U.S. tourist faces 12 years in prison after taking ammunition to Turks and Caicos

An Oklahoma man faces up to 12 years in prison on a Caribbean island after customs officials found ammunition in his luggage.

Ryan Watson traveled to Turks and Caicos with his wife, Valerie, to celebrate his 40th birthday on April 7. They went with two friends who had also turned 40.

The vacation came to an abrupt end when airport staff members found a zip-close bag containing bullets in the couple's carry-on luggage. Watson said it was hunting ammunition he had accidentally brought with him — but under a strict law in Turks and Caicos, a court may still impose a mandatory 12-year sentence.

"They were hunting ammunition rounds that I use for whitetail deer," Watson told NBC Boston in an interview conducted last week that aired after their first court appearance Tuesday.

"I recognized them, and I thought, 'Oh, man, what a bonehead mistake that I had no idea that those were in there,'" he said.

The couple were arrested and charged with possession of ammunition. Authorities seized their passports and explained the penalties they faced.

Valerie Watson said in the interview: "When I heard that, I immediately was terrified, because I was like we can't both be in prison for 12 years. We have kids at home, and this is such an innocent mistake."

The charges against her were dropped, and she returned home to Oklahoma City on Tuesday after the court hearing to be reunited with her two young children.

"Our goal is to get Ryan home, because we can’t be a family without Dad," she said.

The couple also spoke about the financial burden of a much longer-than-planned trip. "This is something that we may never recover from," Ryan Watson said.

The U.S. Embassy in the Bahamas issued a warning to travelers in September about a law that strongly prohibits possession of firearms or ammunition in Turks and Caicos, an overseas British territory southeast of the Bahamas that is a popular vacation spot.

It said: "We wish to remind all travelers that declaring a weapon in your luggage with an airline carrier does not grant permission to bring the weapon into TCI [Turks and Caicos Islands] and will result in your arrest."

The embassy added: "If you bring a firearm or ammunition into TCI, we will not be able to secure your release from custody."

The embassy and the government in Turks and Caicos did not immediately respond to requests for comment.

The same thing happened to another American, Bryan Hagerich, of Pennsylvania, who was arrested after ammunition was found in his luggage before he tried to board a flight out of Turks and Caicos in February. He said he accidentally left it in his bag.

Hagerich was on a family vacation with his wife and two young children but has now been in the country for 70 days. He spent eight days in prison before he posted bail.

"It’s incredibly scary. You know, you just don’t know what the next day may bring — you know, what path this may take," Hagerich told NBC Boston.

"You know, it’s certainly a lot different than packing your bags and going away with your family for a few days. It’s been the worst 70 days of my life," he said.

Hagerich, once a professional baseball player, was drafted by the Florida Marlins in the MLB 2007 June amateur draft from the University of Delaware.

His case goes to trial May 3.

A Life Overtaken by Conspiracy Theories Explodes in Flames as the Public Looks On

The journey that ended with a man setting himself on fire on Friday outside the Manhattan courthouse where Donald J. Trump was being tried seemed to have begun in Florida, with a series of increasingly bizarre outbursts.

Standing in the afternoon chill, the man, Max Azzarello, 37, of St. Augustine, Fla., threw pamphlets into the air before dousing himself with an accelerant and setting his body ablaze. The police hurried to extinguish the flames, and he was taken to a hospital burn unit, gravely injured. He died on Friday night.

The fire just a block or two from the courthouse appeared calculated to draw widespread attention, horrifying bystanders and temporarily overshadowing the momentous trial of a former president.

But a closer look at the path the man had traveled to this moment of self-destruction revealed a recent spiral into volatility, one marked by a worldview that had become increasingly confusing and disjointed — and appeared to be unattached to any political party. His social media postings and arrest records suggest the immolation stemmed instead from a place of conspiracy theories and paranoia.

Until last summer, Mr. Azzarello seemed to have lived a relatively quiet life. After high school, where he was a member of a bowling team, he graduated from the University of North Carolina at Chapel Hill in 2009, with degrees in anthropology and public policy.

As a student at Rutgers University in New Brunswick, N.J., where he received a master’s degree in city and regional planning in 2012, he was known for leaving supportive Post-it notes for classmates in the hallways and for his karaoke performances of Frank Sinatra and Disney tunes, said a former classmate, Katie Brennan.

“He was super curious about social justice and the way things ‘could’ be,” Ms. Brennan said. “He was creative and adventurous.”

He began a career in which, according to his LinkedIn profile, he moved among jobs in marketing, sales and technology. In 2013, he worked on the campaign of Representative Tom Suozzi of Long Island, who was then running for Nassau County executive.

An old friend from high school, Steven Waldman, called Mr. Azzarello one of the smartest people he knew.

“He was a good friend and person and cared about the world,” he said.

But there was cause for concern, too.

By last year, he had apparently settled in St. Augustine, where he lived in a modest apartment near the Matanzas River in that historic city. He was a pleasant if sometimes peculiar neighbor.

“An extremely nice person,” said Larry Altman, the property manager at his apartment building, who added: “He had political views that I would not consider mainstream. He called our government and the world government a Ponzi scheme.”

But there were no signs that he was harboring an urge to harm himself, Mr. Altman said.

“If you met Max, he’d shake your hand, and you’d have a nice conversation,” he said. “He’d treat you with respect.”

He was clearly deeply affected by the loss of his mother, however. Elizabeth Azzarello died on April 6, 2022, near Sea Cliff, N.Y., on Long Island, where she had fought pulmonary disease, Mr. Azzarello wrote on Instagram in April 2022.

“I am immensely proud to say that she navigated the awful challenges of this disease with strength, dignity and spirit through the very end,” he wrote.

After this loss, his old friends saw a change. “That was around the time when he became more outspoken,” Mr. Waldman said. “They were close, and they had a good relationship. He was heartbroken.”

By the following year, the clarity Mr. Azzarello had shown in writing of his grief was gone, and a troubled image emerged.

In March 2023, he listed his profession on LinkedIn as “Research Investigator,” self-employed. In June of that year, he tagged Ms. Brennan and several others to make sure they had seen something he had written. She described it as a “manifesto” and called him immediately and tried to intervene. Eventually she wrote to one of his family members to make sure that they were aware that he was in crisis, she said.

About five months later, in early August 2023, he posted on Facebook about visiting a mental health treatment facility: “Three days in the psych ward, and all I got were my new favorite socks.”

Days later, in picturesque St. Augustine, he went for dinner at the Casa Monica Hotel on Cordova Street. Afterward, Mr. Azzarello walked into the lobby, approached an autograph left by former President Bill Clinton, who had signed the wall several years earlier, and threw a glass of wine at it, the police said. He admitted what he had done to officers, the police said. The episode was most likely written off as one man’s bad night.

Two days later, he was back, standing outside the hotel in just his underwear, ranting and cursing into a bullhorn, the police said. And just three days after that, he vandalized a sign outside a nearby United Way office before climbing into the bed of a stranger’s truck and rifling its contents, the police said.

All these events played out within walking distance of the apartment where even his most far-afield views had only recently been delivered politely.

In the months that followed, Mr. Azzarello promoted his disjointed preoccupations in a document he posted on Facebook. The pages attacked fascism and the general complacency of the public. They espoused general anti-government sentiment but did not seem directed at a discernible political party.

“Like frogs in water coming to a boil, the public didn’t notice the rotten truth behind the illusion of freedom,” the writings state. The man who had written fondly of his mother just a year earlier — “gracious and warm, silly and catty, compassionate and supportive” — and their time together seemed to have disappeared.

His greatest vexation appeared to be cryptocurrency, which he cast as a threat to humanity.

It was unclear when he arrived in New York, taking a room at the Soho 54 Hotel on Watts Street in Lower Manhattan and making his way to the running sideshow outside the downtown criminal courthouse.

The area he chose, Collect Pond Park, has been an on-and-off stage for supporters and opponents of Mr. Trump for months. Mr. Azzarello was there by Thursday, holding a sign and speaking in ways that, perhaps bizarre elsewhere, fit in with the disparate voices of the park.

On Friday, the crowd in the park had thinned. At about 1:35 p.m., people began to scream. A blur followed: a man on fire, bright flames licking his clothing and hair; officers scrambling over barricades; a departing ambulance.

His oldest friends were left struggling to make sense of this act.

“He was kind and a gentle soul,” said Carol Waldman, the mother of his childhood friend. “A real wonderful, terrific young guy. Who had his whole life ahead of him.”

New Delhi [India], April 24 (ANI): Recognising market demand, the Moscow City Tourism Committee organized a conference for representatives of the Indian MICE industry, to introduce them to the tourism strengths of the Russian capital.

MICE stands for Meetings, Incentives, Conferences and Exhibitions, and is a type of tourism in which large groups, usually plan things well in advance.

The event took place on April 19 in Delhi and brought together over 100 participants from MICE agencies of both countries, corporate customers, representatives of the travel industry in Moscow, Aeroflot and the Indian branches of Sberbank.

Business tourism is one of the most promising directions for Moscow.

In 2023, the capital was visited by 3.7 million business tourists - 7 per cent more than in 2022. And India remains one of the leaders among visitors from non-CIS countries in terms of the number of business travellers.

"The Russian capital as a centre of business tourism and corporate events is already an established and a strong brand in the international arena," commented Anastasia Popova, Deputy General Director for International and Industry Cooperation of Project Office for the Development of Tourism and Hospitality in Moscow.

"Now our task is to demonstrate to our Indian partners all the possibilities of organizing high-value MICE events in Moscow in combination with already proven tourist programs," said Popova.

At the Shaping MICE Future Conference, industry experts from Russia and India pronounced statements and speeches on the future of MICE events in these two countries, a presentation of the MICE potential of Moscow was showcased, and an analytical report on the state of the outbound MICE market in India was presented to the visitors.

During the panel discussion, participants assessed the current status and interaction peculiarities with the MICE market in India and developed recommendations for the MICE industry in Moscow during the general brainstorming session.

Representatives of the Indian MICE industry participated in B2B negotiations to find new cross-partners in the Moscow business environment and among representatives of the hospitality industry.

The Shaping MICE Future conference allowed the Moscow City Tourism Committee to form a pool of MICE industry representatives in Moscow to prioritize incoming requests for events and clarify India's requirements for business and corporate events to build mutually effective work. Indian colleagues received up-to-date information about Moscow as a safe and attractive MICE destination and were able to find potential partners among representatives of the MICE industry of the Russian capital and were able to present the MICE market in India.

The conference also assessed the solutions to foreign demand for non-standard venues and elements in MICE programs, such as museums, parks, theaters and others. Southwest Airlines is considering doing away with open, single-class seating on its aircraft.

In an interview with CNBC , ahead of the airline’s first-quarter earnings call on Thursday, CEO Bob Jordan said the company is weighing options for cabin reconfiguration to address its recent revenue shortfall.

“We’re looking into new initiatives, things like the way we seat and board our aircraft,” Jordan told the network.

Southwest has long differentiated itself from other airlines with one class of seating and little variability – no extra legroom seats or first class on its 737 fleet. But now, Jordan said it may be time to change the strategy.

“Customer preferences do change over time,” he told CNBC. He acknowledged the airline hasn’t made any decisions on implementing a new strategy but said studies about what they could do have yielded “interesting” results. 

For now, the only reliable way for Southwest customers can get their seating preference is to pay extra for an earlier boarding position. Southwest Airlines does not currently assign seats and passengers claim their real estate as they board the plane in an assigned order. 

During Thursday's earnings call, Jordan confirmed the airline was exploring updates to its seating and boarding processes. He also announced Southwest would be ending service to Syracuse, New York; George Bush Intercontinental Airport in Houston (the airline will still serve William P. Hobby Airport); Cozumel, Mexico and Bellingham, Washington. Jordan cited underperformance in those markets as the reason for their closure.

At least 133 people have been killed and more than 100 injured after gunmen opened fire on concertgoers near Moscow and set fire to the venue in one of the deadliest attacks in Russia in decades.

An affiliate of the ISIL (ISIS) armed group, Islamic State Khorasan Province ( ISKP ), which has been active in Afghanistan and Iran, claimed responsibility for the assault.

In a televised address to the nation, Russian President Vladimir Putin called the attack a “barbaric terrorist act” as he declared a national day of mourning on Sunday.

United Nations

The UN Security Council condemned “in the strongest terms the heinous and cowardly terrorist attack” at Crocus City Hall in Moscow’s northern suburb of Krasnogorsk.

“The members of the Security Council underlined the need to hold perpetrators, organisers, financiers and sponsors of these reprehensible acts of terrorism accountable and bring them to justice.”

UN Secretary-General Antonio Guterres, who is on a visit to Egypt’s border with the Gaza Strip, “firmly” condemned the attack on the concert hall.

“We consider absolutely intolerable the attack that took place in Moscow and we encourage all countries to cooperate with each other in order to make sure that ISIS [ISIL] will not have the capacity to strike anywhere else in the world,” he told reporters.

The UN secretary-general called ISIL “a terrorist organisation that is operating in several parts of the world and is a very serious threat to us all”.

“[It] needs to be fought with determination, with a lot of international cooperation,” he said.

NATO spokesperson Farah Dakhlallah said the military alliance “unequivocally” condemns the attack.

“Nothing can justify such heinous crimes. Our deepest condolences to the victims and their families,” she said on X.

President Xi Jinping sent his “condolences” to Putin, China’s state news agency Xinhua reported.

Xi “stressed that China opposes all forms of terrorism, strongly condemns the terrorist attack and firmly supports the Russian government’s efforts to safeguard its national security and stability”.

“We strongly condemn this heinous terrorist attack targeting innocent civilians,” President Recep Tayyip Erdogan told a public rally in the capital Ankara.

“Terrorism is unacceptable no matter who it comes from or who the perpetrator is.”

Erdogan said Turkey shared Russia’s pain, adding, “We’ll continue to fight against terror, the common enemy of humanity.”

United States

White House spokesperson John Kirby said, “The images are just horrible and just hard to watch, and our thoughts obviously are going to be with the victims of this terrible, terrible shooting attack.”

US Secretary of State Antony Blinken denounced the deadly attack and said Washington condemns “terrorism in all its forms”.

“We send our deepest condolences to the families and loved ones of those killed and all affected by this heinous crime. We condemn terrorism in all its forms and stand in solidarity with the people of Russia in grieving the loss of life from this horrific event,” Blinken said in a statement.

“The United States strongly condemns the heinous terrorist attack in Moscow,” White House Press Secretary Karine Jean-Pierre said in a separate statement, adding that “ISIS [ISIL] is a common terrorist enemy that must be defeated everywhere.”

European Union

The European Union said it was “shocked and appalled” by the attack.

“The EU condemns any attacks against civilians. Our thoughts are with all those Russian citizens affected,” said an EU spokesperson.

European Commission President Ursula von der Leyen also condemned the attack.

United Kingdom

Foreign Minister David Cameron said the UK condemned “in the strongest terms the deadly terrorist attack”.

“We offer our heartfelt condolences and express our deepest sympathy to the families of the many victims.”

“We strongly condemn the heinous terrorist attack in Moscow,” Prime Minister Narendra Modi wrote on X.

President Emmanuel Macron said he “strongly condemns the terrorist attack claimed by the Islamic State [ISIL]”, in a statement released by the Elysee Palace.

“France expresses its solidarity with the victims, their loved ones and all the Russian people,” it said.

The foreign ministry said, “The images coming out of Moscow are terrible,” and added that “light must be shed on these odious acts”.

“The images of the horrific attack on innocent people at Crocus City Hall near Moscow are horrific,” Germany’s foreign ministry said. “The background must be clarified quickly. Our deepest condolences go out to the families of the victims.”

“We condemn the terrible terrorist attack on innocent concertgoers in Moscow. Our thoughts are with the families of the victims and all those injured,” Chancellor Olaf Scholz wrote on X.

Afghanistan

Foreign Ministry spokesperson Abdul Qahar Balkhi said the Taliban administration condemned the attack in the “strongest terms”. Kabul considers it “a blatant violation of all human standards”.

President Miguel Diaz-Canel said, “Cuba condemns the atrocious terrorist act that occurred in Moscow. Our sincerest condolences to the government and people of Russia.”

Prime Minister Giorgia Meloni condemned what she said was an “odious act of terrorism”.

“The horror of the massacre of innocent civilians in Moscow is unacceptable,” Meloni said, expressing her “full solidarity with the affected people and the victims’ families”.

Japan’s foreign ministry said it “strongly” condemned the attack. “Japan extends its sincere condolences to the bereaved families and expresses its heartfelt sympathy to those who were injured.”

“We express our strongest condemnation of the armed attack that has been carried out against civilians today in Moscow in the exhibition centre Crocus City Hall,” Foreign Minister Yvan Gil said.

“We send out condolences to the families of the victims and we stand in solidarity with the Russian government.”

“Saddened by tonight’s tragic events in Moscow. Our hearts go out to the families of the victims and to all those affected,” Foreign Minister Israel Katz posted on X.

Palestinian Authority

The presidency of the Palestinian Authority condemned the attack and “affirmed its solidarity and support for the Russian leadership and the friendly people of Russia, emphasising its keenness on stability in the friendly Russian Federation,” according to the official Wafa news agency.

The Ministry of Foreign Affairs said it “reaffirms its stance in rejecting terrorism and violent extremism in all forms and manifestations.

“Malaysia continues to underscore the urgent need for a concerted international effort to eliminate the scourge of terrorism in a comprehensive and effective manner,” it said in a statement.

Spain said it was “shocked” by the attack, saying it “condemns any form of violence”.

“Our solidarity with the victims, their families and the Russian people,” the Spanish foreign ministry wrote on X.

The foreign ministry condemned “in the strongest terms, the cowardly terrorist attack … which comes after the great achievements gained by the friendly Russian people”, adding that “Syria stresses the need for intensifying global efforts in facing such massacres and bring their perpetrators to justice.”

The foreign ministry condemned the “appalling terror attack”.

“Our thoughts are with the victims and their families,” it said on X.

The foreign ministry said on X that it condemns “any attacks against civilians”.

Defence Minister Wladyslaw Kosiniak-Kamysz said Poland was “constantly monitoring the situation.

“I am in contact with the general staff of the Polish Army, all services and our allies. We are analysing this situation in terms of its possible impact on Poland’s security.”

United Arab Emirates

“The UAE expresses its strong denunciation of these criminal acts, and its permanent rejection of all forms of violence and terrorism that aim to destabilise security and stability and are inconsistent with international law,” the foreign ministry said.

Saudi Arabia

Crown Prince Mohammed bin Salman sent condolences to Putin, the foreign ministry said.

“The crown prince strongly condemned this criminal act, and expressed deepest condolences and sincere sympathy to the president, the families of the victims, and the people of the Russian Federation, wishing the injured speedy recovery.”

“Egypt strongly condemns the shooting incident,” the foreign ministry said.

“The government and the people of Egypt express their sincere condolences and sympathies to the government and people of Russia in this painful tragedy and to the families of the victims, wishing them a speedy recovery to all the injured.”

The Greek Foreign Ministry wrote on X that it was “shocked by the terrible images coming from Moscow” and sent its “heartfelt condolences” to the families of the victims.

The Greek Prime Minister Kyriakos Mitsotakis also said that the goverment and all Greeks condemn the “brutal terrorist attack” against innocent Russian citizens.

South Africa

South Africa’s President Cyril Ramaphosa wrote on X: “We are deeply saddened and we pay our condolences to the people of Russia following the tragic terror attack that killed so many people. I will be talking to President Putin to convey our condolences”.

The Icelandic Ministry of Foreign Affairs wrote on X: “The terrorist attacks in Moscow are appalling – attacks directed at civilians can never be justified. We condemn terrorism in all its forms and manifestations. Our thoughts are with the victims and their families”.

The Belgian Foreign Ministry wrote on X that it was “appalled by the shooting in a theatre in Moscow”. It offered condolences to the families of all victims of “gratuitous violence”.
