The tour operator is an integral component of tourism , yet many people are unclear about what a tour operator actually is or what they do.

In this article I will explain what a tour operator is and why tour operators are important. I will also talk about what the difference between a tour operator and a travel agent is, as well as the different types of tour operators.

What is a tour operator?

Definitions of tour operator, importance of tour operators, the difference between a tour operator and a travel agent, what does a tour operator do, products and services sold by tour operators, inbound tour operators, outbound tour operators, domestic tour operators, ground tour operators, the association of independent tour operators, the tour operator: to conclude.

Tour operators are inextricably linked to the package holiday model. The tour operator is the person or organisation who creates the package. A travel agency is then used to sell the package holiday.

In the chain of distribution , the tour operator is represented by the term ‘wholesaler’. This is because the tour operator is responsible for purchasing products of services in bulk and then redistributing them as a packaged product to consumers.

To put it simply, a tour operator is the person or organisation who takes the individual elements of a holiday (e.g. transfer, hotel, transport) and packages these together.

The types of package vary. Most commonly, tour operators are associated with mass tourism and the traditional package holiday market. However, tour operators do also play an important role in the production of niche tourism products and services too.

If you’re looking for a formal definition of a tour operator with a reputable source, you may want to reference Polyther, who in 1993, defined the tour operator as;

‘[an organisation or person] who has the responsibility of putting the tour ingredients together, marketing it, making reservations and handling actual operation’.

Similarly, Holloway (1992) states that;

tour operations undertake a distinct function in the tourism industry, they purchase separate e lements of tourism products/services and combine them into a package tour which they sell directly or indirectly to the tourists .

The Organisation for Economic and Cultural Development (OECD) define a tour operator as follows;

‘Tour operators are businesses that combine two or more travel services (e.g., transport, accommodation, meals, entertainment, sightseeing) and sell them through travel agencies or directly to final consumers as a single product (called a package tour) for a global price. The components of a package tour might be pre-established or can result from an “a la carte” procedure, in which the visitor decides the combination of services he/she wishes to acquire.’

Tour operators make the logistics of organising a holiday much easier for the consumer. This makes people more likely to travel, more often.

Tour operators have a lot of power. If they choose to sell holidays in a particular location, for example, then that location will receive many of the associated positive and negative economic impacts of tourism .

Tour operators are often vertically or horizontally integrated with other organisations, such as travel agents and airlines. This allows for easier management and distribution of products.

Tour operators typically build holidays en masse. This means that economies of scale play a key role in driving down prices- the more you produce the cheaper the product becomes! This is obviously beneficial to the consumer and helps travel agents to have a competitive advantage when selling holidays.

Many people are not aware that a travel agent and a tour operator are actually two totally different organisations and they are not aware of the difference between a tour operator and a travel agent.

In fact, it is quite easy to understand this difference!

A tour operator is the organisation which puts the different elements of a holiday together. And the travel agent is the organisation who sells it to the consumer.

Whilst this differentiation is pretty easy to comprehend, it is easy to understand why people get tour operators and travel agents confused. This is largely because many organisations will operate under the same company. For example, TUI has a tour operator and a travel agent (and an airline too). As a result, many people do not realise that in actual fact, there are two separate organisations doing two separate jobs.

Ultimately, a tour operator is responsible for putting the different elements of a holiday together into a commodified package.

To do this, there are a number of different roles and responsibilities that tour operator staff will have. This includes:

  • Data analysis- which destinations will sell best, how many holidays should they sell etc
  • Assessing suitability of accommodation, transfer and transport options
  • Liaising with stakeholders e.g. coach operators, airlines, hoteliers and resort representatives
  • Negotiating contracts
  • Confirming reservations with airlines/hotels
  • Managing and responding to customer feedback
  • Undertaking market research
  • Production of marketing material
  • Providing pricing information
  • Handling bookings, invoicing and issuing of tickets
  • Working with travel consultants from different travel agencies to put holiday packages together

Tour operators have a number of products and services that they sell, depending on their specific business model, business intentions and target market. A tour operator will typically package together two of more elements to form a packaged product, which is then sold at an inclusive price.

The aim of an inbound tour operator is to bring tourists in to a particular country or countries.

Inbound tour operators will often collaborate with local travel agencies and transport operators to facilitate travel arrangements for their customers.

Inbound tour operator example: A group of German tourists conduct a tour of China, encompassing a visit to Shanghai , Hangzhou and the Yellow Mountains . The tour operator who organises their travel is Chinese-based company China Highlights . This company is based locally in China and they offer local, Chinese tours.

An outbound tour operator is one who facilitates outbound tourism .

The aim of an outbound tour operator is to send tourists out of a particular country or countries.

Outbound tour operators will often collaborate with foreign travel agencies and transport operators to facilitate travel arrangements for their customers.

Outbound tour operator example : A family of four from Liverpool, UK want to book an all-inclusive summer sun holiday in Alicante. They book through TUI , the largest tour operator in Britain, who specialises in outbound travel. They are based in the UK, but they work with foreign partners to facilitate holidays overseas.

A domestic tour operator is one who facilitates domestic tourism .

The aim of a domestic tour operator is to organise travel within a particular country or countries.

Domestic tour operators will often collaborate with domestic travel agencies and transport operators to facilitate travel arrangements for their customers. Domestic tour operators will often also serve the inbound tourism market.

Domestic tour operator example : A group of twenty-something boys from Chicago want to travel to Florida for the spring break holiday. They want to do a tour of the local attractions in the area and have some time to relax on the beach . They organise their travel through the tour company, Trek America . Staff at this company are experts in domestic travel within the USA.

A ground tour operator is an organisation who dopes the ground work as grass roots level.

Many tour operators do not have connections in all places around the world, therefore they build a network of connections to help them run their business.

Essentially, some of the work is passed on to a third party, known as a ground operator. This work may include negotiating local contracts, liaising with local suppliers and providing market data, amongst other things.

This is especially common for small tour operators.

You may also hear ground tour operators referred to as handling operators or handling agents.

Ground tour operator example : A backpacker wants to ‘give something back’ and book a volunteer tourism holiday in Kerala. She wanted to use a known and trusted tour operator to book her trip so she booked it with Intrepid Travel . Intrepid Travel create and sell adventure holidays all over the world, and it is impossible for them to have contacts and every staff in every corner of the globe. Therefore they work with local ground operators, who do the work on the ground. In this instance, the ground organisation is Iris Travel – a tour operator based in Kerela, India.

The Association of Independent Tour Operators , abbreviated as AITO, is a travel industry trade group (like  ABTA  or ATOL) based in Britain. They launched in 1976.

The AITO represents around 120 independent  tour operators  across 200 countries.

These tour operators provide access to a huge range of activities including city breaks, safaris, luxury holidays and much more. The AITO is based in Twickenham, south-west London.

The AITO does a variety of things. Most importantly, you can be reassured that your holiday is well-protected thanks to the Association of Independent Tour Operators.

They assess every member financially as well as by their own business practice code before granting membership; this means that you are guaranteed clear and accurate descriptions of holidays as well as tour standards that are consistently monitored.

Tour operators are an important part of the tourism industry, and with AITO, you have added security when booking your travels through a tour operator. Moscow and Budapest Tour Operators Discuss Relaunch of the Industry and Agree to Cooperate.

In an online conference hosted on 4 June and organised by the Moscow City Tourism Committee, officials from the two cities exchanged opinions on the recovery of the tourism industry and arranged sixty-five B2B online meetings.

Present at the event were major operators of inbound and outbound tourism in the two capitals, including  PAC Group, Vedi Tour Group, Mos-Tour  (Moscow) and  1000ÚT, Kompas Touristik, Vista  (Budapest). The online conference was organised with support from Hungary's tourism institutions: the  Budapest Festival & Tourism Centre , the  Association of Hungarian Travel Agencies , and the  Hungarian Incoming Professionals' Association . The video conference format provided companies with an opportunity to give brief presentations on their activities, share their experiences of working in the Moscow and Budapest tourism markets and take part in  individual online negotiations. 65 B2B online meetings were held  in total. Participants of the event also sought to address a number of pressing issues. Key topics included marketing and digital tools for stimulating sales in the current climate, strategies for restoring domestic tourism, the new demands and needs of travellers, and more. Moscow tourism officials told their colleagues from Hungary about  innovative tourism offers  currently under development. The participants devoted particular attention to promising new tour routes, original travel destinations and comfort and safety measures. They discussed opportunities for the development of  business tourism  and the expansion of tourist flow in this area once countries reopen their borders. The Moscow City Tourism Committee previously hosted a video conference with representatives of the  Budapest Festival & Tourism Centre . Participants discussed  anti-crisis initiatives  and  support measures  for the tourism industries of Moscow and Budapest, as well as future development prospects. The Moscow City Tourism Committee launched the video conference format this March. It has already hosted video conferences with city officials from  Seoul  (South Korea),  Beijing  and  Chongqing  (China),  Budapest  (Hungary),  Paris  (France),  Barcelona  (Spain),  Almaty  (Kazakhstan) and an extended video conferences with tour operators from  Taiwan  and  Almaty . More online meetings with foreign partners have been scheduled.

China’s Golden Week Holiday: What’s Driving Outbound Travel

Understanding what Chinese travelers want is crucial for stakeholders in the tourism industry to tailor offerings and experiences that match these changing preferences.

Destinations in the Middle East are emerging as favorites for China’s upcoming May Day holiday, commonly known as Golden Week.

Overall outbound travel from China during this year’s holiday is still lagging behind 2019 levels by 13%. But travel to the United Arab Emirates (UAE) has surged by 66%, and Turkey has experienced a significant growth of 56%, according to ticket sales data from ForwardKeys.

Increased seat capacity from Africa and the Middle East, which is set to expand by 75% in the second quarter, has led to this surge in travel.

Corresponding increases in seat capacity to China have backed the travel growth rates of 56% to Turkey, 19% to Italy, and 12% to the UK.

Last month, Trip.com, China’s biggest online travel agency, announced record bookings in Abu Dhabi, exceeding 57,000 room nights over the past 12 months. From 2022 to 2023, outbound travel orders across all products from Chinese travelers to the UAE surged by more than threefold.

Chinese outbound travel to Middle East had already reached pre-pandemic levels during the Chinese New Year period in February.

Pre-Pandemic Travel Patterns

ForwardKeys anticipates that the May holiday will witness notable travel peaks around April 27 and May 1, closely resembling pre-pandemic travel patterns.

In the Asian region, Malaysia has emerged as the top-performing destination for Chinese travelers, with flight bookings currently 42% ahead of 2019 levels. Because of more lenient visa policies, including visa-free travel to Malaysia and Singapore, and streamlined procedures for South Korea, travel to these destinations is expected to surpass 2019 levels in May.

These findings align with insights from Dragon Trail’s Chinese Traveler Sentiment Report , releasing later on Wednesday. According to the report, visa-free policies, direct flights, and simplified application procedures are also making outbound travel more appealing and accessible.

According to ForwardKeys, a notable shift in passenger profiles is the decrease in group travellers, which has dropped by 53% compared to 2019 levels. In contrast, solo travellers are showing a strong interest in exploring Asian destinations, with a 9% increase.

The Dragon Trail report also highlights growing preference for independent travel among Chinese tourists. Travelers also prefer, semi-self-guided travel and boutique groups of 6-10 people, which offer flexibility and convenience.

Value-Oriented Approach

Along with flexibility and convenience, Chinese travelers are also seeking relaxation and comfort in their trips.

Amidst the challenges posed by the Covid-19 pandemic and China’s economic downturn in 2023, Chinese travelers are prioritizing relaxation and comfort in their trips.

The economic pressures have led to a value-oriented approach to travel planning, with a majority carefully considering their spending to maximize value and opting for affordable travel options.

Around 20% of respondents who said they would not travel outbound in 2024 cite limited income as a barrier. Only a small percentage (11%) are willing to pay a premium for superior products and services.

Most travelers allocate less than 20% of their income for travel, with budgets typically ranging from RMB10,000 to RMB30,000 for upcoming trips.

Despite budget-consciousness, shopping remains an integral part of outbound travel, with more than two-thirds of travelers spending a minimum of RMB2,000 (US$276) per trip. Local foods and souvenirs are the primary shopping categories, followed by cosmetics, clothing, shoes and bags.

I have book through Tour Radar 4 tours already, and this Japan tour of Stunning Tour company is by far the worst. First of all comunication with the organizer. Zero customer skill, horrible customer care. Their manager, a guy called Peter, is the exact manifestation of WHAT NO ONE WANTS AS A CUSTOMER or partner. A world class moron. His answers are inconsiderate, off topic and bluntly LIES. The stunning tour staffl is among the worst i ever encountered. They lied about the hotels, they even sent final doc 3 days ahead of tour start and then changed those. In the tour itself everything is minimal. Only logistic, no japanesse eperience as small as it gets (tea ceremony, group traditional meal, etc). Absolutely nothing but driving around the bus. Even arrival airport there is no pick.up, people reach the hotel by themselves via metro. The guide just gives instructions, no help with luggage, not even riding the metro with the clients to the hotel

The tour organizer has very, very poor communication, planning and organizational skills. The final itinerary was sent 2weeks before the start of the actual trip, I have to remind them by email to send it to us asap as they promised it will be sent a month before the actual trip. We where told initially that they will arrange our airport transfer and have told them we will be arriving two days before the actual tour, but after days before we've been told that we have to do it ourselves. The two hotel from original itinerary was changed on the final one provided so it caused some confusion on our side. Their representative met with us on the first day of the tour to sort out our JR. Pass and it took 2hours of our precious time to do this, we almost missed the pre-booked museum that day. Their hotel choices where below average, first one is in Ikeburo with bfast included but only seaweed soup and toast where given, again we have to travel to Shinjuku station to get the train to Hakone (very inconvenient), they could just chosen a hotel in Shinjuku instead. In the morning next we arrived in Hakone, we supposed to drop off our luggage at the next hotel to free our hands to roam around the area and found that it was closed and nobody around to asked for information so we have to dragged our luggage back to the station to put them in the locker. I have contacted their representative but he even asked me the name of the hotel (unbelievable, how could he not know all this details). They replied around 2.30ish pm and was told it was unmanned and we where given a PIN number to access, again they should have known this important details and informed us even the day/night before the trip. The next day we travelled again to Kyoto, to avoid the hassle of dropping off our luggage palarva we've decided to use the coin lockers at the station. It was late in the afternoon when we arrived at the hotel the receptionist asked us to pay City Tax 1200yen for 3nights stay, this again we where unaware of. I messaged the representative and to the people on the WhatsApp group and question about this city tax, they said they will refund me with the money so no choice I have paid.Again breakfast was included but only varieties of bread available and some butter and jams and coffee or water. Unsatisfied again. On arrival at Hiroshima after 3days this is where the confusion happens as the name of the hotel was different on the final itinerary they've sent us (this was our mistake we owned this as we didn't checked the final itinerary). We've only stayed at the Flex hotel (supposed to be two nights) for a night as wanting to have more time in Osaka instead (paid privately for one night
I recently took a trip to Japan and visited Tokyo, Hakone, Kyoto, Hiroshima, and Osaka, and I can confidently say it was one of the best travel experiences I've ever had! The tours were fantastic and provided great insights into each city's culture and history. The transportation was also very reliable, making it easy to get around from one city to another. The accommodations were top-notch, with comfortable rooms and excellent service. I highly recommend booking a trip to Japan with Bamba and experiencing all that it has to offer!

Very disappointing, don’t book this if you want English, mostly Spanish. First hotel was substandard room although the hotel was nice our room was smelly and very old, mattress so old and hard it was difficult to sleep. 40 minute queue for breakfast even at 6.10 am. Hotel in Osaka was ridiculous, couldn’t get down in the elevator , as a result we were an hour late and missed a major sight. Given a glass of cheap wine to compensate!! Hardly

This tour was fantastic. The tour owners are foodies so we were told and it showed. The tour itself was terrific and well organized but on top of that the restaurant and other food choices etc. were just stellar.
I toured with my sons, aged 18 and 21. The whole tour was perfectly paced. Comfortable accommodations in great locations including a couple nights in traditional rooms. Outstanding food every meal. Visited temples, shrines and castles everyone needs to see. Even touristy-experiences (rickshaw ride, silk dyeing, dressing in kimono in Iyashi No Sato, which we were reluctant to remove!) were entertaining. We were not prepared for the incredible awe of the Itchiku Kubota museum. We took advantage of onsens whenever we could. We watched the sun rise on Mt Fuji and visited Kiyomizu Temple in perfect light, before the crowds arrived. I took private time to visit the Hoshun-in bonsai garden at Daitoku-ji Temple in Kyoto and had the entire garden to myself for an hour. Our guide Eriko was extremely well-versed, adaptable and gracious. We learned so much about the Sengoku and Edo periods, as well as the Meiji restoration and even 20th/21st century Japan. For a first introduction to this fascinating and ancient part of the world this tour far exceeded my expectations. Supera found all the right touches and class without any wasted effort. I couldn’t recommend this tour higher - extremely well done from start to finish.

Our only gripe was the long bus trips involved at the beginning and end of each day. Kohei, our guide, was outstanding. He let us experience many aspects of Japanese culture, and he became as much a friend as a guide.
My husband and I went on the World Expiditions Back Roads of Japan Tour last year, and were extremely disappointed in the quality of guide provided. The guide had never done the tour, had never even been to half the places on the itinerary and was a complete loose cannon, on two occasions taking elicit drugs and drinking to the point of being unable to function. When the entire tour group sent complaints following the completion of the tour, World Expeditions were elusive and largely uncommunicative, and offered us all an insulting refund of about 12% of our tour cost. Needless to say, we will not be taking or recommending World Expeditions tours in the future.

The tour was fine, like with all group tours you do things you don't want to, you don't do things you want to do and you spend too much or not enough time in places. The accommodation was fine except for Kamakura which was not great. The guide Sora was fantastic made the trip a lot better. The reason for two stars (I would have given two and a half if I could) is that as a shy solo traveller I joined a group tour because I know I miss out on things by being shy. While I understand it is nothing to do with the dragons trip, I felt left out of the group ( Sora was great but we had a big group). Everyone else in the group broke up into smaller groups we we went to lunch or the tour ended for the day and I was left by myself. It was a bit lonely and depressing seeing everyone else having fun in the group chat and feeling left out. As a result I would not recommend a group tour to other shy solo travellers, it felt as I got half a holiday compared with the rest of the group. If you go with someone or you are an extrovert you will probably have a great time.
The Korea aspect of the tour was incredible, I would rate it 5 stars- CheongAn and Julian were amazing tour guides helping us all fall in love with the country. Japan felt very disorganised and fell flat.

This feature empowers warehouse managers to schedule checks for incomplete shipments to be re-waved and completed. In the past, this would have been a manual task for a warehouse manager to manage, actively going through a list of incomplete shipment lines and manually reprocessing them for the shipments to be completed. This process was time-consuming every time an exception happened, and lines did not manage to allocate inventory.   A scenario where this could occur would be if inventory levels in a specific picking location were not available. If that was the case, the system would previously add that failed shipment to a list of incomplete shipments, which a warehouse manager would then have to manually manage.  

 With the Auto Add to Shipments feature, failed shipment lines will be automatically re-added to a new wave, ending the need for manual exception handling.   Warehouse administrators have the flexibility to configure this as a batch job. This type of exception management allows our outbound processes to continue even when unforeseen accidents or events occur, without need for hours of manual labor spent on reprocessing the failed waves.

In this image, we get a screenshot of the Auto add shipments to wave menu, where the user can do a variety of things, but most importantly we can set up the recurrence for how often we want our failed shipments to be re-run.

As we can see on the Auto add shipments to wave menu, there is a field named WHS rewave counter and has a default setting of 5. This means that we will only be able to re-wave our shipments a maximum of 5 times. If there is a scenario where we would like this shipment to be re-waved even after the fifth attempt, users can add a shipment ID manually through this page, which enables these previously failed shipment lines for another five re-wave attempts.  

 We can see on the image below that in the form “WHSWaveProcessingRemovedShipment” that one shipment line has failed, and we receive an error message that gives us a hint on why this happened. As we can see, the Shipment status is still “open”, which means the shipment will not be removed from the table. In the WHS rewave counter column there is a 0, which tells us we have not yet tried to re-run that shipment. In the Wave ID field, we can also see the Wave that was affected.

In the image below, we get a snapshot of what the set up for the removal of re-waved shipment lines from the earlier mentioned form looks like. On this screen, users can set up when and how often the re-waving cleanup job should run.

How does the cleanup job work?

The cleanup job was introduced to this feature to avoid failed shipment lines being stuck in the “ WHSWaveProcessingRemovedShipmentCleanup ” form if they could not be re-waved. Users do not have to set up a cleanup job for the Auto add to shipments feature, however, that means that the staging form will hold lots of shipment lines that have not been re-waved successfully after the maximum number of attempts. The cleanup job will remove lines from the form either via the Cleanup wave threshold field or the Last update older than given number field. This allows users to choose whether they want to remove that line from the form either through a re-wave threshold or after a certain number of days have passed.

In the Cleanup rewave threshold field, users can select how many times they want their shipment lines to be re-waved before they are removed from the ‘ WHSWaveProcessingRemovedShipment ‘ form. That means, even as we have the default setting of five attempted re-waves, the cleanup job can remove shipments from the ‘WHSWaveProcessingRemovedShipment’ form earlier than after 5 attempts, by selecting a number lower than 5. This can be useful if you would only like failed shipment lines to be re-waved a maximum of let’s say 3 times, before they are removed from the ‘ WHSWaveProcessingRemovedShipment ‘ form.

In the Last update older than given number field, users can select to remove failed shipment lines based on this criterion as well. Setting this to 30 means cleanup job will run and remove all failed shipment lines with the last update being older than the given number. This means, if we select 30 as our number, if we have a shipment line that was last updated 31 days ago, when the cleanup job runs, that line will be removed from the ‘ WHSWaveProcessingRemovedShipment ‘ form.

Areas of use:

Conceptually, this feature is suited for all kinds of industries, and can aid your outbound processes in more ways, but primarily focuses on scenarios that require exception management related to failed allocation of inventory from a picking zone. This mainly occurs when we allow inventory reservations for e.g., sales orders that are not stored in a picking location or your inventory due that inbound receiving and put-away has not been completed yet, or that production facility has reported inventory after production has been completed but not yet conducted finished goods put-away.

By enabling the re-waving feature for Dynamics 365 Warehouse Management, users reduce time consumption by handling uncompleted shipments, avoiding manual exception handling, and making sure that all shipment lines not allocated will be automatically re-waved and not forgotten.
