Cape Town launches tourism safety plans ahead of record festive season

09 nov 2023 in where we govern.

The City of Cape Town will deploy its largest ever festive tourism safety operation ahead of expected record-breaking visitor numbers to the Mother City this summer. This includes a special deployment of Tourism Unit personnel to Table Mountain National Park and the CBD. The plan was launched on 8 November together with partners, including the South African Police Services (SAPS), SANparks, CIDs, and neighbourhood watches.

‘We can’t wait to welcome visitors to Cape Town for what is set to be a record-breaking festive tourism season.

‘We want everyone who visits Cape Town to have a safe and good time, because we know how important tourism is to our local economy and the many tens of thousands of local jobs that it supports.

‘Safety is a top priority for the City, with over 4 000 uniformed enforcement and emergency personnel available in shifts as part of the City’s largest ever safety deployment over a festive season.

‘Aside from general crime prevention activities, the City is making a special deployment of 80 personnel for dedicated safety, patrolling tourism routes at Signal Hill, Lion’s Head, Devil’s Peak, Table Mountain trails, the Bo-Kaap, Waterfront, and CBD

‘Safety technology will also be a key feature of our festive operations, including drones, dashcams, automatic number plate recognition, and CCTV. This all forms part of the City’s major safety technology investment, amounting to R860m over three years,’ said Mayor Geordin Hill-Lewis.

A Metropole Integrated Joint Operational Centre (JOC)will be established at the Traffic Management Centre (TMC) in Goodwood, coordinating with four Area JOCs in different parts of the City, integrated beach JOCs, and the SAPS Command Centre.

Cape Town has further established Africa’s largest CCTV surveillance network of over 3 000 cameras, including both public and registered private cameras. The City is also increasingly using drones, including in operations on beaches and around Table Mountain.

To promote safety on highways, the City’s newly-established Highway patrol unit will be monitoring key routes such as the N2 and R300. The unit hit 1 000 arrests in its first year, and uses ‘dashcams’ equipped with Automated Number Plate Recognition (ANPR) tech to identify wanted vehicles and outstanding warrants instantly.

‘Our festive season plan is built around public safety and over time, we’ve expanded the blueprint and our resources to meet the growing demand. Last festive season, our personnel deployed across the metropole executed more than 11 000 operations, working closely with other enforcement and public safety organisations. Operations will be even larger this year, and the expanded tourism unit is but the latest example of identifying, and addressing a need, in partnership with other agencies, to improve public safety,’ said Alderman JP Smith, the City’s Mayoral Committee Member for Safety and Security.

Cape Town prioritising safety travel advice for visitors

Alderman James Vos, the Mayoral Committee Member for Economic Growth said the City is prioritising safety travel advice for visitors, especially in light of concerning incidents of tourists falling victim to crime after inadvertently ending up in hotspots.

Various safety resources have been produced for visitors by the City’s official destination marketing organisation, Cape Town Tourism (CTT), including:

  • TravelWise: This platform includes up-to-date safety information, practical tips and emergency contact numbers.
  • The Namola App: a free safety response app which pinpoints your location, and connects you to an emergency operator fast and efficiently.
  • The Band-Aid Programme: help for those in distress, including lost travel documents, counselling, emergency accommodation, laying a charge at SAPS, and contacting banks in the event of bank card fraud. The 24/7 Band-Aid contact number is 021 487 6552.
  • Visitors can also speak to CTT staff located at Cape Town International Airport, Kirstenbosch Botanical Gardens, and City Hall.

‘Our ongoing mission is to ensure the safety of all visitors to our shores, including providing the critical resources people need to stay vigilant and travel wisely. We urge special caution for visitors following a GPS. Our TravelWise website outlines crime hotspot zones to alert visitors, and travellers may also contact CTTs 24-hour Emergency WhatsApp line on +27 82 415 7127,’ said Cape Town Tourism CEO Enver Duminy.

‘Besides communicating vital safety information with CTTs extensive member database, the City is also in touch with diplomatic representatives, and is engaging with GPS services on safe route recommendations for travellers when moving in and around the metro,’ said Alderman Vos.

‘Tourism contributes significantly to our provincial economy and job creation which is why every tourist is precious, and we are appalled by the recent violent attacks.  We are working closely with City law enforcement, car hire companies and role-players responsible for the routes near the airport, as well as key tourist areas. We take the safety of residents and visitors in the province very seriously, and have mobilised one of the biggest safety campaigns, through the Law Enforcement Advancement Programme. As we prepare for a busy summer season, in which we are expecting a record-breaking 1 million inbound international seats via air, we will continue to work hard and allocate resources to keep people in the province safe,’ said Western Cape Minister of Economic Opportunities, Mireille Wenger.

World Travel Market Africa 2024 opens in South Africa's Cape Town

CAPE TOWN, April 10 (Xinhua) -- World Travel Market (WTM) Africa 2024 kicked off Wednesday in Cape Town, the legislative capital of South Africa, bringing together prominent global figures in the travel and tourism industry for pioneering discussions and business opportunities in the tourism sector.

The 10th edition of the leading travel and tourism exposition in Africa, which is being held from Wednesday to Friday at the Cape Town International Conference Center, highlights the region's tourism offerings through a series of shows, conferences, and awards ceremonies.

With more than 9,500 pre-scheduled meetings and exceedingly 7,000 delegates from over 100 countries, WTM Africa gathers tourism industry professionals, including exhibitors, buyers, and media, for three days of trade, networking, and deal-making.

As part of the Africa Travel Week 2024, running from April 7 to 12 in Cape Town, the event has a content program designed to promote industry knowledge, foster connections, and promote business growth, according to the organizers. It also provides airlines, cruise companies, hotels, and travel agents with an opportunity to showcase their high-end offerings to a global audience.

Megan De Jager, portfolio director for travel, tourism and marketing at RX Africa, which is one of the event's organizers, said WTM Africa also stands as a platform where attendees can generate sales leads, launch new products, and raise brand awareness.

"WTM Africa is the place where the B2B tourism companies' journey takes them into markets to conduct industry research and size up their competition while forging new relationships and maintaining current ones," De Jager said.

Since 2014, WTM Africa has hosted more than 18,000 exhibitors and created over 17,000 jobs, according to the official website of the City of Cape Town.

Alderman JP Smith, the City of Cape Town's mayoral committee member for safety and security, said WTM Africa is a highlight on the event calendar for Cape Town. He noted that WTM Africa has shown year-on-year growth in the number of visitors to the city for these events and their impact on the economy.

"We have demonstrated our commitment to this expansion by approving a three-year agreement to support Africa Travel Week until 2025. We are looking forward to welcoming all the visiting delegates to our city and sharing with them what Cape Town has to offer," he said.

Special voyages

Queen Mary 2, concluding her 30-day voyage from Hong Kong, will undertake a turnaround call in Cape Town, facilitating the disembarkation and embarkation of passengers for her next voyage bound for New York, USA.

Meanwhile, Queen Victoria, on a 55-day journey from Sydney to Southampton, will also make a brief stopover in Cape Town for a turnaround call before continuing her voyage to Walvis Bay, Namibia.

“We are immensely proud to welcome both Queen Mary 2 and Queen Victoria to the Port of Cape Town. This historic occasion underscores Cape Town and the Western Cape’s growing stature as a premier cruise destination, reflecting the concerted efforts of all our partners in fostering the growth and sustainability of the industry,” said Wrenelle Stander, the Wesgro CEO and official spokesperson for Cruise Cape Town.

Alderman James Vos, the City of Cape Town’s Mayoral Committee Member for Economic Growth, added: “The arrival of these two beloved ships in Cape Town signifies our growth in the cruise tourism market and our strength as a destination. The City is proud to stand alongside its partners in the Cruise Cape Town initiative in further bolstering our region’s profile as a destination of choice for cruise travellers from all over the world.”

Each cruise ship visit translates into tangible economic benefits, with one full-time provincial job said to be created for every 30 arriving cruise passengers.

The current 2023/24 season is seeing 65 confirmed ship visits, attracting an estimated 90,000 two-way passengers and 38,000 crew members.

The Cruise Lines International Association (CLIA) reports that 63% of cruise passengers are likely to revisit destinations they have encountered through cruise tourism.

Provincial Minister for Finance and Economic Development, Mireille Wenger, stated: “It is very exciting to be able to welcome both the Queen Mary 2 and the Queen Victoria at the same time for the first time to the Cape Town cruise terminal. This exciting occasion shows that tourism and cruise tourism is on the up in the Western Cape. This is great news because more tourists mean more jobs in the Province. With an expected 90 000 passengers in 2023/24 cruise season, and based on Wesgro’s estimates, we know that roughly 3 000 new permanent jobs have been created in this season alone. As the Western Cape Government, we will continue to partner with the private sector to continue on our path to enable the kind of breakout economic growth we need to help create many more jobs across this wonderful and sought after province we proudly call home.”

Historic Moment as Two Cunard Queens Simultaneously Grace Port of Cape Town

For the very first time, two of Cunard Cruises' Queens, the Queen Mary 2 and the Queen Victoria, will grace the same African port simultaneously.

  • Queen Mary 2 arrives in Cape Town on the 11th of April as the final destination port of her 30-day one-way trip from Hong Kong to Cape Town.
  • Queen Victoria arrives in Cape Town on the 12th of April as part of her 55-day one-way trip from Sydney to Southampton, England.

For the first time in African maritime history, two of the iconic Cunard Queens, Queen Mary 2 and Queen Victoria will make a simultaneous appearance at the Port of Cape Town. This unprecedented event is a monumental milestone not only for the Port but also for Cruise Cape Town, the public-private partnership dedicated to nurturing the cruise economy and sustainability of the industry in Cape Town and the Western Cape.

Cruise Cape Town, powered by Wesgro, and in collaboration with esteemed partners including the Western Cape Government, the City of Cape Town, Transnet Ports Authority, the V&A Waterfront, and the South African Maritime Safety Authority (SAMSA), has been steadfast in its efforts to bolster competitiveness, drive economic growth, and generate employment opportunities within the cruise sector for Cape Town and the Western Cape.

The economic significance of this unprecedented event cannot be overstated. The cruise industry has emerged as a significant contributor to the Western Cape economy, with the 2022/23 season alone generating R1.2 billion. This includes substantial contributions from international visitors, local spending, and cruise lines' operational costs, highlighting the sector's pivotal role in fostering economic growth and employment.

Each cruise ship visit translates into tangible economic benefits, with one full-time provincial job created for every 30 arriving cruise passengers. The current 2023/24 season is seeing 65 confirmed ship visits, attracting an estimated 90,000 two-way passengers and 38,000 crew members, underscoring the industry's resilience and potential for further growth.

The profound impact of cruise tourism is evident, with the Cruise Lines International Association (CLIA) reporting that 63% of cruise passengers are likely to revisit destinations they have encountered through cruise tourism. The Port of Cape Town has experienced a remarkable surge in cruise visits, reflecting its burgeoning reputation as a premier cruise destination. From an average of 35-40 cruise visits per season between 2016-2019, the Port has seen a substantial increase, with 70 and 65 confirmed ship visits for the 2022/23 and 2023/24 cruise seasons respectively.

"We are immensely proud to welcome both Queen Mary 2 and Queen Victoria to the Port of Cape Town. This historic occasion underscores Cape Town and the Western Cape's growing stature as a premier cruise destination, reflecting the concerted efforts of all our partners in fostering the growth and sustainability of the industry," said Wrenelle Stander, Wesgro CEO and Official Spokesperson for Cruise Cape Town.

“It is very exciting to be able to welcome both the Queen Mary 2 and the Queen Victoria at the same time for the first time to the Cape Town cruise terminal. This exciting occasion shows that tourism and cruise tourism is on the up in the Western Cape. This is great news because more tourists mean more jobs in the Province. As the Western Cape Government, we will continue to partner with the private sector to continue on our path to enable the kind of breakout economic growth we need to help create many more jobs across this wonderful and sought after province we proudly call home,” said Provincial Minister for Finance and Economic Development, Mireille Wenger.

“The arrival of these two beloved ships in Cape Town signifies our growth in the cruise tourism market and our strength as a destination. The City is proud to stand alongside its partners in the Cruise Cape Town initiative in further bolstering our region’s profile as a destination of choice for cruise travellers from all over the world,” said Alderman James Vos, the City of Cape Town’s Mayoral Committee Member for Economic Growth.

“This is a very significant occasion, marking an important milestone for cruise tourism in Cape Town in a season that’s confirming the continued growing popularity of our destination. Ship calls to Cape Town are showing healthy recovery, as are the passenger numbers we are processing through the terminal, all thanks to the work good work that all our stakeholders are contributing. We extend a warm welcome to our visitors during their stay in our city.” David Green, CEO V&A Waterfront, the operator of the Cape Town Cruise Terminal.

“TNPA is honoured to welcome the arrival of the two Cunard Cruises' Queens, the Queen Mary 2 and the Queen Victoria, as these iconic vessels gracefully docked in the port, marking a momentous occasion in the Port of Cape Town maritime history. The arrival of these prestigious vessels highlights the port's significance as a premier destination for international cruise vessels and reflects TNPA’s ongoing commitment to providing exceptional maritime services and port services to local and international cruise vessels,” said Ophelia Shabane, Acting Port Manager at TNPA Port of Cape Town.

Queen Mary 2 and Queen Victoria cruise liners set to dock in Cape Town

cruise liners

Motorists should expect increased congestion in the coming days as cruise liners arrive in the harbour. While Cape Town’s growing reputation as a tourist destination benefits our economy, the City is aware of the inconvenience that increased congestion causes and is implementing mitigation measures where possible.

Also read:  Western Cape’s booming cruise industry generates economic windfall

The City anticipates heavy traffic on Thursday, Friday and Saturday due to the docking of the Queen Mary 2 and Queen Victoria cruise ships in the harbour, particularly during boarding periods.

While a collaborative effort is underway to prevent avoidable traffic jams on and around Nelson Mandela Boulevard, FW De Klerk Boulevard and Buitengracht Street, motorists are encouraged to plan alternate routes around the Waterfront area during peak hours, and passengers scheduled to board are asked to arrive early.

Passengers are asked to use the Christiaan Barnaard and Marine Drive dock entrances rather than the general Waterfront access routes, which will greatly reduce the impact on other road users.

The Queen Victoria is scheduled to arrive at 7am this morning, April 11, and depart at 5:30pm on Friday, April 12. The Queen Mary 2 is scheduled to arrive at 5:30am on Friday and depart at 6pm on Saturday.

However, these times may be impacted by inclement weather.

‘Our Traffic Signal Operators will monitor conditions on Nelson Mandela Boulevard, FW De Klerk Boulevard and Buitengracht Street closely on Thursday, Friday and Saturday. Operators will use CCTV cameras to pinpoint the location and extent of vehicle queues throughout the day and activate appropriate signal timing plans to best manage these queues. The aim is to accommodate heavy traffic flows into the CBD, while also accommodating motorists who are leaving the area,’ said Rob Quintas, the City’s mayoral committee member for urban mobility.

‘Operators will be in constant contact with Cape Town Traffic Services and operations personnel at the Victoria & Alfred Waterfront. Where appropriate, variable message signs of the Cape Town Freeway Management System will be used to alert motorists to areas of congestion on roadways,’ said Cllr Quintas.

These interventions are supported by City Traffic Service officials, who work with port officials to implement congestion-reduction measures.

‘While these events bring massive economic stimulation, it has been noted that the traffic flow entering into the city becomes impeded during the boarding periods for these cruise liners. Our Traffic Service is working closely with port officials in an attempt to implement measures that will reduce the congestion, as experienced recently on the departure dates. While officials will override and attempt to provide manual pointsman duties across intersections that are timed for conventional traffic flow, passengers who are scheduled to board vessels are encouraged to ensure early arrival. Motorists who would normally commute along roads close to and around the Waterfront are urged to consider alternative routes during these periods. Further advisory notices will be provided to the media closer to such times where an influx of passengers entering the harbour area is to be expected,’ said the City’s mayoral committee member for safety and security, JP Smith.

While traffic congestion is inconvenient at best, it is important to remember that events like these are a sign of economic prosperity, which improves the quality of life for all of our residents.

‘Cape Town has grown massively as a cruise tourism destination. Between 2016 and 2019, each season averaged between 35 and 40 ships arriving at the port in the city. In this 2023/2024 season, the number of ship visits is currently at 67. These gains directly follow the City’s support for the Cruise Cape Town initiative, administered by Wesgro, to promote our destination as one of choice for the cruise travel market.’

‘This is a sector of tourism that is deeply valuable for us with research by Wesgro revealing that cruise tourism injected R1,2 billion into the Western Cape economy between November 2022 and May 2023. In addition, for every 30 arriving cruise passengers, the Western Cape cruise industry created one full-time job. This is worth bearing in mind when considering the thousands of passengers on board the Queen Mary 2 and Queen Victoria . The City will continue working closely with its partners to make Cape Town stand out on the global cruise travel map,’ said James Vos, the mayoral committee member for economic growth.

Baskin's Ace Hardware opens in old Christmas Tree Shops location in Orleans

ORLEANS — A steady stream of customers made their way through the doors of the new Baskin's Ace Hardware on Monday morning. The store is more than double the size of its previous location on South Orleans Road, just hundreds of feet away.

The extra space has allowed Store Manager Jim Morton to increase the number of SKUs for sale from 22,000 to up to 45,000.

The bigger space has an indoor barbeque grilling section complete with an array of Weber, Big Green Egg and Traeger grills, and accoutrements like wood pellets, rubs, fryers and fry oil.

A 36-foot aisle is dedicated to an assortment of Stihl power tools, both battery and gasoline powered. A Stihl representative was following the planogram to get all the shelves correctly positioned before filling them with products that morning.

The hardware aisle has grown from 24 feet to 48 feet, featuring everything from door hinges and handles to locks and mesh screening. There are hex head bolts, square head bolts, u bolts, and eye bolts. There are coupling nuts, flange nuts, square nuts, and cap nuts.

“Our nuts-and-bolts section is out of this world,” said co-owner Lauren Baskin.

Baskin's Ace Hardware offers color consultations

A color consultant will be available to customers who want help with paint. The store now has a referral relationship with Budget Blinds should customers want help in that home decor area. And the store will sell a selection of lumber that will keep weekend projects on track for do-it-yourselfers: strapping, two-by-fours and plywood.

The store has items it never used to carry like swimming pool chemicals, yard games, greeting cards and some knickknacks in honor of their predecessor, Christmas Tree Shops. There are kitchen towels, lobster glasses, accent rugs, candy and pet treats. Morton said they were trying to fill the gaps left by some stores that are no longer in Orleans.

Baskin's legacy of customer-first, community-based continues

But it's the camaraderie among employees and customers and the sense of community that’s the most important element of the new store, according to Baskin. In that way, the new store is following the example set by Baskin’s parents when they had to rebuild and reopen the store in 1977 after a fire.

“Mom and Dad wanted to create a welcoming, community-based, customer-first organization and it carries on today,” she said.

“It was a little overwhelming when we walked in and it was empty,” General Manager Marcus Farias said of the new location. But the footprint and 10,000 square-foot size is in keeping with traditional Ace Hardware stores, he said.

Employees of four of Baskin's Ace Hardware stores stepped up to ensure the move and opening went smoothly. The move started five weeks ago and is expected to be complete in a few months, Baskin said. Teams from Ace Hardware helped behind the scenes and helped the Orleans team set up the store and display the merchandise.

"Ace corporate came in with a whole measurement team,” Farias said. “They knew where every single square inch of this store was before we even put a pen to paper. ”

On Monday, Baskin was on the phone trying to line up a box truck to help move inventory from the old store. Farias was looking for a key to unlock the large selection of ladders. The phone kept ringing with customers looking to buy glasses to watch the eclipse safely. A nearly constant line of customers lined up for the registers. Nearly all of them took the time to congratulate the employees and fawn over the new store.

“This store has always been a place for the community to come and connect with old friends, hear town gossip, tell funny stories,” Baskin said. “It's like the giant water cooler area in an office building – the giant water cooler of Orleans where people come to chew the fat and have some fun.”

CAPE TOWN, April 11 (Xinhua) -- World Travel Market (WTM) Africa 2024 kicked off Wednesday in Cape Town, the legislative capital of South Africa, bringing together prominent global figures in the travel and tourism industry for pioneering discussions and business opportunities in the tourism sector.
