What is universal pass.

Maharashtra’s state government had launched an online e-pass called Universal pass that will authenticate and allow fully vaccinated citizens to travel hassle-free during the Covid-19 restriction. This pass is a certificate that you have been fully vaccinated with both doses and have completed 14 days after taking the second dose.

It was launched by the Maharashtra state disaster management authority to allow fully-vaccinated people against Covid-19 to travel easily in local trains , metros, buses, and monorails in Mumbai. However, the pass was later adopted by Central Government for all citizens of India.

The disaster management authority of Maharashtra has planned five levels of restrictions that a city or district will have based on the severity of the spread. Each Universal Pass will have a level mentioned on the pass. If the state has been imposed with a level 3 restriction, then a person with a travel pass with level 3 or more can easily travel without any restriction. However, if states have been imposed level 5 restrictions, only a person with Universal Pass level 5 can travel without restriction.

To travel in suburban trains, it is mandatory that you should have Universal Travel Pass. You need to show your e-pass at the ticket window of the suburban station to book your train ticket. Even booking the ticket through UTS (Unreserved Ticketing System) app, ask for Universal Pass ID, which was removed after 1st April 2022. 

On 2nd April 2022, Maharashtra State Government decided to lift all covid restrictions. Currently, Universal Pass is not mandatory to travel in Maharashtra.

Who can apply for the Universal Travel Pass?

1. The person should have taken two doses of Covid Vaccine and completed 14 days from their second dose of COVID-19 vaccination  

2. Only an adult is eligible to apply for e-pass having an age above 18 years.

What are the Five Levels of Restriction Plan?

Maharashtra Disaster Management Authority has come up with five levels restriction plan that shall be enforced based on the covid positivity rate and severity. As per the order, the cities and districts falling under Level 1 will have the least restriction, and those under Level 5 will have the maximum curb.

Level 1 are the districts and cities with less than 5 percent positivity rate and less than 25 percent oxygen bed occupancy. Level 2 are those with less than a 5 percent positivity rate, and oxygen bed occupancy is between 25 to 40 percent. Districts and cities with more than 20 percent positivity rate and more than 75 percent oxygen bed occupancy will fall under level-5. – Source:  economictimes.indiatimes.com

For level 1, there are no restrictions on the movement. In Level 2, five or more people are not allowed to come together without a valid reason; however, movement of individuals are allowed. Similarly, in Level 3, no gathering of more than five people are allowed till evening 5 PM, after which a complete curfew will be imposed till morning. For levels 4 and 5, a complete curfew will be enforced except for the persons involved in emergency and essential services. Inter-district travel is allowed for levels 1 to 4, but for level 5, you will need an e-pass mandatory for travel.

Why Universal Travel Pass Required?

The QR-based Universal Travel Pass is mandatory for a person to travel within the city, district, or state when a certain level of restriction has been imposed. It is also convenient for the traveller to show the e-pass while travelling across the country.

Can the e-pass be used all across India?

Yes, this pass is valid in all states of India. As mentioned above, the e-pass was initially launched by Maharashtra Government but was later adopted by the Central Government for all citizens of India.

How to apply for Universal Travel Pass Online

To apply for e-Pass online, please follow the below-given steps:

1. Go to  epassmsdma.mahait.org  (Official Site).

2. Click on “ Universal Pass For Double Vaccinated Citizens ” under the “Citizen” category.

3. Enter your mobile number used during CoWIN registration.

4. Enter the OTP that you have received on your mobile phone.

5. The page will show all your vaccination details. Click on the “ Generate Pass ” button.

6. The page will show all your details. Click on the “ Upload Photo ” link and select your picture.

Please note: Image size should be less than 3MB.

7. Select the declaration and click on the “ Apply ” button

The page will show a message that “ Universal Pass will be sent to you in 24 Hrs on SMS ”

Once you get an SMS confirmation that your Universal Travel Pass is approved, you can go to epassmsdma.mahait.org. Click on “ Universal Pass For Double Vaccinated Citizens ” under the “Citizen” category. Enter your Mobile number and OTP to login.

Click on the “ View Pass ” link.

You will see a new page opened showing your pass. Click on the “ Download ” button to download your Universal Travel Pass.

How to get the new universal travel pass in Mumbai

As borders tentatively open, countries from France to Israel and China have released health passes, vaccine passes and QR codes to enable fully vaccinated people to travel, eat out, shop and resume a more normal life. With the recent reopening in Mumbai, the certificate of final vaccination is mandatory to enter malls. The city has also just opened its suburban local train service beyond essential service workers and government employees to include people who have completed a fortnight since their final vaccine dose.

How to get an e-pass in Mumbai

The e-pass, called the Universal Travel Pass, is currently slotted for fully vaccinated daily commuters, and will not be available to download until two weeks have passed since the final dose.

Here is all you need to know to get the e-pass for yourself:

• Log on to the epass website here .
• Choose “Travel pass for vaccinated citizens”
• Next, enter the mobile number used to register yourself for vaccination on CoWin
• Enter the OTP received on the mobile number
• Click “Generate Pass”
• Upload your photo and submit the form.
• An sms indicating approval should reach you within 24 hours, after which you will be able to download it to your phone.

Mumbai’s local trains have been suspended for regular travellers since April 2021, with the second wave of coronavirus. Fully vaccinated travellers can also submit their final vaccination certificate and photo ID at railway stations for offline verification and issue of the seasonal rail pass.

Mumbai: Universal passes for local train travel at railway stations from today

Universal passes embedded with a quick response (qr) code will be made available to the commuters through both offline and online.

Ahead of starting local train services for those fully vaccinated in Mumbai and Mumbai Metropolitan Region (MMR) from August 15, the Maharashtra government on Tuesday declared to start issuing mandatory universal passes from Wednesday (August 11). The universal passes will make the commuters eligible to obtain monthly railway passes for travel as the state government has declared that daily tickets will not be issued.

Universal passes embedded with a Quick Response (QR) code will be made available to the commuters through both offline and online. While the offline facility is starting from Wednesday, the online facility is expected to be launched in the next 24 to 48 hours after completing all the necessary testing. In the offline system, universal passes are going to be available at special help desks set up at railway stations by local civic bodies. Citizens can approach the nearest railway stations and get the universal passes after proper verification of their vaccination certificates.

In Mumbai, the Brihanmumbai Municipal Corporation (BMC) is setting up 358 help desks at 53 railway stations that come in its jurisdiction for the verification process, the officials said.

Across the MMR, help desks will be opened at 109 railway stations. Citizens who are fully vaccinated for Covid-19 and have completed 14 days since their second Covid-19 vaccine shot are eligible to travel in local trains and will be issued universal passes.

“All the fully vaccinated persons wishing to avail the monthly season pass will first approach these help desks and show their fully vaccinated certificate along with a government issued photo ID (preferably Aadhar Card). They should carry a photocopy of the photo ID also for stamping purposes. After verifying the authenticity of the vaccination certificate by scanning the QR code followed by due diligence like matching of names on documents, dates of both doses, passage of minimum 14 days since second dose of vaccination etc., the person at the help desk shall put special stamp on certificate of vaccination submitted as well as on the photocopy of the I-Card. After this, the commuter can go to the railway ticket counter to obtain a monthly pass,” stated the standard operating procedure issued by the state revenue department on Tuesday.

The commuters have been asked to carry all the three documents, while traveling i.e. universal pass, railway pass and photo identity card.

The help desks will operate in two shifts — first between 7am to 3pm and second between 3pm and 11pm.

The state government has asked the railways to ensure that all the ticket counters are opened and fully functional. It has also asked the BMC or other local bodies of MMR to set up enough number of help desks in view of the number of commuters that may require this service so that passes can be provided within reasonable time.

“Once the online system for issuing the universal passes is operational, the eligible citizens will not be required to go to help desks at railways stations. They can obtain the universal passes through a portal developed by the state government and then can approach the railway counter directly to get a monthly pass,” said a senior official from the relief and rehabilitation department.

The motive behind authenticating fully vaccinated persons through QR codes or verifying documents is to ensure that only fully vaccinated people would travel by local trains besides those who fall under essential services category.

“We have got the API (Application Programming Interface) from the central government for the Cowin portal. We have also started the testing process, but it has to go through several rounds of security tests. We are trying to complete the procedure and make the portal ready in the next 24 to 48 hours,” said Aseem Gupta, principal secretary, relief and rehabilitation department.

API testing is a type of software testing that aims to determine whether the APIs that are developed meet expectations when it comes to functionality, performance, reliability and security for an application.

The portal developed by the state government will be linked with the Cowin portal for verification. Once the registration is done on the state government’s portal, the information will be verified using the API linked with Cowin and will be certified back to the state portal. The user will then get a link to take a selfie and upload back to the portal for the generation of the universal pass, the officials said.

Commuters, who will obtain universal passes through the online system, will have to carry only two documents: universal pass and monthly railway pass.

However, government employees, semi government employees, and essential service workers can continue to travel by local train irrespective of their vaccination status

According to data from BMC, a total of 1,914,771 beneficiaries have been fully vaccinated in Mumbai till date. Of these, 297,377 are healthcare and frontline workers; 646,939 are citizens above 60 years of age; 811,709 are citizens between the age group of 45 years and 59 years; 140,944 are citizens between the age group of 18 years and 44 years; 721 are lactating mothers; 8 are pregnant women; 16,889 are students or professionals looking to travel abroad, or those who were participating in Tokyo Olympics; 136 are physically or mentally differently abled beneficiaries; 26 are persons without identity proofs (prisoners/transgender persons); and 22 are bed ridden beneficiaries.

While citizens who have not received both doses of their vaccine, or even a single dose of their vaccine will not be allowed to enter the railway premises at all, government and semi-government employees, and essential services workers can continue to travel by train, regardless of their vaccination status.

In its statement on Tuesday, BMC said, “Citizens are requested not to crowd railway stations, as the helpdesks will be operational all seven days in the week. Strict legal action under the epidemic act will be taken against citizens, if fake vaccination certificates are found.”

The statement was issued after a meeting between BMC commissioner Iqbal Singh Chahal, railway authorities, and police authorities on Tuesday afternoon. Civic officers of the public health department, deputy municipal commissioners, and assistant municipal commissioners of all 24 administrative wards in the city were also present at the meeting.

Nodal officers have been appointed at the railway station level for coordination between the railway authorities, civic authorities, and the police, a senior civic officer said.

To avoid crowding at railway stations, the state government has directed the police to allow entry on railway stations only to those commuters having universal passes or vaccination certificates along with identity cards between August 15 and 31. After which police may decide on random checks or other means to ensure that only authorised travellers are moving in the railway station, states the order.

The railways have decided to open 617 railway ticket window counters for passengers that will issue monthly passes on the central and western railway. Of them, 341 windows will be functional on central railway stations and the rest 276 ticket windows on western railway stations, a railway official said.

Both the zonal railways have provided the number of entry and exit points of every suburban railway station to the state police force and all entry and exit points will be manned by security personnel 24/7. Special squad teams will be formed by the railway authorities to check tickets and vaccination certificates inside local trains, he said.

The state government as well as the zonal railways are also considering to issue quarterly and yearly railway passes to the commuters from September.

The railways have decided not to increase the number of train services immediately. “We will increase the number of train services after there is a rise in the number of passengers. We will then operate local trains in 100 percent capacity.” said a CR official.

Mumbai locals play a vital role in cheap travel for Mumbaikars. Recently, several people have been fined for traveling with fake tickets. On average, 20 cases of dubious/suspicious ID cases on a daily basis have been detected. In a bid to curb the use of fake tickets and passes, the Uddhav Thackeray-led Maharashtra government has been discussing to introduce a Universal Travel Pass with a QR code for people who wish to travel in Mumbai local trains. According to Mumbai’s civic body, BMC, the state government along with the Indian Railways are working on the five-tier strategy for travel using a card that works using a QR code.

The new ‘Universal Travel Pass’ will allow residents of Mumbai and adjoining areas, a hassle-free travel experience in Mumbai Metro, suburban local trains, and monorail. Notably, due to the COVID-19 pandemic and followed lockdown, local train services in Mumbai are operational for essential and emergency workers, who travel with an id card.

The new system will assist the BMC to keep a track of people travelling in the local trains based on the level of restrictions imposed. For example, a person with a Degree 3 pass will only be allowed to travel if the restrictions in effect are of levels 1, 2, or 3. Next, if a commuter has a Degree 2 pass, he/she will be able to travel if the limitation level is 1 or 2. Similarly, if an individual has a Degree 5 pass, he/she can access the local trains regardless of the level of restrictions.

To get the pass, people have to register online via the website of the Disaster Management and Relief and Rehabilitation department of Maharashtra – msdmacov19.mahait.org . The process of issuing the universal travel pass has already commenced.

Under the new ticketing system, at the Mumbai Metropolitan Region (MMR), commuters are expected to check their passes through a smartphone or a QR code reader. People travelling without a valid QR code will be fined Rs. 500 on the spot. While those travelling with a fake ID will be handed over to the Railway Police Force.

The Maharashtra government on Thursday launched an online e-pass facility to enable fully vaccinated people to travel in suburban trains in Mumbai from 15 August. The online facility has been launched for those who have completed 14 days after the second dose of the Covid vaccine.

The "Universal Travel Pass" system is developed to make it possible for citizens to obtain e-pass conveniently and smoothly, the Brihanmumbai Municipal Corporation (BMC) said.

The weblink -- https:/ /epassmsdma.mahait.org -- has been developed by the Maharashtra government and is now functional for the said purpose.

After initiating the offline Covid-19 vaccination certificate verification process and railway pass distribution process, the Maharashtra government has now launched an online e-pass facility weblink to enable fully vaccinated people to travel in suburban trains, the BMC said.

How to get a Universal Travel e-pass:

1. Visit the link: https:/ / epassmsdma.mahait.org

2. Click on "Travel Pass for Vaccinated Citizens"

3. Mention your mobile number used in 'Cowin Registration'.

4. An OTP (One Time Password) will be received via text.

5. Enter this OTP. Details like Beneficiary Name, Mobile Number, Beneficiary Reference Number, etc. will appear automatically.

6. Select the 'Generate Pass' option.

7. After selecting, the system will automatically show the information of the applicant including the date of the first and second shot of the Covid vaccine and other relevant details.

8. The eligible citizen should upload their picture in the 'Self Image' option. Pictures can also be uploaded from your cell phone's gallery or a photo can be clicked on the spot using the mobile camera.

9. After the process is completed, a text will appear saying that the applicant will receive a link in 48 hours via SMS.

10. Once you receive the link, the e-pass should be saved in your phone's gallery.

On Sunday, the Maharashtra government had said that fully vaccinated people can board suburban trains, considered Mumbai's lifeline, from 15 August provided they have completed 14 days after the second dose of the vaccine.

Maharashtra government on Thursday launched the ‘Universal Travel Pass’ or e-pass facility to make it possible for citizens to travel in Mumbai’s local trains smoothly.

The online facility has been launched for passengers who have completed 14 days after the second dose of the Covid-19 vaccine to facilitate travel in Mumbai’s suburban rail network.

A statement from Mumbai local body Brihanmumbai Municipal Corporation (BMC) said citizens can obtain travel passes from http://epassmsdma.mahait.org, a website developed by the state government.

The state government had earlier announced that fully vaccinated citizens can board suburban trains from August 15 if they have completed 14 days after the second dose in a major relaxation for commuters in Covid-19 curbs.

BMC on Wednesday started an offline process to verify COVID-19 vaccination certificates to issue passes to fully inoculated passengers in order to allow them to board the suburban train network considered the lifeline of city. The civic body had installed 358 help desks at 53 suburban stations falling under its jurisdiction to issue offline passes, according to PTI.

A statement from BMC said Maharashtra’s Relief and Rehabilitation Department has developed a weblink to provide e-pass to employees and citizens working in essential services.

"Using the same weblink, e-passes will now be available to common citizens, those who are fully vaccinated and have completed 14 days after the second dose for Mumbai suburban railway travel," the BMC statement said.

Commuters need to save the e-pass on their mobile phones and can avail their monthly pass directly from Railways after showing it at the ticket counter. Those who have obtained Universal Travel Pass or e-pass need not undertake offline verification, it added.

"No separate human interaction will be required for this online verification process," it said. It added those who apply for the e-pass and have not completed 14 days from the date of inoculation will receive it only after completing the two-week period.

Eligible commuters need to enter their mobile phone number used for vaccination in order to obtain the e-pass. They will receive a One-Time-Password (OTP) on their phone via an SMS. Details like beneficiary name, mobile number and reference number, among others, will appear automatically after entering the OTP.

The applicants also need to upload their photograph in the ‘Self Image’ area. After completing this process, a message will be sent stating that a link will be received in 48 hours. The e-pass can be accessed and saved in gallery of mobile phone using the link.

Maharashtra govt launches website to obtain Universal Travel Pass for local train travel

In the wake of the coronavirus outbreak, the state government has imposed strict restrictions, which has led to the closure of public transport by the railway administration. However, the number of passengers on Central and Western Railway routes has gone up to 35 lakhs even after the ban on local travel.

Therefore, the process of obtaining the document mandatory for local train travel -- the QR code-based ‘Universal Travel Pass’ -- has been kickstarted.

The Maharashtra government has gone live with https://epassmsdma.mahait.org , thereby enabling access to companies and organisations. Over the last couple of days, some people have already availed of this travel pass.

At this point in time, three categories are broadly eligible for the Universal Travel Pass - medical, education and (utility) services.

The medical category is subdivided into eight different sub-categories, like diagnostic centres, hospitals, dispensaries, medical and pharmaceutical stores etc. Likewise, in the education category, only teachers are allowed. Finally, the services category is divided into seven sub-categories, namely telecom, defence, metro/monorail, gas supply, electric supply etc.

The UTP also mentions the ‘Level of Travel Category’, along with the address of the establishment and QR code. There is an option to print out this UTP as well.

Meanwhile, the establishment registration form asks for a few details. They are, registration number, uploading of the registration certificate, name and address of the establishment, the category and type under which the establishment falls and the number of staff needing UTPs.

In the next step, the mobile number of the employee who has been registered must be filled and an OTP will be sent to this number. The photograph of the employee is mandatory for the same. The UTP will then be available to download on one’s mobile phone.

The form has ‘coordinator details’, seeking the name, mobile number, email address and designation of the coordinator. Finally, the establishment is registered.

This QR code system will add pressure on those travelling on fake IDs and this will eventually reduce the number of commuters. Emergency and essential service personnel can get a pass with a QR code at the railway station.

People, especially the front workers of society, were allowed to have these passes, which helped them travel without restrictions during the covid lockdown.

It is necessary to follow the covid 19 lockdown rules and regulations. However, living takes work, and work takes us outside our safe zone. What Is A Universal Travel Pass?

Universal travel passes are electronic passes with a QR code. Fully vaccinated citizens of India are issued with QR Code-based universal passes that allow them restrictionless travel through different mediums of transport.

The universal pass started with the Maharashtra State Disaster Management Authority. They started it in association with the Indian Railways. Two of these authorities ensured that people who are fully vaccinated and have the universal pass with them are eligible to travel through metros, local trains, and monorails in Mumbai.

The Maharashtra government issued the pass in five degrees; people working at the forefront of society, like healthcare workers, utility, education workers, and other essential services, were prioritized to have the pass.

Gradually, this travel pass became available to people from other cities in India. One only needs to get their vaccination done to be eligible for the universal travel pass.

• People with this QR-based pass can travel safely across India during the covid pandemic.

Who Are Eligible For A Universal Travel Pass?

The adult people of India are eligible to have a travel pass. However, they need to fulfill two simple criteria to be eligible for the universal travel pass. Citizens need to have both doses of their covid vaccination done.

Also, they need to spend a period of 14 days after the vaccination before they can apply for the universal pass. There is no need for children to apply for a travel pass.

How To Apply For Universal Travel Pass?

Here are the necessary steps for applying for a universal travel pass –

• First, navigate to epassmsdma.mahait.com.
• There, you will see the Citizen category. Under this category, you should click on Universal Pass for Double Vaccinated Citizens.
• Vaccinated individuals have to enter the mobile number they have used during their CoWin registration.
• An OTP will be provided to you. Now, you have to enter the OTP.
• The previous procedure will show the applicant’s Covid-19 vaccination details. The details of their beneficiaries will also be there.
• Now, the applicant’s details will be visible along with a slot to upload their photos.
• Now, they must upload their photos (below 3 MB) and checkmark the declaration.
• Once they click on Apply, the photo will be uploaded.
• Then, the applicant will get a link to download their Universal Pass through SMS.

Applicants now download and print their universal travel pass. One can use both computer and mobile devices to generate, download and print their universal passes. Once you go through these steps, universal travel pass downloading will be easier.

Data Displayed On The Universal Travel Pass

Here are the data displayed on the Universal travel pass –

• Name of the Travel Pass-holder.
• UTP holder’s gender.
• Age of the UTP holder.
• Picture of the applicant.
• Level of their travel category.
