This is the tourism chapter of The Civil Society Assessment of the 2004-2010 Medium Term Philippine Development Plan (MTPDP) produced by the Caucus of Development NGO Networks (CODE-NGO). The overall project assessed the performance of the Philippine Government relative to the MTPDP targets, and examined the responsiveness of the MTPDP framework to the development agenda of basic sectors and civil society. The paper finds that the MTPDP’s implied approach to poverty reduction from tourism tends to limit the scope and breadth of tourism’s poverty reduction effect to the priority tourism destinations and their vicinity. Nor does the Plan integrate the concerns for environmental sustainability and community involvement and empowerment. Forms of tourism such as ecotourism, agritourism and cultural tourism end up being treated by both DOT and the other government agencies as niche activities that are peripheral to their main activities. Recommendations are given to introduce a broader agenda for Philippine tourism based not only on growth, but also on equity and sustainability. From a single-minded focus on expanding the Philippine tourism industry, a multi-pronged program is recommended to also promote tourism as a complementary or alternative (where appropriate) development strategy for reducing poverty, promoting sustainable resource management, and empowering disadvantaged groups around the country.

The paper examines tourism in the Philippines, a South East Asian nation which has yet to reach its potential as an international destination. Conditions in the country are analysed and possible reasons for its relatively poor performance are discussed. Various barriers to development are identified, but political circumstances emerge as a key consideration whereby instability in assorted manifestations has impeded the operation of the industry, investment and policy making. While experiences of destination development are distinctive, the particular example offers insights into general processes and underlying dynamics.

The Philippines, through tourism, aspires to become a stronger player in the integrated travel industry of today. Yet, the country realizes that in order to do so, it must conserve, protect and strengthen the cultural, historical and natural resources upon which the Philippines draws its unique competitive advantages. All these in a manner that can be sustained for the benefit and enjoyment of future generations of Filipinos. This book, a collection of research papers funded by the Philippine APEC Study Center Network (PASCN), reflects the scope and complexity of sustainable tourism development. The various papers also mirror the complexity of sustainable tourism development and hint at the multidisciplinary approach that this mode of tourism needs to succeed. Each paper applies a different disciplinary framework to its particular tourism problem: economics, sociology, anthropology, environmental science, management science, human resources development, and others. Each paper also provides a unique academic angle on sustainability and tourism.

Dixie County • Has significant potential for Nature & Cultural Heritage Tourism
Tourist Development Council (TDC) • Composition – Prescribed by State Law (Elected Officials and representatives from lodging, attraction and restaurant businesses) • Appointed by County Commissioners • Purpose – Develop Tourist Development Plan and recommend prioritized list of tourism development spending
Appointed by the governing board (BOCC) Chair of BOCC or governing board member designated by chair 2-members elected municipal officials of which (1) of these must be from most populous municipality in the county 6-members shall be persons who are involved in the tourist industry Not less than(3) nor more than (4) shall be owners or operators of motels, hotels, recreational vehicle parks, or other accommodations in the county Nine Member Council
Why Consider a Tourist Development Tax? Help expands economic development TourismIS economic development • Provide a revenue source to fund tourism promotion other than use of Ad Valorem taxes • Widespread acceptance by visitors throughout the state – 59 of Florida’s 67 counties
Approval of Tourist Development Tax • Florida Statue Section 125.0104 • Must be adopted by the County Commissioners as an ordinance • Subsequently, approved by a majority of the voters at the November election • Tax collection, if approved by voters, would begin two months after elections
Tourist Development Tax • What is taxable? • Who pays it? • How is it collected? • How will the money be used?
What is taxable & What is not • What is taxable: Rentals for less than 6 months involving hotels, motels, condos, RV and campgrounds • What is not taxable: Food and beverage, phone calls, beds and gate entrance fees to attractions
Who Pays the Tax? • Primarily paid by visitors to Dixie County • Tourists, Winter Residents and Visitors who rent accommodations for less than six months
Collection of Tourist Development Tax • Put on customer’s bill regular sales tax • Vendor receives dealer collection allowance • Vendor remits tax to Florida Dept. of Revenue • Dept. of Revenue returns money to Dixie County Monthly
With Tourist’ Dollars, WE CAN • Attract tourist • Advertising & Marketing (Pure Water Wilderness & Original Florida) • Fishing Piers • Facilities • Events – Promotion of existing ones and developing new ones • Host softball tournaments, fishing tournaments, bicycling and birding events
Tax Rate and Projected Collections • Commissioners have the option of a 1% or 2% tax should opt for 2% • As tourism grows, revenues would increase
Benefits of Tourism Development Tax • Economic Development – JOBS, JOBS, JOBS • Marketing of Nature & Heritage attracts the least intrusive and most affluent visitors • Promotion achieved without spending local taxpayers money
VOTE YES • Let visitors to the area put their 2-cent in and help Dixie County • Vote “YES” for adoption of the Dixie County 2% Tourism Development Tax • Promote Dixie County as a tourism destination

Riga renounces Moscow Suburb name in move to shed soviet echoes
O n the eve of Russia's Victory Day, celebrated on May 9, the authorities in Riga have decided to rename the district on the right bank of the Daugava river. The area formerly known as Moscow Suburb, situated in the heart of Latvia's capital, will be changed.
The city's urban development commission stated that these changes are part of the ongoing efforts to eliminate names tied to the Soviet occupation.
The Moscow Suburb in Riga will be renamed
“There will be no more names in Riga glorifying Moscow. There will be no more Moscow Suburb as a name either,” the vice mayor of Riga, Edvards Ratnieks, announced.
The district, known so far as Moscow Suburb (or Maskachka), represents one of the oldest areas of Riga, located along the eastern route towards Moscow. In its vicinity is a notable building reminiscent of a Stalinist palace, the Latvian Academy of Sciences.
The Moscow Suburb will shed its name, which suggests Russian influence, and revert to its historical name, Latgale Suburb.
Another step in Latvia moving away from pro-Russian names
Local television LSM recalled that last year, Latgale Park and Latgale Street had their historical names restored after being named after the Russian capital. Latgale is a historical region located in the eastern part of Latvia.
Following the authorities' decision, the name Latgale Suburb will soon be updated in the national and municipal cartographic and geospatial information systems.
