EASING OF TRAVEL RESTRICTIONS TO INDIA

India and Hungary have agreed to mutually recognise the Covid Immunity/Vaccination certificates issued by the two countries.  Entry, under the provisions of this agreement, would be granted to holders of such certificates w.e.f 25 th October 2021.  Fully vaccinated persons travelling from Hungary and holding the immunity certificate issued by the Government of Hungary would be allowed free entry without the need for either any tests on arrival or post-arrival quarantines.  

However, all travellers should complete the following before departure:

a.Submit self-declaration form on the online Air Suvidha portal (www.newdelhiairport.in) before the scheduled travel.

  b.Upload a negative COVID-19 RT-PCR report. This test should have been conducted within 72 hrs prior to undertaking the journey.

 c.Each passenger shall also submit a declaration with respect to authenticity of the report and will be liable for criminal prosecution, if found otherwise.

d.     Upload copy of fully vaccinated certificate on Air Suvidha portal. 

In respect of non-vaccinated or partially vaccinated passengers, apart from negative RT-PCR report to be uploaded on the Air Suvidha portal, the travellers need to undertake a Covid-19 test post arrival and home quarantine for seven days and re-rest on the 8 th day after arrival in India.  Quarantine may end only if the report is negative.

The entry travel restrictions introduced by Government decree no. 408/2020. (VIII.30.) (the €œGovernment decree€) entered into force on 1st of September, 2020.The mentioned decree is still in force for visa applicants, who intend to travel Hungary without a valid final Covid-19 vaccination / immunisation certificate (issued by the Republic of India or accepted by Hungary).

From 12th of October, 2021 holder of a valid final Indian Covid19 vaccination / immunization certificate are eligible to submit any type of C visa application without any restriction.

Exemption from travel restrictions:

HUNGARIAN CITIZENS (and their family members, and Hungarian resident permit holders )

Travelers with Hungarian citizenship (holders of valid Hungarian passport, ID card) are allowed to enter Hungary (no need for entry permit issued by the Hungarian Border Police or negative RT-PCR test result) regardless of the purpose of stay, but they must go into isolation for 10 days (this can be shortened by performing 2x RT-PCR tests in Hungary).

Persons entitled to the same rights as Hungarian citizens are:

  • family members of a Hungarian citizen;
  • persons entitled to permanent residence in Hungary and their family members (such a right must be certified by a document);
  • persons holding a valid residence permit issued by the aliens policing authority allowing for the residence in Hungary for a duration exceeding 90 days and presents this document upon entry (€œD€ type visa is equivalent).

NON-HUNGARIAN CITIZENS

Foreign citizens arriving from abroad in passenger traffic €“ unless otherwise specified by law or government decree €“ shall not enter Hungary.

Based on a bilateral agreement between the Republic of India and Hungary, Indian citizens, who are holder of a valid final Indian Covid-19 vaccination / immunization certificate are eligible to enter Hungary without restrictions.

The competent local police body located at the place of the planned entry into the territory of Hungary - in case of crossing the border at Budapest Liszt Ferenc International Airport the BRFK XVIII District Police Headquarters €“ may grant an exemption upon request.

The police authority may allow entry if the applicant without valid final (Indian) Covid-19 vaccination / immunization certificate proves that the purpose of entry is:

a.) participation in a Hungarian court or public authority proceedings and the participation is certified by a document of a Hungarian court or an authority, b.)receiving health care service, certified by a document issued by the health care institution or by other appropriate document, c.)meeting study or exam obligations under student status certified by a document which is issued by the educational institution, d.)taking part in cargo related passenger traffic if the aim of the travel is either to get to the cargo transport€™s point of departure, or to get home after carrying out such cargo transport duty, if certified by a document which is issued by the employer, e.)participation in family events (wedding, funeral, christening), f.)taking care of a relative pursuant to the Act V of 2013 on Civil Code, g.)taking part in an international religious event of a special significance; h.)other justifiable reasons outside that covered by point (a)-(h).

The entry permit can be received by submitting an online application on the Hungarian Police€™s website: https://ugyintezes.police.hu/web/guest/uj-ugy-inditasa/

If the entry is approved, the Hungarian Police issues a single entry permit for the traveler via email.

Note: The entry of foreign travelers (also those holding a valid entry permit) can be refused if COVID-19 infection is suspected during the medical check-up that every passenger must undergo after their arrival to the country.

SPECIAL CATEGORIES

Based on the above mentioned regulation, Government decree no. 408/2020. (VIII.30.) on travel restrictions, the Consulate may accept C-visa applications in the following SPECIAL CATEGORIES supported by documentary evidence.

Hungary Travel Guidelines

  • Can Indian travel to the Hungary?
  • Masks are advised for each passenger & on collective transportation: ship, rail, coaches, and public transportation.
  • Large-scale events are suspended until 31 Aug.
  • The world's countries will be divided into three groups:
  • Green for those with which travel will remain free;
  • Yellow for those where travel will be subject to a negative coronavirus test and;
  • Red for the countries whose citizens are not allowed to enter the country.

Guidelines for International Arrivals to India

  • This Standard Operating Procedure shall be valid w.e.f. 01st December (00.01 Hrs IST) till further orders. Based on the risk assessment, this document shall be reviewed from time to time.
  • A.1. Planning for Travel
  • i. All travelers should (i) submit self-declaration form on the online Air Suvidha portal ( www.newdelhiairport.in ) before the scheduled travel, including last 14 days travel details (ii) upload a negative COVID-19 RT-PCR report or Vaccination Certificate. This RT-PCR test should have been conducted within 72 hrs prior to undertaking the journey. Each passenger shall also submit a declaration with respect to authenticity of the report and will be liable for criminal prosecution, if found otherwise.
  • ii. They should also give an undertaking on the portal or otherwise to Ministry of Civil Aviation, Govt. of India, through concerned airlines before they are allowed to undertake the journey that they would abide by the decision of the appropriate government authority to undergo home quarantine/ self-monitoring of their health for 14 days, or as warranted.
  • iii. Arrival in India without negative report shall be allowed only for those traveling to India in the exigency of death in the family.
  • iv. If they wish to seek such exemption under para (iii) above, they shall apply to the online portal ( www.newdelhiairport.in ) at least 72 hours before boarding. The decision taken by the government as communicated on the online portal will be final.
  • A.2. Before Boarding
  • v. Passengers originating or transiting from at-risk countries shall be informed by the airlines that they will undergo post arrival testing, quarantine if tested negative, stringent isolation protocols if tested positive etc.
  • vi. Do’s and Don'ts shall be provided along with ticket to the travelers by the airlines/agencies concerned.
  • vii. Airlines to allow boarding only those passengers who have filled in the Self Declaration Form on the Air Suvidha portal and uploaded the negative RT-PCR test report or Vaccination Certificate
  • viii. At the time of boarding the flight, only asymptomatic travelers will be allowed to board after thermal screening. viii. All passengers shall be advised to download Aarogya Setu app on their mobile devices.
  • ix. Suitable precautionary measures such as environmental sanitation and disinfection shall be ensured at the airports.
  • x. During boarding all possible measures to ensure physical distancing are to be ensured.
  • A.3. During Travel
  • xi.Suitable announcement about COVID-19 including precautionary measures to be followed shall be made at airports and in flights and during transit.
  • xii. While on board the flight, required precautions such as wearing of masks, environmental hygiene, respiratory hygiene, hand hygiene etc. are to be observed by airline staff, crew and all passengers.
  • A.4. On arrival
  • xiii. De-boarding should be done ensuring physical distancing.
  • xiv. Thermal screening would be carried out in respect of all the passengers by the health officials present at the airport. The self-declaration form filled online shall be shown to the airport health staff.
  • xv. The passengers found to be symptomatic during screening shall be immediately isolated and taken to medical facility as per health protocol.
  • Submission of sample for post-arrival COVID-19 test
  • at the point of arrival (self-paid). Such travellers will be required to wait for their test results at the arrival airport before leaving or taking a connecting flight.
  • If tested negative they will follow, home quarantine for 7 days. Re-test on the 8th day of arrival in India
  • and if negative, further self-monitor of their health for next 7 days.
  • However, if such travellers are tested positive, their samples should be sent for genomic testing at INSACOG laboratory network.
  • They shall be managed at separate isolation facility and treated as per laid down standard protocol including contact tracing mentioned in para (xiv).
  • The contacts of such positive case should be kept under institutional quarantine or at home quarantine monitored strictly by the concerned State Government as per laid down protocol
  • xvii. Travellers from Countries excluding those Countries at risk, will be allowed to leave the airport and shall self-monitor their health for 14 days’ post arrival. A sub-section (5% of the total flight passengers) shall undergo post-arrival testing at random at the airport on arrival. a. The 5% of such travellers in each flight shall be identified by the concerned airlines (preferably from different countries). b. Such travellers shall be escorted by the concerned airlines/MoCA to testing area on arrival. c. The cost of testing of such travellers shall be borne by MoCA. d.Laboratories shall prioritize testing of samples from such travellers. e. If such travellers are tested positive, they shall be managed as per laid down standard protocol and samples would further send for genomic testing.
  • xviii. If travellers under home quarantine or self-health monitoring, develop signs and symptoms suggestive of COVID-19 or test positive for COVID-19 on re-testing, they will immediately selfisolate and report to their nearest health facility or call National helpline number (1075)/ State Helpline Number

International travelers arriving at seaports/land portsg

  • xix. International travellers arriving through seaports/land ports will also have to undergo the same protocol as above, except that facility for online registration is not available for such passengers currently.
  • xx. Such travellers shall submit the self-declaration form to the concerned authorities of Government of India at seaports/land ports on arrival.
  • xxi. * Children under 5 years of age are exempted from both pre- and post-arrival testing. However, if found symptomatic for COVID-19 on arrival or during home quarantine period, they shall undergo testing and treated as per laid down protocol. # Contacts of the suspect case are the co-passengers seated in the same row, 3 rows in front and 3 rows behind along with identified Cabin Crew. Also, all the community contacts of those travellers who have tested positive (during home quarantine period) would be subjected to quarantine for 14 days and tested as per ICMR protocol
  • The restrictions imposed by the Government of India guidelines dated 28t' November, 2021 as well as future restrictions if any, shall act as minimum restrictions to be imposed.
  • DCP immigration and FRRO to draft a proforma of declaration for all arriving passengers on international flights to declare details of the countries visited in last 15 days. MIAL to share the proformas with all airlines and the information regarding travel in the last 15 days shall be cross checked by immigration on arrival.
  • The international passengers arriving from At Risk countries (declared by GOI front time to time) may be deplaned on priority and separate counters will be arranged by MIAL and Airport Authority for their checking. Such all passengers shall have to undergo mandatory 7 day institutional quarantine and RTPCR test to be carried out on days 2, 4 and 7 for these passengers. If any of the test is found to be positive, then the passenger shall be shifted to a hospital. In case of all tests coming negative. the passenger will have to undergo a further 7 days of home quarantine.
  • Passengers from any other countries except the at risk countries will have to compulsorily undergo RTPCR test at the airport on arrival valid on being found negative, will have to undergo 14 days of home quarantine. If found positive, they will be shifted to the hospital.
  • In case of an international passenger having a connecting flight to any other airport in India (without leaving the airport at all), passenger shall undergo a RTPCR test at the first arrival airport in Maharashtra and only on being found negative will he be allowed to board the connecting flight.
  • In the case of domestic air travel, passengers travelling within the state will either ha e to be fully vaccinated or compulsorily carry a RTPCR test within 48 hours of the time of arrival.
  • In case of passengers from other States, negative RTPCR test within 48 hours of arrival will be compulsory without exceptions.
  • Social distance
  • At least 1.5 meters.
  • Border / Entry
  • The green zone consists in practice of EU member states, with the exception of Bulgaria, Portugal, Romania and Sweden, which fall into the yellow category together with the United Kingdom, Norway, Russia, Serbia, Japan, China and the United States. The rest of the world - including most Balkans countries as well as Belarus, the Republic of Moldova and Ukraine - are in the red category.

Latest News: Government to permit quarantine-free travel between Hungary and Serbia and Montenegro for holders of COVID-19 immunity cards; will allow access to hotels, other venues for vaccinated individuals from 2 May (AP, 30.04.2021).

International Restrictions:

Hungary adopts its own national classification of risk areas, hence travel restrictions for Hungary are not based on the common "EU Traffic Lights" map.

Hungary has closed its border to all foreign nationals for an indefinite period due to the COVID-19 pandemic.

Only Hungarian nationals, non-Hungarian nationals who are permanently resident in Hungary or non-Hungarian nationals who have permission to remain longer than 90 days, are allowed entry into the country.

Foreign nationals can enter Hungary only for the following reasons:

  • taking part in a Hungarian court procedure;
  • carrying out business or other activity justified by a letter of invitation issued by a central government body, an individual regulatory body, or an autonomous state body;
  • receiving health care service, certified by a document issued by the health care institution;
  • carrying out study or exam duty required by an educational institution, certified by a document issued by the educational institution;
  • taking part in cargo-related passenger traffic if the aim of the travel is either to get to the cargo transport’s point of departure, or to get home after carrying out such cargo transport duty, if certified by a document issued by the employer;
  • participation in family events (wedding, funeral, christening);
  • taking care of a relative;
  • taking part in an international sports-, cultural or religious event of a special significance.

Upon entry, individuals must agree to undergo a medical examination (temperature check). In case a suspicion of COVID-19 infection arises during the health examination, the individual will be refused entry.

Citizens of neighbouring states and Hungarian citizens living there may enter the territory within a distance of 30 kilometres from the state border for a maximum of 24 hours, but they may not leave this lane. Hungarians living in this 30-kilometre lane can also enter if they have stayed in the 30-kilometre lane from the border of the neighbouring state for less than 24 hours.

Those who can prove with either a Hungarian or English language document that they have recovered from COVID-19 in the past 6 months (e.g.: PCR test results, verification by a health service provider or authority) can enter Hungary without restrictions.

Is a quarantine required?

All travellers must complete a 10-day mandatory quarantine .

If the person has no place of residency in Hungary, they must enter a government-designated place of quarantine. Hungarian citizens returning from abroad are required to quarantine unless they undergo a double testing procedure.

Is a coronavirus test required?

The quarantine period may be shortened by taking a PCR test no less than 5 days after arrival, followed by a second PCR test no less than 48 hours after the first one. If the result of these tests is negative, the period of quarantine can end.

Mandatory Travel Documentation

Foreign nationals wishing to enter Hungary for the reasons listed above must apply for an exemption at https://ugyintezes.police.hu/en/home . The form, which should be completed in advance of travelling, is available in English or Hungarian.

As a general rule, passengers in transit in the EU+ area are exempted from temporary travel restriction.

EU citizens entering the EU from a third country, as well as their family members, irrespective of their nationality, are exempted from the travel restrictions regardless of whether or not they are returning to their country of nationality or residence.

Passengers travelling from a non-EU country to another non-EU country may transit through the international transit area of airports located in the Schengen area. Rules regarding airport transit visa requirements continue to apply.

Additionally, for Hungary, the following rules apply:

Non-Hungarian citizens arriving from abroad in passenger traffic may enter Hungary for the purpose of transiting if they subject themselves to medical examination on entry, and the medical examination does not establish the suspicion of COVID-19 infection.

As additional pre-requisites for entry, non-Hungarian citizens arriving from other countries shall fulfil the conditions of entry prescribed in the Schengen Borders Code, credibly prove the purpose of their travel and ensure that they are allowed to enter the destination country (and, to that end, the next country en route  to the destination country from Hungary).

Citizens of neighbouring countries and Hungarian citizens living there could enter the territory of Hungary within a distance of 30 kilometres from the state border for a maximum of 24 hours.

Entry from third countries is generally not allowed without a special reason .

Flights to and from the UK have been resumed, provided that travellers undergo a mandatory quarantine.

*Travel in Hungary: Everyone should comply with the measures put in place in Hungary to limit the spread of COVID-19. Hungary introduced a number of COVID-19 related restrictions. Many are expected to be lifted when 5 million people have been vaccinated (at least by the first vaccine). That is anticipated to be around 24 May. There is a nationwide curfew between midnight and 5am, except for people who can provide evidence (such as a letter from your employer) that they are working, or commuting to and/or from work, and those walking their pets within 500 metres of their residence. You should generally not be outside your place of residence during these hours. Please monitor local media for further announcements. Shops and service providers (e.g. hairdressers) can open during the day but must close between 11:00pm to 5am to comply with curfew requirements. Stores must limit their traffic to one customer for every ten square metres.

The terraces and gardens of restaurants are open for everyone. Mask wearing for guests is not mandatory. Indoor areas of restaurants are only open to Immunity Certificate holders and their children under 18.

Only Immunity Certificate holders may visit leisure facilities (including zoos, museums, theatres, cinemas, gyms and indoor swimming pools). Immunity Certificate holders and their under 18 children can also attend sport and cultural events until 11 pm, where they are not required to wear a mask.

Individual outdoor sporting activities are allowed where the minimum 1.5m distance can be maintained.

Hotels are open to Immunity Certificate holders, their under 18 children and to business travellers. Mass gatherings are banned. Family and private gatherings are allowed up to ten people. Civil and church weddings may only take place with immediate family present and with no reception. A maximum of 50 people may attend funerals.

It is mandatory to wear a face mask in public settings, including outdoors, on public transport and taxis, in shops, health and social care institutions, and public offices (i. e. places where not only Immunity Certificate holders are allowed to be). Compliance with the rules is monitored and violators can face a fine.

As of 23 May, street parking in toll parking zones and night parking in commercial parking facilities located in residential areas will no longer be free of charge.

From 24 May visits to hospitals and social care facilities will be allowed. However, A patient may only be visited by one person a day, for a maximum of 60 minutes, and the visitor must have an Immunity Certificate. Visitors are banned from wards where coronavirus patients are cared for.

Local authorities have some powers to introduce additional restrictions, so follow local instructions.

  • Passengers are not allowed to enter Hungary at the moment. This does not apply to Hungarian nationals or their family members, passengers who have permanent residence permits, passengers with a “D” visa, or passengers entering Hungary for business purposes.

What are the documents required while traveling to Hungary?

  • Passengers should carry documents that can prove that they are citizens of Hungary. If a passenger has their permanent residence permit, they should carry the same as well.
  • Passengers entering Hungary for business purposes should have proof for the same.
  • If a passenger has recovered from COVID-19 in the last 6 months before they enter Hungary, they should have a recovery certificate as proof.

Are there any quarantine rules in Hungary?

  • Passengers entering Hungary will be medically screened and will have to quarantine for a period of 14 days.

What guidelines do I have to follow while in Hungary?

  • While in Hungary, people are advised to wear a mask at all times when they are in public or when using public transportation.
  • A physical distance of 1.5 meters should be maintained.
  • Family gatherings are allowed to a maximum capacity of 10 people.
  • Parking in commercial parking facilities located in residential areas is free between 7pm and 7am.
  • Street parking is free of charge throughout the country.

Petty crime

Petty crime, such as pickpocketing and purse snatching, occurs, particularly at markets, on public transportation and in railway stations, shopping centres and tourist areas.

  • Ensure that your personal belongings, including your passport and other travel documents, are secure at all times
  • Avoid showing signs of affluence and carrying large sums of cash

Car thefts and highway robberies may occur. Tactics are used by thieves to persuade drivers to pull over, allowing them to steal items from the distracted driver’s car

  • Be cautious when stopping at gas stations and highway parking areas, especially after dark
  • Be wary of individuals experiencing roadside emergencies (a smoking engine, flat tire, etc.)

There is a threat of terrorism in Europe. Terrorist attacks have occurred in a number of European cities. There is a potential for other violent incidents.

Targets could include:

  • government buildings, including schools
  • places of worship
  • airports and other transportation hubs and networks
  • public areas such as tourist attractions, restaurants, bars, coffee shops, shopping centres, markets, hotels and other sites frequented by foreigners

Always be aware of your surroundings when in public places.

Demonstrations

Demonstrations occur periodically. Even peaceful demonstrations can turn violent at any time. They can also lead to disruptions to traffic and public transportation.

  • Avoid areas where demonstrations and large gatherings are taking place
  • Follow the instructions of local authorities
  • Monitor local media for information on ongoing demonstrations

Mass gatherings (large-scale events)

Spiked food and drinks

Never leave food or drinks unattended or in the care of strangers. Be wary of accepting snacks, beverages, gum or cigarettes from new acquaintances. These items may contain drugs that could put you at risk of sexual assault and robbery.

A small number of restaurants and clubs don’t list prices, particularly in areas frequented by tourists.

Some scams involve surcharges on final bills for drinks or meals. If you are unable to pay the bill, you’ll likely be accompanied by the establishment’s security guard to an ATM and forced to withdraw funds while possibly being threatened. Taxi drivers are sometimes accomplices in these scams.

Young women sometimes approach travellers at reputable bars with invitations to socialize at a nearby bar. Once at the new bar, some travellers fall victim to criminal activity or receive very large bills for drinks and entertainment.

  • Ask to see a menu with prices clearly listed before ordering
  • Avoid discussions regarding overcharging, as they could lead to violence
  • Don’t ask taxi drivers to recommend bars or clubs

Overseas fraud

Road safety

Road conditions and road safety are generally good throughout the country.

Roads may be narrow, badly lit and poorly maintained. Drivers may be aggressive or reckless. Traffic congestion and parking availability in large cities can be a problem.

Public transportation

Buses, trams, the metro and trains are reliable means of transportation. Delays and disruptions at border crossings, including while travelling by bus or train, may occur.

Lock your compartment door from the inside on overnight trains.

If you plan to use a taxi in Hungary:

  • only use officially marked taxis
  • call a taxi through a dispatcher rather than hailing one on the street
  • ensure that the meter is on and charges the appropriate rate, which should be displayed in the taxi

Incidents of overcharging by taxi drivers have occurred. If you think your taxi driver has overcharged you:

  • take note of the taxi information
  • ask for a receipt
  • contact the taxi company to report the incident

  • Schengen area

Hungary is a Schengen area country. Canadian citizens do not need a visa for travel to countries within the Schengen area. However, visa-free travel only applies to stays of up to 90 days in any 180-day period. Stays are cumulative and include visits to any Schengen area country.

If you plan to stay in the Schengen area for a longer period of time, you will need a visa. You must contact the high commission or embassy of the country or countries you are travelling to and obtain the appropriate visa(s) prior to travel.

This section contains information on possible health risks and restrictions regularly found or ongoing in the destination. Follow this advice to lower your risk of becoming ill while travelling. Not all risks are listed below.

Consult a health care professional or visit a travel health clinic preferably 6 weeks before you travel to get personalized health advice and recommendations.

Routine vaccines

Be sure that your  routine vaccinations , as per your province or territory , are up-to-date before travelling, regardless of your destination.

Some of these vaccinations include measles-mumps-rubella (MMR), diphtheria, tetanus, pertussis, polio, varicella (chickenpox), influenza and others.

Pre-travel vaccines and medications

You may be at risk for preventable diseases while travelling in this destination. Talk to a travel health professional about which medications or vaccines may be right for you, based on your destination and itinerary. 

Yellow fever is a disease caused by a flavivirus from the bite of an infected mosquito.

Travellers get vaccinated either because it is required to enter a country or because it is recommended for their protection.

  • There is no risk of yellow fever in this country.

About Yellow Fever

Yellow Fever Vaccination Centres in Canada

There is a risk of hepatitis A in this destination. It is a disease of the liver. People can get hepatitis A if they ingest contaminated food or water, eat foods prepared by an infectious person, or if they have close physical contact (such as oral-anal sex) with an infectious person, although casual contact among people does not spread the virus.

Practise  safe food and water precautions and wash your hands often. Vaccination is recommended for all travellers to areas where hepatitis A is present.

Tick-borne encephalitis (TBE) is a risk in some areas of this destination. It is a viral disease that affects the central nervous system (brain and spinal cord). It is spread to humans by the bite of infected ticks or occasionally when unpasteurized milk products are consumed.

Travellers to areas where TBE is found may be at higher risk  during April to November, and the risk is highest for people who hike or camp in forested areas.

Protect yourself from tick bites . The vaccine is not available in Canada. It may be available in the destination you are travelling to.

Measles is a highly contagious viral disease. It can spread quickly from person to person by direct contact and through droplets in the air.

Anyone who is not protected against measles is at risk of being infected with it when travelling internationally.

Regardless of where you are going, talk to a health care professional before travelling to make sure you are fully protected against measles.

  Hepatitis B is a risk in every destination. It is a viral liver disease that is easily transmitted from one person to another through exposure to blood and body fluids containing the hepatitis B virus.  Travellers who may be exposed to blood or other bodily fluids (e.g., through sexual contact, medical treatment, sharing needles, tattooing, acupuncture or occupational exposure) are at higher risk of getting hepatitis B.

Hepatitis B vaccination is recommended for all travellers. Prevent hepatitis B infection by practicing safe sex, only using new and sterile drug equipment, and only getting tattoos and piercings in settings that follow public health regulations and standards.

Coronavirus disease (COVID-19) is an infectious viral disease. It can spread from person to person by direct contact and through droplets in the air.

It is recommended that all eligible travellers complete a COVID-19 vaccine series along with any additional recommended doses in Canada before travelling. Evidence shows that vaccines are very effective at preventing severe illness, hospitalization and death from COVID-19. While vaccination provides better protection against serious illness, you may still be at risk of infection from the virus that causes COVID-19. Anyone who has not completed a vaccine series is at increased risk of being infected with the virus that causes COVID-19 and is at greater risk for severe disease when travelling internationally.

Before travelling, verify your destination’s COVID-19 vaccination entry/exit requirements. Regardless of where you are going, talk to a health care professional before travelling to make sure you are adequately protected against COVID-19.

 The best way to protect yourself from seasonal influenza (flu) is to get vaccinated every year. Get the flu shot at least 2 weeks before travelling.  

 The flu occurs worldwide. 

  •  In the Northern Hemisphere, the flu season usually runs from November to   April.
  •  In the Southern Hemisphere, the flu season usually runs between April and   October.
  •  In the tropics, there is flu activity year round. 

The flu vaccine available in one hemisphere may only offer partial protection against the flu in the other hemisphere.

The flu virus spreads from person to person when they cough or sneeze or by touching objects and surfaces that have been contaminated with the virus. Clean your hands often and wear a mask if you have a fever or respiratory symptoms.

In this destination, rabies  may be present in some wildlife species, including bats. Rabies is a deadly disease that spreads to humans primarily through bites or scratches from an infected animal. 

If you are bitten or scratched by an animal while travelling, immediately wash the wound with soap and clean water and see a health care professional. 

Before travel, discuss rabies vaccination with a health care professional. It may be recommended for travellers who will be working directly with wildlife. 

Safe food and water precautions

Many illnesses can be caused by eating food or drinking beverages contaminated by bacteria, parasites, toxins, or viruses, or by swimming or bathing in contaminated water.

  • Learn more about food and water precautions to take to avoid getting sick by visiting our eat and drink safely abroad page. Remember: Boil it, cook it, peel it, or leave it!
  • Avoid getting water into your eyes, mouth or nose when swimming or participating in activities in freshwater (streams, canals, lakes), particularly after flooding or heavy rain. Water may look clean but could still be polluted or contaminated.
  • Avoid inhaling or swallowing water while bathing, showering, or swimming in pools or hot tubs. 

Travellers' diarrhea is the most common illness affecting travellers. It is spread from eating or drinking contaminated food or water.

Risk of developing travellers' diarrhea increases when travelling in regions with poor standards of hygiene and sanitation. Practise safe food and water precautions.

The most important treatment for travellers' diarrhea is rehydration (drinking lots of fluids). Carry oral rehydration salts when travelling.

Insect bite prevention

Many diseases are spread by the bites of infected insects such as mosquitoes, ticks, fleas or flies. When travelling to areas where infected insects may be present:

  • Use insect repellent (bug spray) on exposed skin
  • Cover up with light-coloured, loose clothes made of tightly woven materials such as nylon or polyester
  • Minimize exposure to insects
  • Use mosquito netting when sleeping outdoors or in buildings that are not fully enclosed

Animal precautions

Some infections, such as rabies and influenza, can be shared between humans and animals. Certain types of activities may increase your chance of contact with animals, such as travelling in rural or forested areas, camping, hiking, and visiting wet markets (places where live animals are slaughtered and sold) or caves.

Travellers are cautioned to avoid contact with animals, including dogs, livestock (pigs, cows), monkeys, snakes, rodents, birds, and bats, and to avoid eating undercooked wild game.

Closely supervise children, as they are more likely to come in contact with animals.

Person-to-person infections

Stay home if you’re sick and practise proper cough and sneeze etiquette , which includes coughing or sneezing into a tissue or the bend of your arm, not your hand. Reduce your risk of colds, the flu and other illnesses by:

  •   washing your hands often
  • avoiding or limiting the amount of time spent in closed spaces, crowded places, or at large-scale events (concerts, sporting events, rallies)
  • avoiding close physical contact with people who may be showing symptoms of illness 

Sexually transmitted infections (STIs) , HIV , and mpox are spread through blood and bodily fluids; use condoms, practise safe sex, and limit your number of sexual partners. Check with your local public health authority pre-travel to determine your eligibility for mpox vaccine.  

Medical services and facilities

Satisfactory medical care is available. Quality of care varies across public and private institutions. Private clinics are available but are considerably more expensive. 

Doctors and hospitals expect a proof of travel insurance or payment for health services.

Make sure you get travel insurance that includes coverage for medical evacuation and hospital stays.

The decision to travel is the sole responsibility of the traveller. The traveller is also responsible for his or her own personal safety.

Be prepared. Do not expect medical services to be the same as in Canada. Pack a   travel health kit , especially if you will be travelling away from major city centres.

Transfer to a Canadian prison

Canada and Hungary are signatories to the Convention on the Transfer of Sentenced Persons. This enables a Canadian imprisoned in Hungary to request a transfer to a Canadian prison to complete a sentence. The transfer requires the agreement of both Canadian and Hungary authorities.

This process can take a long time, and there is no guarantee that the transfer will be approved by either or both sides.

Penalties for possession, use or trafficking of illegal drugs are severe. Convicted offenders can expect prison sentences and heavy fines.

Hungarian law doesn’t prohibit sexual acts between individuals of the same sex. However, homosexuality isn’t widely accepted in Hungarian society.

2SLGBTQI+ travellers should carefully consider the risks of travelling to Hungary.

Dual citizenship

Dual citizenship is legally recognized in Hungary.

If you are a Canadian citizen, but also a citizen of Hungary, our ability to offer you consular services may be limited while you're there. You may also be subject to different entry/exit requirements .

International Child Abduction

The Hague Convention on the Civil Aspects of International Child Abduction is an international treaty. It can help parents with the return of children who have been removed to or retained in certain countries in violation of custody rights. The convention applies between Canada and Hungary.

If your child was wrongfully taken to, or is being held in Hungary, and if the applicable conditions are met, you may apply for the return of your child to the Hungarian court.

If you are in this situation:

  • act as quickly as you can
  • contact the Central Authority for your province or territory of residence for information on starting an application under The Hague Convention
  • consult a lawyer in Canada and in Hungary to explore all the legal options for the return of your child
  • report the situation to the nearest Canadian government office abroad or to the Vulnerable Children’s Consular Unit at Global Affairs Canada by calling the Emergency Watch and Response Centre

If your child was removed from a country other than Canada, consult a lawyer to determine if The Hague Convention applies.

Be aware that Canadian consular officials cannot interfere in private legal matters or in another country’s judicial affairs.

Identification

You must carry photo identification, such as your passport, at all times. Photocopies are not accepted. Keep a photocopy of your passport in a safe place, in case it’s lost or confiscated.

Police strictly enforce traffic regulations.

The legal blood alcohol limit is 0.00%. Penalties for drinking and driving are severe. If a police officer suspects you of drinking and driving, they could confiscate your driver’s licence on the spot. If you’re convicted, you can expect heavy fines and jail sentences.

Police also conduct routine road checks, including the administration of breathalyser tests. Police automatically administer breathalyser tests following an accident.

Police issue a ticket indicating the amount of the fine for traffic violations. This fine is to be paid at any post office.

Police may retain your driver’s licence if you dispute a fine or offence. They’ll then issue a receipt and letter instructing you to report to a police station. Your driver’s licence is returned upon settlement of the dispute.

You should carry an international driving permit.

You’ll need a motorway vignette (permit) to travel on highways. You may purchase these electronic vignettes at gas stations, online or using your mobile phone. If the vendor doesn’t issue stickers, you must keep receipts for one year as proof of payment.

You must validate your ticket at the start of your journey. You must show it to an inspector upon request. Violators are subject to fines, or arrest and prosecution.

The currency in Hungary is the forint (HUF).

Euros are accepted in Budapest and some other major cities where a sign is posted. Rates may not be very competitive. Don’t use unofficial moneychangers.

If you are carrying €10,000 or more, or the equivalent in other currencies, you must make a declaration to customs when you enter or leave the European Union. It includes sums in:

  • banknotes and coins
  • bearer negotiable instruments such as cheques, travellers’ cheques, promissory notes and money orders
  • bonds, shares
  • gold coins with a gold content of at least 90 %
  • gold bars, nuggets or clumps with a gold content of at least 99.5 %
  • any other convertible asset

This does not apply if you are travelling within the European Union or in transit to a non-EU country.

Spring flooding can occur between March and May. It occurs annually in the northeast, along the watershed of the upper Tisza River. There is also periodic spring flooding along the Danube River.

These conditions can put you at risk and hamper the provision of essential services. If you decide to travel to Hungary during these periods:

  • be prepared to change your travel plans on short notice, including cutting short or cancelling your trip
  • stay informed of the latest regional weather forecasts
  • carry emergency contact information for your airline or tour operator
  • follow the advice and instructions of local authorities

On Thursday, Nagy said the government had decided on a five-point plan to assist Hungarian farmers, including a requirement for sellers and logistics companies to report to Hungary’s government on restricted products being imported via Ukraine regardless of those products’ country of origin.

Nagy added that processed products made from Ukrainian grain would also be subject to the restrictions.

Hungary last year introduced a ban on the import of 24 Ukrainian agricultural products , but said it would allow their transfer across its territory. The ban applied to grains, oil seeds, flour, cooking oil and several meat products. The government removed Ukrainian natural honey from the list last month.

In March, the EU struck a deal to renew its temporary suspension of import duties and quotas on Ukrainian agricultural exports to the bloc. But the deal comes with a reinforced safeguard that will force the European Commission to reintroduce tariff-rate quotas if imports of various staples surpass the average volumes imported in 2022 and 2023.

Hungary will impose new restrictions on agricultural imports from Ukraine

BUDAPEST, Hungary (AP) — Hungary's government will place new restrictions on the import of Ukrainian agricultural products, the country's agricultural minister said Thursday, a move designed to protect Hungarian farmers from market fluctuations caused by cheaper Ukrainian imports.

Agricultural Minister István Nagy told a news conference that a 2022 European Union decision to allow for duty-free imports from Ukraine , meant to help keep its economy afloat after Russia's invasion, had led to “severe oversupply and significantly low prices” in the European agricultural market.

He blamed the EU and its executive commission for failing to protect European farmers who could not compete with the cheaper imports, and said Hungary would pass additional protections “in its national competence.”

“Brussels and the European Commission have betrayed Hungarian farmers and are supporting Ukrainian oligarchs instead,” Nagy said.

Hungary has had a fraught relationship with neighboring Ukraine, and is among the EU countries that has offered the least support to Kyiv during its war with Russia .

Soon after the full-scale Russian invasion in February 2022, Hungary declared it would not provide weapons to Kyiv or allow their transfer across its eastern border. It has also argued against sanctions on Moscow and threatened to derail EU financial assistance to its war-ravaged neighbor.

On Thursday, Nagy said the government had decided on a five-point plan to assist Hungarian farmers, including a requirement for sellers and logistics companies to report to Hungary's government on restricted products being imported via Ukraine regardless of those products' country of origin.

Nagy added that processed products made from Ukrainian grain would also be subject to the restrictions.

Hungary last year introduced a ban on the import of 24 Ukrainian agricultural products , but said it would allow their transfer across its territory. The ban applied to grains, oil seeds, flour, cooking oil and several meat products. The government removed Ukrainian natural honey from the list last month.

In March, the EU struck a deal to renew its temporary suspension of import duties and quotas on Ukrainian agricultural exports to the bloc. But the deal comes with a reinforced safeguard that will force the European Commission to reintroduce tariff-rate quotas if imports of various staples surpass the average volumes imported in 2022 and 2023.

Several countries including the United States have issued new travel guidelines for Israel and the surrounding region, as the Israeli military said its forces were “highly alert” for a possible Iranian strike in retaliation for the killings of several commanders.

Iran has repeatedly vowed to strike back at Israel over the bombing of an Iranian Embassy complex in Damascus, Syria, this month that killed three generals and four other military officers. An American official said on Friday that Washington expects an attack by Iran against Israel that would be bigger than recent attacks in the long shadow war between the two countries, but not so big that it would draw the United States into war. The official spoke on condition of anonymity because of the sensitivity of the matter.

The U.S. State Department on Thursday barred its employees from traveling to large parts of Israel, the first time the U.S. government had restricted the movement of its employees in this way since the war in Gaza began more than six months ago.

On Thursday, Britain told its citizens that they “should consider leaving” Israel and the Palestinian territories “if it is safe to do so.” On Friday, India told its citizens “not to travel to Iran or Israel till further notice,” while France advised people not to travel to Israel, Iran or Lebanon and evacuated the families of French diplomats from Iran.

Asked about the U.S. travel warning , Matthew Miller, the State Department spokesman, said at a news briefing Thursday: “We have seen Iran making public threats against Israel in the past few days.” He declined to provide details about any specific information that prompted the warning.

The new guidelines bar U.S. government employees and their families from traveling to locations outside the Tel Aviv, Jerusalem and Beersheba metropolitan areas “out of an abundance of caution” until further notice. The State Department said U.S. personnel could move among those areas for personal travel.

The top American military commander for the Middle East, Gen. Michael E. Kurilla, traveled to Israel to coordinate a response to possible Iranian retaliation, U.S. officials said.

“Our enemies think that they will divide Israel and the United States,” the Israeli defense minister, Yoav Gallant, said in a statement on Friday after meeting with General Kurilla. “They are connecting us and are strengthening the relationship between us.”

If Iran attacks, he added, “we will know how to respond.”

On Thursday, the Israeli military’s chief spokesman, Rear Adm. Daniel Hagari, said that the armed forces were “highly alert and prepared” for any action Iran might take, even as the timing and scale of any response remained unclear. Analysts say that Tehran, which has long used a network of proxy forces to project power across the Middle East, wants to avoid igniting a full-fledged war that could drag in the United States and threaten the survival of Iran’s regime.

“For years, and even more so during the war, Iran has been financing, directing and arming its proxies — in Lebanon, Gaza, Syria, Iraq and Yemen — to attack the state of Israel,” he said. “An attack from Iranian territory would be clear evidence of Iran’s intentions to escalate the Middle East and stop hiding behind the proxies.”
