Where you can use your card

There are 2 types of cards available for healthcare cover when you’re travelling abroad. You can apply for either: 

  • a UK Global Health Insurance Card (GHIC)
  • a UK European Health Insurance Card (EHIC)

These both provide the same cover, but the countries they are valid in can change.

If you need temporary cover for emergency treatment abroad and do not have one of these cards, you can apply for a Provisional Replacement Certificate (PRC) . A PRC gives you the same cover as a UK GHIC or UK EHIC would entitle you to, but you cannot apply for this in advance.

The following French Overseas Territories also accept UK GHICs and UK EHICs:

  • French Guiana
  • Saint-Martin

A UK EHIC or UK GHIC is not a substitute for travel insurance. It may not cover all health costs and never covers repatriation costs. Make sure you have travel insurance as well as a UK EHIC or UK GHIC.

Which countries are in the EU

The EU countries are:

  • Republic of Cyprus
  • Czech Republic
  • Netherlands

Using your card in Switzerland

You can only use your card in Switzerland if you're a:

  • UK national
  • Swiss national
  • citizen of an EU country
  • stateless person
  • family member, dependant, or survivor of someone who holds one of these nationalities or statuses

You may be asked for proof of your nationality or your status when using your card in Switzerland.

Information for overseas students

If you’re a student studying in the EU or Switzerland:

  • both a UK GHIC and a new UK EHIC will cover you for necessary state-provided healthcare within the EU and Switzerland, including your country of study
  • you will not be able to use either card for treatment in Iceland, Liechtenstein, or Norway

If you’re a student studying in Iceland, Liechtenstein, or Norway:

  • a new UK EHIC will cover you for necessary state-provided healthcare in your country of study and when visiting EU countries or Switzerland
  • a UK GHIC will cover you for necessary state-provided healthcare when visiting the EU or Switzerland - you will not be able to use your card for treatment in your country of study

If you’re a national of a European Economic Area (EEA) country and lived in the UK before 31 December 2020, a UK EHIC will cover necessary state-funded healthcare in all EEA countries.

The European Health Insurance Card

What is the european health insurance card, can i get a european health insurance card, where can i use it, what does it cover, how to apply, how do i renew my card, if you are visiting ireland and need health care.

The European Health Insurance Card (EHIC) allows you to access public healthcare in another EU/EEA state for free or at a reduced rate. You can use it when you are travelling abroad or when you are staying temporarily in another EU State.

Essential points about the card

  • Each family member needs their own card.
  • It lasts for up to 4 years.
  • You will need to apply to renew your card and you can renew online .
  • When abroad, always carry your EHIC with you.
  • It will not cover you for healthcare outside of the EU, other than Iceland, Norway and Liechtenstein (EEA) and Switzerland.
  • It does not cover private healthcare.
  • It used to be called the E111 form.

You can apply:

  • In person : at any local health office except, Cork South Lee, Dublin North West, Dublin South, Kildare and West Wicklow.
  • By post : Print out an application form and post it to your local health office along with any documents required.
  • Online: Apply through the HSE website if you have a medical card or drug payment scheme card and you live in Ireland.

You can only apply for a European Health Insurance Card:

  • If you live in Ireland
  • If you live in another European Union (EU), European Economic Area (EEA) member state, or Switzerland

If you live in Ireland but you are linked to another EU/EEA State's Social Security System, contact the health authorities in that country for more information.

If you live in Northern Ireland but are employed in Ireland, you can get an Irish-issued EHIC.

Frontier workers (or cross-border workers ) can get an Irish-issued EHIC because they make social security contributions in Ireland. They must return home at least once a week to qualify.

Student dependants of frontier workers can get an Irish-issued EHIC. They must be aged 18 to 23 years, studying in the EU/EEA or Switzerland and have a completed School or College Details form (pdf) .

If you live in another EU/EEA member state or Switzerland

If you live in the EU, EEA or Switzerland, you are entitled to an Irish-issued EHIC if any of the following apply.

  • You receive a state pension from Ireland and have an Irish-issued E Form/S1 form (certificate of entitlement) registered in your country of residence.
  • You work for an Irish employer and are posted to work in another EU/EEA country or Switzerland.
  • You are a frontier worker (cross-border worker) living in the EU/EEA and working in Ireland.
  • You are a family member of a posted worker of someone working in Ireland, and you are not covered in your own right by the EU/EEA country you live in.

If you are resident in another EU/EEA member state , you will need to complete a different application form online , by email or by post.

If you are not eligible for an Irish-issued EHIC, you should see if you are eligible for an EHIC in the country you are currently living in.

EU and Europe

You can use your European Health Insurance Card in any European Union or European Economic Area (EEA) country and in Switzerland. Currently, the EEA comprises of the 27 member states of the European Union together with Iceland, Norway, and Liechtenstein.

As Andorra and Monaco are not part of the EU or EEA, your EHIC is not accepted there. You should get private health insurance instead.

If you are an Irish citizen, you have access to healthcare under the Common Travel Area while visiting the UK. However, other EU citizens should continue to use the EHIC, which is still accepted in the UK.

Outside the EU

If you are travelling outside the EU/EEA, you should get private health insurance instead.

Will I have to pay anything for healthcare with my EHIC?

In some EU member states you may have to make some payment towards the cost of the services you receive, just as people in that state do. You will not receive a re-fund for this or for private healthcare.

How can I get a refund from the HSE if I paid for healthcare while abroad?

You may be able to get a refund if you had to pay because you did not have your EHIC card with you or because the healthcare providers charged you by mistake.

Apply for a refund by email. Send your receipts to [email protected] . Or email them to [email protected] if you live in Dublin, Wicklow or Kildare.

The HSE will send an E126 form to the health authorities in the other state to find out:

  • If you used a public health service
  • How much of a refund is due

When the HSE receive the completed E126 form from the other state, the HSE can see if a refund is due or not. Further information is available on the HSE website .

What if I don't have my EHIC before I travel?

If you don't have your European Health Insurance Card for any reason, you can get a Temporary Replacement Certificate. This Certificate gives you the same entitlement as the Card, but for a shorter period.

You can apply online for this Certificate, in-person or by post to your Local Health Office. You can only receive a Temporary Replacement Certificate for yourself.

Should I get private travel insurance too?

You should consider it. Your EHIC just covers medical costs. Travel insurance can cover you for cancellation and lost or stolen luggage and extras like winter sports cover.

How much does a European Health Insurance Card cost?

There is no fee for the European Health Insurance Card or a Temporary Replacement Certificate. Renewing a European Health Insurance Card is also free.

Before you travel, apply for an EHIC well in advance of your trip.

If you are living in Ireland

  • If you are an Irish citizen, an Irish pensioner or an EU citizen living in Ireland you can apply for an EHIC:
  • In person at your local health office
  • Online - if you have a medical card or drug payment scheme card and you live in Ireland

You will be asked for proof that you live in Ireland. Your card will be posted out to you within approximately 10 working days.

Apply by post

There are two steps :

  • Download and complete the European Health Insurance Card application form (pdf) .
  • Send the completed form to your Local Health Office. If you can’t download the form, you can get an application from your Local Health Office . You should send your application well in advance of your trip.

You must apply to renew your Card as they are not reissued automatically when they expire. You will need your old EHIC number and your PPS number.

If you have changed your address or your name, you will need to contact your Local Health Office . You should apply well in advance of the date you plan to travel.

Apply to renew your European Health Insurance Card online .

  • Select Renew Current Card at the top of the screen.
  • Enter the 10-digit ID number on your expired Card. This number is on the front of the card at the bottom left.
  • Confirm the address to which the Card will be sent. It should confirm that your application is successful and that a card is being sent out to you.

If you have an EHIC and are visiting Ireland, you can:

  • Receive necessary family doctor (GP) services
  • Receive emergency dental treatment for the relief of pain and urgent dental repairs

Coronavirus (COVID-19) testing and treatment

Overseas visitors to England, including anyone living in the UK without permission, will not be charged for:

  • testing for coronavirus (even if the test shows you do not have coronavirus)
  • treatment for coronavirus

What you need to do

If you are visiting the UK from the EU, Norway, Iceland, Liechtenstein or Switzerland, you should:

  • have travel or health insurance that covers the duration of your trip
  • bring your European Health Insurance Card ( EHIC ) if you are eligible to continue using it in the UK
  • bring your S1 form if you are eligible to continue using it in the UK
  • bring your S2 form if you are eligible for one
  • check if you need to apply for an S2 Healthcare Visa

Getting healthcare in England

This information is about getting healthcare in England. The way you access healthcare in Scotland, Wales and Northern Ireland could be different from England.

The NHS operates a residence-based healthcare system. This means visitors to England may have to pay for NHS healthcare, depending on their circumstances.

Some services, such as accident and emergency (A&E) and visits to a general practitioner ( GP ), are free to everyone. Urgent treatment or treatment that cannot safely wait until you leave the country and return home will always be provided, and the matter of payment dealt with later. Only a clinician can decide if your treatment is urgent or immediately necessary.

Medically necessary treatment

If you are visiting the UK from an EU country or Switzerland and you fall ill or have a medical emergency during your temporary stay in England, you can use a valid EHIC issued by your home country to access healthcare.

Your EHIC also covers you for the treatment of pre-existing medical conditions and for routine maternity care, provided the reason for your visit is not specifically to give birth or receive treatment.

The EHIC is not an alternative to travel insurance . It will not cover any private medical healthcare, being flown back home, or lost or stolen property.

If your EHIC has been lost or stolen during your visit to England and you need a replacement, then you should contact the relevant organisation in your home country to request a Provisional Replacement Certificate ( PRC ).

If you do not have an EHIC and cannot obtain a PRC , you may have to pay for treatment. You will be charged at 150% of the national NHS rate.

If you are visiting the UK from Norway, you will be entitled to medically necessary healthcare. You will need to show a valid Norwegian passport.

If you began studying at an accredited UK higher education institute in the UK on or before 31 December 2020, you may use your EHIC for medically necessary healthcare until the end of your course, irrespective of your nationality. You must apply to the EU Settlement Scheme if your course extends beyond 30 June 2021.

If your course of study in the UK began after 1 January 2021 and lasts for more than 6 months, you will need to pay the immigration health surcharge as a part of your student visa application. You may be eligible for a reimbursement of your surcharge payment in certain circumstances.

Seeking planned treatment in England

If you are coming to the UK from an EU country or Switzerland for planned health treatment, you will need to make all the necessary arrangements yourself in advance.

Planned treatment is not covered by the EHIC . You will need to arrange an S2 form from the relevant organisation in your home country before you travel to England.

The S2 only covers state-provided treatment and you will not be required to pay anything yourself, except any mandatory patient contributions that patients in England would have to pay, such as prescription costs. You may have to pay for any treatment that is not covered by your S2 form.

If you are coming to the UK from Norway, Iceland or Liechtenstein and requested authorisation for planned treatment from the relevant authority in your home country before 31 December, you will be able to complete that treatment in the UK, even if it takes place after that date.

UK nationals who no longer live in the UK

Because the NHS is a residency-based system, under NHS rules UK nationals who move abroad on a permanent basis lose their entitlement to free NHS healthcare.

UK nationals living and working in EU countries, Norway, Iceland, Liechtenstein or Switzerland on or before 31 December 2020 and their family members may be eligible to use NHS services without charge. You may be asked to provide evidence of your residency. Please check with the authorities in the member state in which you reside for further information.

If you are a UK national and move to the EU, you should not expect to be able to use NHS services for free when visiting the UK unless you have an EHIC , PRC or S2 to show your healthcare costs are funded by the EU country in which you now live, or another exemption applies.

You should take out appropriate travel insurance when visiting the UK, as you would when visiting any other country. Any treatment you may have to pay for will be charged at 150% of the national NHS rate.

Some former UK residents do not have to pay for NHS treatment when visiting England. This includes UK war pensioners, UK government employees, and UK nationals living in the EU on or before 31 December 2020.

You should check before travelling to the UK whether you qualify for an exemption from charging or will be required to pay for your treatment.

If you return to the UK permanently and you are ordinarily resident, you will be able to access NHS care without charge.

Visitors from Iceland or Liechtenstein

If you are visiting from Iceland or Liechtenstein and began a temporary visit to the UK on or before 31 December 2020, you will be able to access medically necessary treatment while your current visit lasts, even if it extends into 2021.

If your visit began on or after 1 January 2021, you may have to pay for treatment. Any treatment you have to pay for will be charged at 150% of the national NHS rate.

Travel insurance

The government always advises visitors to the UK to take out travel or health insurance. This means that you can reclaim any healthcare costs you are required to pay from your insurer.

Check your insurance has the necessary healthcare coverage to make sure you can get the treatment you need during your visit.

Insurance is particularly important for those with a pre-existing health condition. You must tell your insurance company about any health conditions you have to make sure you can get the cover you need.

Speak to your doctor for advice before you travel and make plans for how to care for your condition when you are in the UK. You should also bring your health condition identification or a letter saying what medication you are taking.

Apply for an EHIC

The European Health Insurance Card (EHIC) lets you get healthcare abroad for free, or at a reduced cost, if you're:

  • on a short-term stay of no more than 3 months
  • studying abroad - you'll be covered for the academic year

You can use an EHIC in the EU, the EEA and Switzerland.

The EU countries are Austria, Belgium, Bulgaria, Croatia, Republic of Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain and Sweden.

The EEA countries are Iceland, Liechtenstein and Norway.

How to apply if you live in Ireland

You can apply for an EHIC if you’re living in Ireland and intend to live here for at least 1 year.

You can apply:

  • in person - visit your local public EHIC office
  • online - if you have a medical card or Drugs Payment Scheme card
  • by post - if you live in Dublin North West, Cork North & South Lee or Kilcock

You can apply for an EHIC in person at any local health office except:

  • Dublin North West
  • Cork North & South Lee

To apply in person you will need to download the:

  • EHIC application form (PDF, 102 KB, 2 pages)
  • Irish version of the form - EHIC foirm iarratais (Irish, PDF, 74 KB, 1 page)

Complete the form and bring it to your local public EHIC office along with both of the following:

  • a photo ID - for example, your passport or driving licence
  • proof that you live in Ireland - for example, a rent agreement or an employment contract

You will also need to show 1 of the following:

  • proof of your PPS number - for example, a recent payslip, a Public Services Card or an Employment Detail Summary (the old P60)
  • a letter from the Department of Social Protection if you get any social insurance payments, such as illness benefit, disability allowance or the state pension

You can only apply online if you have a medical card or Drugs Payment Scheme card.

How to apply if you live outside Ireland

If you live in Northern Ireland but are employed in Ireland you can get an Irish-issued EHIC.

Frontier workers

Frontier workers (or cross-border workers) can get an Irish-issued EHIC because they make social security contributions in Ireland. They have to return home at least once a week to qualify.

To apply you'll need:

  • your most recent payslip
  • a recent utility bill as proof of address

  • you’re age 18 to 23 years

If you live in the EU, EEA or Switzerland, you can get an Irish-issued EHIC if you:

  • are a worker sent to work in another EU/EEA country or Switzerland by your Irish employer
  • are a frontier worker (cross-border worker) living in the EU/EEA and working in Ireland
  • are a family member of a posted worker or of someone working in Ireland and you are not covered in your own right by the EU/EEA country you live in

Commission offers 35,500 DiscoverEU free travel passes to young people

Starting this summer, thousands of young people will once again travel around Europe by train for free thanks to the latest call of the DiscoverEU programme. Today at 12:00 CET during the  European Youth Week  buzzing with  activities , the Commission launched the latest DiscoverEU application round. It will end on Tuesday 30 April at 12:00 CET.

In total, 35,500 travel passes are available. To get one, young people born between 1 July 2005 and 30 June 2006 can do a quiz with five questions about the EU and one additional question on the  European Youth Portal . Successful applicants will get a free rail pass to travel in Europe for up to 30 days between 1 July 2024 and 30 September 2025.

The call is open to applicants from the European Union and countries associated to the  Erasmus+ programme  including Iceland, Liechtenstein, North Macedonia, Norway, Serbia and Türkiye. Ticket holders can plan their own routes or be inspired by existing ones. For example, they can discover a  route  launched last year, which focuses on cities and places making the European Union ‘beautiful, sustainable and inclusive' in line with the principles of the  New European Bauhaus .

Participants can also benefit from the  DiscoverEU Culture Route  an initiative of the 2022 European Year of Youth that combines various cultural destinations including architecture, music, fine art, theatre, fashion and design. Participants can visit the  European Capitals of Culture  which are on the  UNESCO World Heritage List ,   European Heritage Label  sites, or  Access City Award  label locations, which are cities that have gone above and beyond to become more accessible to everyone.

DiscoverEU is much more than just a ticket. Participants will also receive a  discount card  with over 40,000 discount possibilities on public transport, culture, accommodation, food, sports and other services in eligible countries. Additionally,  Erasmus+ National Agencies  organise pre-departure information meetings, and national agencies across all Erasmus+ countries prepare  DiscoverEU Meet-ups , learning programmes lasting from one to three days.

Social inclusion is a top priority of the Erasmus+ programme, so participants with disabilities or health issues receive support on their journeys. Since October 2022, the Erasmus+ National Agencies have implemented the  DiscoverEU Inclusion Action , allowing organisations working with young people with fewer opportunities to apply for a grant. This action provides extra support to participants, such as extra funding and the possibility to travel with accompanying persons. More than 250 projects have been awarded by the Erasmus+ National Agencies since the first call in October 2022, and two calls of the Inclusion Action are taking place in this year.

While DiscoverEU encourages sustainable travel by rail,  special arrangements  are available for young people from outermost regions, Overseas Counties and Territories, remote areas and islands.

The Commission launched  DiscoverEU  in June 2018 following a preparatory action from the European Parliament. It is integrated into the  Erasmus+ programme 2021-2027 .

Since 2018, more than 1 million candidates have applied for 284,000 available travel passes. According to the latest post-travel survey, 72% of candidates declared it to be the first time travelling out of their country of residence by train. For many, it was also the first time they travelled without parents or accompanying adults, and the majority indicated an increased sense of independence. Over two-thirds said that they would not have been able to finance their travel pass without DiscoverEU.

The DiscoverEU experience has given young people a better understanding of other cultures as well as European history and improved their foreign language skills. Participants are invited to become DiscoverEU Ambassadors to champion the initiative. The  # DiscoverEU Official group  has more than 96,000 members where young travellers can contact each other to share experiences and tips.

To apply, eligible candidates need to complete a multiple-choice quiz on general knowledge about the European Union and other EU initiatives targeting young people. The Commission will rank applicants on the basis of their responses. The Commission will offer travel passes to applicants following their ranking up to the limit of available tickets.

Dmitri Kirichenko, Rostov assistant coach Every game is important. People say PSV are the only team in this group we can take points off, but I don't see why. I saw them play against Atlético and they should have got a result out of it.

Yes, we failed to perform against Bayern but that was because we couldn't deal with the excitement of the occasion. We have not had much time to study PSV, but we are well prepared.

Phillip Cocu, PSV coach Ajax had it very difficult here but not only Ajax. This Rostov team have demonstrated their quality across many matches. They play with a tight formation and give few chances away.

Of course we always try for the win. But when you look back, sometimes a point is valuable too.
