The future of tourism: Bridging the labor gap, enhancing customer experience

As travel resumes and builds momentum, it’s becoming clear that tourism is resilient—there is an enduring desire to travel. Against all odds, international tourism rebounded in 2022: visitor numbers to Europe and the Middle East climbed to around 80 percent of 2019 levels, and the Americas recovered about 65 percent of prepandemic visitors 1 “Tourism set to return to pre-pandemic levels in some regions in 2023,” United Nations World Tourism Organization (UNWTO), January 17, 2023. —a number made more significant because it was reached without travelers from China, which had the world’s largest outbound travel market before the pandemic. 2 “ Outlook for China tourism 2023: Light at the end of the tunnel ,” McKinsey, May 9, 2023.

Recovery and growth are likely to continue. According to estimates from the World Tourism Organization (UNWTO) for 2023, international tourist arrivals could reach 80 to 95 percent of prepandemic levels depending on the extent of the economic slowdown, travel recovery in Asia–Pacific, and geopolitical tensions, among other factors. 3 “Tourism set to return to pre-pandemic levels in some regions in 2023,” United Nations World Tourism Organization (UNWTO), January 17, 2023. Similarly, the World Travel & Tourism Council (WTTC) forecasts that by the end of 2023, nearly half of the 185 countries in which the organization conducts research will have either recovered to prepandemic levels or be within 95 percent of full recovery. 4 “Global travel and tourism catapults into 2023 says WTTC,” World Travel & Tourism Council (WTTC), April 26, 2023.

Longer-term forecasts also point to optimism for the decade ahead. Travel and tourism GDP is predicted to grow, on average, at 5.8 percent a year between 2022 and 2032, outpacing the growth of the overall economy at an expected 2.7 percent a year. 5 Travel & Tourism economic impact 2022 , WTTC, August 2022.

So, is it all systems go for travel and tourism? Not really. The industry continues to face a prolonged and widespread labor shortage. After losing 62 million travel and tourism jobs in 2020, labor supply and demand remain out of balance. 6 “WTTC research reveals Travel & Tourism’s slow recovery is hitting jobs and growth worldwide,” World Travel & Tourism Council, October 6, 2021. Today, in the European Union, 11 percent of tourism jobs are likely to go unfilled; in the United States, that figure is 7 percent. 7 Travel & Tourism economic impact 2022 : Staff shortages, WTTC, August 2022.

There has been an exodus of tourism staff, particularly from customer-facing roles, to other sectors, and there is no sign that the industry will be able to bring all these people back. 8 Travel & Tourism economic impact 2022 : Staff shortages, WTTC, August 2022. Hotels, restaurants, cruises, airports, and airlines face staff shortages that can translate into operational, reputational, and financial difficulties. If unaddressed, these shortages may constrain the industry’s growth trajectory.

The current labor shortage may have its roots in factors related to the nature of work in the industry. Chronic workplace challenges, coupled with the effects of COVID-19, have culminated in an industry struggling to rebuild its workforce. Generally, tourism-related jobs are largely informal, partly due to high seasonality and weak regulation. And conditions such as excessively long working hours, low wages, a high turnover rate, and a lack of social protection tend to be most pronounced in an informal economy. Additionally, shift work, night work, and temporary or part-time employment are common in tourism.

The industry may need to revisit some fundamentals to build a far more sustainable future: either make the industry more attractive to talent (and put conditions in place to retain staff for longer periods) or improve products, services, and processes so that they complement existing staffing needs or solve existing pain points.

One solution could be to build a workforce with the mix of digital and interpersonal skills needed to keep up with travelers’ fast-changing requirements. The industry could make the most of available technology to provide customers with a digitally enhanced experience, resolve staff shortages, and improve working conditions.

Complementing concierges with chatbots.

The pace of technological change has redefined customer expectations. Technology-driven services are often at customers’ fingertips, with no queues or waiting times. By contrast, the airport and airline disruption widely reported in the press over the summer of 2022 points to customers not receiving this same level of digital innovation when traveling.

Imagine the following travel experience: it’s 2035 and you start your long-awaited honeymoon to a tropical island. A virtual tour operator and a destination travel specialist booked your trip for you; you connected via videoconference to make your plans. Your itinerary was chosen with the support of generative AI , which analyzed your preferences, recommended personalized travel packages, and made real-time adjustments based on your feedback.

Before leaving home, you check in online and QR code your luggage. You travel to the airport by self-driving cab. After dropping off your luggage at the self-service counter, you pass through security and the biometric check. You access the premier lounge with the QR code on the airline’s loyalty card and help yourself to a glass of wine and a sandwich. After your flight, a prebooked, self-driving cab takes you to the resort. No need to check in—that was completed online ahead of time (including picking your room and making sure that the hotel’s virtual concierge arranged for red roses and a bottle of champagne to be delivered).

While your luggage is brought to the room by a baggage robot, your personal digital concierge presents the honeymoon itinerary with all the requested bookings. For the romantic dinner on the first night, you order your food via the restaurant app on the table and settle the bill likewise. So far, you’ve had very little human interaction. But at dinner, the sommelier chats with you in person about the wine. The next day, your sightseeing is made easier by the hotel app and digital guide—and you don’t get lost! With the aid of holographic technology, the virtual tour guide brings historical figures to life and takes your sightseeing experience to a whole new level. Then, as arranged, a local citizen meets you and takes you to their home to enjoy a local family dinner. The trip is seamless, there are no holdups or snags.

This scenario features less human interaction than a traditional trip—but it flows smoothly due to the underlying technology. The human interactions that do take place are authentic, meaningful, and add a special touch to the experience. This may be a far-fetched example, but the essence of the scenario is clear: use technology to ease typical travel pain points such as queues, misunderstandings, or misinformation, and elevate the quality of human interaction.

Travel with less human interaction may be considered a disruptive idea, as many travelers rely on and enjoy the human connection, the “service with a smile.” This will always be the case, but perhaps the time is right to think about bringing a digital experience into the mix. The industry may not need to depend exclusively on human beings to serve its customers. Perhaps the future of travel is physical, but digitally enhanced (and with a smile!).

Digital solutions are on the rise and can help bridge the labor gap

Digital innovation is improving customer experience across multiple industries. Car-sharing apps have overcome service-counter waiting times and endless paperwork that travelers traditionally had to cope with when renting a car. The same applies to time-consuming hotel check-in, check-out, and payment processes that can annoy weary customers. These pain points can be removed. For instance, in China, the Huazhu Hotels Group installed self-check-in kiosks that enable guests to check in or out in under 30 seconds. 9 “Huazhu Group targets lifestyle market opportunities,” ChinaTravelNews, May 27, 2021.

Technology meets hospitality

In 2019, Alibaba opened its FlyZoo Hotel in Huangzhou, described as a “290-room ultra-modern boutique, where technology meets hospitality.” 1 “Chinese e-commerce giant Alibaba has a hotel run almost entirely by robots that can serve food and fetch toiletries—take a look inside,” Business Insider, October 21, 2019; “FlyZoo Hotel: The hotel of the future or just more technology hype?,” Hotel Technology News, March 2019. The hotel was the first of its kind that instead of relying on traditional check-in and key card processes, allowed guests to manage reservations and make payments entirely from a mobile app, to check-in using self-service kiosks, and enter their rooms using facial-recognition technology.

The hotel is run almost entirely by robots that serve food and fetch toiletries and other sundries as needed. Each guest room has a voice-activated smart assistant to help guests with a variety of tasks, from adjusting the temperature, lights, curtains, and the TV to playing music and answering simple questions about the hotel and surroundings.

The hotel was developed by the company’s online travel platform, Fliggy, in tandem with Alibaba’s AI Labs and Alibaba Cloud technology with the goal of “leveraging cutting-edge tech to help transform the hospitality industry, one that keeps the sector current with the digital era we’re living in,” according to the company.

Adoption of some digitally enhanced services was accelerated during the pandemic in the quest for safer, contactless solutions. During the Winter Olympics in Beijing, a restaurant designed to keep physical contact to a minimum used a track system on the ceiling to deliver meals directly from the kitchen to the table. 10 “This Beijing Winter Games restaurant uses ceiling-based tracks,” Trendhunter, January 26, 2022. Customers around the world have become familiar with restaurants using apps to display menus, take orders, and accept payment, as well as hotels using robots to deliver luggage and room service (see sidebar “Technology meets hospitality”). Similarly, theme parks, cinemas, stadiums, and concert halls are deploying digital solutions such as facial recognition to optimize entrance control. Shanghai Disneyland, for example, offers annual pass holders the option to choose facial recognition to facilitate park entry. 11 “Facial recognition park entry,” Shanghai Disney Resort website.

Automation and digitization can also free up staff from attending to repetitive functions that could be handled more efficiently via an app and instead reserve the human touch for roles where staff can add the most value. For instance, technology can help customer-facing staff to provide a more personalized service. By accessing data analytics, frontline staff can have guests’ details and preferences at their fingertips. A trainee can become an experienced concierge in a short time, with the help of technology.

Apps and in-room tech: Unused market potential

According to Skift Research calculations, total revenue generated by guest apps and in-room technology in 2019 was approximately $293 million, including proprietary apps by hotel brands as well as third-party vendors. 1 “Hotel tech benchmark: Guest-facing technology 2022,” Skift Research, November 2022. The relatively low market penetration rate of this kind of tech points to around $2.4 billion in untapped revenue potential (exhibit).

Even though guest-facing technology is available—the kind that can facilitate contactless interactions and offer travelers convenience and personalized service—the industry is only beginning to explore its potential. A report by Skift Research shows that the hotel industry, in particular, has not tapped into tech’s potential. Only 11 percent of hotels and 25 percent of hotel rooms worldwide are supported by a hotel app or use in-room technology, and only 3 percent of hotels offer keyless entry. 12 “Hotel tech benchmark: Guest-facing technology 2022,” Skift Research, November 2022. Of the five types of technology examined (guest apps and in-room tech; virtual concierge; guest messaging and chatbots; digital check-in and kiosks; and keyless entry), all have relatively low market-penetration rates (see sidebar “Apps and in-room tech: Unused market potential”).

While apps, digitization, and new technology may be the answer to offering better customer experience, there is also the possibility that tourism may face competition from technological advances, particularly virtual experiences. Museums, attractions, and historical sites can be made interactive and, in some cases, more lifelike, through AR/VR technology that can enhance the physical travel experience by reconstructing historical places or events.

Up until now, tourism, arguably, was one of a few sectors that could not easily be replaced by tech. It was not possible to replicate the physical experience of traveling to another place. With the emerging metaverse , this might change. Travelers could potentially enjoy an event or experience from their sofa without any logistical snags, and without the commitment to traveling to another country for any length of time. For example, Google offers virtual tours of the Pyramids of Meroë in Sudan via an immersive online experience available in a range of languages. 13 Mariam Khaled Dabboussi, “Step into the Meroë pyramids with Google,” Google, May 17, 2022. And a crypto banking group, The BCB Group, has created a metaverse city that includes representations of some of the most visited destinations in the world, such as the Great Wall of China and the Statue of Liberty. According to BCB, the total cost of flights, transfers, and entry for all these landmarks would come to $7,600—while a virtual trip would cost just over $2. 14 “What impact can the Metaverse have on the travel industry?,” Middle East Economy, July 29, 2022.

The metaverse holds potential for business travel, too—the meeting, incentives, conferences, and exhibitions (MICE) sector in particular. Participants could take part in activities in the same immersive space while connecting from anywhere, dramatically reducing travel, venue, catering, and other costs. 15 “ Tourism in the metaverse: Can travel go virtual? ,” McKinsey, May 4, 2023.

The allure and convenience of such digital experiences make offering seamless, customer-centric travel and tourism in the real world all the more pressing.

Three innovations to solve hotel staffing shortages

Is the future contactless.

Given the advances in technology, and the many digital innovations and applications that already exist, there is potential for businesses across the travel and tourism spectrum to cope with labor shortages while improving customer experience. Process automation and digitization can also add to process efficiency. Taken together, a combination of outsourcing, remote work, and digital solutions can help to retain existing staff and reduce dependency on roles that employers are struggling to fill (exhibit).

Depending on the customer service approach and direct contact need, we estimate that the travel and tourism industry would be able to cope with a structural labor shortage of around 10 to 15 percent in the long run by operating more flexibly and increasing digital and automated efficiency—while offering the remaining staff an improved total work package.

Outsourcing and remote work could also help resolve the labor shortage

While COVID-19 pushed organizations in a wide variety of sectors to embrace remote work, there are many hospitality roles that rely on direct physical services that cannot be performed remotely, such as laundry, cleaning, maintenance, and facility management. If faced with staff shortages, these roles could be outsourced to third-party professional service providers, and existing staff could be reskilled to take up new positions.

In McKinsey’s experience, the total service cost of this type of work in a typical hotel can make up 10 percent of total operating costs. Most often, these roles are not guest facing. A professional and digital-based solution might become an integrated part of a third-party service for hotels looking to outsource this type of work.

One of the lessons learned in the aftermath of COVID-19 is that many tourism employees moved to similar positions in other sectors because they were disillusioned by working conditions in the industry . Specialist multisector companies have been able to shuffle their staff away from tourism to other sectors that offer steady employment or more regular working hours compared with the long hours and seasonal nature of work in tourism.

The remaining travel and tourism staff may be looking for more flexibility or the option to work from home. This can be an effective solution for retaining employees. For example, a travel agent with specific destination expertise could work from home or be consulted on an needs basis.

In instances where remote work or outsourcing is not viable, there are other solutions that the hospitality industry can explore to improve operational effectiveness as well as employee satisfaction. A more agile staffing model  can better match available labor with peaks and troughs in daily, or even hourly, demand. This could involve combining similar roles or cross-training staff so that they can switch roles. Redesigned roles could potentially improve employee satisfaction by empowering staff to explore new career paths within the hotel’s operations. Combined roles build skills across disciplines—for example, supporting a housekeeper to train and become proficient in other maintenance areas, or a front-desk associate to build managerial skills.

Where management or ownership is shared across properties, roles could be staffed to cover a network of sites, rather than individual hotels. By applying a combination of these approaches, hotels could reduce the number of staff hours needed to keep operations running at the same standard. 16 “ Three innovations to solve hotel staffing shortages ,” McKinsey, April 3, 2023.

Taken together, operational adjustments combined with greater use of technology could provide the tourism industry with a way of overcoming staffing challenges and giving customers the seamless digitally enhanced experiences they expect in other aspects of daily life.

In an industry facing a labor shortage, there are opportunities for tech innovations that can help travel and tourism businesses do more with less, while ensuring that remaining staff are engaged and motivated to stay in the industry. For travelers, this could mean fewer friendly faces, but more meaningful experiences and interactions.

Fact sheet: 2022 national travel and tourism strategy, office of public affairs.

The 2022 National Travel and Tourism Strategy was released on June 6, 2022, by U.S. Secretary of Commerce Gina M. Raimondo on behalf of the Tourism Policy Council (TPC). The new strategy focuses the full efforts of the federal government to promote the United States as a premier destination grounded in the breadth and diversity of our communities, and to foster a sector that drives economic growth, creates good jobs, and bolsters conservation and sustainability. Drawing on engagement and capabilities from across the federal government, the strategy aims to support broad-based economic growth in travel and tourism across the United States, its territories, and the District of Columbia.

Key points of the 2022 National Travel and Tourism Strategy

The federal government will work to implement the strategy under the leadership of the TPC and in partnership with the private sector, aiming toward an ambitious five-year goal of increasing American jobs by attracting and welcoming 90 million international visitors, who we estimate will spend $279 billion, annually by 2027.

The new National Travel and Tourism Strategy supports growth and competitiveness for an industry that, prior to the COVID-19 pandemic, generated $1.9 trillion in economic output and supported 9.5 million American jobs. Also, in 2019, nearly 80 million international travelers visited the United States and contributed nearly $240 billion to the U.S. economy, making the United States the global leader in revenue from international travel and tourism. As the top services export for the United States that year, travel and tourism generated a $53.4 billion trade surplus and supported 1 million jobs in the United States.

The strategy follows a four-point approach:

  • Promoting the United States as a Travel Destination Goal : Leverage existing programs and assets to promote the United States to international visitors and broaden marketing efforts to encourage visitation to underserved communities.
  • Facilitating Travel to and Within the United States Goal : Reduce barriers to trade in travel services and make it safer and more efficient for visitors to enter and travel within the United States.
  • Ensuring Diverse, Inclusive, and Accessible Tourism Experiences Goal : Extend the benefits of travel and tourism by supporting the development of diverse tourism products, focusing on under-served communities and populations. Address the financial and workplace needs of travel and tourism businesses, supporting destination communities as they grow their tourism economies. Deliver world-class experiences and customer service at federal lands and waters that showcase the nation’s assets while protecting them for future generations.
  • Fostering Resilient and Sustainable Travel and Tourism Goal : Reduce travel and tourism’s contributions to climate change and build a travel and tourism sector that is resilient to natural disasters, public health threats, and the impacts of climate change. Build a sustainable sector that integrates protecting natural resources, supporting the tourism economy, and ensuring equitable development.

Travel and Tourism Fast Facts

  • The travel and tourism industry supported 9.5 million American jobs through $1.9 trillion of economic activity in 2019. In fact, 1 in every 20 jobs in the United States was either directly or indirectly supported by travel and tourism. These jobs can be found in industries like lodging, food services, arts, entertainment, recreation, transportation, and education.
  • Travel and tourism was the top services export for the United States in 2019, generating a $53.4 billion trade surplus.
  • The travel and tourism industry was one of the U.S. business sectors hardest hit by the COVID-19 pandemic and subsequent health and travel restrictions, with travel exports decreasing nearly 65% from 2019 to 2020. 
  • The decline in travel and tourism contributed heavily to unemployment; leisure and hospitality lost 8.2 million jobs between February and April 2020 alone, accounting for 37% of the decline in overall nonfarm employment during that time. 
  • By 2021, the rollout of vaccines and lifting of international and domestic restrictions allowed travel and tourism to begin its recovery. International arrivals to the United States grew to 22.1 million in 2021, up from 19.2 million in 2020. Spending by international visitors also grew, reaching $81.0 billion, or 34 percent of 2019’s total.

Created by Congress and chaired by Secretary Raimondo, the Tourism Policy Council (TPC) is the interagency council charged with coordinating national policies and programs relating to travel and tourism. At the direction of Secretary Raimondo, the TPC created a new five-year strategy to focus U.S. government efforts in support of the travel and tourism sector which has been deeply and disproportionately affected by the COVID-19 pandemic.

  • Tourism is crucial to many economies, but rising global temperatures are putting parts of the industry at risk.

Hot weather is what many people go on holiday for. But record global temperatures have been sending people home early from their vacations this July, raising questions about what kind of impact the climate crisis could have on the tourism sector – and on tourism-dependent economies.

Greece – where travel and tourism make up 15% of GDP – has had to evacuate over 2,000 holidaymakers after wildfires broke out on the island of Rhodes. Athens took the unprecedented step of closing its top tourist attraction, the Acropolis, after temperatures reached 45°C .

"The climate crisis is already here ,” said Greek Prime Minister Kyriakos Mitsotakis. “It will manifest itself everywhere in the Mediterranean with greater disasters."

Over in Italy, visitors to Rome have been returning home early because of the heatwave, while hospitals have faced a rise in the number of medical emergencies . Admissions at one hospital reached their highest since the COVID-19 pandemic.

Soaring temperatures have not just been ending holidays – they’ve even stopped some from getting started. This is because aircraft find it harder to get off the ground in hotter conditions, as it makes the air less dense .

US airlines flying out of Las Vegas – where temperatures hit 46°C – have consequently had to reduce passenger numbers, remove baggage, reduce the level of fuel they are carrying or delay flights until temperatures fall.

The impact of the climate crisis on tourism

The climate crisis has played an "absolutely overwhelming" part in the northern hemisphere heatwave , according to World Weather Attribution. And heatwaves will become hotter and longer unless the world quickly halts its use of fossil fuels, they say.

The tourism sector creates around a tenth of the greenhouse gas emissions that are driving the climate crisis , according to the World Travel & Tourism Council. Practically half of all transport emissions stem from global tourism, other studies say. And total emissions from tourism are forecast to rise by a quarter between 2016 and 2030, says the UN World Tourism Organization.

But the tourism industry and tourism-dependent economies are also highly vulnerable to the impacts of rising temperatures.

The Caribbean attracted over 28 million visitors in 2022 and its economy is more reliant on travel and tourism than any other region , according to the World Travel & Tourism Council. Tourism makes up around 90% of GDP in Aruba and the British Virgin Islands .

Yet these low-lying states are seeing sea levels rise almost 10% faster than the global average , according to the World Meteorological Association. The vast majority of holiday resorts in the Caribbean are coastal, leaving 60% of them at risk from sea level rise , according to the University of Cambridge.

Biodiversity damage

Coral bleaching and increasing droughts are already impacting the Caribbean’s tourism potential , the UK government notes.

Meanwhile, South-East Asia’s most popular costal destinations are suffering environmental damage from factors including pollution and overtourism . Thailand’s Maya Bay, Malaysia’s Sipadan Island and the Philippines’ Boraca Island are all being impacted, and some countries in the region are now closing tourist spots to give the most damaged areas time to recover , the Harvard School of Public Health notes.

“As the prime motivation for visitors to come to the region hinges on local landscapes, biodiversity, heritage and cultures, the sector’s survival depends on the ability to retain and preserve as much of these natural resources as possible,” The ASEAN Post reports.

The prospects of African safaris could also be hit by the climate crisis, which is forecast to lead to the loss of over half of the continent’s bird and mammal species by 2100 and trigger huge losses of plant species .

Measures are being taken to protect the continent’s natural bounties. The Seychelles islands off East Africa have added conservation guidlines to the national constitution – the first time a country has done so.

Sustainable, nature-based tourism is a potentially huge economic driver for Africa , and could create 40% more full-time jobs than agricutlure, the UN Environment Programme says.

High temperatures will change tourism patterns

Rising temperatures are likely to result in tourists travelling in spring and autumn rather than the summer , as well as opting for cooler destinations, Italy’s environment ministry says.

There has already been a 10% drop in the number of people planning to visit the Mediterranean in June-November this year following last year’s high temperatures, according to the European Travel Commission. It says tourists are considering trips to the Czech Republic, Denmark, Ireland and Bulgaria instead.

On top of this, “ large-scale land loss” is already eating into the Mediterranean’s beaches , according to Germany’s federal environment agency. One beach in Mallorca now has space for half the amount of huts it used to have, as well as fewer sun loungers, DW News reports.

The Global Risks Report 2023 ranked failure to mitigate climate change as one of the most severe threats in the next two years, while climate- and nature- related risks lead the rankings by severity over the long term.

  • Protecting the ocean: Our 2030 Water Resources Group has facilitated almost $1 billion to finance water-related programmes , growing into a network of more than 1,000 partners and operating in 14 countries/states.
  • Circular economy: Our SCALE 360 initiative is reducing the environmental impacts of value chains within the fashion, food, plastics and electronics industries, positively impacting over 100,000 people in 60 circular economy interventions globally.

The spike in temperatures is also worrying the organizers of the 2024 Olympics Games in Paris . They are closely monitoring long-term weather models, with International Olympic Committee President Thomas Bach saying the climate crisis is affecting how sporting events – a major driver of tourism – will be organized around the globe.

Colder climates are suffering, too

The Alps region attracts around 120 million tourists a year , and tourism is critical to the economies of many local towns. Skiing and snowboarding are top of many visitor lists, but rising global temperatures have reduced seasonal snow cover in the Alps by 8.4% per decade in the past 50 years.

Canada’s Whistler ski resort has responded to this by offering more snow-free activities – so much so that it now makes more money in summer, according to TIME magazine.

But adapting in this way is not an option for all tourism destinations, such as coastal resorts. With coastal tourism accounting for more than 60% of European holidays and more than 80% of US tourism revenues, the tourism industry and the countries that rely on it may need to urgently rethink the way they operate.

“In the coming years, the success of travel and tourism businesses and destinations will be increasingly tied to their ability to manage and operate under ever greater ecological and environmental threats,” says the World Economic Forum’s Travel & Tourism Development Index .

Sustainable tourism is one way to help protect countries and economies at risk from the climate crisis. It is also one of the UN’s Sustainable Development Goals .

The UN World Tourism Organization defines sustainable tourism as “tourism that takes full account of its current and future economic, social and environmental impacts, addressing the needs of visitors, the industry, the environment and host communities".

This could include limiting tourist numbers (as is being done in Southern France to help protect ecosystems ), banning polluting forms of transports (as the Dutch capital Amsterdam is doing with cruise ships and the Spanish city of Barcelona is trying to do ).

Staying only in environmentally friendly resorts is another option. Some are ensuring they run on renewable power, harvest rainwater and cut waste.

Avoiding flying is another option. British eco-charity Possible is promoting this through its Climate Perks initiative . UK companies who sign up agree to give staff increased paid leave to cover the time needed for slower, greener modes of transport such as trains or coaches when they go on holiday.

Ditching planes is also part of the “slow travel” trend . It advocates dropping the “bucket list” approach of ticking off as many destinations as possible, with travellers instead staying in one place and experiencing a local culture more fully.

The World Economic Forum’s Global Future Council on the Future of Sustainable Tourism is working to help the tourism sector create pathways towards net-zero, nature-positive tourism that benefits local communities.

“Diversifying tourism strategies and activities is essential for countries to build resilience against economic fluctuations, mitigate overreliance on a single industry, and foster sustainable development that benefits both the local communities and the environment,” says Topaz Smith, Community Lead for Aviation, Travel and Tourism at the World Economic Forum.

“Long-term planning is crucial for a more risk-resilient travel and tourism sector that anticipates and plans for future headwinds while maximizing development potential.”

Chapter 1. History and Overview

1.1 What is Tourism?

Before engaging in a study of tourism , let’s have a closer look at what this term means.

Definition of Tourism

There are a number of ways tourism can be defined, and for this reason, the United Nations World Tourism Organization (UNWTO) embarked on a project from 2005 to 2007 to create a common glossary of terms for tourism. It defines tourism as follows:

Tourism is a social, cultural and economic phenomenon which entails the movement of people to countries or places outside their usual environment for personal or business/professional purposes. These people are called visitors (which may be either tourists or excursionists; residents or non-residents) and tourism has to do with their activities, some of which imply tourism expenditure (United Nations World Tourism Organization, 2008).

Using this definition, we can see that tourism is not just the movement of people for a number of purposes (whether business or pleasure), but the overall agglomeration of activities, services, and involved sectors that make up the unique tourist experience.

Tourism, Travel, and Hospitality: What are the Differences?

It is common to confuse the terms tourism , travel , and hospitality or to define them as the same thing. While tourism is the all-encompassing umbrella term for the activities and industry that create the tourist experience, the UNWTO (2020) defines travel as the activity of moving between different locations often for any purpose but more so for leisure and recreation (Hall & Page, 2006). On the other hand, hospitality can be defined as “the business of helping people to feel welcome and relaxed and to enjoy themselves” (Discover Hospitality, 2015, p. 3). Simply put, the hospitality industry is the combination of the accommodation and food and beverage groupings, collectively making up the largest segment of the industry (Go2HR, 2020). You’ll learn more about accommodations and F & B in Chapter 3 and Chapter 4 , respectively.

Definition of Tourist and Excursionist

Building on the definition of tourism, a commonly accepted description of a tourist is “someone who travels at least 80 km from his or her home for at least 24 hours, for business or leisure or other reasons” (LinkBC, 2008, p.8). The United Nations World Tourism Organization (1995) helps us break down this definition further by stating tourists can be:

  • Domestic (residents of a given country travelling only within that country)
  • Inbound (non-residents travelling in a given country)
  • Outbound (residents of one country travelling in another country)

Excursionists  on the other hand are considered same-day visitors (UNWTO, 2020). Sometimes referred to as “day trippers.” Understandably, not every visitor stays in a destination overnight. It is common for travellers to spend a few hours or less to do sightseeing, visit attractions, dine at a local restaurant, then leave at the end of the day.

The scope of tourism, therefore, is broad and encompasses a number of activities and sectors.

Spotlight On: United Nations World Tourism Organization (UNWTO)

UNWTO is the United Nations agency responsible “for the promotion of responsible, sustainable and universally accessible tourism” (UNWTO, 2014b). Its membership includes 159 countries and over 500 affiliates such as private companies, research and educational institutions, and non-governmental organizations. It promotes tourism as a way of developing communities while encouraging ethical behaviour to mitigate negative impacts. For more information, visit the UNWTO website .

NAICS: The North American Industry Classification System

Given the sheer size of the tourism industry, it can be helpful to break it down into broad industry groups using a common classification system. The North American Industry Classification System (NAICS) was jointly created by the Canadian, US, and Mexican governments to ensure common analysis across all three countries (British Columbia Ministry of Jobs, Tourism and Skills Training, 2013a). The tourism-related groupings created using NAICS are (in alphabetical order):

  • Accommodation
  • Food and beverage services (commonly known as “F & B”)
  • Recreation and entertainment
  • Transportation
  • Travel services

These industry groups (also commonly known as sectors) are based on the similarity of the “labour processes and inputs” used for each (Government of Canada, 2013). For instance, the types of employees and resources required to run an accommodation business whether it be a hotel, motel, or even a campground are quite similar. All these businesses need staff to check in guests, provide housekeeping, employ maintenance workers, and provide a place for people to sleep. As such, they can be grouped together under the heading of accommodation. The same is true of the other four groupings, and the rest of this text explores these industry groups, and other aspects of tourism, in more detail.

It is typical for the entire tourist experience to involve more than one sector. The combination of sectors that supply and distribute the needed tourism products, services, and activities within the tourism system is called the Tourism Supply Chain. Often, these chains of sectors and activities are dependent upon each other’s delivery of products and services. Let’s look at a simple example below that describes the involved and sometimes overlapping sectoral chains in the tourism experience:

Before we seek to understand the five tourism sectors in more detail, it’s important to have an overview of the history and impacts of tourism to date.

Unwto 2021: a year in review, 2021: tourism united, resilient and determined.

2021 has been a year of learning and adapting for tourism. It has proven that only by working together can the sector overcome challenges and embrace opportunities.

Gathering the global tourism community and developing concrete actions, UNWTO has led tourism’s response with the vision of not only restarting, but doing so in a more inclusive, innovative and sustainable way.

As global tourism faced up to a second year of unprecedented crisis , UNWTO began 2021 by counting the cost so far . At the same time, however, the emergence of vaccines brought hope . The Global Tourism Crisis Committee met to explore what this meant for safe travel and the restart of tourism, while the announcement of the winners of the UNWTO Global Start-up Competition recognized the role culture and creativity will play in tourism’s restart and recovery .

April - June

Collaboration and innovation were the focusat the start of the second quarter. UNWTO partnered with IATA on a new Destination Tracker to give both tourists and destinations clear, impartial and trusted advice. And a new Start-up Competition was launched to find the best ideas for accelerating rural development through tourism. In May, the launch of the Best Tourism Villages by UNWTO generated significant interest from Members in every global region.

July - September

As destinations in Europe welcomed tourists back for the peak summer season, UNWTO highlighted the role of  digital solutions for the safe restart of the sector. But UNWTO also looked ahead, to a more sustainable future , working with key partners to  reduce plastic waste and consumption across every part of the sector. Together, we celebrated World Tourism Day around the theme of Tourism for Inclusive Growth, a message of solidarity and determination that was echoed on a global scale.

October - December

The final quarter of 2021 began with cautious optimism as UNWTO’s Barometer showed signs of improvement in tourist arrival numbers during the summer season in the northern hemisphere. A new partnership with Netflix will bring the message of tourism as a driver of opportunity to a massive global audience, while in November, UNWTO was tourism’s voice at COP26 and signatories to the landmark Glasgow Declaration keep growing. Finally, against the backdrop of the UNWTO General Assembly , the programme of work for the coming biennium was approved and 77% of Members voted to secure a second mandate for the Secretary-General from 2022-2025.

Growing and Moving Forward

UNWTO brings together political leaders from across the globe to deliver a strong, coordinated response. Governments, destinations, fellow UN agencies and international organizations met at key international events joining efforts to rethink tourism. Institutional coordination has proven crucial to find the solutions that build a smarter, greener and safer tourism.

Leaving Nobody Behind

The pledge to ‘ leave nobody behind ’ means nobody should miss out : Not now as we support the sector in the face of crisis, and not in the future as tourism starts again. Tourism is a proven driver of equality and opportunity. And that’s why we turn words into actions, delivering guidelines and action plans , to ensure everyone can enjoy the opportunities tourism brings.

Advancing the transformation of the tourism sector , partnerships are the only way forward. In 2021, UNWTO signed agreements with international organizations and the private sector to step our vision for the future of tourism: innovation , education , sustainability , green investment , rural development.

UNWTO updates World Tourism Barometer and reports international tourism back to 60% of pre-pandemic levels from January to July 2022

Below are excerpts from the September 2022 release of the UNWTO Tourism Barometer :

  • The steady recovery reflects strong pent-up demand for international travel, especially in the months of June and July which are part of the Northern Hemisphere summer season. The easing or lifting of travel restrictions in an increasing number of countries also contributed to boost results.
  • International tourist arrivals almost tripled (+172%) in January-July 2022 compared to the same period of 2021. Numbers climbed from -64% in January 2022 (versus 2019) to -28% in July, the strongest month since the start of the pandemic.
  • Asia and the Pacific (+165%) saw arrivals more than double in the first seven months of 2022, though they remained 86% below 2019 levels.
  • The ongoing recovery can also be seen in outbound tourism spending from major source markets. Expenditure from France was at -12% in January-July 2022 compared to 2019 while spending from Germany stood at -14%. International tourism spending remained at -10% in Belgium, -23% in Italy and -26% in the United States.
  • The uncertain economic environment seems to have reversed prospects for a return to pre-pandemic levels in the near term. 61% of UNWTO Panel of Experts now see a potential return of international arrivals to 2019 levels in 2024 or later while those indicating a return to pre-pandemic levels in 2023 has diminished (27%) compared to the May survey (48%).

The situation for tourism remains rather unusual as a result of the ongoing COVID-19 pandemic.

The crisis has marked a significant change for everyone, and above all for tourism, one of sectors hit hardest by the virus. 2020 was the year in which international tourism came to a near-complete standstill, and the only alternatives were domestic and local tourism.

2021 has seen some improvements, but only in a very subtle way as restrictions are still in place and many countries keep their borders fully or partially closed.

It is difficult to make an estimate for 2022 as it is not known how the pandemic will evolve. However, it is possible to talk about the new tourism trends that are likely to emerge over the coming year: – International travel with restrictions still maintained by both destinations and airlines in order to offer 100% security to the consumer.

– Reinforcement of COVID-19 testing; two years after the pandemic, COVID testing will still be in place as a preventive measure. – Conscious travel will be advocated. Travel to more distant destinations, but with prolonged durations of stay, as consumers look to enjoy as much of each place they visit as possible. – Green travel. Climate change is a problem that is present and growing. Consumers now are much more responsible and aware of the reality they live in on daily basis.

– A new trend is the “ed-ventures”. It is about combining education and holidays for the youngest members of the family. While adults may need to telework or attend meetings, their children can be doing workshops and learning in a playful way.

About Cultural Tourism

According to the definition adopted by the UN Tourism General Assembly, at its 22nd session (2017), Cultural Tourism implies “A type of tourism activity in which the visitor’s essential motivation is to learn, discover, experience and consume the tangible and intangible cultural attractions/products in a tourism destination. These attractions/products relate to a set of distinctive material, intellectual, spiritual and emotional features of a society that encompasses arts and architecture, historical and cultural heritage, culinary heritage, literature, music, creative industries and the living cultures with their lifestyles, value systems, beliefs and traditions”. UN Tourism provides support to its members in strengthening cultural tourism policy frameworks, strategies and product development . It also provides guidelines for the tourism sector in adopting policies and governance models that benefit all stakeholders, while promoting and preserving cultural elements.

Recommendations for Cultural Tourism Key Players on Accessibility 

UN Tourism , Fundación ONCE and UNE issued in September 2023, a set of guidelines targeting key players of the cultural tourism ecosystem, who wish to make their offerings more accessible.

The key partners in the drafting and expert review process were the ICOMOS International Cultural Tourism Committee and the European Network for Accessible Tourism (ENAT) . The ICOMOS experts’ input was key in covering crucial action areas where accessibility needs to be put in the spotlight, in order to make cultural experiences more inclusive for all people.

This guidance tool is also framed within the promotion of the ISO Standard ISO 21902 , in whose development UN Tourism had one of the leading roles.

Weaving the Recovery - Indigenous Women in Tourism

Weaving the recovery

This initiative, which gathers UN Tourism , t he World Indigenous Tourism Alliance (WINTA) , Centro de las Artes Indígenas (CAI) and the NGO IMPACTO , was selected as one of the ten most promising projects amoung 850+ initiatives to address the most pressing global challenges. The project will test different methodologies in pilot communities, starting with Mexico , to enable indigenous women access markets and demonstrate their leadership in the post-COVID recovery.

This empowerment model , based on promoting a responsible tourism development, cultural transmission and fair-trade principles, will represent a novel community approach with a high global replication potential.

The Recommendations on Sustainable Development of Indigenous Tourism provide guidance to tourism stakeholders to develop their operations in a responsible and sustainable manner within those indigenous communities that wish to:

  • Open up to tourism development, or
  • Improve the management of the existing tourism experiences within their communities.

They were prepared by the UN Tourism Ethics, Culture and Social Responsibility Department in close consultation with indigenous tourism associations, indigenous entrepreneurs and advocates. The Recommendations were endorsed by the World Committee on Tourism Ethics and finally adopted by the UN Tourism General Assembly in 2019, as a landmark document of the Organization in this sphere.

The first UN Tourism Study on Tourism and Intangible Cultural Heritage provides comprehensive baseline research on the interlinkages between tourism and the expressions and skills that make up humanity’s intangible cultural heritage (ICH).

Hugging strangers, reciting poetry and looking for bird-shaped graffiti is not usually part of a city tour—but Moscow Game Tour is no ordinary company.

Nikita Bogdanov, 25, founder of the company, says: “It’s not a regular tour, it’s a quest. You interact with Russian people, and you gain more experience.”

Moscow Game Tour is one of a new breed of innovative tours run by and for young people. They are either low-cost or free, and prioritise interacting with locals over traditional sightseeing.

Mr Bogdanov started Moscow Game Tour in 2009 to encourage visitors to explore areas outside the city centre. In the tour, which costs 700 roubles (about $22), participants are “players” and complete challenges that lead them to clues in the shape of a matryoshka doll.

Many tasks involve asking passers-by for directions or trying a Russian phrase. Along the way, players discover interesting features such as a monastery canteen, or a Socialist Realist statue.

Some clues are easier to locate than others. “There was one spot that we absolutely could not find,” says Vera Baranova, 25, who took part in a quest at Tsaritsyno Park in south-east Moscow. “When we asked someone, it turned out that we were actually right on top of it.”

Mr Bogdanov also operates the Moscow Free Tour, which provides an overview of major sites between Kitai Gorod and the Kremlin free of charge. In peak season, this more traditional outing attracts between a dozen and 40 people every day; the Game Tour runs only once or twice a week and usually attracts between five and 10 participants. Convincing visitors to sign up for an unconventional tour can be a challenge. “The Free Tour is more popular because it’s more easily understandable,” Mr Bogdanov says. “For the Game Tour, you need to explain to people what it is.”

Business has picked up as Mr Bogdanov has formed relationships with hotels, major tour agencies including TUI and companies such as Google. This year, he also began receiving support from Moscow’s Committee for Tourism and the Hotel Industry, which has launched a programme called “Moscow Fresh” to support creative tourism.

In addition to the Free Tour and Game Tour, Mr Bogdanov’s company offers daily paid-for tours with a variety of themes. The retro Communist Tour visits central Soviet landmarks, including the Lubyanka (former headquarters of the KGB); the Gulag Museum; a Soviet-style canteen and Eliseevsky, a regal shop on Tverskaya Street considered the grandest store in the Soviet Union (which these days sells imported French yoghurt and other modern luxuries).

Visitors can also venture below ground on the Metro Tour.  The latter stops at some of the most ornate stations in Moscow’s beloved Stalinist metro system, such as the mosaic-adorned Komsomolskaya. In an attempt to supply visitors with information beyond the average pocket guide, the tour recounts little-known facts about the metro, such as how many babies have been born on it.

Alexei Sotskov, 30, was inspired to start Moscow Greeter , a local franchise of the international Greeter network, after giving informal tours to friends. “I have a lot of friends in foreign countries, and when they come to Moscow I show them interesting places. So I thought it would be a great idea to start running a tourist service,” he says.

The greeters are mostly students learning English who take visitors to lesser-known sights, such as the former royal estate Kolomenskoye, as well as exhibitions and sporting events. The greeters not only show the tourists around but they also chat to them. “Greeters talk about their lives, their parents, where they’re from in Moscow, and where they study,” says Mr Sotskov. 

“Traditional guides just give people information they read in a book.”

Valentina Lebedeva, a second-year linguistics student, has been a greeter for two months. “When most people come to Moscow, they visit the Kremlin and everything, but they go back and they still don’t really get how people really live here,” she says.

“Greeters offers tourists a good way to get a real impression of Russia, so that you don’t just visit the usual tourist sights.”

Another unconventional tour company, Lovely Russia , also strives to provide a more engaging experience for tourists. “A lot of the tours I saw being run by tour providers were really boring, just buses with large crowds of 60 year-olds,” says the company’s co-founder Anna Shegurova, 25. “There was not a lot for a younger crowd, a more off-the-beaten-path kind of thing.” Lovely Russia offers a variety of $22 tours in English. Locations include metro stations, Constructivist landmarks and a “Moscow as it is” outing that winds through the city’s side streets. At the end of the tour, guides suggest places where participants can enjoy a beer.

Ms Shegurova says the guides try to show visitors “a different side of Russia”.

“It’s a great city with a really long and interesting history… but you wouldn’t really know unless you have someone with you who’s able to share this history and make it interesting,” she says.

For visitors without a guide, getting around Moscow can still be a challenge. Over the past year,  some English-language signs indicating the locations of historical sights have been put up, but metro and street signs remain in Cyrillic.

“Coming here, it’s very hard to get orientated,” says Irina Tripapina, 25, the organiser of WowLocal . “We decided to compensate for the lack of information in English by establishing a community of volunteers who are willing to help visitors find their way.” After passing language and navigation tests, WowLocal volunteers are given T-shirts and badges emblazoned with the phrase “Ask Me, I’m Local.” 

“Tourists can meet WowLocal at any part of the city and at any time – even at night in Butovo,” says Ms Tripapina, referring to the suburb south of Moscow.

Since the project started in July, Ms Tripapina says it has recruited about 400 volunteers. She wears her badge every day on her way to work, and says she’s frequently stopped by foreigners asking for directions (as well as Russians looking for the metro).

Occasionally, she fields some more unusual requests: “Once, a guy from Britain asked me where to get a bowl of pelmeni,” she says.

WowLocal also brings together local people and tourists through city navigation games and conversation clubs at hostels. “We bring volunteers together with the travellers, so that they can share with each other,” explains Ms Tripapina.

The study investigates the issues of the genesis of basic ideas associated with the functions of the network systems in hotel industry, specifies such ideas as “hotel net” and “hotel chain” and also provides the analysis of transnational hotel corporations as the most efficient organizational form in hotel business. The post-Soviet development of tourism industry and of the hospitality sector as of one of its most important constituent elements in Russia has unveiled the ever increasing misbalance between the demand for the high-quality products (services) on behalf of the consumers and the capabilities of the most hotel companies to ensure the qualitative and quantitative parameters of the services to supply the market. Development of the travel and hospitality industry under the modern conditions in Russia raises a number of new problems. One of them is represented by the lack of any sufficiently structured methodology and methods for establishing the transnational hotel chains (THC). The world practices of the hotel business development demonstrate convincingly that the most adequate and economically feasible form of operations of the hotel companies is represented by the hotel chains of national and transnational scale which, however, have not been developed extensively enough in this country.

Grenada PM wants more inclusion in Caribbean tourism industry

ST GEORGE’S, Grenada (CMC) — Grenada’s Prime Minister Dickon Mitchell Monday called for more inclusion of stakeholders within the region’s tourism industry,  warning that failure to do so could seriously hamper the development of the industry.

Addressing the opening of the Caribbean Tourism Organization’s (CTO) Caribbean Sustainable Tourism Conference (STC 2024), hosted by the CTO in partnership with the Grenada Tourism Authority (GTA), Mitchell told delegates that any discussion on sustainable tourism needs to take into consideration the partnerships with the various stakeholders.

“We cannot sustain ourselves,” said Mitchell, informing the conference that while he had prepared a speech for the event, he would not be delivering it.

“So it means that when we have our conversations, you probably have to be a little more inclusive and invite the farmers, the fishermen etc etc, the supply chain people to help sustain this tourism industry. which is our crown jewel in the Caribbean.”

Mitchell warned that failure to do so would result in a couple of things including “these people are not going to defend the tourism sector and it also makes it easier for the politician not to defend, the tourism sector”.

He told the conference having worked for a number of hotels in the past, he shared a view of the sector “that was pampered, treated quite well and to a large extent sort of treated our people by rewarding them with low paying unskilled jobs”.

“And there is some element of that, and so in Grenada’s case. Once upon a time there was a very deliberate public education campaign that tourism was every body’s business and the question is why did we have to do that?

“People did not believe that tourism is everybody’s business. They did not believe that tourism was good for them and good for the country. I think we have come a long way from that and that the average Grenadian, the average Caribbean person accepts, understand the importance of tourism.”

Mitchell said however that the tourism industry itself “needs to do a better job of making sure that it integrates, connects with, supports, encourages other sectors of society that needs to grow as quickly as tourism has grown to ensure that tourism remains sustainable.”

He said in Grenada for example, the government is under “severe pressure” to relax the rules as well as the concessions for the duties we pay for getting the food needed by the hotels into the island.

“Many of our hoteliers will tell you it is difficult to get the type of food in quantities and quality that they need to sustain and to remain competitive. But if the only solution is to import all of the food, I am guaranteeing you that the tourism will not be sustained and I think we know that and therefore we owe it to ourselves, our farmers, our fishermen, our agro-processors…to ensure to help them to be part of the solution that we need to make our food more sustainable, make our food healthier…”

“So if we are talking partnerships let us go beyond having a room where we are talking to ourselves and that we speak to the persons who could assist us with that partnership,” he said, making reference to the fact that there is also need for unity in dealing with other issues in the sector, including the provision of adequate supply of water and dealing with the problems associated with mosquitoes.

He said in the Caribbean, most of the water now comes from desalination plants “but the reality is…we have not planned for the growth in tourism by ensuring that we invest in water conservation and the smart use of water, in recycling the use of water etc etc etc”.

Centred around the theme of the 5 Ps – People, Planet, Prosperity, Purpose and Partnership, the CTO said that STC 2024 aims to address pressing issues facing the Caribbean tourism industry and foster collaboration among stakeholders to promote sustainable development.

“The conference is poised to deliver impactful discussions and initiatives that will drive positive change within the region’s tourism sector.”

In his address to the opening ceremony, the executive chairman of the Sandals Resorts International, Adam Stewart, acknowledged that the main problem facing the tourism industry in the region is understanding visitors who are representing a different generation than in the past.

“There are multitudes of generations at any given time in any segment of tourism…and the magic is to figure out how to get them to come here continuously and on an ongoing basis and to widen that net of inclusivity,” said Stewart, who is also the ATL Group and Sandals Foundation president.

“Customers don’t owe us anything…they do not have the loyalty of the former explorers, they have the internet to guide them without ever leaving their rooms,” Stewart said, noting that the most powerful of the theme of the conference is that of partnership.

“The most powerful part of the five Ps is partnership, the public sector has a role, the private sector has a role to the degree to which those two things come together to determines your gains and your future,” he told the opening ceremony, adding that there has been more changes and advancements in tourism globally in the last decade than there have been in the last 50 years.

“Our job through my eyes in the short time I get to talk is unity, it’s for all of us to come together, it’s to stand together, to take head on the challenges that we face and to find a way to include everybody,” he said, recalling the problems faced by the industry due to the outbreak of the coronavirus (COVID-19) pandemic.

“We as business leaders, we as policy makers in government have to dig deeper, we have to stop being reliable or stop saying this is government business or the private sector business. The sooner we come together with the collective to say that this is our own, that is Caribbean business, is the sooner we will get advancement,” Stewart said.

Focusing on the need for training for workers in the tourism industry, he said there are minimum standards that customers will not accept.

“So, we have to prepare, even if it is mother nature, for the arrival of the visitor that has the choice to go anywhere in the world but choose to come here in the region,” he said.

Dozens of speakers are scheduled to address the conference.

KAMPALA, Uganda (AP) — The World Bank has suspended funding for a tourism project in Tanzania that caused the suffering of tens of thousands of villagers, according to a U.S.-based rights group that has long urged the global lender to take such action.

The World Bank’s decision to suspend the $150 million project, which aims to improve the management of natural resources and tourism assets in a remote part of southern Tanzanian, was “long overdue,” the Oakland Institute said in a statement Tuesday, charging that the bank’s “failure to take immediate action resulted in serious harms for the local communities.”

At least $100 million has already been disbursed for the project, which started in 2017. The suspension of World Bank financing took effect April 18.

The Oakland Institute, a California-based rights watchdog whose work focuses on marginalized communities, for years led calls for the World Bank to stop funding the project known by the acronym REGROW, documenting serious rights abuses suffered by Indigenous communities in the area.

The group in a report released in November accused the World Bank of failing to hold Tanzanian authorities accountable for extrajudicial killings and sexual assaults relating to the expansion of Ruaha National Park.

The report said the Tanzanian government’s tactics to force communities away and increase tourism in Ruaha National Park, a goal of the REGROW project, were “inextricably tied to its financing by the World Bank.”

The World Bank said at the time that it “has zero tolerance for violence in the projects it finances,” adding that a panel of inspectors was reviewing a complaint related to REGROW “to determine whether a compliance audit into the concerns raised is warranted.”

In recent correspondence between the World Bank and the Oakland Institute seen by The Associated Press, the lender confirmed the suspension of further disbursements to REGROW “until we are confident that the project is upholding our environmental and social standards.”

Anuradha Mittal, executive director of the Oakland Institute, said the World Bank’s decision to suspend funding for “a dangerous project” is a victory for marginalized communities in the East African country.

“It sends a resounding message to the Tanzanian government that there are consequences for its rampant rights abuses taking place across the country to boost tourism,” Mittal said. “The days of impunity are finally coming to an end.”

It was not immediately possible to obtain a comment from Tanzanian authorities.

The Oakland Institute documented at least 12 disappearances or extrajudicial killings allegedly carried out by rangers, in addition to multiple sexual assaults of women. Government agencies allegedly seized and auctioned large numbers of cattle, imposing a heavy financial strain aimed at pressuring herders to leave.

“During the first months of 2024, rangers illegally seized and auctioned off thousands of cattle from herders while preventing farmers from cultivating their land -– devastating countless livelihoods as a result,” it said in its statement Tuesday.

Tanzania relies heavily on tourism to finance its budget, and the country has long been trying to develop its extensive national parks to attract more visitors.

Tens of thousands of communities in other parts of Tanzania have been caught up in the efforts, putting local authorities under the spotlight over civilian abuses. These efforts, cited by Amnesty International and others, include the violent eviction of 70,000 Maasai from grazing lands in the Loliondo area to clear vast tracts of land for trophy hunting.
