NAIA Terminal 3 Guide: Everything You Need to Know

Arriving to or departing from Ninoy Aquino International Airport? Here's what you need to know about NAIA Terminal 3, one of its four terminals.

The terminal has the capacity to handle about 13 million passengers per year. It has 24 gates and 140 check-in counters.

It is connected to Newport City via a 0.22 -kilometer long footbridge and hosts both international and domestic flights.

The terminal has four levels and a parking garage that is connected to the main terminal:

NAIA Terminal 3 is located along the Pasay-Paranaque border. It is close to various hotels, fast-food chains, and other commercial establishments.

Commuting Directions

You may ride a bus with a "MIA" signboard on EDSA. Alight on the Airport Road and take a jeepney bound to Nichols.

There are also jeepneys going to Nichols/Terminal 3 at EDSA Taft Rotonda.

If you're coming from Eastwood City, you may take the bus operated by Citylink Coach Services. It takes its passengers straight to the terminal.

Alternatively, you may take a cab. Fares depend on where you are coming from.

Departure Hall Protocols

The departure hall in NAIA Terminal is located on the second floor. Here's a step-by-step guide on what to do when flying out from this terminal.

1. Security Check

Before entering the facility, prepare your passport and ticket. An officer will inspect these documents before you proceed to the x-ray machine.

Make use of the porter services if you are carrying heavy or several bags.

2. Travel Tax Payment

Proceed to the TIEZA counters just beside the check-in desks. This is where you pay travel tax amounting to PHP 1,620.

You will have to show your passport and ticket to the officer. Keep the receipt as you will need this later on.

Take note that only passengers taking international flights have to complete this step.

3. Check-In

Present your passport, ticket, and travel tax receipts. This is where you should drop your check-in luggage.

Usually, passengers have to check in at least an hour before their flight.

International passengers may want to come earlier just to be safe.

Once done, the officer will give you your boarding pass containing the boarding time. Take note of the gate number assigned to you.

4. Immigration

Before proceeding to the immigration counters, fill out a departure form.

Head towards the Bureau of Immigration window with your passport, boarding pass, and departure card.

Expect the officer to ask you questions related to your travel. This is why it's also important to bring important travel documents with you. The office will stamp your passport once done.

5. Security Check... Again

A final security check is required before you proceed to the boarding gate. Your hand-carry will be going through an x-ray and metal detector again.

6. Boarding

Be attentive once you're at the boarding gate. You will hear announcements regarding boardings as well as change of gates and boarding times. After your flight number is called, line up and prepare your boarding pass and passport.

Arrival Hall Protocols

The arrival hall is in the ground floor of NAIA Terminal 3. Take note that there are no tubes used at the terminal on deplaning for domestic travel.

Passengers should board shuttle buses to and from the boarding gates instead.

1. Immigration

After deplaning, head towards the immigration counters and line up. Present your passport and customs form and have the former stamped.

2. Baggage Carousel

Head towards the ground floor to get your checked-in bags from the baggage carousel. The conveyor belts have labels showing your flight number.

Go to the customs counter after collecting your luggage. This is where you should submit your customs form. If you have nothing to declare, your bag doesn't have to undergo inspection.

Head over to the passenger waiting area, where your fetcher, family, or friends are waiting. You may also request porter services to help you with your things.

Ever wondered how much the travel tax Philippines is? Traveling outside the Philippines can be an exciting adventure, but it often comes with various considerations, including the travel tax. If you’re planning a trip abroad, it’s essential to understand what this tax is about, who needs to pay it, and how much it costs.

What is travel tax philippines.

The Philippine travel tax is a levy imposed on individuals departing from Philippine airports for international destinations. This tax is collected to generate revenue for the country’s tourism infrastructure and related projects.

The requirement to pay travel tax is applicable to:

1. Filipino citizens. 2. Taxable foreign passport holders. 3. Non-immigrant foreign passport holders who have resided in the Philippines for over a year.

How Much is the Philippine Travel Tax?

The amount of travel tax in the Philippines varies depending on the passenger’s class of travel and destination. As of the latest information available, the rates are as follows:

• First class passengers: PHP 2,700
• Economy class passengers: PHP 1,620

If you are qualified, you may apply for Reduced Travel Tax (RTT), which is a tax reduction program designed to lower the cost of travel for eligible individuals. There are two types of RTT, namely standard and privileged.

Standard Reduced Travel Tax

As per the Tourism Infrastructure and Enterprise Zon Authority (TIEZA) , the following individuals may apply for standard reduced travel tax.

• Minors (from 2 years and one (1) day to 12th birthday on date of travel)
• Accredited Filipino journalist whose travel is in pursuit of journalistic assignment
• Those authorized by the President of the Republic of the Philippines for reasons of national interest

The standard reduced travel tax for first-class passengers is PHP 1,350, and for economy passengers, it is PHP 810 .

Privileged Reduced Travel Tax

The privileged reduced travel tax is exclusively available to dependents of Overseas Filipino Workers (OFW), namely:

• Legitimate spouse of an Overseas Filipino Worker (OFW)
• Unmarried children of an OFW, whether legitimate or illegitimate, who are below 21 years of age
• Children of OFWs with disabilities even above 21 years of age.

The privileged reduced travel tax for first-class and economy-class passengers is PHP 400 and PHP 300 , respectively.

How to Avail of the Reduced Philippine Travel Tax

To help you get started applying for RTT, here’s a general step-by-step guide.

Step 1: Understand the criteria for eligibility for RTT and determine whether you pass for the standard or privileged reduced travel tax.

Step 2: Gather all necessary supporting documents to prove your eligibility. Depending on your eligibility, the requirements can vary. Check the complete details here – Reduced Travel Tax | Tourism Infrastructure and Enterprise Zone Authority (tieza.gov.ph)

Step 3: If you have not yet purchased your airline ticket or made any travel arrangements, you can apply for the RTT in advance online as long as you have all the requirements already. Do note that filing for RTT online is limited to those who have not yet purchased their airline ticket and have not yet paid the full travel tax rate. Online RTT applications submitted after 5 P.M. or on weekends are processed on the next working day.

If you have already purchased an airline ticket and prefer to pay your RTT at the airport, proceed to step 4.

Step 4: Arrive at the airport or designated government office where travel tax payments are processed. Look for the travel tax counter or designated personnel.

Step 5: Present your supporting documents to the personnel at the travel tax counter. This will verify your eligibility for the reduced travel tax rate.

Step 6: Pay the reduced travel tax amount applicable to your category. The personnel will inform you of the exact amount to be paid based on your eligibility.

In case you have paid for the full travel tax amount despite being eligible for RTT, TIEZA advises you to apply for a refund of the excess travel tax paid ON-SITE at any TIEZA Travel Tax Office or airport counter.

Step 7: Once the reduced travel tax is paid, you will receive a receipt or clearance indicating that the tax has been settled. Keep this document safe, as you may need it during your travel.

Step 8: With the reduced travel tax paid and clearance obtained, proceed with your travel plans as usual.

Philippine Travel Tax Discounts for Senior Citizens and PWDs

Under current laws, senior citizens and PWDs are entitled to a 20% discount on the travel tax and terminal fee. 

Who Is Exempted From Travel Taxes in the Philippines?

There are certain categories of individuals who are exempt from paying travel tax in the Philippines. They are the following:

• Foreign Diplomatic and Consular Officials and Members of their Staff
• Officials, Consultants, Experts, and Employees of the United Nations (UN) Organization and its agencies
• United States (US) Military Personnel including dependents and other US nationals with fares paid for by the US government or on US Government-owned or chartered transport facilities
• Overseas Filipino Workers (OFW)
• Filipino permanent residents abroad whose stay in the Philippines is less than one (1) year
• Philippine Foreign Service Personnel officially assigned abroad and their dependents
• Officials and Employees of the Philippine Government traveling on official business (excluding Government-Owned and Controlled Corporations)
• Grantees of foreign government funded trips
• Bona-fide Students with approved scholarships by appropriate government agency
• Infants (Up to second birthday on date of travel)
• Personnel (and their dependents) of multinational companies with regional headquarters, but not engaged in business, in the Philippines
• Balikbayans whose stay in the Philippines is less than one (1) year
• Family members of former Filipinos accompanying the latter

Where to Pay Philippine Travel Tax

Passengers can settle their travel tax at designated counters in Philippine airports before departure. These counters are typically located in the international departure area of the airport.

How to Pay Philippine Travel Tax Online?

If you plan to pay the Philippine travel tax, here is a guide that provides step-by-step instructions on how you can do it.

Step 1: Go to the official website of the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) – Tourism Infrastructure and Enterprise Zone Authority (tieza.gov.ph)

Step 2: Look for the Travel Tax section on the top of the page beside the About Us tab.

Step 3: Within the Travel Tax section, select Pay Travel Tax Online .

Step 4: Click on the MYEG icon on the laptop photo. The link should direct you here – Online Travel Tax Services System (tieza.online)

Step 5: Fill out the form with the required details.

Step 6: Proceed and select your preferred payment method. This could be through e-wallets, online bank transfers, or credit/debit cards.

Step 7: Follow the prompts to complete the payment process.

Step 8: After successful payment, make sure to keep a copy of the payment confirmation for your records.

How Much is the Terminal Fee in NAIA?

The terminal fee at Ninoy Aquino International Airport (NAIA) varies depending on the terminal and the type of flight. As of 2023, the NAIA charges PHP 300 for domestic flights and PHP 750 for international flights.

NAIA TERMINAL 3 GUIDE: What to Do Before an International Flight

If you’ve flown out of the country before, then you’re probably familiar with the whole pre-flight thingamajig. But if it’s your first time,  read on as I discuss in detail the whole check-in and boarding processes so you could breeze through them.

One of the biggest mistakes that you will make if you’re flying to any other foreign destination is to assume that everything would go well exactly like how it does with domestic flights. Many travelers who have flown domestically before make that mistake and it results in stress caused by trying to beat the time and sometimes missing the flight altogether.

The check-in process for international flights is very similar to domestic in many ways but there are also many differences. For starters, you need to be at the airport at least 2 hours before the scheduled departure time for international flight as opposed to 45 minutes for domestic. This is because there are additional steps and paperwork that need to be done before anyone is allowed to board the plane.

WHAT'S COVERED IN THIS GUIDE?

What to Do Upon Check-in

Once we were sure we had all the important items with us, it was time to check in. Here’s the step by step guide.

• Pay the Travel Tax.  IDEALLY, the travel tax and departure fee are already included when you book your ticket, so please check your ticket. But there are times when it isn’t the case. If not sure, check-in first. The check-in agent will tell you if you still need to settle the tax. It’s P1,620 per person.
• Check in ! Present the Departure Card together with the Travel Tax receipt, printed ticket and passport to the check-in agent. If you’re checking in baggage, make sure they have locks. The Agent will give you your boarding pass.
• Get a copy of an Immigration Form (aka Departure Card).  Often, there are copies at the check-in counter. If not, you may proceed to the Immigration Area and get one there. Guards will check your boarding pass upon entry. Accomplish one copy per person. You will need the exact address of your hotel here.
• Proceed to the Immigration Booths. Philippine passport-holders have lines separate from foreigners, so make sure you’re in the right queue. When it’s your turn, give your passport to the Officer, who may or may not ask questions.
• Final security check. Remove all gadgets and metal items (including belts and coins) from your body. Remove your shoes only when instructed.

After the final security check, head to the Pre-Departure Area. Check your boarding pass to see what gate you should go to. You should be fine here. All you need to do now is wait for the boarding call.

Things to Bring to the Airport

Whenever I travel abroad, I always have a checklist of items I MUST NOT forget. This is also why it is important to go to the airport early, like 2-3 hours before the flight. This allows you time to sit down and check your things. And in case you forgot something awfully important at home, you still have time to go back and get it. Allow me to share with you my checklist.

• Passport – The last thing you want to happen is to unintentionally leave your passport at home.
• Printed Flight Itinerary/Tickets – Make sure you print out the tickets. When I fly domestic, I usually just show the check-in agent the tickets on my phone. They accept it. But for international flights, you will be showing your tickets too many times (check-in counter, travel tax counter, departure fee counter, immigration, etc) that it would be impractical and ridiculously annoying to whip out your phone every step of the way. A printed ticket will make it a lot easier for you and the people who will check it. Besides, a piece of paper does not need to be charged.
• Company ID – Immigration Officers sometimes ask for a company ID as a proof that you would return to the Philippines and would not seek employment opportunities in your destination country.
• DSWD Clearance – Only when I’m traveling with my nephew or niece and their parents are not joining the trip.
• Credit card – Some airlines require a copy of the credit card used when the tickets are booked online. You might also need it as a safety net in case you run short of cash. Some hotels also ask for credit card for deposit.
• Travel Itinerary – Make a clear plan of what you want to do and write them down. In case the Immigration Officers pick you for a random check, a printed itinerary will help convince them that you will really go to your destination to tour and nothing else.
• Hotel address and contact number – You will need it. If you’re traveling with a kid or someone who doesn’t speak English (or the language spoken in the country you’re visiting), give them the address and contact number of the place you are staying in. In case they get lost, it will be easier for them to find their way to you. You will also need the hotel address when filling out immigration forms.
• A Pen – Yes, the humble pen is important. You will be accomplishing forms.

There’s a reason why teams competing at the Amazing Race all have a fanny pack with them. Though they might look unfashionable, they are absolutely helpful.

How to Avoid Being Offloaded

Aside from the items above, there may be other documents that you need to prepare depending on your situation or background. We created a separate post for it.

During the Flight

At one point on board the plane, flight attendants will distribute  arrival cards  to all passengers. Accomplish it immediately to save time. Here’s an example of an Arrival Card. This one is for Hong Kong.

Don’t forget to fill out these forms because you will have to present it at the Customs/Immigration booths in the country you’re visiting.

Frequently Asked Questions

Since a lot of people are asking, I’m adding this section and it covers both counters here in the Philippines and those in your destination. Every country has their own Immigration rules. Some require visas from Filipino visitors, others don’t. Some have stricter rules, others don’t. It is important that you know these rules and requirements before your flight.

But here are some frequently asked questions that I thought I could answer. Again, I can’t be too sure but I’m only relying on experience.

• Do I need to have a hotel reservation before my flight?  It is BEST to always book accommodations first before your flight. You will be required to indicate the address of your hotel on your departure and arrival cards, and Immigration officers on both sides sometimes ask for hotel reservation. Even when I’m backpacking across more than one country, I usually make sure I have at least booked accommodations on my first night in the next country I’m visiting. Again, you could go there without prior preservations but if you want to avoid the hassles of getting asked too many questions and the stress that comes with it, better book in advance.
• I’ll be staying at a friend’s house, do I need an invitation letter? If you could produce one, go ahead. They might just ask for one if they deem necessary. You will be asked to indicate your “address abroad” so make sure you have that. To be on the safe side, be sure you have your friend’s contact number, too.
• Is there a show money? How much do I need to have for them to let me through? I have never been asked to show money. I have never been picked for a random inspection or questioning but I know people who have been. My pocket money depends on the destination country. Some are more expensive than others. For example, the cost of living in Singapore is definitely higher than in Thailand. In countries like Singapore, Hong Kong, and Malaysia, I usually bring USD400 for a 4-day trip, USD500 for a week-long trip. But that’s way more than I actually spend. In cheaper countries like Cambodia and Thailand, I allot USD50 per day. Again, that has a big allowance.

1. At Changi airport, I exchange just enough pesos to SG dollars to get me through the day. 2. When I have the chance, I would exchange more money at Mustafa or other changers with better rates.

Hi, I am a first time flyer and we will go to Hong Kong on July to spend our vacation with my fiancee. It will absolutely be my first time to step in the airport. I already have all the travel documents and beside, we will only spend 12 days in Hong Kong. However, I want to know if it’s okay that I don’t have any dollars? But my fiancee have and he’s the one holding our money and cards, we will be travelling together. Have you heard such case? Do you think the immigration offices would stop me from flying? Magkasabay naman po kami sa flight. Also, is it necessary na may hotel receipt na agad? Balak kasi namin pag dating nalang sa HK maghahanap ng hotel para mas adventurous daw.

Hi Kalai! Usually, they don’t ask tourists to show how much money they have or even ask about it. They just check your passport, some times your airline tickets, and ask standard questions like:

– Who are you traveling with? – How long will you be staying? – WHERE will you be staying?

They only ask more in very “special” occasions, like, when they do random questioning or when they suspect you’re not entering their country for leisure purposes/business trips.

That said, I strongly encourage you to book hotels even before the trip. Departure cards and immigration forms that you will need to fill out before facing the immigration ask you to indicate the exact address of the hotel or house where you will stay. If you leave this field blank, you might be giving the Immigration officer a reason to ask MORE questions. But that’s just my two cents.

It’s always best too book a hotel ahead of time. The Immigration is gonna need the exact address of the hotel. :)

Yes, Son, you need exact address of the hotel or place you want to stay. The officer ask me @ NAIA and you need it to for the departure card. I just been to Thailand last week. Got awed by Amazing Thailand! Better go to Khaosan Road in Bangkok for affordable place if you’re planning for long stay. I stayed there! Cool and lively place!

Your passport serves as your ID but to be on the safe side, bring another ID kahit school or company ID. Sorry to hear about what happened to you.

Hi Jan, the Immigration officers won’t need a copy of your credit cards. The check-in agent of the airline MIGHT ask for it if you booked your ticket online and yes the numbers have match. You don’t have to worry because they WILL NOT keep the photocopy; they’ll just look and give it back to you. :)

Hi piyen, You will have a big problem with the airline co and immigration if your name in the ticket is not the same with your passport. I would suggest that you get a new passport , any way you have time to change your passport(Express Php 1,250), you need only authenticated NSO marriage cert.. Another option is to change the name at the ticket. Some airlines allow this for a fee but not all airlines. Hope this help you.

Oh, I’m not sure. Usually, airlines require that when you book an international flight ticket with them, you should use the name in your passport.

It’s a month-long itinerary. I already booked hotels. Do I have to give them the full list? Or can I just show them the Vietnam part since I’m directly flying there from NAIA.

Hi Alia! Longest is a month so far. Thailand, Cambodia, Laos, and Vietnam. (Would have been 2 months but I had to cut it short for budget reasons but I’ll continue the trip in January.)

Anyway, better prepare and print out EVERYTHING (hotel reservations if you have already booked them, plane tickets, and tour itineraries) but just give them the Vietnam part. Present the rest if (and only if) they ask for it to keep it short. Actually, when I left for my month-long trip, they didn’t even check my return ticket or hotel reservations. They just asked if I was going there for business or pleasure, and I answered “pleasure”!!! Haha

I’m surprised that you booked hotels already. I usually just book hotel in my first city coz I usually end up extending in one city, cutting short my stay in another, skipping some altogether, and messing up my itinerary, ahhaaha.

Hi Lee! I dunno how strict Canadian Immigration is. The experience I had related to it was in Singapore. I brought my laptop and they asked me to open in and turn it on. After logging in and the desktop image appeared, the Immigration Officer was already satisfied and let me through. I guess they just wanted to check if it was indeed a laptop. But they were very nice and kind. Nothing terrifying. I was scared, though. Haha

When exchanging your Philippine peso to the currency of the country you are visiting, it is better to bring the country’s currency. I suggest you exchange a few peso in Sm or Czarina they have good rates. You will have to call a day before when you want to buy in bulk. You will find better rates in case you want to purchase more in the malls near the hotels you are staying at rather than the arrival airport of the country you are visiting

Just wanna ask, what if I made a booking in one of the backpacker’s hostel in SG but no hard copy (e.g. receipt or printed document stating I’m booked) about it. Does the immigration need one or simple address and contact number of the hostel will do? And about the itinerary, does it need to be printed (from a tour guide company even when you’re not traveling with a tour guide) or simple plan for the day (handwritten) can suffice the immigration?

No you need not fill up any card in any airport that you travel through unless you are checking out your luggages and checking in a different airline

A photocopy/scanned copy of the credit card you used is enough. They won’t keep the copy, don’t worry. They’ll just check and then give it back to you. :)

Hello! Stumbled on your blog today and I would like to share something.

In your list of valid IDs to present, perhaps you can add the employee ID? On my first trip outside the country the immigration officer at NAIA asked for my employee ID. I didn’t bring it with me because I didn’t want to risk losing it in another country. It became a bit of a problem since the officer was really looking for proof of my employment. My guess is that she wants proof that I will go to Singapore as a tourist only and not to find work illegally. I offered to give my calling card, which has the company logo. Fortunately, she accepted the calling card and allowed me to proceed.

Since then I’ve always brought my employee ID with me when traveling, kahit local destinations lang. Maybe other first-time travelers can learn from my experience. :)

Hi Eden, by the time you travel to HK, you won’t have any company ID with you. Be sure though to bring an ITR with you to show that you have earned enough to support yourself for a leisure tour.

I’m a freelancer and it was my first time to travel abroad last month. SInce I don’t have a company ID with me, the IO asked me a lot of questions like: “Ano tinapos mo? Saan ka nag-aral? Patingin ng school ID? May government IDs ka ba? Magkano kinikita mo?, etc…”

The key really is to be confident and to show the IO that you have money to support yourself. In my case,I have my ITR with me so the IO immediately saw my earnings. After I answered (with confidence) all of her questions, I was through.

Hi. I’m also a freelancer. I work as a freelance tutor. I don’t have a company ID and ITR since my earnings fall to the minimum wage line. But I have worked before as a teacher and have enough savings. All I can show them is my joint account with my mother and my personal savings account. Just wanna share. I visited Macau/HK alone last jan27 until feb5. It was my first time to travel abroad. Luckily, the IO was very approachable and I was able to answer his questions honestly. What I brought with me were: passport, certs of employment and leave, invitation letter coming from my brother who is working in macau and Php 15, 000.00 pocket money.

Hi Xhai and Ros, as a freelancer I used to travel a lot without a company ID. I just tell them what my work is. Usually, di naman na nila hinihingi after ko iexplain, but one time I had to show a certificate of employment from my clients to prove I’m employed.

If hindi ka employed kasi in between jobs, just explain that to the officer. Dito magiging useful ung travel history mo talaga.

scenario: I book a free flight (MNL – BKK) using getgo points. Then they asked to pay 881 pesos (terminal fee)… Upon checking the itinerary there’s no amount indicated. No PH Travel tax – 1,620

Now: I booked (BKK – MNL) , itinerary include Passenger Service Charge – TH = THB 700

My friend says that the 700 baht is my travel tax , There’s no need to pay 1,620 going to BKK.

I already called the cebu pacific regarding this they said that I still need to pay 1,620.

But to answer your question, now it’s best to pay the travel tax first, then check-in, then fill out the departure card, then go to Immigration.

Hi Joan, best to tell the truth that you will be visiting your husband. Hindi rin kasi believable ang 4 weeks na vacation in 1 place lang.

Di ko alam ano lahat mga dapat dalhin pero dala ka na rin ng proof that your husband lives there.

Please note na visa-free lang ang Malaysia if yung stay ay 30 days or shorter. If longer, need na ng visa.

Philippine Airports – Terminal Fee, Travel Tax & Flights Guide

Philippine terminal fee + travel tax

Here’s a lowdown on fees that you might have to pay at airports in the Philippines. Followed by helpful tips about individual airports.

What is the terminal fee? Do I need to pay at the airport?

You need not worry about the terminal fee if you are arriving at any airport in the Philippines. The terminal fee should already be included in the flight ticket price upon booking for both domestic and international flights.

The airport terminal fee or “Philippine passenger service charge” (DPSC) is an airport tax/exit fee for passengers departing from airports in the Philippines. Overseas Filipino workers (OFWs) are exempted from paying the terminal fee. The terminal fee ranges from P50 to P220 per person for domestic flights or P600 to P1,135 per person for international flights.

What is PH Travel Tax?

The Philippine travel tax is a fee for Filipinos traveling abroad. The full travel tax is P1,620 for passengers on economy class plane tickets and P2,700 when flying first class. You need not worry about the travel tax if you’re a foreigner traveling in the Philippines on a short visit or simply transiting as this fee only applies to citizens of the Philippines, permanent resident aliens, and non-immigrant aliens who have stayed in the Philippines for a period of not less than one year. You can check TIEZA’s website for the full details on PH travel tax exemptions and reduced fees.

PH Travel Tax Online Payment

Selected airlines including Cebu Pacific offer the option of paying the Philippine Travel Tax online on their website. This is highly recommended if you want to skip lining up at the airport. You can also pay the travel tax online on the  TIEZA Online Travel Tax Payment System (OTTPS) website.

The Manila Airport is the busiest airport and the main international gateway to the Philippines. Commonly referred to as “NAIA” or Ninoy Aquino International Airport, it is located in the cities of Pasay and Parañaque, within the Metro Manila area in Luzon Island (Northern Philippines).

If you are headed to Boracay, you can either take a 1-hour shuttle or bus to Caticlan Jetty Port, where you can find ferries that go to Boracay Island. You can find them outside the arrivals area or book the trip online easily.

Puerto Princesa Airport, located in Palawan, is located right within city proper. Puerto Princesa has a small city center, so getting around usually takes 15-minutes or less. There are shuttle vans stationed near the arrivals area that can take you directly to El Nido and other towns on the island. Or, go on a tricycle from the arrival area or airport exit gate to get to your destination in the city.

How do I know if the terminal fee is included in the airline booking?

Check the breakdown of taxes and fees on your booking receipt or when booking the flight ticket. The terminal fee is usually labeled as PH Passenger Service Charge, Domestic Passenger Service Charge or International Passenger Service Charge. There’s usually also a corresponding Aviation Security Fee (ASF) and separate Value Added Tax for the terminal fee.

Do I still need to pay the terminal fee, even after paying the travel tax?

Yes, the terminal fee and travel tax are separate fees. If you’re not exempted, then you need to pay both.

Do I need to pay the terminal fee and travel tax when I arrive in the Philippines?

The airport terminal fee and Philippine Travel Tax does not apply to arriving passengers.

If you have a single journey ticket, I’m not sure if you have to pay, but if you are changing airlines or if you’re required to check-in for your next flight then you may have to pay the international terminal fee. The Philippine travel tax is mostly for Philippine residents.

Hello Gloria,

If you are required to pay the PH travel tax, you may have to pay this fee for every departure regardless of the time between your flights. It is charged specifically for every plane ticket. You can read more info about it at http://tieza.gov.ph/travel-tax/ .

As far as I know, Philippine citizens pay PH travel tax for every international departure, kahit same day pa yung pag uwi mo and travel international ulit.

PH Passenger Service Charge – PHP 491.07 – is this the terminal fee?

This I believe is the PH airport terminal fee. There should be another item called the “PH PSC Value Added Tax: 58.93,” which usually amounts to P58.93. So, the total is the P550 terminal fee.

This terminal fee should be refundable for OFWs with OEC.

Air Passenger Departure Tax – PHP 770.59 – is this the travel tax?

This is a HK$120 fee charged in Hong Kong, not in the Philippines.

P1,620 po yung travel tax per person for economy class tickets. Sa airport po yan binabayaran. Kung galing ka Manila Airport, hindi na kelangan mag bayad ng terminal fee sa airport kase nabayaran na po yan sa ticket.

Yung embarkation card before arriving in Singapore, usually dini-distribute po yan during the flight. Sakali wala sa flight mo, naka lagay lang yan sa immigration checkpoint sa Singapore.

If you are departing from Manila. There is no terminal fee charged at the airport. The fee is already paid for when you bought the ticket.

You don’t need to pay the terminal fee when you arrive in the Philippines. If you’re flying out of Davao, you need to pay the terminal fee at the airport. If you’re flying from Manila, no need to pay. The fee is already included in the ticket price. See the list of terminal fee prices above.

Does he need to pay travel tax fee, P1,620? He has 9a/Tourist Visa, non-immigrant but stays here in Philippines since 2015 and only do tourist visa extension every 2 mos to stay legally here.

There seems to be a bit of a confusion (mix up) here … Under “Airport terminal fee” you wrote: “You do not have to pay the terminal fee if you are on a flight from Manila, Caticlan (Boracay), or a domestic flight from Cebu.” and again under “Popular Philippine Airports” you wrote: Cebu-Mactan (CEB) Domestic – Included in flight ticket. International – P750. But … under “Mactan–Cebu International Airport (CEB)” you wrote: “The Cebu Airport passenger terminal fee is P750 per person for domestic flights. If you are on an international flight, you do not have to pay the terminal fee since it should already be paid for / included in the plane ticket price, at the time of booking.” This is the total opposite of the first two. So which is correct? Also if you go international but is required to change plane, like Cebu to Manila, then Manila to Bangkok, do you have to first pay Domestic then International terminal fees or do you pay the International terminal fee twice? Once in Cebu (750) and again (as included in ticket) in Manila?

The first one is correct. Thanks for pointing out the error Luigi.

Just did a mock online booking for a Cebu-Manila-Bangkok flight, only the P750 PH international terminal fee shows up on the receipt. So, you might have to pay the terminal fee (for international flights) ONLY ONCE & it’s already included in the total price, upon purchase. This assumes that the whole journey is on a single plane ticket, and not two separate tickets.

If you booked a Cebu – Manila flight ticket, and another Manila – Bangkok flight ticket … You might have to pay the domestic terminal fee in Cebu, and international terminal fee in Manila. Both should already be included in the total price, upon purchase. So, you don’t need to pay at the airport. If both flights are on the same airline, on the same day, best to ask the airport/airline staff if you can get a refund for your Cebu-Manila terminal fee… If they are on different airlines & on different dates, you will need to pay both.

You only pay the international terminal fee once.

The “travel tax” commonly mentioned on this page is the Philippine Travel Tax . It mostly applies to Philippine citizens traveling abroad and foreigners on long-term PH visa.

If you are visiting the PH for a short time, you shouldn’t need to worry about it. It is paid at the airport not when you book your flight online anyways.

Those fees you mentioned are probably mandatory airport/gov’t fees. So yes, you may need to pay all of them.

You only need to pay the terminal fee is it’s not already included in the ticket fare (on purchase). All airlines have started to include terminal fee in the price of the ticket recently.

There is a new point-to-point/direct bus from Manila Airport – Terminal 3 to Clark Airport operated by Genesis Bus Company.

I haven’t taken it yet but news sites report that they are initially charging promo rates. Regular rates are:

Very expensive travel tax and terminal fee but you cannot see any progress here in Philippines. Everywhere you go, there is fee! Unlike in other countries they are not collecting any terminal fee fee from customer.

Hi Trisha, all airports around the world charge terminal fees and taxes, you just don’t notice it because it’s already included in the airfare. As for the travel tax for international Pinoy travelers, PH Gov’t should really make an exception for ASEAN flights, which will encourage more intra-regional tourism activities/spending.

All airports charge a terminal fee. Most airports in the world charge way more than any airport in the Philippines. They just include the terminal fee in your ticket price so you don’t see it. In any case, for international flights from Mactan Cebu, purchased since 1st September this year, they have the terminal fee included in the ticket price now.

Philippine Travel Tax (11 Commonly Asked Questions)

The Philippine Travel tax has become one of the most reliable sources of funding for the government.

In fact, 50 percent of the total travel tax collected is retained by TIEZA. TIEZA or Tourism Infrastructure and Enterprise Zone Authority replaced the PTA or Philippine Tourism Authority.

The CHED (Commission on Higher Education) gets 40 percent of the collected tax and the National Commission For Culture and the Arts get the remaining 10 percent of travel tax collected.

1. What is the Philippine Travel Tax ?

Philippine travel tax is a levy imposed by the Philippine government on individuals who are leaving the Philippines irrespective of the place where the air ticket is issued and form or place of payment.

2. Who Must Pay The Travel Tax?

• Citizens of the Philippines
• Taxable Foreign Passport Holders
• Non-immigrant foreign passport holders who have stayed in the Philippines for more than one (1) year

3. Which Philippine government agency has the power to collect Travel Tax?

The TIEZA or Tourism Infrastructure and Enterprise Zone Authority is the government agency mandated by law to collect the travel tax.

4. What is the Travel Tax For?

The Philippine Travel Tax was originally imposed to curtail unnecessary foreign travel and to conserve foreign exchange. Later, the tax was used to generate much-needed funds for tourism-related programs and projects. It is recognized that tourism promotion alone is not enough to attract tourists to the Philippines. Adequate tourism facilities and infrastructures need to be provided for the growth of the tourism industry. The Travel Tax plays an important role in funding the development and maintenance of these tourism facilities and infrastructures to enhance the countries competitiveness as a major tourism destination.

5. Are those exempted from paying travel tax also exempted from paying terminal fee?

Under the law, only the following are exempted from paying terminal fee

• OFW (Overseas Filipino Worker)
• Pilgrims endorsed by the National Commission of Muslim Affairs
• Athletes endorsed by the Philippine Sports Commission
• Others authorized by the Office of the President

6. How Much Is The Travel Tax?

Under the law, the rate for a 1st class passenger is 2,700 pesos and the rate for economy class is 1,620 pesos. This rate is the full travel tax.

7. Where to pay Travel Tax in the Philippines?

The Following Companies operating in the Philippines are delegated to collect the tax upon issuance of tickets: 1. Airline Companies 2. Shipping companies 3. Travel agencies

For tickets issued outside the Philippines or for internet-booked tickets, pay the travel tax directly at 1. TIEZA Travel Tax Offices 2. Travel Tax Counter at major international airports like NAIA or Mactan-Cebu international airport or Clark International Airport.

Guidelines on Arriving Travelers

All persons and baggage are subject to search at any time. (CMTA Sec. 222-223)

All goods, when imported from any foreign country, including those previously exported from the Philippines, shall be subject to duties and taxes, except when specifically exempted. (CMTA Sec. 104)

All Travelers bringing in goods with a value of Ten Thousand Pesos (P10,000.00) or below shall not pay duties and taxes. (CMTA Sec. 423)

All Filipino Citizens are entitled to duty and tax exemption for personal effects and household goods sent or brought in balikbayan boxes or baggage, three (3) times in a calendar year. The total value of all availments must not exceed One Hundred Fifty Thousand Pesos (P150,000.00). Provided, the goods are not in commercial quantities or intended for barter, sales, or hire. (CMTA Sec. 800 [g])

Each Traveler is entitled to duty and tax (VAT and excise) free importation of two (2) reams of cigarettes or 50 sticks of cigars or 250 grams of pipe tobacco, and two (2) bottles of liquor with a total value of less than Ten Thousand Pesos (P10,000.00) or less. (CAO 01-2017)

Failure to declare any dutiable goods will subject the Traveler to payment of duties and taxes plus a surcharge of Thirty Percent (30%) based on the total landed cost of the goods. (CMTA Sec. 1404)

Foreigner or Filipino traveler, Returning Residents, or Overseas Filipino Workers. (CMTA Sec. 800 [f, g, h])

Brand new personal effects and goods for personal use needed during the stay in the Philippines, but are not in Commercial quantity. (CMTA Sec. 800 [h])

Yes, provided that they are limited to one of each kind and the total value of which does not exceed One Hundred Fifty Thousand Pesos (Php 150,000.00). (CMTA Sec. 800[f])

Balikbayan Boxes are packages of personal effects, goods for personal use and/or “pasalubong” or gifts sent or brought in by Filipinos from abroad for their families or relatives in the Philippines. (CMTA Sec. 800 [g])

Non-commercial goods or goods not in commercial quantity strictly for personal use only, such as: wearing apparel, clothing, foodstuff/canned goods, gadgets for personal use; the value of which must not exceed Php 150,000.00. Goods in commercial quantities or for commercial purposes found in balikbayan boxes are subject to duties and taxes. (CMTA Sec. 800 [g])

To avail of the Duty and Free privilege, it must be supported by a Tax Exemption Indorsement from the Department of Finance-Revenue Office. Personal and household goods including wearing apparel, goods of personal adornment, toilet goods, instruments related to one’s profession except luxury items, vehicles, watercrafts, aircrafts, and animals purchased in foreign countries. (DOF Revenue Operations Manual – Mabuhay Lane)

Yes, except if the good’s value has increased by repair, replacement or reconditioning. (CMTA Sec. 800 [u])

• When Duty and Tax are due on Imported Goods
• Except as otherwise provided for in this Act or in others laws, all goods, when imported into the Philippines, shall be subjected to duty upon importation, including goods previously exported from the Philippines. (CMTA Sec. 104)
• Prohibited Goods
• Written or printed goods, negatives or cinematographic films, photographs, engravings, litographs, objects, paintings, drawings or other representation of an obscene or immoral character;
• Materials advocating or inciting treason or rebellion, insurrection, sedition against the Government of the Philippines;
• Abortion paraphernalia
• Adulterated or misbranded food or drugs;
• Counterfeit goods; and
• Goods manufactured in whole or in part of gold, silver or other precious metals or alloys and the stamp, brand or mark does not indicate the ACTUAL FINENESS of quality of the metals or alloys.
• The following goods shall be imported or exported only after securing necessary goods declaration or export declaration, clearances, and other requirements, prior to importation or exportation.

GENERAL CLEARANCE PROCEDURE FOR TRAVELER

• Upon arrival, the Traveler or Crew shall submit a Customs Baggage Declaration Form to the Customs Examiner with the baggage.
• If baggage is tagged X by X-Ray personnel, the same shall be subject to 100% physical examination by the examiner. 
• If the goods are taxable, duties and taxes shall be collected. 
• Travelers shall pay duties and taxes to the Customs Cashier.
• Customs cashiers shall issue the official Bureau of Customs Receipt (BCOR).
• After payment the Traveler shall present the BCOR to the Customs Examiner. Thereafter he/she is cleared from Customs.

Specific Clearance Procedure for Travelers bringing goods for re-export.

• Upon arrival, the Traveler or Crew shall submit the Customs Baggage Declaration Form (CBDF) to the Customs Officer, together with the goods subject to re-exportation.
• The Traveler or Crew shall fill out the Re-exportation Commitment (RECF).
• The Customs Examiner shall reflect the findings in the CBDF & RECF , proceed with the assessment and affix his or her signature on the REC.
• The Traveler or Crew shall post sufficient security for the release of the dutiable goods.

RETURNING RESIDENTS AND OFWs DUTY AND TAX PRIVILEGE

Want a hassle-free purchase from abroad.

You may buy and bring these items into the Philippines without clearance from Food and Drug Administration (FDA) only if they are:

a.) FOR PERSONAL USE; and

b.) WITHIN THE ALLOWED QUANTITY

These may be brought to the Philippines through passenger baggage, balikbayan boxes or parcels through mail or delivery services.

*Items with quantity beyond the specified limits will be seized and forfeited in favor of the government. Those within the specified limit shall be allowed without FDA-DOH clearance subject to payment of customs duties, when necessary.

Hi everyone! I'm finally leaving tomorrow and I'm a little nervous! I just wanna ask those who've traveled recently about NAIA Terminal 3 (Manila Airport)'s Travel Tax and Terminal Fee payment procedures. I have read in the news that they have begun including them in airline ticket prices since Feb 2015. Checked mine and it does have PH Travel Tax and Passenger Service Charge (LI) which I assume is the terminal fee.

Question is am I all set or do I still have to go to Travel Tax/Terminal Fee counters? Or should I just go straight to my airline and check in? Flying Delta btw. Thank you so much for your help!

No need to pay for terminal fee it is included on the ticket. And for the travel tax, you can go there before or after check-in but I prefer to check-in first.

Hi everyone! I'm finally leaving tomorrow and I'm a little nervous! I just wanna ask those who've traveled recently about NAIA Terminal 3 (Manila Airport)'s Travel Tax and Terminal Fee payment procedures. I have read in the news that they have begun including them in airline ticket prices since Feb 2015. Checked mine and it does have PH Travel Tax and Passenger Service Charge (LI) which I assume is the terminal fee. Question is am I all set or do I still have to go to Travel Tax/Terminal Fee counters? Or should I just go straight to my airline and check in? Flying Delta btw. Thank you so much for your help!

MANILA, Philippines – A fire that broke out Monday, April 22, in the parking lot extension of the Ninoy Aquino International Airport (NAIA) damaged 19 vehicles.

M ANILA, Philippines — The chairs in the Terminal 3 of the Ninoy Aquino International Airport’s (NAIA) arrival area will be removed next month.

Eric Ines, general manager of the Manila International Airport Authority (MIAA), on Monday said he ordered the removal to avoid the presence of unwanted personalities in the area.

“Kasi po, ‘yung po, merong mga hindi naghahatid o hindi nagsusundo e nakaupo lang po doon. Nakaistambay lang po doon at marami po ‘yung mga tao na ‘di namin kilala na wala naman pong talagang rason. Eh, nagso-solicit lang po ng kung ano-anong kalokohan po doon,” Ines said over radio dwPM.

“Babawasan din po namin (ang chairs). Meron naman pong mauupuan sa departure. Pero sana po, i-limit na lang po natin ‘yung matagal na paghatid, lalo na po ‘yung salubong. Minsan, isa lang ang dadating, halos lima o anim ang sasalubong,” he added.

Numerous cars at Ninoy Aquino International Airport  Terminal 3 were reazed as a fire broke out in the open parking lot.

The Manila International Airport Authority (MIAA) received reports of a fire at past 1 p.m. on April 22.    

The Rescue and Firefighting Division of the MIAA declared the fire out at 1:57 p.m.

In an interview with TeleRadyo Serbisyo, MIAA General Manager Eric Ines said that no person was injured in the accident, however, 19 vehicles were damaged. He noted that the wind and dry grass caused the fire to quickly spread.

As of writing, the cause of the blaze is still being investigated by the airport authority and the Bureau of Fire Protection.

Ines added that the razed open area is a pay parking owned by a private concessionaire.

MIAA also reported that the incident did not affect the airport's operations as the open parking lot was far from Terminal 3.
