OK health officials update travel advisories for Coronavirus

Oklahoma State Department of Health updates coronavirus travel advisories. (OSDH)

OKLAHOMA CITY, OK (KOKH) — Oklahoma health officials are recommending travelers avoid all nonessential travel to China and South Korea.

The CDC also recommends all travelers reconsider cruise ship voyages to or within Asia.

OSDH State Epidemiologist Laurence Burnsed said it’s important for the public to monitor travel advisories, especially if traveling internationally.

“As public health officials, our goal is to reduce the risk of contracting the virus and returning to the United States after traveling to a destination where the virus is being spread from person-to-person,” said Burnsed. “The immediate health risk to the general American public is still low.”

Officials suggest that travelers should consider travel insurance in the event their international destination becomes an area with community spread of the virus.

There are no confirmed cases of COVID-19 in Oklahoma.

The arctic blast has brought near-zero temperatures and even colder wind chills to Oklahoma, causing slick roads and some school districts to adjust learning plans for Tuesday.

Because the temperatures are so cold, the snow that fell Sunday hasn't been able to melt. Parts of Oklahoma continue to see snow-covered roads that could cause issues for drivers.

3:50 p.m. Monday Update: Oklahoma City, Mustang and Moore Public Schools announced that students will learn remotely. Norman Public Schools will be closed due to winter weather and low temperatures. Click here f or more school closings.

3:35 p.m. Monday Update: Edmond Public Schools officials announced that students will learn remotely on Tuesday because of winter weather and the low temperatures. Click here f or more school closings.

2:55 p.m. Monday Update: Schools across Oklahoma are either closing or moving to remote learning on Tuesday because of the arctic blast that brought snow and freezing temperatures to the state. Click here f or more school closings.

2:35 p.m. Monday Update: The Oklahoma City Utilities Department is warning the public about a potential scam where the crook poses as a department representative.

City officials said in a news release that the Utilities Department has learned someone is posing as a representative and making fraudulent phone calls demanding immediate payment. Click here to learn more.

12:45 p.m. Monday Update: The icy conditions that started on Friday at Lake Hefner have continued and were compounded by this weekend's snowfall in the Oklahoma City metro.

12:30 p.m. Monday Update: Parts of Oklahoma saw some snow on Sunday, but how much actually fell?

Most of the snowfall accumulations happened in the northeastern part of the state and Arkansas. Click here to see the snowfall totals.

12:10 p.m. Monday Update: The Oklahoma Department of Transportation says this morning's sunshine has helped crews as they clear highways and turnpikes. Slick and hazardous conditions, however, remain in several areas, including Eastern and Northwestern Oklahoma.

ODOT and Oklahoma Turnpike Authority crews continue plowing and sanding operations. They said some areas of Eastern Oklahoma have snow-packed highways while some are slick in spots. Areas with reported slick and hazardous conditions include Pawnee, Craig and Delaware counties.

Counties still reporting slick spots but improving conditions are Osage, Washington, Creek, Nowata, Tulsa, Rogers, Mayes, Ottawa, Lincoln, Okfuskee, Pottawatomie and Seminole counties. This includes the Tulsa metro. Interstate 40 is mostly clear with isolated slick spots, and US Highway 69 is still slick in spots.

Eastbound Interstate 44 has reopened between Afton and the Missouri state line after multiple stalled commercial motor vehicles were cleared.

Central Oklahoma, including the OKC metro, is reporting clear interstates but slick spots on rural highways. Similar conditions remain in Western Oklahoma with slick spots in Beaver, harper, Ellis, Major, Woods, Woodward and Blaine counties.

11:50 a.m. Monday Update: The Moore Police Department warns people to "avoid the temptation" of walking on frozen ponds and other bodies of water.

The police department posted the reminder on social media Sunday after officers responded to Moore Central Park and The Station regarding children's footprints being found on the frozen pond. No child was in sight, and police said there were no signs that anyone had fallen through the ice and into the water.

10:50 a.m. Monday Update: City of OKC officials said Public Works crews continue to treat snow routes , but drivers should still use caution when on the road. Utility line maintenance crews are working a few water main breaks, and people are urged to avoid the area near Northwest 50th Street because of one.

10:10 a.m. Monday Update: Temperatures in the Oklahoma City metro remain frigid at 6 degrees with a wind chill of -9. Wind chills in the Oklahoma City metro won't get much better, topping out at -2 by Monday afternoon.

A wind chill advisory is in effect for much of the state through noon on Tuesday, with the Panhandle being under a wind chill warning.

Highs will reach the teens on Monday, and Jonathan says there's still a chance of snow in much of Oklahoma. There shouldn't be much snow – maybe a dusting.

Jonathan says roads will improve a little bit more today, but snow on yards won't melt because of how cold it is.

The freezing temperatures will continue for a little bit, but it won't be until Wednesday that we be above 32 degrees.

8:40 a.m. Monday Update: KOCO 5 Meteorologist Jonathan Conder says people about to leave their houses will see snow and some slick conditions in their neighborhoods and on secondary roads. As long as you go slow, you'll be fine. The main highways are looking good.

8:30 a.m. Monday Update: EMSA officials said they took one person to a hospital on Monday due to being exposed to the cold conditions. Since Friday, EMSA has responded to 18 cold-exposure calls, with 14 being taken to a hospital.

The highest number of transports was 10 on Sunday.

8:05 a.m. Monday Update: Most of Oklahoma is pretty dry right now, but there may be some snow flurries in northern Oklahoma.

Although snow may not be falling in the Oklahoma City metro, there are still some slick spots and snow on the roads as people head out for the day on Monday. A water main break has caused hazardous conditions at the intersection of Northwest 50th Street and May Avenue, and it's so cold that the water left on the road could become a solid sheet of ice.

Temperatures remain near zero in the OKC metro, and other areas of Oklahoma are below freezing. The feel-like temperatures are well below zero, with it feeling like it's -17 in Oklahoma City.

7:20 a.m. Monday Update: Oklahoma could see another chance of snow Monday night, and road conditions remain slick after this weekend's snowfall.

KOCO 5 Meteorologist Jonathan Conder says we'll see some slick road conditions out the door on Monday morning, mostly on the backroads and secondary roads. Intersections also will have some compacted snow and ice. Click here for the winter weather timeline.

6:25 a.m. Monday Update: A water main break has caused a pool of water on the roadway near Northwest 50th Street and May Avenue. The break and water haven't impacted travel too much, although there is snow on the roadway, as well. With the extremely cold temperatures, the water will freeze over time. Authorities have not shut down the roadway, and traffic is still moving through the area.

5:55 a.m. Monday Update: KOCO 5 Meteorologist Jonathan Conder says this arctic air is still an issue today with more flurries likely tonight. Open the video player below for Jonathan's forecast.

5:45 a.m. Monday Update: Oklahoma schools are closed on Monday because of the Martin Luther King Jr. federal holiday. Some universities – including the University of Oklahoma, Oklahoma State University and the University of Central Oklahoma – have already announced that they're closed on Tuesday because of the winter weather. 5:30 a.m. Monday Update: Oklahoma Department of Transportation and Oklahoma Turnpike Authority crews report slick and hazardous conditions remain in several areas, including Eastern and Northwestern Oklahoma.

5-1-1 is a great resource!

Don’t forget that most states have a 5-1-1 system. Just call 5-1-1 from your cell phone and you’ll automatically be directed to an automated roadway travel information system. These recorded messages are specific to the state you’re in and may also give information for surrounding states.

They will always have updated information about interstate road conditions as well as info for many smaller roads.

NOTE: The 5-1-1 traveler alert system is currently being implemented nationwide, but not all states use this system yet.

Alaska Road Conditions

There are several ways to obtain Alaska Road Conditions. You may use both online road condition reports as well as phone recordings:

Since Alaska uses the 5-1-1 telephone information service, you may dial 5-1-1 anywhere within the state boundaries to receive recorded messages of roadway condition reports.

For Alaska weather-related roadway conditions only (no construction reports) you may dial 800-478-7675. This only works within state boundaries.

Arizona Road Conditions

There are a few different ways to obtain Arizona road conditions.

Arizona is a state which uses the 5-1-1 traveler information phone system. If you’re anywhere in the state, you may dial 5-1-1 to receive current Arizona road conditions via a recorded message including interstate road conditions.

Arkansas Road Conditions

Arkansas road conditions can be obtained by several different methods.

Arkansas does NOT use the 5-1-1 traveler phone system for interstate road conditions.

For Arkansas weather roadway information only, motorists should call 800-245-1672. No construction reports will be available at this number.

For full Arkansas road conditions including construction and weather-related reports, motorists should call 501-569-2000. This number only works within state boundaries.

The state of Hawaii doesn’t have a specific system in place. However, in 2013, the state Department of Transportation (DOT) launched the new 511 GoAkamai by Phone system, an interactive voice response system that provides real-time traffic information and updates for the island of Oahu.

This includes interstate road conditions, road closures, weather alerts, construction projects, and unforeseen travel delays.

For travelers seeking information by telephone outside the state limits of Maine, there are two different phone numbers available. First, you can call toll-free at 866-282-5650. Alternatively, you may dial the local number which is 207-624-3595.

Maryland Road Conditions

Maryland road conditions may be obtained using two telephone numbers. But it’s important to note that Maryland is currently not a part of the 5-1-1 phone system.

While Michigan doesn’t have very good traveler information and alert system, there are still a few ways to obtain Michigan road conditions.

Be advised that Michigan is currently not a part of the 5-1-1 phone system.

If you only want to obtain Detroit area construction updates and information, you can call 800-641-6368. Please note this number will not give information related to weather or closures other than planned construction projects.

Minnesota Road Conditions

Minnesota road conditions may be obtained through several different sources.

The 5-1-1 traveler advisory system is currently active in the state of Minnesota. This means travelers can obtain information about Minnesota road closures, highway advisories, construction projects, and other delays by dialing 5-1-1 from any phone within state boundaries, including cell phones.

For motorists calling out of state needing Minnesota road conditions, dial 800-657-3774.

Mississippi Road Conditions

Mississippi road conditions are available via telephone or via the internet. Currently, Mississippi is not a part of the 5-1-1 traveler information system, but they do have plans in place to implement it.

For now, travelers should call 601-359-7017. This number will give updated information for Mississippi road closures, weather-related info, and hurricane evacuation info when evacuations are in effect.

The 5-1-1 system will give recorded messages that will notify you of Missouri road closures, weather conditions, delays, and construction information.

The American Civil Liberties Unions (ACLUs) of New Mexico, Oklahoma, Arkansas, Louisiana, Arizona, Texas and San Diego and Imperial Counties are issuing a travel advisory for their residents about the threat of civil and constitutional rights violations when traveling in the state of Texas. The laws don’t take effect until February and March of 2024, but issuance of the advisory enables people to consider travel plans and prepare accordingly

Texas Gov. Greg Abbott has signed into law several new bills instituting immigration enforcement mechanisms and mandatory minimum sentences that threaten the safety and rights of people traveling in Texas, regardless of their immigration status.

These laws mark a further escalation of extremist anti-immigrant actions taken by the state of Texas under its Operation Lone Star program including the imprisonment of migrants under a racially discriminatory “trespass arrest” initiative, installing dangerous concertina wire and a deadly buoy barrier along the southern border, as well as troubling reports of National Guard personnel being directed to push people back into the Rio Grande for exercising their legal right to request asylum.

STATE DEPORTATION LAW (HB4/SB4 88S4): This new law, which takes effect on March 5, 2024, authorizes untrained police officers to engage in immigration enforcement. It creates a new unconstitutional process in which the police in Texas are permitted to detain people suspected of being non-U.S. citizens and entering or attempting to enter Texas from Mexico or another country without authorization. Police may charge individuals with a new state crime of “illegal entry” to Texas, punishable by up to 6 months in jail. Police may charge individuals previously denied admission to the U.S. or deported from the U.S. with “illegal re-entry" to Texas, punishable by up to 10–20 years in prison.

A person facing these criminal charges may defend themselves by proving that they are lawfully present in the U.S., are enrolled in the Deferred Action for Childhood Arrivals program or have been granted asylum.

The law authorizes Texas judges, who are not trained in immigration law and have no proper authority to enforce it, to order individuals deported under certain circumstances. Individuals who fail to leave the United States may then be charged under a new crime of refusing to comply with the state’s deportation order, punishable by 2 to 20 years in prison.

The law prohibits people from being arrested in certain protected locations, including established places of religious worship, as well as at health care facilities, such as hospitals, and at K-12 schools. However, the law also aims to shield Texas officials from legal liability relating to their enforcement of these new criminal offenses.

This law, when implemented, poses a risk to any person while in Texas, since travelers and Texas residents alike may be accused of “illegal entry” into Texas and face arrest and even be ordered deported by a Texas judge.

5-TO-10-YEAR MANDATORY MINIMUM FOR “HUMAN SMUGGLING” (SB4 88S3): This bill, which takes effect on Feb. 6, significantly expands enforcement of the state's criminal "human smuggling" laws by imposing a mandatory 10-year minimum in most cases. The bill also includes 5-year mandatory minimum sentences for individuals transporting certain close family members such as siblings, parents or grandparents. Texas’ anti-smuggling law already functions as a tool for prosecutorial abuse, baseless investigations into humanitarian organizations, and dangerous and increasingly fatal car chases.

People arrested on smuggling charges in Texas under Operation Lone Star have been mostly U.S. citizens with a median age of 26, an analysis by Human Rights Watch found. Some were children aged 14 to 17. These new extreme mandatory minimums are far out of proportion relative to the alleged crime involved.

This law, when implemented, poses a risk for people while in Texas, particularly those travelling with undocumented friends, loved ones or family members.

It is important to remember that racial profiling is illegal in the U.S. and previous efforts by states to take on federal immigration enforcement responsibilities have been overturned by the courts. However, the increased risk that individuals and motorists will be stopped, questioned, detained, and arrested because of their race, ethnicity, or national origin makes it imperative that people understand their rights when encountering law enforcement authorities in Texas.

IF YOU DECIDE TO TRAVEL TO TEXAS

Many residents from states along the Texas state border, both newly arrived ones and life-long residents, rely upon neighboring Texas cities to access specialized medical care, air travel, education, and more, which makes travel to the state unavoidable. Many others may travel to Texas for work or to visit friends and family.

If you are stopped by law enforcement in Texas and asked about your immigration status, there are several steps you can take to help stay safe:

How to reduce risk to yourself

Stay calm. Don’t run, argue, resist, or obstruct the officer, even if you believe your rights are being violated. Keep your hands where the police can see them.
Don’t lie about your immigration status or provide false documents.

Your rights

Ask if you are free to leave. If the officer says yes, you have the right to calmly leave the area. If you are under arrest, you have the right to know why.
You have the right to remain silent and do not have to discuss your immigration or citizenship status with the police. Anything you tell an officer may later be used against you in criminal proceedings or immigration court.

You have the right to tell the officer that you are choosing to remain silent and that you want to consult a lawyer before answering any questions.

Texas requires people to give their name, address, and date of birth if lawfully arrested or during a traffic stop. Refusal to do so is a crime. If you are arrested, detained, or a potential witness to a criminal offense, do not provide false identification to police officers.

If a police officer asks if they can search you, you have the right to say no. Officers generally do not have the right to search you or your belongings without your consent or probable cause.

If you’re over 18, consider carrying your proof of citizenship or immigration status with you at all times.

Additional steps you can take to prepare ahead of travel to the state of Texas

Prepare for the possibility of unjust arrest, detention, and even deportation. Make sure you have a plan in place for someone to take care of children, pets, home needs, etc. if you are apprehended.
Develop a communication plan with your family members, employers, and anyone else involved with your travel to Texas. Share your travel plans with them, stay in touch while you are in Texas, and let them know when you have safely left the state of Texas.
Keep relevant immigration documents easily accessible.
Protect your digital privacy by disabling face or fingerprint authentication on your cell phone or other devices. Instead, use passwords or PINs to keep your devices secure.
Memorize the phone number of a licensed attorney.

Remains Found in Okla. Identified as 2 Missing Kansas Women After 4 Arrested on Murder Charges

Human remains found in Oklahoma have been identified as those of two Kansas women who went missing on March 30 .

Two days after announcing that the Office of the Oklahoma Chief Medical Examiner "recovered two deceased persons in rural Texas County," the Oklahoma State Bureau of Investigation (OBSI) said that the bodies were identified as those of 27-year-old Veronica Butler and 39-year-old Jilian Kelley.

"Our thoughts and prayers are with their loved ones, along with everyone throughout their community," the OSBI wrote on Facebook and X , formerly Twitter, on Tuesday, April 16.

The Texas County Sheriff's Department previously put out an endangered missing advisory expressing that the women had been on their way to "pick up children" and "never made it to the pick-up location."

In a March 31 press release , the OSBI said that their vehicle was found abandoned and that they were considering it as a "suspicious disappearance."

Four suspects — Tad Bert Cullum, 43, Tifany Machel Adams, 54, Cole Earl Twombly, 50, and Cora Twombly, 44 — were arrested on Saturday, April 13 .

"All four individuals were booked into the Texas County Jail on two counts of First-Degree Murder, two counts of Kidnapping, and one count of Conspiracy to Commit Murder in the First Degree," the OSBI explained in a press release .

According to a police affidavit obtained by NBC , Adams was also in a "problematic custody battle" with Butler who shares two children with her son, Wrangler Rickman.

Adams and the three other suspects belonged to an anti-government religious group called "God's Misfits" that would meet regularly, according to an affidavit, reports Des Moines Register and FOX 25 . (The Facebook page for "God's Misfits" has made several posts denouncing the alleged crimes and refuting claims by police they are anti-government).

The four suspects are scheduled for an initial court appearance on Wednesday in Texas County court, according to NBC.

Family members of Butler and Kelly have set up GoFundMe campaigns to help their loved ones.

"We are completely devastated at this news. Please consider donating to this precious family in hope that we can help lesson some of the burden," wrote Monica Berrera, Butler's cousin, in a campaign that has accumulated over $4,500 in donations.

4 arrested in disappearance of 2 women in Oklahoma

Authorities in Oklahoma booked four people on suspicion of kidnapping and murder in connection with the March disappearance of two women who are still missing.

The four, arrested and booked Saturday, were identified as Tad Bert Cullum, 43; Tifany Machel Adams, 54; Cole Earl Twombly, 50; and Cora Twombly, 44.

The women, identified as Veronica Butler, 27, and Jilian Kelley, 39, were victims of a "targeted" attack, authorities said, adding they don't believe anyone else in the public was in danger.

"We felt this wasn’t a random deal," Texas County Sheriff Matt Boley told reporters on Monday. "We felt that with some of the information coming in, that it was more targeted and we started to look in those areas."

The suspects were booked into the Texas County Jail in Oklahoma on suspicion of first-degree murder, kidnapping and conspiracy to commit murder, the Oklahoma State Bureau of Investigation said in a statement Saturday.

State court records did not appear to show charges had been filed, and the suspects’ names were not yet listed among active inmates. It wasn’t clear if the suspects had legal representation.

Authorities weren’t saying what may be behind the the disappearance, only that the four were arrested in Texas and Cimarron counties in the westernmost section of the Oklahoma panhandle.

“The OSBI and local law enforcement are still currently working to locate the two victims,” the bureau of investigation said.

Butler and Kelley were the subjects of an “endangered missing advisory” issued by Texas County authorities on March 30 after a vehicle they were traveling in was found abandoned in a rural part of Texas County south of Elkhart, Kansas, the bureau said.

“OSBI special agents immediately began investigating the vehicle and determined there was evidence to indicate foul play,” it said in Saturday’s statement.

Bureau spokesperson Hunter McKee said previously that Texas County Sheriff’s Office deputies first came upon the vehicle. They approached the vehicle, but “these women are gone and they’re nowhere to be seen,” he said.

The investigation was challenged by just how remote the area was, he said, with few if any homes and businesses where authorities might typically find security cameras.

Investigators didn’t reveal exactly what evidence suggested the possibility that a crime had taken place.

The two were en route to pick up children, though it wasn’t clear if the children belonged to one, both or neither of the women. McKee said investigators believe the two are friends.

Butler’s stepmother, Guadalupe Torres, said in an interview that Butler was in the midst of a heated custody dispute. Court records show she is a party to a custody claim that was first filed in 2021.

Though the bookings connected to the investigation included allegations of murder, authorities have so far stopped short of saying they’re searching for bodies.

U.S. issues travel warning for Israel with Iran attack believed to be imminent and fear Gaza war could spread

Tel Aviv — Israel is bracing for a worst-case scenario that U.S. officials believe could materialize within just hours — the possibility of a direct attack on Israeli soil by Iran in retaliation for a strike almost two weeks ago that killed seven Iranian military officers. Iran has vowed to take revenge for Israel killing its commanders, who were hit by an April 1 strike on the Iranian embassy in Syria's capital.

Two U.S. officials told CBS News that a major Iranian attack against Israel was expected as soon as Friday, possibly to include more than 100 drones and dozens of missiles aimed at military targets inside the country. Sources have told CBS News the retaliation could include attacks carried out both by Iranian forces, and proxy groups around the region that it has been funneling additional arms to for weeks.

The officials said it would be challenging for the Israelis to defend against an attack of that magnitude, and while they held out the possibility that the Iranians could opt for a smaller-scale attack to avoid a dramatic escalation, their retaliation was believed to be imminent.

Asked Friday how imminent he believes an attack is, President Biden responded, "I don't want to get into secure information, but my expectation is sooner than later." The president urged Iran not to move forward, saying his message to Tehran was: "Don't."

Tehran has not indicated publicly how or when it will return fire, so it's unclear how far Iran's leaders will go. If they decide to carry out a direct attack on Israel, there's fear it could blow Israel's ongoing war against Iranian ally Hamas up into a much wider regional conflict.

With the Iranian retaliation expected at any time, the U.S. State Department on Thursday warned Americans in Israel not to travel outside major cities, which are better protected from incoming rocket fire by the country's Iron Dome missile defense system. The latest guidance noted that travel by U.S. government employees in Israel could be further restricted with little notice as things develop in the tinderbox region.

"Whoever harms us, we will harm them," Prime Minister Benjamin Netanyahu vowed Thursday as he visited troops at an Israel Defense Forces airbase. "We are prepared … both defensively and offensively."

Iran-Burning Flags Of The U.S. And Israel

On Saturday, all U.S. embassies in the Middle East were put on high alert and required to hold emergency action committee meetings. Diplomats in Lebanon and Israel were specifically told not to travel to certain areas within those countries.

Sima Shine, a security expert and former official with Israel's national intelligence agency Mossad, told CBS News it was a dangerous moment for the region, and the "most worried" she has been. She said anxiety over an all-out war was likely just as high "on both sides, in Israel and in Iran."

If Iran does choose to strike Israel directly, it could involve a complex missile and drone attack similar to the one Iranian forces launched against a Saudi oil facility in 2019 .

"They will try to do it on the military or some military asset," Shine predicted. "But the question will be the damage. If there would be many injured people, killed or injured … I think it has the potential for a huge escalation."

Shine stressed, however, that she still believes neither side actually wants a regional conflict.

U.S. "really trying to avoid war"

The U.S. sent a senior general to Israel this week to coordinate with the close American ally on any response it might make to an Iranian attack. Speaking Friday on "CBS Mornings," America's top military officer said, "we're really trying to avoid war."

"This is part of the dialogue that I have with my counterparts within the region, to include the Israeli chief of defense, who I talked to yesterday," said Joint Chiefs chairman Gen. Charles Q. Brown, Jr., adding that the U.S. military was "doing things not only to prevent a war, but at the same time, one of my primary things is to make sure all the forces in the region are protected."

"My role, as the chairman of the Joint Chiefs, is to plan and prepare," Brown said. "That's one thing we do very well."

Brown's Israeli counterpart, Chief of the General Staff Lt. Gen. Herzi Halevi, "completed a comprehensive situational assessment on the readiness of the IDF for all scenarios," Israel's military said Friday.

"The IDF is very strongly prepared, both offensively and defensively, against any threat," Halevi was quoted as saying in the statement. "The IDF continues to monitor closely what is happening in Iran and different arenas, constantly preparing to deal with existing and potential threats in coordination with the United States Armed Forces."

The IDF said the visiting U.S. general, Central Command chief Gen. Michael Erik Kurilla, was taking part in the IDF's situational assessment.

The dilemma for Iran, said Israeli expert Shine, is to figure out how to deliver its promised response to Israel's attack in Syria, but in a way that does not lead to further escalation. Likewise, Shine said Israel could choose to show restraint when it responds to whatever Iran eventually does.

If either side gets the balance wrong, the consequences for the region, and even the world, could be dire.
