On this tour you are on board the Manhattan, a beautiful boat in the style of the yachts of the 1920s. Lots of wood and glass await you and you can either enjoy the view of the colorful autumn leaves in the heated salon or go out on the outside deck.

The cruise starts at Chelsea Piers, not far from Hudson Yards. Afterwards, you can relax and cruise north along the Hudson River. On the way you can enjoy the view of the New York skyline and the ride under the George Washington Bridge.

The Kingston is another ship of the fleet, built in the style of the yachts of the 1920s. Therefore, you can expect a very special atmosphere on board, which cannot be compared with the sightseeing cruises. That’s why these fall foliage cruises are so popular around autumn. 

You start your tour at the Chelsea Piers and then sail along the Hudson River. On the way you will pass the George Washington Bridge, look at the Upper West Side of NYC and then reach the cliffs of Palisades Park.

Day 2 - Catskill, NY

The scenic beauty of the Catskills has long been an inspiration to artists, writers, and naturalists who draw inspiration from its tranquil forests and expansive mountain landscapes. Explore the Hudson River School Art Trail, which includes the Thomas Cole National Historic Site in Catskill village, and sites like Kaaterskill Falls and Sunset Rock, which inspired 19th-century landscape painters.

This active shore excursion is in 2 parts:

Hudson River Skywalk provides panoramic views from hundreds of feet in the air and is one of two pedestrian crossings over the Hudson River. As you look towards the mountains, see if you can identify the features of Rip Van Winkle sleeping. The walkway is over 2 miles round-trip.

Kaaterskill Falls Viewing Platform: Witness the highest two-tiered cascading waterfall in New York and one of America’s oldest tourist attractions. It has been a featured topic of prominent books, essays, poems, and paintings of the early 19th century.

Traverse the historic formal approach to Olana's Main House and learn about the ideas that influenced Frederic Church and architect Calvert Vaux in sitting and designing this Middle Eastern-inspired Hudson Valley villa. Explore the intact, richly decorated historic interiors of the main floor, including the stunning central Court Hall, Isabel Church's Sitting Room designed around her husband's masterpiece, El Khasné, Petra (1874), and Frederic Church's richly appointed painting studio.

Explore the landscape on a walking exploration along Olana’s upper carriage road loop. Learn about Frederic Church’s work as an artist and landscape designer, as well as his engagement with environmental conservation. Along this route, enjoy exquisite, panoramic views of the Hudson River Valley, Catskill Mountains in New York, Berkshire Mountains in Massachusetts, and the Green Mountains of southern Vermont.

A visit to the Thomas Cole National Historic Site provides entry into the world of the man who became the father of American landscape painting and founder of the Hudson River School of Art. Tour the 1815 Federal yellow-brick Main House and visit the historic rooms where the Cole family lived, including the West Parlor where Thomas Cole was married and the upstairs rooms where his children were born and where Cole died in 1848.

Discover the Old Studio where Thomas Cole created many of his major works. The building was restored in 2004 and is now furnished with his original easels and other art-making equipment and tools.       Enjoy an exploration of the formal gardens including a variety of flowers, including hollyhocks, larkspur, poppies, roses, china asters, dahlia, and valerian. Admire the wide variety of fruit trees, including a honey locust that grows close to the front porch of the house. View a small portion of what was once an extensive kitchen garden with vegetables, bush fruit, and grape vines.

Explore this impressive museum, featuring over sixty fire engines on exhibit, as well as numerous examples of firefighting gear, as well as equipment and art, depicting the heroic history of firefighting in New York City. Current exhibits include Touchstone: Remembering the 20th Anniversary of 9-11, which contains artifacts from this tragic event. The exhibit The Romance of Firefighting includes one-of-a kind wooden hand pumpers with original artwork and intricate woodworking, and also features amazing oils on canvas. And don’t miss meeting Molly the Museum dog, the Museum’s resident Dalmatian.

Day 3 - Albany, NY

The city of Albany was discovered by Henry Hudson in 1609 on a failed attempt to find an expedited passage to China for the Dutch East India Company. Today, the capital city of New York welcomes visitors with majestic architecture and grand views of the beautiful Hudson River Valley. Be sure to explore the New York State Museum and the newly renovated State Capitol building, originally built in the late 1800s.

Discover Albany and see what has enticed visitors for over 400 years. Albany is one of the oldest surviving settlements from the original thirteen colonies, and the longest continuously chartered city in the United States. Enjoy a narrated exploration of the city, with stops at the New York State Capitol, Albany Visitors Center, and Albany Institute of History and Art.

Enjoy exploring the New York State Museum, a center of art, science, and history. Established in 1836, it is the oldest and largest state museum in the country and explores New York State’s significant natural and cultural diversity, past and present. From its beginning, the Museum has been home to some of the nation’s leading scientists, with collections that rank among the finest in many fields and total more than 16 million scientific specimens and one million cultural objects.

Indian Ladder Farms is a centennial farm founded in 1916, which boasts over 90 acres of orchards producing over 40 varieties of apples. Enjoy a classic New England autumn past-time at the farm, admire the breathtaking fall foliage, and take home some fresh apples!

Day 4 - Kingston, NY/Hyde Park, NY

When the steamboat debuted in 1807, the Hudson River became a waterway of leisurely travel. Kingston preserves the heritage of the region at the Hudson River Maritime Museum. Kingston is also located in an area of the Hudson River often referred to as "Millionaires Row," replete with palatial estates and grand mansions built by wealthy New York businessmen as a summer retreat.

Due to Hyde Park’s natural beauty and proximity to the city, families such as the Astors and Vanderbilts built weekend homes nearby. The area is most famously known as the birthplace of U.S. President Franklin D. Roosevelt and is the site of the Franklin D. Roosevelt Presidential Library and Museum, as well as his home, Springwood Estate, which is designated as a National Historic Site.

Led by an expert guide, visit the Franklin D. Roosevelt National Historic Site, one of the great historic homes of America. Learn about the fascinating history of this neo-Georgian home, filled with memorabilia of the Roosevelt family and the birthplace of the president in 1882.

Enjoy a self-guided exploration of the FDR Library and Museum, which features exhibits that tell the story of the Roosevelt presidency beginning in the depths of the Great Depression and continuing through the New Deal and World War II, with an emphasis on both Franklin and Eleanor Roosevelt’s relationship with the American people. Special interactives, immersive audio‐visual theaters, and rarely seen artifacts convey the dramatic story of the Roosevelt era.

Historically known as Hyde Park, Vanderbilt Mansion National Historic Site is one of the region's oldest Hudson River estates. For nearly two centuries, this home has been the epicenter to the socially prominent and the elite class of New Yorkers in late nineteenth-century America. Led by your guide, get a glimpse of estate life, the social stratification of the period, and the world of the American millionaire during the era historians refer to as the Gilded Age. Discover the over 200 acres of the original property, including historic buildings, original furnishings, manicured landscapes, natural woodlands, formal gardens and associated documents. Explore the centerpiece of the estate, the mansion, a masterpiece of American Beaux-Arts design by the distinguished architectural firm McKim, Mead & White.

Expand your palette and knowledge of Hudson Valley foods during this informative and delicious cheese and apple tasting. New York state is the fifth largest producer of cheese in the United States, with a long history of dairy farms. The state is also famous for the variety and unique flavors of their apple orchards. Local experts will present a rich variety of cheeses and apples and discuss the history of both in the region. Stroll down the dock and step into a beautiful, hand-build barn to sample the bounty of the Hudson Valley.

On a guided exploration of the Hudson River Maritime Museum and the Wooden Boat School, discover the unique marine history of the Hudson River. Explore the museum which houses unique artifacts from the age of steamships and canal boats to ice sailing and the tugboat industry. Learn about the lighthouses and keepers that kept the traffic on the Hudson River moving. During your excursion, get an introduction to the Wooden Boat School and enjoy a boat building demonstration of half hull lofting. The techniques used and taught in our Wooden Boat School are as old as shipbuilding itself.

Day 5 - West Point, NY

The United States Military Academy at West Point offers visitors the opportunity to walk on the hallowed grounds once traversed by some of the nation's greatest generals. Founded in 1802 by an act of Congress, the Academy has been of significant military importance to America. Tour the West Point Museum and Cadet Chapel, while viewing magnificent vistas of the Hudson Valley from atop the campus grounds.

Discover America’s most notable military academy, considered by George Washington to be the most important military position in America. Its establishment as the United States Military Academy occurred in 1802 when Thomas Jefferson signed legislation to that effect. This guided exploration of the historic grounds of West Point includes Cadet Chapel, Trophy Point, and other stunning areas of campus. Along the way, enjoy breathtaking vistas and magnificent views of the Hudson Valley.

Visit this idyllic setting that brings a piece of Olde New England to Hudson Valley. Enjoy a hayride through the DuBois Family Farms and orchards as you take in colorful Fall scenery. Take home a bag of four apples.

Day 6 - Sleepy Hollow, NY

The riverside town of Sleepy Hollow is forever immortalized in the works of one of the country's first great writers, Washington Irving. The author found inspiration in the Hudson Valley, creating legendary stories like Rip Van Winkle. Today, Irving's country home, Sunnyside, is a National Historic Landmark and welcomes visitors with tales of the man himself.

Take the Scenic Route With These Fall Foliage Cruises

You can hike, you can drive or you can sail to see the best fall foliage the area has to offer. Check out one of these sightseeing cruises that will be sure to impress as your family sets foot aboard a maritime vessel to see the best fall has to offer.

Bear Mountain Sightseeing Cruise Circle Line kicks off the fall season with the return of its annual Bear Mountain sightseeing cruise, featuring on-board Oktoberfest-themed food and drink specials, live music and views of fall foliage as guests cruise up the Hudson River. The eight-hour, 50-mile, round-trip excursion will run every weekend from Sept. 17 – Nov. 13. Passengers will pass by dozens of sites like the 800-foot-tall Hook Mountain, Hudson River Palisades, the Cloisters, George Washington Bridge, Mario Cuomo Bridge and more. There will be live music performances and Oktoberfest-esque food and drink items onboard to keep the fun going all day long. Once passengers arrive at Bear Mountain and disembark from the boat, they will have a few hours to explore the natural landmarks, as well as a wide range of attractions within the park, including various trailside museums, a local zoo and a carousel in the Merry-Go-Round Pavilion. Check out the Bear Mountain Cruise  schedule . Boarding is at 8:30 am for a 9 am departure, and the ship returns at approximately 5 pm.

Fall Foliage Brunch Cruise This cruise offers a mouthwatering buffet while you relax amidst the changing view of the foliage along the Hudson River. You can depart from Highlands or from Pier 11 in NY on select days from Sept. 24 – Nov. 12. En route for 3 – 5 hours, see Sandy Hook Bay, the Verrazano Bridge, New York Harbor, the George Washington Bridge, the Cloisters, the Palisades, Hastings-on-the-Hudson, Tarrytown, Ossining, Croton Point, Haverstraw, Stony Point and West Point.

Fall Foliage Cruise to Cold Spring, NY Cruise along the tree-lined Hudson River to historic Cold Spring, NY, aboard a Seastreak catamaran. Enjoy a gourmet meal and boutique shopping in this historic, 1800s village main street. You can stay the weekend in Cold Spring or nearby Beacon, NY. This all-day cruise is available on the weekends from Sept. 16 to Nov. 13 and includes the stopover.

Fall Foliage Lunch Cruise Board the boat from Lincoln Harbor Marina in Weehawken at around 11:30 am for a 3-hour sail. The Majestic Princess makes its way up the Hudson River, passing by George Washington Bridge, the Little Red Light House and more.

New York City Fall Foliage Lunch Cruise Take the scenic route up the Hudson River, past the George Washington Bridge, where you can bask in the hues of autumn without leaving the city. A freshly prepared buffet will be paired with seasonal cocktails and live onboard entertainment. Plus, you can play interactive games and hang out at the rooftop bar. Board at Pier 61 in Chelsea Piers, NY. Remaining dates are Oct. 15 and 22.

West Point Tour & Fall Foliage Cruise Travel to the United States Military Academy via a luxury Seastreak catamaran and join a tour of the facility. While on the boat, you’ll have lunch while listening to narration by the host. When you arrive at the campus, you will board a tour bus with a professional guide who will bring you to all the must-see locations! The all-day activity on Fridays, Saturdays and Sundays through November brings nature and history to life!

Whether you're fascinated by American history, culture and cuisine, or you've enjoyed river cruising in Europe but are now looking to explore closer to home, U.S. river cruises are an easy and enjoyable vacation option.

Choose from two main waterways for your U.S. river cruise: the Mississippi River — which flows through nine states from St. Paul, Minnesota, to New Orleans — or the Columbia and Snake rivers in Oregon and Washington. Some cruise lines also venture onto three smaller, lesser-known rivers: the Ohio, the Cumberland and the Tennessee. You can also explore New York's Hudson River on a fall foliage cruise.

Your choice of cruise line is equally limited. Just two companies offer multiple itineraries on U.S. rivers. American Cruise Line sails all the waterways mentioned above, while Viking offers itineraries solely on the Mississippi. Additionally, Lindblad Expeditions has introduced a food-and-wine-centric river cruise on the Columbia and Snake rivers.

American Cruise Lines' 8-night Music Cities Cruise

From Memphis blues and Elvis Presley's "Blue Suede Shoes" to Kentucky bluegrass and New Orleans jazz, American Cruise Lines' eight-night Music Cities Cruise sails you through a chronology of the U.S. music scene. You'll traverse three rivers (the Mississippi, Ohio and Cumberland) en route from Memphis to Nashville, or vice versa.

In Tennessee's two famous music cities, you'll have a chance to visit Elvis Presley's Graceland, stroll blues club-lined Beale Street and check out the Grand Ole Opry. You'll also visit Paducah, Kentucky, and Dover and Clarksville in Tennessee, where experiences include whiskey and bourbon tasting, tours of landmark art murals and, of course, Civil War history.

While cruising, you'll enjoy nightly entertainment that celebrates the region's musical heritage. American Cruise Lines offers this itinerary on four ships from April to October 2024, 2025 and 2026. Three of the ships — American Melody, American Symphony and American Serenade — are 180-passenger modern river ships launched in 2021, 2022 and 2023, respectively. The fourth, American Splendor, is a 180-passenger paddlewheeler that debuted in 2016.

Viking's 14-night America's Great River Cruise

Want the total Mississippi experience? You can cruise the entire length of this mighty river as you visit 14 cities in seven U.S. states on Viking's two-week sailing.

Available three times a year (in July, September and October), the America's Great River cruise begins in Minnesota (either St. Paul or Red Wing) and concludes in New Orleans, allowing you to experience an intricate tapestry of American history and culture.

There's eagle spotting in Red Wing and agricultural innovation in Quad Cities, Iowa. You'll enjoy Mark Twain lore in Hannibal, Missouri, and architectural landmarks, such as the soaring Gateway Arch, in St. Louis. As you cruise the lower Mississippi, you'll delve into civil rights history in Memphis; Civil War battles and historic architecture in Mississippi's Vicksburg and Natchez; Cajun and Creole music in Baton Rouge; and the legendary culinary treats and jazz of New Orleans.

All sailings are aboard the 386-passenger Viking Mississippi. Launched in 2022, it's currently the largest river ship in the U.S. and features three restaurants and an aft infinity pool.

American Cruise Lines' 8-Night Columbia & Snake River Cruise

If your vacation preferences favor mountain landscapes, wine tasting and pioneer lore, consider American Cruise Lines' eight-night Columbia & Snake River Cruise . You'll explore the Pacific Northwest from Portland, Oregon, to Clarkstown, Washington (or vice versa).

On the Pacific end of your voyage, you'll visit Astoria, Oregon — the oldest American settlement west of the Rocky Mountains. This coastal city at the mouth of the Columbia River is known for its Victorian homes, wineries, brew pubs, and Lewis and Clark heritage. Next, from Kalama, Washington, you can join an excursion to visit the remnants of the area around Mount St. Helens, which suffered a devastating eruption in 1980.

In The Dalles, you can enjoy a sommelier-led tasting of Columbia Valley wines, visit Multnomah Falls or get adventurous on a river kayak tour. During a call on Richland, Washington, you can admire the scenic beauty around the confluence of the Columbia and Snake rivers at Sacajawea State Park. More wine tasting or outdoor adventure awaits on the way to Clarkstown.

Miscalculation Led to Escalation in Clash Between Israel and Iran

Israeli officials say they didn’t see a strike on a high-level Iranian target in Syria as a provocation, and did not give Washington a heads-up about it until right before it happened.

Israel was mere moments away from an airstrike on April 1 that killed several senior Iranian commanders at Iran’s embassy complex in Syria when it told the United States what was about to happen.

Israel’s closest ally had just been caught off guard.

Aides quickly alerted Jake Sullivan, President Biden’s national security adviser; Jon Finer, the deputy national security adviser; Brett McGurk, Mr. Biden’s Middle East coordinator; and others, who saw that the strike could have serious consequences, a U.S. official said. Publicly, U.S. officials voiced support for Israel, but privately, they expressed anger that it would take such aggressive action against Iran without consulting Washington.

The Israelis had badly miscalculated, thinking that Iran would not react strongly, according to multiple American officials who were involved in high-level discussions after the attack, a view shared by a senior Israeli official. On Saturday, Iran launched a retaliatory barrage of more than 300 drones and missiles at Israel, an unexpectedly large-scale response, if one that did minimal damage.

The events made clear that the unwritten rules of engagement in the long-simmering conflict between Israel and Iran have changed drastically in recent months, making it harder than ever for each side to gauge the other’s intentions and reactions.

Since the Oct. 7 attack on Israel by Hamas, an Iranian ally, and Israel’s subsequent bombardment of the Gaza Strip, there has been escalation after escalation and miscalculation after miscalculation, raising fears of a retribution cycle that could potentially become an all-out war.

Even after it became clear that Iran would retaliate, U.S. and Israeli officials initially thought the scale of the response would be fairly limited, before scrambling to revise their assessment again and again. Now the focus is on what Israel will do next — and how Iran might respond.

“We are in a situation where basically everybody can claim victory,” said Ali Vaez, the Iran director of the International Crisis Group. “Iran can say that it took revenge, Israel can say it defeated the Iranian attack and the United States can say it successfully deterred Iran and defended Israel.”

But Mr. Vaez said: “If we get into another round of tit for tat, it can easily spiral out of control, not just for Iran and Israel, but for the rest of the region and the entire world.”

This account of these tense weeks is gleaned from interviews with U.S. officials, as well as officials from Israel, Iran and other Middle Eastern states. All of them spoke on the condition of anonymity to discuss sensitive matters they were not authorized to reveal publicly.

Planning for the Israeli strike in Syria started two months earlier, two Israeli officials said. The target was Mohammad Reza Zahedi, the commander for Syria and Lebanon of Iran’s elite Quds Force, a branch of the Islamic Revolutionary Guards Corps.

About a week beforehand, on March 22, the Israeli war cabinet approved the operation, according to internal Israeli defense records that summarized preparations for the strike and were viewed by The New York Times. The Israeli military did not comment on the internal assessment.

Those records also outlined the range of responses from Iran that the Israeli government expected, among them small-scale attacks by proxies and a small-scale attack from Iran. None of the assessments predicted the ferocity of the Iranian response that actually occurred.

From the day of the strike, Iran vowed retaliation , both publicly and through diplomatic channels. But it also sent messages privately that it did not want outright war with Israel — and even less so with the United States — and it waited 12 days to attack.

American officials found themselves in an odd and uncomfortable position: They had been kept in the dark about an important action by a close ally, Israel, even as Iran, a longtime adversary, telegraphed its intentions well in advance. The United States and its allies have spent weeks engaged in intensive diplomacy, trying to tamp down first the expected Iranian counterattack, and now the temptation for Israel to reply in kind.

When it came this past Saturday night, Iran’s show of force was significant, but Israel, the United States and other allies intercepted nearly all of the missiles and drones. The few that reached their targets had little effect. Iranian officials say the attack was designed to inflict limited damage.

U.S. officials have been telling Israeli leaders to see their successful defense as a victory, suggesting that little or no further reply is needed. But despite international calls for de-escalation , Israeli officials argue that Iran’s attack requires yet another response, which Iran says it would answer with still more force, making the situation more volatile.

“The question now is how does Israel respond in a way to prevent Iran from rewriting the rules of the game without provoking a new cycle of state-on-state violence,” said Dana Stroul, a former top Middle East policy official at the Pentagon who is now at the Washington Institute for Near East Policy.

In fact, Israeli leaders came close to ordering widespread strikes in Iran on the night Iran attacked, according to Israeli officials.

Israeli officials say the Oct. 7 attack by Hamas, which caught them by surprise, changed the ground rules of regional conflict. To its enemies, it was Israel’s bombing and invasion of Gaza that did that, and it led to increased rocket fire by Hezbollah, Iran’s proxy in Lebanon. That in turn drew heavy fire from Israel.

The Israeli airstrike in Damascus killed seven Iranian officers, three of them generals, including Mr. Zahedi. In the past, Israel had repeatedly killed Iranian fighters, commanders and nuclear scientists, but no single strike had wiped out so much of Iran’s military leadership.

By March, the relationship between the Biden administration and Israel had grown increasingly fraught, as Washington criticized the Israeli assault in Gaza as needlessly deadly and destructive — “over the top,” as President Biden put it.

Then came the Israeli strike in Damascus. Not only did the Israelis wait until the last minute to give word of it to the United States, but when they did so, it was a relatively low-level notification, U.S. officials said. Nor was there any indication how sensitive the target would be.

The Israelis later acknowledged that they had badly misjudged the consequences of the strike, U.S. officials and an Israeli official said.

Defense Secretary Lloyd J. Austin III complained directly to Israel’s defense minister, Yoav Gallant, in a call on April 3, U.S. officials said, confirming an earlier report by The Washington Post. Mr. Austin said that the attack put U.S. forces in the region at risk, and that the lack of warning had left no time to ratchet up their defenses. Mr. Gallant had no immediate comment.

The vulnerability of thousands of U.S. troops deployed in the Middle East became all too clear earlier in the Israel-Hamas war, when Iranian-backed militias fired on them repeatedly, killing three and injuring more than 100. Those attacks stopped in early February only after retaliation by the United States and ominous warnings to Iran.

The night of the Damascus strike, Iran’s Ministry of Foreign Affairs summoned the Swiss ambassador in Tehran to convey Iran’s outrage to Washington, along with the message that it viewed the United States, Israel’s primary backer, as accountable for the attack.

Using Oman, Turkey and Switzerland as intermediaries — Iran and the United States do not have formal diplomatic relations — the United States made clear to Iran that it had not been involved and that it did not want war.

The Iranian government went on an unusually open and broad diplomatic campaign, spreading the word that it saw the attack as a violation of its sovereignty that required retaliation.

The government publicized that it was exchanging messages with the United States and that Foreign Minister Hossein Amir Abdollahian was speaking with representatives of countries in the region, high-level European officials and leaders of the United Nations.

On April 7, Mr. Abdollahian met in Muscat, Oman, with his Omani counterpart, Badr Albusaidi. Oman is one of the main intermediaries between Tehran and the West. The Iranian message at that meeting, according to a diplomat briefed on it, was that Iran had to strike back but that it would keep its attack contained, and that it was not seeking a regional war.

Before and after that meeting there was a whirlwind of phone calls between Gen. Charles Q. Brown Jr., chairman of the Joint Chiefs of Staff; Secretary of State Antony J. Blinken; Mr. Biden; Mr. Austin; Mr. Sullivan; their counterparts in Israel, China, India and Iraq; NATO allies; and others, officials said.

The Biden administration did not think it could dissuade Iran from attacking at all, a U.S. official said, but hoped to limit the scale .

Mr. Blinken talked to senior Israeli cabinet members, assuring them that the United States would help defend against an Iranian attack, and urging them not to mount a rash counterstrike without weighing all considerations.

American and Israeli intelligence agencies worked closely together, with help from Jordan and other Middle Eastern countries, to learn what they could about Iran’s intentions.

Intermediaries and allies told the United States and Israel that Iran planned to hit military sites and not civilian targets, U.S. and Israeli officials said.

Iran’s message was that it would temper its attack so as not to elicit an Israeli counterstrike, Israeli and Iranian officials said. But in reality, the Israelis said, Iran was expanding its attack plans, and wanted at least some of its weapons to penetrate Israel’s defenses.

Initially, Israel’s military and intelligence services expected Iran to launch no more than 10 surface-to-surface missiles at Israel, an attack they code-named “Late Foliage.” By the middle of last week, they realized Iran had something much bigger in mind, and the Israelis increased their estimate to 60 to 70 surface-to-surface missiles. Even that turned out to be too low.

On Wednesday, Mr. Biden publicly reinforced what he and his aides had repeatedly said: Despite friction with Prime Minister Benjamin Netanyahu, the American commitment to defending Israel from attacks was “ ironclad .”

Still, the Biden administration also redoubled its diplomatic efforts to head off a confrontation, and Iranian officials said their government fielded calls last week urging restraint from countries across Asia, Europe and Africa — an effort they described as frantic.

Turkey, relaying an Iranian message, told the United States that Iran’s attack would be proportionate to the Damascus strike, according to a Turkish diplomatic source. Mr. Abdollahian, Iran’s foreign minister, told state television the day after the Iranian barrage that Iran had given its neighbors 72 hours’ notice of the attack, though the specifics of that warning are unclear.

Israeli officials say that, thanks in part to international cooperation, they had a good idea in advance of Iran’s targets and weapons. The Israel Defense Forces evacuated families from some air bases and moved aircraft out of harm’s way.

The U.S. military coordinated aerial defense efforts with Israeli, British and French forces as well as — crucially — those of Jordan, which lies between Iran and Israel. The United States and Israel had been working quietly for years with friendly Arab countries to develop a regional air defense system with shared detection and alerts. The effort picked up steam after several drone attacks against Saudi Arabian oil facilities in 2019.

News of the first wave of the Iranian attack on Saturday, consisting of 185 relatively slow drones, spread worldwide hours before any of them reached Israel. The three dozen cruise missiles Iran launched later were much faster, but the biggest challenge was Iran’s ballistic missiles, which traveled several times as fast as the speed of sound. Iran fired 110 of them, posing the first major test of Israel’s anti-ballistic missile defense system.

American, British, French, Israeli and Jordanian warplanes and air defense systems shot down most of the drones and missiles before they reached Israel. Only 75 entered Israeli airspace, where most of those were shot down, too, Israeli officials said. The attack did only minor damage to one air base, and only one serious injury was reported.

Throughout the strike, Iran’s Foreign Ministry and the Revolutionary Guards kept open a hotline to Oman’s government, to pass messages back and forth with the United States, Iranian officials said.

At 3 a.m., the Swiss ambassador in Tehran was summoned again — not to the Foreign Ministry, the usual practice, but to a Revolutionary Guards base, according to an Iranian and a U.S. official. She was asked to convey a message that the United States should stay out of the fight, and that if Israel retaliated, Iran would strike again, harder and without warning.

Iran cast its barrage against Israel as a measured, justified act that should not lead to escalation.

“We carried out a limited operation, at the same level and proportion to the evil actions of the Zionist regime,” Maj. Gen. Hossein Salami, commander in chief of the Revolutionary Guards, said on state television. “These operations could have been a lot larger.”

Mr. Biden told Mr. Netanyahu in a call that Israel’s successful defense had demonstrated its technical superiority, according to John F. Kirby, a spokesman for the National Security Council.

“The president urged the prime minister to think about what that success says all by itself to the rest of the region,” Mr. Kirby said on Monday.

But in interviews, Israeli officials described the attack in far more dire terms, in part because of its sheer scale. They emphasized that this was a sovereign nation, from its own soil, attacking Israel directly, and not through proxies abroad.

Israel’s war cabinet had ordered the military to draw up plans for a wide-ranging set of strikes against targets in Iran in the event of a large-scale Iranian attack. After news came of the Iranian launches on Saturday, some leaders argued behind closed doors that Israel should retaliate immediately.

Waiting, they said, would allow international pressure for Israeli restraint to build, and could let Iran think that it had set new ground rules for the conflict, which Israel considered unacceptable. Among the leaders making that argument, according to three Israeli officials, were Benny Gantz and Gadi Eisenkot, former military chiefs of staff who were in the Parliamentary opposition to Mr. Netanyahu’s right-wing government and are usually considered less hawkish, but who joined the war cabinet last fall.

The Israeli Air Force was ready to carry out the order, but it never came. On Saturday night, after Mr. Netanyahu spoke with Mr. Biden, and because the damage was limited, the war cabinet postponed a decision, and more postponements followed.

The world is still waiting to see what Israel will do.
