Holdall: New Travel 'Smart Card' For Norfolk

The new 'Holdall' card can be used on Park and Ride buses across Norfolk from 14 April.

The card launched today at Norwich Bus Station, where park and ride users were invited to find out more.

From today, Norwich Park & Ride users are able to apply for the new travel card and it can first be used from 14 April, when the system goes live for the first time.

David Harrison, Norfolk County Council's Cabinet Member for Enviornment, Transport and Waste says it has the potential to do more than pay for buses.

"A smart card will be the easiest and most economical way to pay for park & ride, but this is just phase one. We will extend smart card use to other activities like school and college transport, and as a multi-operator ticket that can be used on buses right across the county. "It's already smarter than the successful Oyster card for London because it's not just a cash-holding card. For park & ride it can by used to buy a range of cost-saving tickets to suit the user's needs. And it also has the potential to be used in many other ways - as your library card, for example, or as a cashless way to pay for school meals, or to provide access to a range of public services. "This is Norfolk showing the rest of the country the future of smart card ticketing for public transport, and the enormous potential for smart cards to do much more."

Read on for information on the most common tickets and passes offered by service providers across Norfolk.

There are a wide range of bus tickets available to suit different travel needs. Individual bus operators are responsible for their fares, bespoke tickets and passes for their services and therefore we cannot give detailed information about those, however, we have compiled a list below of the most common tickets and passes you are likely to see across most service providers across Norfolk.

£2 bus fare cap

Now extended to 31 December 2024!

A single journey run by participating operators will cost no more than £2 as part of HM Government Help for Households campaign designed to support families through cost-of-living pressures.

If your current single ticket is less than £2 this will remain unchanged.

King’s Lynn fare cap

  • The flat fare will mean any single journey that starts and finishes within the King’s Lynn town zone will cost just £1.50.
  • All five bus operators who serve the town have signed up to the scheme – Lynx Bus, WNCT Ltd, Stagecoach, First Bus and Coach Services Ltd.
  • The area covers key locations such as the Gaywood estate, Q.E Hospital, Hardwick Retail Park, North and South Wootton.

Thetford fare cap

The new flat fare which starts on Monday 13 November 2023 will mean any single journey that starts or finishes within the designated Thetford town zone will cost just £1.50.

Both operators that serve the town, Coach Services Ltd and Konectbus, have signed up to the scheme.

The Thetford town zone includes key locations such at Thetford Academy, Tesco, Sainsburys and the RAF camp.

  • For any passenger over 19.
  • A one-time-use ticket!
  • This ticket allows you travel on a bus for a single journey, typically from one location to another.
  • A round-trip ticket!
  • This ticket allows you to travel on a bus for a round-trip journey, typically from one location to another and back again. It is a ticket that covers both the outbound and inbound journeys.
  • Save money on a ticket that grants passengers unlimited travel on buses within a specific region or fare zones for a consecutive period of 7 days.
  • Some bus operators offer an option to buy a discounted bundle of single or day tickets, this option is great if you only travel a few times a week! These tickets vary between different operators, so be sure to check if this option is available from your desired provider and always check the finer details!
  • Enjoy fantastic outings with your loved ones without breaking the bank! Take advantage of group day tickets which allow you to use the bus for an unlimited number of journeys throughout the day. The group ticket is ideal for groups or families of 1 adult and up to 4 children, or 2 adults and up to 3 children. It is important to note that the maximum number of people allowed in a group may vary between bus operators, so be sure to check their terms for further details before you travel!
  • Group day tickets for up to five people, weekly tickets and monthly tickets on all services across Norfolk will be discounted by 25%.
  • The Travel Norfolk Fusion Day Ticket allows passengers to use all buses run by all 15 operators across Norfolk. It is an ideal solution for both residents and visitors who want to use buses across areas that have services run by different operators.
  • This ticket can be purchased on board all services or via operator apps!

Concessionary passes

  • Concessionary travellers are individuals who carry a valid Concessionary Bus Pass granting them unlimited travel during off-peak times for a whole month. Eligible individuals can enjoy the convenience of unlimited bus travel, enabling them to commute and explore various destinations without worrying about individual ticket purchases!

Young persons

  • A discounted ticket for under 19s!
  • This ticket allows young people between the ages of 5 and 19 to travel on a bus at a discounted rate compared to adult fares.
  • Under 5s travel free with most bus operators, however, always remember to check this with your service provider!

Disabled travel pass

Disabled bus passes are available to people who have a qualifying permanent disability. They are also available for people with a qualifying disability lasting at least 12 months.

A disabled concessionary travel pass entitles you to free bus travel in Norfolk:

  • On all local bus services
  • At any time of day

If you are using your pass for bus services  not  in Norfolk, you can travel for free on:

  • All off peak services (from 9.30am until the last bus of the day) Monday to Friday
  • At all times during weekends and Bank Holidays

If you are using your pass outside England, please check for local travel variations. Usually, you cannot use your English travel pass for free travel in Scotland, Wales or Northern Ireland.

Sometimes we can add a companion enhancement so somebody can travel with you for free.  Visit the disabled travel enhancements page for further details.

If you already have a four-year pass

Automatic renewal.

  • In most circumstances, we will automatically renew a four-year pass.
  • We will let you know by email or letter if your four-year pass won't be renewed automatically.

Address changes

  • If you change address you must let us know as soon as possible, this must be at least four weeks before your current pass expires. You need to send us a copy of your proof of new address
  • You will be charged a £13 admin fee if you don't tell us in time about your new address.

Apply for a new disabled pass

Who can apply

You are entitled to a disabled concessionary travel pass from Norfolk County Council if you are a Norfolk resident of bus fare paying age (five years old+) and have a permanent disability or one lasting at least 12 months.

  • If you have moved into Norfolk from another English county, your pass is still valid but we recommend you apply for a new pass from Norfolk County Council
  • If you have moved here from Scotland, Wales or Ireland your pass is not valid for use in England and you will need to apply for a new pass

Your eligibility for a disability-related travel pass is considered 'automatic' if you have been issued with a 'Blue Badge' or are in receipt of the following benefits:

  • Higher Rate Mobility Component of the Disability Living Allowance
  • War Pensioner's Mobility Supplement
  • Personal Independence Payment (PIP) with an award of eight points or more for the "Moving around" or "Communicating" activities

You are also eligible if your disability falls into one of the following seven categories:

  • People who are blind or partially sighted you are eligible for a disabled pass with an enhancement allowing you to travel at all times 
  • People who are profoundly or severely deaf in both ears
  • People who cannot speak
  • People who have a disability, or have suffered an injury, which has a long-term effect on their ability to walk
  • People who are without use of both arms
  • People who have a learning disability, that is, a state of arrested or incomplete development of mind that includes significant impairment of intelligence and social functioning. These disabilities must have started before adulthood and have a lasting effect on development. Note that conditions such as Autism, Asperger's and learning difficulties (e.g dyslexia, ADHD etc) are not covered by this definition.
  • People who if they applied for a driving licence under Part III of the Road Traffic Act 1988, have this application refused under section 92 of the Act for a reason other than on the grounds of persistent misuse of drugs or alcohol

How to apply

You will need to supply a photograph for a new application.

You can take a photo at the time of applying with a webcam or you can upload one from your computer. Instructions and examples of suitable photos are included on the form.

You will also need to have proof of ID, Address and supporting evidence for your disability;

  • Your Proof of Address and Proof of Eligibility may be the same document and no more than 12 months old
  • Your Proof of ID must clearly show your Date of Birth
  • Do not upload information which may be considered confidential such as Bank Statements without masking account details and values. We accept screenshots of e-billing emails
  • Photo files should be in a jpeg format and no larger than 4mb each. Scanned document files should be in a PDF format and be no larger than 4mb each

If you cannot apply online, and friends or family can't help you to apply, you can use a paper application form instead. You can pick up a paper form from any Norfolk library.

Online applications deferred

Sometimes an online application can be deferred.  This means that the system was unable to verify you.  You should receive an email to let you know that this has happened.

This does not necessarily mean that you are not eligible.

An application could be deferred because:

  • The personal details or pass details you submitted don't match the ones in our database
  • You applied for your new pass or renewal too early
  • Your existing pass may have already expired
  • The card was issued by another local authority, outside of Norfolk

If you applied too early try again later.

If this is your first concessionary pass, email us with the following information:

  • Copies of your proof of identity (a passport, driving licence, birth certificate in the same name as your application)
  • Proof of your address in your own name, not older than three months (a utility bill, bank statement, or any other official letter)
  • Your name, address and online application number

When will your pass arrive

We aim to process your application within 10 working days of receiving your form.

Once processed, passes are usually sent to your home address within five to 10 working days.

If you have applied prior to your date of eligibility then your new pass will be delivered up to ten working days before your eligibility date.

If you have requested a renewal of your travel pass then a new card will be with you up to two days before your current card expires.

Renewing your pass

If you were issued a pass that is valid for four years within Norfolk then you should automatically receive a new concessionary bus pass before your current pass expires. If you were issued a concessionary pass valid for less than four years then you can complete a disabled persons application for a concessionary travel pass (PDF) [611KB] .

If your details or circumstances change , let us know at least four weeks before your current pass is due to expire.

If we send a concessionary travel pass to a previous address that we have for you, then you will also need to pay £13 to update your details and reissue a pass to the correct address, if you still require one.

Cheques should be made payable to Norfolk County Council.

Where you can use your pass

The concessionary pass is valid for free travel on all local bus services throughout England. This includes London buses and rural services, such as Coasthopper.

Pass holders are also entitled to a discounted rate of £1.80 return on park and ride services in Norfolk after 9.30am and £1.50 after 12 midday.

The pass is not valid on trains or national coach services, such as National Express.

The pass is not valid in Wales, Scotland or Northern Ireland.

Travelling with a companion

If you need assistance to access and travel on public transport, you may be entitled to the companion enhancement to your pass.

To be eligible for a companion pass you must be unable to walk to a bus stop, or get on or off a bus without assistance.

Companion passes are only valid for journeys in Norfolk, if your journey takes you to another county your companion may have to pay to return to Norfolk.

This will allow you one companion who can also travel for free with you for any journeys that start in Norfolk.

The companion will need to pay for their travel on any journeys that start outside Norfolk. Visit the disabled travel enhancements page for further details.

Lost, stolen or damaged passes

Replacement passes are only printed for passes which were issued within the Norfolk district.

Get a replacement pass

If you are now living in Norfolk after previously receiving a pass from another county you need to apply for a new pass .  If you need a replacement pass for a county other than Norfolk, contact your local council.

If your card was due to expire within the next two months then we may be able to send a replacement pass free of charge.

Otherwise replacement passes for lost, stolen or damaged cards will cost £13, which is payable in advance.  Note that this fee is not refundable should a lost pass be found at a later date.  We do not require a new photo.  Cheques and postal orders must be made out to Norfolk County Council.

Pass not scanning

Passes can be rejected by a ticket machine for the following reasons.

Invalid:   A red light flashes and the machine states "Invalid" or "No Valid Ticket" - this could be because the pass is being used outside of valid off-peak times or the pass has expired.  The expiry date is printed on the card.   Expired passes will not be accepted for free travel and customers need to  renew their bus pass .

Hotlisted:   A red light flashes and the machine states "Hotlisted" or "Blocked".  This is a card that has been cancelled by Norfolk County Council.  It may have been reported lost or stolen.   Hotlisted cards are not valid for travel  and drivers are instructed to take the card out of circulation.  Customers who believe they are entitled can  apply for a replacement card.

Damaged:   No light flashes and the machine does not recognise the card at all.  This means that the electronic chip in the card has been damaged.  Damaged cards need to be replaced.  If the card is visually acceptable, ie the card is in date and the photo matches the customer,  drivers are currently allowed to manually record the pass and allow travel .  Drivers will advise you to  order a replacement card  as you could be refused travel in the future.  There is a £13 administration fee for replacement cards.  If you need to order a replacement card as it is not recognised on the bus, but you believe that your card is undamaged, you can return the pass to us with a covering letter to:

Your card will be tested and if the card is found to be faulty but undamaged then the £13 charge will be refunded.

Changing personal details

If your details change, tell us as soon as possible so we can send you any updates and information about your pass.

If you don't let us know at least four weeks before your current pass is due to expire and we send a pass to a previous address that we have for you, then you'll also need to pay £13 to update your details and reissue a pass to the correct address if you still require a pass.

If your pass is due to expire within six months and you need to update your photograph on your account this can be done free of charge by either emailing or posting in a new one. If your pass is valid for more than six months and you want to change your photograph there will be a £13 admin fee.

If you're paying by cheque, make it payable to Norfolk County Council.

If your name has changed then your present concessionary travel card remains valid and you can continue to use your card until the expiry date. To update your account you will need to send in proof of your new name, then when your current pass expires your new one will have your updated details on them.

If you would like a new card before your current pass expires, there is a £13 admin fee, you will need to send proof of your new name so that we can update your account details and issue the pass.

Accepted proof would be a recent copy (in your new name) of:

  • A bank statement
  • Council tax bill
  • Driving licence
  • Doctor's letter
  • Statement from the HMRC
  • Medical or optical prescription
  • NHS medical card
  • Pension book
  • Utilities bill (not credit card or mobile phone bill)

If you are moving to an address outside of Norfolk you must return your pass to us, advising us that you have moved away from the area. You will then need to apply to the relevant authority covering your new address to issue you with a new pass.

What to do if a pass holder dies

Disabled bus passes are covered by our ' Tell us once ' service, so if you have used this service, you will not need to do anything further.

New ADA dock, Reid and Hughes groundbreaking mark progress in Norwich: what's happening

The Norwich Community Development Corporation showed off two key projects for downtown Norwich Wednesday.

First, there was a ribbon cutting at the new ADA-compliant docks at Howard T. Brown Memorial Park. After that was the groundbreaking for the restoration of the Reid and Hughes Building into apartments and a first-floor retail space.

These projects represent “the continued, sustained drumbeat of us trying to get things to move in the downtown,” NCDC President Kevin Brown said

It also shows the power of public and private investment working together, Norwich Mayor Peter Nystrom said.

Norwich’s legislative delegation has sought accessibility for the dock since 2015. The city has worked on accessibility since at least 2017. Norwich set $200,000 aside for the dock work in 2019 .

The state, through the Small Harbor Improvement Projects Program, provided $800,000, Port Authority Interim Executive Director Ulysses Hammond said.

“This is a destination here in Norwich,” he said.

Work done on the dock included new docks at the front of the park, and adding safety rails and an Americans with Disabilities Act compliant ramp.

Norwich’s harbor is an estuary where the Thames, Shetucket and Yantic Rivers meet. Fishing enthusiasts will come from as far as Massachusetts to fish striped bass in Norwich, Norwich Harbor Management Commission Chair H. Tucker Braddock said.

More projects to come

The Connecticut Port Authority opened the fourth round of SHIPP Grant applications in March . The city is still seeking more money for the park and waterfront, including efforts to further fund the work new Norwich marina owners Patrick and Brittany Dwyer in revitalizing it, Braddock said.

“It’s one step at a time,” he said. “It takes a long time for economic development.”

To drive the point home, Braddock gave Hammond a portrait of the completed Norwich Harbor.

“He’s reminding me of all the projects we have to do in this harbor,” Hammond said.

Reid and Hughes

The remodel of the Reid and Hughes building have started, and is expected to finish next spring. When completed, it will have 17 apartments units, a 2,000 square foot retail space on the first floor, and will remain in compliance with regulations for renovations to historic buildings, Heritage Housing Inc. President David McCarthy said.

The project is funded by a construction to permanent loan from Capital for Change, a $600,000 loan from Norwich, and a $500,000 grant from the Connecticut Department of Economic Development, McCarthy said.

Heritage Housing first took over the Wauregan building across the street in 2020, and soon got involved with the Reid and Hughes building as its then owner went bankrupt, despite the challenges McCarthy said.

“The building appeared to be barely standing, and walking through it reminded me of YouTube videos of visits to the Chernobyl containment zone.” he said. “So naturally, we said of course.”

The Reid and Hughes building is named for a department store which was there for over 100 years. The building was built in 1869, expanded in 1898, and it closed in 1987, McCarthy said.

Williams eyes success on Norwich return

Luke Williams returns to the club where his career began on Saturday intent on continuing Swansea City’s encouraging end to the season.

Swansea go in search of a fourth straight Championship win as they take on Norwich City, though nothing will come easy against hosts who have not lost a league game on their ground since early November.

For Williams, a trip to Carrow Road brings back memories of his days as a Norwich schoolboy.

He signed for the East Anglia club on his 12th birthday and departed aged 16 – by which time he was already hampered by the injury issues which ultimately ended any hope of a professional career.

“In the end my body gave up on me a lot… just not cut out for football I’m afraid,” Williams said.

“But I loved my schoolboy days at Norwich City. I have a lot of ties there - it’s a brilliant club.”

Norwich, who are looking to win promotion to the Premier League for the fourth time in the last 10 seasons, know victory against Swansea would all but secure a play-off place.

The Swans have nothing to play for, though that was also the case as they took on relegation-threatened Huddersfield last weekend and they won that game 4-0.

Norwich, of course, are a much tougher proposition than the ailing Terriers, with Williams calling the Canaries game “as big a test as we have faced for a few weeks”.

Nevertheless, the Swansea boss says his team should travel with confidence given their recent form.

“We have had three victories, three clean sheets, eight goals scored, last two games [the opposition] didn’t register a shot on target against us,” Williams said.

“We dominate many of the numbers and watching us you can see the team is playing in a good way. We have to try to continue that as best as we can because that will create a new identity for us and a different feeling as we move forward.”

Gordon road lowestoft service 1,99,101,102,105,109,122,x1,x2,x21 & x22.

Gordon Road Lowestoft will be being resurfaced from Old Nelson Street to London Road North from Wednesday 1st May 2024 to Saturday 4th May 2024 between 0930hrs & 1530hrs each day. 

During this time all services will be diverted out of the Bus Station via Katwijk Way and St Peters Street however this does mean that northbound services will be unable to serve the Bus Stop in Artillery Way. intending passengers will need to either board at the Bus Station or walk to the next available stops.

New Road, Tilney St Lawrence 2

Due to tree maintenance taking place on New Road, Excel A & C services will need to take a diversion route between Monday 22nd April   to  Friday 26th April . Our services will not be able to serve Tilney High End during this closure, buses will instead operate via the A47 and Church Road in Terrington St John.

We will not be able to serve our normal stops in Terrington St John , so temporary stops will be provided for  eastbound  services on Main Road, west of the junction with Church Road. The  westbound  stop will be located on Church Road, near to the junction with Main Road. Services will wait at these stops until their booked departure time from Terrington St John.

Yarmouth Road Lowestoft Service 1,101,X1

Yarmouth Road Lowestoft currently has ongoing Drainage and Carriageway Improvement works in place until June 24. 

Due to the impact of the traffic delays that these works are having it may be necessary at some times to divert our Service 1, 101 & X1 services via Bentley Drive, Millenium Way and Oulton Road to safeguard our service and mitigate the delays to the wider Network. 

We apologise for the inconvenience to your Journey and are working with national Highways to try and minimise delays as much as possible. 

Heartsease Roundabout (Reds, 31 & 33)

As works on the Heartsease Roundabout TCF scheme have progressed, they are now in a position where a full closure of all arms of the roundabout will be required - as a result, the roundabout will be closed from Saturday 13th April  to  Friday 17th May  continuously.

The table below details the diversions that each bus route will take, and a diagram of all services in the area is also attached. All services have been instructed to allow passengers to board/alight at stops on their diversion route.

UPDATED 19/04/24 10:20 - Please see revised routings for 24/24A/24B to remove them from Harvey Lane, a new map will be uploaded shortly.

Due to works associated with the Transforming Cities scheme, Breckland Road will be closed between  Tuesday 2nd April  and  Friday 7th June .

During this closure, services will instead be operating via Three Mile Lane with temporary stops provided for passengers to complete their journeys.

Carlton Road Lowestoft Service X22 Bernard Matthews/ 2Sisters Contract Services

Carlton Road Lowestoft will be closed from Wednesday 1st May 2024 to Friday 3rd May 2024 between 0900hrs to 1700hrs each day. 

Services  will therefore be diverted via Kirkley Park Road and London Road South/Kirkley Cliff Road in both directions.

A47 Swaffham-Kings Lynn (Excel)

Due to a National Highways project taking place on the A47 between Swaffham & Kings Lynn, our services departing  Norwich  &  Peterborough  at  19:40  between  Monday 26th February  & Friday 24th May  will be subject to a diversion route between Narborough & Kings Lynn on  weeknights only .

In both diversions, services will be unable to serve any stops in   Middleton &   East Winch  as buses will be operating via the B1153 & B1145 through Gayton.

We apologise for any inconvenience and delay these roadworks may cause to your journey.

London Road South Lowestoft Service X2,X21,BM & 2Sisters

London Road South Lowestoft will be closed from 1900hrs Wednesday 8th May 2024 to 0600hrs Thursday 9th May 2024 for Anglian Water Works near the junction of Claremont Road. 

Service X2, X21  will be diverted towards Lowestoft Bus Station left onto Carlton Road and right Tom Crisp Way to line of route at Asda. 

Contract Service towards Lowestoft will divert from Long Road left onto Tom Crisp Way to line of route at Asda. 

Norwich services are not effected.

Southtown Road Service 6,8,1,1A, X1, X11

Due to roadworks taking place Southtown Road will be closed  between 20:30  &  06:00 Friday 26th April 2024

Service 6,8,1,A1,X1,X11 During this time, our buses will be unable to serve Alpha Road , Waveney Road , Rumbold Arms , Gordon Road , Anson Road , St Marys Church or Station Road bus stops in either direction and buses will be diverted via Pasteur Road, the A47 and William Adams Way in both directions

Passengers are advised to use the Southtown Road stop (near Haven Bridge) or Highfield Road/Ferry Side bus stops during the closure.

Penzance Road, Kesgrave Service 66 & 66A

Penzance Road  Kesgrave will be closed daily between 0930hrs & 1500hrs from Monday 15th April 2024 to Friday 3rd May 2024 to allow Suffolk County Council to carry out Footway Works. 

Service 66 & 66A will be unable to traverse their normal route and will be diverted via Bell Lane and Main Road in both directions.

These works have had their dates changed twice, without notification to us, and we apologies for any inconvenience to your journey that the prior unnecessary diversion had.
