The Epic Minigames 2 Billion Visits Milestone Update is an in-game event that ran from July 28, 2023 to August 25, 2023, with 3 updates released on 3 Fridays: July 28, 2023, August 4, 2023 (delayed to August 5, 2023 early morning) & August 11, 2023.

New Features [ ]

The 2 Billion Visits Milestone Update could not be complete without some new features added to the game! With the 3 updates, 4 new features were added to the game.

  • Players with the VIP gamepass are now able to customize their VIP chat tag with new chat tag colour & text customization options from the Settings UI.
  • Coin rains, minigame choice rains and star rains are now added to the lobby. Players can choose and give away a pre-set amount of their choice for the rain with Robux.
  • A new minigame choice queue UI was added to the current minigame board. It can be accessed by clicking/tapping on the '?' icon on the current minigame board above the 'Choose Next' button.
  • The Shop UI has been revamped and now includes a Weekly Rotation row at the top of the Shop UI.

In total, there are 18 new maps in the update, with Wave 1 introducing 10 new maps, Wave 2 introducing 8 new maps and Wave 3 introducing 5 new maps.

There were two quests released in this update, one quest each released respectively in waves 1 and 3.

Rescue Party was added to Epic Minigames in Wave 1 of the 2 Billion Visits Milestone Update to celebrate 2 Billion Visits achieved in Epic Minigames. It was released on July 28, 2023 and subsequently removed on August 25, 2023.

In this quest, Azarctic , one of the developers of Epic Minigames , looks stressed and tells the player that his plans for a big celebration went all wrong and he needs the player to help fix his mistakes by going through various minigames to collect items needed to get the celebration back up and running again.

Odd Treasure Hunt was added to Epic Minigames in Wave 3 of the 2 Billion Visits Milestone update. It was released on August 11, 2023. It is also confirmed that it is a permanent quest for the game.

In this quest, the player will help an odd old man find a "treasure" he has been searching for for a really long time and needs the player to go through various minigames to get closer to his treasure.

Today I used the 2 billion visits code and did a big boost. During the boost I had 24 hours of invigorating nectar and 10 hours of refreshing. I used 2 super smoothies and a marshmallow bee. In the end I made 1.3 trillion honey. Big thanks to @WindyPat for helping!

  • Despite this, a redeemed code will appear in capital letters even if it was typed in lowercase letters. For example, if the player redeems the code "TEST" but types it as "test", upon entering the code, the message "You redeemed the code TEST!" will appear on the screen, even though it was typed as "test".
  • The "LOOKBEHINDYOU" code is a reference to a secret on the developer console and a lobby server message.
  • The "100MVISITS" code was the first code to expire.
  • The "SCREECHSUCKS" code could also be found in the description of the decal used for Halt's eyes, Eyes and for the Guiding Light .
  • The "ONEBILLIONVISITS" code was the first to feature a knobs boost.

Roblox has been gaining a lot of popularity lately, and some of the games have over 20 billion visits. One of the most popular Roblox games, Blox Fruit has hit yet another milestone recently.

In a tweet , the official Twitter account of Blox Fruit has announced that the game has officially crossed 5 billion visits. The developers thanked the fans and in celebration of the milestone, it also gave away two codes as well. You can find the two codes below.

  • RESET_5B - The developers have not revealed what the code does, but by the looks of it, it will be used to reset the stats in the game.
  • EXP_5B- The rewards of this code have not been revealed either, but ideally, this code should provide players with 2x XP for a given duration. Do note that the exact duration is not known, and it could be anything between 15 minutes to 30 minutes.

How to redeem Blox Fruits codes?

Redeeming codes in Blox Fruit follows a similar process to the other Roblox games out there. If you want to redeem the codes in  Blox Fruits  in order to get the various rewards, you need to follow the steps given below.

  • Roblox experiences an issue with CoreScripts which causes multiple games to have issues when joining. The most notable games known to have been affected by this were Counter Blox , Arsenal , and Islands .
  • A new default avatar has been added.
  • An update starts to roll out to users in certain areas where genders on the sign-up screen have been removed, and there is a new avatar for new users. However, players can still change their gender through the Settings tab.
  • September 11 – Roblox starts a digital gift card design contest, with the winner being awarded $100 USD . [57]
  • September 14 – VideoFrames are released to the public. [58]
  • September 19 – Welcome to Bloxburg reaches 3 billion place visits.
  • Roblox removes the feature to view sales on all Marketplace items, except on mobile . Now, only the creators of their item(s) can only view the sales of their item(s). This has already sparked controversy and many people have been discussing their thoughts on social media. Many users have supported the idea of re-adding this feature as many have dubbed it useful.
  • Piggy becomes the third game to reach 6 billion visits.
  • September 25 – The Ava Max Heaven & Hell Launch Party event launches to celebrate Ava Max 's upcoming album, Heaven & Hell .
  • September 26 – Numerous hijacked accounts start mass messaging users with a phishing link through an XSS Vulnerability . This was quickly patched within a few hours.
  • Tower of Hell becomes the fourth game to reach 6 billion visits.
  • Ninja Legends becomes the twenty-second game to reach 1 billion visits.

October 2020 [ ]

  • October 7 – Flee The Facility reaches 2 billion visits.
  • October 10 – Adopt Me reaches 1 million concurrent players for the fifth time (1.7M at its peak). At this time, Roblox was experiencing unrelated issues and the massive player count caused even more issues, such as player data not saving.
  • Roblox experiences even more issues shortly after the previous issues were fixed, such as R6 idle and walking animation breaking, the friends list not appearing, and other issues.
  • October 15 – Roblox adds 25 new fonts to Roblox Studio. [59]
  • October 20 – Roblox experiences in-experience data loss, leading to some of the most popular games to briefly close, including Adopt Me! , Royale High , Shindo Life , and Work at a Pizza Place for a bit.
  • October 22 – Roblox announces on the Developer Forum a then-upcoming adjustment to pending sales, increasing the time from 3 days to 3 to 7 days, resulting in backlash.

November 2020 [ ]

  • November 3 - Roblox rolls out an update that puts the Roblox Website UI into Roblox Player, instead of being in the browser for a small minority of players. It was then reverted after 6 hours of use. This update received criticism from the player base hours right after it was released.
  • November 6 - Roblox officially reaches 2 billion users. EmbraceShariaLaw is the user to accomplish this feat. The account was a bot.
  • November 10 – Lil Nas X Concert Experience event begins to promote Lil Nas X 's new song, Holiday .
  • Phase 1a introduces procedurally-generated clouds into the game.
  • Roblox experiences a major issue, which caused everyone unable to edit their avatar while it is broken. ⁠[citation needed]
  • The Flamingo Junkbot Raid occurred. On November 10, Albert released a video titled ROBLOX JUNKBOT which he announced the start of "Junkbot Week" which would span the entire week of November 9 (or 10), 2020. In Life In Paradise Albert uses admin to give the Junkbots guns and encourages players to hunt down non-Junkbots. As a result, about 1000 Life in Paradise players were dressed as Junkbots, and those who didn't were killed. In this video, he mentions a potential raid. Eventually, Albert announced the raid changing the original Junkbot base to "JUNKBOT LOBBY AT 11/14 3 PM EST," scheduling the raid one hour before the Lil Nas X concert event. Over 240,000 players showed up at the base. They proceeded to wreak havoc on " Da Hood ". The teleport from the base to the game resulted in incredible lag. Albert captured the highlights in a video titled "We raided Roblox with over 200,000 people..." which reached the trending page for gaming. The live junkbot raid, along with the Lil Nas X and the RB Battles event combined broke Roblox and caused the avatar editor to stop working for a short period. Developers claimed to have difficulty publishing games at the time and nobody still knew who exactly broke Roblox, because the people that were working on the Lil Nas X Concert teleported everyone to one single server to make the event, whilst Albert teleported all the 200,000 players to Da Hood. With RB Battles running with around 16K players at the time, the raid had broke Roblox for a while.
  • November 16 – RB Battles Season 2 event begins.
  • November 17 – A user of the name of Eobaldibasics Hacked a Roblox account named "leobaldibasics" changing their avatar, language, and more.
  • November 23 – The Ready Player Two event begins a day after the main hub for the event opens.

December 2020 [ ]

  • December 2 – The tax for VIP servers, paid access places , and plugin marketplace sales is changed for non- premium users from 90% to 30%. [61]
  • An unknown "Runtime Error" crash happened at around 6:00 PM EST. A unique error screen was seen during that short period.
  • The VehicleSeat is updated so that the player can zoom into the dashboard in first person. Before this, the player could only zoom above the head, and in most cases their vehicle. This update received criticism from the player base right after it was released.
  • Ban wave occurs targeting konwn exploiters around the same time account creation was disabled.
  • Roblox Corpration creates a TikTok channel. [62]
  • Roblox makes it so that non-Premium users can only upload shirts if they pay100 Robux . This has received harsh criticism from the community. [63]
  • December 10 – Roblox begins rolling out new avatar headshots. New editing of the avatar will cause the avatar headshot to be forward. It has received criticism due to users calling it "creepy". [64]
  • December 11 – Proximity prompt was released to the public. [65]
  • December 14 – Roblox has acquired the company Loom.ai in efforts to help bring facial expressions and animations as well as more realistic 3D avatars to the platform. [66]
  • December 18 – A beta for new terrain, parts, and built-in materials was released. [67]
  • December 28 – Roblox collabs with Microsoft , allowing players to get 100 Robux from Microsoft Rewards. This was quickly taken down due to players abusing it for free Robux. [68]

After months of delay at the hands of a bloc of ultraconservative Republicans, the package drew overwhelming bipartisan support, reflecting broad consensus.

The House voted resoundingly on Saturday to approve $95 billion in foreign aid for Ukraine, Israel and Taiwan, as Speaker Mike Johnson put his job on the line to advance the long-stalled aid package by marshaling support from mainstream Republicans and Democrats.

In four back-to-back votes, overwhelming bipartisan coalitions of lawmakers approved fresh rounds of funding for the three U.S. allies, as well as another bill meant to sweeten the deal for conservatives that could result in a nationwide ban of TikTok.

The scene on the House floor reflected both the broad support in Congress for continuing to help the Ukrainian military beat back Russia, and the extraordinary political risk taken by Mr. Johnson to defy the anti-interventionist wing of his party who had sought to thwart the measure. Minutes before the vote on assistance for Kyiv, Democrats began to wave small Ukrainian flags on the House floor, as hard-right Republicans jeered.

How the House Voted on Foreign Aid to Ukraine, Israel and Taiwan

Here’s how each member of the House voted on the foreign aid bills.

The legislation includes $60 billion for Kyiv; $26 billion for Israel and humanitarian aid for civilians in conflict zones, including Gaza; and $8 billion for the Indo-Pacific region. It would direct the president to seek repayment from the Ukrainian government of $10 billion in economic assistance, a concept supported by former President Donald J. Trump, who had pushed for any aid to Kyiv to be in the form of a loan. But it also would allow the president to forgive those loans starting in 2026.

It also contained a measure to help pave the way to selling off frozen Russian sovereign assets to help fund the Ukrainian war effort, and a new round of sanctions on Iran. The Senate is expected to pass the legislation as early as Tuesday and send it to President Biden’s desk, capping its tortured journey through Congress.

“Our adversaries are working together to undermine our Western values and demean our democracy,” Representative Michael McCaul, Republican of Texas and the chairman of the Foreign Affairs Committee, said Saturday as the House debated the measure. “We cannot be afraid at this moment. We have to do what’s right. Evil is on the march. History is calling and now is the time to act.”

“History will judge us by our actions here today,” he continued. “As we deliberate on this vote, you have to ask yourself this question: ‘Am I Chamberlain or Churchill?’”

The vote was 311 to 112 in favor of the aid to Ukraine, with a majority of Republicans — 112 — voting against it and one, Representative Dan Meuser of Pennsylvania, voting “present.” The House approved assistance to Israel 366 to 58; and to Taiwan 385 to 34, with Representative Rashida Tlaib, Democrat of Michigan, voting “present.” The bill to impose sanctions on Iran and require the sale of TikTok by its Chinese owner or ban the app in the United States passed 360 to 58.

“Today, members of both parties in the House voted to advance our national security interests and send a clear message about the power of American leadership on the world stage,” Mr. Biden said. “At this critical inflection point, they came together to answer history’s call, passing urgently needed national security legislation that I have fought for months to secure.”

Minutes after the vote, President Volodymyr Zelensky of Ukraine thanked lawmakers, singling out Mr. Johnson by name “for the decision that keeps history on the right track.”

“Democracy and freedom will always have global significance and will never fail as long as America helps to protect it,” he wrote on social media. “The vital U.S. aid bill passed today by the House will keep the war from expanding, save thousands and thousands of lives, and help both of our nations to become stronger.”

Outside the Capitol, a jubilant crowd waved Ukrainian flags and chanted, “Thank you U.S.A.” as exiting lawmakers gave them a thumbs-up and waved smaller flags of their own.

For months, it had been uncertain whether Congress would approve new funding for Ukraine, even as momentum shifted in Moscow’s favor. That prompted a wave of anxiety in Kyiv and in Europe that the United States, the single biggest provider of military aid to Ukraine, would turn its back on the young democracy.

And it raised questions about whether the political turmoil that has roiled the United States had effectively destroyed what has long been a strong bipartisan consensus in favor of projecting American values around the world. The last time the Congress approved a major tranche of funding to Ukraine was in 2022, before Republicans took control of the House.

With an “America First” sentiment gripping the party’s voter base, led by Mr. Trump, Republicans dug in last year against another aid package for Kyiv, saying the matter should not even be considered unless Mr. Biden agreed to stringent anti-immigration measures. When Senate Democrats agreed earlier this year to legislation that paired the aid with stiffer border enforcement provisions, Mr. Trump denounced it and Republicans rejected it out of hand.

But after the Senate passed its own $95 billion emergency aid legislation for Ukraine, Israel and Taiwan without any immigration measures, Mr. Johnson began — first privately, then loudly — telling allies that he would ensure the U.S. would send aid to Kyiv.

In the end, even in the face of an ouster threat from ultraconservative members, he circumvented the hard-line contingent of lawmakers that once was his political home and relied on Democrats to push the measure through. It was a remarkable turnabout for a right-wing lawmaker who voted repeatedly against aid to Ukraine as a rank-and-file member, and as recently as a couple of months ago declared he would never allow the matter to come to a vote until his party’s border demands were met.

In the days leading up to the vote, Mr. Johnson began forcefully making the case that it was Congress’s role to help Ukraine fend off the advances of an authoritarian. Warning that Russian forces could march through the Baltics and Poland if Ukraine falls, Mr. Johnson said he had made the decision to advance aid to Kyiv because he “would rather send bullets to Ukraine than American boys.”

“I think this is an important moment and important opportunity to make that decision,” Mr. Johnson told reporters at the Capitol after the votes. “I think we did our work here and I think history will judge it well.”

Mr. Johnson structured the measures, which were sent to the Senate as one bill, to capture different coalitions of support without allowing opposition to any one element to defeat the whole thing.

“I’m going to allow an opportunity for every single member of the House to vote their conscience and their will,” he had said.

In a nod to right-wing demands, Mr. Johnson allowed a vote just before the foreign aid bills on a stringent border enforcement measure, but it was defeated after failing to reach the two-thirds majority needed for passage. And the speaker refused to link the immigration bill to the foreign aid package, knowing that would effectively kill the spending plan.

His decision to advance the package infuriated the ultraconservatives in his conference who accused Mr. Johnson of reneging on his promise not to allow a vote on foreign aid without first securing sweeping policy concessions on the southern border. It prompted two Republicans, Representatives Thomas Massie of Kentucky and Paul Gosar of Arizona to join a bid by Representative Marjorie Taylor Greene of Georgia to oust Mr. Johnson from the top job.

Ms. Greene claimed the Ukraine aid bill supported “a business model built on blood and murder and war in foreign countries.”

“We should be funding to build up our weapons and ammunition, not to send it over to foreign countries,” she said before her proposal to zero out the money for Kyiv failed on a vote of 351 to 71.

Much of the funding for Ukraine is earmarked to replenish U.S. stockpiles after shipping supplies to Kyiv.

Since Russia’s invasion in 2022, Congress has appropriated $113 billion in funding to support Ukraine’s war effort. $75 billion was directly allocated to the country for humanitarian, financial and military support, and another $38 billion in security assistance-related funding was spent largely in the United States, according to the Institute for Study of War , a Washington-based research group.

Hard-right Republican opposition to the legislation — both on the House floor and in the critical Rules panel — forced Mr. Johnson to rely on Democrats to push the legislation across the finish line.

“If Ukraine does not receive this support that it requires to defeat Russia’s outrageous assault on its sovereign territory, the legacy of this Congress will be the appeasement of a dictator, the destruction of an allied nation and a fractured Europe,” said Representative Rosa DeLauro of Connecticut, the top Democrat on the Appropriations Committee. “Gone will be our credibility, in the eyes of our allies and of our adversaries. And gone will be the America that promised to stand up for freedom, democracy, and human rights, wherever they are threatened or wherever they are under attack.”

Thirty-seven liberal Democrats opposed the $26 billion aid package for Israel because the legislation placed no conditions on how Israel could use American funding, as the death toll in Gaza has reached more than 33,000 and the threat of famine looms. That showed a notable dent in the longstanding ironclad bipartisan backing for Israel in Congress, but was a relatively small bloc of opposition given that left-wing lawmakers had pressed for a large “no” vote on the bill to send a message to Mr. Biden about the depth of opposition within his political coalition to his backing for Israel’s tactics in the war.

“Sending more weapons to the Netanyahu government will make the U.S. even more responsible for atrocities and the horrific humanitarian crisis in Gaza which is now in a season of famine,” said Representative Jonathan L. Jackson, Democrat of Illinois.

Our goals for Llama 3

With Llama 3, we set out to build the best open models that are on par with the best proprietary models available today. We wanted to address developer feedback to increase the overall helpfulness of Llama 3 and are doing so while continuing to play a leading role on responsible use and deployment of LLMs. We are embracing the open source ethos of releasing early and often to enable the community to get access to these models while they are still in development. The text-based models we are releasing today are the first in the Llama 3 collection of models. Our goal in the near future is to make Llama 3 multilingual and multimodal, have longer context, and continue to improve overall performance across core LLM capabilities such as reasoning and coding.

State-of-the-art performance

Our new 8B and 70B parameter Llama 3 models are a major leap over Llama 2 and establish a new state-of-the-art for LLM models at those scales. Thanks to improvements in pretraining and post-training, our pretrained and instruction-fine-tuned models are the best models existing today at the 8B and 70B parameter scale. Improvements in our post-training procedures substantially reduced false refusal rates, improved alignment, and increased diversity in model responses. We also saw greatly improved capabilities like reasoning, code generation, and instruction following making Llama 3 more steerable.

In the development of Llama 3, we looked at model performance on standard benchmarks and also sought to optimize for performance for real-world scenarios. To this end, we developed a new high-quality human evaluation set. This evaluation set contains 1,800 prompts that cover 12 key use cases: asking for advice, brainstorming, classification, closed question answering, coding, creative writing, extraction, inhabiting a character/persona, open question answering, reasoning, rewriting, and summarization. To prevent accidental overfitting of our models on this evaluation set, even our own modeling teams do not have access to it. The chart below shows aggregated results of our human evaluations across of these categories and prompts against Claude Sonnet, Mistral Medium, and GPT-3.5.

Preference rankings by human annotators based on this evaluation set highlight the strong performance of our 70B instruction-following model compared to competing models of comparable size in real-world scenarios.

Our pretrained model also establishes a new state-of-the-art for LLM models at those scales.

To develop a great language model, we believe it’s important to innovate, scale, and optimize for simplicity. We adopted this design philosophy throughout the Llama 3 project with a focus on four key ingredients: the model architecture, the pretraining data, scaling up pretraining, and instruction fine-tuning.

Model architecture

In line with our design philosophy, we opted for a relatively standard decoder-only transformer architecture in Llama 3. Compared to Llama 2, we made several key improvements. Llama 3 uses a tokenizer with a vocabulary of 128K tokens that encodes language much more efficiently, which leads to substantially improved model performance. To improve the inference efficiency of Llama 3 models, we’ve adopted grouped query attention (GQA) across both the 8B and 70B sizes. We trained the models on sequences of 8,192 tokens, using a mask to ensure self-attention does not cross document boundaries.

Training data

To train the best language model, the curation of a large, high-quality training dataset is paramount. In line with our design principles, we invested heavily in pretraining data. Llama 3 is pretrained on over 15T tokens that were all collected from publicly available sources. Our training dataset is seven times larger than that used for Llama 2, and it includes four times more code. To prepare for upcoming multilingual use cases, over 5% of the Llama 3 pretraining dataset consists of high-quality non-English data that covers over 30 languages. However, we do not expect the same level of performance in these languages as in English.

To ensure Llama 3 is trained on data of the highest quality, we developed a series of data-filtering pipelines. These pipelines include using heuristic filters, NSFW filters, semantic deduplication approaches, and text classifiers to predict data quality. We found that previous generations of Llama are surprisingly good at identifying high-quality data, hence we used Llama 2 to generate the training data for the text-quality classifiers that are powering Llama 3.

We also performed extensive experiments to evaluate the best ways of mixing data from different sources in our final pretraining dataset. These experiments enabled us to select a data mix that ensures that Llama 3 performs well across use cases including trivia questions, STEM, coding, historical knowledge, etc.

Scaling up pretraining

To effectively leverage our pretraining data in Llama 3 models, we put substantial effort into scaling up pretraining. Specifically, we have developed a series of detailed scaling laws for downstream benchmark evaluations. These scaling laws enable us to select an optimal data mix and to make informed decisions on how to best use our training compute. Importantly, scaling laws allow us to predict the performance of our largest models on key tasks (for example, code generation as evaluated on the HumanEval benchmark—see above) before we actually train the models. This helps us ensure strong performance of our final models across a variety of use cases and capabilities.

We made several new observations on scaling behavior during the development of Llama 3. For example, while the Chinchilla-optimal amount of training compute for an 8B parameter model corresponds to ~200B tokens, we found that model performance continues to improve even after the model is trained on two orders of magnitude more data. Both our 8B and 70B parameter models continued to improve log-linearly after we trained them on up to 15T tokens. Larger models can match the performance of these smaller models with less training compute, but smaller models are generally preferred because they are much more efficient during inference.

To train our largest Llama 3 models, we combined three types of parallelization: data parallelization, model parallelization, and pipeline parallelization. Our most efficient implementation achieves a compute utilization of over 400 TFLOPS per GPU when trained on 16K GPUs simultaneously. We performed training runs on two custom-built 24K GPU clusters . To maximize GPU uptime, we developed an advanced new training stack that automates error detection, handling, and maintenance. We also greatly improved our hardware reliability and detection mechanisms for silent data corruption, and we developed new scalable storage systems that reduce overheads of checkpointing and rollback. Those improvements resulted in an overall effective training time of more than 95%. Combined, these improvements increased the efficiency of Llama 3 training by ~three times compared to Llama 2.

Instruction fine-tuning

To fully unlock the potential of our pretrained models in chat use cases, we innovated on our approach to instruction-tuning as well. Our approach to post-training is a combination of supervised fine-tuning (SFT), rejection sampling, proximal policy optimization (PPO), and direct preference optimization (DPO). The quality of the prompts that are used in SFT and the preference rankings that are used in PPO and DPO has an outsized influence on the performance of aligned models. Some of our biggest improvements in model quality came from carefully curating this data and performing multiple rounds of quality assurance on annotations provided by human annotators.

Learning from preference rankings via PPO and DPO also greatly improved the performance of Llama 3 on reasoning and coding tasks. We found that if you ask a model a reasoning question that it struggles to answer, the model will sometimes produce the right reasoning trace: The model knows how to produce the right answer, but it does not know how to select it. Training on preference rankings enables the model to learn how to select it.

Building with Llama 3

Our vision is to enable developers to customize Llama 3 to support relevant use cases and to make it easier to adopt best practices and improve the open ecosystem. With this release, we’re providing new trust and safety tools including updated components with both Llama Guard 2 and Cybersec Eval 2, and the introduction of Code Shield—an inference time guardrail for filtering insecure code produced by LLMs.

We’ve also co-developed Llama 3 with torchtune , the new PyTorch-native library for easily authoring, fine-tuning, and experimenting with LLMs. torchtune provides memory efficient and hackable training recipes written entirely in PyTorch. The library is integrated with popular platforms such as Hugging Face, Weights & Biases, and EleutherAI and even supports Executorch for enabling efficient inference to be run on a wide variety of mobile and edge devices. A system-level approach to responsibility

We have designed Llama 3 models to be maximally helpful while ensuring an industry leading approach to responsibly deploying them. To achieve this, we have adopted a new, system-level approach to the responsible development and deployment of Llama. We envision Llama models as part of a broader system that puts the developer in the driver’s seat. Llama models will serve as a foundational piece of a system that developers design with their unique end goals in mind.

Instruction fine-tuning also plays a major role in ensuring the safety of our models. Our instruction-fine-tuned models have been red-teamed (tested) for safety through internal and external efforts. ​​Our red teaming approach leverages human experts and automation methods to generate adversarial prompts that try to elicit problematic responses. For instance, we apply comprehensive testing to assess risks of misuse related to Chemical, Biological, Cyber Security, and other risk areas. All of these efforts are iterative and used to inform safety fine-tuning of the models being released. You can read more about our efforts in the model card .

Llama Guard models are meant to be a foundation for prompt and response safety and can easily be fine-tuned to create a new taxonomy depending on application needs. As a starting point, the new Llama Guard 2 uses the recently announced MLCommons taxonomy, in an effort to support the emergence of industry standards in this important area. Additionally, CyberSecEval 2 expands on its predecessor by adding measures of an LLM’s propensity to allow for abuse of its code interpreter, offensive cybersecurity capabilities, and susceptibility to prompt injection attacks (learn more in our technical paper ). Finally, we’re introducing Code Shield which adds support for inference-time filtering of insecure code produced by LLMs. This offers mitigation of risks around insecure code suggestions, code interpreter abuse prevention, and secure command execution.

With the speed at which the generative AI space is moving, we believe an open approach is an important way to bring the ecosystem together and mitigate these potential harms. As part of that, we’re updating our Responsible Use Guide (RUG) that provides a comprehensive guide to responsible development with LLMs. As we outlined in the RUG, we recommend that all inputs and outputs be checked and filtered in accordance with content guidelines appropriate to the application. Additionally, many cloud service providers offer content moderation APIs and other tools for responsible deployment, and we encourage developers to also consider using these options.

Deploying Llama 3 at scale

Llama 3 will soon be available on all major platforms including cloud providers, model API providers, and much more. Llama 3 will be everywhere .

Our benchmarks show the tokenizer offers improved token efficiency, yielding up to 15% fewer tokens compared to Llama 2. Also, Group Query Attention (GQA) now has been added to Llama 3 8B as well. As a result, we observed that despite the model having 1B more parameters compared to Llama 2 7B, the improved tokenizer efficiency and GQA contribute to maintaining the inference efficiency on par with Llama 2 7B.

What’s next for Llama 3?

The Llama 3 8B and 70B models mark the beginning of what we plan to release for Llama 3. And there’s a lot more to come.

Our largest models are over 400B parameters and, while these models are still training, our team is excited about how they’re trending. Over the coming months, we’ll release multiple models with new capabilities including multimodality, the ability to converse in multiple languages, a much longer context window, and stronger overall capabilities. We will also publish a detailed research paper once we are done training Llama 3.

To give you a sneak preview for where these models are today as they continue training, we thought we could share some snapshots of how our largest LLM model is trending. Please note that this data is based on an early checkpoint of Llama 3 that is still training and these capabilities are not supported as part of the models released today.

FACT SHEET: President   Biden Announces up to $6.1 Billion Preliminary Agreement with Micron under the CHIPS and Science   Act

Funding unleashes $125 billion in private investment from Micron to build leading-edge memory semiconductor and create more than 20,000 direct jobs .

Today, President Biden will travel to Syracuse, New York, to announce that the Department of Commerce has reached a preliminary agreement with Micron to provide up to ~$6.14 billion in direct funding under the CHIPS and Science Act. This investment will support the construction of two fabs in Clay, New York, and one fab in Boise, Idaho, unleashing $50 billion in private investment by 2030 as the first step towards Micron’s investment of up to $125 billion across both states over the next two decades to build a leading-edge memory manufacturing ecosystem. Micron’s total investment will be the largest private investment in New York and Idaho’s history, and will create over 70,000 jobs, including 20,000 direct construction and manufacturing jobs and tens of thousands of indirect jobs. During his visit, President Biden will discuss how his Investing in America agenda is building our economy from the middle out and bottom up, mobilizing an economic comeback in communities like Syracuse, and strengthening U.S. national security. Semiconductors were invented in America and power everything from cell phones to electric vehicles, refrigerators, satellites, defense systems, and more. But today, the United States produces only about 10 percent of the world’s chips and none of the most advanced ones. Thanks to President Biden’s CHIPS and Science Act, that is changing. Companies have announced over $825 billion in investments in manufacturing and clean energy in the United States since the President took office, including in semiconductors. Semiconductor jobs and manufacturing are making a comeback.  Back in 2022 and shortly after President Biden’s CHIPS and Science Act was signed into law, President Biden and Leader Schumer joined Micron in New York to recognize the company’s intention to invest in the Syracuse community. Today’s announcement is a major step in realizing the aspiration laid out on that day – that the United States will once again be a leader in global chip manufacturing. Leading-edge memory chips are critical for advanced technology, including artificial intelligence and advanced computing and communications. Micron’s projects will create a robust leading-edge memory chip ecosystem and bring back leading-edge memory manufacturing to the United States for the first time in over 20 years:

  • Clay, New York : Funding will support the construction of the first two fabs of a planned four fab “megafab” focused on leading-edge DRAM chip production. Each fab will have 600,000 square feet of cleanrooms, totaling 2.4 million square feet of cleanroom space across the four facilities—the largest amount of cleanroom space ever announced in the United States and the size of nearly 40 football fields.
  • Boise, Idaho: Funding will support the development of a high-volume manufacturing (HVM) fab, with approximately 600,000 square feet of cleanroom space focused on the production of leading-edge DRAM chips. The fab would be co-located with the company’s existing, leading-edge R&D facility to improve efficiency across its R&D and manufacturing operations, reducing lags in technology transfer and cutting time-to-market for leading-edge memory products.

Creating Good-Paying and Union Jobs with Good Benefits Across America Workforce Funding: President Biden promised to be the most pro-worker, pro-union President in American history, and his Administration has committed to ensuring that workers have the free and fair choice to join a union and equitable training pathways to good jobs. Today’s announcement includes at least $40 million in dedicated CHIPS funding for training and workforce development to ensure local communities have access to the jobs of the future. The focus of this funding will be further determined in the coming months based on the Department of  Commerce’s labor and workforce priorities , in partnership with the Department of Labor.

Workforce Hubs: In addition, as part of the Administration’s effort to connect workers with good-paying jobs created by the President’s Investing in America agenda, today President Biden will announce four additional Investing in America Workforce Hubs – including one in Upstate New York, which will focus on semiconductor manufacturing – along with Milwaukee, Philadelphia, and Michigan. These hubs complement five existing Workforce Hubs, including those in Phoenix, Arizona, and Columbus, Ohio that have already catalyzed new semiconductor training programs.  These hubs will leverage and develop partnerships between companies, educational institutions, and labor unions to meet our nation’s workforce needs.

Project Labor Agreements: For these projects, Micron established two Project Labor Agreements (PLAs) at both the New York and Idaho sites for construction of new fabrication facilities. Both PLAs are the largest in each state’s history. These PLAs ensure that projects are completed efficiently and on time, while also supporting high quality jobs.

Registered Apprenticeships: To prepare for the thousands of jobs that will need to be filled, Micron is also leveraging Registered Apprenticeship programs to assist and propel underrepresented individuals to “earn-and-learn” and provide a pathway to well-paying careers. In New York, Micron has a partnership with the Manufacturers Association of Central New York. In Idaho, Micron established its first-ever Registered Apprenticeship Program in the state in partnership with the Idaho Manufacturing Alliance and College of Western Idaho. Micron is also joining DOL’s Advanced Manufacturing Sector Table of leading labor, industry, and workforce organizations committed to equitably building and growing the next generation of the manufacturing workforce here in the United States. The AFL-CIO Working for America Institute will support DOL’s Sector Table by working with Micron, the American Federation of Teachers (AFT), and other employer and labor organizations to develop, scale, and adopt a universal pathway curriculum for advanced manufacturing, including semiconductor manufacturing, to provide workers an onramp to good manufacturing jobs and create a pipeline of job-ready workers for employers across the country. Finally, Micron is also engaging with the AFT, its New York affiliates, the State of New York, and teachers to develop a training framework based on foundational and technical skills found throughout the semiconductor industry to engage and train students.

Good Jobs Principles: Micron has established itself as a leader on workforce issues, including by living up to the Department of Commerce’s and Labor’s Good Jobs Principles , which includes offering living wage starting salaries, opportunities for promotion—including for individuals from diverse and non-traditional backgrounds—a comprehensive benefits package, and an organizational culture that encourages feedback from all members to help Micron retain talent and strengthen its workforce over time.

Child Care: Micron has committed to providing affordable, accessible, high-quality child care for its workers across its facilities, and is building new child care facilities in both Idaho and New York, as well as partnering with local child care providers to provide subsidized care.

Right to Organize: Micron has affirmed it respects workers’ rights to organize, to share feedback without fear of reprisal, and to collectively bargain. The Administration strongly supports these rights, and expects Micron to neither hold mandatory captive audience meetings nor hire anti-union consultants. Micron and the Communications Workers of America (CWA) plan to meet to discuss labor peace. The Administration also plans to convene industrial unions and CHIPS companies to discuss workforce issues.

Sustainability: Micron is committed to delivering on its existing sustainability framework for the design and operations of its new facility, which includes planning to use 100% renewable electricity at the facilities and mitigating greenhouse gases. These efforts support Micron’s global target to achieve net-zero emissions from operations and purchased energy by 2050.

Rebuilding America’s Communities Today’s announcement is part of the President’s commitment to revitalize communities that for too long have been overlooked by federal investment. This investment is symbolic of how innovation, national security, and economic competitiveness can bring back communities that were once powerhouses. Syracuse was a manufacturing hub during World War II, when General Electric began building engines, vacuum tubes, and radar systems for the military. After powering the country to victory in World War II, families in Syracuse were left behind by decades of failed trickle-down policies. Factory closures led to jobs flowing overseas, increased rates of poverty, and a decline in income.

President Biden came to office with a different agenda – to leave no community behind and build the economy from the middle out and bottom up. Today’s announcement is coupled with ongoing, targeted investments in the Syracuse region. For example, the Department of Commerce designated upstate New York as a Tech Hub; the President’s Bipartisan Infrastructure Law is investing $180 million in the I-81 viaduct project to reconnect communities in Syracuse divided by transportation infrastructure; the Department of Energy and National Grid are investing a combined $140 million in upstate New York’s electric system; and the Environmental Protection Agency awarded $23 million in funding to clean up industrial waste. These investments set the stage for a new chapter in Syracuse’s economic history.

Now, the Syracuse region is making a comeback. After 22,000 jobs disappeared from the Syracuse region under the prior Administration, President Biden has added 25,000 jobs in Syracuse and over 1 million jobs statewide in New York. And workers are taking home more – real per capita personal income is up nearly 5%. Micron’s new investment is expected to create tens of thousands of jobs across suppliers and supporting industries – on top of the approximately 20,000 manufacturing and construction jobs it will directly employ – fostering a more resilient semiconductor supply chain in the U.S.

Building on Historic Progress Under the CHIPS and Science Act Today’s announcement is the seventh preliminary memorandum of terms (PMT)

under the CHIPS and Science Act:

  • In April 2024, the Administration announced $6.4 billion for Samsung to build leading-edge logic, R&D, and advanced packaging fabs in Taylor, TX, and to expand a current-generation and mature-node facility in Austin, TX.
  • In April 2024, the Administration announced $6.6 billion for Taiwan Semiconductor Manufacturing Company to support the development of three greenfield leading-edge fabs in Phoenix, AZ.
  • In March 2024, the Administration announced $8.5 billion for Intel to support investments across four states, (Chandler, AZ; Rio Rancho, NM; New Albany, OH; and Hillsboro, OR) to construct new leading-edge logic fabs, modernize advanced packaging facilities, and invest in R&D.
  • In February 2024, the Administration announced $1.5 billion for GlobalFoundries to support the development and expansion of facilities in Malta, NY, and Burlington, VT.
  • In January 2024, the Administration announced $162 million for Microchip Technology Inc. to increase its production of microcontroller units and other specialty semiconductors, and to support the modernization and expansion of fabrication facilities in Colorado Springs, CO, and Gresham, OR.
  • In December 2023, the Administration announced $35 million for BAE Systems Electronic Systems to support the modernization of the company’s Microelectronics Center in Nashua, NH. This facility will produce chips that are essential to our national security, including for use in F-35 fighter jets.

President Biden’s Investing in America agenda – including the CHIPS and Science Act – is spurring a manufacturing and clean energy boom. Since President Biden took office through the end of March 2024, companies have announced over $825 billion in private sector investments in manufacturing and clean energy, and over 50,000 infrastructure and clean energy projects are underway. This announcement is part of the President’s broader commitment to build an economy from the middle out and bottom up, not the top down, and invest in all of America.

Biden visits Syracuse to celebrate Micron receiving 2nd-largest CHIPS subsidy in nation

President Joe Biden in a visit to Syracuse today will tout a $13.6 billion package of federal subsidies to help Micron Technology move forward with the largest private investment in New York history.

Under terms of a preliminary, non-binding agreement, Micron would receive the second-largest incentive package awarded nationwide from the federal CHIPS and Science Act.

Micron would be eligible for $6.14 billion in direct grants and $7.5 billion in loans for its planned complex of computer chip plants in Syracuse’s northern suburbs and an expansion in Idaho, according to Biden administration officials.

Only Intel is due to receive a bigger subsidy package of $19.5 billion ($8.5 billion in grants and $11 billion in loans) for projects spread across four states – Arizona, Ohio, Oregon and New Mexico.

Biden is expected to celebrate the preliminary agreement with Micron during an afternoon visit to the Museum of Science and Technology in downtown Syracuse.

Micron President and CEO Sanjay Mehrotra, U.S. Senate Majority Leader Charles Schumer, Gov. Kathy Hochul and Onondaga County Executive Ryan McMahon are among hundreds of guests invited by the White House who will be on hand to meet with Biden.

Biden’s speech will be streamed live by the White House at about 2 p.m. The event at the MOST is open only to invited guests.

The president will outline a deal making Micron eligible for the incentives to build a $100 billion mega-complex of four chip plants in the town of Clay and a $25 billion expansion at company headquarters in Boise, Idaho.

In return, Micron would receive the direct grants, low-interest loans, a federal investment tax credit of 25% on the cost of building and equipping the plants, and at least $40 million for a workforce development program, according to administration officials.

Until today, the full subsidy package had not been made public.

Schumer, D-N.Y., told syracuse.com | The Post-Standard last week that the preliminary agreement included $6.1 billion in direct grants for Micron’s projects in Central New York and Idaho. He had no other details.

Under the tentative deal, Micron would be able to tap into up to $7.5 billion in low-interest loans from the federal government. The Department of Commerce declined to disclose the terms of the loans until a final agreement is signed in the coming months.

Officials also declined to disclose how the loans or grant money would be split between Micron’s projects in Central New York and Idaho.

During his visit to Syracuse, Biden also will announce that his administration is designating Upstate New York as one of four new workforce development hubs across the nation.

The Upstate hub will focus on training workers for Micron and other semiconductor companies across the region.

Other hubs will be designated in Milwaukee and Philadelphia (to train workers needed to replace lead water pipes and rebuild infrastructure) and the state of Michigan, where workers will be trained for the electric battery industry.

With the four additions, the nation will have nine workforce development hubs.

The hub designations do not include financial incentives. But the federal backing will help each region attract new public and private investment to train workers for growing industries, said Ryan Harper, director of the White House CHIPS office.

He said the first workforce development hubs announced last year have already yielded results in Ohio and Arizona.

In Columbus, Ohio, where Intel is building new chip plants, the company and building trade unions forged a partnership to train 10,000 skilled construction workers, Harper said.

In Phoenix, chip giant Taiwan Semiconductor Manufacturing Company (TSMC) worked with partners to establish the first-ever registered apprenticeship program in semiconductor manufacturing.

Micron’s preliminary agreement for a federal subsidy package means the company can move forward with its plan to build the four chip fabrication plants in Clay, which it says will create 9,000 direct jobs over the next 20 years.

Micron and state officials say the development at White Pine Commerce Park in Clay also will help create 40,000 spinoff jobs at supply chain companies and at other employers.

With the financial incentives in place, other businesses will have more financial certainty about committing to expand in Central New York, the administration officials said. Those businesses could range from Micron suppliers to hotels and restaurants that are considering whether to expand in the region.

The Micron development alone is expected to create about 4,500 construction jobs, according to the company.

The CHIPS and Science Act authorized up to $39 billion in grants to chip manufacturers and $75 billion in loans to lure chipmakers to the United States as a national security priority. Biden signed the bill into law in 2022 after Schumer pushed the measure through Congress.

Biden visited Syracuse in October 2022 to celebrate Micron’s decision to build the nation’s largest semiconductor manufacturing complex in the town of Clay.
