The Bum La Pass is a border pass between Tibet’s Cona County and India’s Tawang district in Arunachal Pradesh. It is 37 km away from the town of Tawang and 43 km from the town of Cona (Tsona Dzong).

Snowfall can be witnessed from November till May in Tawang. However, the best time is to visit Tawang is between the last weeks of November and the first weeks of December.

  • Indian citizens are required to obtain an Inner Line Permit (ILP) to enter Arunachal Pradesh.
  • Your itinerary should be finalised before you apply for the permit as the permit will be issued based on districts you mention. Please note that your itinerary must follow any of the 12 tourist circuits created by the Arunachal Pradesh Tourism Board.
  • An eILP can be acquired from this portal or it can also be obtained from Guwahati Airport.
  • You would need scanned copies of your Identity proofs and passport sized photographs to apply for the ILP.
  • The Inner Line Permit is of two kinds, one for single applicant and the other is for groups where the details of primary applicant are to be entered.
  • An ILP is issued for a maximum period of 30 days.
  • The fee is charged per person per district you are visiting. You can expect to pay a few hundred for the permit.
  • You have to enter the name and contact number of a local reference. You may speak to your homestay owners beforehand and use their reference. All of them are aware of the drill and are helpful.
  • Foreign Nationals are required to obtain a Protected Area Permit (PAP) to enter Arunachal Pradesh.
  • Even with a valid PAP, foreigners are not allowed to visit certain areas in the state. Thus, a proper research is essential.
  • Please note that your itinerary must follow any of the 12 tourist circuits created by the Arunachal Pradesh Tourism Board.
  • The PAP is to be acquired manually from the Deputy Resident Commissioner Office of Arunachal Pradesh located in Guwahati. You’d have to pay a fee of $50 in the office.
  • It is important to note that a PAP is only issued to groups, if you wish to travel throughout the state. For solo travelers, the permit is only issued to travel to Ziro Valley, Tawang and Bomdila. You may look for other group of travelers to obtain the full permit.
  • The office functions between 10am to 5pm and applications for obtaining a PAP are accepted only till 2pm.
  • A local reference and their contact number is a must. You may speak to your homestay owners beforehand and use their reference.
  • An alternative option is to apply through a travel agency to save your time and energy and in case you are unable to find a group as a solo traveler. However, expect to pay a few extra thousand rupees if you go by this process.

High altitude regions like Tawang, Sela Pass etc. would be covered in snow during the winter months. But make sure you check the weather forecast beforehand to avoid roadblocks or any other mishaps.

A detailed 7 day itinerary to travel to Arunachal Pradesh

Day 1 – guwahati to bomdila.

The first day of your travel shall necessarily contain two segments. First, to reach Guwahati and second, to travel to Bomdila from Guwahati. It is advisable to arrive in Guwahati by early noon so that you have enough time to get to the bus depot and find yourself a bus.

  • Fly to Lokpriya Gopinath Bordoloi Airport in Guwahati.
  • Take a train to Guwahati.
  • From Guwahati Airport or Railway Station, head to ISBT bus depot from where you can find overnight buses to Bomdila.
  • You would reach Bomdila the next morning.

Day 2 – Explore Bomdila

As you reach Bomdila on the second day, check in to your hotel/homestay and freshen up to start the day and explore the town.

Surrounded by various snow capped peaks, Bombila is a scenic destination situated in the Eastern Himalayas. A home to various indigenous tribes, Bomdila is a place where you can explore the monasteries, go hiking and walk through the apple orchards and valleys covered with flowers.  

  • Visit the Bomdila Monastery built in 1965, divided into Upper Gompa, Middle Gompa and Lower Gompa out of which the Upper Gompa is the biggest one located on a steep hill.
  • Hike up to RR Hill , the highest point in Bomdila to enjoy the spectacular and panoramic views of Bhutan and Tibet.
  • If you still have some time to explore, you may take a vehicle to head to Eagle’s Nest Sanctuary , 20 kms outside the town. If you are interested in bird watching, you should definitely not miss this place.

Day 3 – Bomdila to Tawang (Explore Sela Pass and Sela Lake enroute)

This leg of the journey might not work too well if you are travelling solo. You can only stop at Sela Lake and Sela Pass if you have reserved a vehicle all for yourself, not a feasible option for a solo traveller. The cost splits in a group.

There are shared sumos that cost around INR 500 till Tawang. The journey might take somewhere around 8 hours. Solo travellers can also  manage to tag along with other groups to share the costs of a reserved vehicle.

After arriving in Tawang, spend the evening walking through the mystic streets and gazing at the snowy peaks of Eastern Himalayas and sleep early to compensate for the tiring journey.

Tawang is one of those places to which photographs and words do no justice explaining the beauty. It is a remote settlement at an altitude of 305 meters, set against mighty Himalayas, dotted with glacial lakes, it is rightly known as the hidden paradise. Though situated in the extreme corner of the country, it is well developed in general. There are plenty of options to stay, many restaurants to eat at.

You can divide the two days in Tawang into nearby locations to visit, which can be covered on foot and the ones situated a bit far off, like Bum-la Pass, for which you’d require a vehicle.

  • Start the day by visiting the Tawang Monastery , the biggest monastery in India and second largest in the world. A three storied monastery situated at a height of 3000 meters is no less than a scenic wonder. Explore the library the old scriptures to learn about Buddhism.
  • Head to Urgelling Gompa , a rather small but historically significant monastery which is the birthplace of the 6 th Dalai Lama.
  • Visit the Tawang War Memorial , which commemorates the martyrdom of 2140 Indian soldiers of Indo-China War. You can also check the souvenir shop beside the War Memorial.
  • In the evening, head to the cosy cafe, Dharma Coffee House and browse through their books.

If you wish to book a vehicle to take you to all of these places, you may opt for the same. A Tata Sumo can charge you between INR 2000-3000 for the whole day, depending on whether it is the peak season or not.

On this day, you are all set to travel to the wilderness and travel towards Bum La Pass , the Indo-China border. A Tata Sumo generally takes INR 5000 for the entire day to take you to these places. It works fine when you are travelling in a group but not for solo travelers. People traveling solo may tag along with another group at the taxi stand. Talk to the drivers or your hotel management beforehand so that they may be able to suggest you about other groups who are moving ahead on the same direction. There are bike rentals as well which is the best bet for all adrenaline junkies. However remember that the terrain is extremely rough so set out in a bike only if you are experienced enough.

You need a permission from the Office of the Deputy Commissioner in Tawang District to go to Bum La Pass. Situated at an altitude of 4633 meters, it is a place where Indian Soldiers guard the country. The Pass is historically and culturally significant as well for it is known that Dalai Lama had entered India through this Pass.

Visit the famous Sangetsar Lake , more famously known as Madhuri Lake, named after the actress Madhuri Dixit as she had shot a few scenes of a movie in this spot. Also, stop by the beautiful Panga Teng Tso Lake . These lakes remain frozen during winters.

Day 6 – Tawang – Bomdila – Tezpur

It is your last day in Tawang and you have to travel a long distance on Day 6 of this 7 Day Arunachal Pradesh Itinerary. Start early from Tawang so that you reach Bomdila by noon. To be on the safe side, book a seat in the shared vehicle a day earlier so that you don’t get pushed to the last seats which is very uncomfortable. The fare for a seat in Tata Sumo is INR 500 to reach Bomdila. You can stop in Bomdila for a while and have your lunch there. There are buses that start in the evening for Guwahati.

In case you do not manage to get a direct bus from Bomdila, you may break the travel at Tezpur. In that case the travel looks like this : Bomdila to Tezpur (Tata Sumo) and Tezpur to Guwahati (Bus). If you are opting for this alternative, you may spend the night in Tezpur and travel from Tezpur to Guwahati the next morning.

To be on the safe side, book a flight that is scheduled post 3pm from Guwahati. If you are taking a train, that too, should be scheduled in the second half of the day. I have not been to Arunachal Pradesh till date but have surely had it on my list. I do hope to stay in the state for at least 7 days and I will definitely be referring to this guide for sure.

This is so detailed. I have been to Arunachal and the region is so lovely that a week is too less. Surprisingly, when we went into Arunachal, the weather was good. And when we were on the way back from Sela, it was snowing. So I got to see many faces of Nature there.

You got lucky, I must say. Yes, 7 days are too short to explore the beautiful state.

The most colorful festival of Arunachal Pradesh, Chalo Loku is a harvest festival that is celebrated in the month of October-November annually; right after the harvest of the paddy field, and before the start of the new Jhum cultivation. The festival got its name from three words: Cha meaning paddy; Lo, which means season, and Loku, which means festival. It lasts for three days, with the first called Phamlamja, the second day is Chamkatja and the third and final day is called Thanlangja. The highlight of the festival is the rice beer, which is prepared specially for this day.

  Boori Boot festival is the way to offer gratitude for the successful harvest of the crops. It is a 3 days festival that is celebrated by the Hill-Miris in the Upper Subansiri and Lower Subansiri district in February. Exclusively performed by Nyishi tribes – is the largest community in Arunachal Pradesh. Boori Boot means to get together irrespective of caste, creed, age, and sex to celebrate the arrival of spring. Another aspect of this festival is that people pray to the spirit of Boori Boot so that it blesses them with prosperity and frees them from diseases.

Dree festival is a popular festival in Arunachal Pradesh and it is an important agricultural festival of the Apatani tribe. This is the biggest festival celebrated by Apatani and it is marked by sacrificial offerings and prayers. This festival is celebrated on the 5th of July and you can witness this auspicious festival in the Ziro district of Arunachal Pradesh. During the festival, people offer a sacrifice of fowls, eggs, and animals to the Gods and pray to the deities of Tamu, Metii, Danyi, and Harniang. Prayers are offered to God Tami so that he protects the plants from harmful pests and insects.

Marking the start of spring and the first day of the lunar calendar, Losar is a popular festival of Arunachal Pradesh. It is the festival of the Monpa tribe in Arunachal Pradesh and is celebrated to welcome a new year. Monpa is the dominating tribe of Tawang and West Kemang district; therefore one can consider Losar as one of the major festivals here. Tawang is amongst the most popular tourist attractions in North East India and visiting it during the festival is indeed the ideal time. The festival falls usually in February or in early March and lasts for about 8 to 15 days during which homes are cleaned, prayers are offered, religious flags are hoisted atop each house, holy scriptures are read and lamps with butter are lit in all the houses.

One of the popular agriculture festivals, Solung is celebrated by the Adi Tribes. The festival is celebrated in the first week of September, after the sowing of seeds, to seek prosperity and a good harvest .  Nyokum is the festival of the Nyishi tribe and is celebrated for the harmony and prosperity of the people. At this important Arunachal Pradesh festival, a special prayer structure called Yugang is made of bamboo. With the bamboo, sacrificial animals are tethered.

Solung is the colorful festival of the Adi-Minyong group. The festivities last for seven days during which villagers prepare rice beer and store plenty of meat and vegetables for the joyous occasion. Solung is celebrated in the month of the monsoon. This 10 days festival is amongst the most famous festivals in North East India, especially celebrated by the Adi community in West Siang district, East Siang district, Lower Dibang Valley district, Upper Dibang Valley district, and Upper Siang district of Arunachal Pradesh. The date for the festival is different each year and is decided by Kebang or the village council keeping the convenience of the villagers in mind and once the date is fixed the preparation of the local beer Apong starts.

This festival is Arunachal’s own version of the Sunburn Festival. Ziro Festival of Music is the biggest outdoor music festival in the state and is the most happening event in Arunachal Pradesh as well. Music lovers from all over the state and the North East region gather at Ziro, where this festival takes place. It is a four-day festival where music lovers enjoy the performances of international and domestic music artists. This is a modern-day winter festival which started in the year 2007 and since then has been gaining a lot of popularity in the state. This festival is celebrated in Nampong which is situated in Changlang district of Arunachal Pradesh. Pangsua Pass Winter Festival (PPWF) is a three-day fest that takes place in January each year. At this festival, the people of Arunachal Pradesh celebrate their extravagant ethnicity and perform folk dances and sing folk songs. Also, handicraft and handloom articles from different parts of the state are put up for exhibition.

The Yomgo River Festival(Siang River Festival) is held to celebrate communal harmony in Arunachal Pradesh. Earlier this festival was celebrated in the form of the Brahmaputra Darshan Festival in Tezu and Pasighat but since the year 2005, the festival is celebrated as the Siang River Festival in places like Tuting, Yingkiong, and Pasighat. It is one of the most popular festivals in Arunachal Pradesh and is an attempt to promote eco-tourism and offer a lot of adventure fun activities like elephant race, traditional boat race, Didi – the mock war game of Mishmis, River rafting, Food Festivals, Folk dances, Cultural Shows, Hot air balloon & Paragliding and Exhibition of a local model house. Oriah is an agricultural festival of the Wanchos – the tribe of Wanchos who inhabit the Patkai Hills region in Longding District. Oriah is held either in March or April and is the main festival of the Wancho Tribe. It is a 6-12 days festival that involves prayers, music, and dance.

An important festival of Arunachal Pradesh, Reh is the festival of the Idus tribes. People of the Idus tribe believe that they are the sons, and daughters of divine mother ‘Nanyi Inyitaya.’ And the fact is that no one can get the blessings of the divine mother by keeping their bond alive of brotherhood until, and unless they celebrate the Reh festival. Mithun, buffaloes, pigs, and fowl are sacrificed in the names of different gods and deities. Tribes of villages like Talo, Amru, and Dri villages that stay in the snowfall area celebrate it during summer and monsoon as the weather is moderate and fishes can be seen in the streams. The festival is celebrated between February-August for six days.

Mopin is an agricultural festival of the Galos celebrated on 5th April. Mopin is synonymous with wealth and prosperity. As a matter of fact, during this festival you can see the locals smearing rice powder in each other’s faces; this marks the start of the festival. This is an important festival of the Galo Adi tribe and it is celebrated during April. You can notice the women present their slow and graceful dance all dressed in white.

The day of Ganden Ngamchoe commemorates the death of Tsongkhapa, the founder of the Gelugpa Sect. It is celebrated on the 25th day of the 10th month of the Tibetan calendar. On this day, it is best to offer as many lights offering as you can.

Celebrated in the 9th month of the Monpa Calendar, the Lhabab Duchen Festival signifies the reincarnation of Buddha as Shakyamuni. Lhabab Düchen occurs on the 22nd day of the ninth lunar month according to the Tibetan calendar and is widely celebrated in Tibet and Bhutan.

The Dukpa Tse-Shi Festival celebrates the preaching of the Four Noble Truths at Sarnath by Buddha. It falls in the 6th month of the Lunar Calendar.

Celebrated in the 4th month of the Lunar Calendar, the Saka Dawa Festival marks Gautam Buddha’s achievement of Nirvana.

The Torgya Festival is a 3-day affair. This important festival vilifies evil spirits and harmful forces and commends the rule of prosperity and happiness for the people. This is exclusively held in Tawang Monastery, Arunachal Pradesh. It is held according to the Buddhist calendar days of 28th to 30th of Dawachukchipa, which corresponds to 10 to 12 January of the Gregorian calendar, and is a Monpa celebration.

Nechi Dau or Nechido is celebrated by the tribe of Aka in Arunachal Pradesh. The festival is celebrated in November each year and lasts for four days. The Akas worship different gods and goddesses for warding off the diseases of children, men, and women; the welfare of the village; and for good harvest and luck during hunting and chasing. The tribe of Aka also known as Hruso, it can be found in Thrizino, Bhalukpong, Buragaon, Jamiri, Palizi, Khuppi area in West Kameng. The celebration of Nechido by   Akas also involves affiliation with the natural world and community.

Longte Yullo is one of the oldest festivals of the Nyishis tribe in Arunachal Pradesh. This must-see festival has a unique feature and that is, Longte Yullo has neither ritual sacrificing nor any ritual chanting. Ultimately, this makes the celebration a different and interesting festival amongst other harvest festivals of Arunachal Pradesh. This festival is celebrated by the Dodum clans of the Niyshis including Koloriang, Chayang Tajo, Huri, Damin, Sarli, Parsiparlo, etc. Longte-Yullo is celebrated with traditional gaiety and devoutness at the onset of the spring season in April.

The festival of Si-Donyi is celebrated by one of the major tribes of Arunachal Pradesh known as Tagin. Celebrated in January every year, this festival marks the beginning of a new year. The festival is observed for the well-being of the community and mankind as a whole. Tagin are the inhabitants of Upper Subansari and can also be found in the West Siang district.

Tamladu Festival is one of the ancient and popular festivals of Arunachal Pradesh. This festival is celebrated in the Lohit district of the state by the Digaru Mishmis tribe. Payment Details

For all the services contracted, a 25% advance payment should be made to hold the booking, on a confirmed basis & for flight ticket booking need full actual fare. The balance amounts need to be paid 10days before the commencement of the services. Management personnel holds the right to decide upon the amount to be paid as advance payment, based on the nature of the service & the time left for the commencement of the service.

Apart from the above in some cases like Special Train Journeys, hotels, or resorts bookings during the peak season (like X-Mas, New Year, Puja, Diwali), a 50% advance payment should be made to hold the booking and 20days before full payment is required to be paid.

Day 1 :   Pick up from Guwahati Railway Station/Airport- Kamakhya Temple

On Day 1, Bengal Tour Plan will pick you up at arrival and drop you at the respective hotel in Guwahati. You can get refreshed and have lunch. Afterward, we will take you to visit the famous Kamakhya Temple . 

Day 2 : Destination Bhalukpong

The next day early morning we will start our Arunachal Pradesh tour itinerary towards Bhalukpong after having breakfast . In the evening you can spend quality time beside Jiya Bhareli River.

Day 3 : Destination Dirang- en route visit TIPI Orchid Center – Sangti Valley

We was thrilled that at last we are going to visit the so much talked about Bumla Pass with Bengal Tour Plans Travel agency. We started off at 8 AM from our hotel at Tawang by a Scorpio, arranged by our hotel. I was quite nervous about AMS but our driver told not to worry as there will be enough back from the army people. He was a polite and charming guy. We reached the Y-Junction, halted their for a while. Took a cup of tea from the army canteen. The Army people was very helpful and polite towards all the tourists. After a while, we started towards Bumla Pass. It was a thrilling journet with road conditions not so good at different patches. To my surprise, I did not felt any breathing problem while we were ascending, nor did my wife and son. In fact they were very cheerful and thrilled. We reached Bumla Pass, went near the Indo-China border. A nice experience. Hats off to our army.

Tawang is a beautiful place to visit while on a North East Package Tour and in early 2020 we got a chance to explore this beautiful place amidst the tough mountains. A Week-long trip To Tawang and Bum la including Bomdilla, Dirang, and Sangti Valley – Arunachal Pradesh

Day 1 – guwahati to dirang .

We start from the Guwahati airport in the morning and enjoy our drive through the golden fields of Assam before we start ascending the hills of Arunachal Pradesh , taking a newly built road that makes for a fantastic drive and even better views.

On our way, we stop by the beautiful Gyuto monastery and spend some time exploring it. We stop for lunch at a small Tibetan settlement en route for lunch before proceeding further ahead. We halt at a lovely little town Dirang, overlooking two mountain rivers, for the night.

Day 2 – Dirang to Tawang.

We start for Tawang today and en route stops at the Nyukmadung war memorial and pay our respect to the fallen soldiers there.

Next, we stop at the mighty Se la and soak in the gorgeous views on and around it. We visit & pay our respect at the Tawang war memorial there and then warm ourselves with piping-hot tea at the army canteen there before we resume our onward journey. We stop for a small stroll by the lovely Sela Lake if time permits and then start for our next stop, the Nuranang waterfall, the sheer grandness of which is sure to make your jaws drop.

We reach our lovely homestay in Tawang by late evening and call it a day.

Day 3 – Tawang Tour.

We start our day by visiting the largest monastery in the world, the Tawang Monastery . We explore the place at our own pace before heading to the Urgeling monastery, the birthplace of the 6th Dalai Lama and the Ani Gompa.

In the evening, we visit the war memorial and experience the light and sound show there.

Day 4 – Penga Teng Tso, Madhuri Lake and Bumla.

We start early today to explore the beautiful lakes and valleys in the higher reaches of the region. On our way to our first stop, the Penga Teng Tso, we drive through what was once the battlefield.

The scars of the war can be seen scattered all around. From there we head to the uniquely beautiful Sungester Lake , also known as the Madhuri lake of Koyla (the Bollywood movie) fame.

Finally, we head towards the India-China border at Bum-la and spend some time at the border before starting our return journey to Tawang.

Day 5 – Tawang to Bomdila/Dirang.

We drive down to the Buddhist town of Dirang/Bomdilla today, taking the same road we took on our way up to Tawang. Only this time we will stay at a unique and special place for the night instead of staying at the same homestay (if staying in Bomdila ). By evening, we reach Bomdilla and stay in the monastery for the night(if available) or else at a lovely Monpa homestay, of course after exploring it.

If we stay at Dirang, it will probably be the same wonderful Dirang homestay of ours that will be your stay for the night.

Day 6 – Bomdila/Dirang to Gauhati.

We wake up early today so that we can explore the monastery once again, this time while the monks are busy praying.

After a hearty breakfast at the monastery, we start our return journey back to Guwahati which marks the end of this beautiful trip.

Through social media, Shakira announced that official tickets for the Las Mujeres Ya No Lloran World Tour will be available starting today, Wednesday, April 17th, on Ticketmaster . On this occasion, tickets can be purchased through a presale for Citi cardholders and are limited to a maximum of six per user.

The regular presale will take place on Friday, April 19th, at 10 a.m., and to gain access, it’s necessary to pre-register for the Wolfpack at Shakira.com . General sale will be on Monday, April 22nd.

How much do tickets cost?

In the United States, the ticket prices vary in each state. During the Citi presale tickets, the most exclusive areas range from $530 to $1,019 plus taxes. These tickets include benefits such as reserved front-row seats, exclusive merchandise, a meet-and-greet, and a photo opportunity with Shakira. For general tickets, prices range from $100 in some cities to $350 plus taxes.

On social media, the singer shared that, in less than two hours, the presale tickets for Citi members are almost sold out in Brooklyn, Miami, San Antonio, Chicago, Dallas, and Washington.

Dubai is wrestling with the aftermath of extraordinary torrential rains that flooded the desert city, with people describing harrowing stories of spending the night in their cars, and air passengers enduring chaotic scenes at airports.

Up to 259.5mm (10.2in) of rain fell on the usually arid country of the United Arab Emirates on Tuesday, the most since records began 75 years ago . The state-run WAM news agency called the rains on Tuesday “a historic weather event” that surpassed “anything documented since the start of data collection in 1949”.

As the sun returned on Wednesday, along with it came stories of people stuck in cars and offices through an arduous night.

“It was one of the most horrific situations I had ever experienced,” said one Dubai resident in his 30s, who did not want to give his name, after his 15-minute commute turned into a 12-hour ordeal on flooded roads.

At Dubai’s airport, one of the busiest for international travel, with nearly every flight repeatedly delayed, Emirates passengers were told to stay away “unless absolutely necessary”.

Frustration from those already there began to build.

A large crowd formed at a connections desk, clapping and whistling in protest as they waited for information.

“They are completely lost, it’s complete chaos – no information, nothing,” fumed one passenger, who did not want to be named, after a 12-hour wait, Agence France-Presse reported.

Standing water lapped on taxiways as aircraft landed. One couple called the situation “absolute carnage”. They spoke to the Associated Press on condition of anonymity in order to speak freely in a country with strict laws that criminalise critical speech. “You cannot get a taxi. There’s people sleeping in the Metro station. There’s people sleeping in the airport.”

The BBC reported other passengers were diverted to Dubai World Central Airport – also known as Al Maktoum airport – telling the broadcaster they had been “living on duty free” and that water was in short supply.

One furious British traveller told PA Media that once his flight was diverted to Dubai World Central, he had not been given any food or water either. “It’s just been an absolute disaster. We’re stuck here and seven hours without a single update is inexcusable.”

Emirates, Dubai’s flagship airline, posted on X on Wednesday night: “Customers should expect delays with departures and arrivals” and that while some passengers had been able to get to their destinations “we are aware that many are still waiting to get on flights”.

The airline cancelled all check-ins and announced that it would continue to suspend services until Thursday morning, apologising for the disruptions. Those on FlyDubai, Emirates’ low-cost sister airline, also faced delays.

Dubai airport posted on X early on Thursday that flights had resumed from Terminal 1 but urged people to travel to the airport only if they had a confirmed booking, as flights continued to be “delayed and disrupted”.

Paul Griffiths, the airport’s CEO, acknowledged the issues with flooding on Wednesday. “It remains an incredibly challenging time. In living memory, I don’t think anyone has ever seen conditions like it,” Griffiths told the state-owned talk radio station Dubai Eye.

Neighbouring countries were also hit by heavy rains earlier this week, including Oman, where 20 people have died, including 10 schoolchildren swept away in a vehicle with an adult.

Soldiers were deployed to badly affected areas of the sultanate, which rests on the eastern edge of the Arabian peninsula, to evacuate people trapped by flooding.

Schools will stay closed in Dubai until next week, authorities said, underscoring the difficulty of the clean-up.

In an unusual direct intervention, the UAE president, Sheikh Mohammed bin Zayed Al Nahyan, ordered “authorities to quickly work on studying the condition of infrastructure throughout the UAE and to limit the damage caused”, official media said.

The president also gave orders for affected families to be transferred to safe locations, said a statement carried by the WAM news agency.

Dubai’s ruler, Sheikh Mohammed bin Rashid al-Maktoum, wrote on X about “efforts being made by teams of citizens and residents that continue day and night” as the city’s media office posted video overlayed with dramatic music of officials conferring in groups and water pumping appearing to take place in the background.

Photos too were posted of what it said showed water flooding into desert areas.

Similar scenes were visible around the Gulf state including in Sharjah, in neighbouring Dubai, where people waded through main streets and paddled around on makeshift boats.

At least one person was killed in the flooding. A 70-year-old man who was swept away in his car in Ras al-Khaimah, one of the country’s seven emirates, according to police.

The UAE government announced that remote working for most federal government employees had been extended into another day because of the impact.

NEW YORK (AP) — Performing in the U.S. for international artists just got a lot more complicated.

On April 1, the United States Citizenship and Immigration Services instituted a 250% visa fee increase for global musicians hoping to tour in the U.S.

Artists, advocacy groups and immigration lawyers are concerned it could have devastating effects on emerging talent worldwide and local music economies in the U.S.

WHAT ARE THE COSTS?

If you’re a musician from outside of the United States hoping to perform stateside and you filed visa paperwork before April 1, the cost per application was $460.

After that date? $1,615 to $1,655.

Bands and ensemble groups pay per performer. A standard rock band of four members went from paying $1,840 to around $6,460. And if you can’t wait a few months for approval, add $2,805 per application for expedited processing.

If the application is not accepted, that money is not refunded — on top of losses from a canceled tour and missing out on “significant, potentially career-changing opportunities,” says Jen Jacobsen, executive director at The Artist Rights Alliance .

If a musician has support staff, a backing band or other employees to bring on the tour, these individuals need visas, too.

“Even if you’re Capitol Records and you have all the money in the world to throw at it, you still can’t get rid of U.S. bureaucracy,” says immigration attorney Gabriel Castro.

All international musicians require work authorization to perform in the U.S. There are few exemptions: Those are reserved for “showcases” through the Visa Waiver Program — like what is often used at South by Southwest , where international artists perform exclusively at official showcases, without pay and for exposure.

Currently, there are few hurdles for U.S. musicians looking to enter other countries for the specific purpose of earning money through live performances. According to Castro, American performers are able to enter most countries without a visa and under an exception to tourism rules.

WHAT’S THE IMPACT ON ARTISTS?

Gareth Paisey, singer of the independent, seven-piece Welsh band Los Campesinos! , will tour in the U.S. this June. The band made sure to apply for visas before the April 1 cut off, a difference of paying $3,220 or $11,305 in fees. Next time they have to get a visa, he says they’ll likely try to squeeze two tours in one year — the length of their particular visa — to make up the cost.

He says the application process requires providing an itinerary for the full year and supplemental evidence: press clippings to justify their status as “career musicians,” and testimonials from people of note — often from more famous musicians.

“Nobody gets into a band because they’ve got a passion for making cash flow forecasts,” he says. “It’s unfair to expect people who are brilliant at writing songs to also be brilliant at filling out a 20-page visa application.”

After Brexit , he says touring in Europe for U.K. acts has become more complicated, but the U.S. process is by far the most complex — both in terms of paperwork and what it represents for music moving forward.

“This idea that you need to be a career musician to get a visa, and visa fees are going up, increases the idea that music is a competition ,” says Paisey. “And part of that competition is making as much money as you can — like that’s the only valid way to participate in the music industry.”

WHY HAVE THE FEES JUMPED SO MUCH?

Two reasons: They hadn’t in some time, and because immigration officials are scrutinizing the process more closely.

The last increase was in 2016, when fees grew from $325 to $460.

The U.S. government is “putting more and more burden on the application process,” says Castro of BAL Sports and Entertainment Practice, which specializes in visas for musicians, entertainers and athletes.

He says 20 years ago, applications were just two or three pages. Now, they’re 15 or 20 pages.

“And those are just the forms before supporting evidence,” he says. “Now I’m submitting documents that are 200 pages, 300 pages long just to explain why this band should be traveling throughout the United States.”

Officials “might have done better to look at inefficiencies in the system to save money,” he says.

Paisey says he’s heard that the increase will allow the USCIS to “get rid of the backlog ... But is that because you’re going to employ more staff or is it probably because you’re going to get less applications?” he wonders, because it’s going to benefit “people who can afford to go than rather than who wants to go or has the fan base to go.”

WHY HAVE THE APPLICATIONS CHANGED OVER TIME?

Castro says some of it is to account for “abuses in the system — to make sure that individuals that are coming here for certain activities actually have those activities in place,” but the increased scrutiny is a lingering effect from Trump administration’s immigration policies .

“The immigration process overall became more difficult for everyone. Whether you’re coming across the border, whether you’re coming here to perform at Madison Square Garden, whatever it is,” he says. “That has changed the culture of U.S. immigrations agencies .”

WHO DOES THIS HARM?

Independent and emerging talent, as well as ensembles and groups.

“ Dua Lipa , the Rolling Stones , they’re going to pay these fees. It’s not even a rounding error. They could misplace $1,200 in their budgets and they wouldn’t even notice,” says Castro. “It’s the indie rock bands, niche acts, jazz musicians from Japan who will be affected.”

“Every dime counts. They have very small margins,” he adds.

“We’ve already got a problem with not enough musical acts breaking through to the next level,” Paisey says. “And this is going to stop them from getting that chance in the States.”

Touring in the U.S. is a pipe dream for many independent acts, he says, and it is in danger of “not even being a dream.”

Jacobsen points out that there will be ripple effects as well: Musicians, drivers, tour managers and beyond who would be hired to work with international talent will lose work, venues will lose fruitful bookings, festivals that focus on international talent will reduce in size, the costs of tickets could increase and so on.

She says these fee increases could affect U.S. music culture — “the richness of the music ecosystem in terms of diversity of genres.”

If lesser known, global genre artists cannot perform in the U.S., audiences will miss out on a critical cultural exchange. “We need the marketplace to be friendly and accessible to all those different types of musicians,” she says.

WHAT’S NEXT?

“You’re going to see a decrease in international acts coming to the United States,” says Castro. “And maybe it’s decreased frequency more than a decrease in the absolute number. We’ll see less and less emerging artists.

“The harder you make it for them to come to the United States, the less you’re going to see them here.”

Local economies, too, will feel the result: “It’s not just the mid-sized venue in Cleveland that will feel it, but the parking lot down the street, the restaurants and bars people go to before and after.”

And there could be long-term consequences that have yet to be seen. “There is an absolute concern that there would be a reciprocal effect,” says Jacobson.

If the U.S. is making it increasingly difficult and expensive for musicians to come here, “Why wouldn’t other countries do the same to our artists?”

Maybe you're a Michigan-made Detroit Lions fan driving in from the north, the Detroit suburbs or somewhere in the Motor City — but you know that your home's downtown won't be the same for the draft on April 25-27.

The NFL OnePass app — your ticket to all things draft from the NFL — is the official guide to the draft, with lots of information about the city. It has draft news and mock drafts, links on how to plan your trip, including lodging, things to do, metro Detroit sports bars and Detroit dining from A-Z, with links to visitdetroit.com .

Here's a tour of what this app tells us about the draft, the D and the offerings for the estimated 300,000 people coming to the big event.

How to get the NFL OnePass app

The NFL OnePass app can be downloaded in the App Store or on Google Play . Adults 18 and older are required to register for the 2024 NFL draft through the app or at nfl.com/draftaccess , and can register up to five minors to bring to the draft experience.

A quick note: There's a lot to explore on the app; by necessity, this is a partial look. It includes attractions, FAQs, transportation, maps, accessibility, security and prohibited items just to name a few. The look-see for this article took 90 minutes, so you'll want to give yourself time to explore everything so you can plan.

Once you register, you'll get emails, too. One that popped into my inbox as I wrote this was titled, "Get to know the NFL Prospects."

Let's get this snapshot tour started.

When is the 2024 NFL draft?

The 2024 NFL draft is April 25-27.

  • The first round takes place at 8 p.m. Thursday, April 25.
  • Rounds 2-3 take place starting at 7 p.m. Friday, April 26.
  • Rounds 4-7 take place starting at noon Saturday, April 27.

Where is the 2024 NFL draft?

The draft will take place in downtown Detroit, around Campus Martius Park and Hart Plaza. From Hart Plaza, you can see the Detroit River and our Canadian neighbors in Windsor.

What's the cost to attend the 2024 NFL draft?

Entry is free and you can register for entry by downloading the NFL OnePass app or at NFL.com/DraftAccess .

How do I attend the NFL Draft Experience?

To enter the 2024 NFL Draft Experience, the free fan experience with exhibits that will take place all three days at Hart Plaza, you've got to register via the NFL OnePass app. Adults (18 and older) are required to register, but also can register up to five children.

Get there early as attendance will be on a first-come, first-served basis. Hours will be noon-10 p.m. April 25-26 and 9 a.m.-6 p.m. April 27. Fans are invited to stay and watch the draft on the stage and screens until the last pick each day.

The Draft Theater adjacent to Campus Martius Park is where player selections are announced and where concerts will be held. It's for invited ticket holders. However, as seats become available, fans will have an opportunity to be selected for standing room only and other seating, depending on availability. Theater hours are approximately 5 p.m.-11 p.m. April 25-26 and noon-7 p.m. April 27.

Fans attending the Draft Experience will have sightlines to the Draft Theater from Woodward Avenue to watch the draft picks and concerts as well as screens to watch within the Draft Experience.

What about security?

Fans should be prepared to go through airport-level screening, and the NFL clear bag policy will be in effect. (You're encouraged not to bring any type of bag with you to expedite your entry.) Exceptions to the size limit of 12-by-6-by 12-inches will be made for medically necessary items.

Security around the draft site will be heightened and all items you carry will be inspected and possibly prohibited. (Friendly reminder: Prohibited items can't be accepted, stored or checked in by the NFL or Detroit police.)

Some prohibited items include firearms, knives, explosives, beach balls, footballs, chairs, drones and umbrellas.

What is permitted?

• Strollers and baby carriages, but bags and blankets must be removed, screened by X-ray and inspected.

• Small cameras and binoculars.

• Empty, reuseable water bottles for free water filling.

• Service animals and service animals in training (keep household pets and emotional support animals at home).

• Wheelchairs, power wheelchairs and three- or four-wheeled scooters for those with mobility disabilities.

What can I do or see at the NFL Draft Experience?

For the athletic:

• 40-yard dash: Race down the field against opponents and digital NFL players on a giant 40-yard-long LED wall.

• Vertical jump: Find out the differential between your reach and the flag you hit.

• Hail Mary: Throw a deep pass over defenders into a drop-in net.

For the not-so-athletic (everyone, actually):

• Free autographs from current NFL players and league legends. The schedule will be available April 20 in the app with regular updates. (Note: this is subject to change without notice.)

• Step inside a uniformed body-cast mold bearing the insignia of your favorite NFL team for a photo

• Take a photo in one of the jumbo photo frames.

• Visit a replica of the official NFL draft stage and take your photo behind the podium as the No. 1 draft pick.

• Visit a replica NFL locker room as it appears on game day and experience the sights of a real NFL pregame inside a video tunnel.

• Take your photo with an oversize replica of all 32 NFL team helmets.

• See all 57 Super Bowl rings and take a digital photo with your favorite ring on your finger.

• Take a photo with the Vince Lombardi Trophy, presented to the team that wins the Super Bowl.

Will the Pro Football Hall of Fame be represented?

Yes! There will be a curated exhibit to include:

• Hall of Fame bronze busts of Lem Barney, Joe DeLamielleure, Calvin Johnson, Alex Karras, Barry Sanders, Charles Woodson and Jerome Bettis.

• George S. Halas NFC Championship Trophy.

• Lamar Hunt AFC Championship Trophy.

What's going on at the Corner Ballpark?

Bring your kiddos to The Corner Ballpark on Michigan Avenue, site of the former Tiger Stadium, for youth-focused activities. (NFL OnePass is required for access.) Don’t worry, there will be screens to watch the draft on the NFL Network so you don’t miss the latest happenings there.

Corner Ballpark will be open 3 p.m.-10 p.m. April 25-26 and 9 a.m.-6 p.m. April 27. The NFL clear bag policy and airport-level screening will be in effect at this venue, too.

Activities include:

• Kick a field goal through NFL uprights.

• Try on NFL equipment.

• Watch and learn from USA Football coaches and NFL players about football and NFL Flag football as well as Heads Up tackling during clinics, competitions and demonstrations. On-field clinics will be open to those age 6-14. Daily clinics are open on a first-come, first-served basis. Check the app for the most updated times each day.

  • Navigate an obstacle course and train like an NFL player.
  • Snap and complete a pass like a pro into a drop-in net.

Food, drinks, entertainment, dancing and shopping

Local fare will be showcased through the Taste of Detroit concessions, bringing flavors from neighborhoods in Detroit including soul food, Greek, Mexican, Middle Eastern and East African cuisines. The restaurants will keep 100% of their revenue.

More than two dozen Detroit restaurants are to be featured in a "taste of the town" tailgate.

Here’s a quick sample of the businesses listed on the app: Waka by Baobab Fare; Good Cakes and Bakes; Chef Greg’s Soul “N” The Wall; El Parian Taco; Detroit 75 Kitchen; Kuzzo’s Chicken & Waffles; Golden Fleece; La Marsa Cuisine; Detroit Water Ice Factory and Mom’s Spaghetti.

A handful of food trucks also are to be at the Corner Ballpark, including Curt Got Crabs and Da Bomb Taco.

The Bud Light Backyard Bar will be for those 21 and older.

Free concerts will be hosted before Round 1 on April 25, Round 3 on April 26 and following Round 7 on April 27, live on the Draft Theater stage following each night of the draft. Concert-viewing is on a first-come, first-served basis and standing room only.

Dancing will play an integral role in the draft events Saturday. The Detroit Hustle will be celebrated across Campus Martius, with fan participation encouraged.

The NFL Shop at 1001 Woodward Ave. will be open to buy your favorite team's swag as well as draft merchandise. It opens 10 a.m. April 20 with hours 10 a.m.-8 p.m. April 20-21 and 11 a.m.-8 p.m. April 22-23. It will be closed April 24 and reopen noon-10 p.m. April 25-26 and 9 a.m.-6 p.m. April 27. Purchases are cash-free.

Getting into and around downtown

You have options, which the app breaks down in detail. And drivers, expect road closures, some of which have been happening since draft setup began.

If you decide to drive downtown , make a plan and prearrange parking. Many off-street lots and garages are booked, and street parking will be limited or restricted in the area. Parking regulations will be enforced; vehicles may be towed. Those planning to park downtown are encouraged to arrive by 10 a.m. You may find off-street parking options on the Park Detroit app or on Park Whiz.

Your noncar options include the Detroit People Mover , which will operate 24 hours a day from 7 a.m. April 25 through 12 a.m. April 28, and the QLINE along Woodward Avenue, per the app.

In terms of bus service, SMART will have park-and-ride services from various points in metro Detroit, including Great Lakes Crossing, several Meijer store locations and Oakland County Community College. It also has its FAST service on Gratiot, Woodward and Michigan Avenue. DDOT services will operate with modified downtown routes because of road closures.

There will be designated shuttle and ride-share drop-off points throughout downtown on Woodward, Jefferson and Fort Street. Detroit Air Xpress, or DAX, is a nonstop coach bus service connecting downtown Detroit to Detroit Metro Airport, and D2A2 is an express coach bus that connects downtown Detroit to downtown Ann Arbor.

How else is the city celebrating?

Free family-friendly events will span several downtown parks within walking distance of the draft site during the three days, including Capitol Park, Beacon Park, Paradise Valley Beatrice Buck Park, Grand Circus Park and a closed-off portion of Woodward between State and Witherell.

Big screens will show the draft action; nearly four dozen vendors will showcase products; more than 60 local artists, musicians and entertainers will participate, and the city will feature interpretive art installations for photo ops. There's cigar rolling April 25 at Paradise Valley Beatrice Buck Park and daily cornhole tournaments from 4-6 p.m. at Beacon Park planned.

And nearly three dozen local food trucks will have tailgating fare. You don't need the NFL OnePass to attend the event in these parks, but you will have to pass through security.
