Singapore and Malaysia to launch Vaccinated Travel Lane (Land) from 29 November 2021.

Singapore and Malaysia have a long-standing, broad and multi-faceted relationship. Our bilateral trade, investment and tourism ties are robust, and our people share a close affiliation with each other. COVID-19 has disrupted the people-to-people connection and separated families in the two countries for many months.

To further restore the connectivity between the two countries, Singapore and Malaysia will launch a Vaccinated Travel Lane (VTL) across the Causeway from 29 November 2021.

The VTL (Land) will be rolled out in a safe and calibrated manner. In the first phase, travellers will travel on designated VTL buses. Travellers have to be citizens, permanent residents or long-term pass holders of the country that they are entering 1 . This is to give priority for those who have been working in either country, to visit their families.

Singapore and Malaysia aim to progressively expand the VTL (Land) to include more travellers, including general travellers, taking into account the public health situation. Subsequently we will also work towards restoring travel through Tuas Second Link. Together with the VTL between Changi Airport and Kuala Lumpur International Airport (KLIA), this will enhance the close socio-economic ties between our countries and people.

Prime Minister, Mr Lee Hsien Loong, said, “Malaysia is Singapore’s closest neighbour and the two countries share deep and warm relations. The Causeway was one of the busiest land borders in the world before the COVID-19 pandemic disrupted our cross-border activities. The launch of the VTL (Land) is a big step towards reconnecting our people and economies, and will further enhance our bilateral relationship.”

Minister for Trade and Industry, Mr Gan Kim Yong, said, “We understand that many workers from both Singapore and Malaysia have not been able to see their families for many months. The launch of the VTLs between Singapore and Malaysia will enable them to travel home to reunite with their families. We are starting the VTL (Land) in a safe and calibrated manner, so that we can progress smoothly. We seek the understanding of workers who may not be able to purchase a bus ticket to travel home immediately due to limited capacity in the initial phase of the launch. We will continue to work with Malaysia to expand the VTL (Land) arrangement to more travellers in the coming weeks.”

Key Facts on Vaccinated Travel Lane (Land) Between Singapore and Malaysia

All travellers entering Singapore under the Vaccinated Travel Lane (VTL)(Land) must comply with the prevailing requirements listed below.

Eligibility of Travellers

Only the following groups of travellers will be allowed to enter Singapore under the VTL (Land) arrangement.

Traveller must be a Singapore Citizen, Singapore Permanent Resident, or a holder of a Singapore-issued Long-Term Pass (i.e. Work Permit, Employment Pass, Student’s Pass, or Long-Term Visit Pass).

In-Principle Approval Holders of a Singapore-issued Long-Term Pass and Foreign Short Term Visitors are not eligible to travel under the VTL (Land) arrangement currently. These travellers may wish to consider other Safe Travel Lanes for entry into Singapore.

Travel History

Travellers must have remained in Malaysia, any other VTL or Category I country/region as recognised by the Government of Singapore 2 , and/or Singapore in the last 14 consecutive days before arrival in Singapore.

Travellers must test negative in a valid pre-departure COVID-19 Antigen Rapid Test (ART) 3 or Polymerase Chain Reaction (PCR), within 2 calendar days before departure for Singapore, taken at a laboratory or centre that is accredited or recognised by the Malaysia Ministry of Health 4 .

Children aged 2 years and below in the calendar year 5 are not required to undergo these tests.

Vaccination

All VTL travellers must have been fully vaccinated 6 and present a digital proof of vaccination that is recognised by the Singapore authorities 7 , issued in any VTL country 8 or Singapore. This is necessary to guard against forgery and verify that the certificate is issued by a trusted issuer and belongs to the VTL traveller.

Unvaccinated travellers who are aged 12 and below in this calendar year can travel to Singapore via the VTL (Land) if accompanied by a fully vaccinated VTL traveller.

Singapore Citizens, Permanent Residents and Long-Term Pass Holders who have been vaccinated overseas (i.e. issued with foreign digital vaccination certificate outside of Singapore) are reminded to upload their vaccination certificate in the electronic health declaration card via the electronic SG Arrival Card, prior to arriving in Singapore.

Designated Bus Services

Travellers on VTL (Land) must arrive by designated VTL (Land) bus services. Travellers who arrive via other means (e.g. private transport or walking across the Causeway, etc.) will be subjected to prevailing border control measures, which include serving a 7-day Stay-Home Notice.

Designated bus services entering Singapore via the Causeway:

Transtar Travel Pte Ltd: Depart from Larkin Sentral Bus Terminal in Johor Bahru, Malaysia. Arrive at Woodlands Temporary Bus Interchange (WTBI) in Singapore

Handal Indah Sdn. Bhd. (also known as Causeway Link): Depart from Larkin Sentral Bus Terminal in Johor Bahru, Malaysia. Arrive at Queen Street Terminal (QST) in Singapore.

Transtar Travel will operate 32 daily designated trips (i.e. 16 trips from Malaysia to Singapore and 16 trips from Singapore to Malaysia) between Woodlands Temporary Bus Interchange in Singapore and Larkin Sentral Bus Terminal in Johor Bahru. Handal Indah will similarly operate 32 daily trips between Larkin Sentral Bus Terminal in Johor Bahru and Queen Street Terminal in Singapore. The maximum capacity for each VTL-Land designated bus is 45 fully seated passengers per trip.

Bus ticket will go on sale on 25 November 2021 at 0800 hours . Tickets will be released for sale 30 days ahead. Travellers are also required to purchase their bus tickets at least 3 days prior to the date of departure. The websites of the appointed bus operators are:

Submission on SG Arrival Card

All travellers are required to submit the SG Arrival Card with Electronic Health Declaration via the ICA website ( https://go.gov.sg/sgarrivalcard ) or through the SG Arrival Card mobile application that can be downloaded for free from either the App Store (iOS) or Google Play (Android).

This must be done 3 calendar days prior to their arrival in Singapore.

The SG Arrival Card replaces the paper disembarkation/embarkation card (also commonly referred to as the “white card”) which has been discontinued since 27 March 2020 and is no longer accepted at the checkpoints.

The SG Arrival Card is a free service. The ICA does not support or endorse service providers providing paid services for the submission of the SG Arrival Card.

Travellers should purchase their bus tickets and have the necessary documents ready, before they depart for Singapore. Document verification will be conducted prior to boarding of the designated buses. A detailed list of the documents required for the respective traveller group, is as follows:

SINGAPORE: Travellers looking to purchase bus tickets for the upcoming land vaccinated travel lane (VTL) between Singapore and Malaysia faced long waits and ticketing issues as bookings opened on Thursday (Nov 25) morning.

A message on the Transtar Travel website - one of two companies designated to serve the land VTL - said tickets for the next 30 days were sold out at about 8.20am, less than half an hour after they were made available at 8am. 

Checks on the Transtar site at about 8am found visitors placed in a queue due to "high user volume". 

However, when directed to the booking page later, CNA was unsuccessful in selecting one of the time slots for the available bus services. 

The site later returned a message saying tickets were sold out. 

Though the Transtar website could later be accessed shortly after, CNA remained unable to book tickets in either direction.

An error message read: "Dear valued customer, we are experiencing extreme high traffic and unable to serve your request now. Please try again later. We are sorry for any inconvenience caused."

A later visit to the Transtar site found a message stating that the site was currently under "emergency maintenance". 

However, at about 1pm on Thursday, after waiting for about three hours in a virtual waiting room, CNA was able to book a seat on a bus from Singapore to Johor on Monday morning.

For Handal Indah, also known as Causeway Link, the other bus service plying the land VTL between Johor Bahru and Singapore - a check of the firm's website at about 7.30am indicated that the virtual queue for bus tickets would begin at 8am.

However, a subsequent check at 7.50am showed that the virtual waiting room had already taken effect, with those in line assigned queue numbers above 3,500.

A later check of the site at about 8.15am returned a queue number of 13008, with more than 12,000 users still waiting for their turn. 

Issues on both websites persisted throughout the morning.

Upon being granted access to the Causeway Link website, attempts to purchase a ticket resulted in incomplete transactions, even after entering credit card details. 

On the Causeway Link Facebook page - where the bus operator said tickets would initially be available for the period between Nov 29 and Dec 5 - more than 150 comments were left by users complaining of slow service and being unable to access the website. 

CNA has contacted both Transtar Travel and Causeway Link for comment.

This comes a day after Malaysia and Singapore announced the launch of a land VTL via the Causeway from Nov 29. 

As part of the first phase of the land VTL, travellers will need to use designated VTL bus services. Travellers must be vaccinated against COVID-19 and be citizens, permanent residents or long-term pass holders of the country they are entering.

From Monday (Nov 29), Singapore and Malaysia will allow quarantine-free travel at the Woodlands land checkpoint. This comes after nearly 20 months of border restrictions since last March.

The authorities said on Wednesday that up to 2,880 people will be able to travel each day, with 1,440 travellers in each direction.

Here is how it works:

1. Who can make the trip

Travellers have to be citizens, permanent residents or long-term pass holders (work permit, employment pass, student's pass or long-term visit pass) of the country that they are entering.

This means that those coming into Singapore must be Singapore citizens, permanent residents or long-term pass holders. The same rules apply for Malaysians in Singapore who want to go home.

This is to give priority to those who have been working in either country to visit their families. More than 100,000 Malaysians continue to work here despite the border restrictions.

2. No self driving, only buses

Travellers must use one of the 64 daily designated Vaccinated Travel Lane (VTL) bus services between the two countries to avoid quarantine.

Those who walk or drive will still be subjected to prevailing border control measures, which currently include a seven-day stay-home notice.

The bus services are split evenly between Transtar Travel going between Woodlands temporary bus interchange and Larkin Sentral bus terminal in Johor Baru, and Handal Indah going between Queen Street Terminal and Larkin Sentral bus terminal.

Buses will run from 7.30am to 9.30pm everyday. People are encouraged to turn up about an hour early to facilitate clearance.

3. Only the Causeway at Woodlands will be open

The two countries are working towards restoring travel through Tuas Second Link. The authorities on both sides are also working towards allowing quarantine-free travel in the future for those who want to drive or bike between the two countries.

4. One Covid-19 test to enter Singapore, two to go to Malaysia

Those travelling from Malaysia to Singapore must test negative in a pre-departure polymerase chain reaction or professionally administered antigen rapid test (ART), which must be done within two calendar days before departure for Singapore.

The same applies to those travelling from Singapore to Malaysia, but there will also be an additional on-arrival ART at Larkin Sentral bus terminal.

Children aged two years and below in the calendar year do not need to be tested.

Those entering Singapore under the VTL must have been in Malaysia, any other VTL or category 1 country or region as recognised by the Government, or Singapore, in the last 14 days.

5. tickets on sale from thursday.

Bus tickets will go on sale at 8am on Nov 25 on both bus companies' websites for Transtar Travel and for Handal Indah.

Tickets will be released for sale 30 days ahead, and will cost $15 from Singapore to Malaysia and RM20 (S$6.50) from Malaysia to Singapore for adults.

Child tickets will cost $8 and RM10 (S$3.30).

An important point to note is that they must be booked three days prior to the date of departure.

6. Documents needed

First, all VTL travellers must have been fully vaccinated and be able to show digital proof recognised by the Singapore authorities. Only those who are aged 12 and below are exempted from this criterion, but they must be accompanied by a fully vaccinated traveller.

All travellers must also submit the SG arrival card that includes an electronic health declaration via the Immigration and Checkpoints Authority website  or through the SG arrival card mobile application.

This should be done three calendar days before departure, and is free-of-charge.

Those who have been vaccinated overseas will be asked to upload their vaccination certificate during this submission.

7. Additional requirement for Singapore long-term pass holders

In addition to the above documents, long-term pass holders must also apply for a vaccinated travel pass on the SafeTravel website at least three days before arriving in Singapore.

Singapore citizens and permanent residents need not apply for this.

Strong demand for Singapore-Malaysia bus tickets after land VTL quota raised

SINGAPORE - The release of additional bus tickets on Friday (March 11) for vaccinated people to travel over land between Singapore and Malaysia without quarantine was met with strong demand, though it appeared to be less fervent than previous sales.

At 10am on Friday, Singapore bus operator Transtar Travel released additional tickets for bus trips between March 14 and March 31. Within two hours, 10,000 tickets were snapped up, said its managing director, Mr Elson Yap.

This is more than half of the 19,000 tickets that were up for grabs, he said.

The additional tickets were released after it was announced on Thursday that the daily quota for land crossings under the vaccinated travel lane (VTL) between Singapore and Malaysia will be raised from 4,320 to 6,840 from next Monday (March 14).

Under the current arrangement, people crossing the Causeway under the VTL must travel using designated buses. Only two operators have been approved to run these trips - Singapore's Transtar Travel and Malaysia's Causeway Link.

On Thursday, Singapore's Ministry of Trade and Industry said the increased land VTL quota is equivalent to 76 bus trips in each direction.

To cater to this, both bus operators have added more buses and hired more drivers.

Mr Yap said after the initial rush on Friday, ticket sales slowed down in the afternoon, partly due to the release of additional tickets by Causeway Link at noon for travel between March 14 and April 10.

Visitors to Transtar Travel's website had to join a virtual queue in the morning due to a high volume of user traffic, but when The Straits Times visited the website again at about 1.30pm, there was no longer a need to queue.

Causeway Link said that as at 3pm, its additional bus trips from Johor Baru to Singapore were sold out on 11 dates, while additional trips from Singapore to Johor Baru were sold out on four dates. This equates to about 9,500 tickets.

Most of the sold-out dates were in April or towards the end of this month.

Similarly, according to an availability report on Transtar Travel's website, most of its tickets yet to be sold as at 5pm were for travel between March 14 and 17.

Asked about this, Mr Yap said many Malaysians are returning home at the end of the month for the upcoming Qing Ming Festival, which falls on April 5 this year.

With the March school holidays starting next week, Mr Yap was confident that tickets for VTL bus trips between March 14 and March 21 will also sell out in no time.

Ms Joey Tong, 40, a Singapore permanent resident from Malaysia, said she had a much easier time buying a VTL bus ticket to Singapore for her older brother on Friday compared to last month, when she bought a ticket for herself to return to Singapore.

It took her just a few minutes and two tries on Friday to get a Causeway Link ticket from Johor Baru to Singapore, instead of the multiple failed attempts and hours of waiting she had to endure before.

"With the release of lots of tickets, it is getting better," she told ST.

The big question mark is how Malaysia's unilateral decision to reopen its borders for vaccinated travellers to enter the country without quarantine from April 1 will impact the VTL arrangement.

Causeway Link had earlier told Chinese-language daily Lianhe Zaobao that it chose to release only a month's worth of additional tickets in case Malaysia or Singapore make any new announcements.

Transtar Travel declined to comment on this issue.

During a press conference by the multi-ministry task force tackling Covid-19 on Friday, Trade and Industry Minister Gan Kim Yong said the authorities are looking at allowing more traffic to cross the Causeway and operational details are being worked out between Singapore and Malaysia.

Before the Covid-19 pandemic, about 415,000 people travelled across the Causeway and Tuas Second Link daily.

SINGAPORE: Bus tickets are still available for the first 30 days of travel through the upcoming land vaccinated travel lane (VTL) between Singapore and Malaysia, said the Ministry of Trade and Industry (MTI) in a press release on Thursday night (Nov 25).

This comes after travellers experienced long waits and ticketing issues when the bookings opened at 8am on Thursday.

Earlier in the morning, a message on the Transtar Travel website - one of two bus operators designated to serve the land VTL - had said tickets for the next 30 days were sold out at about 8.20am, less than half an hour after bookings opened.

Subsequent checks on the Transtar site later said it was experiencing extreme high traffic as well as undergoing "emergency maintenance". CNA was able to purchase a ticket at about 1pm, after waiting for about three hours in a virtual waiting room. 

In the press release on Thursday night, MTI said that more than 90 per cent of Transtar Travel tickets to Singapore and 70 per cent of tickets to Malaysia were still available as of 4pm.

FAQ: What you need to know about the Singapore-Malaysia land VTL

Transtar had sold about 4,400 land VTL bus tickets across a 30-day timeframe as of 4pm, MTI said.  

“About three-quarters of the tickets are for trips from Singapore to Malaysia, and the remaining one-quarter for trips from Malaysia to Singapore,” the ministry added.    

The Immigration and Checkpoints Authority (ICA) received a total of 240 Vaccinated Travel Pass (VTP) applications for land VTL as of 3pm, the Trade and Industry Ministry said.

“Demand for the land VTL bus tickets and the volume of VTP applications are likely to remain high, and processes will continue to be refined,” MTI said.

“We seek travellers’ understanding and patience, if there are any delays in the systems.”

MTI added that Singapore and Malaysia will “progressively expand the land VTL in a safe and calibrated manner”.

“All travellers should purchase their bus tickets and ensure that they have the necessary documents ready, before they board the designated VTL buses,” it added.

Malaysia and Singapore's land VTL via the Causeway will start on Nov 29.

The conditions of the existence of sulfide phases in Fe–Ni–S alloys and four-component Fe–50 wt % Ni–0.001 wt % S– R ( R is an alloying or impurity element from the TCFE7 database) systems are studied using the Thermo-Calc software package and the TCFE7 database. The modification of nickel superalloys by calcium or magnesium is shown to increase their ductility due to partial desulfurization, the suppression of the formation of harmful sulfide phases, and the uniform formation of strong sulfides in the entire temperature range of metal solidification. The manufacturability of superalloys can decrease at a too high calcium or magnesium content because of the formation of intermetallics with a low melting temperature along grain boundaries.

Woodlands Temporary Bus Interchange Ready For Transtar Travel VTL Bus

Transtar travel serves woodlands temporary bus interchange (wtbi) for vtl bus to larkin sentral.

Transtar Travel will launch their Transtar Travel VTL Bus  from 29 September 2021 with the introduction of the Singapore-Malaysia bilateral Vaccinated Travel Lane-Land (VTL-Land) by bus on the first phase.

I headed down to see Woodlands Temporary Bus Interchange (WTBI) on the weekend before the VTL-Land launch, and on the first day, for hopefully a prelude to the small VTL crowd, and future SMRT Bus Service 950 crowds when border measures are further relaxed in future.

Transtar Travel VTL Bus  uses Berths B4 and B5 at Woodlands Temporary Bus Interchange for departures to Larkin Sentral in Johor Bahru, Malaysia.

When coming down to Woodlands Temporary Bus Interchange from Woodlands MRT Station, turn left  and go all the way to the end.

There is a counter in front of Berth B4 for check-in document checks, before heading to Transtar Travel VTL Bus  queues.

Both Berths B4 and B5 have all old bus services signs removed, leaving just an empty frame above the queue lines.

On 28 November 2021, 1 day before the VTL-Land launch, I spotted 2 Transtar Travel VTL Bus at Woodlands Temporary Bus Interchange Berths B4 and B5.

Be sure not to queue for SMRT Bus Service 950 – cross-border public buses are still not in operation.

Singapore-JB VTL Buses must be pre-booked at least 3 days before departure. Only approved VTL buses can ferry passengers across the border without quarantine.

The old arrival berth at Woodlands Temporary Bus Interchange is used as the Transtar Travel VTL Bus  arrival berth.

Seats are being laid out at the arrival berth for arriving VTL-Land passengers while waiting for the newly-added on-arrival Antigen Rapid Test (ART) for Singapore .

The path after on-arrival Antigen Rapid Test (ART) leads to Woodlands MRT Station Exit C.

VTL (Land) bus passengers are free to continue on by any mode of transport after testing negative for COVID-19 at the on-arrival Antigen Rapid Test (ART) for Singapore .

The area for arriving VTL-Land passengers on the Transtar Travel VTL Bus is physically separated from everyone else.
