must quarantine for 10 full days.

All travelers must self-monitor for symptoms of COVID-19 for two weeks, and avoid being near people who are at heightened risk of severe illness from the virus.

The U.S. Centers for Disease Control and Prevention on Friday revised its travel guidance, saying that people who are fully vaccinated against COVID-19 can safely travel domestically.

"You do not need to get tested or self-quarantine if you are fully vaccinated or have recovered from COVID-19 in the past three months," CDC officials said. "You should still follow all other travel recommendations."

Los Angeles County's previously travel advisory required all travelers who enter or return to the county from other states or countries to self- quarantine for 10 days.

Los Angeles County Travel Advisory Update On Monday, April 5, 2021, the Los Angeles County Department of Public Health revised their travel advisory lifting the mandate for fully vaccinated travelers to quarantine upon their return to the county. Per the LACDPH, “It is imperative that LA County residents continue to take steps necessary to curb the spread of COVID-19 and contain new sources of infection until we can achieve higher levels of vaccination in California and globally.” A person is considered fully vaccinated after 2 (two) weeks following receipt of:

  • The second dose in a 2-dose series (Pfizer or Moderna)
  • One dose of a single-dose vaccine (Johnson and Johnson)

During travel and upon return, masks, physical distancing of at least 6 feet, and good hygiene practices are still required.  

Persons who do not meet these requirements must follow the travel instructions for Persons Who Are Not Fully Vaccinated.  

Those not fully vaccinated should continue to avoid non-essential travel and must quarantine for 10-days when returning to Los Angeles County from out of state or country. For the full details of the the updated travel advisory, please click link: LACDPH April 5th Update

LOS ANGELES - On Monday, Los Angeles County updated its travel advisory in response to new federal guidance, stating fully vaccinated residents can travel without having to quarantine. However, they still caution residents to avoid non-essential travel. 

The guidelines also state those who are not fully vaccinated must quarantine for 7 full days after travel if they get a negative COVID-19 test 3-5 days after their arrival. For those who did not get tested, they must quarantine for 10 days after returning from their travel.

Vaccinated or not, all travelers are required to self-monitor for COVID-19 symptoms for 14 days and to avoid being around those who are at high risk for contracting the virus.

LOS ANGELES (KABC) -- Starting the day before Thanksgiving, travelers arriving to Los Angeles by airplane or train will have to sign a form acknowledging California's recommendation of a 14-day self-quarantine, Mayor Eric Garcetti announced Monday evening.

Travelers over the age of 16 arriving from another state or country must submit the form online prior to or upon arrival at Los Angeles International Airport, Van Nuys Airport or Union Station.

"To help stop the spread of COVID-19, Los Angeles is requiring all travelers entering the city from another state or country to fill out this online form, acknowledging that they have read and understood California's travel advisory," the form states on the city website.

The form is available at travel.lacity.org . Those who don't submit the form may face a fine of up to $500.

"Visitors arriving at LAX or Van Nuys will be informed of this new requirement through signs posted throughout the airports and airlines are being asked to notify their passengers," the mayor said during the coronavirus briefing. "It will take less than a minute."

Flightradar24, which shows real-time commercial aircraft flight tracking information on a map, recorded heavy air travel over the United States on Monday from 6 a.m. to noon.

Despite warnings from health officials, more than 2 million Americans are projected to fly for Thanksgiving. On Sunday, airports saw their busiest day since the pandemic started, and ABC News reports more than 1 million people passed through American airports on Friday -- 1.5 million less than on the same day last year. However, the figure from the TSA represents the second-highest number of people to travel by air since March 17.

AAA predicts 50 million people will travel for Thanksgiving, 95% of which is expected to be travel by car. In Southern California, the majority of the 3.9 million people expected to travel over Thanksgiving will be driving.

The announcement came as Garcetti warned if the current pace of COVID-19 cases and hospitalizations continues, there will not be enough hospital beds by Christmastime. He added that the virus is "threatening to spiral out of control" in Los Angeles.

"We are at the highest risk level that we have been," he said. "We're seeing numbers that literally three weeks ago were half as much."

L.A. County shattered its previous daily case record on Monday, reporting 6,124 new cases.

Garcetti also announced the city's testing sites will be closed Thursday and Friday due to the Thanksgiving holiday.

People Arriving At LAX Must Fill Out Form, Quarantine For 10 Days

LOS ANGELES (CBSLA) — There is now a mandatory quarantine order, and an online form to fill out, for people visiting or coming back to Los Angeles after traveling out of the area in an effort to stop the spread of coronavirus .

"I got an email three days before I was supposed to board," Brenda Trujillo, a Lakewood resident, said.

Others got text alerts to fill out the form when they checked in for their flights and some were told by airport employees.

"Once we tried to come back, we had to do it," Yosua Ferrin, a Pasadena resident, said. "The lady told us at the counter, we had to show proof."

Following the Thanksgiving holiday, the city of Los Angeles began requiring all travelers entering the city from another state or country to fill out the online form to acknowledge that they had read and understood the county's travel requirement and the state's travel advisory.

And at Los Angeles International Airport, a spokesperson said the goal was to educate people about the traveler form using signs with QR codes and announcements overhead.

The county's travel requirement states that those arriving in Los Angeles County from other states or countries on non-essential travel — including returning L.A. County or California residents — must self-quarantine for 10 days upon arrival.

"I work from home, so that's not gonna be a big deal for me," Trujillo said.

Travelers over the age of 16 must submit the form online prior to or upon arrival at LAX, Van Nuys Airport or Union Station. Those who don't fill out the form could face a fine of up to $500.

"I think it's pretty far-reaching, honestly, and I think it's gonna be hard to enforce," Shawn Wentz, a Houston resident, said.

A spokesperson for Mayor Eric Garcetti's office said that roughly half of travelers have filled out the form.

"When it comes to enforcement, our approach has always been to lead with education, encouragement, and outreach, which has helped travelers take personal responsibility for actions including wearing a mask, physical distancing, and filling out the required forms," Harrison Wollman, deputy press secretary for Garcetti, said.

As for those who spoke with CBS Los Angeles on Monday, they said they were going to do what they could to stop the county's most recent surge in cases.

"I'm gonna try to do my part," Ferrin said. "That's all I can do."

Roughly 14,400 gallons of untreated sewage forced Los Angeles County public health officials to warn people to stay out of the water at Dockweiler State Beach, Venice Beach and the surrounding area.

It’s unclear when the closure will be lifted, but people should stay clear of the water and the wet sand from Ballona Creek to one mile north of Venice Beach and one mile south of Dockweiler, the Los Angeles County Public Health Department said in a news release Thursday.

The raw sewage discharge began sometime Wednesday and ended around noon Thursday, officials said. There was no information about how sewage made its way into the ocean.

Health officials will begin testing the water Friday, and the closure will remain in effect until two tests indicate bacteria levels meet safe health standards, according to the advisory.

Information on beach conditions are available on the county’s beach closure hotline at (800) 525-5662. A map of closed locations and more information can be found at PublicHealth.LACounty.gov/Beach/ .

A whopping 34 of the 50 companies on our twelfth annual CNBC Disruptor 50 list claim that artificial intelligence is "critical" to their businesses. These include companies in industries ranging from cybersecurity to agriculture. Thirteen of the 2024 Disruptors call themselves "generative AI companies," including five of the top ten on this year's list.

These companies are upending the classical definition of disruptive innovation that shaped the creation of the Disruptor 50 list more than a decade ago. Mostly gone from the 2024 list is the idea of a better, cheaper innovation. Instead, achieving disruptive innovation with AI requires massive piles of capital investment, inevitably leading to close partnership with the incumbent giants.

Instead of Amazon disruptor Anthropic (which debuts on the 2024 Disruptor 50 List at No. 7 ), we have "Amazon-backed Anthropic," which also received a $2 billion investment from Alphabet and is taking on "Microsoft-backed OpenAI" ( No. 1 on the list for the second straight year).

The venture capital community also has been investing heavy amounts of cash in any startup that can claim it's part of the AI revolution. More than $90 billion flowed to AI startups in 2023, according to PitchBook. Among the Disruptors, 17 have raised new funds in the past year. That includes 8 of the 13 generative AI startups, which raised a total of at least $5.5 billion combined.

In all, the 2024 Disruptors have raised $70 billion — a comeback from last year's $54 billion demonstrating the power of AI — at a total implied valuation of $436 billion, the second-highest valuation ever for the list after 2022's $500 billion.

The willingness of incumbent giants to invest in these private disruptors also means that many of the companies on the 2024 Disruptor 50 list can afford to wait to go public, even as a long-closed IPO window starts to open. We expect the first-time and second-time Disruptors to be in the mix for many lists to come. 

Here's how we chose them in 2024:  

All private, independently owned startup companies founded after Jan. 1, 2009, were eligible to be nominated for the Disruptor 50 list. Companies nominated were required to submit a detailed analysis, including key quantitative and qualitative information. 

Quantitative metrics included company-submitted data on workforce size and diversity, scalability, and sales and user growth. Some of this information has been kept off the record and was used for scoring purposes only. CNBC also brought in data from a pair of outside partners — PitchBook, which provided data on fundraising, implied valuations and investor quality; and  IBISWorld , whose database of industry reports we use to compare the companies based on the industries they are attempting to disrupt. 

CNBC's Disruptor 50 Advisory Board — a group of 50 leading thinkers in the field of innovation and entrepreneurship from around the world, then ranked the quantitative criteria by importance and ability to disrupt established industries and public companies. This year, the board again found that scalability and user growth were the most important criteria, followed by sales growth and use of breakthrough technologies (including, most commonly, artificial intelligence and machine learning). These categories received the highest weighting, but the ranking model is designed to ensure that companies must score highly on a wide range of criteria to make the final list. 

Companies were also asked to submit important qualitative information, including descriptions of their core business model, ideal customers and recent company milestones. A team of CNBC editorial staff, including TV anchors, reporters and producers, and CNBC.com writers and editors, along with many members of the Advisory Board, read the submissions and provided holistic qualitative assessments of each company. 

New for 2024, CNBC formed a Disruptor 50 VC Advisory Board , in an effort to leverage the valuable expertise of leading venture capital firms and investors. Each member of this new board assessed a small group of finalists as an additional component of the qualitative review. Importantly, these VCs were not permitted to provide an assessment of any company in their firm's own portfolios.

In the final stage of the process, total qualitative scores were combined with a weighted quantitative score to determine which 50 companies made the list and in what order. 

It's our twelfth year, but we still see some "firsts" on this year's list.

OpenAI is the first company to reach No. 1 in consecutive years, and just the second company to top the list more than once (SpaceX, No. 1 in 2014 and 2018, is the other). OpenAI exemplifies what it means to scale quickly and continue to innovate as it grows, and it remains the world's most influential and powerful venture backed startup.

And this year features the first ten-time Disruptor in Stripe. The No. 1 Disruptor of 2020 has continued to innovate even as its valuation has been slashed while staying out of the IPO market. The tenth time will be the last time, however. Whether it goes public or stays private, Stripe will "age out" of Disruptor eligibility next year.

Readout of Senior Official Performing the Duties of Deputy Secretary Canegallo’s Participation in the LA Declaration on Migration and Protection Ministerial

From May 6-7, Senior Official Performing the Duties of the Deputy Secretary Kristie Canegallo joined Secretary of State Antony Blinken, White House National Security Council’s Marcela Escobari, and USAID Acting Assistant Administrator for Latin America and the Caribbean Michael Camilleri in Guatemala City, Guatemala to represent the United States Government at the third Los Angeles Declaration on Migration and Protection Ministerial. Over the course of the last two years, the Los Angeles Declaration has provided a framework for its signatories throughout the Americas to take action on shared goals including strengthening border enforcement, expanding lawful pathways, and addressing the root causes of migration.

On the margins of the ministerial, Senior Official Performing the Duties of Deputy Secretary Canegallo participated in bilateral and trilateral meetings with counterparts from several countries, including Guatemala, Costa Rica, Belize, Ecuador, and Mexico, to continue enhancing hemispheric cooperation across several areas including information sharing, coordinating enforcement measures, and attacking transnational criminal organizations. During a bilateral meeting with Costa Rican Foreign Affairs Minister Arnoldo André, the Department of Homeland Security signed an agreement establishing a Biometric Data Sharing Partnership and the Department of State signed a separate agreement on countering human trafficking—measures that will boost security for both our nations and for the hemisphere. Senior Official Performing the Duties of the Deputy Secretary Canegallo also participated in a Labor Mobility event, where she highlighted this Administration’s work to boost temporary worker visas, noting that the United States issued a record number of H-2B visas to workers from Central and South America in 2023. Ms. Canegallo emphasized that the United States will continue to work with foreign partners to advance hemispheric efforts that expand labor opportunities, safeguard human rights, and contribute to bolstering the national and regional economy.  The following is a detailed fact sheet outlining achievements of the Los Angeles Declaration and the work the region is leading on.

Fact Sheet: Third Ministerial Meeting on the Los Angeles Declaration On Migration and Protection in Guatemala

Nearly two years ago, in response to the historic challenge of migration and forced displacement, President Biden launched the Los Angeles Declaration on Migration and Protection, with 20 leaders from across the Western Hemisphere. The Los Angeles Declaration is a first-of-its-kind framework to promote coordinated action under three core pillars: (1) addressing root causes and supporting the integration of migrants to foster long-term stabilization; (2) expanding lawful pathways; and (3) strengthening humane enforcement.

On May 7, 2024, Guatemala hosted the third Los Angeles Declaration Ministerial with foreign ministers and senior representatives from 21 endorsing countries. Secretary of State Antony Blinken led the U.S. delegation, alongside White House Coordinator for the Los Angeles Declaration Marcela Escobari, Department of Homeland Security Senior Official Performing the Duties of the Deputy Secretary Kristie Canegallo, and USAID Acting Assistant Administrator for Latin America and the Caribbean Michael Camilleri. The United States is grateful for President Arévalo’s leadership in hosting the Ministerial.

On behalf of the United States, Secretary Blinken announced $578 million in humanitarian, development, and economic assistance to support partner countries and host communities in responding to urgent humanitarian needs, expanding lawful pathways, and supporting the regularization and integration of migrants. The United States also announced expanded enforcement partnerships to deter irregular migration, including increased consequences for the smuggling networks that prey on vulnerable migrants. The U.S. Government reiterated its commitment to work alongside partners to establish a permanent, regionally-driven Secretariat to ensure that coordinated progress is sustained under the Los Angeles Declaration.

The endorsing countries presented progress toward their commitments under the Los Angeles Declaration and announced the following new initiatives.

Strengthening Humane Enforcement

  • The United States took steps on May 6 to impose visa restrictions on executives of several Colombian maritime transportation companies for facilitating irregular migration to the United States. These are part of a broader set of U.S. actions targeting owners, executives, and senior officials of companies providing transportation by land, sea, or charter air designed for use primarily by persons intending to irregularly migrate to the United States. Earlier restrictions were placed on individuals in the charter air sector.
  • The International Air Transport Association and several of its member airlines committed to concerted action to limit the use of commercial flights for irregular migration.
  • The United States and Costa Rica announced the establishment of a new Biometric Data Sharing Partnership to enhance Costa Rica’s biometric collection and matching, and strengthen its border management, thereby increasing safety and security in the region. The United States and Costa Rica also signed a memorandum of understanding outlining bilateral cooperation in countering trafficking in persons.
  • The United States is deploying additional resources to Guatemala to increase security at land, air, and sea ports throughout the country, increasing screening and vetting in the region.
  • The United States will expand public awareness of the CBP One™ mobile app among migrants seeking to enter the United States. From January 2023 through the end of March 2024, more than 547,000 individuals have used CBP One™ and presented themselves to a port of entry for processing, instead of risking their lives at the hands of smugglers.
  • The United States leads the Countering Human Trafficking and Migrant Smuggling Action Package Committee under the Los Angeles Declaration, coordinating international efforts to target, investigate, arrest, and prosecute human smuggling organizations that are preying on vulnerable migrants.
  • Partner countries reaffirmed their commitment to stem extracontinental irregular migration through increased use of transit visas, passenger vetting, and enforcement measures against entities and individuals that profit from irregular migration.

Expanding Lawful Pathways for Migration and Protection

  • President Biden rebuilt our refugee resettlement program and led a historic expansion of lawful pathways to the United States and partner countries.  Under the President’s Safe Mobility Offices initiative to deter irregular migration and expand lawful pathways in the Western Hemisphere, we are on track to increase six-fold the number of approved refugees from the region.  Already, over 21,000 individuals have been approved to resettle safely and legally in the United States through the Safe Mobility Offices in Guatemala, Costa Rica, Colombia, and Ecuador.
  • Guatemala and the United States announced that the Safe Mobility Offices in Guatemala will expand eligibility to include Hondurans, Salvadorans, and Nicaraguans present in Guatemala.
  • Costa Rica and the United States announced that the Safe Mobility Offices in Costa Rica will expand eligibility to accept Ecuadorians.
  • The United States reaffirmed its commitment to strengthening lawful pathways. Under the Cuba, Haiti, Nicaragua, Venezuela (CHNV) parole process, flows of irregular migrants from these four countries have been reduced significantly, while 435,000 vetted and cleared individuals of these nationalities have been approved to lawfully enter the United States. Applicants must have a U.S.-based financial supporter, pass vetting and background checks, and meet other established criteria to receive advanced travel authorization. Once paroled on a case-by-case basis, CHNV nationals are eligible to apply for work authorization and start work immediately.
  • USAID announced plans to launch a new regional labor mobility initiative — “Alianza de Movilidad Laboral para las Américas” or “Labor Neighbors” — to increase access to lawful temporary labor pathways for new migrant-source and destination countries. The initiative will work with international organizations and other partners to provide technical assistance to countries across the region to identify eligible workers to meet pressing labor needs.
  • The Department of Labor launched a $3 million project to strengthen protections for workers participating in U.S. temporary foreign worker programs. The United States also announced it is joining the International Labor Organization’s Fair Recruitment Initiative and its Advisory Committee. The initiative seeks to ensure that domestic and cross-border recruitment practices are grounded in international labor standards, promote gender equality, and prevent human trafficking and forced labor. These steps reinforce the Biden Administration’s Presidential Memorandum on Advancing Worker Empowerment, Rights, and High Labor Standards Globally and its steadfast commitment to protecting worker rights at home and around the world.
  • Mexico announced that, since 2022, it has issued over 17,500 temporary visas to individuals seeking international protection to address labor shortages in the country. Additionally, Mexico has launched a pilot program in collaboration with the Haitian Embassy, International Organization for Migration, and the Tent Partnership to expand labor pathways, offering job opportunities and work permits to Haitian migrants.
  • Costa Rica committed to continue modernizing its asylum system through digitalization, data-driven solutions, and adopting practices to streamline refugee status determination with support from UNHCR and the international community.  
  • Canada confirmed it will take UNHCR referrals from the Safe Mobility Offices, as part of Canada’s ongoing commitment to this important initiative. Canada has also made significant progress on its commitment to welcome 15,000 migrants from the Americas region. Canada is also investing $75 million Canadian dollars over six years to fund capacity building projects to strengthen migration and protection systems in the region.

Addressing Root Causes and Supporting the Integration of Migrants to Foster Long-term Stabilization

  • The United States reaffirmed its commitment to addressing the root causes of irregular migration. The U.S. International Development Finance Corporation is announcing the approval of a $20 million direct loan to Cosami, a savings and loan cooperative, for low-income mortgages in rural Guatemala. Cosami’s assistance will help finance the construction of borrowers’ first homes, helping to improve living conditions, create jobs, and promote economic growth in lower-income communities.
  • With initial support from the U.S. Government, the International Organization for Migration launched a new online platform and data portal for the Los Angeles Declaration, which enables endorsing countries to obtain, share, and disseminate best practices and data.
  • Ecuador announced that, under a new regularization program, those who have already registered will be able to complete their process to obtain a temporary resident visa and more migrants will be able to apply for a temporary visa.
  • Colombia announced a plan for regularization of irregular migrants through special permits for parents and legal guardians of children with valid Temporary Protective Status. Colombia also announced a new special permanent visa for Latin American and Caribbean migrants without regular status in the country. The Colombian government estimates these actions will benefit up to 600,000 individuals.
  • Costa Rica committed to expand the Special Temporary Category regularization pathway and reduce barriers to access with continued assistance from the international community.
