Residents living near one of the most congested junctions in Essex will have to continue to "breathe in the fumes" after a council decision to pull funding from a plan to free up queuing traffic. The A120 Millennium Way slips project envisaged relieving congestion at Galleys Corner roundabout, in Braintree, with two new slip roads to allow direct access to the B1018.

But the plan has now hit the buffers after an unsuccessful bid to central government’s Levelling Up Round 2 Fund. The plans for new slip roads on the A120 had been flagged as potentially spelling the end of lengthy tailbacks that have dogged motorists for years. Essex County Council has been approached for comment.

The development had been designed to relieve traffic congestion as a medium-term solution, in advance of a longer-term and separate improvement scheme for a new route from Galleys Corner to join the A12 at Junction 23 just south of Kelvedon. The A120 at Galleys Corner roundabout is severely over capacity at peak times and this has a significant detrimental impact on the movement of people and goods along the A120 in the wider area.

During the morning peak period, traffic queues can often extend from Galleys Corner to Marks Farm roundabout, a distance of nearly one mile. Significant delays also occur at weekends and traffic monitoring over the past three years reveals that the delays have become more frequent and increased in length.

That in turn is affecting people living next to the road, Councilor Paul Euesden (Cons, Rayne) who represents the area told Braintree Council on February 20. He said: "I am disappointed the Millennium Slips are not going ahead, mainly because my ward sits next to the A120 and it is my residents who breathe in the fumes from the queuing traffic which are worse than moving traffic.”

While only partially funded, Braintree Council was informed a bid for an additional £10m from the Government to make the project viable had not been successful last month. Essex County Council has now "emphasised a shared determination" to secure improvements to the A120 route between Braintree town and the A12, establishing a new route from Galleys Corner to join the A12 at Junction 23 just south of Kelvedon - known as option D in Essex County Council's 2017 options appraisal.

Councillor Mary Cunningham said: "I am deeply disappointed that the funding is not available for the Millennium Way slips but I understand and accept why it has been removed. It is a few years ago that I attended a series of meetings that officers set up to inform Braintree town members of the proposal around the Millennium Slips to ease congestion at Galleys Corner. Locals will recognise that congestion has increased hugely since then so the need for an improvement is even greater now."

She added: "People want to live and work here and it is absolutely imperative, now more than ever, that we get behind the chosen route that sees the A120 being duelled from Braintree through to the A12 south of Kelvedon which will unlock the economic opportunities this district and neighbouring district rightly deserve."

Cllr Graham Butland, Leader of Braintree District Council, said: “Improving the A120 is a project we remain committed to seeing being delivered. We will continue to work with Essex County Council, National Highways and Department for Transport to promote and lobby for improvements to the A120 that are long overdue and play our part in its delivery when a financially viable project is finalised.”

A new transformation reserve will be established from the balance of funds remaining from the Millennium Slips contribution. This would be used to fund one-off costs required to improve the way Braintree District Council operates, make services more efficient and help address the future budget gap set out in the medium-term financial strategy."

Cllr Lesley Wagland OBE, Cabinet Member for Economic Renewal, Infrastructure and Planning, said: “It is unfortunate that the scheme to improve congestion on the A120 through new slip roads to Millennium Way is unable to go ahead at this time after the bid to the Levelling Up Fund Round 2 was unsuccessful.

“The potential A120 Braintree to A12 upgrade scheme would address current congestion issues on Galleys Corner roundabout. We will continue to work with partners including Braintree District Council to lobby National Highways and the Department for Transport for the much-needed upgrade works on the A120 which would provide significant benefits to both local communities and strategic traffic.”

Vladimir Putin has reportedly ordered rolling energy blackouts across Moscow as temperatures reach - 22C. The blackouts are said to cover the entire metropolitan area of Russia's which has a total population of around 22 million. The order issued states that electricity is "not to exceed 12 hours per day" with the blackouts in place from January 14 through March 31 2024, according to Ukraine commentator Igor Sushko.

Sushko posted on X: "The entire Moscow metropolitan area, population 22 million, will have rolling blackouts of electricity "not to exceed 12 hours per day" from January 14 through March 31, 2024. - announced by the fascist state."

It comes after a heating main ruptured at the Klimovsk Specialised Ammunition Plant in Podolsk, about 30 miles south of central Moscow, on January 4. As a result, tens of thousands of Russians are said to be without heat in their homes in the Moscow region due to subzero temperatures.

According to a map published by a Russian Telegram channel and circulated on various social media platforms, the affected areas include cities such as Khimki, Balashikha, Lobnya, Lyubertsy, Podolsk, Chekhov, Naro-Fominsk, and Podolsk.

Residents in Moscow, specifically Balashikha, Elektrostal, Solnechnogorsk, Dmitrov, Domodedovo, Troitsk, Taldom, Orekhovo-Zuyevo, Krasnogorsk, Pushkino, Ramenskoye, Voskresensk, Losino-Petrovsky, and Selyatino, are also experiencing power outages, according to other Russian media reports.

Power outages have been reported in St. Petersburg, Rostov, Volgograd, Voronezh, and Primorsky. Meanwhile, a huge fire tore through a large warehouse used by Russia ’s largest online retailer south of St Petersburg on Saturday morning.

The blaze covered an area of 70,000 square meters, with 50,000 square meters of the Wildberries warehouse collapsing, according to Russia ’s Emergency Situations Ministry. No casualties were reported.

Videos posted to social media appeared to show employees running down fire escapes and fleeing the scene. A video shot from a passenger jet flying nearby showed flames totally engulfing the warehouse, sending huge plumes of smoke into the sky.

Moscow Sky Lights Up With Strange Glow After Explosion at Electrical Substation: Reports

N ew footage has emerged showing bright flashes lighting up the night sky in southern Moscow during the early morning hours of November 22.

Knewz.com has learned that there was an explosion at an electrical substation on the outskirts of Russia's capital city followed by an alleged power outage in "several" homes.

Video snippets, shared on Russian news channels like ASTRA , captured a series of flashes that caused the sky to change color. Smoke could also be seen rising from a building.

Corroborating the video, several Russian Telegram accounts reported an explosion near the south of Moscow and a subsequent fire at the Lyublino electrical substation, southeast of central Moscow, per Newsweek .

The local authorities from the area have since confirmed that an explosion occurred in the village of Molokovo, but they reassured the public that all vital facilities were operating as normal.

Russian outlet MSK1.ru reported the blaze at the substation and noted “several” power outages.

The town of Lytkarino, located to the southeast of Moscow, was one of the affected areas, as reported by the independent outlet, Meduza .

Additional power failures were reported in the southern Domodedovo section of the city. However, electricity was later restored to these areas.

One local resident speculated that a drone may have been responsible for the explosion, but additional sources are yet to support this theory.

Newsweek reported that messages on the ASTRA Telegram account run by independent Russian journalists showed residents near the substation panicking. One concerned Russian called it a "nightmare."

The incident follows an attack by Russia on a power station in southwestern Ukraine that left 2,000 people without electricity .

The assault came after repeated warnings by Ukraine’s President Volodymyr Zelensky that Russia would try to cripple its power grid as winter approaches.

Ukraine's leader warned that if Russia resorted to attacking its power utilities, it would respond in kind.

Ukraine has conducted numerous long-range aerial drone strikes on Moscow since May 2023.

Most recently on November 20, it was reported that one such incursion was intercepted close to the city, per Kyiv Post .

Moscow’s Mayor Sergei Sobyanin confirmed this and elaborated that the region's air defense systems intercepted the unmanned craft over the city of Elektrostal to the east of Moscow, as well as another over the Bogorodsky district, northeast of central Moscow.

The details of the recently surfaced video footage have yet to be independently verified.
