Mozambique’s Tourism Minister reveals plans to put country on the Global Tourism Map

Mozambique is a tourist’s heartthrob that provides everything from wanderlust adventure to traditional Southern Africa safaris and long swathes of over 2500km of pristine, untouched beaches ideal for holidaymakers who revel in sun and sand for all year-round summer rendezvous.

The country, however, is largely unknown for its tourism draw and offer, a situation Culture and Tourism Minister hopes to reverse. Appearing on the VA Tourism Podcast, Eldevina Materula said her plans for tourism is to increase tourism’s contribution to the GDP, ensuring an enabling environment for tourism investors to find the facilities and favorable conditions for their businesses to prosper.

“… but above all, my big challenge is to place Mozambique on the international market. I also want my country to be on the African map of intra-African tourism and become a reference destination in Safari, sun and beach and cultural tourism, we are a people with a unique cultural mosaic that can be very well used to improve the lives of my wonderful people,” she divulged.

Earlier in May this year, the Minister was in Spain where she met with UNWTO Secretary-General and participated in FITUR activities including INVESTOUR all in a bid to court investments into her country’s tourism and promote the destination. Ms. Eldevina also attended the Brand Africa Conference in Namibia where tourism leaders and stakeholders met to explore swift recovery strategies for the continent’s tourism sector.

Many hotels, restaurants, and tourism services providers, according to her, have been affected by the COVID-19 pandemic, resulting in the cumulative closure of 1,239 tourist establishments that affected 12,027 workers, with over a 52.8% drop in international arrivals and a 95% drop in revenues. “Due to this situation, it was necessary to readjust the annual plan to the new reality, which quickly led us to think and implement some initiatives to face the situation.

“As a country, we reinforced the capacity of our operators to remain operational, keeping jobs through lines of credit, but unfortunately this was not enough due to the impact that COVID-19 had on the businesses,” Ms. Eldevina said.

She added that, “We have adopted measures to ensure that tour operators implement security measures to bring confidence to their customers and from that internal exercise, we introduced the clean and safe seal, an initiative that aimed to ensure that hotel facilities were safe, follow all protocol procedures to ensure a COVID-19 free facility.

The country’s aviation sector, Ms. Eldevina said, had also taken a hit but is hopeful will bounce back with more international airlines expected to resume operations once the COVID-19 situation improves. Beyond this, the Minister wants travelers all over Africa and beyond to know that “Mozambique has so much to offer as a destination, this includes an underwater paradise teeming with untouched coral reefs, unique and diverse cultural experience, captivating history of the country and vibrant, bustling, cosmopolitan African cities and towns.

“Personally I would say our unique selling point would the beautiful combination of ocean and bush safari (unique to Southern Africa) that we offer in the southern region of the country,” she emphasised.

In Mozambique, Marine Conservation Has Helped Shape a Different Kind of Safari

Few travelers realize that Mozambique possesses one of the longest and most beautiful coastlines in Africa—more than 1,500 miles of white sand beaches, lapped by UNESCO-protected waters that teem with dugongs and giant sharks, manta rays and whales. Hampered by a 15-year civil war, endemic corruption, and a devastating cyclone in 2019, it is one of the continent's least developed countries, with a tourism industry that far lags neighboring South Africa.

Eight years ago, though, Mozambique's Ministry of Tourism unveiled its Strategic Tourism Development Plan, which emphasized the need for new infrastructure and marine conservation. Meanwhile, scientists like Andrea Marshall, PhD, an American expat who cofounded the nonprofit Marine Megafauna Foundation, have been, as she puts it, “identifying areas to protect, studying animals and their behaviors, and building up communities dedicated to protecting those areas.”

One of the first hot spots to emerge from these twin impulses—to create ocean sanctuaries and develop tourism experiences around them—is the Bazaruto Archipelago, in southern Mozambique. There, the luxury resort andBeyond Benguerra Island partners with the conservation organization Oceans Without Borders on activities like a five-day adventure tagging key marine predator species. Elsewhere on Benguerra Island, the chic eco-resort Kisawa partners with the Bazaruto Center for Scientific Studies to craft a range of experiences that educate guests on marine ecosystems.

Farther south is Ponta do Ouro Partial Marine Reserve, Africa's first marine transfrontier conservation area, which links protected waters in Mozambique and South Africa. There, South African marine biologist Justin Blake, cofounder of NGO tour operator the RockHopper Fund, leads diving expeditions in which guests listen on live receivers for the pings of tagged sharks, which Blake calls “bloodhounds” for identifying critical marine habitats. The data helps RockHopper make decisions about where to focus its conservation efforts. “People are actively seeking out tours like ours, which follow a code of conduct,” he says. “They want to support marine research with their money.”

Mozambican Tourism Growth of 12% in 2022

The tourism sector points to a growth of around 12% in the Gross Domestic Product (GDP) in 2022, surpassing, for example, the agriculture sector, with 10%.

The data was announced this Monday, April 17, in Maputo city, by the Minister of Culture and Tourism, Eldevina Materula, at the Maputo International Airport, during the monitoring of activities relating to the survey of tourist expenditure that will contribute to the Tourism Satellite Account (TSA), an international standard that serves to measure the economic effects of the sector within an economy in relation to other sectors.

Eldevina Materula said she was pleased with the performance of her area, assuming it arises from measures and reforms of the economic acceleration plan being put in place by the Executive.

“Tourism was the fastest growing sector in the year 2022 as far as GDP is concerned with 12%. We are moving forward with the measures and reforms that are being implemented by the Government, [which include] the revision of the general visa regime, the visa exemption and also the electronic visa,” said the minister, quoted by the Mozambique Information Agency (AIM). The visa waiver will come into force in May.

The governor said that covid-19 impacted the tourism sector, so it is still in a recovery phase.

“The impact of covid-19 was very big in Mozambican tourism and in the world. But we are already recovering. I would say that about 60% of our losses over the years have already been recovered,” said Eldevina Materula, quoted by the newspaper news.

In relation to the consequences of Cyclone Freddy, the minister stated: “we are resilient as a country and we are used to these and other difficulties. We have overcome many situations and this will be one more to overcome. The Government is taking measures for the rehabilitation of the infrastructures, mainly in the province of Zambezia, the most affected by the ciclone”, she said.

The Government intends to install the Tourism Satellite Account, having already mobilized teams in all the national borders. With this measure it is intended, in a first phase, a greater clarity of how tourists enter and how they are treated in Mozambique.

Minister officially inaugurates Mozambique’s first Cultural and Creative Business Incubator

Africa-Press – Mozambique. Minister of Culture and Tourism, Eldevina Materula, on Thursday (07-07) inaugurated the ‘X-Hub’, the country’s first cultural and creative business incubator.

The X-Hub project aims to encourage professionalism in the cultural and creative sector by providing a platform for the development of skills, transfer of knowledge and technologies, for the connection of consumers, providers and investors in the creative economy, as well as for the creation of national and international markets.

The minister said that initiatives such as the X-Hub Creative Business Incubator are and will always be cherished by the government, because arts and culture produce wealth and generate jobs, their resources being practically inexhaustible.

Paulo Chibanga, founder of X-Hub, said that all social sectors valued creativity, hence the establishment of this initiative in response to collective adversity, in a way that had the potential to assert itself, but which must first be professionalized.

X-Hub is a project conceived by Khuzula Investimentos, represented by Paulo Chibanga, financed by the Sound Connects Fund, the Music in Africa Foundation (MIAF) and the Goethe Institute. The European Union provided €180,000 funding for the project.

Also present at the opening ceremony were EU Ambassador Antonio Sánchez-Benedito Gaspar, the Maputo Councillor for Culture and Tourism Isabel Macie, among other guests and friends linked to the creative sector.

This is great news for Mozambique whose wildlife was decimated during the civil wars of the 1970s and 1980s and requires concerted efforts to help in its restoration and conservation.

"We recognize that wildlife conservation, in conjunction with ecotourism and community development, will benefit Mozambique in the short- and long-term. We are happy to be working in partnership with AWF to protect our natural resources and environment and improve the lives of our citizens, based on what is stated in the Government Programme," said Mr. Fernando Sumbana, Jr., Minister of Tourism of Mozambique.

With this MOU in place, AWF and MITUR will be working together on a variety of conservation initiatives within AWF's Limpopo and Zambezi Heartlands. These vast and precious conservation landscapes are rich in biodiversity, making them particularly important conservation targets for Mozambique in particular and the region in general. Conservation of the wildlife and wild lands in these regions will open new economic opportunities that will benefit the local people.

Banhine National Park, located in the Limpopo Heartland, will be one of the top conservation priorities under this new partnership. Banhine National Park is an important wetland and hosts the endangered wattled cranes, a wide variety of migratory birds, large ungulates and Killifish. Together, AWF and MITUR will work on restoring this park. Priority projects will include for example aerial surveys and the establishment of a scientific research center. AWF and MITUR will also be developing strategies to engage communities and the private sector in the management of Banhine National Park, with the goal of making the park self-sustainable through ecotourism and other activities that will help generate income from its natural resource base.

In the Zambezi Heartland, AWF and MITUR will work to develop land use and resource management plans that promote economic growth without compromising the area's rich biodiversity. Initial projects include assessing the aquatic resources in the Cahora Bassa Reservoir, including fishing and lakeshore utilization.

"Working with the government and local leaders, we plan to establish community organizations to manage fisheries, improve fish processing technologies, protect the existing species, and create ecotourism opportunities within the Zambezi Heartland," said, Dr. Helen Gichohi, Vice President of Program, AWF.

As outlined in the memorandum of understanding, AWF and MITUR will collaborate to improve conservation management in these two priority landscapes, develop ecotourism opportunities, support community involvement in conservation management and fundraising efforts.

Finalists Of The 2024 Africa Youth In Tourism Innovation Challenge Announced

Africa Tourism Partners is thrilled to announce the top five finalists for the 6 th Africa Youth in Tourism Innovation Challenge 2024. The Challenge opened on the 01st of November 2023 for the youth to submit their projects. The Challenge closed on the 01 st of March 2024 and attracted over 154 entries from innovators across Africa. 

As part of the process, the projects were submitted to the judges for adjudication to determine the qualifying projects. Devin Itaagie – Uganda, Kedumetse Liphi – Botswana, Joseph Owiredu – Ghana, Ajena Jafar – Uganda and Gerald Muema – Kenya qualified to proceed to the next level of adjudication. The shortlisted innovators will present their demo/ Minimum Viable Product at the Africa Youth in Tourism Innovation Summit scheduled for 28 to 31 May 2024 in Windhoek, Namibia.

Namibian innovators were also recognised and given the opportunity to compete amongst themselves. Sarome Natalia Nalooliwa Hamata, Sarah Anghuwo and Rosalia Laudika are the top 3 finalists for the 2024 and 6 th Africa Youth in Tourism Innovation challenge.

The countries that participated in the Innovation Challenge include, Angola, Benin, Botswana, Burundi, Cameroon, Democratic Republic of Congo (DRC), Ghana, Kenya, Lesotho, Madagascar, Malawi, Namibia, Niger, Nigeria, Rwanda, South Africa, Tanzania, Togo, Uganda, Zambia and Zimbabwe.

The Africa Youth in Tourism Innovation Challenge is an exclusive platform being provided to innovative African youth in travel and tourism looking for funding, partnership and mentorship opportunities to present their projects to the global marketplace in order to find the required support for their programmes. 

Hosted by the Government of Namibia through the Ministry of Environment, Forestry and Tourism in collaboration with Africa Tourism Partners, UN Tourism, BDO and other partners, the 2024 Africa Youth in Tourism Innovation Summit is scheduled for 28 to 31 May 2024.
