Union Cabinet expansion: Can Prahlad Singh Patel buck the trend?

Transport Bhavan, the HQ of the Union Tourism Ministry, has seen 11 ministers since the new millennium. No tourism minister has remained in office for more than three years. Modi Government 1.0 had seen heads at Transport Bhavan changing three times in five years. Now with a rejig impending, will we see a new tourism minister at the helm of affairs?

“In the last nine years, we have placed special emphasis on developing the entire ecosystem of tourism in the country”

“The motto of India’s G20 Presidency, ‘Vasudhaiva Kutumbakam’ – ‘One Earth, One Family, One Future’ can itself be a motto for global tourism”

“You must visit the festival of democracy in the mother of democracy”

The Prime Minister, Shri Narendra Modi addressed the G20 Tourism Ministers’ Meet held in Goa via video message today.

Addressing the gathering, the Prime Minister invoked the spirit of Incredible India and said that the tourism ministers rarely get a chance to be tourists themselves even though they are handling a sector worth over two trillion dollars globally. Noting that the G20 Tourism Ministers’ Meet is taking place in Goa, one of the major tourist attractions in India, the Prime Minister urged the dignitaries to take out some time from their serious discussions and explore the natural beauty and the spiritual side of Goa.

The Prime Minister said that India’s approach to tourism is based on the ancient Sanskrit verse ‘Atithi Devo Bhavah’ which means ‘Guest is God’. Shri Modi emphasized that tourism is not just about sightseeing but it is an immersive experience. “Be it Music or Food, Arts or Culture, the diversity of India is truly majestic”, the Prime Minister continued, “From the high Himalayas to dense forests, dry deserts to beautiful beaches, adventure sports to meditation retreats, India has something for everyone.” The Prime Minister informed that India during its G-20 presidency is organizing nearly 200 meetings in 100 different locations all over the country making every experience different from the other. “If you ask your friends who have already visited India for these meetings, I am sure that no two experiences will be alike”, he added.

The Prime Minister underlined that India’s efforts in the tourism sector are centered on preserving its rich heritage while creating a world-class infrastructure for tourism. Noting that India attracts pilgrims of every major religion of the world, the Prime Minister emphasized the development of spiritual tourism as one of the focus areas. He informed that the infrastructure upgrade in the eternal city of Varanasi, one of the major spiritual centers, led to a ten-fold increase in pilgrims taking the number to 70 million today. He also underlined that India is creating new tourist attractions and gave the example of the Statue of Unity, the tallest statue in the world, which attracted about 2.7 million tourists within a year of its inauguration. In the last nine years, the Prime Minister said, we have placed special emphasis on developing the entire ecosystem of tourism in the country. “From transport infrastructure to the hospitality sector to skill development, and even in our visa systems, we have kept the tourism sector as a focal point of our reforms”, Shri Modi said. He highlighted that the hospitality sector has great potential for employment generation, social inclusion and economic progress while employing more women and youth compared to the other sectors. The Prime Minister expressed happiness that India is also recognizing the relevance of the tourism sector for the speedy achievement of Sustainable Development Goals.

The Prime Minister highlighted that the five inter-connected priority areas of Green Tourism, Digitalization, Skill Development, Tourism MSMEs, and Destination Management reflect the priorities of India as well as the Global South. Shri Modi suggested greater use of emerging technologies like artificial intelligence and augmented reality to drive innovation and highlighted that India is working towards artificial intelligence enabling real-time translation of various languages spoken in the country. He expressed confidence that collaboration among governments, entrepreneurs, investors and academia can accelerate such technological implementation in the tourism sector. The Prime Minister also suggested working together to ease business regulations for tourism companies and assist them in increasing their access to finances and investing in skill development.

“Terrorism divides but Tourism unites”, the Prime Minister remarked. He said that tourism has the potential to unite people from all walks of life thereby creating a harmonious society. Shri Modi expressed happiness that a G20 Tourism dashboard is being developed in partnership with UNWTO which will be a first-of-its-kind platform bringing together best practices, case studies and inspiring stories. The Prime Minister expressed confidence that the deliberations and the ‘Goa Roadmap’ would multiply the collective efforts to realize tourism’s transformative power. “The motto of India’s G20 Presidency, ‘Vasudhaiva Kutumbakam’ – ‘One Earth, One Family, One Future’ can itself be a motto for global tourism”, he added.

The Prime Minister highlighted the upcoming Sao Joao Festival in Goa and said that India is a land of festivals. Referring to the General Elections to be held next year, the Prime Minister urged the dignitaries to witness the festival of democracy in the mother of democracy where nearly a billion voters will be taking part for over a month re-affirming their abiding faith in democratic values. “With more than a million voting booths, there will be no shortage of places for you to witness this festival in all its diversity”, the Prime Minister said. He concluded the address by extending an invitation to visit India during the festival of democracy.

Cuba names tourism minister to be first PM since 1976

  • Copy Link copied

HAVANA (AP) — Cuban President Miguel Diaz-Canel on Saturday named Tourism Minister Manuel Marrero Cruz as the country’s first prime minister since 1976 — a nomination quickly confirmed by the country’s parliament.

Marrero, 56, has been tourism minister for 16 years, presiding over a rise in visitors and a hotel construction boom that has made tourism one of the most important sectors of the Cuban economy.

Diaz-Canel cited Marrero’s experience in negotiating with foreign investors as one of his prime qualifications, according to state media.

The position of prime minister was held by Fidel Castro from 1959 to 1976, when a new constitution changed his title to president and eliminated the post of prime minister.

Castro and his brother Raúl held the presidential post along with Cuba’s other highest positions, like Communist Party leader, until this year, when Raúl Castro stepped down as president and a new constitution divided the president’s responsibilities between Castro’s successor, Miguel Diaz-Canel, and the new post of prime minister.

The new constitution envisions the prime minister as responsible for the daily operations of government as head of the Council of Ministers.

The prime minister has a five-year term and is nominated by Diaz-Canel and approved by the National Assembly, which unanimously approves every proposal put before it, with one known exception in recent history.

Marrero Cruz was named to his former post by Fidel Castro and saw tourism grow to one of the country’s largest earners of hard currency, alongside nickel mining and the dispatch of doctors and other professionals on government contracts overseas. Cuba welcomed 4.3 million tourists this year, fewer than hoped for but more than double the 2 million who arrived the year Marrero Cruz was named tourism minister.

In recent years Marrero Cruz has worked closely with Gaesa, the military-linked conglomerate that dominates tourism and many of the island’s other key sectors, including import/export and retail sales. Even as demand has slackened and Cuba’s economy has stalled, Gaesa and contractors like French construction firm Bouygues have been rapidly building thousands of new hotel rooms, most destined to be managed by Spanish hospitality companies and other foreign partners.

Arturo López-Levy, a Cuba expert at Holy Names University in California, said Marrero Cruz had proven himself an agile builder of consensus among Cuba’s most powerful forces.

“His work until now has been to build coalitions, to win agreement among the Communist Party, the armed forces and the government in the implementation of projects,” López-Levy said.

Bahamas Names Acting Director General of Ministry of Tourism

The Bahamas Ministry of Tourism has named a new Acting Director General, under the leadership of Tourism Minister and Deputy Prime Minister Chester Cooper.

Bahamian business professional Latia Duncombe has been appointed to the position, succeeding former Director General Joy Jibrilu.

“Latia Duncombe is a distinguished executive in marketing and sales, and we are confident she will bring invaluable oversight while further propelling The Bahamas as a leading destination,” Cooper said in a statement. “ADG Duncombe will help me lead in the execution of our robust strategic growth plans for tourism and investments, as outlined in our Blueprint for Change.”

Duncombe, a native of Abaco, most recently served as senior executive and head of sales and marking for Rubis Bahamas and Rubis Turks and Caicos Limited.

She holds an MBA with Merit from the University of Liverpool, an Associates of Arts in Accounting with Distinction from the Bahamas Baptist Community College and is an Affiliate of the Chartered Management Institute.

“I am honored to represent the people of The Bahamas in continuing to drive a healthy tourism economy in our great island nation,” Duncombe said in a statement. “These recent years have been challenging as we navigate the ongoing COVID-19 pandemic, but we look toward a more prosperous future with many accomplishments to celebrate in the months and years ahead.”

The Ministry of Tourism has also announced the appointment of Dr R. Kenneth Romer as Deputy Director General, filling the senior post in its leadership team after Duncombe’s appointment.

Dr. Romer has held a leadership position in the Ministry since 2019, serving as executive director overseeing airlift, cruise, yachting, visitor safety and several other areas.

“Dr. Romer brings deep expertise across critical sectors that will be invaluable as he steps into this important role,” Cooper said. “He is no stranger to the Ministry team, and will no doubt continue to make significant contributions as we bring our country back to pre-pandemic prosperity and growth.”

In a statement, Romer called the current period “a pivotal turning point for tourism.”

“While the past two years have been a challenge, I’m confident in the path forward and am thrilled to bring my expertise to our country as Deputy Director General,” he said.

Minister bartlett named among global icons of tourism.

tourism minister name

KINGSTON, Jamaica; April 13, 2022 : Jamaica’s Minister of Tourism, Hon. Edmund Bartlett has been recognized among 50 global icons of travel and tourism “who have innovated and created new benchmarks in the travel, aviation, tourism, hospitality and allied sectors.”

This latest accolade for Minister Bartlett is recorded in a book written by veteran journalist and Secretary General of the powerful Pacific Area Travel Writers Association (PATWA), Sagar Ahluwalia.

In 2018 PATWA awarded Mr. Bartlett Minister of the Year for Sustainable Tourism, adding to the numerous awards conferred on him over 40 years of public service. In 2017 he was accorded Caribbean Tourism Minister of the Year at the Caribbean Travel Awards.

In global icons of travel and tourism, Mr. Bartlett is recognized as having positioned tourism “as a catalyst for economic growth and the transformation of communities” and establishing the five networks (Gastronomy; Shopping, Attractions and Transportation; Health and Wellness; Sports and Entertainment; and Knowledge) to fuel growth.

Mr. Bartlett has also initiated the Tourism Linkages Network (TLN) within the Ministry to strengthen sustainable linkages between tourism and other sectors of the economy. The TLN is a division of the Tourism Enhancement Fund and is governed by a Council comprised of public and private sector leaders.

“The region has also benefited from the minister’s innovative thinking, as he views other Caribbean and Latin American destinations not as Jamaica’s competitors but as partners that can use their combined tourism offerings to attract more visitors to experience multi-destination tourism,” states the citation which identifies him as “an ardent proponent of public private partnerships (PPPS), which he considers essential to the sustainable development of the tourism industry.”

Mr. Bartlett was first appointed Minister of Tourism in 2007, serving until December 2011.  Subsequently, as a member of the Shadow Cabinet, he travelled the world forging alliances with strategic partners for global initiatives which he has been implementing since returning to the helm of the Ministry of Tourism in 2016.

Hailed as one of the world’s leading Tourism Ministers, Mr. Bartlett has represented Jamaica regionally and internationally, serving as Chairman of the Board of Affiliate Members of the United Nations World Tourism Organization (UNWTO), and Vice Chairman of the UNWTO Executive Council, as well as Vice Chairman of the Caribbean Tourism Organization (CTO).

He received the International Institute for Peace through Tourism (IIPT) Champions in Challenge Award at the International Travel Crisis Management Summit (ITCMS) in London in November 2018 and served as Chair of the Regional Commission for the Americas (CAM). Minister Bartlett was recently elected by acclamation as the new Chairman of the Organization of American States (OAS) Inter-American Committee on Tourism (CITUR).

Mr. Bartlett is also founder and Co-Chair with former Secretary General of the UNWTO, Taleb Rifai, of the Global Tourism Resilience and Crisis Management Centre (GTRCMC) at the University of the West Indies, Mona, which has been gaining worldwide acceptance with satellite centres being established in areas such as Canada, Kenya, Jordan, Bulgaria and London. In 2019 he was officially presented with the TRAVVY Awards inaugural Chairman’s Award for Global Tourism Innovation.

Ministry of Tourism to Name New Junior Minister of Tourism

NASSAU, Bahamas (3 May. 2023) – The Ministry of Tourism, Investments & Aviation will name a new Junior Minister of Tourism on Thursday, 4 May 2023, during the Ministry's Speech Competition Finals, the last qualifying component of the program. Some 14 students representing their respective islands: New Providence, Grand Bahama, Abaco, Acklins, Andros, Bimini, Cat Island, Crooked Island, Eleuthera, Exuma, Inagua, Long Island, Mayaguana, and San Salvador will vie for the prestigious title during the competition at Bahamas Harvest Church's west campus.

The Junior Minister of Tourism Program, organized by the Industry Training Department, was launched in 2002 and is now in its 19th year. Its long-range goal is to generate a talent pool of young professionals to service the tourism industry.

Winners will be selected based on a 60% score from the prepared topic and 40 % from the mystery topic.

Samantha Cartwright, Coordinator of the program, said, "The Junior Minister of Tourism Program is important because it provides a platform for youth expression on tourism matters. The Junior Minister will speak on the Ministry of Tourism executive team's behalf throughout the country and the region. He or she will advise the Minister of Tourism on behalf of the youth."

This year's winner will succeed Kelvin Archer, the current Junior Minister of Tourism, and a St. Annes High School student in New Providence. Competitors for the 2023 title are Tianna Bootle, Patrick J. Bethel High School, Abaco; Aneko Smith, Acklins Central High School; Radisha Dawkins, Central Andros High School; Desirae Turner, Louise McDonald High School, Bimini; Marcus Thacker Jr., Arthur's Town Comprehensive School; McHala Smith, Admiral Ferguson High School, Crooked Island; Kezia Johnson, North Eleuthera High School; Travez Neymour, L. Major High School, Long Island; Patton Collie, Mayaguana Comprehensive School; Jasmine Rolle, St. Anne's School, New Providence and D'Avyon Ashe, San Salvador Central High School,

The prizes to be awarded to the winner include the Patrick S. Bain Scholarship (tenable at the University of The Bahamas), provided by the Bahamas Hotel & Tourism Association (BHTA); an all-expense paid trip to CTO Youth Congress and a $500 cash prize.

The winning school will also receive $500 and a floating trophy. The second and third-place winners will receive a $300 and $200 cash prize and an award, and their schools will receive cash prizes and a plaque. All students will receive a Junior Director of Tourism pin and certificate.
