Canada travel advisory to India updated to include protests, 'negative sentiments'

Canada has updated its travel advisory for India to include warnings about protests and "negative sentiments" towards Canadians in light of a recent breakdown in Canada-India relations.

Global Affairs Canada is urging travellers to exercise a high degree of caution when visiting the South Asian country.

"In the context of recent developments in Canada and in India, there are calls for protests and some negative sentiment towards Canada on social media," reads an update to the travel advisory. "Please remain vigilant and exercise caution."

The update comes after Prime Minister Justin Trudeau accused India last week of being involved in the killing of a Canadian citizen wanted for several years by authorities in that country.

Sikh activist Hardeep Singh Nijjar was gunned down in June outside a Sikh temple in temple in Surrey, B.C., a Vancouver suburb with a high Sikh population. Nijjar was a prominent member of a political movement to create an independent Sikh homeland known as Khalistan. At the time of his murder, he was working with the group Sikhs for Justice to organize an unofficial referendum among the Sikh diaspora.

Trudeau called for India's help to investigate before revealing there were "credible allegations" implicating India's government in the killing. Then, last Tuesday, Canada expelled an Indian diplomat.

India called the allegations absurd and fired back by expelling a Canadian representative.

The Indian government also halted all visa services for Canadian citizens and, five days before Canada updated its travel advisory, urged Indian citizens in Canada to exercise caution over "growing anti-India activities and politically-condoned hate crimes and criminal violence" here.

“Given the deteriorating security environment in Canada, Indian students in particular are advised to exercise extreme caution and remain vigilant,” reads the travel advisory.

Meanwhile, Sikh activists are urging the diaspora in Canada to gather outside Indian embassies in protest of the killing.

Over the weekend, Sikhs for Justice director Jatinder Singh Grewal told Reuters his organization will lead demonstrations outside the Indian embassies and consulates in Toronto, Ottawa and Vancouver to increase public awareness about Nijjar’s killing.

Canada and India have issued advisories for travel to each other. Here's why

Canada has just updated its advisory for travellers to India — but India has also released an advisory for its citizens who travel to the great white north. 

According to the Indian Ministry of External Affairs, there has been a " sharp increase in incidents of hate crimes , sectarian violence and anti-India activities in Canada" and people travelling to the country should exercise caution.

The crimes have been discussed with the Canadian authorities but the perpetrators have not been brought to justice, said the Indian government.

But the head of a Sikh group based in Mississauga, Ontario, said the allegations in the advisory are directed at peaceful Sikh political activism in Canada and are baseless.

Balpreet Singh, a spokesman for the World Sikh Organization, said the statement is "completely political" and there is no evidence of any rise in sectarian violence or extremism targeting Indian nationals or students in Canada.

He said a Hindu temple was vandalized with graffiti in Toronto last week, but police there have so far not linked that incident to "anti-India activities."

Canada updates its travel advisory for India

On Oct. 1, the Canadian government updated its advice for travellers headed to India. Tourists should exercise a high degree of caution in India due to the "threat of terrorist attacks throughout the country."

There are parts of India that should be completely avoided, however. Parts of Northeastern India, including Assam and Manipur, should be avoided for all non-essential travel due to terrorism and insurgency.

The advisory notes that all travel should be avoided in the Union Territory of Jammu and Kashmir due to the unpredictable security situation that includes a threat of terrorism, militancy, civil unrest, and kidnapping. The advisory does not apply to people "travelling to or within the Union Territory of Ladakh," however.

Due to an "unpredictable security situation, presence of landmines and unexploded ordnance," travellers should also avoid all travel to areas within 10 km of the Pakistan border in the following states: Gujarat, Punjab, and Rajasthan. The advisory excludes the Wagah border crossing. 

There is a threat of terrorism across India, mostly from Maoist extremist insurgents, known as Naxalites. The groups are typically based in "rural and forested areas within zones," according to the advisory.

India on Wednesday advised its citizens to be careful when traveling to Canada as a rift between the two nations widens further in the wake of Ottawa’s allegations that India may have been involved in the killing of a Sikh separatist leader in suburban Vancouver.

The foreign ministry in New Delhi issued an updated travel advisory, urging its nationals and especially those studying in the North American country to “exercise utmost caution” because of “growing anti-India activities and politically condoned hate-crimes.”

Ottawa and New Delhi, two key strategic partners on security and trade, are locked in a diplomatic tussle after Canada’s Prime Minister, Justin Trudeau, alleged that India was connected to the assassination of Sikh independence advocate on its soil in June.

Canada has yet to provide any evidence publicly of Indian involvement in the assassination of Hardeep Singh Nijjar, a 45-year-old Sikh leader killed by masked gunmen in Surrey, outside Vancouver.

In an editorial, The Indian Express has accused Trudeau of “toxic domestic politics” while noting that “Canada is a lone exception to India’s growing ties with the Anglosphere.” Meanwhile, Times of India, echoed a common refrain in its editorial that “there’s a world of difference between allegation and evidence.”

Trudeau has said he’s shared evidence with India and spoken with Modi privately in person about it last weekend.

Roland Paris, who leads the University of Ottawa graduate school of international affairs, says the countries have issued contradicting statements, making it difficult to find common ground.

Paris says the diplomat chill between is just starting, and it’s unclear whether those tensions will get better or worse as the investigation continues.

“We’re at the early stages of this period of diplomatic tension between the two countries,” he said in an interview.

“It will be difficult, now that the Indian government has so publicly dug in their heels and offered a categorical denial of these allegations.”

Paris, a former foreign policy adviser to Trudeau, noted there have been reports that the government went public with the accusation after queries from media and rumours in diaspora communities.

Paris said it’s unclear whether India will retaliate against Canada, such as by blocking trade or delaying visas, and it’s possible Ottawa might take similar steps against India.

But he noted India and Canada typically think of themselves as friends, despite long-standing tensions over Sikh separatists.

“I don’t anticipate a lot of movement unless more information comes to light,” Paris said.“It looks like they were really trying to work back channels and use behind-the-scenes diplomacy to produce results directly with the Indians, and with the help of close Canadian allies. That clearly didn’t work in the end.”

For years, India has said Nijjar, a Canadian citizen born in India, has links to terrorism, an allegation he denied, saying he was working to organize an unofficial Sikh diaspora referendum on independence from India at the time of his killing.

Trudeau’s announcement was followed by Canada expelling an Indian diplomat in Ottawa. New Delhi responded by rejecting Trudeau’s accusation as “absurd and motivated” and later expelling a Canadian diplomat.

Indian authorities designated Nijjar a terrorist in 2020 and accused him of supporting demands for an independent Sikh homeland, known as Khalistan, that started as an insurgency in India’s Punjab state in 1970s and 1980s and was crushed in an Indian government crackdown.

The movement has since lost much of its political power but still has supporters in Punjab, where Sikhs are in a majority, as well as among the sizable overseas Sikh diaspora.

India’s foreign ministry also said Trudeau’s allegations “seek to shift the focus from Khalistani terrorists and extremists, who have been provided shelter in Canada and continue to threaten India’s sovereignty and territorial integrity.”

The ministry regularly issues travel advisories. In September last year, it asked Indian citizens to remain cautious while traveling in Canada because of “sharp increase in incidents of hate crimes, sectarian violence and anti-India activities” there.

The modern Sikh independence movement reaches back to the 1940s but eventually morphed into the 1970s and 1980s insurgency. In 1984, then-Prime Minister Indira Gandhi ordered a raid to capture armed separatists taking refuge in Sikhism’s holiest shrine.

The raid killed hundreds of people, and two of Gandhi’s Sikh bodyguards assassinated her shortly after. In response, anti-Sikh riots took place across India in which members of the minority were dragged out of their homes and killed.

And though the insurgency was suppressed long ago, the government of Prime Minister Narendra Modi has warned repeatedly that Sikh separatists were trying to make a comeback. Modi’s government has been asking several countries — including Canada, Australia and the United Kingdom — to take legal action against Sikh separatists.

India has also for years accused Canada of giving free rein to Sikh separatists, including Nijjar.

The dueling expulsions of diplomats have escalated tensions — Trudeau had frosty encounters with Modi during this month’s Group of 20 meeting in New Delhi, and a few days later Canada canceled a trade mission to India planned for the fall.

A 'tit for tat' move? Canada’s travel advisory for India explained

The Canadian government has asked its nationals to avoid travelling to Gujarat, Rajasthan and Punjab. The advisory comes a week after India cautioned its citizens flying to Canada citing a ‘sharp increase in incidents of hate crime, sectarian violence, and anti-India activities’

Canada has asked its citizens to avoid travelling to “areas within 10 km of the border with Pakistan” in Gujarat, Rajasthan and Punjab.

The North American country’s travel advisory for these three states comes a week after India cautioned its nationals flying to Canada to remain vigilant citing “sharp increase in incidents of hate crime, sectarian violence, and anti-India activities”.

After some media reports claimed it was a ‘tit for tat’ move by Ottawa, the Canadian High Commission clarified that no new updates have been made to the ‘risk level’ and ‘safety and security’ sections of the travel advisory for India, reported The Hindu .

What does Canada’s travel advisory say? Why has India cautioned its nationals visiting the North American nation?

Let’s understand in detail:

Canada’s travel advisory

Citing the “presence of landmines” and “unpredictable security situation”, Canada instructed its nationals to steer clear of the areas bordering Pakistan in the abovementioned Indian states.

“Avoid all travel to areas within 10 km of the border with Pakistan in the following states due to the unpredictable security situation and presence of landmines and unexploded ordnance: Gujarat, Punjab Rajasthan,” ANI cited the advisory, which was updated on 27 September.

However, it excluded the Wagah border crossing in Punjab.

The Canadian citizens have been asked to avoid all travel to Jammu and Kashmir because of the “threat of terrorism, militancy, civil unrest and kidnapping”.

Warning about the alleged “threat of terrorist attacks” across India, the Justin Trudeau-led government urged its citizens to “exercise a high degree of caution” in the South Asian nation.

Moreover, Canadian nationals have been recommended to avoid unnecessary travel to Assam and Manipur “due to the risk of terrorism and insurgency”.

Canada’s clarification

Canada says the travel advisory for its citizens to avoid going to Gujarat, Punjab and Rajasthan has “not been recently updated and has been in place for a long period of time,” Times of India reported.

“The information in the ‘risk level’ and ‘safety and security’ sections of the travel advisory has not been recently updated and has been in place for a long period of time, and publicly available,” a High Commission of Canada spokesperson was quoted as saying by The Hindu.

Further, the commission explained that its recent update was regarding only the ‘health’ section.

“The update made on 27 September was related only to the ‘health’ section and more specifically to the ‘COVID-19 and international travel’ and ‘Monkeypox: Advice for travellers’ sub-sections,” the spokesperson said, as per The Hindu.

What was MEA’s advisory?

On 23 September, the Ministry of External Affairs (MEA) issued an advisory cautioning its nationals moving to Canada.

“In view of the increasing incidences of crimes as described above, Indian nationals and students from India in Canada and those proceeding to Canada for travel/ education are advised to exercise due caution and remain vigilant,” the Indian government’s advisory stated.

The MEA said it has raised the incidents of “hate crimes, sectarian violence and anti-India activities” with Canada and asked for a probe and appropriate action.

“The perpetrators of these crimes have not been brought to justice so far in Canada,” the ministry added.

The central government also asked its nationals in Canada to register with the Indian mission in Ottawa or consulates in Toronto and Vancouver, saying it would “enable the high commission and the consulates general to better connect with Indian citizens in Canada in the event of any requirement or emergency.”

Tension between India and Canada

The tensions between India and Canada have increased in the wake of an online “referendum” for Khalistan.

The so-called referendum was organised by the pro-Khalistani group Sikhs For Justice (SFJ) in Canada’s Brampton on 19 September. Holding the Khalistan flag, the Canadian Sikhs raised anti-India slogans and chanted “Khalistan Zindabad”, reports ThePrint .

Responding to the referendum, India termed it a “farcical exercise” by “extremist and radical elements”.

India also escalated the matter to Canadian authorities, MEA spokesperson Arindam Bagchi said on 22 September.

Earlier this month, the BAPS Swaminarayan Mandir in Toronto was defaced with “anti-India” graffiti, PTI reported.

The High Commission of India in Ottawa condemned the attack and called for an investigation into the matter.

“We are deeply anguished by this hate crime that seeks to terrorize the Indian community. It has led to increased concern and insecurity in the Indian community here. We have approached the Canadian government to investigate and ensure perpetrators are brought to justice swiftly,” the Indian commission tweeted.

As per ThePrint sources, MEA’s recent travel advisory, which was issued after “anti-India” incidents in the North American nation, was a signal to the Trudeau government for their “lackadaisical approach” towards New Delhi’s continuous requests to “tame” the Khalistani elements that have “given rise to gangsterism”.

The caution note was a “loud and clear” message to Canada which keeps on “relying heavily on these elements for vote bank politics,” sources told ThePrint .

18th June 2023 

Hardeep Singh Nijjar is fatally shot at the Guru Nanak Gurdwara in Surrey, B.C. He was a Canadian citizen and Sikh separatism activist.

Addressing the Parliament, the Canadian Prime Minister made a statement on a matter of national security that Ottawa had credible intelligence “agents of the government of India” have a “potential link” to this shooting. Following up with the Canadian Government’s claim, Canada’s foreign ministry expelled a senior Indian diplomat. Reacting to this action, even India decided to send back home a top Canadian government official. 

India has strongly rejected Mr. Trudeau’s statement made in the Canadian Parliament and said “allegations of Government of India’s involvement in any act of violence in Canada are absurd and motivated”. This has further agitated the Indian Canada tensions, putting a strain on the diplomatic relations between both countries. 

Taking into consideration the growing tensions between India Canada relations, the Canadian government issued a travel advisory for its citizens in India. They advised travellers to exercise a ‘high degree of caution’ while in India due to the ‘threat of terrorist attacks’. 

In retaliation, even the Indian government has released a Canada Travel Advisory for those travelling to Canada, students studying in Canada as well as the Indian Diaspora there. The advisory states, “In view of growing anti-India activities and politically-condoned hate crimes and criminal violence in Canada, all Indian nationals there and those contemplating travel are urged to exercise utmost caution”. The advisory also shows concerns about threats against members of the Indian community who ‘oppose the anti-India agenda’.

Refuting the claims from India, Canada marks itself ‘safe country’ with a statement by Canadian public safety minister Dominic Leblanc. 

Later on the same day, India is seen suspending visa services for Canadian nationals until further notice. However, this wasn’t declared with some formal announcement. A message stated on the BLS International website, which runs the visa application centres in Canada says,  “Important notice from the Indian Mission: Due to operational reasons, with effect from 21st September 2023 [Thursday], Indian visa services have been suspended till further notice.” While the words display operational reasons, an Indian official said “The language is clear and it says what it is intended to say.”

Do not travel to:

• The union territory of Jammu and Kashmir (except the eastern Ladakh region and its capital, Leh) due to terrorism and civil unrest .
• Within 10 km of the India-Pakistan border due to the potential for armed conflict .

Country Summary : Indian authorities report rape is one of the fastest growing crimes in India. Violent crime, such as sexual assault, has occurred at tourist sites and in other locations.

Terrorists may attack with little or no warning, targeting tourist locations, transportation hubs, markets/shopping malls, and government facilities.

The U.S. government has limited ability to provide emergency services to U.S. citizens in rural areas from eastern Maharashtra and northern Telangana through western West Bengal as U.S. government employees must obtain special authorization to travel to these areas.

Union Territory of Jammu and Kashmir – Level 4: Do Not Travel

Terrorist attacks and violent civil unrest are possible in the union territory of Jammu and Kashmir. Avoid all travel to this state (with the exception of visits to the eastern Ladakh region and its capital, Leh). Sporadic violence occurs particularly along the Line of Control (LOC) separating India and Pakistan, and in tourist destinations in the Kashmir Valley: Srinagar, Gulmarg, and Pahalgam. The Indian government prohibits foreign tourists from visiting certain areas along the LOC.

India-Pakistan Border – Level 4: Do Not Travel

India and Pakistan maintain a strong military presence on both sides of the border. The only official India-Pakistan border crossing point for persons who are not citizens of India or Pakistan is in the state of Punjab between Attari, India, and Wagah, Pakistan. The border crossing is usually open but confirm the current status of the border crossing prior to commencing travel. A Pakistani visa is required to enter Pakistan. Only U.S. citizens residing in India may apply for a Pakistani visa in India. Otherwise apply for a Pakistani visa in your country of residence before traveling to India.

Northeastern States – Level 4: Do Not Travel

Incidents of violence by ethnic insurgent groups, including bombings of buses, trains, rail lines, and markets, occur occasionally in the northeast.

U.S. government employees at the U.S. Embassy and Consulates in India are prohibited from traveling to the states of Assam, Arunachal Pradesh, Mizoram, Nagaland, Meghalaya, Tripura, and Manipur without special authorization from the U.S. Consulate General in Kolkata.

Central and East India – Level 4: Do Not Travel

Maoist extremist groups, or “Naxalites,” are active in a large swath of India from eastern Maharashtra and northern Telangana through western West Bengal, particularly in rural parts of Chhattisgarh and Jharkhand and on the borders of Telangana, Andhra Pradesh, Maharashtra, Madhya Pradesh, Uttar Pradesh, Bihar, West Bengal, and Odisha. The Naxalites have conducted frequent terrorist attacks on local police, paramilitary forces, and government officials.

Due to the fluid nature of the threat, all U.S. government travelers to states with Naxalite activity must receive special authorization from the U.S. consulate responsible for the area to be visited. U.S. officials traveling only to the capital cities in these states do not need prior authorization.

Canada Issues Fresh Travel Advisory for India Amid Rising Tensions

Canada has issued a new travel advisory for its citizens planning to visit India, citing an elevated threat of terrorist attacks across the country. The advisory, which urges Canadian travellers to exercise a “high degree of caution,” comes as tensions between Canada and India rise.

The travel advisory, released by the Canadian government, outlines several key areas of concern for Canadians planning to visit India. The most notable points include:

1. Avoiding Travel to Jammu and Kashmir

Canadian citizens have been strongly advised to avoid all travel to the Union Territory of Jammu and Kashmir.

The advisory cites the “unpredictable security situation” in the region, where there is a heightened threat of terrorism, militancy, civil unrest, and kidnapping. It is important to note that this advisory excludes travelling to or within the Union Territory of Ladakh.

2. Avoid Non-Essential Travel to Northeastern India

The Advisory also suggest Canadian nationals avoid all non-essential travel to the following states due to the risk of terrorism and insurgency:

Travel to areas within 10 kilometres of the border with Pakistan in the states of Gujarat, Punjab, and Rajasthan is discouraged.

The advisory cites an “unpredictable security situation” in these areas, emphasizing the presence of landmines and unexploded ordnance. However, the advisory explicitly excludes the Wagah border crossing.

Tensions Rise Between the Two Countries

The travel advisory comes at a time when tensions between Canada and India are high. In recent months, there have been a number of incidents of hate crimes and sectarian violence against Hindus and Sikhs in Canada. India has also expressed concerns about Canada’s support for the Khalistani separatist movement.

India Expels Canadian Diplomat

Recently, India expelled a senior Canadian diplomat after Canadian Prime Minister Justin Trudeau raised the possibility that Canadian agents may have been involved in the murder of a leader of an Indian separatist movement. India has denied any involvement in the murder.

India on Wednesday told its citizens to avoid travelling to parts of Canada, following a diplomatic row sparked by the allegation that New Delhi was involved in the killing of a Sikh separatist near Vancouver.

"Threats have particularly targeted Indian diplomats and sections of the Indian community who oppose the anti-India agenda," a foreign ministry statement said, advising citizens to "avoid travelling to regions and potential venues in Canada that have seen such incidents".

​"In view of growing anti-India activities and politically-condoned hate crimes and criminal violence in Canada, all Indian nationals there and those contemplating travel are urged to exercise utmost caution. Recently, threats have particularly targeted Indian diplomats and sections of the Indian community who oppose the anti-India agenda. Indian nationals are therefore advised to avoid travelling to regions and potential venues in Canada that have seen such incidents": Ministry of External Affairs.

Indian students in Canada have been particularly advised to exercise extreme caution and remain vigilant.

Indian nationals and students in Canada must also register with the High Commission of India in Ottawa or the Consulates General of India in Toronto and Vancouver through their respective websites or the MADAD portal madad.gov.in. Registration would enable the High Commission and the Consulates General to better connect with Indian citizens in Canada in the event of any emergency or untoward incident, as per the MEA

This comes amid growing tensions between India, Canada after Canadian Prime Minister Justin Trudeau on Monday accused the Indian government of being behind the fatal shooting of Hardeep Singh Nijjar.

Najjar, who was a designated terrorist in India, was gunned down outside a Gurdwara, in a parking area in Canada's Surrey, British Columbia on June 18.

The MEA said in view of growing anti-India activities and politically condoned hate crimes and criminal violence in Canada, all Indian nationals there and those contemplating travel are urged to exercise utmost caution.

France, India, Russia, UK issue travel warnings over Israel-Iran tensions

Warnings come as Tehran promises reprisals against Israel for the deadly April 1 attack on an Iranian consulate in Syria.

Countries including France, India, Russia, Poland and the United Kingdom have warned their citizens against travelling to Israel, the occupied Palestinian territories and, in some cases, the wider region amid threats of an Iranian attack in response to a strike this month on its consulate in Damascus.

Iran has threatened reprisals against Israel over the strike in the Syrian capital on April 1, which killed seven Islamic Revolutionary Guard Corps members, including two generals, leading to fears of an escalation of violence in the Middle East.

The French Ministry for Europe and Foreign Affairs on Friday advised its citizens against travelling to Iran, Lebanon, Israel and the Palestinian territories.

In a statement on the social media platform X, the ministry added that relatives of Iran-based diplomats will return to France and French civil servants are now banned from conducting any missions in the countries and territories in question.

The UK told its citizens to avoid all but essential travel to Israel and Palestine over the “possibility of an attack on Israeli territory from Iran”.

In an update, the British Foreign and Commonwealth Office warned against “all travel” to northern Israel, the Gaza Strip, areas near Gaza and the occupied West Bank – excluding occupied East Jerusalem and Route 1 between Jerusalem and Tel Aviv.

Russia strongly recommended its citizens “refrain from travelling to the region”, emphasising security risks in Israel, Lebanon and Palestine.

“The situation in the Palestinian-Israeli conflict zone as well as in the area of the ‘Blue Line’ between Lebanon and Israel remains unstable,” its Ministry of Foreign Affairs said.

Poland’s Foreign Ministry also advised against travel to Israel, Palestine and Lebanon.

“It cannot be ruled out that there will be a sudden escalation of military operations, which would cause significant difficulties in leaving these three countries,” it said in a statement. “Any escalation may lead to significant restrictions in air traffic and the inability to cross land border crossings.”

India’s statement covered Iran and Israel, calling on Indians not to go to the two countries until further notice in view of the “prevailing situation in the region”.

The Ministry of External Affairs in New Delhi said Indian citizens who are in the two countries should observe “utmost precautions about their safety and restrict their movements to the minimum”.

Germany meanwhile warned its citizens to leave Iran specifically, saying escalating tensions could affect exit routes.

“In the current tensions, especially between Israel and Iran, there is a risk of a sudden escalation,” the Foreign Office said. “German citizens are at concrete risk of being arbitrarily arrested and interrogated and being given long prison sentences. Dual citizens with Iranian and German nationality are especially at risk,” it added.

Separately, German flagship airline Lufthansa extended its suspension of flights to and from Tehran until Thursday and will not use Iranian airspace during that time.

Real and viable threat, US says

The United States has restricted its employees in Israel and their family members from personal travel outside the greater Tel Aviv, Jerusalem and Beersheba areas.

An imminent attack by Iran on Israel is a “real” and “viable” threat, US National Security Council spokesman John Kirby told journalists on Friday, adding that Washington would make sure the Israelis “have what they need and that they’re able to defend themselves”.

Speaking to reporters on Friday, President Joe Biden said: “We are devoted to the defence of Israel. We will support Israel. We will help defend Israel, and Iran will not succeed.”

The top US commander for the Middle East, General Erik Kurilla, is also in Israel for talks with its military officials on security threats. His trip was moved up from a previously scheduled date “due to recent developments”, Pentagon spokesman Major General Pat Ryder said on Thursday.

After Kurilla discussed the tensions with Iran with Israeli Defence Minister Yoav Gallant on Friday, Gallant said the US and Israel were “shoulder to shoulder” in facing possible threats.

“We are prepared to defend ourselves on the ground and in the air, in close cooperation with our partners, and we will know how to respond,” the defence chief added.

The Wall Street Journal, quoting a person familiar with the matter, reported on Thursday that Israel was preparing for an attack by Iran as soon as Friday or Saturday.

Al Jazeera’s Hamdah Salhut, reporting from East Jerusalem, said the Israeli army announced that it was preparing on all fronts offensively and defensively.

“A couple of weeks ago, the Israelis increased their alertness level, calling up reservists and bolstering air defence systems,” she said, adding that Israeli officials said they were prepared for anything.

Israel has bombarded the Gaza Strip since October 7 and sent in ground forces, killing at least 33,600 Palestinians and injuring more than 76,000. Hamas’s October 7 attacks on southern Israel killed more than 1,100 people there.

Israel has also stepped up strikes against Iranian personnel and allies in Syria and Lebanon and has traded near daily cross-border fire with the Lebanese group Hezbollah since the start of the war.

Several countries including the United States have issued new travel guidelines for Israel and the surrounding region, as the Israeli military said its forces were “highly alert” for a possible Iranian strike in retaliation for the killings of several commanders.

Iran has repeatedly vowed to strike back at Israel over the bombing of an Iranian Embassy complex in Damascus, Syria, this month that killed three generals and four other military officers. An American official said on Friday that Washington expects an attack by Iran against Israel that would be bigger than recent attacks in the long shadow war between the two countries, but not so big that it would draw the United States into war. The official spoke on condition of anonymity because of the sensitivity of the matter.

The U.S. State Department on Thursday barred its employees from traveling to large parts of Israel, the first time the U.S. government had restricted the movement of its employees in this way since the war in Gaza began more than six months ago.

On Thursday, Britain told its citizens that they “should consider leaving” Israel and the Palestinian territories “if it is safe to do so.” On Friday, India told its citizens “not to travel to Iran or Israel till further notice,” while France advised people not to travel to Israel, Iran or Lebanon and evacuated the families of French diplomats from Iran.

Asked about the U.S. travel warning , Matthew Miller, the State Department spokesman, said at a news briefing Thursday: “We have seen Iran making public threats against Israel in the past few days.” He declined to provide details about any specific information that prompted the warning.

The new guidelines bar U.S. government employees and their families from traveling to locations outside the Tel Aviv, Jerusalem and Beersheba metropolitan areas “out of an abundance of caution” until further notice. The State Department said U.S. personnel could move among those areas for personal travel.

The top American military commander for the Middle East, Gen. Michael E. Kurilla, traveled to Israel to coordinate a response to possible Iranian retaliation, U.S. officials said.

“Our enemies think that they will divide Israel and the United States,” the Israeli defense minister, Yoav Gallant, said in a statement on Friday after meeting with General Kurilla. “They are connecting us and are strengthening the relationship between us.”

If Iran attacks, he added, “we will know how to respond.”

On Thursday, the Israeli military’s chief spokesman, Rear Adm. Daniel Hagari, said that the armed forces were “highly alert and prepared” for any action Iran might take, even as the timing and scale of any response remained unclear. Analysts say that Tehran, which has long used a network of proxy forces to project power across the Middle East, wants to avoid igniting a full-fledged war that could drag in the United States and threaten the survival of Iran’s regime.

“For years, and even more so during the war, Iran has been financing, directing and arming its proxies — in Lebanon, Gaza, Syria, Iraq and Yemen — to attack the state of Israel,” he said. “An attack from Iranian territory would be clear evidence of Iran’s intentions to escalate the Middle East and stop hiding behind the proxies.”

The Ministry of External Affairs (MEA) on Friday cautioned Indians travelling to violence-hit Myanmar , saying they should observe proper safety protocols. India has also relocated its staff from its consulate in Myanmarese city of Sittwe.

Addressing a weekly media briefing, MEA spokesperson Randhir Jaiswal said that the security situation in Myanmar remains precarious and deteriorating .

"Indians who are travelling to Myanmar should observe proper safety protocols and take care of themselves while the embassy is there to take care of them," Jaiswal said.

"The security situation in Myanmar remains precarious and deteriorating. You heard about the fighting that is going on, specifically in Rakhine state and other areas. Some time back, we issued an advisory to our nationals so that they could take due care," he further said.

The MEA said India has temporarily moved staff from its consulate in Sittwe to Yangon in view of the fighting in Rakhine state of Myanmar. However, the Consulate in Mandalay remains fully functional.

The Southeast Asian nation plunged into chaos after its military ousted the elected government of Aung San Suu Kyi in February 2021, sparking widespread armed resistance across the country.

Recently, a relentless assault by anti-coup forces forced around 200 Myanmar military personnel to withdraw to the Friendship Bridge connecting the border town of Myawaddy to Thailand.

The anti-junta forces declared they had gained control of the critical border town of Myawaddy.

"Today KNU-led joint resistance forces captured the remaining military base in Myawaddy," Kyaw Zaw, a spokesperson for Myanmar's National Unity Government, told news agency Reuters.

The National Unity Government is a shadow administration of ousted lawmakers and anti-junta groups.

The military has already lost its control of areas along Myanmar's borders with India, China and Bangladesh. Its manpower has also been depleted.
