Outdoor education provider PGL Travel Limited has been ordered to pay a huge £1 million fine plus costs after two children sustained significant finger injuries at an organised residential stay at the company’s Adventure Centre near Hindhead.

The company pleaded guilty to offences under Section 33 of the Health and Safety at Work Act 1974 at Guildford Magistrates’ Court in June, and was sentenced at Staines Magistrates’ Court on Monday when a fine of £1m, plus costs of £18,006 and a victim surcharge of £181, were imposed.

The offences related to accidents which took place on May 26, 2021, and October 21, 2021, both involving children attending school-organised residential stays at PGL Marchants Hill Adventure Centre near Hindhead.

The two children sustained significant injuries to their fingers following entrapment in door hinges at the centre’s accommodation blocks.

The court heard PGL, which describes itself as “the UK’s leading outdoor education provider”, had been monitoring similar incidents since 2009, and that 520 children across all its sites had sustained finger entrapment in door hinges, some resulting in significant injury and amputation.

Despite this, the business failed to voluntarily install finger guards to protect children staying at the Marchants Hill centre until officers from Waverley Borough Council’s environmental health (food and safety) team issued them with prohibition notices requiring them to do so.

Councillor Tony Fairclough, Waverley’s executive portfolio holder for enforcement and regulatory services, said: “The council takes breaches of health and safety legislation very seriously. This is a significant fine for a local authority prosecution and it is testament to the sterling work of our environmental health and legal teams.  

“No parent expects to send their child on a school residential trip and for them to return injured. The children involved should have been enjoying their first independent holiday without parents but were badly wounded and traumatised by their injuries, which required hospitalisation and surgery.

“It is vitally important that businesses protect the health, safety and welfare of visitors to their business premises. They can do this by undertaking a suitable and sufficient risk assessment of work activities at their premises and implementing control measures in a timely fashion.”

PGL said in a statement: “We deeply regret the two finger injuries that occurred at our Marchants Hill centre in 2021 as well as the previous incidents between 2009 and 2019.

“During the sentencing, the judge acknowledged a change in culture initiated by a new CEO, including in respect of health and safety management where substantial investments have been made. A large number of initiatives were acknowledged by the court, including the installation of finger guards on all doors across all PGL centres. This resulted in a material reduction in the fine laid down.

“While we acknowledge these historical incidents, and unreservedly apologise for any injury or upset caused, they do not reflect the high standards in place at PGL today. Safety is one of our core values and at the forefront of everything we do. We are confident that today’s PGL provides a safe and caring environment for young people on outdoor educational visits.”

Children 'traumatised' after fingers mangled in doors at Surrey adventure centre

A children’s activity company has been fined £1 million after two youngsters were 'traumatised' when they had their fingers jammed between doors.

'Parents Get Lost' was ordered to pay the sum after the children suffered "significant injuries" during a stay at the company’s Surrey adventure centre. It follows a spait of reported injuries at the outdoor centre, some of which required amputation.

The case was brought against the outdoor education provider PGL Travel Limited by Waverley Borough Council after the children were hurt at the firm's Hindhead site.

The court heard PGL Travel Limited, which describes itself as “the UK’s leading outdoor education provider”, had been monitoring similar incidents since 2009, and that 520 children across its sites had “sustained finger entrapment in door injuries, some resulting in significant injury and amputation”, Waverley Borough Council said in a press statement.

District Judge Cooper, sitting in Staines Magistrates’ Court imposed the fine on October 2 after the company pleaded guilty, the council said.

The two specific offences date back to incidents involving youngsters attending school-organised residential stays at PGL Marchants Hill Adventure Centre on May 26, and October 21, 2021.

The two children sustained “significant injuries to their fingers” after getting them trapped in door hinges in the accommodation blocks.

According to the council statement, PGL failed to install finger guards to protect children at Marchants Hill until the council issued them with prohibition notices requiring them to do so.

Councillor Tony Fairclough, Waverley Borough Council’s portfolio holder for enforcement and regulatory services, said: “This is a significant fine for a local authority prosecution and it is testament to the sterling work of our environmental health and legal teams.

“No parent expects to send their child on a school residential trip, and for them to return injured.

“The children involved should have been enjoying their first independent holiday without parents but were badly wounded and traumatised by their injuries, which required hospitalisation and surgery.”

A spokesperson for PGL said the company deeply regretted the injuries that occurred, as well as the previous incidents between 2009 to 2019.

They added: “During the sentencing, the judge acknowledged a change in culture initiated by a new CEO, including in respect of health and safety management where substantial investments have been made.

“A large number of initiatives were acknowledged by the court, including the installation of finger guards on all doors across all PGL centres.

The fine of £1m was imposed after PGL was given credit for its guilty plea and is payable within three years with £200,000 due the first year, £300,000 within second year and the remainder within third year. Prosecution costs of £18,006 are to be paid by 2 January 2024.

The tower is over 10 metres high. The task – to walk backwards off the top, gradually working back towards ground level, suspended only on a rope. It’s all about trust, courage and confidence. It’s also a very dynamic way to learn calculating and controlling risk. Some children deal with heights more easily than others, but the support and encouragement of the rest of the group is important for each individual’s success and will help strengthen peer relationships.

Climbing

Your pupils will need to combine different skills including perseverance, strength, an ability to deal with heights – as well as trust in their belay partner and equipment. Those who have never tried it before will find it an exhilarating experience. Climbing at PGL may take place on indoor walls or outdoor climbing towers; whichever it is, we always use a top-rope belay for safety. Weight limit: 140kg

Fencing is a great workout for both body and brain. It’s challenging, exciting and involves good eye-to-hand coordination, fast footwork, lightning reflexes and even quicker decision-making. It’s a sport that offers huge potential for the enthusiast to learn more and progress at club level, but it’s also accessible and great fun for beginners too. Our qualified instructors will teach your pupils the basic principles and safety procedures before they progress onto outwitting their opponent in this great Olympic sport.

Pupils work in small teams or in pairs to locate control points across the grounds of the centre. As it’s essentially a competitive activity, the idea is for your group to find all the controls more quickly than the others. The activity helps them to improve decision-making, map reading and correctly judging distances.

Problem solving sessions test your pupils’ initiative and ingenuity. Children work in small teams to solve puzzles and complete set tasks - it’s a great way for your pupils to get to know each other really well. By the time they finish they’ll have an appreciation and understanding each individual’s ability (including their own!) when it comes to planning, communicating and making decisions – skills which are all key to achieving the objectives of each task.

Down to the water’s edge and your pupils’ challenge is to design and build a robust and working raft. There’ll be a number of components available, including large plastic barrels, ropes and poles. Survivor

Once the ‘wilderness’ scenario is set, your pupils need to develop effective teamwork to build their shelter. Basic navigational skills and meteorological skills help them decide the layout of the site. They will have to identify and share out the key responsibilities for getting each task completed, and communicate well to get the most from the project. Work as a team to build a wilderness shelter on centre, and learn how to stay warm and dry using whatever you can find. You’ll need to plan your camp taking into account the prevailing weather and then share out the tasks to get the shelter built before time runs out...

Trapeze

Each stage of the trapeze counts as a success and requires courage and determination. The challenge starts with a climb to the top of a 6 metre pole. Next, a climb onto the small platform will require balance as pupils stand to make that leap for the trapeze! It’s an exhilarating and heart-pounding activity that will bring your pupils together in their support for each other. It also gives each participant a very real sense of personal achievement. Weight limit: 150kg

On their own or in small groups, your pupils can discover a series of underground tunnels. The tunnels vary in size and they have various tasks to carry out during their exploration. Completing the tasks will improve pupils’ self-confidence, problem-solving skills and teamwork. Please note this activity will only be available between May and September at some centres due to weather.

Zip Wire

Once at the top of the zip wire platform, pupils are securely attached to the overhead wire before making their flight across the sky! Their route may take them through a forest or even over a lake. It’s a hugely exhilarating experience that requires personal courage and determination – it pushes most children beyond their natural comfort zone. It’s also a chance for the rest of the group to offer support and encouragement. Weight limit: 90-120kg (varies by location)

If you love hide and seek, you’ll adore Ambush which takes this popular group game and ramps it up an extra notch! After sundown your group will split into small teams, with one team hiding within the centre grounds, leaving a trail for their competitors to follow. Great for developing strategic and team building skills. Ambush is usually run in the dark, and torches are advised. Available September to March

What happens in the evenings?

What should I pack for my child's overnight stay?

Does my child need waterproofs for their residential trip?

We suggest that your child brings waterproofs to their adventure at Marchants Hill. Your child will be taking part in our outdoor adventure activities, so having a waterproof that they can put on in case it starts to rain is perfect for keeping as dry as possible.

Can I contact my child during their camp stay?

They don’t need to bring money, but if your child would like to buy a souvenir to take home from the gift shop then we recommend about £10 per child, in cash or on a pre-paid card. We have lots to choose from at our gift shop, including group badges and PGL goodies like caps, t-shirts, mugs, teddy bears and more!

Do you cater for special dietary requirements?

Yes, at PGL we regularly provide meals for a wide variety of needs including coeliac, diabetic, food allergies and vegetarian/vegan. If your child or anybody in your group has any dietary requirements, whether for religious, cultural or medical reasons, just let us know when you book so we can make sure they’re catered for. All of our catering staff have received food allergy and food hygiene training.

What safety measures are in place at Marchants Hill?

We have a huge emphasis on safety, starting with the recruitment of our staff and continuing through to all of our activities. As a founder member of BAPA (British Activity Providers Association) and a licence holder for activities in scope of AALA (Adventure Activities Licencing Authority) regulations, we make safety our priority.

A risk assessment has also been carried out at Marchants Hill, with risks being outlined and managed. The risk assessment covers the grounds of Marchants Hill, as well as all of the activities available at the centre.

Our activity leaders are experts in their area, trained and assessed both in-house and by external assessors. They’ll be there during every activity to make sure they’re completed safely and correctly.

Do you cater for specific dietary requirements?

Yes, we can cater for many dietary requirements at our PGL centres. We are able to deliver catering provision for dietary requirements as specified by culture, religion and medical concerns. We regularly provide meals for a wide variety of needs including coeliac, diabetic, food allergies and vegetarian/vegan. If your child has any dietary requirements then it’s best to get in contact with your party leader or a member of the PGL team to discuss their needs.

Can I contact my child while they're staying at Marchants Hill?

Absolutely! If your child has brought a mobile phone with them then you can call the during free time when they’re not taking part in our multi-activities, or you can call our centre if you need to speak to your child urgently.

Does my child need to bring money?

Your child doesn’t need to bring any money to camp as our adventures are fully inclusive. However, depending on your adventure there could be excursion days where your child might want to grab a snack. There’s also a Gift Shop on-site selling sweets and small souvenirs

We recommend pocket money of around £5 a day, plus between £5 and £20 to purchase gifts which will be on sale all week. And don’t worry about your child spending it all because we operate a secure system for holding and issuing pocket money in accordance with parents’ wishes.

£1 million fine for outdoor education provider in Waverley

Waverley Borough Council has successfully prosecuted outdoor education provider, PGL Travel Limited, who were ordered to pay £1 million plus costs after two children sustained significant injuries at an organised residential stay at the company’s Adventure Centre near Hindhead, Surrey.

The company pleaded guilty to offences under Section 33 of the Health and Safety at Work Act 1974 at Guildford Magistrates Court in June, and were sentenced at Staines Magistrates Court on 2 October 2023, when a fine of £1 million plus costs of £18,006 and a victim surcharge of £181, were imposed.

The offences related to accidents which took place on the 26 May 2021 and 21 October 2021, both involving children attending school organised residential stays at PGL Marchants Hill Adventure Centre near Hindhead, Surrey.  The two children sustained significant injuries to their fingers following entrapment in door hinges at the centre’s accommodation blocks.

The court heard that  PGL Travel Limited, which describes itself as “the UK’s leading outdoor education provider”, had been monitoring similar incidents since 2009, and that 520 children across all its sites had sustained finger entrapment in door injuries, some resulting in significant injury and amputation.  Despite this, the business failed to voluntarily install finger guards to protect children staying at the Marchants Hill Hindhead based centre until officers from Waverley Borough Council’s Environmental Health (Food & Safety) Team issued them with Prohibition Notices requiring them to do so.

Councillor Tony Fairclough, Waverley Borough Council’s  Executive Portfolio Holder for Enforcement and Regulatory Services, said : “The council takes breaches of health and safety legislation very seriously; this is a significant fine for a local authority prosecution and it is testament to the sterling work of our Environmental Health and Legal teams.  No parent expects to send their child on a school residential trip, and for them to return injured. The children involved should have been enjoying their first independent holiday without parents but were badly wounded and traumatised by their injuries, which required hospitalisation and surgery.

“It is vitally important that businesses protect the health, safety and welfare of visitors to their business premises. They can do this by undertaking a suitable and sufficient risk assessment of work activities at their premises and implementing control measures in a timely fashion.”

Early years register.

Providers on the Early Years Register will normally be inspected at least once within a 6-year window.

We will prioritise the first inspection of newly registered providers on the Early Years register. This will normally be within 30 months of their registration date.

Good or outstanding - We will inspect them at least once within a 6-year window from their last inspection.
