Do Singaporean Citizens Need a Visa for South Korea?

You do not need a South Korea visa for citizens of Singapore if you will be staying for 90 days or less .

Short, visa-free stays are permitted for tourism and business purposes such as attending events or meetings.

Citizens of Singapore do need a visa to stay in the Republic of Korea for more than 90 days or for other purposes.

Documents to Enter South Korea for Singapore Citizens

At the South Korean border, you need to present:

  • Singapore passport : Required. You must hold a valid passport
  • Korea ETA : Recommended. The K-ETA streamlines your border crossing
  • Arrival Card : You need to complete an arrival card if you do not have a K-ETA
  • Travel ticket : Required. You need a return or onward travel ticket.
  • Customs Declaration : Required. All passengers need to complete a customs declaration form.

K-ETA for citizens of Singapore visiting South Korea

The K-ETA is an electronic travel authorization for travelers who do not need a visa for South Korea.

Although the travel authorization is not currently mandatory for Singapore citizens (the requirement has been temporarily waived) applying is recommended.

By applying for a K-ETA , singaporeans can:

Flights to South Korea from Singapore

There are direct flights from Singapore Changi Airport (SIN) to Seoul Incheon International Airport . The flight takes around 6 hours and 30 minutes. Non-direct flights to Seoul depart from Seletar Airport (XSP).

Jeju Island, Busan, and Daegu are other popular South Korean destinations that can also be reached on non-direct flights from Singapore.

Singaporeans no longer need a K-ETA to visit South Korea

We haven’t written about travel to South Korea for six months, and there’s a good reason for that – the country basically ended all its COVID-19 restrictions from 1st October 2022, for test-free and quarantine-free travel for all those normally eligible to enter as tourists, including Singapore citizens.

One requirement has remained, however, and that’s the Electronic Travel Authorisation or K-ETA – an automated system first adopted in September 2021 to check entry eligibility for those able to travel to the country visa-free.

An application unfortunately carries a 10,000 KRW (~S$10) fee, but an approved ETA is then valid for multiple entries over two years using the same passport.

In many ways, this is not unlike the concept of the ESTA when you travel to the USA, or Canada’s eTA system for foreign visitors.

Singaporeans and 21 other nationalities no longer need a K-ETA

South Korea has now announced that “in celebration of Visit Korea Year (2023-2024)” , there will be no requirement for nationals of 22 countries to obtain a K-ETA prior to travel.

This temporary exemption takes effect from 1st April 2023, and will be valid for arrivals until 31st December 2024.

Nationals of the following countries are eligible for travel without a K-ETA during this 21-month period:

  • Netherlands
  • New Zealand

This will save travellers around S$10 each on a South Korea trip, plus the hassle of actually completing the application in advance for each family member.

Things to know

Here are a few things to know about this newly announced K-ETA exemption:

  • If you are eligible for K-ETA exemption and opt to travel to South Korea without one, you will be required to complete an arrival card and present it to the immigration officer.
  • If you already hold a K-ETA approval, you can continue to use it until its expiration date, and you will not be required to complete an arrival card.
  • You can still apply for a K-ETA if you wish, even if you have one of the 22 nationalities listed above, at a cost of KRW 10,000 (~S$10 per person), but the only benefit during this period is that you will be exempt from completing the arrival card.
  • If you have already submitted your K-ETA application, no refund will be provided, even if you are exempt and arriving on or after 1st April 2023.
  • If you have an APEC Business Travel Card, there is already  no requirement to apply for a K-ETA to travel to South Korea (this news doesn’t change anything for you).

Singapore – South Korea trip process

Here’s the latest process for Singapore citizens (and those from 21 other countries listed above) travelling quarantine-free and test-free to South Korea, for arrivals from 1st April 2023.

Eligibility & Process Singapore South Korea

  • Apply for an Electronic Travel Authorisation (K-ETA) (optional) in advance
  • Obtain a Q-code (optional), which can be presented upon arrival and should accelerate your immigration clearance
  • Complete an arrival card (only for those without a K-ETA)
  • No further requirements or restrictions

Many websites, including the SIA travel advisory page , still state that the Q-code is mandatory, but it is not. On the other hand, it should speed up your immigration clearance and so we recommend completing this in advance if you have time.

There is no requirement to be vaccinated to travel to South Korea, with the country removing this requirement on 8th June 2022, and there are no testing requirements since September 2022, so you don’t need to worry about uploading any certificates or even bringing them along with you.

South Korea also recently ended its mask mandates, except in healthcare settings, and both Singapore Airlines and Scoot flights to and from the country are now mask-optional .

This restores trips to pre-COVID norms for most of our readers.

South Korea has come a long way since its initial array of testing, combined with Singapore’s original VTL requirements, which meant adding S$600+ in costs to a round-trip between the two countries.

That’s almost unbelievable to recall 18 months later, but there was an unexpected bonus waiting in the wings too.

From 1st April 2023 the process is entirely free of restrictions in both directions for most visitors, with the K-ETA application prior to departure now axed for Singapore citizens and those with 21 other nationalities.

Effectively all that’s changed from pre-COVID is that you’ll have to complete Singapore’s SGAC form before returning home.

There’s also a cost saving, with the K-ETA costing around S$10 per person – money that can surely be better spent on a Bibimbap!

Do note that if you opt to travel to South Korea without a K-ETA from 1st April 2023 to 31st December 2024 you will need to complete an arrival card and present this to the immigration officer at the airport (K-ETA holders are exempt from this requirement).

If you already have a K-ETA you won’t need to complete an arrival card and you can continue to use this approval to enter the country until its expiry.

Korea ETA applications and Safe2Go portal now open to Singaporeans

Singaporeans can now apply for a K-ETA and book their on-arrival PCR test at Seoul Incheon Airport, ahead of the VTL's start on 15 November.

Singaporeans who wish to visit South Korea on the highly anticipated VTL must apply for an Electronic Travel Authorisation (known as a K-ETA) prior to departing for Seoul.

K-ETA applications have finally gone live for Singaporeans, and can be done via the link above. Be sure to apply using the official website or app ( Android | Apple );  there are numerous look-alikes out there which charge even more (or steal your personal info, if you’re unlucky).

Singapore citizens must apply for a K-ETA at least 24 hours before boarding their flight to South Korea. Each traveller requires his or her own K-ETA (regardless of age), and the fee is 10,000 KRW (~S$11) per person. 

Results will be received within 24 hours of application (typically within 30 minutes), and all fees are non-refundable even if the K-ETA application is denied. 

Each K-ETA is valid for two years from the date of approval; a new K-ETA must be obtained if there are changes to your passport details.

K-ETAs only cover activities permitted under a C-3 visa, e.g. tourism, business meetings, family visits, conferences and short-term study with a maximum stay of 90 days. Other types of visits require a visa. 

You do not need a K-ETA if your plan is to take a direct flight to Jeju Island, but since that’s not possible at the moment, it’s a de facto requirement to enter Korea. 

What about non-Singaporeans?

If you’re a non-Singaporean living in Singapore, you’re still eligible to travel to South Korea without quarantine provided you meet the conditions below:

  • Fully vaccinated in Singapore with a WHO EUL vaccine at least 14 days before arrival in Korea (unless aged 5 and below)
  • 14-day travel history features only Singapore/Korea
  • Take a direct flight by Korean Air, Asiana Airlines or Singapore Airlines from Singapore to Korea

Depending on your nationality, you may need to apply for a K-ETA or Visa. Citizens of the following countries are eligible to apply for K-ETA:

Safe2GO portal

Before departing from Singapore to South Korea, travellers will need to book and pay for an on-arrival COVID-19 PCR test via Safe2GO , conducted at Incheon Airport.

Safe2GO previously only allowed for the booking of pre-departure tests (i.e. flying  out  of Seoul). However, the portal has now been updated to allow the booking of on-arrival tests.

Based on the gate that Singapore Airlines flights use, the  West  test centre should be the most convenient. 

The cost of an on-arrival test at Incheon Airport is 174,000 KRW (S$197) on weekdays and 180,000 KRW (S$204) on weekends or holidays (you need to add the RT-PCR, medical certificate and consultation charge below).

After the test is completed, travellers must take a taxi or private-hire vehicle to their residence or accommodation while awaiting the results. 

Results will be released according to the following schedule , via the Self-Check Mobile App. The timetable is somewhat not ideal for those taking SQ600, since you arrive at 3.30 p.m and basically lose the first day waiting for your results. 

Once a negative result is received, travellers may resume regular activities. They will need to update their daily health status in the Self-Check Mobile App for the duration of their stay or 14 days, whichever is shorter.

What’s still annoying is that numerous hotels are telling me that I need a negative on-arrival test result before I can check-in, which raises the question as to where a traveller from Singapore self-isolates while waiting for them! Need some clarity on this too. But after reading through the FAQ on Safe2go, my guess is collection of test results in paper form are only for outbound passengers who need it for departure from Incheon Airport. Under the “Confirmation of Test Result” tab, there’s one about checking your Negative Test Result in the spam folder of your email. So seems like the arrival PCR test results will still be sent through email. Hey Aaron! What time do you think we should book the on site PCR test at the ICN airport? It seems like we will need to clear immigration then proceed to take the PCR test. Safe2go requires us to book a time slot so I was wondering what your thoughts are on the ideal slot to book. It’s answered In the FAQ. – How could I choose PCR test time on booking procedure? You can choose a time after your VTL flight ETA(Estimated Time Arrival) in Korean time.  In case of inevitable situations such as delaying flight, your arrival PCR test is possible even after the booking time.

Riding on this thread, can I also assume and ask if we are allowed to do the pre-departure test at other testing facilities other than the one at the airport that is suggested on the safe2Go website? Hi guys, after booking the safe2go test, there is this fine print at the bottom of the confirmation email: “Travellers staying more than 8 days must undergo post-arrival COVID19 PCR tests on Day 6 or 7. (E.g. Travellers entering ROK on 1 Nov. and departing on 8 Nov. must take COVID19 PCR test either on 6 or 7 Nov.)” Some issues: 1. Hi Aaron, I had booked my flight to Korea from 24Nov and coming back on 1 Dec, do I still need to take the day6/7 PCR test in Korea? With the new regulations that we only need ART test for pre departure .

Korea-Singapore Travel Bubble (VTL) Process: What is required to enter Korea from Singapore FAQ

South Korea and Singapore recently signed a travel bubble agreement, allowing quarantine-free travel from November 15, 2021.

Here are some FAQs that have been announced by the Korean government regarding the process and requirements in order to enter Korea and stay from Singapore via VTL (Vaccinated Travel Lane). Please make sure you read the details and prepare yourself before and after traveling Korea!

*Please note that the information may change and in this case, you need to double-check with the official announcements of both governments.

1. What is the process of entering Korea from Singapore?

[Before Departure]

What is required:

1) Vaccination certificate (If vaccinated in Singapore: English certificate in electronic form) 2) PCR test negative confirmation (issued within 72 hours of boarding a flight to Korea) 3) Travel insurance (at least 30 million won guaranteed / document or electronic form) 4) PCR test reservation confirmation* when arrived in Incheon Airport 5) K-ETA if necessary 6) Must have stayed in Singapore for 14 days or more before visiting Korea

*Prior reservation is required ( https://safe2gopass.com ) at your own expense.

※ Infants & toddlers: If all parties present the appropriate PCR negative confirmation on the date of arrival, no need to present △Vaccination certificate, △Negative confirmation before boarding for infants under the age of 6 – However, other requirements (travel insurance, K-ETA if necessary, Incheon Airport first inspection, stay requirements) must be met

[Flight Check-In]

After document verification, issuance and distribution of necklaces for those who are vaccinated

[After Arrival]

Inspection → Immigration Control → PCR Inspection and Release → Stay

※ At the entry stage, those with symptoms will be separated and tested (quarantine facility), and the entry procedure will resume after found to be negative.

1) Inspection: Submit ▲Vaccination certificate, ▲PCR negative confirmation, ▲Health status questionnaire 2) Immigration Screening: Confirmation of special quarantine report 3) Upon Arrival:

Sample collected at Incheon Airport Covid-19 Inspection Center/ Install self-diagnosis app (Self Check) → Go to your accommodation (indicated when booking an inspection) on your own* → Wait at the accommodation for the result /After being confirmed of PCR negative verification (text, email), you are exempted from quarantine

*You can use public transportation, but you need to move straight to your accommodation without stopping by another place.

[During Travel]

1) Daily monitoring (self-diagnosis app) 2) Comply with domestic quarantine & social distancing guidelines 3) Same incentive applied with domestic vaccination

– If the period of stay in Korea is more than 8 days, you need to take a PCR test at an institution that can test for COVID-19 on the 6-7th day at your own expense. – Before returning to Singapore: PCR & negative confirmation (within 48 hours of boarding of an inbound flight) required according to Singapore immigration procedures (VTL)

In order to verify your local contact number and download the app, book a prepaid Korea SIM card that you can pick up at Incheon Airport Terminal 1 within the quarantine inspection area . 2. What are the PCR test requirements to enter Korea from Singapore?

[Those who are fully vaccinated in Singapore]

1) Possession of a COVID-19 negative confirmation certificate issued within 72 hours of boarding an aircraft bound for Korea; 2) Tested immediately after arrival at Incheon Airport Corona 19 Inspection Center (reservation required)* 3) On the 6th or 7th day of entry, check at a local center/hospital and get tested for COVID-19

*Prior reservation is required ( https://safe2gopass.com ) at your own expense, and you must have a confirmed reservation in order to board a flight to Korea.

3. How can I move from Incheon Airport to my accommodation?

After submitting your sample at Incheon Airport Covid-19 Inspection Center, you can use the taxi, personal vehicle or public transportation.

You can book an airport taxi/van in advance that provides a 24-hour transfer service to Seoul . If your destination is in Gyeonggi-do Province instead of Seoul, simply book an airport taxi to Suwon, Pyeongtaek, Bundang, Goyang, Hwaseong, Dongtan, Gunsan, or Hanam !

4. What about children under the age of 6?

Children who enter Korea with a guardian who is fully vaccinated (regardless of nationality) and 2 weeks have passed since are exempted from quarantine and will be supervised manually.

*In principle, only those who have been vaccinated can be exempted from quarantine regardless of age, but children under the age of 6 are judged to be the minimum age that requires parental protection, so those who are not vaccinated are exempt from quarantine.

5. Is quarantine-free policy applied to Singapore nationals only?

All persons who have been vaccinated in both countries are eligible for entry with quarantine exemption in Korea. As a foreigner (regardless of nationality), you can enter the country after staying in either of the countries for at least 14 days before departure.

May I know if we are allowed to stay at any hotel while waiting for the PCR results, or designated hotels only? I’ve booked a hotel near Gimpo and it requires a certificate of quarantine at check in. We are a family of 4. Can we share room or need to have single rooms?

Hi, According to the document, it doesn’t say anything about designated hotels or restrictions in sharing the room.

Hi are you sure we can take public transport to seoul? May I know where the official statement can be found? Because I read that we have to take private taxi.

Hi, The official document is only in Korean. According to the document, using the public transportation is possible but you should not stop by any other destination other than your accommodation and they advise you to use a private taxi or car.

Is it true that we have to put a Korean ( Korean friends or family) as our contact? Heard that the airport officer at the immigration they will call your Korean contact to verify after we get out of the plane upon arrival. Is that only for those who need to be quarantined? Since we are travelling through VTL there’s no quarantine so do we still need to put a Korean contact? What if we do not know any Korean ? And is it compulsory to have a Korea sim card?

Hi, There were no specific requirements regarding having to have a local contact number on the official document. We won’t be able to give you a thorough answer to your question. We apologize that we cannot help you on this matter.

You will need to input the korean mobile number of an acquaintance in korea in the quarantine self-check mobile app. Travellers who are quarantine exempted shared that the immigration officer called the acquaintance during immigration clearance to confirm that the person knows you, but I am not sure if they will do the same for VTL process.

Ssangmun-dong (쌍문동)

Before the popular K-drama ‘ Squid Game ‘ (오징어 게임) took the world by storm, you’d probably have given Ssangmun-dong a miss.

But if you’re a ‘Squid Game’ fan, this neighbourhood is where you’ll find two iconic filming locations.

First up is the Ssangmun Uicheon branch of the CU Convenience Store chain where Gi-hun (contestant 456) shared a bottle of soju with Il-nam (contestant 001).

Secondly, you’ll also find the fish stall run by Sang-woo’s (contestant 218) mother at the nearby Baegun Market. You definitely won’t miss these places as photos of the show are proudly displayed at the shops.

Fun fact: ‘Squid Game’ was set in Ssangmun-dong as it was modelled after the creator Hwang Dong-hyuk’s life, who grew up there.

Temples at Bukhansan National Park

Bukhansan National Park is also just a few train stops from Ssangmun Station — offering plenty of scenic hikes with various difficulty levels.

It’s home to around 3,100 plant and animal species, as well as historic relics and Buddhist temples.

Dongdaemun (동대문)

As night falls, make a trip to Dongdaemun Design Plaza (DDP) (동대문디자인플라자) and be transported into a futuristic world as the lights go up.

World-renowned architect Zaha Hadid designed the building, which is known for holding various exhibitions, fashion shows as well as K-drama locations. We even took some pictures at this long staircase featured in ‘ Vincenzo ‘ (빈센조).

Sunmine Hengbok Gejang (순미네행복게장)

While you’re in Dongdaemun, have a sumptuous seafood dinner at Sunmine Hengbok Gejang .

Not only are you treated to delicious soy sauce and spicy marinated raw crab, but there’s also free-flow seaweed and clam soups too!

Day 2: Seoul’s Best Theme Parks

Lotte World or Everland: that is the question.

We would’ve loved to visit both theme parks but since we were tight for time, we could only visit one.

Option 1: Lotte World (롯데월드)

Lotte World is conveniently located near the city and easily accessible via train. It consists of both an outdoor and indoor theme park — a good alternative for rainy or cold weather!

Apart from mandatory mask-wearing, hand sanitisers being available around the park and a social distancing of 2m, not much has changed in Lotte World. The park is still operating at normal capacity and performances go on as usual.

If you have extra time to spare after visiting Lotte World, head to the nearby Lotte World Aquarium (롯데월드 아쿠아리움) with this one-day pass on Klook — which gives admission to both the theme park and aquarium at a discounted rate.

Option 2: Everland (에버랜드)

Everland is South Korea’s largest theme park with a zoo and water park within it too! We didn’t visit this round but from their website, it seems the park is operating as normal and the Covid measures should be quite similar to Lotte World.

However the location is quite a distance away from the city, so you might want to factor in around 2 hours for transport. Alternatively, book a round-trip shuttle bus so you won’t have to worry about transport!

Day 3: Seoul’s Iconic Attractions

Century-old palaces, quirky museums, and observatories offering a scenic view of the city are some of the must-dos in Seoul. Here’s what we recommend.

Gyeongbokgung Palace (경복궁)

Out of the five royal palaces in Seoul, Gyeongbokgung is the largest, being the King’s main residence during the Joseon dynasty.

You can catch various events held there, such as the Royal Guard Changing Ceremony which occurs daily at 10AM and 2PM for 20 minutes.

Gyeongbokgung palace was also the inspiration behind popular zombie thriller ‘ Kingdom ‘ (킹덤) and the filming location of other K-dramas like ‘ Guardian: The Lonely and Great God ‘ (쓸쓸하고 찬란하神: 도깨비) and ‘ Moon Embracing the Sun ‘ (해를 품은 달).

*Pro-tip: Get the full Joseon era experience by dressing up in a rented hanbok at Hanboknam — ₩10,000 but free for 90 minutes using the Discover Seoul Pass!

Haneul Park (하늘공원)

Haneul Park or Sky Park is one out of five parks that make up World Cup Park — the area being a former landfill with over 92 million tons of garbage.

Living up to its name, Haneul Park is located at the highest point of World Cup Park. It has 22 lookout points offering amazing views of famous attractions such as N Seoul Tower, Bukhansan Mountain, and the Han River.

*Pro-tip: The views may not be as colourful in winter so it’s best to visit during autumn (between mid-October to early November) to see beautiful pink muhly grass.

Seoul Battleship Park (서울함공원)

Learn about Korea’s naval history at Seoul Battleship Park while admiring warships perfectly preserved in their original state, docked on the Han River.

The park features three retired ships including Chamsuri, a submarine, and Seoul Ship — a Korean navy vessel weighing 1,900 tons.

Even after Covid, Hongdae is still bustling with life. Expect plenty of shopping, eating, and photo prints — with photo booths available at every corner.

There’s also a great Korean barbeque place in the Hongik area: Old House Charcoal Meat Restaurant (옛날집 참숯구이). The grilled pork belly and beef ribs here are delicious!

Day 5: Day Trips Out of Seoul

When you need an escape from the city, rent a car and hit the road 🚘

Driving for a day trip gives you more flexibility timewise so you don’t have to rush to catch a bus or train from place to place! It’s also more convenient and accessible to reach certain areas by car compared to public transport.

Option 1: Nami Island (남이섬)

Just an hour’s drive away from Seoul is Nami Island — made famous by iconic K-drama ‘ Winter Sonata ‘ (겨울 연가).

Hop on a ferry from Gapyeong Wharf or zip-line into the island, and explore it by renting a bike and cycling.

Option 2: Seoraksan (설악산)

Avid climbers can challenge themselves to picturesque hikes at Seoraksan National Park (설악산국립공원), with courses varying from low to high difficulty. But the best view can be seen from the mountain’s main peak Daecheongbong (대청봉), which is also the third-highest peak in Korea.

In winter, the park gets really dark around 6PM so do start the hike early!

*Pro-tip: Avoid the period of mid-November to mid-December as some hiking trails are closed.

You can also opt for the cable car ride up to Gwongeumseong Fortress (설악산 권금성). If you’re lucky, you’ll have an amazing view of Mount Seoraksan from afar — we on the other hand, weren’t so lucky.

Cable Car Cost : ₩11,000 (~S$11) (Tickets are on a first-come-first basis and can only be purchased onsite) Operating hours: 9AM – 6PM (Last ride at 5:30PM)

Option 3: Yangpyeong (양평)

Mountain View at Dumulmeori Park

Yangpyeong is less than an hour’s drive from Seoul and it has plenty to offer — including the gorgeous Dumulmeori Park (두물머리) and Korea’s largest Starbucks outlet situated near the Han River.

*Pro-tip: There are parking spaces available at both the park and Starbucks, so it’s more convenient to drive there rather than taking public transport.

Dumulmeori means “two water area” and it’s where the Bukhangang and Namhangang River meet. It’s a popular destination for K-dramas, movies, and commercials. But it’s also a great photo spot with an iconic photo frame structure capturing the rivers as a backdrop.

At Yangpyeong’s Starbucks (스타벅스 경기양평점), sit back and relax with a drink in hand as you admire the majestic view of the Namhan River, just south of the Han River. There’s even a rooftop terrace — perfect for star-gazing at night!

Day 6: Seoul’s Unique Sights 

Other than having great food and trendy shopping streets, Seoul also has some unique sights to offer that you shouldn’t miss!

Naksan Park/Seoul City Wall (낙산공원/서울 한양도성)

Another great viewpoint of Seoul is from the top of Naksan Park .

It’s also a part of the Seoul City Wall , a series of walls made of stone that stretches for 18.6km surrounding Seoul. The Naksan Mountain trail takes about 1 hour to finish and spans from Hyehwamun Gate to Heunginjimun Gate.

Ihwa Mural Village (이화 벽화마을)

Just a 5-minute walk from Naksan Park is Ihwa Mural Village, a quaint little neighbourhood with murals plastered all over its walls.

The neighbourhood was once set to be demolished until the Art in the City — Naksan Cultural Project was introduced by the Ministry of Culture, Sports and Tourism in 2006, transforming it into a place with colourful artwork and interesting sculptures.

Remember to keep the place clean and your voice down as there are also residents living in the area.

Lotte World Tower Seoul Sky (롯데월드타워 서울스카이)

At 555m high, Lotte World Tower Seoul Sky is the tallest building in South Korea with 123 storeys. Travel up to the Sky Deck on the 118th floor to catch a 360° view of Seoul while atop a glass floor.

For the brave and adventurous, try the Sky Bridge Tour where you’ll walk on an 11m-long bridge on top of the Seoul Sky observatory and 541m above the ground.

Fun fact: Lotte World Tower is also the world’s fifth tallest building!

Day 7: Seoul’s Hipster Streets

With some time before we caught an evening flight back to Singapore, we decided to explore Ikseondong.

Ikseondong (익선동)

Ikseondong is definitely a hidden gem worth visiting in Korea. Here you’ll find many trendy clothing shops and cafes housed in traditional Korean houses known as hanok .

It’s a great place for some last-minute shopping or just chilling in one of its many aesthetic cafes. We’d recommend Cheongsudang cafe (카페 청수당 익선) which is famous for its souffle castella and Fromage cakes. Alternatively, there’s also Hotel SEINE, where K-drama ‘ Hotel Del Luna ‘ (호텔 델루나) was filmed.

Korea Tourism Organization and the Singapore Tourism Board Launch Partnership to Promote and Enhance Bilateral Tourism

Singapore, 15 November 2021 – The Korea Tourism Organization (KTO) and the Singapore Tourism Board (STB) have signed a two-year Memorandum of Understanding (MOU) to co-promote both destinations, develop tech solutions to benefit our respective industries, and boost bilateral tourism.

Under this partnership, KTO and STB will jointly drive destination and product awareness through marketing and promotional activities to capture pent-up tourism demand as international travel gradually resumes. This includes a new cartoon series, featuring the character "Hojong" from KTO's set of mascots Kingdom Friends and STB's "Merli", which will be officially launched following a successful pilot social media event in April this year. This video campaign will see both characters coming together to introduce attractions from their respective countries.    

Both organisations will also support tourism start-ups to develop technologies that will benefit the tourism sector. For example, STB will support Korean start-ups through the Singapore Tourism Accelerator [1] programme to develop quality solutions and pilot them within Singapore’s tourism industry.

Starting today, fully vaccinated travellers, who meet the necessary requirements can now travel between Singapore and South Korea without quarantine under the new Vaccinated Travel Lane (VTL).

To kick off this partnership, KTO and STB will progressively launch familiarisation trips for trade and media partners to promote safe travel between both destinations under the VTL.

Mr Ahn Young Bae, President, Korea Tourism Organization said, “It is especially meaningful to sign this MOU on the same day as the launch of the VTL between South Korea and Singapore. We welcomed visitors from Singapore this morning. I am optimistic that this MOU will play a key role in reviving tourism between both countries, and we are excited to welcome more Singapore travellers to South Korea.”

Mr Keith Tan, Chief Executive, Singapore Tourism Board said, “South Korea is a key source market for Singapore, and as international travel gradually resumes, we look forward to welcoming South Korean visitors back. We are confident that this partnership with KTO will drive awareness of Singapore’s new and reimagined offerings, expand the capabilities of our industry, and support the overall recovery of our tourism sector.”

The partnership reflects STB’s continued efforts to raise the attractiveness of Singapore to South Korean travellers. Last year, STB and Studio Dragon Corporation signed a three-year partnership to promote Singapore as a destination in South Korea through the production of Korean dramas in Singapore.

South Korea is an important visitor source market for Singapore, ranking 9th out of 15 top visitor source markets in 2019. Singapore received about 646,000 South Koreans in 2019, a 3% increase over 2018.

Here’s what you need to know about the earthquake.

Taiwan was rocked Wednesday morning by the island’s strongest earthquake in a quarter century, a magnitude 7.4 tremor that killed at least nine people, injured more than 800 others and trapped dozens of people.

The heaviest damage was in Hualien County on the island’s east coast, a sleepy, scenic area prone to earthquakes. Footage from the aftermath showed a 10-story building there partially collapsed and leaning heavily to one side, from which residents emerged through windows and climbed down ladders, assisted by rescuers. Three hikers were killed after being hit by falling rocks on a hiking trail in Taroko National Park, according to the county government.

By late afternoon, officials said rescue efforts were underway to try to rescue 127 people who were trapped, many of them on hiking trails in Hualien.

One building in Changhua County, on the island’s west coast, collapsed entirely. The quake was felt throughout Taiwan and set off at least nine landslides, sending rocks tumbling onto Suhua Highway in Hualien, according to local media reports. Rail services were halted at one point across the island.

The earthquake, with an epicenter off Taiwan’s east coast, struck during the morning commute, shortly before 8 a.m. Taiwanese authorities said by 3 p.m., more than 100 aftershocks, many of them stronger than magnitude 5, had rumbled through the area.

In the capital, Taipei, buildings shook for over a minute from the initial quake. Taiwan is at the intersection of the Philippine Sea tectonic plate and the Eurasian plate, making it vulnerable to seismic activity. Hualien sits on multiple active faults, and 17 people died in a quake there in 2018.

The earthquake hit Taiwan as many people there were preparing to travel for Tomb Sweeping Day, a holiday across the Chinese-speaking world when people mourn the dead and make offerings at their graves. Officials warned the public to stay away from visiting tombs in mountain areas as a precaution, especially because rain was forecast in the coming days.

TSMC, the world’s biggest maker of advanced semiconductors, briefly evacuated workers from its factories but said a few hours later that they were returning to work. Chip production is highly precise, and even short shutdowns can cost millions of dollars.

Lai Ching-te, Taiwan’s vice president, who is also its president-elect, visited the city of Hualien this afternoon to assess the destruction and the rescue efforts, a government announcement said. Mr. Lai, who will become president in May, said the most urgent tasks were rescuing trapped residents and providing medical care. Next, Mr. Lai said, public services must be restored, including transportation, water and power. He said Taiwan Railway’s eastern line could be reopened by Thursday night.

Officials in Taiwan warned residents to not visit their relatives' tombs, especially in the mountains, this weekend during the holiday, known as Ching Ming, meant to honor them. There had already been 100 aftershocks and the forecast called for rain, which could make travel conditions on damaged roads more treacherous.

Crews are working to reach people trapped on blocked roads. As of 1 p.m. local time, roads were impassable due to damage and fallen rock in 19 places, according to the Ministry of Transportation. At least 77 people remain trapped. A bridge before Daqingshui Tunnel appeared to have completely collapsed.

Taiwan’s worst rail disaster in decades — a train derailment in 2021 that killed 49 people — took place on the first day of the Tomb Sweeping holiday period that year, in the same region as the earthquake.

The earthquake hit Taiwan as many people here were preparing to travel for Tomb Sweeping Day, or Ching Ming, a day across the Chinese-speaking world when people mourn their dead, especially by making offerings at their graves. Now those plans will be disrupted for many Taiwanese.

The holiday weekend would typically see a spike in travel as people visit family across Taiwan. Currently, both rail transport and highways are blocked in parts of Hualien, said Transport Minister Wang Guo-cai. Work is underway to restore rail transportation in Hualien, and two-way traffic is expected to be restored at noon on Thursday, he said.

Taiwan’s preparedness has evolved in response to past quakes.

Taiwan’s earthquake preparedness has evolved over the past few decades in response to some of the island’s largest and most destructive quakes .

In the years after a 7.6 magnitude earthquake in central Taiwan killed nearly 2,500 people in 1999, the authorities established an urban search-and-rescue team and opened several emergency medical operation centers, among other measures .

And in 2018, after a quake in the eastern coastal city of Hualien killed 17 people and caused several buildings to partially collapse, the government ordered a wave of building inspections .

Taiwan has also been improving its early warning system for earthquakes since the 1980s. And two years ago, it rolled out new building codes that, among other things, require owners of vulnerable buildings to install ad-hoc structural reinforcements.

So how well prepared was Taiwan when a 7.4 magnitude quake struck near Hualien on Wednesday morning, killing at least seven people and injuring hundreds more?

Across the island, one building collapsed entirely, 15 others were in a state of partial collapse and another 67 were damaged, the island’s fire department said on Wednesday afternoon . Structural engineers could not immediately be reached for comment to assess that damage, or the extent to which building codes and other regulations might have either contributed to it or prevented worse destruction.

As for search-and-rescue preparedness, Taiwan is generally in very good shape, said Steve Glassey, an expert in disaster response who lives in New Zealand.

“ The skill sets, the capabilities, the equipment, the training is second to none,” said Dr. Glassey, who worked with Taipei’s urban search-and-rescue team during the response to a devastating 2011 earthquake in Christchurch, New Zealand. “They’re a very sharp operation.”

But even the best urban search-and-rescue team will be stretched thin if an earthquake causes multiple buildings to collapse, Dr. Glassey said.

Taiwan has options for requesting international help with search-and-rescue efforts. It could directly ask another country, or countries, to send personnel. And if multiple teams were to get involved, it could ask the United Nations to help coordinate them, as it did after the 1999 earthquake.

Pierre Peron, a spokesman for the United Nations, said on Wednesday afternoon that no such request had yet been made as a result of the latest earthquake.

At least seven people have died and 736 have been injured as a result of the earthquake, according to Taiwan’s fire department. Another 77 people remained trapped in Hualien County, many of them on hiking trails. Search and rescue operations are underway, said the fire department.

Aftershocks of magnitudes between 6.5 and 7 were likely to occur over the next three or four days, said Wu Chien-fu, director of the Taiwanese Central Weather Administration’s Seismology Center, at a news conference.

As of 2 p.m., 711 people had been injured across Taiwan, the fire department said, and 77 people in Hualien County remained trapped. The four who were known to have died were in Hualien.

Hualien County is a quiet and scenic tourist destination.

Hualien County on Taiwan’s east coast is a scenic, sleepy tourist area tucked away from the island’s urban centers, with a famous gorge and aquamarine waters. It also happens to sit on several active faults , making it prone to earthquakes.

The county has a population of about 300,000, according to the 2020 census, about a third of whom live in the coastal city of Hualien, the county seat. It is one of the most sparsely populated parts of Taiwan. About three hours by train from the capital, Taipei, the city describes itself as the first place on the island that’s touched by the sun.

Hualien County is home to Taroko National Park, one of Taiwan’s most popular scenic areas. Visitors come to explore the Taroko Gorge, a striated marble canyon carved by the Liwu River, which cuts through mountains that rise steeply from the coast. The city of Hualien is a popular destination as a gateway to the national park.

According to the state-owned Central News Agency, three hikers were trapped on a trail near the entrance to the gorge on Wednesday, after the quake sent rocks falling. Two of them were found dead, the news agency said. Administrators said many roads within the park had been cut off by the earthquake, potentially trapping hikers, according to the report.

Earthquakes have rattled Hualien with some regularity. In 2018, 17 people were killed and hundreds of others injured when a magnitude 6.5 quake struck just before midnight, its epicenter a short distance northeast of the city of Hualien.

Many of the victims in that quake were in a 12-story building that was severely tilted, the first four floors of which were largely crushed, according to news reports from the time. The next year, the area was shaken by a 6.1-magnitude earthquake that injured 17 people.

The area has some of the highest concentrations of Taiwan’s aboriginal population, with several of the island’s Indigenous tribes calling the county home .

The county government in Hualien released a list of people that had been hospitalized with injuries, which stood at 118 people as of midday Wednesday.

Across Taiwan, one building fell down entirely, in Changhua County on the west coast, and 15 buildings partially collapsed, Taiwan’s fire department said. Another 67 buildings were damaged. One of the partially collapsed structures was a warehouse in New Taipei City where four people were rescued, according to Taiwan’s Central News Agency. Another 12 were rescued at a separate New Taipei City building where the foundation sank into the ground.

Peggy Jiang, who manages The Good Kid, a children’s bookstore down the street from the partially collapsed Uranus Building in Hualien, said it was a good thing they had yet to open when the quake struck. The area is now blocked off by police and rescue vehicles. “Most people in Hualien are used to earthquakes,” she said. “But this one was particularly scary, many people ran in the street immediately afterward.”

Lin Jung, 36, who manages a shop selling sneakers in Hualien, said he had been at home getting ready to take his 16-month-old baby to a medical appointment when the earthquake struck. He said it felt at first like a series of small shocks, then “suddenly it turned to an intense earthquake shaking up and down.” The glass cover of a ceiling lamp fell and shattered. “All I could do was protect my baby.”

The magnitude 7.4 earthquake that struck Taiwan on Wednesday damaged many buildings and a major highway in Hualien, a city on the eastern coast, and it knocked out power as it rocked the island.

Across Taiwan, the quake and its aftershocks caused one building to completely collapse and 15 others to partially collapse, according to Taiwan’s fire department. Sixty-seven other buildings sustained damage.

Two tall buildings in Hualien that sustained particularly extensive damage were at the center of the rescue efforts there. Most damage across the city was not life-threatening, said Huang Hsuan-wan, a reporter for a local news site.

“A lot of roads were blocked off. There are a lot of walls toppled over onto cars,” Derik du Plessis, 44, a South African resident of Hualien, said shortly after the earthquake. He described people rushing around the city to check on their houses and pick up their children. One of his friends lost her house, he said.

One of the damaged buildings in Hualien, a 10-story structure called the Uranus Building that housed a mix of homes and shops, was tilted over and appeared to be on the verge of collapse. Many of its residents managed to flee, but some were missing, said Sunny Wang, a journalist based in the city. Rescuers were trying to reach the basement, concerned that people might be trapped there.

Photographs of the initial damage in Hualien showed another building, a five-story structure, leaning to one side, with crushed motorcycles visible at the ground-floor level. Bricks had fallen off another high-rise, leaving cracks and holes in the walls.

The quake also set off at least nine landslides on Suhua Highway in Hualien, according to Taiwan’s Central News Agency, which said part of the road had collapsed.

Taiwan’s fire department said four people had been killed in the earthquake.

Across Taiwan, 40 flights have been canceled or delayed because of the earthquake, according to Taiwan’s Central Emergency Operation Center.

President Tsai Ing-wen visited Taiwan’s national emergency response center this morning, where she was briefed about the response efforts underway by members of the ministries of defense, transportation, economic affairs and agriculture, as well as the fire department.

A 6.4 magnitude earthquake in February 2016 caused a 17-story apartment complex in southwestern Taiwan to collapse, killing at least 114 people . The U.S.G.S. later said that 90 earthquakes of that scale or greater had occurred within 250 kilometers, or 155 miles, of that quake’s location over the previous 100 years.
